OLIVIA'S recent revolution, by hindsight, seems to have been inevitable. The misery of the majority of the people, coupled with the economic crisis engendered by the refusal of the United States to meet Bolivian demands for a higher tin price, gave the National Revolutionary Movement party all the excuse it needed for overthrowing the government. Most of the mines in Bolivia are owned by three families. Precisely what it will mean to the United States is still a moot question. Argentina, with a mixture of Marxism, Fascism, and few twists created by the Perons, is in a position to grab off much of the tin we need. Because of the contingencies of geographical location, language and a natural simpatico, Argentina may be able to continue its efforts to oust the United States from its South American markets. Point Four aid was supposed to be given to Bolivia, but only for agriculture. Even this was entirely too slow. Mining, Bolivia's other major source of income was forgotten by the Washington planners. Primary aim of the new power will be to diminish its dependence on the world tin market. At a time when the free world is fighting a battle for control of metal, it stands a chance of losing an important source of supply. With the accent placed on agriculture and other industries, mining in Bolivia is certain to suffer. Argentina will be in a position to get the available supply of tin, make a strong ally in the world order of things, and add to its power play against the United States in South America. Ten labor groups have formed the Bolivian Central Workers Union. The first item on their list for immediate action is the nationalization of the mining and railroad industries. They also came out for agrarian revolution and diversification of industry. President Victor Paz Estenssoro has promised to appoint a committee for the investigation of nationalization of the mines. At least, this is indicative of a feeling for the need for caution.

But little has been written concerning the camp of Republic. In 1900 Chatard and Whitehead 1 reported the results of some experiments with samples of ore from the Republic mine, and a few years later Fritz Cirkel2 described the construction, operation, and results attained in the mill at the Mountain Lion mine. From time to time brief articles, mostly of a semi-technical nature, have appeared in the Engineering and Mining Journal and other mining periodicals. The general geology of the camp, especially in regard.to its areal features, has recently been ably described by Joseph B. Umpleby.3 To bring to mind the general features of the district it may perhaps be well to review briefly some facts in regard to it, before discussing the treatment of the ore. I. History and Production. The town of Republic is situated in the NW. corner of Ferry county, about 25 miles south of the International Boundary, on the head-waters of the San Poi1 river, in what was formerly the " north-half" of the Colville Indian reservation. On Washington's birthday, 1896, this portion of the reservation was thrown open to mineral location, and within a few weeks important discoveries had been made. The present Eureka mining-district was organized, the camp grew apace, and consignments of ore were shipped by wagon to Grand Forks, 30 miles away; or to Marcus, a somewhat greater distance. It is reported that the first 1,500 tons shipped from the Republic mine uetted the owners $160 per ton, after being hauled

The members of the Institute have probably seen in the daily papers notices of the plans of the Secretary of the Navy to. form an Advisory Board to assist the Government to make available the latest inventive genius of the country. Secretary Daniels has appointed Mr. Thomas A. Edison Chairman of this Advisory Board and has officially invited the Institute to secure the selection of two of its members to serve. on this Board. The Secretary in his letter states: "I feel that the work your Institute has done has been such as to give it the right to be in a way officially represented, and the Navy Department desires in this way to testify to its own appreciation of the splendid work for our country that your Institute has done. I have the emphatic approval of Mr. Edison, and he agrees entirely with me that your Institute should he represented in this way and that no better method of getting the kind of men we need could be devised." The invitation of the Secretary of the Navy has been officially accepted and steps have been taken to nominate the two members. Since the Constitution provides for no meeting of the Board of Directors until September, and as Secretary Daniels urged early action, the matter was discussed at a special meeting of the Executive Committee of the Institute, at which were present as many members of the Board of Directors as were in New York City at the time. Invitations were also extended to other members of the Institute who happened to be in the vicinity. At this meeting it was decided to submit the matter by a special letter-ballot to the Board of Directors and in doing so to suggest or nominate five members of the Institute, accompanying this nomination with the statement that the Directors might vote for two of the members so nominated or for any other members of the Institute not so nominated. It was voted at this meeting that it. was the sense of those present that in view of the fact that this committee was an advisory one the type of men to be chosen should be men of administrative or executive ability, cap-

