THERE seems to be in the public mind, and even in the minds of some coal-operators not experienced in mines subject to dust-explosions, a feeling that there has been something mysterious at the bottom of a number of recent American colliery-explosions. It has been declared in cases of accidents in mines regarded as particularly well equipped, in which every preventive precaution was said to have been taken, that the explosions were incomprehensible, and resulted from causes beyond the present knowledge of the practical coal-operator. But it is safe to say that no explosion has taken place which could not be explained by reasons well understood by most operators. The LT. S. Geological Survey Test Laboratory, recently inaugurated at Pittsburg for the reported purpose of investigating scientifically the matter of explosions in mines, will discover no new explanation of explosions. It call, however, co-ordinate the previous investigations of similar boards in England and on the Continent; and it may do a vast amount of good by promulgating widely, and in a form comprehensible by the most unlettered miner, certain facts and obvious deductions that cannot but have an effect in reducing the number and extent of the mine-disasters which, in the last few years, have been so terrible in frequency and magnitude. The only possible sources of explosions of any magnitude in coal-mines are : (1) explosives stored in quantity in the mine; (2) gases generated or liberated in the mine; and (3) coal-dust. Combinations of any of the three may, of course, take part in the result. The danger of any great loss of life from stored explosives alone is very remote. The simplest ordinary precaution forbids the presence, in one place underground, of any considerable quantity of explosives, and it would require an

A plan which has just been approved by President Wilson, by, the Secretary of the Navy, and the Naval Consulting Board, provides for the active cooperation of the Associated Advertising Clubs of the World with the 30,000 engineers who will soon undertake the task of making a card index survey of American industry, so that it may be prepared for national defense, if need comes. Herbert S. Houston, President of the Associated Clubs of the World comments on the plan. "Through the great power of advertising we expect-to arouse manufacturers, workingmen, businessmen, in fact the whole country, to the vital need of making industry the basic line of defense so that, if necessity arises, it can supply munitions quickly and abundantly. "This is not a war measure, but a peace measure. The militarist will support it and so will the pacifist, as well as the great body of Americans in between. So the slogan `national defense and international peace, has been adopted believing that the two causes will be best served by linking them together. "While the primary thing, of course, is service to the country, it is manifest that this work of the engineers will be of the greatest service to industry in times of peace. If industry is mobilized for defense, it will be placed on a basis of efficiency to meet the keen competition that will surely follow the present war." Howard E. Coffin, one of the leaders of the American automobile industry, in outlining the far-reaching plans of his committee, the Committee of Industrial Preparedness of the Naval Consulting Board, said: "At the outset I wish to emphasize the absolutely non-partisan nature of this work. I am not even familiar with the political affiliations of the great majority of the members of the Board or of my committee. In setting out to, mobilize the industrial resources of the United States, we are concerned only with the benefit to the nation, and to that end we have called into being an organization made up of the best technical and business brains of the country, and that organization will work along business lines with strictly business methods. I think it reasonable to say that this is a movement perhaps unique in the history of national governments, and one geared up to the highest standards of twentieth century efficiency. "It is vitally necessary that American industry be made aware of the part it must play in the national defense. Our whole conception of warfare has been changed almost overnight. Our military heads at Washington are largely, of course, graduates of the very best technical schools, have been taught the profession of fighting, and are masters of that profession. As members of the Naval Consulting Board, we are unable to tell these men how to do their work. But while these departmental heads have lived with military problems all their adult years, we on the other hand have slept and eaten and lived with the industrial problems of the country. The two questions are wholly distinct, and the masters of one cannot possibly be the masters of the other. We are confronted then with the necessity of interlocking these two vast elements of our national life into a great working organization for the national defense. It is that which we are about to do.

