A year ago the petroleum code was in effect, and Congress had before it bills with powerful backing designed to extend and put on a permanent basis the Federal authority impliedly recognized in the petroleum code. Those men in the industry who were convinced of the unconstitutionality of Federal regulation, who believed in conservation, and who were seeking accomplishment of a conservation compact among the oil-producing states, were at that time encountering difficulties in bringing about such an agreement. Since then there has been a shift in the center of gravity. Today, by virtue of the Supreme Court's Schechter case decision, the petroleum code is not in existence, the industry is not operating under an oil administrator, and the Federal-control bills are not on Congress' calendar. In view of what the Supreme Court has said in the Schechter case and the Hoosac Mills case about the local character of mining and manufacturing, the problem today is not whether the Federal Government or the State Governments ought to regulate oil production, but how effective we can make the devices that are available to us under the constitution for the conservation of the nation's oil resources. The interstate oil conservation compact ratified during the past year by Texas, Oklahoma, Kansas, New Mexico, Colorado and Illinois, approved by Congress, but not yet in effect in California, is the mechanism now at work. Interstate Oil Conservation Compact What is this interstate compact? The basic theory is simple and logical. It has four elements to it. The first point is that in order to effect the maximum recovery of our oil arid gas reserves it is necessary for some governmental authority to regulate the way in which those resources are taken out of the ground, so that the reservoir energy is efficiently used, and used equitably by the various owners of the pool. Second, that the state, as distinguished from the national government, possesses the police power necessary to protect the public interest and to protect the correlative rights of the common owners of the oil pool. Third, that the state governments ought to cooperate with each other through an interstate advisory commission so that orderly production in one state is

With the extensive deposits of potash minerals which have been discovered in the southwestern states, and their rapid development, a permanent American supply of potassium compounds is now assured. The 325-year history of the potash industry in this country has been told by H. I. Smith1, of the U.S. Geological Survey, and the more recent activities of the Survey and of American potash companies were described last year by the same author2. In fact, it may be stated that so great is the productive capacity that two mines in New Mexico and one in California are able to supply more than half a million tons of crude and refined salts over and above that produced for agricultural purposes. The era of scarcity has given way to an era of superabundance. This situatiori makes it desirable for the potash producer to look for other applications for his product, and it is with this in mind that the writer presents some information pertaining to present and possible future uses for potassium compounds in the ceramic industry. Ceramic Products Ceramic products are essentially solid materials containing one or more oxides such as SiO2, Al2O3, CaO, MgO, FeO, K2O, Na2O, TiO2, which are the oxides of greatest abundance in the earth's crust. The typical ceramic process is that of firing or burning the batch, and the product may be glassy, crystalline or mixed. In the glassy or vitreous group come glass, porcelain enamel and glazes; in the crystalline group, refractory materials such as silica brick, or chromite or magnesia; and in the mixed group, porcelain, chinaware, stoneware, tile, brick, etc., which contain both a vitreous and a crystalline phase, in variable proportions. The ceramic industry of the United States is a billion dollar industry, and is important not only because of its magnitude but also because of the key position occupied by certain ceramic products in the whole manufacturing structure. Silicon, unfortunately, is not in the same category as some other metals with respect to the absolute value of the highest purity material prepared. Tucker, in England, and Becket, in this country have developed procedures for the purification of silicon, and Becket's process has made industrially available silicon of a purity of 99.8 per cent or better. However, even the term "silicon metal" may be a paradox to some people, although not more so than the term "amorphous" as applied to silicon. These terms come from commerce, and "metal" is used to distinguish industrially high-purity silicon from ferrosilicon, silicon-aluminum, and other high-silicon alloys. Alloys of iron and silicon with 95 per cent Si or less are known as ferrosilicon, with a designation of silicon content where necessary, arid the term "silicon metal" is invariably applied to the grades containing 96 per cent Si and higher. The Becket method of purification was referred to in a monograph on the Alloys of Iron and Silicon, and the Tucker procedure was described in some detail in that publication.' In order to get silicon of still higher purity, a sample, prepared by the Becket method, analyzing 99.84 per cent Si, 0.020 Fe, 0.016 Al, 0.005 Ca, 0.025 C, 0.033 per cent 02, 0.006 H2, 0.006 N2, and 0.001 per cent Mn, was crushed to pass a 100-mesh sieve and further