D. F. HEWETT, Washington, D. C. (communication to the Secretary*).-I am not prepared to discuss the metallurgical use of manganese in the form of alloys. In connection with other work for the U. S. Geological Survey, however, I have been investigating incidentally, for about 5 years, the American as well as other sources of manganese. There are some conclusions that come out of this investigation that may interest those whose greatest interest lies in the use of the alloys. From a geological point of view, most manganese ore deposits may be regarded as concentrated masses of manganese oxides, as there are few masses of the other manganese minerals that are rich enough in manganese and low enough in silica to warrant smelting. The deposits of the Huelva district, in Spain, which are largely manganese carbonate and silicate, are exceptions to this statement. Some deposits of manganese oxides, such as those of Russia and Cuba, are bedded with ancient sediments, and although they are clearly concentrated under unique conditions, the source of the manganese cannot be determined. Probably 60 per cent. of the world's production of manganese ore, or 95 per cent., if that of Russia be excluded, is derived from the superficial parts of deposits that have undergone weathering and enrichment near the surface. In other words, the situation with the manganese ore supply is such as it would be with regard to copper, if instead of being derived largely from deep zones of deposits of deep-seated origin, such as veins, it were derived solely from the zone of secondary enrichment. Manganese oxide occurs in all rocks but is most abundant in igneous rocks, of which, according to Clarke, it forms an average of 0.10 per cent. It also forms 0.05 per cent, of the average limestone, but only traces are present in shales and sandstones. It is interesting that although many commercially important manganese deposits occur in rocks that are but slightly richer in manganese than the average, the most important deposits occur in rocks of unusual character that are much richer in manganese than the average. Thus, the most important deposits of India and Brazil overlie or occur near masses of rocks that contain excessive amounts of manganese garnet and pyroxene.

In a study of the blast-furnace process, the Bureau of Mines has made many experiments for the purpose of determining the exact nature of the combustion of coke in the neighborhood of the tuyeres. Two papers1 presented at a meeting of this Institute discussed somewhat the practical aspects of coke combustibility in its relation to the operation of the blast furnace. In a later paper,2 Sherman and Kinney discussed the possible effect of variations in the combustibility of cokes on the furnace operation, and find that the "reoxidation theory" of Koppers and the "heat concentration theory" of Brassert³ are insuffcient to explain the variation in the conduct of different cokes that has been observed by furnace operators. In their report to the D-5 Committee of the American Society for Testing Materials, with which the Bureau of Mines has been cooperating, Perrott and Fieldner4 seem to agree with Sherman and Kinney that, for practical purposes, the nature of the combustion of coke at the tuyeres of any furnace is constant and is affected neither by the physical properties of the coke nor by the nature of the furnace operation. They omit as unimportant any tests on the combustibility of coke from their proposed methods for standard tests on coke. (communication to the Secretary*).¬I assume that where this valuable paper states, near its end, that "it is not possible to establish a market price, " the author means that no particular price which will fit all conditions and fields can be given. I am not in agreement with Mr. Wyer, however, that the actual value of natural gas leaseholds is "largely a matter of opinion." I would even be willing to express myself very strongly as believing that if we, as experts, cannot give anything closer than a mere opinion, our testimony or reports are not of great value to our clients. I believe, moreover, that by detailed geological examinations and with our latest knowledge of geological structure, principles of natural gas occurrence, etc., we can approach just as near a certainty in natural gas valuations as we can in oil valuations, and much more so than in the valuation of many metal prospects, in which only the upper few feet of the vein has been opened. In other words, we are getting nearer and nearer every year to bringing geology as applied to oil and gas development into the class of an exact science. Mr. Wyer's paper gives an excellent outline for methods of leasehold valuation. Being presumably intended as an outline only, it can be expanded indefinitely by a detailed discussion of the methods of valuation for the four different classes of leaseholds which he mentions: (A) "Producing;" (B) "Protective;" (C) "Reserve;" and (D) "Prospective." This classification is probably as good as can be made in practice. In the producing leaseholds in particular it is easy to establish a market price at which these leaseholds should be bought or sold. The question would arise in any case whether or not the leases are connected with a pipe line or the distance from the pipe line. Assuming that a pipe line already taps the property and that gas is already being sold for a certain figure, this price must be multiplied by the number of thousand cubic feet still "in sight" in the ground, from which is to be deducted (a) bonuses, (b) rentals, (c) royalties, (d) cost of drilling, (e) taxes and

