Hydrologic and economic criteria figure in many obvious ways in water resources development, but they are rarely linked quantitatively, and most of the applications are pertinent only to the case in point. In the preparation of a regional plan for the massive program of groundwater development in the Punjab, situations have arisen where the choice among two or more alternatives was made by analyzing the economic implications of critical hydrologic parameters. Two of these situations which are of more or less general interest are described herein. The first involves basic development policy, i.e., the question of whether groundwater development should be based on the demand of the economy, or the conservation concept of safe yield. The analysis demonstrated that mining of groundwater is clearly indicated for areas where alternative supplies are unavailable. The second problem involves integrating hydrologic data into an economic model to determine optimum well design. From an analysis of all pertinent factors, a simple nomograph was derived for determining well specifications on site during construction. The nomograph can be modified for use in any alluvial terrain. In the Northern Zone of the Indus Plains —the region known as the Punjab- Pakistan is proceeding with integrated development of water and land resources on a scale never before contemplated. The heart of the development plan is a massive program of groundwater development to supplement canal irrigation supplies and to provide drainage relief to the irrigated lands. By the close of 1966 about 2500 high-capacity wells were in operation and furnishing the water supply and drainage requirements for nearly two million irrigated acres. The development plan calls for the construction of a total of nearly 30,000 wells with an aggregate capacity of 120,000 cfs by 1980. This is part of an integrated program eventually affecting over 20 million acres of irrigated lands. [This development program is administered by the West Pakistan Water and Power Development Authority (WAPDA) for which the firm of Tipton and Kalm-bach, Inc. serves as regional planning consultant for the Northern Zone. The material presented herein is derived from planning studies which have been made in connection with the preparation of a regional development plan for the Northern zone.] Pakistan is proceeding with this large-scale development of land and water resources at a time when she is at the threshold of an almost calamitous population growth. Furthermore, she is attempting this development at a time when most of her usable land is already occupied and her food demands exceed current production. Here in the Northern Zone is one of the largest continuous areas of irrigated land in the world, easily irrigated, with a warm, dry climate and ample potential supplies of surface water and groundwater. Except for an abundance of land and labor, other primary resources are lacking or in very limited supply. The agriculture sector so dominates the economy that only by means of an effective development of the agricultural resources can other sectors grow and contribute to a viable economy. Because of inadequate irrigation, farming here has not effectively participated in the twentieth century revolution in agriculture, and only by means of massive development of potential supplies can Pakistan catch up. Capital for any kind of mass development must come from the outside. But the overriding restraint to development of the land and labor resources is the availability of water. ECONOMICS OF DEVELOPMENT The decision-making process in planning regional development becomes increasingly complex as the various sectors of the economy become more highly developed. Where, as in this case, one sector dominates the economy and its development can be considered the key to development of other sectors, the decision-making process is simplified and it is easier to identify alternatives and to trace the prob-

The effect of temperature on the physical properties of structural materials has been the subject of many investigations during the past decade. The literature on the effect of elevated temperatures. is voluminous, and during the last four years a great deal of experimental work has been carried out on the effect of low temperatures on the impact properties of steel. For many engineering purposes it is important to know the shock resistance of steels at low atmospheric temperatures, and with the ever-developing field of refrigeration and separation of materials at low temperatures, the normal limits of atmospheric temperature have been exceeded in practice. Iron and its alloys in the unnotched condition have a high impact strength at low temperatures, but in practice variations in type of notches result either from design or accidentally through scratches and surface or internal defects. A study of notched bar impact tests is, therefore, highly important to the engineer. A survey of the literature on low temperature impact testing indicates that chemical composition, heat treatment and method of testing have been the variables which have been considered in most previous work. In only a few instances has any mention of the steel- making method been mentioned and in these the comparison was between steel-making processes and not between steel-making methods on the same process. In view of the wide variations in impact properties at room temperature, in quench and strain ageing and in grain growth of steels of identical chemical composition, (by this is meant the usual five element analysis reported), it was felt