purified by a modification of Tucker's procedure. This modification differs from Tucker's method in that after treatment the 100-mesh alloy was centrifuged to remove the last traces of acid. Our directly determined analysis of this purified sample shows: Si, 99.952 per cent; Fe, 0.009; Al, 0.012; Ca, 0.003; C, 0.006; or 99.982 per cent. Silicon by difference equals 99.97 per cent. The variation between silicon by difference and silicon as directly determined is important. Although Tucker mentions the amount of insoluble matter in commercial silicon both before and after his treatment, he does not mention the existence of carbon in the alloy; nevertheless, he reports silicon by difference. THE accuracy with which detachable bits can be sharpened and gauged by grinding has made possible refinements in design that cannot be attained by forging. This applies particularly to gauging, where accuracy is of the greatest importance. Gauge changes of 1/32 in., and even 1/64 in., are now feasible, whereas 1/16 -in. changes are about the limit in accuracy for forged bits. These small changes in gauge are feasible, however, only with certain fundamental principles of design. Within reasonable limits the depth to which a hole can be drilled is dependent primarily upon the loss in gauge, or diameter, of the bit. In drilling there is always a certain amount of "overdrilling"-the bouncing of the bit in the hole and its rotation wear away the walls-so that the actual diameter of the hole is greater than the diameter of the bit. The amount of this overdrilling depends upon the kind of rock being drilled, and is sometimes sufficient to permit the use of the same diameter of bit for the full depth of the hole. If, for instance, a 1 3/4-in. diameter bit overdrills 1/32 in. in diameter, and loses 1/64 in. in gauge in drilling 2 ft. of hole, the bottom of the hole is still 1/64 in, larger than the original diameter of the bit, and a new 1 ¾ -in. bit can be used to drill the next 2 ft. If, however, the overdrill is less than the loss in gauge, the next bit must be of smaller diameter. The first requisite in reducing loss of gauge in drilling is to have the points and corners of the wings of the bit cut circles of the same diameter, thus producing a reaming surface with continuous bearing on the wall of the hole. The greater the reaming surface, the less the gauge loss that is to be expected. If the reaming surface, however, is too large, it may impede the rotation of the bit through excessive friction. This principle was probably first recognized in the design of the Carr bit (Fig. 1), a bit with a single cutting edge of wide angle, a definite reaming edge, and a large center hole. The same idea was followed in designing the double-taper cross bits, which are now standard almost everywhere.

COLLECTIVE bargaining, hereto-fore loudly proclaimed as one of the stout timbers of the Republic, has passed from the picture. The coup de gr[a]ce was struck by the President of the United States when he ignored his vested legal prerogative and seized the steel industry by the dubious authority of, his "inherent powers." Autocratic judgment by a single official replaced arbitration by the steel industry and labor union. This is the outcome of a battle which has been bitterly waged for months in the hazy atmosphere created by well oiled propaganda machines. Prior to government intervention, there was no clear picture of the issues at stake. All parties concerned marshalled their accountants to conjure up figures proving their respective contentions. The results were fed into public relations departments for embellishment and dissemination. Thus, the public was asked to believe on one hand, that the steel worker, who is second only to the coal miner in hourly wages, was entitled to an increase in pay and other benefits. Nothing was said about the effect-of such an increase on the national economy. Industry in turn pointed to declining profits after taxes, but failed to mention the more than a billion dollars spent on plant expansion, in addition to the payment of substantial dividends for 1951. With the intervention of the administration, the immediate issue became clear to freedom-loving Americans. Is the executive branch of the government above the law, or is it supposed to uphold and carry out the .laws of Congress? The present administration forgot that it is a servant of the public and has become despotic. The American people must obliterate this dangerous precedent which has been set by the administration or accept the. ominous consequences of submission. Fortunately, the strongest weapon of the citizen-the ballot -still remains. When democratic procedure is restored, stabilization of the economy will continue to challenge us. This is the main public stake in the steel controversy. Only a solution based on bed-rock democracy will work. If the emergency is real, and we must assume that it is, this is the time for sacrifice. Industry and labor must meet without rancor to resolve wage contracts through collective bargaining. The government role, under emergency conditions, must be to objectively maintain wage, and price ceilings in the interest of stabilization. Political expediency cannot be permitted to' influence these controls. Politics and not the public weal have been the guide lines for too long. We are at the cross roads. By all sober judgment, this is the time for Americans to take a militant interest in their government today. Tomorrow will be too late.

