There were no important changes in the producing situation in Colombia in 1930, because the emergency bill passed by the Colombian Congress in 1927 is still in effect, and therefore no change has taken place in the law governing petroleum. At the close of 1930 the Colombian Congress began to consider a new petroleum bill. This measure is an improvement on the preceding bills which had been the subject of so much debate in the Congress. However, it cannot by any means be regarded as perfect, and a number of criticisms may be justly leveled at it. The most substantial one probably is that the royalties on public lands, and the taxes on private lands, while apparently low, are deliverable at seaboard, or payable based on seaboard price at the option of the government. If the government exercises its option to take the oil at the mouth of the well, the cost of the transportation figured back into oil is also deliverable to the government. This phase of the law has the effect of making seemingly low royalties a burden on the operator. The fact that taxes on private properties are deliverable in kind is also an unusual provision for which there is no good precedent. The pipe line provisions are also noteworthy, and the government has authority to fix rates and also to deny permits to construct pipe lines for reasons affecting national economy. There are also clauses enforcing unit operation on both public and private lands, and collecting a tax of 1 c. per 1000 ft. of gas wasted. It remains to be seen whether this bill will be enacted, or whether it will be substantially modified. This much may be said, however, that unless it is modified, it will defeat its own purpose; i. e., promotion of petroleum development in Colombia. The American Institute of Mining Engineers, the second of the four great national engineering societies established in the United States, was organized in 15,71. Its membership is composed of men engaged in the different branches of mining, metallurgy, geology, and chemistry. It includes both those who have worked their way up from the ranks and graduates from mining schools and universities, and at all times has counted in its membership leading technical educators. By a letter ballot of the members of the Institute, it was voted, at the annual business meeting of the Institute on February 18, 1919, to change the name of the American Institute of Mining Engineers to the American Institute of Mining and Metallurgical Engineers. The vote for the amendment to the Constitution making this change was a heavy one for such matters. It is the consensus of opinion that this marks an epoch in the history and usefulness of this Institute, and it is expected that the change will presage a large and healthy growth in metallurgical fields. Many metallurgists who knew nothing about min¬ing were loath to join a society of mining engineers, despite the fact that over 35 per cent. of the papers published in our Transactions during the past five years have dealt with metallurgical subjects.

IN the course of another investigation the lattice parameters were determined for a series of compositions of tin in copper. Ten-gram samples of the alloys were made from spectroscopically pure tin and copper. The metals were weighed and placed in graphite capsules (previously fired at 5500°F) which were then sealed individually in evacuated vycor tubes. The tubes were mounted on a spit, transverse to its axis, which continually rotated the melts in a furnace. After homogenizing, filings were made of one third of each slug by filing off a complete cross section. A 325-mesh sieve was used to obtain the powder for the X-ray determination. The sieved powders were annealed in vacuo at 600°C for 24 hr to remove the cold work, and then quenched. The lattice parameters were determined with a flat-plate back-reflection camera using CuKa radiation (A., = 1.5405A, A,? = - 1.5443A). With this radiation the (331) and (420) reflections appeared close to the focusing region. As reference lines were used the same reflections from pure copper powder, between which the (420) lines of all these alloys are situated. The variation of the systematic error over this angular range was found to be less than the estimated experimental error ±0.0005A which is indicated in Fig. 1 for all but the sample with 8 pct Sn. As a check some of the powders also were examined in a regular Debye-Scherrer camera with the Straumanis film mounting. The parameters were here evaluated by extrapolation against cos2? to ?= 90o. The results are shown in Fig. 1 where the lattice parameters in Angstrom units are plotted as a function of weight percent of tin. During the last few years, one of the great problems in the milling of all ores has been that of grinding. This subject involves not merely the cost of the operation, but also the selection of the proper degree and character of grinding to yield the best metallurgical results on the given ore. Considering the diversity of machinery, one is led to wonder at the variety of grinding methods employed, even when realizing that metallurgy demands varying products. In an attempt to investigate the relative grinding resistances of a number of ores now being milled in this country and Alaska, the manage-mxitofthe Portland mills requested Samples of average mill-run of ore from various companies. The request met with a ready response, indicating the desire of all operators to gain information on the subject. The difficulties involved in this investigation were numerous, lack of time for outside problems during this strenuous period being a serious one. Also, we were unable, in the time, to obtain a correct 150-mesh screen; in the screen analyses tabulated and plotted herewith, the 150-mesh screen was used merely to protect the 200-mesh screen, not to ascertain points on the curves. The experimental grinder was a small iron tube-mill, 8 by 121/2 in., in which was placed a definite number (74) and weight (3450 gm.) of 3/4-in. steel balls, 1 Ib. water and 1 Ib. ore. To obtain uniform conditions, each ore was first crushed and