.Although oil Production in West Texas in 1939 reached the highest figure for any year since the inauguration of proration, drilling activity continued in the decline that had commerlced the previous year. Production totaled 79,469,341s bbl. of oil during 1939 as compared with 71,257,541s bbl. in 1938 and 75,743,000 in 1937. The number of wells completed in 1939 was 1850, compared with 2045 in 1938 and 2806 ill 1937. Several factors combined to cause the decrease in drilling activity, principally the contiriued increase in the length of time required to obtain a return of invcstment and the scarcity of important new discoveries during the past two years. Of the 1850 completions 1638 resulted in oil wells, 4 were gas wells, 168 were dry holes and 40 were abandoned locations; 1990 new locations were made during the year. The ratio of dry holes to producing wells completed was one dry hole to each 9.75 oil wells, compared with one dry hole to each 7.48 oil wells completed during 1938. This large decrease in dry holes was due to a marked decline in the number of wildcat wells drilled, there having been only 120 wildcat completions during 1939. In addition to the lessened exploration work, the deeline' in activity was largely accounted for by the slowing up of operations in the older pools of Ector, Howard and Winkler Counties. Ector County, which had led West Tcxas in 1938 with 622 new oil wells, furnished only 485 producers in 1939, but was still the leader for the West Texas district. The largest gain in activity was in Yoakum County, whew 350 oil wells were completed in the Denver-Wasson field against 152 during 1938. INTRODUCTION The chapter discusses the procedures and operations starting with the actual training of operations personnel with respect to a grinding mill circuit and a typical check-out and start-up of a grinding circuit before turning over the operating circuit to production personnel. For the purposes of this paper, it will be assumed that the mill circuit installation is at a new location or a new operation at an existing operation. Expansion of an existing grinding facility would probably require less time-consuming and less costly procedures than those that will be outlined here. There are numerous arrangements and types of equipment that can be used for grinding circuits. For example, the grinding could be wet or dry. The grinding mill could be a rod or ball mill or some combination. The circuit could be open or closed. The closed circuit classification could be accomplished with rake classifiers, spiral classifiers, cyclones, stationary screens, or vibrating screens. To limit the discussion, the grinding circuit shown on Figure I will be discussed. The circuit includes a dry ore feed by a belt conveyor (feeder) to a wet ball mill. The ball mill discharges to a cyclone feed pump box and pump. The pump feeds a cyclone type classifier with the cyclone underflow returning to the ball mill feed and cyclone overflow being the required grinding circuit product. For the purposes of this paper, it will also be assumed that the extensive overall preparation necessary for every start-up has been accomplished. These preparations are only outlined here as they have been adequately dealt with in recent papers. (1), (2), (3) The items in these preparations would include. 1. Appointment and indoctrination of the start-up organization. 2. Integration of the start-up into the overall project schedule. 3. Development of the specific start-up schedule. 4. Budget determination and monies appropriation.