In March 1956 a conference on geochemical methods of prospecting for ore deposits was held in Moscow. This conference was the culmination of a ten-year period of extremely rapid increase in both research and routine application of geochemical prospecting methods in the USSR. This activity was divided among groups centered in extremely widely separated bases of operation, ranging from Moscow and Leningrad in the West, Yerevan in the Caucasus, and Alma-Ata in Central Asia to Chita near the Manchurian frontier in the Far-East. The All-Union Conference on Geochemical Methods of Prospecting for Ore Deposits, as the meeting was called, was the first opportunity for these scientists from many parts of the country to meet and exchange experiences. It also served to introduce members of the different research laboratories located in the city of Moscow itself, where adequate channels of technical communication had not yet been established. As a result of the Conference, it was resolved that a concerted effort should be made for the participants to publish the results of their work. Two books have appeared as a direct response to this resolution. I. I. Ginzburg prepared a synthesis of the field of geochemical prospecting for minerals based on the material presented at the Conference. This volume has been translated into English and is now available. In addition, the individual papers presented at the Conference were assembled into a symposium volume and published in 1957 under the editorship of V. I. Krasnikov. Unless otherwise noted, these two books have supplied the source material for the present appraisal of the status of geochemical prospecting in the USSR. It is thus about four to five years old. In the years following the conference, the literature has carried a substantial volume of technical papers, together with a few monographs pertaining to specialized aspects of geochemical prospecting.

THE McGill smelter started operations in the year 1907. The smelter furnaces were fired with run-of-mine coal on grates until April 1911, when oil firing was introduced. Oil firing continued until April 1918, when the initial coal-pulverizing plant was started.1 EARLY PULVERIZING PLANT Various alterations were made to that plant during its operation, one of the more important being in connection with the system for delivering pulverized coal. In order to minimize coal-dust explosions and fires, the return portion of the main delivery line was eliminated in the year 1928. Thereafter coal-dust explosions and fires were greatly reduced. Pulverized coal was prepared at this plant primarily for the reverberatory furnaces, but for several years it was also delivered to the converting plant, roasters and power-plant boilers by a system of auxiliary fans and delivery lines. During the period March 29 to April 8, 1929, one reverberatory furnace was fired with pulverized coal produced by an Aero, type J, unit coal pulverizer with a rated capacity of 5 tons per hour. This machine actually pulverized its rated capacity but the product was too coarse. After certain regulations, a finer product was obtained but the pulverizer capacity decreased and this resulted in insufficient coal for efficient furnace operation. Table I gives a comparison of the average screen analyses of the pulverized-coal products from the impact-type unit pulverizer and the regular coal-plant installation. [ ] It was definitely proved that this size and type of unit pulverizer could not furnish sufficient coal of proper fineness to give smelting results comparable to that obtained with the regular coal-pulverizing plant. The coal from this unit pulverizer was so coarse that it did not ignite or burn properly and thus did not produce the proper heat for efficient smelting. During the latter part of 1929 and the early part of 1930, experimental work was conducted with a 7-ft. 0-in. by 48-in. Hardinge conical ball-mill coal-grinding unit, which was installed alongside a furnace in the reverberatory building. Results obtained from the test run indicated that this unit would furnish sufficient coal of proper fineness for good smelting.

