A study of the ground area surrounding the Getchell, Nev., gold mine mill tailings was conducted so that a better understanding of the effects of arsenic toxicity on Upper Sonoran vegetation could be obtained. The Getchell area was selected because of the known high values of arsenic currently contained in the tailings waste (1% or higher). Mill wastes as well as the scrubber product As2O3 are contained in the tailings pond. In order to determine the effect of the tailings disposal on the surrounding vegetation, plots and line-transect techniques were employed to obtain plant ecological information on the area surrounding the ponds, and also non-affected control plots. Data for percent ground cover, species frequency, and plant vitality as a function of distance from the tailings ponds were collected. THE title of this article is descriptive, but not complete, for psychological evaluation is almost as important as rigid economic evaluation. This refers to those human traits that cause people to be too optimistic about the projects they are sponsoring, to overlook obvious weaknesses, to base decisions on incomplete and inaccurate data, and to gloss over embarrassing problems. Investment of capital in a new industrial mineral project is warranted only after rigorous economic analyses based on unquestionable facts. A plunge into production cannot be justified solely because these minerals have been deposited in the ground and are therefore free. There are no specially favorable economic laws that make the business of industrial minerals more attractive than any other. The factors of supply and demand, marketing, technological changes, taxes, competition, and fluctuating prices apply as much to industrial minerals as to other business enterprises. What is more, industrial minerals are subject to the higher risks that all mining enterprises face.

The Sixty-fifth Congress was a "War Congress." Perhaps nothing else than war work should have been expected of it, but it had time and opportunity to do much more. Engineers have good reason for sorrow over the engineering legislation that died merely because there was no opportunity for a vote. The mineral resources of the public lands of the United States are, except the precious metals, locked away from development. For more than eight years there has been an attempt by both the executive and legislative departments of the nation to secure legislation which, under proper conditions and without detriment to the public interest, will open up these lands for development. After eight years of study, argument, conciliation, and compromise, Congress agreed in conference of the two Houses upon a measure satisfactory to it and to the Executive Department and the final draft was passed by the House of Representatives, but in the Senate it was talked to death by Senator LaFollette of Wisconsin. Some of its proponents plan to, reintroduce the bill identically as agreed to in conference into the 66th Congress, where it is hoped that by reason of its peculiar fate in the 65th Congress it will be regarded in the nature of unfinished business and thus receive early consideration and passage.

The erection of large metallurgical establishments for the treatment of gold, silver, copper, and lead-ores, at railroad arid topographical centers, where fuel and fluxes, together with proper oremixtures, can be cheaply and constantly obtained at all seasons of the year, has led to the very general introduction of a system of ore-handling known as "public sampling." By this system the ore, instead of being shipped direct to the mill or smelter, is sent to a public sampler, where it is crushed and sampled. Guaranteed samples are sent to the different metallurgical establishments, and the ore is then sold to the highest bidder. Though differing in many respects from the English system of "ticketing," the underlying principle is nearly the same, while the greater rapidity with which a lot of ore can be disposed of renders

The flow of gases, particularly radon and methane, into the mine atmosphere is a problem traditionally controlled by ventilation-dilution techniques. More recently, a preventative approach has been to seal underground surfaces with a polymeric coating to act as a barrier against the influx of dangerous gases. H However, a study by the Israel Government Research Station indicates that unless the rock surface is perfectly sealed, much of the labor to reduce interstitial gas flow is lost to the effects of barometric "breathing" from the rock pores. Previous research has reported the increased frequency of coal mine explosions during periods of barometric pressure minima,1 and the phenomena has been explained through correlation of the observed increase in mine gas concentrations during periods of low barometric pressure with the connective flow of interstitial gases from rock pores into the arsine atmosphere when pressure was actually falling.234 While changes ill barometric pressure arc rapidly transmitted to the mine atmosphere, response in the rock interstices is sluggish, momentarily creating a pressure differential between the mine atmosphere and the interstitial gases. Responding to the pressure gradient, this interstitial gas flows until pressures are equalized.