screened, and from the sized products a "standard feed" was artificially prepared, the same standard being adopted for all tests in that particular series. The effectiveness of digital computing machines in making technical calculations depends on how well the work is arranged to utilize the capability of the machines. This note presents a particularly useful way of calculating hydrocarbon vapor-li.quid equilibrium in the flash vaporization (or condensation) system. The method is well suited to sequence-controlled computing equipment. It is not limited to equilibrium calculations and may be used for solution of most implicit equations in one variable. INTRODUCTION There is increasing interest in the use of electronic digital computers in research and engineering calculations. This is a fortunate and inevitable trend in view of both the increasingly extensive numerical work which is becoming a routine part of many daily production operations and growing demand for the overwhelming amounts of calculations required by newly developed numerical methods for solving heretofore unsolved problems. Machines are in many ways ideally suited to the task but of necessity present certain difficulties. for a particular poblem to be solved must often be formulated quite differently from the way it would be arranged for manual solution. This is done in order to take advantage of the inherent speed and precision of electronic computers and at the same time to limit the need for number storage to the capacity of the machine. Therefore, this note is submitted to present a general and quite powerful method of finding solutions of the frequently encountered implicit equation: F(x,y1,y2,...ya)=0.......(1) where the root, x, is to be found for a given set of y1, ... yn.. The procedure is well suited for use with computing machines, for it usually requires but little storage or programming beyond that necessary to evaluate F. HYDROCARBON EQUILIBRIUM The method is described in terms of the problem it was designed to solve, i.e., the calculation of hydrocarbon vapor-liquid equilibrium in flash vaporization. Preliminary investigations were undertaken with a Megger Ground Tester in 1931 by Hubbert to determine whether the faults in Hardin County, Illinois, could be located by earth-resistivity surveys. The results of these investigations, which were in part presented before this Institute in 1932,1 were sufficiently promising to warrant a more extensive field program in the same general area the following summer. During the second season an apparatus of the Gish-Rooney type was employed because of its greater sensitivity and to avoid the troublesome correction for resistance of potential electrodes necessitated by the use of a Megger instrument. The discussion of earth-resistivity traverses which constitute the main part of this paper is based entirely upon the results of the second season's work. All of the traverses were made with a constant electrode spacing of a equal to 100 ft., and the four-electrode technique was employed. Successive stations in these traverses were spaced at intervals of 100 ft. and the line of electrodes was carried parallel to the line of traverse. The graphs of resistivity profiles presented here (Figs. 1 to 3) are plotted with resistivities in ohm-centimeters as ordinates and with distance divided into stations at 100-ft. intervals as abscissas. After the traverses were run by Hubbert the results were computed, the profiles plotted, and tentative interpretations were made by him. These curves and interpretations were then taken into the field by Wellcr, who made a careful geological examination along the lines of traverse for the purpose of checking and supplementing Hubbert's interpretations. Weller then constructed a geologic cross-section extending along the line of each traverse. The accompanying diagrams graphically illustrate the correlation that can be made between earth resistivity and geology in this area.

OBSERVATIONS on man exposed to unusual temperatures and humidities, and studies conducted under accurately controlled environmental conditions, have supplied information regarding the physiological responses of the human body which may occur incident to such exposure. These investigations also indicate the relative importance of temperature, humidity and air motion-the three physical air factors that affect human comfort. Many and diverse were the conclusions of early investigators who associated the discomfort observed in crowded and ill-ventilated spaces with changes in the chemical constituents of the air resulting from presumably poisonous exhalations from the body. These are of interest today only because, as a recent editorial in the British Medical Journal1 states, there is still an inclination to believe in the old view that there is some injurious quality of the air in ill-ventilated and crowded rooms, quite apart from dust, microbic infection and heat stagnation. There is a tendency to fly to some mysterious unknown agent such as "deionization," which even certain American engineers are now discussing. This editorial denies the existence of the least proof of any subtle poison being exhaled by human beings or of the ionization of the air having any influence in making open-window ventilation better and more stimulating than mechanical methods which propel heated and conditioned air through ducts. Until proof is forthcoming that certain changes, with which we are not now familiar, occur in the transmission of air from the exterior to the interior of enclosures, the responsible known factors which initiate the physiological responses in human beings are limited to the combined conditions of temperature, humidity and velocity of the air. While some mention was made as far back as 1880 that high temperatures and humidities were undesirable, Hermans,2 of Amsterdam, is credited with suggesting in 1883 that the harmful effects noted in ill-ventilated rooms were due to the fact that the increased temperature and moisture of the air prevented the body from maintaining a proper thermal balance.

