THE results obtained by pneumatic flotation throughout the country on all classes of ore, and. the tonnage now being treated by this particular method, speak for themselves. Its advantages over the so-called agitation process are now established by facts and data from practice. The comparative efficiency of a rapidly revolving paddle, as a means for aerating an ore pulp, and of a cycloidal or turbine blower for the same purpose, would seem to be so obvious as to leave no room for discussion. Practitioners in this art are to be congratulated on the acquisition of the valuable literary contributions that have recently been made on the theory of. flotation by Messrs. Ralston, Van Arsdale, Taggart and Beach, and others, and the very valuable and able articles, by Messrs. Laist and Wiggin on "Flotation Concentration at Anaconda, Mont.," by, Dr. Rudolf Gahl- on the "History of Flotation at Inspiration," and by David Cole on "The Advent of Flotation in the Morenci District." It is not within the province of this article to attempt an answer to the various issues raised in regard to the theory, or to defend the one advanced by me a year ago. But since discussion usually benefits the profession, a reply will be made to some of the statements made by the last-named writers. COMPARATIVE SENSITIVENESS AND ATTENDANCE Concerning 'the article, "Flotation Concentration at Anaconda, Mont.," by Laist and Wiggin, a little explanation is in order. It should be stated that; with the exception of about 24 days at the end of the testing 'period, the Callow experimental plant at Anaconda was not run under my direction. This perhaps accounts for some of the conclusions drawn on page 562 of the descriptive paper. The conclusion that the use of acid seems to be of considerable advantage, calls, for some comment. While the tests conducted by the Anaconda Copper Co. do show acid to be, of considerable benefit, this is a consequence of using acid sludge as a flotation agent. FOR the purpose in hand, pyrometry may be taken to include all temperature measurements from, say, 200° C. to the highest attainable, especially when considered from the technical or applied side. It will be convenient first to consider the entire content of a course of study grouped under the headings of the various methods of measurement, which are quite distinct in principle and involve different equipment. Brief suggestions will be given under each heading, and the summary will be followed by comments on the purpose of such a course and methods of conducting it. 1. Expansion and pressure methods: mercury thermometers (glass and quartz), liquid, gas, and vapor-pressure thermometers, especially recording instruments. Especial attention should be given to the limitations of these methods, which, particularly in high-temperature mercury thermometry, are often overlooked. Range approximately to 700° C. 2. Resistance thermometers: both bridge and potentiometer methods, of indicating and recording. Calibration; lead compensation; design of thermometers for special purposes. Range to 1200° C. 3. Thermoelectric pyrometers: potentiometer and deflection methods indicating and recording. Calibration, leakage errors, contamination errors, base and noble couples. Range to 1500° C. 4. Total radiation methods: thermoelectric, resistance, and expansion indicators, mirror and lens collectors, calibration, permanence of characteristics, absorption errors. Range, to highest attainable temperatures. Methods of producing perfect radiators-true, and virtual or "black body" temperatures. 5. Partial radiation methods: absorption and spectroscopic methods of getting partial radiation, various comparison sources, polarization, electric, sector, and absorption methods of controlling intensity (Morse, Lummer, and Wanner types). Calibration, permanence of calibration, absorption errors. Methods of producing perfect radiators -improvised methods; true, and virtual or black-body temperatures.