INTRODUCTION The Jim Walter Corporation is a Florida based organization with diverse interests. They have operations in many states and overseas, but the heart of the company is in the southeast. The major part of the corporation's business is home building and everything that is related to it. In 1969, the Jim Walter Corporation gained an interest in coal mining through the acquisition of the U. S. Pipe & Foundry Company which had two slope mines to supply its requirement of metallurgical coal. In the early 1970's it was decided to enlarge the coal mining activities and work was started on the Blue Creek project. This involved sinking four new deep mines (originally there were to have been five but it was later decided that the property could be satisfactorily worked by four mines). They are all located in west central Alabama between Tuscaloosa and Birmingham. They have a combined projected output of 7314 million tons of very high grade metallurgical coal per year to be reached by the mid 1980's. These new mines are all to work the Blue Creek seam which is a very gassy seam and in the area to be mined is found at between 45m (1500 ft.) and 731m (2400 ft.) below the surface. Longwall is the only practicable method of mining to produce the planned outputs in the conditions prevailing and each mine is planned to have three longwalls as the primary production system. Continuous miners will be used just to do the development work for the longwalls. No. 3 Mine is the most advanced of the mines and started the first longwall early in 1979. The second unit started in the middle of 1980 and the third is scheduled for mid 1981. The first longwall at No. 4 Mine is expected to commence production early in 1982. This paper attempts to relate some of the problems that have been encountered and the lessons that have been learned.

W. C. MATTESON (communication to the Secretary*).-The criticism and question raised by Arthur Knapp regarding the standardization of nomenclature is most important. Faulty rock classification-is generally the result of carelessness or ignorance on the part of the driller. Two remedies might be suggested. In a field where several large companies are operating on an extensive scale, a geologist from each concern might be assigned to superintend the gathering of well-log data and the classification of samples. The geologists from the several operating companies might then combine their data, which would doubtless give valuable information to all interested parties. At present, coordination is not a big factor, unfortunately, but the time will come when conservation will demand such systematic coordination on the part of competing companies. The second remedy lies in instructing and educating the driller to a thorough understanding of the importance of an accurate log and correct classification of the various formations. The writer does not agree with the statement that "90 per cent. of the logs as taken today are absolutely worthless to any one but the one who has taken the log." While mistakes in nomenclature often occur, the driller is generally able to classify the important water-, oil-, and gas-bearing formations with a fair degree of accuracy. Such information is often sufficient to permit accurate correlation and also constitutes valuable data for projection purposes. It must be borne in mind that to attempt to use well-log data in a strict scientific sense of accuracy is impracticable and impossible. A broad interpretation and a comprehensive knowledge of the practical limits of such' information are essential in applying it successfully. Even experienced geologists do not always agree on rock classification. The question as to what constitutes correct nomenclature should receive the earnest and immediate attention of geologists, operators, and producers. Although standard textbooks on geology give correct definitions and descriptions of the general rock species, such textbooks fail to develop the subject in sufficient detail for the work under consideration. A vector analysis of orientating single crystals using the Laue back-reflection X-ray technique is given. Briefly, the analysis involves using a few data taken from a Laue photography and defining the crystal co- ordinate axes in a reference coordinate system. After a few matrix multiplications, the proper goniometer angles can then be determined to orient the crystal coincident with the reference frame. This analysis is easily programed for a digital computer to provide a fast, precise, and efficient method of orienting many crystals which are identical. The general procedure is as follows. The crystal is mounted on a goniometer. Laue photographs are taken until an array of diffraction spots is observed that includes a Laue spot that represents a rotational axis of symmetry. The rotation angles of goniometer are recorded. These angles are defined as positive for a counterclockwise rotation. When the axis of symmetry is located on the Laue photograph, the crystal coordinate axes can be defined in the reference coordinate system* as follows. Two Laue spots are chosen, one of which corresponds to the rotational axis of symmetry and the other to a set of planes whose zone axis is a known crystallographic direction and normal to the rotation axis of symmetry. The Laue spots are used to determine these two crystal directions in the reference coordinate frame. This is done by placing the Laue