Since the earliest discoveries of oil in the Rocky Mountain area the spirit of cooperation in drilling and production programs has prevailed. There has scarcely been a field which has not been developed in an orderly manner through mutual agreement between competitive operators. An appreciable saving has resulted, as many unnecessary wells have been eliminated. We have unit operation plans and agreements which were developed at an early date. Rock River, found in 1918, has been a unit operation. One of the first prorate agreements ever attempted was made in Salt Creek in 1921. Teapot, first developed in 1922, has been a unit operation; the lessee, the Government, and the lessor, one operator. South Casper Creek, found in 1918, has been developed as a unit. Rex Lake, found in 1923, is a unit operation. The list might be extended materially but it serves to indicate that the Rocky Mountain region enjoyed the fruits of unit operation at an early date. It is concluded from this unitization study in the Rocky Mountain region that there is an appreciable saving in both development and production costs as well as the elimination of waste of a natural resource. Certainly, when unit operation conserves an irreplaceable natural resource as well as capital, any legal or political impediment to its successful development will be overcome. If one company supervises the operations in one field, it appears to be a unit operation. This may not be true if the lands involved have been leased from a great number of lessors. Royalty holders create a most intense competitive operation. The Rocky Mountain region has its full quota of such diversified interests. The original study calls for consideration of two types of fields, unit and near-unit operation. This Committee has felt that if an agreement of any character has brought about a saving it is an approach to unit operation. The fields have been classified into four types: 1. Unit Operation.—Any field whereby the competitive drilling-drainage feature is or will be absent in the development and operation of the pool.

COLUMBIA UNIVERSITY The Equilibrium Position of A 1.—Some of the most important data on this subject are collected in Table I. Definition of Ae 1.—-Just as we call A 1 of rising temperature Ac 1, and that of falling temperature Ar 1, so we may give the symbol Ae 1 to the equilibrium position of A 1. Preliminary Assumptions.—In deciding what weight to assign the various data, and indeed what data are to count, three assumptions should be made. These are : 1. The corollary from the phase rule, that the temperature of Ae 1 is constant and independent of the carbon content, though, of course, it may be changed by the presence of other elements. 2. That because neither in heating nor in cooling can the transformatioil begin before the temperature reaches Ae 1, though it may be delayed by lag till after the temperature has passed beyond Ae 1, therefore Ae 1 should be at or below the observed beginning of Ac 1 and at or above the observed beginning of Ar 1, and, a fortiori, it should be at or below the observed maximum of Ac 1, and at or above the observed maximum of Ar 1. It may be necessary to take these maxima into consideration in view of the experimental difficulty of detecting these beginnings. 3. Because of the extraordinary degree of lag in the immediate neighborhood of Ae 1, as proved by Brayshaw, little weight should be attached even to the most conclusive evidence that the transformation has not occurred on reaching, or even staying at, a given temperature, because that failure to occur may always be due to lag. Evidence that the transformation has occurred, or has even begun, at a given temperature deserves incomparably greater weight. In other words, the temperature may pass beyond Ae 1 without inducing the ' transformation, but the transformation cannot be induced except by

It is increasingly evident that the excellence of blast-furnace operation to a great extent depends upon the preparation of the products fed into the furnace. The preparation of these products is carried on largely in the roasting and sintering departments. Prior to the building of flotation plants in Utah and other western states for the treatment of lead-zinc ores, the gravity concentrates received at the Midvale smelter amounted to about 4000 tons per month, containing 24 per cent. lead and 10 or 11 per cent. zinc. This product was about 20 mesh—that is, 45 per cent. of it would be plus 20 mesh and the balance minus 20 mesh. About 1000 tons of pyrite per month, containing 5 per cent. lead and 10 per cent. zinc, was also received. These products were sent to the multiple-hearth roasters for calcining, after which they were sent to the Dwight-Lloyd machines for sintering with other ores. The sintering charge passed over the machines but once. The first flotation products received consisted of a wet, sticky, muddy mass, containing a large amount of moisture, up to 19 or 20 per cent., and it was almost impossible to feed them with any degree of regularity, if at all, through our standard