IF one is to place any credence at all in the reports published in the daily press, the subject of conservation has been a very lively topic of conversation during the past 60 days, and it does not appear that the temperature of the summer months has been in any way moderated by the discussion. It is a subject in which we are all vitally interested and to which, so far as our mineral resources are concerned, both the Institute and the Geological Survey have liberally contributed. The report of the National Conservation Commission, appointed by President Roosevelt, contains a series of papers on the conservation of mineral resources, all of which were prepared by members of the Geological Survey and were compiled largely from information previously collected by that Federal bureau in the performance of its regular duties. It is not the purpose of this paper to reiterate in extenso any of the material already published. The contributions of the Survey officials to the Commission's report have been published in a separate document as Bulletin No. 394. This docunient is for free distribution and may be obtained upon application to the Director of the Survey. In the preparation of this paper I desire merely to make a few suggestions regarding the possible necessity of some restraint upon or control of one branch of the mining industry with which I have been somewhat closely associated for the past 20 years-that of coal. Most of the members of the Institute are cognizant of the suits brought by the government against the anthracite-operators in Pennsylvania, or the combination of interests commonly known as the ? hard-coal trust." Quantitative knowledge of the time clement involved in austenite transformation in a particular steel provides a sound basis for understanding and planning heat-treatment. Such knowledge is conveniently obtained by measurement of austenite transformation as it occurs at each of a series of temperature levels. The results of these measurements usually are summarized in the form of the now familiar isothermal transformation diagram (I-T diagram, TTT diagram, or S-curve). Although a considerable number of such diagrams already have appeared in the literature, there remain many compositions of commercial importance for which no I-T diagram is available. The diagram for many such steels may be predicted from published data with sufficient accuracy for most practical purposes, but for others no satisfactory prediction can be made because the effect on austenite transformation of one or more of the important alloying elements present is not well enough known. Such a steel is Nitralloy, Type 13s-Modified, which, containing about 1.25 per cent aluminum, differs from any whose I-T diagram has been published. This paper presents results of a study of the isothermal transformation behavior of a sample from a commercial heat of this aluminum-chromium-molybdenum steel, together with pertinent supplementary data including the equilibrium transformation temperatures (Aeaand Ae,), the temperature range of martensite formation, and the end-quench harden-ability. These data are directly applicable to the hcat-treatment of this type of steel and are of interest in revealing some of the fundamental effects of aluminum as an alloying element in steel. Material All specimens were prepared from a 1 1/4 i-in. diam bar forged from a 5 by 5-in. billet from a commercial heat made in an electric arc furnace. The composition of the bar was; C, 0.41 per cent: AIn, 0.57: P, 0.016: S, 0.005: Si, 0.24: Ni, 0.17: Cr, I.j7: Mo, 0.36: All 1.26. The forged bar was normalized from r750°F (95s°C) and then tempered for one hour at rzoo°F (650°C), this tempering treatment having been given to facilitate the machining of specimens. Equilibrium Transformation Temperatures In hypoeutectoid steel the minimum temperature at which austenite is completely stable, Aep, and the maximum temperature at which austenite is completely unstable, Ael, are of great significance in heat-treatment. I. INTRODUCTION. THE application of the camera as an adjunct to topographic mapping began practically with its invention, and it has been employed with varying success since that time. With the exception of the camera to be described, the plate-camera has been universally used in this work, thus giving a projection of the area photographed on a flat surface. From such projections or photographs, by the rules of geometry and of perspective, points defining topographic features and seen from at least two camera-stations may be projected upon a ground-plane-the map.1 In 1904 I employed the plate-camera for this purpose in Alaska, but found that the labor necessary to plot the maps, even in a general way, was long and tedious. In 1905 a small Eastman panoramic camera was fitted with spirit-levels, a sightalidade and a transparent scale, introduced inside the camera to register the degree-points in the sky-line of the film-negative; also, arrows to indicate the horizon-line. This was, on the whole, successful; but the details in the topography were not brought out in the views with sufficient clearness, and the photographs were too small. These difficulties were overcome by obtaining a larger and more carefully constructed instrument, which was satisfactorily employed in the field during the year 1906. In the present number of Mining and Metallurgy, issued on the fiftieth anniversary of the founding of the Institute, it appears appropriate to chronicle a few of the interesting incidents respecting its early life. We are fortunate in being able to cull the following notes from unpublished manuscripts of Doctor Raymond and Doctor Drinker, than whom no other members could have written with greater exactness and fidelity. THE seventh decade of the 19th century may be said to have marked an. era in the history of the world. Industrially and .commercially it was marked by the wide application and utilization of discoveries already made, which came to their full effect at this period in steamships, railways, telegraph and cable lines; the standardization of parts in machines, from watches to locomotives; the use of 'dynamite, antiseptic surgery, the open-hearth steel process, the compressed-air rock-drill, the electric generator, and the Gatling gun. Through the opening of the Suez canal in 1870 the maritime trade of the world was revolutionized, sailing vessels were supplanted by steamers, while ocean cables and ocean "tramps" brought about far more rapid movement of commerce than