INTRODUCTION Certain rock types can be fractured thermally by spallation and thermal cracking. Spalling occurs in the regions subjected to thermal shock temperatures and cracking takes place in the adjacent cooler regions. The analysis of the heat-affected zones requires that heat transfer calculations be made where the thermal conductivity of the rock is a function of temperature and direction. Generally, accurate thermal conductivity data is not available for the high temperatures and rise rates associated with most thermal rock breaking methods. This paper describes a method for determining the thermal conductivity of an orthotropic material whose conductivity is a linear function of temperature. The necessary data is obtained from one test which makes it especially useful for in situ applications. The properties data are determined through an iterative process of comparing theoretically computed values of temperature for assumed conductivity parameters with data measured in the laboratory. The conductivity of the rock is determined when the results of the assumed parameters yield computed temperatures which agree with those obtained experimentally. Transient temperatures are computed using the explicit numerical method at given points in a three-dimensional semi-infinite solid whose surface is symmetrically heated on a circular spot. The thermal conductivity is assumed to be a linear function K = [a] + Bt; however, if necessary, any reasonable linear or non-linear function might just as well be used. APPLIED geophysics is the youngest child of that old branch of learning, that has been known from Aristotle's time as physics-the constitution and laws of nature. The mother science, with the help of mathematics, has given birth to many children, who, on becoming of age in the scientific sense, wedded more practical applications which later became known as electrical engineering, physical chemistry and acoustical engineering. Some vigorous sons still retain the family name, among which the most recent to take its place as a division of science is geophysics, which deals with the physics of the earth. Geophysics in its broad sense has many departments-meteorology, oceanography and seismology, to mention only three. Within the past 20 years, however, a special interest has arisen in the application of physical principles to, problems in geology, mining and civil engineering, with the consequent rapid growth of what has now been called "applied geophysics." Applied geophysics in this narrower sense is the application of experi-mental and theoretical physics to determine variations: and discontinuities in underground structures that cannot be ascertained from surface inspec-tion. It seems evident, then, that the physics department is the natural place in a university where the principles and methods involved should be taught and developed, for the physicist will also have had the requisite training in mathematics that the proper understanding of many methods now used will require. A knowledge of the procedure and principles, however, is not sufficient for the successful application of geophysical, methods. One may know the dynamics of flight of golf balls and of impact and yet not play a par game of golf ! The proper selection and use of the right club to suit the circumstances of the lay of the ball and an acquaintance with the possibilities and limitations of the strokes as well as the practical execution of the play is essential to a successful game. So, also, in the application of geophysical methods, it is important for the geophysicist to use the best device under the conditions presented, to know the limitations of the conclusions deduced from his physical measurements and to make the proper interpretation of the results. At a number of mines in eastern Nicaragua, 3.5- or 5-ft. Huntington mills are used for grinding gold-ore after a pre-liminary breaking in jaw-crushers. The smaller mills are made sectional to facilitate transportation to the more difficultly accessible mines. The capacity of the smaller mills is about 20 or 25 per cent. that of the larger, but in proportion to the quantity of ore ground they require more power and are subject to greater wear. The notes herein given are from records of the performance of the larger mills at one of the mines, but, in general, apply to the smaller mills also. The Nature of the Ore. The ore occurred as a series of flat veins in a' highly-decomposed rock, probably alaskite. The primary mineralizatioll comprised pyrite, pyrrhotite, marcasite, chalcopyrite, and quartz; the oxidation-products of which were chiefly hydrated iron oxide or limonite, chrysocolla, azurite, and malachite. The kaolinization of the feldspar of the country resulted in the admixture of a great quantity of clay with the oxidized ore. The quartz was sandy, imbedded in the clay; and probably the greater part represented the residue from the crushed rock in the fissures after leaching, and kaolinization of the feldspar. There was little vein-quartz in the unaltered primary sulphide ore. Only the oxidized ore was mined for the gold that it contained in amouiits that averaged $4 per ton. No specks of gold mere ever seen in the ore, and the gold obtained by panning was always exceedingly fine. The amalgamation-bullion was about 800 fine in gold and from 60 to 80 in silver. The ore delivered at the mill contained from 5 to 15 per cent. of moisture; during the rainy season the quantity was much greater. WHEN the National Forests Were created, all lands embraced in their boundaries were exempted from all forms of entry, except mineral claims. Later, by Act of June 11, 1906, and as amended by Act of Aug. 10, 1912, provision was made allowing homesteads on areas chiefly valuable for agriculture and not necessary for the public use. Patents to mining claim in the Forests are granted the same as on land not in the Forests, irrespective of timber or other values. It is the policy to encourage the highest use of the Forests. As a business proposition, it is a good policy to have mines developed in the Forests. Their development in remote or inaccessible regions causes the country to be opened up and, in addition to the local market which the mines create, means of transportation are afforded to outside markets. No examination of mining claims is made until patent has been applied for, unless they are actively interfering with the administration of the Forest. In this case, an examination is made, and if there is evidence that the claims are being held in good faith they are in no way interfered with. Timber is never sold from a mining claim except with the consent of the claimant, or unless it is clearly shown, after an examination, that the claim is abandoned. In the case of fire-killed timber, which rapidly deteriorates by standing, a contract bond arrangement can be made for the sale of the timber which protects the interests of both the mining claimant and the government. The promiscuous locating of mining claims has in the past caused considerable trouble. It has been, and still is, the custom in some parts of the West to locate a mining claim when the surface rights of any particular area are desired, irrespective of the mineral character of the ground. This has been done to hold power sites, town sites, summer residences, springs, etc. When the, ground is desired for any of these purposes, what is known as a Special Use Permit will be issued at a nominal sum, to legalize the occupancy. In most instances, it is far cheaper to take out one of these permits than to do the annual assessment

