The Joint Committee (consisting of the chairmen of the several society committees), formed under the authority of the five societies, in order to facilitate the carrying out of the organization of an engineer reserve as part of the military forces of the United States, for which work it was appointed, now begs leave to report as follows: .The Committee has been in personal communication with the Secretary of War, the officers of the General Staff, the officers of the War College, and with the Hon. George E. Chamberlain, Chairman of the Senate Committee on Military Affairs, and the Hon. James Hay, Chairman of the House Committee on Military Affairs. As the result of these interviews there has been incorporated in the draft of the legislation proposed by the Secretary of War and included also in the bills drawn by the committees of the Senate and of the House a provision for the organization of an officers reserve on broad lines, including an engineer reserve. As now drawn these bills provide that an officer shall be commissioned for a period of five years with rank up to and including that of major, after passing such requirements of character and qualifications as shall be prescribed by the President. The bill also provides that a certain amount of duty with pay shall he performed each year by the officers in the reserve. . The Committee is waiting for the Navy Department to formulate its plans for the increase in the naval forces, and as soon as a decision has been reached by that Department and the Committee is in possession of the facts, the Committee will take up the question of the organization of an engineer reserve for the navy, similar to that contemplated for the army.

The results of a series of analyses extending over a period of three weeks at the Cedar Point Iron Company's furnace, Port Henry, New York, are given in Tables I and 11. This furnace uses a very pure magnetite and Lehigh and Lackawanna anthracite. The flue leading the gas from the "down-comer" to the boilers was tapped by a 2 inch gas pipe, which carried the gas to the Orsat apparatus. The pressure of the gas not always being sufficient, owing to the small amount made, to force it into the apparatus, I omitted taking samples several days, and with the exception of the last three days of the campaign, made the analyses whenever opportunity offered. I find the Orsat apparatus, as described by Prof. Egleston," to work very well, with one exception. The CO is not absorbed as readily in the ammonia-copper solutiou as he states in his description of the apparatus, as many as 50, and sometimes GO, passes being necessary to absorb all the CO. The power of absorbing rapidly increases as the solution is used, and this would indicate that the more oxygen it contains the quicker will it do the work. Probably the addition of a small amount of some oxidizing agent would remedy this. When the furnace was working in its normal condition, I had no occasion for using the filter, the amount of fume being so small as not to canse any inconvenience. The gas burned with the flame peculiar to CO, and contained just enough solid particles to give it a slight reddish tinge.

This brief resume of events, transpiring in Mexico, culled front the daily New York newspapers, since the last Bulletin-went to press, does not indicate any degree of improvement in the situation. RECORDS OF 217 MEXICO KILLINGS SUBMITTED BY AMBASSADOR FLETCHER Henry P. Fletcher, the American Ambassador to Mexico, called as the first witness before the Rules Committee of the House which has begun a preliminary inquiry into conditions in Mexico, which, it, is believed, will lead to a thorough and far-reaching investigation by a joint Senate and House Committee of the entire Mexican problem, submitted a list of the names of Americans officially known to have been killed in Mexico, a majority of them murdered in cold blood, since the overthrow of Porfirio Diaz by Maderoin 1911. The list contains 217 names and in comparatively few instances do the records show that arrests were made by the particular Mexican faction that happened to be in power where the crime was committed. In only one instance, that of John B. McManus, who was killed in March, 1915, was reparation made. It is significant that McManus was killed by Zapatistas, and Zapata officials apologized for the crime and paid to Mrs. McManus a voluntary indemnity of $20,000 in gold. Of the 217 persons listed as victims of the Mexicans, .137 perished since Carranza came into power. The list, it was admitted, is not complete. It was evident, says the New York Times, that the Ambassador considered the situation very serious.