had before been experienced. Politically, this period was marked by the sudden birth of the German empire and the beginning of that intensive internal development of the national resources of that empire in preparation for colonial extension and war, the amazing result of which has been made evident by the recent world conflict. THE sessions of the Institute were opened on Tuesday evening, October 26th, at Garrett's Hall, by Mr. Charles A. Otis, Chairman of the Local Committee of Arrangements, who welcomed the Institute to Cleveland, and introduced Col. Charles Whittlesey, who ad¬dressed the Institute briefly on the coal deposits of Ohio. Col. Whittlesey described the situation and character of the coal-beds of the State, and gave a short history of the use of raw coal in the manufacture of pig-iron, and spoke of the excellent quality of metal produced. The aid that a body of scientific miners and metal¬lurgists were capable of giving in the development of coal and other mineral resources was dwelt upon, and the hope expressed that the visit of the Institute to Cleveland might be profitable as, well to its members as to the citizens of the State. The President, Mr. A. L. Holley, responded to the welcome of Mr. Otis and of Col. Whittlesey, and read an introductory address on Some Pressing Needs in the Iron and Steel Manufacture. This paper is a discussion of a part of the mineral wealth of the States of Oaxaca and Paebla, Mexico. It does not refer to the precious metals, sonie mines of which, in these States, are said to have been worked before the advent of the Spanish conquistadores in the sixteenth century, as my purpose is to invite attention to the exploration of deposits of coal and iron-ores in the Mixteca region. The prominence given to coal is warranted by the great effect of the scarcity of fuel upon the industrial development of Mexico. Under the progressive administration of President Porfirio Diaz, the Republic has made wonderful advances in the past three decades; and this progress would have been greater but for the limitations imposed by expensive fuel. In the spring of 1906 I was detailed by the Birkinbine Engineering Offices, of Philadelphia, to accompany A. B. Adams, of New York, in a reconnoissance of reported deposits of iron-ores in the State of Oaxaca. The result of this expedition was the formation, in 1907, of the Oaxaca Iron & Coal Co., of which Mr. Adams became, and has remained, President and General Manager, and I have spent the past three years as Chief Engineer of this company in Mexico, principally in western Oaxaca, where field-headquarters were established. (Pittsburg Meeting, March, 1910.) IT is recognized that, in all metallurgical operations, the greatest possible uniformity in all conditions is essential to the best results. It is the constant aim of metallurgists to secure this uniformity, and their success in this respect has been in many cases the cause of great advances in the metallurgical processes themselves. Of all such processes, the production of pig-iron in the modern blast-furnace is perhaps the most complex and the most difficult of control. Notwithstanding the great progress of recent years, there is still great difficulty in obtaining anything like uniform conditions and results in the manufacture of pig-iron. The reason is not far to seek. The ores vary in composition and physical properties, often carrying a varying amount of gangue material, unevenly distributed The coke may vary in composition, cell-structure, moisture, hardness, and other properties. The blast, the weight of which far exceeds that of any other constituent, varies in its moisture-content and consequently in its chemical composition ; and its temperature, by reason of the method of heating, is not uniform, but, besides varying from time to time with atmospheric and other outside conditions, has a maximum and minimum for every changing of stoves. Now, with regard to these variations, the modern demand for uniformity has been greatly aided. Chemical analysis has made it possible to select ores so that the composition of the charge can be kept fairly constant; coal may be obtained from a given field, and coked in the same kind of ovens under conditions which . make the fuel practically uniform ; the Gayley

ROBERT VAN ARSDALE NORRIS, who died at his home at Wilkes-Barre, Pa., on April 20, 1928, was born at Newark, N. J., on May 2, 1864, of parents who were direct descendants of such sterling New Eng-landers as Governor William Bradford, John Alden and Timothy Dwight. He went to the Collegiate School in New York and then to the Colum-bia School of Mines where he graduated with the class of 1885, having among class-mates A. S. Dwight, E. N. En-gelhardt, H. L. Hollis, G. B. Lee, Richard Moldenke, Wil-bur Sanders, Joseph Struth-ers, E. A. Wiltsee, and I. H. Woolson. His marked ability even among so many men of unusual ability caused him to be chosen as assistant to Pro- fessor Munroe in the summer school of mining and survey-ing immediately after gradua-tion, and he shortly after was also inspector of dredging operations on the Maurice River improvement work, Millville, N. J. The follow- ing year he worked in the chemical laboratory of Herman Behr in Brooklyn, and toward the end of 1886 he joined the staff of the Pennsylvania R. R. Coal Co. and the Susquehanna Coal Co. as assistant engineer. Six years later he was made principal assistant en- gineer and in 1900 he was made chief engineer of these companies. In 1904, he withdrew from them and estab- lished an office as a consulting engineer at Wilkes- Barre, later taking his son, Robert V., Jr., into partner- ship with him. They acted as consulting engineers for the coal department of the Delaware, Lackawanna & Western R. R. Co., the Lehigh Valley Coal Co., Coke Bros. & Go., Inc., the coal department of the Pennsyl- vania R. R. Co., the Wilkes-Barre & Hazelton R. R. Co., the Sterling Salt Co., and others, specializing in ex- amination and appraisal of coal properties, and also matters of Federal taxation.