feeders; but the amount of flotation product received during the first year or so was relatively small and it virtually lost its identity by being mixed with a large amount of jig and table concentrates. As the quantity of flotation products increased, more efficient filtering was accomplished and the moisture greatly reduced. Flotation Products Received At the present time the Midvale plant receives about 4300 tons per month of flotation product running 60 per cent, lead and 4.5 per cent. zinc, 85 per cent. of which is minus 200 mesh and contains about 8 per cent, moisture; and 4000 tons per month of pyrite of similar fineness, running about 2 per cent. lead and 3.5 per cent. zinc, containing about 10 per cent, moisture. The lower moisture greatly reduces the difficulties of handling, making it possible to run a 100 per cent. flotation feed on a multiple-hearth furnace without serious mechanical troubles. The creep properties of lead alloys have been studied by a number of investigators but most of the work has been done on extruded material and the amount of data available on rolled alloys is surprisingly limited. Greenwood1 and his collaborators investigated various rolled commercial leads containing relatively small amounts of impurities, Phillips2 likewise studied rolled commercial leads, although he did include a few alloys— such as tellurium lead and one per cent antimonial lead. But as far as the authors are aware no data on the creep properties of so-called "hard leads"-—i.e., containing from 4 to 8 per cent antimony—have been published. In this paper some data are presented on a few antimonial lead alloys and compared with a copper-bearing lead. Preparation OF Specimens All the alloys used in this investigation were cast at a temperature of 400°C. into an open cast-iron mold preheated to Ioo°C., the resultant casting being % by I by 10 in. The copper-bearing alloy was cold-rolled by 10 per cent passes to a thickness of 0.100 in. Creep specimens 16 in. long were prepared by clamping the strips between wooden blocks and machining the edges of the strips parallel by means of a plane. Careful manipulation gave parallel specimens with no reduced section and with a minimum of distortion. The antimonial lead castings were hot-rolled in 10 per cent passes at a temperature of I50°C. to a thickness of 0.400 in., the heating being carried out in an electric oven after each pass through the rolls. After the castings had been broken down to 0.400 in., they were allowed to cool to room temperature and then cold-rolled to 0.100 in. with the usual Io per cent passes. Sufficient time was allowed after each pass for the strips to cool to room temperature. The apparatus and method of measuring strain have been adequately described in a previous paper3 and essentially the same practice was used in obtaining the present data. The tank car price of gasoline today is controlled by oil in the ground, rather than by stocks of gasoline or methods of refining. Previous to the commercial cracking of fuel oil, there was a normal and continuous relation between gasoline stocks, consumption and prices. From the beginning of the new cracking era in 1923 to the summer of 1926 there was a changing relationship, growing toward a correlation between the potential gasoline in storage and the price of gasoline. Since the development of large reserves of shutin production in Wyoming, California, Seminole, West Texas and Venezuela, the relationship between stocks of gasoline and gasoline prices has disappeared. The extreme depression of the Group 3 price can only be accounted for by oil which is not being produced but which we fear may be produced at any time. In Fig. 1, the curve of gasoline stocks is simply stocks of finished gasoline. The curve of potential gasoline is made by taking 40 per cent. of all stocks except gasoline, kerosene and lubricants, adding to that stocks of finished gasoline and dividing the sum by total gasoline con-sumption to get the months' supply of gasoline at the current rate of consumption. The price curve is the lower figure given by the National Petroleum News for the first quoted date of each month, with the price scale reversed. Stocks of potential gasoline have decrrased from 17 months' supply at the peak of 1924 to a low of 7 months' supply during the past summer, yet the low immediately precedes the lowest price for gasoline since it was a waste product. The tendency of the price curve to parallel the curve of potential supply is quite pronounced until the summer of 1926, since which time they have abruptly separated. The curve of gasolinct stocks is equally remarkable in relation to price when it is considered that total consumption for the year 1927 is almost exactly twice that of 1924. Clearly a new factor has been introduced. There is no possible factor to account for this distortion except known reserves of oil in ground storage, and therefore, until such time as the Bureau of Mines or the