In his paper, Sastry proposes the use of flotation methods other than the "conventional flotation!' process as possible economical methods of removing mineral fines, The practice of Liquid/Solid separation employing microbubbles to assist or induce the flotation of suspended solids is common to both municipal and industrial waste- water treatment; and is also used as a separation step in some processing industries. The pretreatment (if any) of the stream prior to flotation, the source of the microbubbles, and the design of the separation vessel depend on the application. For example: a metal finishing plant would use an elaborate chemical conditioning scheme to precipitate metal hydroxides for removal by a dissolved air flotation unit operating in the effluent recycle mode, while some oily waste can be separated using a dispersed air flotation cell with no chemical conditioning. At the present time, the "conventional flotation" process employed by the mineral processing industry makes use of mechanical agitation and aeration to generate certain sizes and quantities of bubbles and to mix these bubbles with the pulp. Specific types of chemical conditioning are used to obtain the desired results. For the separation of mineral fines, the type of chemical conditioning, bubble generation and separation device needed to obtain optimum results will have to be determined through research. The point to be made is that while the principles of flotation separation can be applied to a wide variety of applications, the specifics of the flotation process may vary with each application. Sastry's paper has dealt with the many areas of research required to fully understand and utilize the flotation process for the beneficiation of mineral fines.

MANY years ago, I expressed the opinion, in writings and otherwise, that it was possible to desulfurize zinc blende autogenously, i.e., without the use of extraneous fuel, and that at some time this would be accomplished. This opinion was based on thermal calculations and also on observations of the behavior of blende during roasting in different ways, all of which observations tended to confirm the theoretical calculations. Among such observations were things like the following: Once in carrying out the stall roast of cupriferous pyrites as a regular metal-lurgical operation, I was minded to charge a stall with lump blende, ranging from walnut to egg size, as I recollect, following the same procedure as with pyrites, and setting fire to the kindling wood, observe what would happen. The blende charge ignited well enough and bravely began to burn, quite actively the first day, at a diminished rate the second day, while on the third day burning ceased and the charge quickly became cold. It was just like trying to set a grate full of anthracite afire with insufficient kindling wood. The volume of air drawn through the stall was too great, quickly cooling the entire contents below the ignition temperature, which means, of course, that burning ceased.

At a large meeting of the members of the American Fund for French Wounded it which Mr. Franklin D. Roosevelt presided and at which Mrs. B. Girault Lathrop, President of the Paris Administration A. F.F. W., gave a most interesting address, special rows of seats were reserved for the members of the W. A. A. I. M. E. Those who were unable to be present will be glad to hear that Mrs. Lathrop complimented our organization on having supplied the largest dispensary operated by the A. F. F. W. and the Red Cross in northern France. The A. F. F. W. is going to erect an American Memorial Hospital at Rheims and it is hoped that the one hundred beds in the hospital will be endowed in memory of the men who gave their lives for the liberty of the world. It will be possible not only to endow beds, for which sums of $6000 each are needed, but also to give, as. memorials, sun- parlors at a cost of $10,000 each, two roof gardens at $5000 each, a laundry at $10,000 and a garage at $10,000. The New York Section has undertaken to endow a heel in memory of members of the A. I. M. E. who gave their lives in the Great War. Perhaps other Sections or groups of Sections may wish to do the same thing, or if no other Section cares to assume so much responsibility possibly individuals may like to join the fund already growing in New York, in which case they should send their contributions to Mrs. W. Y. Westervelt, 1 Lexington Ave., New York, N. Y.

THE low-temperature carbonization of coal involves the carrying out of the coking process under conditions wherein neither the coal mass nor any of the passageways through which the volatile products pass are heated above 700° or 800° C. For convenience in this discussion, the single number 750° will be used to designate the maximum range. This temperature is not selected arbitrarily; it is the result of certain natural conditions that are inherent in the substances involved. Two of these conditions arc sufficiently pronounced to suggest a line of demarcation at this point as follows: (1) Below 750°, all the heavy hydrocarbons are expelled, which means that, at these lower temperatures, the illuminants, the gases of high calorific value, and the condensible oils are discharged; above 750°, there are given off the lean, non-illuminating gases consisting for the most part of hydrogen and marsh gas and having no condensible constituents present. (2) Below 750°, there is substantially no secondary decomposition; above 750°, the volatile products are readily decomposed, forming tars, naphthalene, free carbon, etc. It is not intended to maintain that no secondary decompositions occur below 750°. Many recent studies have demonstrated the practicability, especially in the presence of catalytic substances, of cracking certain of the hydrocarbon compounds; but at these lower temperatures the step is a moderate one, as, for example, from xylene to toluene or from toluene to an anthracene. These changes are moderate in amount. Not only do the reactions proceed slowly but they are subjected to the decomposing conditions for only a short time. This is evident when it is recalled that at these initial temperatures the decomposition, of the coal is very rapid and, if anywhere near a neutral pressure is maintained, the movement