It was thought that a round table discussion rather than a symposium would furnish the best opportunity for those actually using various methods of study to get together and discuss their common problems. It was thought that a round table discussion rather than a symposium would furnish the best opportunity for those actually using various methods of study to get together and discuss their common problems. For this reason attention will be focused upon methods of study rather than upon their results. We want new and current and up-to-date discussion.

SEARCH for a consistent theory to explain the relationship between energy input and size reduction in a comminution process has accumulated, over the years, an enormous amount of plant and laboratory data. Although some correlation of these data has been possible for purposes of engineering design and for the advancement of research in fracture, there is still great need of a means of predicting behaviour of a solid when it is reduced in size by mechanical forces. The best known hypotheses proposed to describe the energy-size reduction relationships in crushing and grinding stem from a common origin. The present article analyzes problems of comminution in the light of the precepts of this origin. Its object is to reconcile points of difference between these well known hypotheses and to present relationships more widely applicable to comminution studies. Theoretical Considerations: Most existing relationships between energy and size reduction of a brittle solid stem from a single, simple, empirical proposition.&apos; Although this proposition can be demonstrated by observation and experiment, no theoretical derivation is yet possible. Mathematically, the proposition may be stated as follows: dE = -Cdx/xn [1] where dE = infinitesimal energy change, C = a constant, dx = infinitesimal size change, x = object size, and n = a constant. Eq. 1 states that the energy required to make a small change in the size of an object is proportional to the size change and inversely proportional to the object size to some power n. No stipulations are placed on the exponent n in either magnitude or sign. In 1867 Rittinger2 postulated that the energy required for size reduction of a solid would be proportional to the new surface area created during the size reduction. As far as can be determined there is as yet no physical basis for Rittinger&apos;s hypothesis. Rittinger&apos;s hypothesis can be stated mathematically as follows: E, = K(oa-a-0 . [2] Er = energy input per unit volume, K = a constant, <ti = initial specific surface, and o2 = final specific surface. In the size reduction of particles of size x, to particles of another smaller size, x2, Eq. 2 becomes the well known relation: ET = K&apos; {l/x2-l/xx) [3] where K&apos; is a constant. Eq. 3 may be arrived at from the proposition given in Eq. 1 by integrating and by assigning a value of 2 to the exponent n. J dE = J - C dx/x2 E = Kt (1x - 1x) where K&apos; = C. In 1885 Kick3 proposed the theory that equivalent amounts of energy should result in equivalent geometrical changes in the sizes of the pieces of a solid. For example, if one unit of energy reduced a number of equal-sized particles to particles of one half the size, then the same amount of energy applied to the particles resulting from the first test should result again in a size reduction of one half or a final size one quarter the original size. The Kick concept may be expressed as follows: Ek = K" log x1/x2 [41 K" = a constant and E, = energy per unit volume. The expression for Kick&apos;s law may be arrived at by again integrating Eq. 1 and in this case assigning a value of 1 to the exponent n. dE= J - C dx/x Eh = - C In {x/x2) = K" log (x,/x,) where K" = 2.3 C. Application of Kick&apos;s and Rittinger&apos;s laws to comminution has met with varied success. Gross and Zimmerley4 and Piret5 have shown that Rittinger&apos;s equation applies under certain conditions of experimentation. Walker and Shaw6 express the belief that in metal turning and shaping and in grinding of both metals and minerals the production of very fine particles (less than lP) follows Kick&apos;s hypothesis, whereas Rittinger&apos;s concept is valid for the size reduction of coarse particles. For the practical case of crushing and grinding, however, neither of the above hypotheses has received general acceptance. Bond&apos; has lately proposed that since neither Kick&apos;s nor Rittinger&apos;s hypotheses seem correct for plant design work, an energy-size reduction relationship somewhere between the two would be more applicable. THE principle of fractional crystallization has been successfully used to prepare high-purity (99.999 pct) Ga. Hoffman and Scribnerl removed single crystals of gallium solidifying in a gallium melt, while Zimmerman2 grew single crystals from the melt by the Kyropolous technique. In contrast, attempts at purifying gallium by zone refining have been less successful. ichards, reported that despite the passage of 40 zones through a gallium ingot, there still remained 5 to 70 ppm each of Cu, Fe, Ca, Mg, Si, Al, and