In the study of the coals of Illinois now being carried on by the State Geological Survey, an attempt is being made to determine the most satisfactory basis of comparison between different coals. The following discussion is based upon work done for the Survey in the laboratories of the State University and under the general direction of Prof. S. W. Parr. "Pure coal" has been defined by Mr. A. Bementl as ash- and moisture-free coal, and the use of this pure coal" as a basis for comparing different bituminous coals has lately been much discussed among engineers in the middle West. By some the B.t.u. of the pure coal is being used to check calorimetric results, and to calculate the calorific value of different coal-samples from the same seam, for which purposes it is necessary to assume—first, that the composition and calorific value of pure coal from different parts of the same coal-seam are uniform, and, second, that these values remain constant after the coal is mined, both of which assumptions there are reasons to believe are inconsistent with the facts. Certain variables are included in pure coal, as ordinarily defined, and disregard of them may lead to serious error. In any event, where delicate shades of difference are involved, no sure interpretation of results car] be made, unless these variables be eliminated. As a basis of comparison between coals, ash- and moisture-free coal is much to be preferred to " dry coal," and still more is it to be preferred to moist coal," as ordinarily reported in analyses. INTRODUCTION Tuff is being considered as a possible geologic median for the underground storage of commercial high level radioactive wastes by the Department of Energy (DOE). DOE has the responsibility for developing or improving the technology fir safely and permanently isolating these wastes. DOE programs must satisfy requirements established by the Nuclear Regulatory Commission (NRC) for the licensing and regulating of these storage facilities (NRC 1981). Pertinent draft NRC requirements are: 1) releases of radioactivity to the environment must be within prescribed limits and 2) emplaced canisters containing wastes must be retrievable up to 50 years following emplacement. High level radioactive wastes produce heat in storage and it is essential that the thermal/mechanical/hydrological response of the host rock will not significantly degrade either the structural performance o£ the repository or the ability of the natural or engineered barriers to retard radionuclide migration. The Nevada Nuclear Waste Storage Investigations (NNWSI) was established by DOE to evaluate the suitability of disposing of high level nuclear wastes on or near the Nevada Test Site (NTS) (NNWSI 1980). NNWSI has focused exploration and site evaluation on the tuffs of Yucca Mountain. Field testing is essential to support site characterization and repository design efforts. Preliminary studies have been conducted indicating that tuffs in G-tunnel on the NIS contain welded and nonwelded tuffs that have similar properties to those in Yucca Mountain. Thus, field testing can be accelerated. This paper discusses the issues supporting the planned field experiments in G-tunnel. Issues not related to rock mechanics are not included.

Faulty rock dusting of the New Orient Mine at West Frankfort, Ill. was declared to have been the primary cause of the extent of the blast that killed 119 men on December 21. Walter Eadie, state director of mines and minerals, ascribed the explosion to the ignition of methane in a working place about a mile northwest of the shaft of the mine. The initiation of the combustion was either by a spark from electrical machinery or from men smoking in the mine. It was surmised that a train of empty cars stalled in a ventilation door, had caused sufficient disturbance in the ventilation system to permit accumulation of gases. The Federal Bureau of Mines said that the Illinois explosion was caused by an electrical spark that touched off the clouds of gas present because of the faulty ventilation equipment. The bureau report listed three conditions as primarily responsible: An inadequate ventilating system, operation of faulty electrical equipment and the presence of large accumulations of fine coal dust capable of exploding. "This coal dust, principally along roadways, was not removed from the mine or rendered inert by the application of sufficient rock dust," the report stated. Investigations showed that an even more disastrous blast was averted because the explosion eventually reached areas where it could expand into open workings and where enough rock dust had been applied to retard it.