The equilibrium of gaseolis H2O-H2 mixtures with liquid iron-phosphorus alloys in the range 0 to 3 pct P is used to establish the increuse of the activity coefficient of oxygen, in the presence of phosphorus. Two different sampling techniques are used. THE importance of oxygen as a refining agent in steelmaking operations makes it desirable to improve our understanding of its behavior. Phosphorus which is always present in the ores has adverse effects on steel properties and its removal is necessary. The present study was undertaken to evaluate the interaction of oxygen and phosphorus in molten iron. Bookey, Richardson, and welch1 have studied the phosphorus-oxygen equilibria in liquid iron in the presence of lime. They used a mixture of hydrogen and water vapor to control the oxygen potential and worked with crucibles made of tetracalcium phosphate and lime. At low phosphorus concentration, i.e., at high oxygen, they observed a marked deviation in their results. They tentatively ascribed this to a large negative effect of oxygen on the activity of phosphorus. This was then included by chipman2 in his review of interactions in liquid iron. Pearson and Turkdogan 3 have later reported an interaction parameter They equilibrated a mixture of hydrogen and water vapor with an iron-phosphorus alloy contained in an alumina crucible and sampled the melt by suction in a silica tube. Rolled sheet products are elastically anisotropic and a large number of measurements of Young's modulus and rigidity modulus are necessary to completely specify their elastic properties. This paper describes and uses a simple measurement technique to obtain the nine elements of the elastic modulus tensor from which all the elastic The elastic properties of a polycrystalline material are usually specified by giving the Young's modulus E and the rigidity modulus G. Unfortunately, these two moduli by themselves are insufficient to completely specify the elastic properties because the rolling process introduces a preferred orientation which makes the material properties can be deduced. In particular, the variation of Young's modulus and the rigidity modulus in the principal planes of a sheet of ausformed steel were deduced. Furthermore, the variation of Young's modulus in the rolling plane was compared with direct measurements. anisotropic. This anisotropy makes E and G functions of the orientation of the test specimen in the sheet so that a complete description of the elasticity requires many measurements on a large number of specimens. A more fundamental approach to the problem is to consider the sheet as a single crystal and measure the elements of its elastic modulus tensor. Although this appears formidable, there have been developed recently high-frequency ultrasonic techniques which yield these tensor elements directly. R. T. Hukki (Finland Institute of Technology, Helsinki, Finland)—Two schools of thought are developing concerning the order of the rate of flotation. The paper by Morris is intended to show experimental evidence in favor of the first order rate. Arbiter, on the other hand, has presented an earlier paper" to demonstrate the validity of the second order rate equation. Unfortunately his method of plotting is open to criticism, as pointed out by Morris." A more sensitive method of plotting has been described by the writer,= whereby the data presented by Arbiter demonstrate the superiority of the second order plot. The general rate equation may be written in the following forms for the integrated first and second order equations: (A) t = -1/k In Co-R/Co (first order) [4] 1 (B) 1/t = - kCo + kCo2 1/R (second order) As a first approximation the value of Co may be taken as a unity, 100 pct or 1. Whether or not this is the case in all tests performed by Morris is impossible to judge, owing to the fact that the flotation times are extremely short, e.g. 150 sec in tests A. It would, indeed, be very interesting to know what the total recovery R would be after 1 hr of flotation, for example, instead of after 150 sec. Quantification in recording geologic phenomena and application of well-known geologic principles to engineering works continued at an increasing rate during the year. Highway departments, water resources agencies, private firms and governmental agencies involved in tunnel excavations, dam site locations and construction, consultants and government experts in subsurface liquid-waste disposal, designers of underground storage facilities and city and regional planners all confirmed greater use of applied geology in their planning and implementation of plans. Applications of quantified geologic data to highway locations, slope control of cuts, raw material sources, water sources and water run- off showed a striking increase in number. Environmental geology and geologic hazards became part of the jargon of the geologic profession, and the American public began to realize more fully the significance of where they live, and on what and near what geologic phenomena which might effect their well-being. Tunnel work for water projects of almost dream-like magnitude kept geologic engineers busily engaged in predicting and testing local geologic conditions for construction projects. Disposal of industrial and radioactive liquid wastes continued as problems, but use of stratigraphic data, fluid flow rates and direction of flow helped solve some critical waste disposal problems. Unusual applications of seismic networks, remote sensing methods and X-ray techniques in geological engineering applications added other tools to this increasingly important profession.