The Miami orebody occurs in an altered Pinal schist. It is popularly known as one of the '(porphyry " deposits but, as at Inspiration and Ray, the ore is an altered mincralized Pinal schist. The orebody mined is the zone of secondary enrichment. Speaking in general terms, the area of the orebody at Miami may be considered as 1000 ft. long and 800 ft. wide. The vertical thickness varies from 200 to 400 ft., so that it is an extremely irregular mass. The study of the ground movement and resulting subsidence at Miami is complicated by the fact that the formation is not homogeneous throughout the mining area, the orebody terminating on its eastern extremity at a fault plane adjoining the Gila conglomerate. This conglomerate is a recent sedimentary deposit somewhat analogous to glacial drift and consists of boulders of granite, schist, and other material cemented with clay, and at times is quite hard. The fault dips eastward at an angle of 45". The original method of mining was top slicing, the slices being 10 ft. thick. At first, there was a good deal of experimenting with mining methods. Some undercut rooms were tried, and the stopes were filled with broken ore with the idea of removing intervening pillars by top slicing. The adoption of the top-slicing method in itself involved considerable experimenting, including some experiments with a long-wall system. The method finally adopted involved the operation of top slicing areas 250 ft. square, each with a central supply raise and ore-gathering raises, each block being worked as a unit. Mining operations in the Captain orebody, which connects with the boundary of the Inspiration property, were started by the room-and-pillar system, the rooms extending across the orebody, with widths of 10 to 15 ft., with 15- to 10-ft. pillars between. The intent was to operate the rooms as shrinkage stopes, permitting the pillars to crush when the ore was drawn from the rooms. It was found that the shrinkage stoping was unnecessary, so a system of block caving was adopted. This system was so successful in the Captain orebody that, about three years ago, the method of mining in the orebody was changed from top slicing to block caving, the method now in use. The object of this paper is to describe briefly the practical results obtained in several problems of civil engineering by resistivity measurements of the underground. It is intended for the mining engineer, as well as for the construction engineer; the stratigraphical problems discussed are general and frequently are encountered in mining exploration. Resistivity measurements have been used in mining and oil exploration for a number of years.' Their introduction in the field of civil engineering, on the contrary, is rather recent. It was applied for the first time in the spring of 1928 near Littleton, N. H., in the survey of two dam sites for the New England Power Assn.2 Since then, the geophysical firm with which the author is connected has had an opportunity to develop this field of activity, and more than 20 investigations at dam and tunnel sites have been carried out in the United States and Canada. A part of this work has been verified by underground or drilling exploration. This paper deals with but a few of the results, which we are permitted to make public now. The theoretical and technical sides of the processes employed will not be discussed; they have already been described in various technical publications. Dean Roscoe Pound, of Harvard Law School, in addressing the A.I.M.E. Petroleum Division on Feb. 22, 1934, said, "When you are able to work out a program that is mechanically feasible, that is economicaIly advisable, and which seems in your judgment, which is just as good as that of anyone, to be politically wise, you will not have very much trouble in the end in inducing the courts of today to find that it is legally sound." The purpose of this paper is to show: first, legal conditions necessary to promote conservation and stabilization; and second, to suggest operating procedure when those legal conditions are established. The proposal is mechanically feasible and economically advisable. A growing public understanding should make it politically wise. The disappointing progress in the development of conservation and stabilization can be attributed to the lack of two legal concepts as integral parts of oil and gas law; i.e., (1) a practical substitute for the capture rule, (2) collective ownership control for the individual oil and gas pool. When these two concepts are established on an equitable basis, conservation and stabilization procedure will become a comparatively simple process, more or less automatic in its adaptation and operation. Establishing these concepts is the function of the law-making agencies and might well be left to them for discussion except that the mechanical processes that give them form and substance must first be developed by the engineer. A Substitute for the Capture Rule Much has been written on these subjects, but the most concrete statement that has come to the attention of this writer is the following from an article by Charles G. Silicon, unfortunately, is not in the same category