photograph on a sheet of polar coordinate graph paper and determining the polar coordinates (r, o) of these two diffraction spots in the reference coordinate frame. Their third coordinate is the distance between the crystal and the film (-D). The coordinates Xni of the two crystal directions Nn, (n = 1, 2) in the reference frame are then calculated by the following equations: Xn1 = -D X2n = Ancos on X3n = A, sin on where -tan- 1 rn/D An =Dtan(tan-1rp/D/2) By taking the proper cross products of these two directions (normalized to unit vectors), the crystal coordinate axes 3 (i = 1, 2, 3) can be determined in the reference frame. No mystery shrouds the discovery of chromium. The indefatigable French chemist Vauquelin, in reporting his discovery of this chemical element to 1'Institut National in 1798, concluded his discourse with the statement: "I place before the eyes of the Institute a small quantity of chromium and several of its most re- markable combinations." Working with the so-called "red lead of Siberia, Vauquelin not only prepared numerous chemical compounds of the new metal, but he reduced the oxide to the metallic state. These chemical compounds possessed a variety of remarkably distinctive colors; so, acceding to suggestion, Vauquelin named the new element chrome (chromium), a derivative of the Greek word chroma, meaning color. Siberian "red lead" (crocoite) was not plentiful; however, it was not long before Vauquelin's prediction was realized that the chemical compounds of chromium would become useful in the arts when sources of chromium became more readily available. Although chrome-iron ore (chromite) became obtainable in France, the United States and elsewhere during the early part of the nineteenth century, it is interesting to note that from 1828 to about 1860, Maryland, Pennsylvania, and others of the eastern United States furnished almost the entire chrome-ore requirements of the world. In view of the comprehensive accounts which have appeared in recent years of the oil fields of Burma, Assam and the Punjab,' this brief account will be restricted to an outline recapitulation of the position of the fields and a note on progress and developments in the last two or three years. It is actually peculiarly difficult to give an account of recent developrnents in the oil fields of the Indian Empire. The companies naturally are compelled to make a return to the Government of India of oil produced. These figures are published annually (about 10 months later) for each administrative district (which may include more than one field) where oil is produced, in the Annual Review of the Mineral Production of India (Records of the Geological Survey of India). Some details of recent developments may be given in the Annual Report of the Geological Survey of India (also published in the Records), but otherwise the companies tend to preserve a policy of extreme secrecy. Some of the smaller companies usually publish wellhead production month by month in order to encourage their shareholders when such figures are encouraging, but the larger companies do not necessarily even give figures of production in their annual reports to shareholders. Occasionally details of new tests, new machinery, and so on, leak out through the daily or weekly press in India, but, except for generalized official statements, no details :ire available as to the number of new wells, depths, wells abandoned, or other figures which are common property in other parts of the world. In the country itself the geologists preserve the utmost secrecy, and at times quite a serious system of espionage is developed. IN ESTIMATING the unmined petroleum reserves of Central America, it is not feasible to employ the methods that have been worked out in the oil fields of the United States. No producing wells have been brought in and no drilling sections have been made public. It is accordingly necessary to fall back on a crude "barrels per square mile" estimate. The method chosen is a comparison of the structure of the foreign field of unknown reserves with that of some supposedly analogous North American field of which the reserves have been estimated. This method makes no pretense at scientific accuracy; bit furnishes a working basis for an estimate. The areal geology of Central America is illustrated in the map prepared by Sapper and more recently in the geologic map of North America accompanying U. S. Geological Survey Professional Paper No. 71, "Index to the stratigraphy of North America." Disregarding for the present the Arrow Quaternary coastal plains and alluvial deposits of the river valleys, three chief zones may be distinguished. These are: A zone of late eruptive and effusive rocks; a zone of highly folded pre-Cambrian(?) or early Paleozoic crystalline schists and slates, considerably intruded by pre-Tertiary plutonic rocks; and a zone of more or less folded sediments, chiefly of Cretaceous or Tertiary age. The zone of late eruptive and effusive rocks of Central America begins in southeastern Chiapas, Mexico,. and extends, with increasing breadth, across southern Guatemala, across practically the whole of El Salvador, and across southern Honduras to the valley of Rio Goascorán, where the igneous zone attains a width of about 100 mi. (160 km:) East of the Goascorán Valley late eruptives and effusives play a subordinate part, being confined largely to the Departments of Valle and Choluteca. Dikes and sills of igneous rocks intrude the sedimentary formations of central and northern Honduras.