Ag. Previously, Detwiler and Fox4 detected only one impurity, Pb, segregating in zone-refined ingots. These surprising results prompted an investigation of the factors controlling impurity segregation in gallium. Possible reasons for this were insufficient diffusion of impurities in the melt; recontamination of the melt by its oxide film which is not affected by the passage of the zone; reaction of gallium with the boat; sudden freezing of gallium following supercooling, especially since gallium easily supercools to and trapping of impurities at grain boundaries. Impurity segregation tests were carried out by directionally freezing gallium using the Bridgman rnethd, modified in that the molten gallium is lowered out of a furnace into a slush of dry ice and trichloroethylene, thus minimizing supercooling. Since the gallium is contained vertically, the oxide film is in contact only with the tail end of the melt. It was found that Teflon makes an excellent crucible for gallium since it is quite pure, non-reactive, translucent, flexible, machinable, and is not wet by gallium. The gallium crystals could be grown at various speeds, and the melt could be vigorously stirred by a Teflon rod moving through the gallium in a vertical reciprocating fashion. Single crystals could be grown by placing a solid Teflon plug at the bottom of the melt drilled out in such a way to cause the solidifying gallium to follow a winding path. Thus, even if many crystals are originally nucleated, only one grain will predominate. The grain structure of the gallium crystals was revealed by an etchant composed of equal volumes of HC1, HNO3 and HF, diluted with water to half strength. Emission spectrographic analyses were carried out on samples removed from the front and tail ends of the resulting gallium ingots. Typical results of this study are summarized in Table I. The rate of freezing in all three cases was about 1 in. per hr. It can be seen that even though stirring of the melt does help, it is even more important to grow a single crystal of Ga in order to obtain good segregation of impurities. The effect of crys-tallinity on the segregation of impurities was previously observed6 in the directional freezing of germanium; however, in this case, the effect was much less pronounced. This dependence of impurity segregation on the crystalline perfection of Ga may be related to its thermal conductivity which is the most anisotropic of all metals.7 The anisotropic thermal conductivity can cause the solid-liquid interface to be nonuniform, thus leading to trapping of impurities during freeing, and therefore reduced segregation. In conclusion, it is indicated that zone refining of gallium would be more successful if seeding and similar precautions are taken to insure single crystal growth. The authors are indebted to Mr. H. In view of the great interest shown in the oil possibilities of Kentucky, one is impressed with the paucity of reliable literature on the oil fields of the state. A few brief reports by the Federal and State Geological Surveys are about the only reliable data available. When the estimated production figures, for 1918, are published by the U. S. Geological Survey, they will show a revival of the oil industry in the Blue Grass State during the past half decade. There will also be an increase in the production for 1919 and 1920, at least. Although as an oil-producing state Kentucky is small, compared with some of the other oil states, the present production and the area of undrilled proved territory is large enough to classify it as one of the important oil states of the Union. This paper will be confined to the Irvine District and the immediately adjoining areas which have been prospected with varying success. The Corniferous limestone or Irvine sand is the oil-producing formation in the area discussed. In my divisional nomenclature, the Irvine District includes the Irvine field, which extends from the town of Irvine eastward toward Campton; the Big Sinking area, which joins and lies to the south of the eastern part of the Irvine field; the Beattyville area, which lies to the north and northeast of the town of that name and joins the Big Sinking area; and the Ross Creek pool, which lies to the southwest of the big production and across the Kentucky River. Except for the Ross Creek pool, the main producing area is bounded on the east by the L. & E. R. R. and on the west and south by the Irvine Branch of the L. & N. R. R. Winchester and Lexington form the gateways and Torrent on the east, Irvine on the west, and Beattyville on the south are the principle entrances to the main fields. Evelyn, on the L. & N. R. R., south of Irvine, is the point of entrance to the Ross Creek area. Geology The geology of the Irvine District is very simple. The rock formations with which the oil man should acquaint himself lie between the lower measures of the Pennsylvanian sandstones and shales and the Devonian or Corniferous limestone, or Irvine formation. Only a very brief description of these formations will be given, as they have been described fully by E. W. Shaw.&apos;