THE principles involved in lifting oil in wells flowing naturally are identical with those underlying the flowing of wells by means of the air-gas lift, and information of a dependable nature obtained in the study of the air-lift can be applied to wells with natural flow. A well flowing naturally is one in which the lifting is done by means of the gas-lift, for which the gas is supplied entirely by the formation from which the oil is derived. In air-gas lift operations, there is insufficient gas supplied by the formation to lift the oil to the surface in an efficient manner, therefore additional gas for this purpose must be furnished from an outside source. There may, at times, be conditions obtaining in natural flowing wells different from those in wells flowed by gas-lift, but these differences do not at all conflict with the main principles of gas-lift work. One such condition is met with in wells in which the gas supplied by the formation is in considerable excess of that required to lift the oil to surface; this excess may be so great as to reduce the quantity of oil that can be lifted through the particular diameter of casing or tubing that has been lowered into the well. This same condition can be brought about, however, by supplying a large excess of gas from an outside source to an artificial gas-lift well, and a study of the effects obtained from injecting a large excess into the well can be applied directly to handling wells flowing naturally which have a large excess of gas supplied by the underground reservoir.

On the 27th day of March last, the day on which the Florida sessions of the last meeting of the Institute began in Ocala, occurred the death of one of its most distinguished honorary members, Bergrath Franz Posepny, of Vienna, formerly professor of the science of ore-deposits in the mining school at Przibram, Bohemia. Prof. Posepny had greatly increased his fame among American mining engineers, besides laying the Institute under special obligations of gratitude, by the elaborate, brilliant and suggestive treatise on " The Genesis of OreDeposits," which he contributed to the International meeting, held at Chicago, in 1893. This essay, constituting the first complete publication of the substance of his course of lectures at Przibram, enriched and perfected by the matured results of his investigation and reflection down to the date of its cornpletion, was a free gift of almost unprecedentecl value to the society which had distinguished him by honorary membership. In estimating the generosity of the author, it must be borne in mind that the copyright of such a work, the fruit of years of study and of practice as an instructor, is of no little value to a European professor, and constitutes one of the legitimate rewards of his (otherwise not highly-paid) labor. A five-year effort by the ASTM subcommittee E10.14 on uranium resource evaluation has culminated in the approval of E901-82, Classification System for Uranium Resources (ASTM Standard E901-82, April 1983). The standard classification was prepared with participation of representatives from the US Department of Energy, the US Department of Interior's Geological Survey and Bureau Mines, utilities, and consultants. The classification a resource is based on level of knowledge and the economic producibility of the resource at a given time. Alphanumeric identifiers are used rather than words to avoid confusion with existing terms, definitions, and classifications. An example demonstrates the dynamic nature of the process of classification and attests to the necessity of addressing both the aggregate needs of broad-scale resource planning and the specific needs of individual property evaluation. Problems that remain infixing the classification a given uranium resource include uncertainty in estimating the quantity of undiscovered resources and resolving differences that may exist in deciding when the drill-hole spacing is adequate to determine the tonnage and grade of discovered resources.

In the use of free bubbles with precise temperature control and continuous pH measurement, the contact angle apparatus differs from all previous equipment. Experimental procedures differ sharply from the captive bubble method of introducing the gaseous phase in the three-phase system. When freed from the tube and captured by a solid surface, a bubble more closely conforms to the spherical ideal set up by the usual mathematical analysis of surface free energy or surface tensional relationships of the forces involved. The assembled equipment, Fig. 1, departs from the usual contact angle apparatus in providing: 1) water circulation for fixing temperature, 2) instruments to measure and record pH during testing, and 3) a system for producing and using free bubbles. The apparatus allows testing over a broad range of closely controlled conditions, and the use of free bubbles gives contact angles independent of operator manipulation, which was unavoidable in the older captive bubble method. A bubble released below the specimen rises through the liquid and contacts the mineral. If the mineral is gas-avid the bubble adheres, developing a finite contact angle.