NO important discoveries of petroleum during 1932 are reported from Canada. New Brunswick, which has a small production from one field, was inactive, and the production showed a decline from 6600 bbl. in 1931 to about 6300 bbl. for the year 1932. The old fields in Ontario increased from 123,000 to about 131,000 bbl. Alberta showed a decline of more than one-third, from 1,413,631 bbl. in 1931 to about 913,000 bbl. in 1932. This decline was due principally to the restrictions placed on the flow of gas wells in the Turner Valley field, from which the crude naphtha is obtained that accounted for more than 93 per cent of the production of Alberta and for more than 80 per cent of the production of all Canada in 1932. The starting of new wells to the limestone that produces the naphtha-bearing gas was prohibited late in 1931, and only wells started before that time were finished during 1932. One well was drilled in the Turner Valley field to a depth of 7555 ft., establishing a depth record for Canada. It passed out of the Madison limestone at 5560 ft., and encountered showings of oil in the underlying formations, probably of Devonian age. Commercial production had not been established by the end of the year. Commercial oil wells were brought in in two areas in Ontario which had previously been considered as productive of gas only— in the Dawn gas field, Lambton County, and in Raleigh Township, Kent County. The discovery wells had initial productions of about 50 bbl. per day, but no production of major importance is indicated. In Alberta, outside the Turner Valley district, two wildcats were drilled northwest. of Lethbridge in the Keho Lake vicinity. Both failed to make commercial producers in the Madison limestone, but one was testing upper sands at the close of the year. Good showings of oil are reported. A very small production was found in the Madison limestone in a wildcat well on the Twin River structure southeast of Lethbridge and another well has been started near by on what is considered on geophysical evidence to be a better location structurally. About 15 locations were made on the Canadian side of the border north of the Cut Bank development in Montana.

A considerable interest in the subject of superlattices has been manifested by many papers and reviews that have recently appeared, both in physical and metallurgical publications. This interest is due largely to the apparent simplicity of the ordering process, which permits the explanation of many phenomena on the basis of elementary theory. Moreover, ordering may cause important changes in the physical properties of alloys. In this paper, we shall discuss the causes of superlattices in terms of simple properties of the elements that give rise to them, together with a series of experiments performed to test our conclusions. Evidence is presented that in some cases the process of ordering is more complex than might be supposed. While the different species of atoms are usually found in random positions in alloy lattices, in some cases unlike atoms tend to be nearest neighbors. Bethe's1 "order of neighbors" is a statistical measure of thib tendency. At suitable compositions it is possible for atoms in large regions to be regularly arranged, which causes superlattice lines to appear. in X-ray diffraction patterns. Bragg and Williams2 haw dealt with this "long-distance order" in their fundamental work 011 superlattices. The magnitude of the effect can be determined from the entropy of mixing, which is calculate from first principles. Since the ordered state has the lower entropy, it must also have a lower internal energy to be stable at any temperature. THERE has been a running discussion over the-past several years with respect to the life and adequacy of our natural gas reserves.. Some of the experts agree on one phase of the subject at least--that eventually it will be necessary to augment deliveries of natural gas in the northern markets by the development of a more or less comparable synthetic gas made from coal. The purpose of this paper is to point out: 1. It may be later than a good many people think-the demand for additional domestic and commercial pipeline gas in at least one section of the North will probably be felt rather keenly before an adequate synthetic pipeline-gas project, developed on economic lines, could be completed, even if ' initiated in the near future. 2. The evidence is considerable that such a project would be technically sound and economically self-supporting, although the margin of profit at first might be so small and the magnitude of an economic enterprise so great that financing would be impossible without Government aid in some form or other. The part of the country referred to is the heavily populated section in the northeast of the United States. To simplify an examination of the situation, let us take the potential marketing areas within range to the north and east of the three pipelines: 1. Tennessee Gas Transmission Co. as it enters Erie County, New York state. 2. Texas Eastern Transmission Corporation just before the tap that supplies the general Philadelphia area. 3. Transcontinental G& Pipe Line Corporation as it enters the state of New Jersey The sources of gas for these three pipelines are in Texas and Louisiana. The ultimate maximum combined capacity of the three lines at the points stated is approximately 1,200,000,000 cu ft per 24 hr at the maximum load factor probable of attainment in normal operation. The areas supplied by the three lines north and east of the points stated, or assumed as eventual markets, are: 1. Central New York state, from Buffalo to Albany (both inclusive).