Many able men have contributed to the subject of coal classification, and recent publications on the subject have indicated a crystallization of opinion in that connection which promises the development in the near future of a scheme of coal classification which will be of real and increasing value to coal producers and users, as well as to those interested in coal on more exclusively scientific grounds. It is obvious that such a classification must be simple; must be based upon readily ascertainable factors; and if properly developed will apply to the whole range of coals between peat and anthracite and not merely to certain types of coal. Many of the numerous schemes of classification proposed in the past have given quite satisfactory results when applied to the higher rank coals, but have broken down when applied to the younger coals of higher moisture, and, as previously pointed out by the writer,' this breakdown has been due to the practice of ruling out "moisture" as an essential component of the volatile matter reported in the customary proximate analysis of coal, whereas a review of the mode of formation and natural history of coal satisfies us that moisture is a normal and natural ingredient among its volatile constituents; and a knowledge of analytical practice shows that the "moisture" and "volatile matter" reported are both mixtures of moisture and volatile matter, rather than sharply differentiated distillation fractions. After an extended consideration of the subject the writer regards the conventional proximate analyses of coals as affording the information essential for a both practically and scientifically satisfactory c1assification—assuming that the coal samples compared have been collected and analyzed according to standard methods. Two variables are required for a workable classification, and these appear to be afforded by the calorific value and proportion of volatile constituents (including moisture) credited to the coal on an ash-free basis. THE-separation of hematite by hysteretic repulsion was first brought to the attention of the public in 1922, by W. M. Mordey1. Three-years later another paper2 was published and after another four years a third paper3 appeared in the South African publications. Certain data were lacking in these papers. In order to continue the work intelligently a knowledge of the shapes of the hysteresis curves for certain minerals was very necessary. This information was not available until the present year4. It was known that reduction of certain ores rendered them amenable to this process of separation but definite data in. the form of curves showing exactly the effect of such treatment were lacking. Prob-ably our best source of information on the separation of minerals by the use of alternating-current magnetic fields today is the reports from the U. S. Bureau of Mines 5-7. It is not the purpose of this paper to tell the reader in detail how to make a commercial separator. Experimental models have recently been made7 and the results obtained have been so good that it is the opinion of the authors that the public will soon take an active interest in the subject and its development. The writers have constructed a separator that is considerably different in construction and operation from the two types described by Mr. Davis. This will be described; but the real purpose of this paper is to outline certain experiments and give curves showing data that have a fundamental bearing upon the practical construction of a separator of this type.

ENGINEERS, operators, miners, and others di-rectly interested in mining will readily agree that more of well-directed illumination in mines will result in a reduction of accidents and general im-provement in the working conditions, comfort, and effi-ciency of those employed underground. Progress has been made in the amount of illumination from individual lamps carried by miners. The candle, which a great many of us can remember as the general method of lighting, was replaced by the oil lamp or torch, later by a specially prepared oil known as "Sunshine," and eventually by the carbide cap lamp. The metal mines still present a field for progress from the standpoint of general illumination, particular-ly those mines having high stopes. Attention is being more and more focussed upon the advantages of im-proved lighting in mines, in order that the underground employee may benefit as the factory workers have al-ready done. The management is vitally interested in the morale of its employees, the reduction of costly accidents and increased production, all of which, judging by results in other industries, will be sub-stantially benefitted through the means of improved general illumination. From data available to the writer, 40 to 50 per cent of the accidents in the metal mines occur at the face; they may be due to roof falls, movement of loose ore, loading of cans, handling of tools, etc. Very probably a large proportion of these accidents may be attributed to lack of light. If sufficient illumination had been present the employee could have seen what was happen-ing and taken the proper precautions. The introduc-tion of better illumination means better visibility, de-crease in accidents, and increase in efficiency.