Zinc is one of the effective elements introduced to enhance the strength of aluminum. This strengthening is principally attributable to the high solid solubility of zinc in aluminum and the pronounced variation of solubility with temperature. Consequently an accurate determination of the solid solubility curve is desirable. The solid solubility relations have been studied by numerous investigators. Shepherd1 first established the existence of a solid solution region at the aluminum end of the diagram (-v phase) by specific volume and microscopic determinations. Bauer and Voge12 published a constitutional diagram which showed the limits of solid solubility as determined by thermal and microscopic methods. Hanson and Gayler3 presented the aluminum-zinc diagram which is now most generally accepted (Fig. 1). Chill-cast samples were given thermal treatments designed to obtain equilibrium conditions, quenched, and microscopically examined. The solubility was placed between 15 to 20 per cent at 60" C., 20 to 22 per cent at 140" C. and 36 to 38 per cent at 270" C. Sander and Meissner decidedly modified the limits of the -y phase field of Hanson and Gayler's diagram by using similar methods on chill-cast specimens annealed for a shorter period of time. Tanabe,s utilizing dynamic hard-ness, electrical conductivity and dilatometric measurements of specimens at temperature, obtained values comparable to Hanson and Gayler's at room temperature, but appreciably lower at higher temperatures. Nishimura6 concluded from age-hardening results of aluminum-zinc alloy chill castings, which had been quenched from 400" to 500" C., that the solubility of zinc in aluminum at room temperature is less than 5 * Metallurgical Division, Aluminum Research Laboratories. 1 E. IN these days of the spectacular in research and technological accomplishment, it is easy and natural to overlook some of the applications to everyday life of recent developments of a more pedestrian kind, or to fail to realize that sometimes two or three of the latter may be combined to serve a novel purpose in fields other than those in which they grew. The present remarks are to point out three such developments which might be combined to apply to an everyday function of the A.I.M.E. as an organization. By its Constitution, the A.I.M.E. is organized "to promote the arts and sciences connected with . . . minerals and metals, and the welfare of those employed in these industries . . .; to hold meetings for social intercourse and the reading and discussion of professional papers, and to circulate . . . among its members the information thus obtained . . .; and to . . . maintain . . . a library." By these words of Article I the profession of mining and metallurgy is recognized to involve many arts and sciences, of which the art and science of exchanging information is a leading one. As to methods of preparing or securing papers, the Constitution is silent.

The various modifications of the art of photography have become within the last few years the indispensable allies of every art and science. But, before the introduction of the process which is the subject of this paper, there was, so far as I am aware, no satisfactory means by which certain photographic negatives could be made to yield, without the intervention of the skilled draughtsman, electrotypes suitable for surface-printing. I refer to negatives taken from originals, such as natural objects, or or lithographs, in which the lights and shadows are not represented exclusively by lines and dots, such as can be photo-engraved. The greater usefulness to engineers and manufacturers of electrotypes as compared with lithographs is evident. The electrotypes can be kept indefinitely and used in the production of many thousand copies. They can be duplicated at trifling cost. They can be placed for printing together with the " forms " of type, or included in these, upon an ordinary press. Finally, they are cheap, when made mechanically from a suitable original. Various methods have been adopted for the preparation of such a secondary original (as it might be called) in cases where the first original is unsuitable for photo-engraving. Thus, for instance, portraits have been produced in electrotype from ordinary photographs as follows: A large negative is made of the original (say a carle de visite of a person deceased), and a proof taken, but not " fixed." Over this proof a skilled artist draws the portrait with a pen, producing a picture which resembles a line-engraving. The photographic proof, which has served merely to guide the artist, is now obliterated, and the pen-and-ink drawing is photo-engraved. Electrotypes thus produced often retain the likeness in a wonderful degree, and give spirited and satisfactory pictures. 1 may instance, as examples, which many will recollect, the portraits of our deceased members,

U.S. Steel Corp.'s Winifrede mine is operated by Lynch District in the mountainous region of eastern Kentucky. This region is characterized by narrow finger ridges and precipitous slopes, which present both an opportunity and challenge in the design and selection of coal-handling facilities for the movement of coal from the section belts to the railrod cars. Lynch District selected diesel-powered locomo¬tives and 100-ton articulated cars capable of negotiating sharp curves. The drop¬bottom mine cars are equipped with longitudinally hinged doors that are auto¬matically opened and closed. Lynch District selected a large-diameter steel-lined borehole for lowering the coal approximately 1000 ft from the seam level to the valley floor railroad load-out point. Taking advantage of gravity, the presized coal is "lowered" vertically approximately 720 ft to existing entries of a previously abandoned mine. The coal is then conveyed horizontally into storage. The coal¬handling facility from the mine-car dump to the railroad load-out point is fully automatic through use of tone control. TV cameras are installed along the facility to continuously monitor the strategic points. The diesel locomotives are either directly operated or remotely radio-controlled, depending on the functions Per¬formed. U.S. Steel Corp.'s Winifrede mine is operated by Lynch District in the mountainous region of eastern Kentucky. The narrow finger ridges precluded use of under¬ground haulage and, thereby, presented the opportunity to use high-capacity equipment on the outside bench. The precipitous mountain slopes, steepest at the Wini¬frede seam horizon, presented a challenge to select a solution for lowering the coal approximately 1000 ft from the seam level to the valley floor railroad load-out point. It was evident from the start of planning that these two factors predominated; namely, rail haulage and coal lowering, and solutions to these would determine the final design of the Winifrede mine coal-handling facilities. The Winifrede mine derives its name from the Wini¬frede Seam which comprises the total reserve recov¬erable from this facility. The seam is 5 ft high with a good siltstone bottom and competent shale or sandstone roof. The seam is at an elevation of 2700 ft where the mountain ridges are long and narrow. This configuration of the reserve was ideal for conveyor belt installation to transport the coal from the working face to the outside bench. The preclusion of underground rail haul¬age permitted an opportunity to review the type of locomotive power and to select high-capacity equipment without the limitations associated with underground systems. Since the basic electrical design of the mine was al¬ternating current, with rectification to direct current for shuttle cars required only in the face areas, there was no point in bearing the burden of additional cost of dc trolley installation. And, since the haulage would re¬quire only a few tunnels to negotiate sharp points and to reach the back side of the reserves, diesel power was selected for the haulage locomotives. To provide stability on the almost continuously curv¬ing track and to provide the maximum width of haul¬age equipment, both locomotives and mine cars, stan¬dard railroad gage was chosen to offer the largest choice of equipment. The decision was made to select a standard 45-ton railroad diesel locomotive but to lower the cab height to reduce tunnel excavation requirements. The mine car was the next challenge. Past experience in Lynch operations indicated that drop-bottom cars would be a successful application with the free-flowing coal. The search was for a drop-bottom car within the dimensions of the locomotive to discharge the coal in the shortest time. Numerous types were considered and visits made to various sites to observe cars in operation.