MUCH progress in -blast-furnace construction and in the manufacture of firebrick for furnace linings has been made since the publication of Bulletin 130 of the U. S. Bureau of Mines on "Blast-Furnace Breakouts, Explosions and Slips, and Methods of Prevention," by F. H. Willcox in 1917. At the time of publishing this report comparatively little information was available to blast-furnace men as to the fundamental facts relating to the character of blast-furnace refractories. Some of the accepted theories of only a few years ago have been completely reversed. The mortality of blast-furnace linings used to be so great that nearly every furnace plant had one or more complete linings in the brick shed ready for use in case of a lining suddenly "going out"; it was generally accepted that a furnace could not "keep her lines" more than two or three years at best, and often a hot spot in the shell would develop, or a breakout occur in the hearth or bosh within a year or two after blowing in on a new lining. In some respects these frequent relinings were not so detrimental as to he a complete loss because they afforded opportunities to take advantage of advances in blast-furnace practice. At present the cost of relining has greatly increased, but the life of a lining has also increased. Anything less than five years on a lining is now considered a short blast.

The North Chicago Rolling-Mill Co., of Chicago, have four furnaces at South Chicago, built during 1881. Each furnace is 20 feet diameter of bosh, and 75 feet total height, the hearth being 11 feet diameter, and the top 15 feet 4 inches. They are blown through seven 7-inch tuyeres placed 5 feet 6 inches above the hearth level. Cubical contents, 15,000 cubic feet. Each furnace is supplied with 2 blowing engines, 84-inch blowing cylinder, and 36-inch steam cylinder, and 54-inch stroke. These two have one jet-condenser worked by an auxiliary pump. The blast for each furnace is heated by the aid of three Whitwell fire-brick stoves, each 21 feet diameter and 60 feet high. In the batteries of boilers furnishing steam for four furnaces there are 36 double-length boilers, 76 feet long, 48 inches diameter and 16,000 square feet heating-surface. The plant was designed to produce 3600 tons per week, or 900 tons for each furnace, and was fitted as above with such engines, boilers, and hot-blast stoves as were thought requisite for that production ; hence, calculated from the present make—not the least remarkable feature is the economy of construction—there are less engines, less boilers, and less hot-blast power for the iron made than at ally plant within my knowledge, or it could to-day be duplicated for less money per ton of iron made per week than could any plant now in existence, whether using fire-brick or cast-iron stoves for heating the blast. This is a practical demonstration of my assertion in a paper on fire-brick stoves, read before the Institute," that the application of fire-brick stoves in construction really lessens the first cost. In view of the statements just made, I must be most emphatic in assuring the members that nothing is strained or overburdened.

THE absence of a convenient glossary of terms connected with mining and metallurgy has long been felt by the general public. It is to meet this want, not to furnish a technical manual for experts, that the following glossary has been prepared. It originated in an attempt on my part to revise for publication the manuscript of a compilation prepared from the appendix of Yale's work on Mining Titles and one or two other sources, to serve as an appendix to a new work on mining law, about to be published by Mr. H. N. Copp, of Washington, D. C. This revision soon assumed, contrary to my original intention, the proportions of a reconstruction; and with the consent of Mr. Copp, and for the purpose of receiving from my fellow-members valuable aid, I presented my still incomplete work as a paper at the Lake Superior meeting of the Institute, inviting from any quarter suggestions of new terms or better definitions to be incorporated in the glossary before its final publication. This invitation was so widely and generously responded to, that I cannot undertake to make in this place individual acknowledgments to those members of the Institute, and professional colleagues outside of it, who have favored me with assistance and advice. The labor bestowed upon this paper since its presentation at the Lake Superior meeting has considerably exceeded that of its first preparation, as may be inferred from its great increase in length, as well as the numerous alterations which it has undergone. It could certainly be still further enlarged and improved; but I think a comparison of it with any of the glossaries of the same class now in print will show, at least, that it is an advance upon what has hitherto been accomplished. 1 shall be grateful, however, for further criticisms and suggestions; and I purpose at some future time to incorporate in a supplementary paper the results of such additional collections or corrections as I may obtain. To avoid too great prolixity, I adopted at the outset the following general principles: 1. To include the most important technical words and phrases used by American miners and metallurgists, or occurring in English books and periodicals.