as some other metals with respect to the absolute value of the highest purity material prepared. Tucker, in England, and Becket, in this country have developed procedures for the purification of silicon, and Becket's process has made industrially available silicon of a purity of 99.8 per cent or better. However, even the term "silicon metal" may be a paradox to some people, although not more so than the term "amorphous" as applied to silicon. These terms come from commerce, and "metal" is used to distinguish industrially high-purity silicon from ferrosilicon, silicon-aluminum, and other high-silicon alloys. Alloys of iron and silicon with 95 per cent Si or less are known as ferrosilicon, with a designation of silicon content where necessary, arid the term "silicon metal" is invariably applied to the grades containing 96 per cent Si and higher. The Becket method of purification was referred to in a monograph on the Alloys of Iron and Silicon, and the Tucker procedure was described in some detail in that publication.' In order to get silicon of still higher purity, a sample, prepared by the Becket method, analyzing 99.84 per cent Si, 0.020 Fe, 0.016 Al, 0.005 Ca, 0.025 C, 0.033 per cent 02, 0.006 H2, 0.006 N2, and 0.001 per cent Mn, was crushed to pass a 100-mesh sieve and further purified by a modification of Tucker's procedure. This modification differs from Tucker's method in that after treatment the 100-mesh alloy was centrifuged to remove the last traces of acid. Our directly determined analysis of this purified sample shows: Si, 99.952 per cent; Fe, 0.009; Al, 0.012; Ca, 0.003; C, 0.006; or 99.982 per cent. Silicon by difference equals 99.97 per cent. The variation between silicon by difference and silicon as directly determined is important. Although Tucker mentions the amount of insoluble matter in commercial silicon both before and after his treatment, he does not mention the existence of carbon in the alloy; nevertheless, he reports silicon by difference. This subject covers much ground, therefore it must be treated in a general way rather than in detail in this paper. Personnel To approach the measure of a mine, it is, of course, essential that the personnel be measured, and this measuring must be done in a circumspect manner and conclusions must be reached slowly. There may be one unit in the personnel of an organization that may be out of step with the remainder of the organization, not always because of lack of ability, but because of misplacement or lack of proper measurement of his capabilities. Too much time can scarcely be spent in the study or measure of the personnel ; in fact, a manager or a superintendent of a mine never completes his work along this line. Mine or Plant Just as no two men are alike, so no two mines or plants are alike; and yet there are many similarities. Find out what the similarities are, and this will help to make clear the dissimilarities. Try to visualize details of the difficulties, not because you will have to deal with them yourself, but to consider them in later studies of general problems. To outline all the steps to be taken in familiarizing oneself with a plant or operation would be impossible, but the following points may be of interest in any investigation. The study of a mine is generally made backwards-—that is to say, one sees the finished product first-—-but this is immaterial, because each step must be considered separately in any event. As a rule, there are certain heads under which the different features of mining can be placed, as follows: Ventilation.—Ventilation is usually the most important item in power cost and safety, especially in gassy mines. Quantity of air, water gage and power consumption, and finally analysis of the return air in full return and separate splits should be considered. Type of fan and type of power unit should enter into this study because it is important to view expenditures which are going on 24 hr. a day and 36.5 days in the

Two types of Si-Fe columnar ingots with preferred crystal orientation have been produced: a) ingots with (0011 directions of the crystals parallel to the longitudinal ingot axis and b) seeded ingots in which all crystals have the (100) [001]orientation with respect to the sides of the ingot. Measurements of freezing rates and temperature gradients indicated that columnar freezing occurred as long as the temperature gradient ahead of the solidification front was greater than zero. THE development of preferred orientations or textures in wrought metals may be influenced by the presence of a preferred crystal orientation in the ingot from which the product was made. The deliberate introduction of preferred orientation in the ingot for the express purpose of producing a particular preferred orientation in the wrought product has not, to the authors' knowledge, been reported in the literature.