The Australian continent possesses significant reserves of a wide range of minerals, including bauxite, coal, copper, diamonds, gold, iron ore, lead, manganese, mineral sands, nickel, phosphate, silver, tin, uranium, and zinc. Australia's identified economic resources of many minerals are very large as indicated in Table 1. A sophisticated and highly experienced mineral industry is now an established feature of the Australian economy and Australia is the world's largest exporter of iron ore, alumina, mineral sands and refined lead and amongst the leading suppliers of many other commodities such as coal, lead and zinc ores/concentrates, nickel, refined zinc, tungsten concentrates and bauxite. The industry exports 70% of its production. This is reflected in the value of Australian mineral exports which have grown from about $200m in 1960/61, comprising 10% of total export receipts, to about $1265m or 29% of export income in 1970/71 to around $7061 representing 37% of Australia's total export income in 1980/81. AUSTRALIA'S MINERAL RESOURCES POLICIES Federal and State Governments' Responsibilities Australia has a federal system of government comprising six States, a self-governing Territory and a Federal Government. Under the Australian federal system the Constitution sets down the powers of the Federal Government. All powers not assigned to the Federal Government in the Australian Constitution reside automatically with the States. Certain of these broad powers result in the Federal Government having a significant influence on resources development. For example, in being responsible for economic management, the Federal Government's fiscal and monetary policies have an important effect on industry as well as on State finances. In particular, the taxation regime employed by the Federal Government is of direct importance to decision-makers in the resources industry. The Federal Government is responsible also under the Constitution for external trade matters; and international trade and commodity matters are increasingly important in Australia's international relationships. Foreign investment is another area where the Federal Government has a role to ensure that national interests are protected. This foreign investment power flows from the Federal Government's control of foreign exchange movements into and out of Australia. However, before enlarging on these and others of the Federal Government's powers and policies, it should be emphasized that the State governments, by virtue of their wide powers to regulate matters within their own boundaries, are more directly involved in the day-to-day administration and regulation of mining operations. For instance, the powers of the State governments include the responsibility-for the granting of exploration rights and mining leases, the approval of mining operations and the levying of royalties and other like charges. Administrative arrangements covering the granting of minerals and petroleum exploration and development titles vary from State to State. Before development rights are granted, State governments consider environment protection and rehabilitation aspects of development proposals. The provision of infrastructure within State borders is a matter primarily of State government responsibility. It is usual practice in Australia for State governments to construct and operate infrastructure services such. as railways, ports and electricity generation and transmission. The States may also provide certain public services such as electricity. and water, port and loading facilities, communications, health and education services which form part of the infrastructure of mining operations. In remote areas the mining companies themselves usually are expected to provide much of this infrastructure. However, the Federal Government is primarily responsible in some fields, such as telecommunications and parts of the railways network. State governments carry out preliminary exploration and geological mapping and some are directly involved in the mining of coal for power generation. The Federal Government's responsibilities in addition to economic management, taxation, international relations, foreign capital and investment, include regulation of exports, environmental matters and matters affecting the Aboriginals of the Northern Territory. FEDERAL GOVERNMENT POLICIES The continued sound development of the minerals and energy resources sector is regarded by the Federal Government as being of very great importance. However, the Government does not seek to participate directly in resource developments. It sees its role rather as that of establishing a sound economic and policy climate in which private companies can identify opportunities, seek out customers and marshall the necessary capital for the development of resource projects.