Discussion of the paper of R. DAWSON HALL, presented at the San Francisco meeting, September, 1915, and at the New York meeting, February, 1916, and printed in Bulletin No. 105, September, 1915, pp. 2013 to 2021. R. DAWSON HALL, New York, N. Y.-The general practice in the past has been to view the roof as being somewhat subject only to shear. In fact the action of the roof under the stress of its own weight has been but little considered, not because the matter is unimportant but because it is so complicated that it has been felt that an analysis of it would not result in any conclusions definite enough to justify the inquiry. The result has been that the consideration of the subject has fallen into the hands of persons who are not experts in the study of beam and plate stress. They have been disposed naturally to view the destruction of the roof as the outcome of the simplest of stresses-vertical shear. In the lack of a careful consideration of the conditions of roof fracture it was thought that the roof consisted of a number of horizontal layers, which were each of them weak, because, no matter how strong they might be they usually lacked sufficient depth. This view of the condition of the roof would naturally lead one to expect that it would yield to bending moment, the various layers succumbing one by one to their lack of the necessary radius of gyration to meet such severe stresses. Dr. F. Well, the first thing that you have to realize is what is the Bureau of Mines? The Bureau of Mines basically has two functions. First it does the research and development relating to mining, processing, conversion, refining, recycling and substitution for minerals and materials. We work hand in hand with the U. S. Geological Survey on the geological end, although the exploration part of the game is theirs, and there is a very good relationship between the Survey and the Bureau of Mines. There are some overlaps with the Office of Coal Research, and we expect to be able to straighten out the areas of overlap, because it's important than OCR and the Bureau work together. Both the Office of Coal Research and the Bureau of Mines will have increased budgets next year, assuming that they are appropriated by the Congress. The other general area is in the whole area of mineral policy. The Bureau of Mines again is the key agency for developing data and analyses and making recommendations on all types of mineral policy in the Federal Government. It's a focal point for all types of minerals activities. It's the only real centralized focal point, along with the USGS, in the whole Federal Government. The problem areas, to answer your question specifically, are first of all the Bureau of Mines budget this year is $105 million and the budget for next year is $215 million, so it's more than double. Now, assuming that this budget is appropriated by the Congress, most of that money will be used for research and development in the energy area.

Feasibility studies for mining projects traditionally involve in their final stages a lengthy process of repetitive trial and error discounting, in calculating the discounted cash flow rate of return resulting from the respective yearly after-tax cash flows. Also, probability analysis and sensitivity analysis (in particular) require extensive additional calculations with each change of any project parameter . These inefficient repetitive procedures have two unacceptable results: 1. they are not flexible enough to allow ready analysis of dependent parameters , and 2. they require resort to high-capacity centralised computing facilities with their inherent impersonality, rather than a convenient and available desk calculator - a factor of particular importance to top mining management. Such problems can be overcome if the mining project can be represented by a reasonable straightforward mathematical economic model. The most flexible and appropriate model has been found to be one in which a maximum and minimum value for each of n parameters are supplied to a program which determines a large number of systematic combinations of parameter events and then statistically analyses them to determine the resulting coefficients of the model. In this paper the authors discuss the selection of the most appropriate type of model and outline the steps followed in its development and application.

THE subject of classification is so broad that this discussion is con-fined to what the author believes is of prime importance in connection with proper grinding and classification. The years passed have witnessed many noteworthy changes in fine grinding and classification, which have been accompanied by a readjust-ment of ore-dressing flowsheets for the preparation of better ground and/or sized products at an expenditure of less. power, steel and main-tenance than formerly. Nowhere in the industry is more being done in the way of experimental work to lower costs than in grinding circuits, because, at best, grinding costs are high. Recent years have indicated that, on the average, finer grinding has a real application. Without careful preparation of the process feed, no operation can be highly efficient or successful. In an earlier paper, the findings of an extensive survey at representa-tive concentrators were presented1. Also, in the year of 1935, a technical discussion was given by Dr. J. V. N. Dorr (Some Notes on Classification Trends in America) before the Chemical, Metallurgical and Mining Society of South Africa. In both papers mentioned, much has been said regarding flowsheets, grinding and classification. The author is very familiar with these papers, having had considerable to do with the actual operation of the flowsheets, as well as large mills and classifiers in the work described. Some data from the second paper have been included in the following discussion.