Neither of these conditions is illegitimate, per se, the Federal Trade Commission and the Justice Department have said time and again. But Justice spoke up once more. This time over a Puerto Rican copper development planned by American Metal Climax, Inc., and the Kennecott Copper Corp. Bureaucratic Dichotomy Creates Confusion and Conflict In the Copper Industry Ian MacGregor, chairman and chief executive officer of Amax, said Justice in a recent communique questioned the propriety of the proposal of a joint copper venture in Puerto Rico. At the same approximate time, Dr. Hendrik S. Houthakker, chairman of the President's Commission on Copper, was urging copper producers to expand production to help hold down prices by making more copper available to all consumers. This, Mr. MacGregor said, is creating confusion and conflict, since the Administration from one source is chastising the industry for doing what another branch requests.

Owing to the traffic jam in collection, and transportation of wastes, the air- and water- pollution in incineration plants, and the sanitary trouble in reclaimed land, it seems that the defective existing system of the solid waste treatment in Japan can not follow the change in quality and the increase in quantity of solid wastes. Under these situations, the objective of the municipal solid waste treatment must be to actualize the pollution-free system for environmental protection and the resources recovery system for resource- and energy- saving. From this point of view, AIST of Japan is now engaged in the research and development of the resources recovery system from municipal solid wastes. This paper reports on the outline of the development of resources recovery technology in Japan, including the AIST's project on this matter.

SME hopes to publish its first separate volume of Mining Exploration Transactions later this year. The reason for this separate publication was stated in "Rock in the BOX," December 1969 [ ], p. 14, as follows: "Because of the great upsurge in mineral exploration (during) the last few years and the fragmentation and narrow specialization of the earth sciences into a great many fields not directly related to exploration, many explorationists feel that a need for a special journal devoted to mineral exploration now exists." To summarize the history behind this change in publication policy of the Mining and Exploration Division, we go back to 1968 when a small group of M&E Division members advocated the establishment of an entirely separate journal devoted specifically to exploration. S. Parker Gay Jr. was appointed chairman of an ad hoc committee to investigate the feelings of the other Division members toward such a journal. Approximately one thousand questionnaires were sent out and the returns showed an extremely favorable reaction. Gay reported the results of his survey to the M&E Division Executive Committee Meeting in Salt Lake City in September 1969. These results were also published in the December 1969 issue of [ ].

All branches of our profession may look back 'with pride upon the patriotic service rendered by engineers during the war. That war has been won. The mortal danger which it threatened has been averted. But the effects of the torture inflicted by it still remain, a fever in the blood of the body politic. Fever begets delirium and, unless its course be checked, has a tendency to produce convulsions. The only safe course is to take immediate steps to allay the fever. The seat of the present trouble is industrialism; as production is at the foundation of civilization, a diseased condition there carries pain and consequent unrest into every member of the organism. Who shall supply the cure? Quack doctors, nostrums in hand, rush forward from all directions promising to perform miracles. But sane men know that no miracles, though invoked by star gazers of purest intention, will prevent or accelerate the orderly operations of the laws of nature and of human life. Delirium must be controlled by the firm, gentle hand of intelligent, sympathetic authority. Fever must be allayed first by removal of all poisons from the system, then by consistent ministration of cooling, quieting restoratives, then by simple, wholesome nourishment. Nature will, under such treatment, supply the permanent cure.

A Definition: An ore feeder is a mechanical device that, by virtue of its motion, causes ore to be supplied or carried forward at a desired metered rate to other milling equipment. From the viewpoint of economics there can be little question, even for small tonnage operations, as to the advisability of using mechanical feeders in the place of manual labor. Only a few short years ago, it was common practice to employ crusher men for the feeding of crushers, thus eliminating the capital expenditures required for mechanical feeding equipment. Having been a crusher man in several instances, the author does not favor such practice. The high cost of labor today eliminates the crusher man, and feeders become an economical capital expenditure when considered against the importance of obtaining maximum production efficiency from all the machines in a process flowsheet.