MEETING OF SAN FRANCISCO SECTION Twenty members were present at the meeting of the San Francisco Section, May 20, 1919. Chairman Bradley being in Alaska, vice-chairman, T. A. Rickard, presided. Prof. Frank H. Probert gave a short account of the activities of the governmental commission, consisting of himself, George S. Rice, and F. G. Cottrell, which recently visited Europe, and studied the coal, iron, salt, and chemical industries. When the work is finished reports will he issued. He gave a resume of the history of. the changes in nationality of Alsace-Lorraine and 'described the importance of the region for coal, iron, and potash. With the return of these provinces France will have an annual output of more iron ore than she has coke to smelt it with; hence, the importance of the Saar coal field. With these new mines France will take the predominant position in the iron and steel-industry formerly held by Germany. Many details were given of the devastated mines of France, and of their former value, production and the destruction that overtook them. Noteworthy is it that much of the damage was done as late as Oct. 28, 1918, for the express purpose of ruining the country industrially. The damaged area of the Valenciennes coal basin embraced twenty-four concessions, three were damaged by artillery bombardment, but have resumed operations since the' armistice, nine had their surface: equipment destroyed by battle, pillage, and sabotage, while twelve concessions at the eastern-end of-the field suffered from wilful, systematic destruction. Of the 285 shafts in the district, 172 were flooded either by: turning surface streams into them, or, by wrecking the cuvellage; thus, admitting water and quicksand from the water-bearing strata above the coal measures. Two hundred and thirty-five surface plants were damaged, many of them to such an extent that they must be scrapped. These properties gave employment to 135,000 men before the war and, even admitting the remote possibility of getting workmen, the terrible destruction and devastation makes housing and living a difficult problem. It will probably be from 3 to 5 years before the mines are drained and information obtained as to underground conditions; to attain the pre-war output may require from 12 to 15 years.

A FALL meeting that should have repercussions both in the "Transactions" and MINING AND METALLURGY was that of the Industrial Minerals Division (Nonmetallics) at Wilmington, Oct. 21-23; headquarters, Du Pont Hotel. The sixteen technical papers and two addresses were substantial and interesting. Moreover, in every instance but one, the author made the presentation, and the one exception must have been next of kin because the ensuing discussion indicated his command of the subject. The meeting schedule clicked at every turn, thanks to Dr. Gillson, chairman of the local committee, and even the four field trips adhered to the time table. The program pre-empted morning, noon, afternoon and night two general luncheons, two dinners, and an evening technical session reminding one of the Annual Meeting. Only the registration was disappointing - about 80.

At the Glen Summit meeting (Trans., xx., 605) I described in a general way the grinding-machine known as the Sturtevant mill, built by the Sturtevant Mill Co., of Boston, Mass. My first experiments in granulating magnetic. iron-ores with this machine were made five years ago in the northern portion of New York State.

THE registration badges gave out, there were not enough programs, the Pioneer Hotel's rooms were insufficient, and some hundred applicants for banquet tickets had to be turned down at the Institute's Regional Meeting in Tucson, Nov. 1-5. Minor inconveniences these, however, occasioned by the fact that, optimistic as they are in Arizona, about half again as many partook of the week's activities as were expected. For this, the local program committee can be blamed-both the technical and social features were too attractive in quantity and quality. Seriously speaking, though, the Institute has probably never had a more successful Regional Meeting than this one. It being the first that has been held in Arizona in 22 years, no effort was spared to make it the distinctive gathering that it was.