Development: Iron Ore In Peru Utah Construction Co., of San Francisco and a Peruvian Government corporation have signed an agreement for development of a large iron orebody in Peru. Most tests show 60 pct iron or better. Most of the ore is magnetite. Although ore will be shipped mainly to Eastern U. S. blast furnaces, shipments to the West Coast may develop as the orebody opens up. The construction firm indicated three American steel companies have shown interest in the project. The orebody is located 300 miles south of Lima and about 15 miles from the coast at the same longitude as New York City. Allen D. Christensen, executive vice-president of Utah Construction noted that the distance is shorter between Peru and the East Coast. The ore deposit measures about four to five miles in one direction and 10 miles in the other. As many as 15 outcroppings within these limits have been reported. Several of the outcroppings are thousands of feet long by several hundred feet wide, Christensen said. Shipments between 100,000 and 200,000 tons of ore per month are projected by the company. Cost of opening the mine to production may go over $5 million, Christensen said. It would include building of docks for ocean going vessels, housing, and heavy duty mining and processing equipment. The contract with the Peruvian government gives Utah Construction six to eight months for additional tests and a 20 year concession for mining the orebody. Peru will collect royalties on all ore. The company will also supply about 300,000 tons per year for an electric furnace to be installed by the Peruvian Government at Chimbote. No steel is produced in Peru now. Utah Construction formed the Argonaut Mining Co. last year, and was shipping iron ore from British Columbia to Japan at a rate of more than 50,000 tons a month, before winter weather decreased operations.

PREVIOUS investigations on the temperature dependence of rolling texture transition in high-purity silver1'2 and in electrolytic copperS have shown that a brass-type texture is favored at low rolling tem- peratures, whereas a copper-type texture is favored at high rolling temperatures. The transition takes place gradually as a function of the temperature of deformation, and a general correlation between texture transition and stacking-fault frequency or probability exists—a copper-type texture is associated with low stacking-fault frequencies, and a brass-type texture is associated with high stacking-fault frequencies. If the stacking-fault energy is calculated from the stacking-fault frequency and the dislocation density of the specimen, one finds that with low stacking-fault energies a brass-type texture will be developed, and that with high stacking-fault energies the texture will be of the copper-type. These findings are consistent with the idea that the formation of rolling textures in fcc metals may depend on their stacking-fault energy, although results of such nature always involve the ambiguity that a change in the density (or width) of stacking faults produced by deformation at different temperatures may be actually due to a variation in the stress, rather than due to a change in the specific stacking-fault energy per se. It has also been shown that the type of annealing texture depends entirely on the deformation texture. From a copper-type rolling texture, a strong cube texture will be formed upon recrystallization, whereas from a brass-type rolling texture, the annealing texture will be quite different from the cube orientation. THROUGH the courtesy of the Southern Appala-chian Coal Operators' Association, a joint meeting of the Southern Appalachian Efficiency Associa-tion and local members of the A. I. M. E. and A. S. M. E. was held at Knoxville, Tenn., on Nov. 12. In introduc-ing the subject and stating the object of the meeting, H. Foster Bain, speaking for the. Institute members, said "Shoveling coal is the largest job of hand labor re-maining in this country, with the exception of the mis-cellaneous work on the farms, and even there nearly all the big jobs are now performed with the help of machines. The men in the coal mines, by hand labor, dig, each year, more cubic yards than were taken out of the Panama Canal. It has been a natural ambition of engineers, operators and men alike to follow here the characteristic lead of American industry and to substi-tute as far as possible the work of machines for the work of men; to promote the latter to the position of con-trolling and directing mechanical power rather than being themselves the machines that lift the coal from the floor of the room into the mine car. "Handling materials is one of the regular jobs of mechanical engineers, and the American Society of Me-chanical Engineers maintains a Materials Handling Division for discussion of the technical problems con-cerned. Having in mind the excellent results that had flowed from application of mechanical power and de-vices to these problems in factories, port terminals, warehouses, and other above-ground plants, the Me-chanical Engineers began to consider the possibility of introducing similar methods underground. Individual-ly, many were called upon to design, erect and operate machines for such use and at once they found them-selves