Mr. A. Bement, Chicago, Ill. (communication to the Secretary*) :—Mr. Campbell, in proposing his method of sampling coal-seams, has rendered an important service in insisting on the presentation of an adequate history of the sample; and it is to be hoped that his suggestion will meet with further recommendation. In my opinion it is fully as important that a complete description of the sample and the conditions surrounding its taking be given, as the results of the analysis itself; and if such should become standard practice, coal-analysis would assume greater value. As it is, the published data are very confusing, and only to an extremely small extent are they really useful. The method suggested by Mr. Campbell, however, cannot have a general application; for example, in the Eastern Interior coal-basin, particularly at the present time, the output consists largely in grades other than mine-run, which in Illinois, for the year 1905, was only about 24 per cent. of the total product; and inasmuch as Mr. Campbell's method of sampling cannot give values for any other grade than mine-run, my contention that, at best, it can have but a limited application, is apparent. To illustrate the argument, there are two coal-seams, with the characteristics of which I am particularly familiar; each seam, as it lies in the ground, contains almost exactly 10 per cent. of ash; the lump coal from one of these seams ranges from 10 to 11 per cent. of ash, but from the other seam it does not average more than 6 per cent., although, as before mentioned, the average percentage of ash in the full seam is the same for each case. A careful and proper sampling of coal-seams, to be followed by analyeis, is to be commended in connection with all investigation; in fact, it should precede any careful study. Tailings dam construction and operation of Rosario Dominicana's gold/silver mine in the Dominican Republic is described. Impoundment of 8.5 kt/d of cyanide-process tailings is required in an intensive agricultural area which is also an earthquake and high rainfall zone. The earthfill embankment dam, incorporating internal gravel drains, is described together with methods of construction used. Methods of tailings transport, solution reclaim, and runoff water diversion that have evolved are discussed.

The first meeting of the Naval Consulting Board was held at the office of the Secretary of the Navy, Washington, D. C., on Oct. 6, 1915. The Board organized by electing Thomas A. LEAD, silver, and zinc, in quantities of economic importance are found in the Aguilar ore. The lead occurs as galena and the zinc as sphalerite and marmatite. The silver occurrence is more complex. Pyrargyrite and proustite have been identified only occasionally. Galena is silver-bearing and so are the various other sulphides, though to a lesser degree. The principal nonsulphide gangue minerals include calcite, quartz, wollastonite, rhodonite, and various calcium, aluminum, and iron silicates. A typical analysis of, the ore is: Pb, 11.2; Zn, 12.3; Fe, 4.4; Mn, 2.2; Cu, 0.15; S, 11.2; CaO. 7.6; "Insoluble," 50.1 percent; and Ag 263 g per ton. Crushing is done in three stages. The primary crusher at the mine is set to deliver about a 5-in. product. The crushed ore is then transported to the secondary crushing plant by a 3-km cableway where the general practice is to hold the product of the first Symons to about 1 in., and of the second Symons to about 1/2 in. When the ore is soft and rich the product of the first Symons is by-passed directly to the ball-mill bins. Dust control in the secondary crushing plant is effected by enclosing the dust-emanating sources and exhausting the enclosures with a Clarage No. 18 fan driven at 1300 rpm by a 20-hp motor. Use is also made of spray water at one or two critical places. Every effort is made to keep the air free from visible dust. Dust counts taken at the working places show dust concentrations of less than six million particles ner cu ft. The composition