GENTLEMAN: The year 1928 was another in the history of the Institute which was marked by quiet growth and steady progress. The total membership as of December 31, 1928, was 8703 as compared with 8438 on December 31, in 1927. Again the main increase has been in Members and the number of Junior Associates is less. As will be seen also by the Treasurer's report, the increase is reflected in larger receipts for dues indicating that fewer have had to be dropped for non-payment. There has been a gratifying increase in the number applying for reinstatement and it seems clear that interest in and attachment to the Institute has notably increased. The year was signalized by the merging of the Rocky Mountain Club with the Institute which brought to our roll one hundred and forty who were not previously members from among the men who have made the West. It also brought to the Institute a strong tradition of good fellowship and a fund of over $100,000, the interest from which is to be expended so far as may be, for purposes beneficial to the Western states. The Endowment Committee expects to see other and similar funds entrusted to the Institute and the Board has already appointed a special committee to consider all projects for expenditure of the revenue from them. It is felt that with the organization and personnel available in the Institute even modest revenues can be made to yield large returns in the way of scientific and technical knowledge. Within the year also, a third great Division has been organized within the Institute, building on the foundation of the old Iron and Steel Committee. The new Division signalized its independence by joining the Lake Superior Mining Institute in a visit to the Menominee Range in September and by furnishing material for a special volume of 353 pages, "Iron and Steel" Technology in 1928," printed and distributed in December. The Institute of Metals Division held its fall meeting with good attendance as one feature of National Metal Week at Philadelphia in October, and published its volume of Proceedings, running to 836 pages, in August. "Petroleum Development and Technology in 1927," 844 pages, came out in June and recorded the work of the Petroleum Division. A most interesting Fall meeting was also held by the Division at Tulsa,

The hot-blast oven of which the accompanying plate gives complete details, was designed by the writer for the spiegel-furnace of the Lehigh Zinc and Iron Co., at Bethlehem, Pa. Members of the Institute who visit these works will have occasion to notice the large amount of zinc-dust in the gases, and the consequent dirtiness of both the hot-blast and the boilers. The zinc collects in a crust on the iron hot-blast pipes and leads to the frequent burning of them. A large vertical standing-pipe stove, a modification of the "Pleyer," thus gave considerable trouble by the burning of pipes and, on one occasion, the toppling over of a whole row. These inconveniences are avoided in the hanging-pipe stove under consideration, and less heating-surface has been found to be required to heat the blast to a given temperature. The construction of the stove is so simple and so plainly shown in the plate that it is needless to enlarge upon it. Each pipe rests in a box and is connected by U-branches with the next adjoining pipes. An iron sleeve is placed around the joint and tightened, as usual, with iron filings. In case of a pipe burning out, that particular section is cut off by the valves and the sleeves are broken. The pipe is then readily lifted out of the box and a new one is substituted. The whole operation requires only a short time and the section can then be at once put into use. The boxes supporting the pipes cover the whole surface of the hot-blast and are closed by iron covers rammed with fire-clay. Owing to the air-space around the U-pipes there is little loss of heat in the upper part of the stove. Each section as built has 280 square feet of heating-surface. The furnace is blown by a horizontal engine with 46-inch stroke and 48-inch diameter of blowing-tube. At 28 to 30 revolutions, the engine delivers 3000 cubic feet of air per minute, at a pressure of 5 pounds. When five sections of stove are in use, the blast enters the furnace at a temperature of 850" F. That is, there are over two cubic feet of air per square foot of heating-surface heated to that temperature per minute.