faced by many novel conditions and difficulties. The Division thereupon planned a general meeting in New York in March, 1926, for consideration of problems and progress in this field. The U. S. Navy Department has perfected plans for the enrollment and training of considerable numbers of engineering officers. A school for this purpose, the U. S. Navy Steam Engineering School, has been established by the Department at Hoboken, N. J. The school is open to men between the ages of 21 and 40 who meet the physical requirements of the Navy, who are of thorough ability and officer-like character and who have completed the mechanical or electrical engineering course at certain recognized technical schools, or who possess an education and experience adjudged to be an equivalent thereof. Enrollment in the U. Naval Reserve Force of men properly qualified may be made at any Naval enrolling office, notation being made of the applicant's qualifications and desire to be detailed to this school. Applicants will be enrolled as Chief Machinist Mates, and during the course of instruction will draw the pay of this rating, $83 per month, plus $60 per month paid as subsistence. Upon graduation, men will be commissioned as Ensigns in the U. S. Naval Reserve, with a salary of $1700 per year. The duty to which a graduate of this school will be assigned will be that of an engineer officer in the auxiliary service of the Navy. Special provision has been made for the continuance of the school with proper material by a Navy regulation which permits undergraduates of the Freshman, Sophomore, and Junior Classes in recognized engineering schools to enroll in the Naval Reserve Force with the rating of Seaman 2d Class, and continue their courses at the institutions where they have matriculated. Such men will be called into active service after their graduation, and can at that time, if they are qualified to pass an officers' physical examination, apply for admission to the U. S. Navy Steam Engineering School. Men who are registered in the draft, either graduates or undergraduates, may enroll with the proper enrolling officer by securing from their draft board a letter of release, which in all probability can be obtained for this purpose. The aim of this school is not simply to produce engineers, but to produce naval engineering officers in the true sense of the word. The course of instruction covers a period of five months, arranged in four periods.

"In the spring of 1927, six members of the American Institute of Mining and Metallurgical Engineers met for dinner at the Chemists' Club in New York to discuss the possibility of setting up a committee within the Institute to further the current interest in the science of steelmaking. Attention' to this subject had been crystallized by a symposium held by the Faraday Society in 1925. ' After a prolonged discussion, ranging from thermodynamics to slag conditioning, it was decided to approach the Institute with the request that a standing committee on "The Physical Chemistry of Steel Making" be set up. This committee proposed to promote scientific and practical papers on the subject, and was designed to cooperate with the Open Hearth Committee of the Institute in bringing scientific developments to the attention of open-hearth operators throughout the country... . "As the life of the [Physical Chemistry of Steelmaking] Committee lengthened and general interest in the technical phases of steelmaking grew, it became evident that there was a distinct need for a book that might serve the open-hearth interests to better advantage than standard texts whose scope is necessarily wide and whose detailed exposition of the open-hearth process is, therefore, somewhat limited. With this thought in mind, the Committee, after some years of consideration and debate, embarked on the venture of writing a manuscript on `Basic Open Hearth Steelmaking'." The foregoing paragraphs, taken from the introduction by C. H. Herty, Jr. to the first edition, well describe the circumstances which led to the publication of "Basic Open Hearth Steelmaking" in the spring of 1944. The book consisted of nineteen chapters contributed by twenty-three authors and edited by the staff of Alloys of Iron Research and T. S. Washburn, B. M. Larsen, and J. S. Marsh with Frank T. Sisco as consulting editor. The Engineering Foundation and the Open Hearth Steel Committee of the Iron and Steel Division, AIME, made financial grants; steel companies and other organizations supported the publication by contributing time and expenses of staff members in their capacity as authors or editors. The following have been compiled from information furnished through the courtesy of Dr. W. P. Haynes, of London, and Mr. T. V. Grigorescu of Ploesti, Rumania. Gura Ocnitzei was the most active field during the year, furnishing 40 per cent of the production and 50 per cent of the drilling activity. Extensions to the west in this field were made both by Concordia and Romana Americana. In these new extensions the bulk of the production comes from the Drader member of the Dacian, with an average depth of 1300 m.; the underlying third Meotic at 1700 m. has not been developed yet. In Gura Ocnitzei east no new drilling has been done in 1933, but