FOR the last 15 years lead has been the standard material for anodes in electrolytic zinc production and it has been generally accepted that this lead should be as free as possible from impurities. Laist1 says, "Next in importance to the purity of solution is the purity of the electrodes and tank lining material. The purest lead obtainable should be used for anodes." The same conclusion is expressed by Ingalls2 and by two German investigators who say that experiments have demonstrated that the purer the lead, the greater is its resistance to corrosion during electrolysis.3 Pure lead, however, while the best material hitherto available for anodes, is not entirely free from objection. The plain lead anode gradually disintegrates under electrolysis, so that the life of an anode, say ¼ in. thick, is frequently not more than two years. Part of the lead from the anode finds its way to the cathode, lowering the purity of the deposited zinc and decreasing the hydrogen overvoltage. The rest of the lead that comes from the disintegration of the anode goes into the manganese dioxide which is precipitated in the cells, rendering unsaleable what might otherwise be a valuable by-product. Yet a further disadvantage of plain lead anodes comes from their tendency to bend or buckle during electrolysis, as a result of intercrystalline oxidation. This makes it necessary to use a fairly wide spacing between anode and cathode to avoid short circuits, and thus leads to a higher power consumption than would otherwise be necessary. The power consumption is also affected by the high decomposition voltage at a lead peroxide surface.

During the radium boom in the early part of the twentieth century, the basic chemistry of uranium was fairly well defined. Uranium production has progressed from the status of a radium by-product to a very important industry. With the ever increasing need for more efficient and cheaper methods of processing uranium ores, new techniques are being developed. Since uranium and vanadium often occur together in nature, the latter element will also be considered. As production rates, costs, and certain aspects of uranium chemistry are still classified by the Atomic Energy Commission, these will not be discussed. Domestic uranium deposits, in general, are composed of the minerals carnotite, which contains hexavalent uranium, and to a lesser extent, pitchblende and uraninite, which contain tetravalent uranium. Carnotite also usually contains vanadium. The uranium and vanadium contents of these ores vary considerably. The ores currently processed on the Colorado Plateau assay from 0.2 to 0.4 pct U and from trace amounts to 5.0 pct V. On the other hand, the phosphate rock deposits of the southeastern U. S., from which uranium is also recovered, contain only about 0.01 to 0.02 pct; processing of the

A PREVIOUS study1 of the relations of impact strength to inclusions showed that the dynamic strength of steel is lowered by the presence of visible counted inclusions, but that other factors comprised in the term "body" have a marked influence. The previous work was carried out on selected steels from a single source, so that the body factor was purposely minimized, but even under these conditions it was found that inclusion counting or the use of the commercial inclusion rating is not satisfactory. The tensile-impact test, however, was indicated as a satisfactory measure of dynamic strength. It was further suggested that the tensile-impact test should be so standardized as to be suitable for use in specifications, and that the hardness factor should be worked out over a sufficient range to admit ready commercial use of the tensile-impact test. In accordance with these suggestions, and in view of the fact that the steels reported in the previous paper were selected and treated so as to have a minimum variation in body, hardness and structure, further work has been performed on a variety of steels which are not limited by these conditions. The word "body" is used here for want of a better term. It is simply a convenient expression which comprises the effect of the various unknown factors that modify the dynamic strength of the steel. Thus at our present state of knowledge, the writers have chosen to consider hardness, structure and counted inclusion content as factors not comprised in the term "body," and such factors as raw materials, process of melting, fabricating, etc. as comprised in the term "body." Numerous grades of steels made in several ways have been taken from different sources and have been heat-treated to varying hardness by normalizing and by quenching and drawing. DuRing the year of 1937, the East Texas district produced 211,194,467 hbl. of oil and marketed more than 22,329 million cu. ft. of gas; 3377 oil and gas wells were completed. During this same period 106 exploratory wells were drilled, discovering three new oil fields and one gas-distillate field. Fields East Texas Field.—The East Texas field again led the district as to production and number of wells completed. During the year, 2420 oil wells were completed, making a total of 24,382 producing wells, which produced 171,336,854 bbl. of oil, for a total of 1,156,352,834 bbl. since the beginning. During the year the average bottom-hole pressure dropped 49 lb., making the average bottom-hole pressure 1119 lb. Approximately 3500 wells are making salt water, 20 per cent of them making over 80 per cent of the water. During the month of December, the daily average production of salt water was 119,000 barrels. Talco Field, Titus and Franklin Counties.—The Talco field produced 9,780,948 bbl. of oil during the year, from 637 wells. During the year 472 wells were completed. All of the wells are pumping and 241 are making salt water. This field has followed a normal development and did not exceed the estimated number of acres reported last year. Rodessa Field, Cuss and Marion Counties.