* This report describes the prepara- tion of ingots of 3 1/4 pct Si-Fe in which preferred orientations near (100) [001] were produced. These ingots were subsequently rolled to strip, 0.012 in. thick, to provide a sufficient quantity of polycrystal-line sheet having the (100) [001] orientation or "cube-texture" to evaluate the magnetic properties. The properties; and test results showing the advantage of the cube-textured Si-Fe magnetic sheet over magnetic sheel having the (110) [001] texture or "Goss" texture have been reported elsewhere.' The rolling and recrystallization textures of single crystals of silicon-iron having orientations near (100) [001] have been studied by Walter and Hibbard.2 They found that if the crystal has an original orientation such that the (100) plane is within 30 deg of the rolling plane, the recrystallization orientation will approach (100) [001]. FIVE-SIXTHS of all the coal that is mined in the United States is burned, without previous treatment other than screening, for the produc-tion of heat and power, so that its value is fixed by its suitability for this purpose. Nevertheless, the characteristics of individual coals that determine their fitness for use in particular pieces of combustion equip-ment are not yet well known. This condition is due not only to the small extent of our knowledge concerning coal itself, but also to our compara-tive ignorance of the nature of the combustion process. The following paper is an analysis of the combustion process as it occurs in industrial furnaces, based largely on the results of laboratory research on combus-tion rates. From this analysis it is possible to determine the characteris-tics of the fuel that limit the capacity of a given piece of combustion equipment. Limitations imposed by other factors than the attainable speed of combustion will not be considered, since they are subject to a different type of analysis involving the balancing of maintenance costs against fixed charges. In order to observe the relations among the various factors that affect the speed of combustion, representative particles of fuel will be followed through two types of furnaces. A pulverized-coal furnace will be con-sidered first, because the independence of the individual particles facili-tates the analysis of the effect of furnace conditions. The second example will be a grate-fired furnace in which ignition of the fuel takes place on the underfeed principle. This includes both underfeed and chain grate stokers,(8)? but does not include hand-fired furnaces and some overfeed stokers. The furnace will be considered to be large enough, the tempera-ture high enough, and enough air provided, to burn the fuel completely, without, for the moment, specifying these quantities more completely.

ON JUNE 7 the German Government handed to the French and Belgians a new proposal for reparations, which offered 1,200,000,000 gold marks annually, to be guaranteed as to 500,000,000 by a mortgage on the national railways, as to another 500,000,000 by a mortgage on industry, commerce, land and factories, and as to 200,000,000 by a luxury tax. The number of years for which this payment should run to be left to settlement by an international conference. This offer was taken under consideration by the French and Belgians, who instituted conversa-tions with the British in the hope of arriving, at some joint action with respect to the Germans. Up to the end of June nothing had been determined. In the meanwhile, the continued French and Belgian occupation of the Ruhr seemed to develop a condition of guerilla warfare, considerable bloodshed occurring throughout the region. The second Lausanne Conference dragged on, the Allies being apparently unable to take any firm, joint stand, while the Turks increased their importunities and managed to get concession after concession. Early in June a revolution occurred in Bulgaria, the previous Government under Premier Stambulisky, based on the agrarian party, being forcibly thrown out by a bourgeois and military combination. This pro-duced considerable disorder in Bulgaria, outside of which country the nature and purpose of the revolution does not appear to be well understood. Stambulisky's partisans offered feeble, isolated resistance to the revolu-tion; in connection with which there was some blood-shed and Stambulisky himself was reported killed, although this was later contradicted. Professor Zan-kof, the new Premier, issued a statement, that the change of the Government was the result of discontent, that the foreign policy of the new Government would be peaceful, and that Bulgaria would continue to fulfill her international obligations, particularly the treaty of Neuilly. It was the opinion of London that the immu-nity from taxation enjoyed by the farmers under the agrarian regime is likely to he superseded by more equi-table taxation, and in general that the bourgeoisie will be better administrators of the public affairs In domestic affairs industrial activity continued at a high rate, but there was distinct relaxation in the demand for raw materials, and also in some manufac-tured goods. During June there were reductions of prices by many of the automobile tire manufacturers. There seemed to be also further contraction in the demand for automobiles.