Numerous consistent seismic signals are being generated in a pilot fireflood in a 750 m deep high permeability unconsolidated channel sand in Eastern Alberta. The pilot has a central air injection well, eight production wells on artificial lift, and two internally placed observation wells. Surface seismometers and a 12-hydrophone downhole string were deployed to detect seismics signals. Date were collected for 22 hours employing signal-triggered event detectors recording on cassette tapes. Monitoring during twelve hours of steady air injection at 625m3/s yielded a clear event frequency of about 50 events/h. The events were mostly clear compressional wave arrivals originating in the vicinity of the firefront. Stopping air injection caused a gradual drop in event frequency, and the rate was reestablished when air injection was reinitiated. Spectral frequency analysis and knowledge of material properties indicate that the events are shears of a stick-slip nature associated with the strain-weakening behavior of the over-compacted reservoir sands. The event amplitude indicates small-scale shearing, and different amplitudes suggest that planes re-shear with lower energy release levels. The triggering mechanism for shear rupture is high shear stress created by thermal expansion in the area of highest ther- mal gradient. Other enhanced recovery techniques may also produce useful signals for process control. In particular, steam flooding, hydraulic fracturing, and high-pressure injection operations likely generate mappable microseismic events which can be applied directly to production/ injection strategy.

In 1976, The Bureau of Mines developed a prototype system to sense and extinguish fires in shafts and shaft stations in underground metal and nonmetal mines. Subsequent work modified this technology to include fueling areas, spontaneous combustion zones and coal mines. This paper updates IC-8783 "In-mine Fire Tests of Mine Shaft Fire and Smoke Protection Systems," which was published in 1978 and summarized the design and in-mine, actual fire testing of the first prototype mine shaft fire and smoke protection system. This paper also updates related work from IC-8775 "Spontaneous Oxidation and Combustion of Sulfide Ores in Underground Mines," (also published in 1978) and IC-8808 "In-mine Evaluation of Under- ground Fire and Smoke Detectors," (published in early 1979).

This paper reviews the chemistry of selenium and its compounds as it applies to the recovery of selenium from electrolytic copper refinery slimes. Based on this chemistry various processes for the extraction and recovery of selenium from refinery slimes are explained and developed. The optimum selenium technology processes is dependent upon many factors including copper refinery location, environmental and regulatory conditions, local markets for selenium or selenium chemicals, and other plant processes. For this reason there is no one best process but rather a variety of useful processes for winning selenium. Those which have demonstrated consistent utility in both ease of recovery and reliability are discussed in more detail. Recovery of selenium by Doré furnacing of slimes is the topic of a separate paper. The companies that have developed selenium extraction technology are not being cited in this paper for the following reasons: o Their current technology may be different o The actual inventor of a process is difficult to credit since many different organizations have pursued parallel inquiries in developing better processes. Finally, some selenium extraction processes have been omitted; not because they are unworthy of consideration but rather due to limitations of space.

Problems discussed and research opportunities identified during the workshop in the major areas of 1) flocculation, 2) flotation, 3) leaching and magnetic separation are summarized below. I. FLOCCULATION Problems Practical problems caused by unintentional flocculation or dispersion were described in the papers that dealt with iron ore processing, selective flocculation, fine coal processing, phosphate processing and potash processing. Ideas generated during the discussions ranged from the very practical suggestion that a conscious effort be made to transfer knowhow from the experienced clay industry to the metals and fuels-from-slimes industry. . . , to the familiar appeals for omnipotent theoretical developments. There was surprising recurrence of some questions in many contexts. Recurring questions are emphasized here rather than commodity-specific problems because their answers would serve a wider clientele usage. There is indeed no objection and some advantage to commodity-specific research, however, provided the proposed project is planned with full cognizance of transferable knowledge in other commodities, and of the possible usefulness of these results in other areas. Research Needs Most of the questions or research opportunities can be classified into three groups: a) water chemistry, b) dewatering, and c) flocculation theory. Other classifications are possible and probably useful. In each group there is a clear need for outwardly esoteric theoretical research a clear application of that work to current practical problems. Higher priority should be given to proposals for theoretical research which explicitly show the expected ultimate usefulness of the result. Likewise, proposals for applied research should demonstrate cognizance of applicable theory. Both of these types of projects could profit from collaboration among industrial, university and government personnel.