At the first meeting of the Institute, a paper was read by Mr. Rothwell, calling attention to the importance of at once considering the great waste of anthracite coal under the present system of mining and preparing that fuel for market, and a committee was appointed to examine and report upon the method now in use. About the time the committee were selected, a general resumption of work, after the long strike, took place in the coal regions, and the members of the committee have not in consequence had as much leisure to devote to the study of the question as its importance demands. In the present preliminary report we shall merely sketch out the . plan which we propose to pursue in our investigations, so that when our fellow-members are called upon to assist us in our work by furnishing statistics, etc., they may understand more clearly for what object our inquiries will be made. As one of the most practicable methods of obtaining the information requisite for an intelligent consideration of our subject, we propose to send, from time to time, to members and others interested in the mining of anthracite coal, printed sets of questions relating to points under consideration. We would here impress upon our fellow members the importance of filling up these papers as far as they can from their own knowledge. We would, of course, wish each question to be answered as fully as possible, but we do not expect every one to answer them all. US mine-related fatalities were reduced by 10.3% at metal and nonmetal operations in 1974, according to a report by the Secretary of the Interior to Congress concerning the administration of Public Law 89-577. While there was no significant change in the overall injury experience, the 157 fatalities were the lowest recorded in the mining industry since federal mine inspections began under the Act in 1970. The report attributes this reduction to the "improvement in the quality and increased size of the inspection force as well as the continuing emphasis on mine safety conditions and practices." The year 1974 represents the first full calendar year in which the Mining Enforcement and Safety Administration (MESA) had responsibility for administration of the Federal Metal and Nonmetallic Mine Safety Act, and the Federal Coal Mine Health and Safety Act of 1969. Prior to MESA's establishment in 1973, these functions were delegated to the US Bureau of Mines. Research activities in health and safety were continued by the Bureau in 1974.

If the ordinary wet method be attempted for silver-bullion containing tin, much trouble is experienced, varying with the amount of tin present. Even with a percentage as low as 0.05, the end-point is masked by a persistent turbidity, while with amounts ranging from 0.5 per cent. upward, the determination of the exact end-point is impossible, owing to the finely divided or colloidal metastannic acid resisting all efforts to cause it to settle, or to give a clear supernatant liquid. The object of the following experiments was to seek a remedy for these difficulties, and to find the conditions whereby the Gay Lussac method might be applied directly to these bullions. Material containing tin is met with frequently in bullion from Mexico or Bolivia; and tin is carried (sometimes in large quantities) in jewelers' sweeps. 1. A bullion was prepared containing Ag, 74; Cu, 25; and Sn, 1 per cent. A weighed amount was treated by the humid assay-method as if it were an ordinary bullion free from tin. (written discussion?).-In this exposition of experimental data, the author infers, indirectly at least, that by the Charpy test information was obtained that led to the improve-ment of certain ordnance parts and that this improvement could not have been attained without the Charpy test. On examination of the data, however, it appears that the important point of the whole matter was that while the material had been accepted from the results of longitudinal tensile tests, it was really transverse ductility that was desired. The writer has no desire to attempt to detract from the value of the paper or to discredit the Charpy test in any way, but he would like to ask the author if he will not give more clearly his reasons for preferring the Charpy impact test for investigational and control work of this kind, over the more usual tensile test made in a transverse direction. The tensile test pieces are more cheaply made than the square notched impact bars; and from the former the limit of elasticity and the ultimate strength as well as, the ductility are obtained, while in the Charpy test only one property is measured. It does not seem that the author has shown a sufficient reason for favoring the latter test, when both it and the trans-verse tensile test served his purpose equally well in indicating the proper metal and treatment required for his special forging, and it is hoped that this reason will be given more clearly as a matter of useful general information.