In the following paper it is aimed to present only an outline of the geologic relations of the ores, since the Appalachian geology of Alabama has been discussed by many previous writers, but to describe rather fully the ore of the Birmingham district, and to discuss its relations and probable extent. IT. OUTLINE OF THE GEOLOGY. 1. Stratigraphy. The pre-Pennsylvanians rocks exposed in and along the borders of the valley-regions of Alabama, range from middle Cambrian to Mississippian (Lower Carboniferous), and at the SW. extremities of the valleys these rocks are overlain by coastal-plain deposits of Cretaceous and Tertiary age. The stress-strain curves in the microyield region for various Fe-C solid solutions shown by Davies and Ku are typical examples of parabolic curves defined by the expression a = kEn 111 These data, when replotted on log-log coordinates, as shown in Fig. 9, exhibit three essentially parallel straight lines. It is apparent that carbon increases the flow stresses, but does not affect the exponent n. In other words, the only factor in Eq. [1] affected by in in carbon content is the constant k. As Eq. [1] is written k is the stress at a strain of 1.0. This is unsatisfactory for examining data in the microyield region. Therefore, the equation can be altered to the form: to permit the use of the authors' microyield stress at a strain of 10-6 as k. Extrapolating the curves in Fig. 9 to a strain of 10-6 gives stress values of 2000, 3200, and 5400 psi for 0.008, 0.014, and 0.02 pct C, respectively. These values do not agree exactly with the authors' measured values, but this will not affect the following discussion. The effect of carbon content on the slopes of the stress-strain curves shown in Fig. 2 of the paper by Davies and Ku can be analyzed by differentiating Eq. [2] with respect to strain. Thus: where n is always less than 1.0. Since n is essen- tially constant as a function of carbon content for the data under discussion, the slopes of the stress-strain curves depend only on k and E. If the slopes are examined at various selected Plastic strains. i.e., 10-6, 10-5, and so forth, it follows from Eq. [3] that the dif-ferent slopes for the different carbon contents depend only on the different values of ke=10-6. Thus, the larger ke=10-6, the steeper the linear stress-strain curve will rise with increasing plastic strain. This

FEATURES of the second fall meeting of the Petroleum Division for 1941, held at the Ambassador Hotel, Los Angeles, Oct. 29-30, were the forum on the Paloma Plan on Thursday after- noon, the large attendance from east of the Rockies, and the dinner on Wednesday evening sponsored by the Southern California Section and at which President Suman spoke on the strategic minerals and metals situation. The attendance was large and the technical fare uniformly good ; the presiding officers had the proceedings well in hand at all times and kept things humming. Some- times it was necessary to taper off the discussion because of pressure on time. All this was due to careful groundwork before the respective sessions. These presiding officers deserve citation: L. W. Huebel, Howard Pyle, E. K. Parks, Carlton Beal, E. G. Trostel. R. W. French, Jr., John Dodge, and H. N. Marsh. The Los Angeles local commit- tees and the Southern California Section deserve much credit for the arrangements, which were recognized by suitable resolutions at the end of the meeting.

Boiler-Room Economy "Establishing and Maintaining Boiler-room Economy" is the title of a paper presented before the Ohio Society of Mechanical Electrical and Steam Engineers by Geo. H. Gibson, of which the following is an excerpt: Boiler-room economy depends less upon equipment than upon operation, i.e., it depends largely upon the condition in which the apparatus is maintained and how it is used. A given boiler may operate this week with an efficiency of 78 per cent., and next week with an efficiency of 65 per cent., while using the same fuel and developing the same rating. If there are variations ii; character of fuel and in load and other factors, the falling-off may be even greater, possibly to less than 60 per cent. The steam produced may cost twice as much per 1,000 lb. at one time as at another. Most steam plant managers know from their own experience that these statements are not exaggerated. It does not take much of a plant to run up a coal bill of $5,000 per year, many "spend $10,000 for coal, and fuel bills of $50,000, $100,000, or $200,000 per annum are not uncommon. As it call be shown in the majority of these plants that 10 per cent. of this amount may be saved, and in large numbers of them 25 per cent., while in some the expenditure can be cut in half, there is no disputing that we have here a subject worthy of attention. In the production of steam the greatest variable is the human factor. Before we can pass judgment, however, we must first have standards. This implies accurate quantitative knowledge of fuel consumption and steam production. We must measure the output and know how much the steam costs per thousand pounds, and how many pounds of steam are obtained from a pound of coal. We can then begin to analyze the problem, and find where and how methods and conditions can be improved, and how much. Many favor buying coal on a B. t. u. basis. This is advisable where the amount purchased warrants the considerable expense involved in systematically gathering samples that: are. truly representative and in having analyses made, of every carload. Coal analyses, combined with. an honest endeavor on the part of the miner to ship good coal, should insure the receipt of the heat units paid for. , It often happens, however, that the coal which is cheapest on a B.t.u. basis is not the cheapest or most suitable for producing steam, because of peculiarities of the plant in which it is to be burned, or conversely, the fuel which furnishes cheap B.t.u. may require special methods or equipment for its economic utilization.