Iraq, formerly called Mesopotamia in Asiatic Turkey, became a kingdom under British Mandate after the world war and is expected to gain its independence in 1932 when it enters the League of Nations. The kingdom is shown on Fig. 1 in its relations to neighboring countries, to the Mediterranean Sea and to the Persian Gulf. It is slightly smaller than the State of Texas with its capitol, Baghdad, inland about as far from the Persian Gulf as Breckinridge, Tex., is from the Houston Shipping Channel. The oil fields lie 180 to 225 miles north of Baghdad, or about as far as from Breckinridge to Oklahoma City, and about as far from the Mediterranean as Fort Worth is from Hobbs, N. M. A narrow-gage railway runs from Basra, the Persian Gulf port, to Baghdad. From there another narrow-gage runs into the Kurdish hills east of the Tigris to Kirkuk. A standard-gage, part of the old Berlin-Baghdad system, follows the west bank of the Tigris northward from Baghdad to Baiji, a village about 100 miles south of Mosul. No railway exists between Iraq and the Mediterranean, though the Anatolian Railways in southern Turkey come to within 50 miles of the Iraq frontier and 120 miles of Mosul. Surveys have been completed for a railway through British Mandates from Haifa to Baghdad as well as for a railway through French Mandated Syria from Tripoli to Abu Kemal near the Iraq border. Wagon roads, excepting those constructed by the oil companies, are few and indifferent in Iraq and no road exists across the desert to the Mediterranean, but contrary to prevalent beliefs the surface is firm and free from sand dunes so that motor cars can go almost anywhere in dry weather, with ease. Frequent motor car and airplane service exists between Baghdad and the Mediterranean ports and motor car service may be had between Kirkuk and Nisibin, Turkey, where on two days each week through Wagons Lits service is available to Paris. Baghdad is about 21 days distant from New York City with present transport facilities. Any design of a mine roof in bedded deposits which ignores differential deflections at the supports can quickly lead to dangerous overstressing. As illustrated by the typical case presented on page 1029, if one support deflects only 0.1 in. more than its neighbor, stresses 50 pct higher than anticipated will result. Previous studies1-3 have assumed that the mine roof acts like a beam clamped at both ends, with no deflection or slope' at the supports (Fig. 1). Essentially this assumes:5* ?A = ?, = ?b and dA = dB = 0. However, a host of conditions can cause differential sag or deflection at one support, and even an apparently trivial deviation can have major consequences in the beam: variations in spacing, size, and material of supports; local settlement due to floor heaving or lower mine openings; non-uniformity in wedging or bolt tensioning.8 In one particular instance concrete pillars, poured in place, shrank away from the roof upon setting.' When understood and controlled, differential sag becomes a definite advantage, permitting the transfer of loads from one support to another. Where one support is a bolt or prop and the other a pillar or rib, the load on the former can be reduced while the load on the pillar or rib is increased. This means two things: 1) savings can be effected by using smaller artificial supports such as props and bolts and 2) loads can be increased in the rib to induce eventual failure for longwall caving. In this last respect, another factor underlying coal bumps becomes understandable. The design of a mine roof by beam theory assumes that when a bedded formation is homogeneous, iso-tropic, and elastic, it will act like a uniformly loaded beam, fixed or clamped at both ends,6 s in Fig. 1.'" These are important assumptions. The uniform load is the weight of the beam itself or its body load. THE Transactions of the Institute afford abundant evidence of the general recognition by mining engineers of the importance of a safety-lamp which will not only give warning of the presence of fire-damp, but will also indicate the proportion in which it is present.' Mining-men are only too familiar with the frequent and sudden changes that constantly occur at the working-face of a gaseous mine. Nothing illustrates more forcibly the pregnant condition of the strata enfolding the seam and the seam itself, than the fact that a circulation of perhaps 150,000 cu. ft. of air may contain 2 or even 3 per cent. of marsh-gas, representing a volume of from 3,000 to 4,000 cu. ft. of this gas pouring-out each minute from the natural strata into the mine-workings. It would, indeed, be strange if this great outflow of gas were always constant, and it creates no surprise that such earth-breathings, as they may be called, are spasmodic and irregular in their wane and flow. There are other causes that act to vary the gaseous condition of mine-air. Gas has a tendency, often very manifest in mine-workings and airways, to stratify and, at times, to travel long distances in veins or streams. It is common to catch and lose the gas in the lamp when making a test. At times two lamps, held side by side in an air current, will indicate different gaseous conditions of the passing air. When testing for gas, the lamp may suddenly fill with flame, in a mine-chamber, where a moment before a careful test showed the presence of but 1 per cent. of gas. Introduction Since the adoption of the Surface Mining Reclamation and Control Act of 1977, which mandates that surface subsidence be an intergral part of the underground coal mine design, there has been a sudden rise of demand on guidelines for minimizing surface subsidence and its associated structural damages. Unfortunately there is no sufficient amount of systematic subsidence data to fill such a gap, although considerable research has been devoted to the subsidence induced damages of surface structures in the past. However, it was said that many surface subsidence surveys have been performed and monitored by coal companies during the past twenty years, and that it will be a great source of information for subsidence engineering design if they can be collected and assembled together. An effort was therefore initiated in the Department of Mining Engineering, West Virginia University, under contract with the U. S. Bureau of Mines in December 1978 to contact each individual coal company in the Northern Appalachian Coal Field for any surface subsidence survey data. After 10 months' survey, the data collected include: 17 longwall panels and 2 room and pillar sections. The data in each panel and section cover the complete set of subsidence survey raw data, underground mine layout maps, surface topo maps, geological loggings showing the stratigraphic sequences and thickness of the overburden, and if available, locations and types of surface structures. On-site visits were followed to study the surface terraines and structures. Interviews were conducted with the owners of the surface structures in most cases about, if any, the history and characteristics of damages. Most subsidence surveys started with the first panel and ended with the second or sometimes, but rarely, the third panel. The first panel may be located in a virgin area but frequently it was adjacent to (on the tailentry side) a mined-out room and pillar section. It must be noted that all of the subsidence data is restricted only to the amount of vertical subsidence and that the horizontal displacement measurement was completely ignored. Primarily due to the fact that vertical subsidence is the most striking feature in a subsidence trough, which is mistakenly considered to be the only critical contributor to surface structural damages, and that a horizontal displacement survey is much more complicated and time-consuming.