The work described has one serious shortcoming: grain size was not monitored during heat up to the temperature (1675°F) of isothermal anneal. The chief obstacles to p grain growth in titanium a-ß structures are the a grains. Heating a structure such as that shown in Fig. 1 to a temperature close to ß transus causes dissolution of a grains in order to adjust the a/ß ratio, compare Figs. 1 and 2. During this process there is a concomitant growth of the ß grains—otherwise ß grains would have to be nucleated in order to adjust the a/ß ratio. When the annealing temperature is reached the a/ß ratio stabilizes and this initial phase of ß grain growth ceases. After an incubation period growth resumes as described. Some 0 grain boundaries can be clearly seen in Fig. 1. (Skilled metallography commonly produces photomicrographs which show more structural detail than direct observation.) These boundaries suggest that the average ß grain size is approximately 0.002

During the year of 1940, wildcat wells were drilled in 32 counties of Mississippi; 85 wells in all. These were scattered over the state from the most northern county to the southern counties and from the Mississippi River on the west to the Alabama line on the east. Yazoo County, with 19, received the largest number. The average depth of all the wells was 5333 ft. The shallowest well completed as a dry hole was in Yalobusha County, aban-doned at 1392 ft. in the Selma. The deepest well drilled was in Scott County, abandoned at 10,365 ft. in the Lower Cretaceous Paluxy. G. C. Grasty drilled the Kentucky Lumber Company No. I well, sec. 7, T. 10 S., R. 10 E., Itawamba County, to a depth of 3530 ft. and bottomed his hole in the Ordivician. Tinsley Oil Field.—In the Tinsley oil field 104 wells were completed as producers during 1940. Five producing sands have been logged with a total average thickness of I57 ft. of oil sand. Although eight new fields were discovered along the south central fault-line district of Texas during 1938, only one can be considered as of major importance. and as a whole the year was one of no very great development. Several prospects, particularly two, were condemned through drilling, which had been considered important for probable Edwards limestone production. The oil produced was approximately the same as during 1937; namely, about 9 million harrels. This, of course, does not represent potential production but that allowed under proration. The year witnessed the very rapid decline of operations and interest in Austin chalk production. It has been found that only in rare instances mill chalk production pay for itself, because the wells decline extremely rapidly and the recovery per acre, formerly estimated at 2500 bbl., is now considered to he around 1000 barrels. There was an intent interest in the drilling arid producing of edge and abandoned properties in the three Edwards lime producing fields; namely, Luling, Salt Flat and Darst Creek. Many good wells were completed on properties formerly considered below the water level or produced beyond the economic limit The Edwards is penetrated only a few inches and a very small charge of acid is used. INTRODUCTION Common methods of controlling gob gas in U.S. mines are by means of ventilation of gob areas and gas drainage through surface boreholes. Costs of drilling surface gob holes increase as deeper coal- beds are mined. Where gob holes cannot be drilled because of topography, ventilation is the only means of control. Even then, sufficient air may not be available to dilute methane in the bleeder entries to acceptable levels. Thus, new methods of gob gas control need to be developed that are independent of surface topography, and of the mine ventilation system, and less costly than present systems. Except for slight variations in procedures and equipment, Great Britain, West Germany, France, Belguim, Poland, and Czechoslovakia use a common methane control method that is different from the system generally used in the United States. This Bureau of Mines paper reviews European mining methods, mining conditions, and methane control technology and discusses their applicability to U.S. mines.

WATER provides to many mineral industries functions similar to those performed by money in the economic system. Water is a medium of exchange. It is also required in chemical reaction for cooling, for transfer of minerals, and for cleaning. To a great extent, water is also a raw material in almost every industrial operation; it becomes a component of the finished product. In the Rocky Mountain region, water is treated with a great deal of respect. There has not been enough of it when needed. Long ago storage facilities were planned and devised to assure a supply during periods of shortages. This comes from the history of the region in irrigation and mineral processing. Within this region the shovel was always the most lethal weapon used in settling disputes over the use or misuse of water.

This one has a small load, but barrow men carry ordinarily 250 lb., occasionally 400 if with a helper. He goes about 18 miles a day and the cost is about 25c. gold per ton-mile, though it varies widely. 4. Coolie delivering coal balls in Pekin. He carries about 65 lb. On some roads with a different arrangement a coolie carries 133 lb., making about one ton-kilometer per day. 5. Truck used by the Government Fuel Yard at Washington. Carries 71/2 tons in an hour as far as a barrow man carries 1/4 ton in a day.

Estimation of local recoveries is an important issue in a selective mining operation. Two techniques, probability kriging and multigaussian kriging, are applied to estimate local recoveries at Jerritt Canyon. The pros and cons of each method are discussed in light of the results. Both methods provide simple and satisfactory solutions to the problem of estimating local recoveries. Consequently, they can be useful tools to work with in a selective mining operation.