here declining pressures have led to the extensive use of gas-lift and pumps. Ochiuri saw some small drilling activity, but production declined. Two good wells were brought in by Unirea and Astra at the close of the year. Boldesti continued to be developed on a general plan by the four major companies interested. Production was from the Meotic, which in this dome has been penetrated for 356 m. Reserves have been estimated at about 63,000,000 bbl. An important discovery in this area was the bringing in of Credit Minier No. 1 Harsa to the east of the main field and producing from the Meotic. This well came in during October, 1932, and is now making 1400 barrels. In the Moreni Piscuri field only routine operations have been carried on. The prolific sands are now declining rapidly. Ceptura also saw only routine operations. In the Arcesti field development of the Meotic continues. Seven new wells were brought in during the year and ten were drilling at the close of 1930. The field produced over a million barrels for the first time during 1933. In the other fields only routine operations were carried on. A considerable increase in efficiency of operations was noted during the year. The average drilling time has been reduced, coring programs have been amplified, and much care has been taken in straight hole drilling. The Schlumberger electrical coring apparatus is extensively used. Electric-driven rotaries have been introduced at Gura Ocnitzei. The Moniteur du Pétrole Rouman reports that the index cost of drilling one meter, taking 1929 as a base of 100, has been reduced to 32 in 1933.

This paper deals with the results of a study of the application and development of mining machines for cutting out and removing dirt bands in bituminous coal beds. Face Preparation When one or more dirt bands1 occur in a seam of coal, the problem of elimination of impurities becomes manifest. The degree of completeness to which these impurities arc removed at the face has an important bearing upon labor costs, haulage costs and outside cleaning costs, and often the ash content of the product is markedly affected. Yet, because the present-day miller is paid for the number of tons he loads he often lacks interest in the quality of the coal. To insure a clean product, a system of penalties for dirty coal is enforced, but control of extraneous impurity content in the loaded coal is often inadequate and ineffectual when coal and banded impurity are shot as one. It seems only logical that to reduce the amount of impurities by proper face preparation before the men are permitted to load the coal is the most efficient method of preparation. Many mines with one or more bands of impurities in their seams are able to mine a desirable product with a comparatively small amount of surface preparation. In fact, three companies in West Virginia have recently changed their methods of fact* preparation, with most gratifying results. The first company (in the Kanawha field) after changing its cutting practice with the hope of relieving a sales problem, was rewarded by an approximate 3 per cent drop in ash in the product. Another company, operating in the same field, reduced its ash approximately 4 per cent by a change in cutting practice. The third company (in the Pocahontas field) found the wet washer inadequate in producing a marketable coal, and installed new cutting machines. Three cuts are now being made in each working place, and the results arc so satisfactory that the cleaning plant has been abandoned.

REVISION of the United States mining law is needed. chiefly because of the following reasons: 1. The conceptions as to the characteristics of orebodies that were held at the time the statute of 1872 was enacted have since proved to be in many respects erroneous. 2. The operation of the existing law has been found to work unnecessary hardship upon many claimants to mineral land. 3. The existing statute fails in large degree to encourage development of mineral resources. 4. The existing law often produces conflict between placer and lode-claim rights, working unnecessary injustice to placer claimants. 5. The methods of establishing the rights of locators on United States mineral land are defective, and are not uniform throughout the States within which such lands exist. LAW OF THE APEX The objections to the so-called "law of the apex" are so well known as to require no detailed statement. It is sufficient to point out that the apex rule was based upon the notion that ore deposits consisted of well-formed veins included between definite walls, like the slice of ham in a sandwich. The fact is that veins conforming to that simple type are rare. Irregularity is the rule, and the chief metal production of the United States comes from masses which bear no resemblance to the tabular form of vein. Manifestly the law of the apex fails completely in such cases. Moreover, the tendency is constantly toward the exploitation of ores of lower grade than could formerly be worked, and such deposits exist mainly in the form of large irregular impregnated zones and masses, so that the future. development of our mineral resources would be continuously embarrassed by shadowy claims to extra-lateral rights by the locators of so-called apexes