William B. Cogswell, member of the Institute since 1872, died on June 7, 1921, at his home in New York City, after an illness of about six weeks occasioned by an infection of the middle car. Mr. Cogswell is survived by his wife, Mrs. Cora Brownell Cogswell; a son-in-law, and three grandchildren. His first wife died in 1877. William Cogswell was born at Oswego, Sept. 22, 1834, and was taken to Syracuse by his parents when he was four years old. He attended Hamilton Academy and private schools in Syracuse and Seneca Falls. In 1843, he visited England with his parents and brought back a set of drawing instruments, which led to a series of lessons in architecture under Luther Gifford, the only architect in Syracuse at the time. The boy drew many building plans and one set was used for the old Globe Hotel in Syracuse, erected in 1846 and 1847. In 1848, when only 14, he spent a year with a party that was surveying the route of the Syracuse & Oswego R. R. and relaying the tracks of the Utica & Syracuse R. R. He studied civil engineering at the Rensselaer Polytechnic Institute, Troy, for three years, but left that institution in 1852 without receiving his degree. Many years later, in 1884, the degree of C. E. was conferred upon him. During the three years following 1852, Mr. Cogswell served as an apprentice in machine shops at Lawrence, Mass., under the superintendence of John S. Hoadley. About 1856, he was made manager of the machinery department of the Marietta & Cincinnati R. R., at Chili-cothe, Ohio, and three years later became superintendent of the Broadway foundry at St. Louis, Mo. In 1860, in Syracuse, Mr. Cogswell was associated with William A. and A. Avery Sweet in the formation of Sweet Bros. & Co., which later became the Whitman & Barnes Mfg. Co. At the outbreak of the Civil War, Mr. Cogswell received a civilian appointment as mechanical engineer in the United States Navy. During 1860 he was located at Port Royal, S. C., having general supervision over the work of fitting up repair shops at five widely separated stations on the Atlantic seaboard and Gulf of Mexico. In this year his genius and resourcefulness were notably shown. He literally launched a naval machine shop, so that warships could be repaired without leaving, and thereby weakening, blockades against Southern ports. The machine shop was assembled by Mr. Cogswell and shipped by boat to Port Royal. There an old whaler was made over for machine shop purposes and Mr.

The tentative plans outlined here are in general accord with previous custom, but modified by suggestions received recently from various members. The advice of all members is solicited, and it is hoped that the general expression on matters of policy can soon be facilitated by circulation of a questionnaire. Plans for two mid-year meetings of the Petroleum Division and for participation in the annual meeting at New York were inaugurated at the last annual meeting and are being carried forward as rapidly as possible in the belief that an early start will increase the possibility of finding the best available program material and permit the careful preparation, review, editing, and advance discussion of papers. While a number of papers have already been solicited, both members and nonmembers are hereby invited to submit additional papers, with the assurance that such papers will be given just as favorable consideration as the papers that have been requested. Mid-year meetings will be held at about the same time both in the Mid-Continent and California. The time will be selected if possible to coincide with the visits of President Lovejoy, who expects to be in California the last of September and in Texas early in October. Fort Worth, Dallas and Austin have been suggested for the Mid-Continent meeting. The Pacific Coast meeting will be held at Los Angeles. It is to be noted particularly that a Pacific Coast meeting was waived last year in favor of the annual meeting of the American Petroleum Institute, which was held at Los Angeles for the first time in nine years. It is hoped, and it was the understanding at the time among a number of individuals interested in both organizations, that in view of this action of the Petroleum Division the industry will give more than the usual support to the A.I.M.E. meeting this year. Ultimate Recovery is being considered as the keynote topic for the mid-year meetings. In view of trying financial conditions combined with an exceptionally high current potential rate of production, it is natural that the attention of the industry should be focused upon means of controlling production and reducing cost of operation.