—The Rodessa field was extended about 13 miles southwest into Marion County, which added approximately 4000 acres to the field. During the year 260 wells were completed, making a total of 416 producing wells, which produced 12,646,-970 bbl. of oil. The author was unable to obtain figures for the amount of gas produced. The field has two gasoline plants, which had a daily average of 16,558,000 cu. ft. of gas during December, averaging 0.83 gal. per M cu. ft. As of Jan. 1, 31 wells were making salt water. THE Duquesne property of the Callahan Zinc-Lead Co. is about 20 miles east of Nogales, in southern Arizona. One mine is near the mill, but most of the mill feed is hauled in by truck from a number of small mines. The same sulphides are found in all the ores, in general, but the amounts vary considerably. All ores contain silver, copper, lead and zinc minerals but one mine ships ore high in silver and lead and low in copper and zinc; while another mine ships ore high in copper and zinc, and low in silver and lead. The common sulphides are galena, carrying most of the silver; chalcopyrite; sphalerite, carrying iron in solid solution; and pyrite, in a gangue consisting of limestone, quartz and garnet. Mineralization, is fairly coarse. At the present grind of about 66 per cent minus 200 mesh most of the sulphides are liberated. A small amount of chalcopyrite is locked up with the sphalerite and cannot be liberated at an economic grind, and the copper carried into the zinc concentrate with the sphalerite accounts for the comparatively poor recovery of copper in the copper-lead concentrate. PRODUCTION OF TWO CONCENTRATES The milling problem, which was complicated by the extreme variation in the grade of the feed, was first attacked with the idea of producing a silver-copper-lead concentrate and a zinc concentrate, both with satisfactory grades and recoveries. By February 194I, it was felt that these objectives had been attained, when the grades of the various products and the recoveries were as shown in Table I. [ ] A rough outline of the flowsheet and reagents used is as follows: Minus ¾ -in. feed to a 7-ft. by 36-in. Hardinge ball mill working in closed circuit with a 36-in. Wemco classifier. The classifier overflow passes to the second cell of an 8-cell bank of No. I8 Special Denver Sub-A flotation machines (volume, 22.5 cu. ft. per cell). A rougher concentrate is removed from the second to the fifth cells inclusive, and returned to the first cell, which is the cleaner. FROM the beginning of its activities, the members of the National Production Committee have felt that the following points were essential to the success of its work: The operators must. feel that their operations were not 100 per cent. efficient; that they should be courteous and fair in their treatment of their employees; and that they should set an example of hard work and patriotic interest in increased production. Every move made must appeal to the sense of fairness of all parties concerned. The men must feel that in working more faithfully, and consequently producing more coal, they are rendering a distinct service to their Government in the time of its great need. As the workers feel that greater efficiency on their part results only in greater profits to the operators, the advantage to the operator should be lost sight of, as far as possible, and the advantage to the Government in fighting the war emphasized. Both operators and workers should know that the Government considered increased production an obligation, and opportunity for service, resting on both parties and not on the operators or the workers alone, and that both parties could very much better the efficiency of the pre-war period. Had the committee intimated that it thought the coal shortage was clue entirely to the idleness and inefficiency of the workers, its campaign would have failed, for the men would have resented the charge because only too frequently their efforts to produce more coal were thwarted by bad management; besides the operators would have lacked stimulus to better effort. On the other hand, had the impression been given that the committee thought that the coal shortage was clue entirely to bad management, the operators would have resented the charge because only too frequently their efforts to produce more coal were thwarted by the idleness and inefficiency of the workers; and the workers, having been thus indirectly pronounced 100 per cent. efficient and patriotic, would have lacked stimulus to better effort.

Gentlemen:-I herewith present a report on some of the more important activities of the Institute for the year 1921. The present incumbent took. over the active management of the Secretary's office on the first of July and his, work was facilitated, while becoming acquainted with the routine of the office, by the constant and., kindly assistance of the former, Secretary, Mr. Stoughton, during the following three months, and that no interruption occurred inn its regular and smooth operation is due to him and to the Assistant Secretary, who has always been ready to give the benefit of his experience and assistance. MINING AND METALLURGY Through the efforts of President Ludlow and the generous assistance of one of our members, coupled with the excellent work of Major Barbour, MINING AND METALLURGY has, during recent months, shown constant improvement, which could not have taken place, however, had it not been, for the support given by a number of our contributing members. We have every reason to feel encouraged with respect to the quality of the publication and its cost of production. For the year 1921, the net cost of MINING AND METALLURGY was about fifty cents per member, per annum. Occasional letters are received criticizing the Board for producing this publication, but they are more than offset by letters of approval. When the, full purpose of the publication is appreciated, criticism ceases. The elimination of MINING AND METALLURGY and reversion to free distribution of all papers to all members, whether desired or not, would mean such a heavy additional expense that the number of papers would have to be much curtailed. The generous cooperation of members in sending for only such papers as they particularly desired has saved, the Institute thousands of dollars. A plan is being worked out that will materially assist in securing a prompt distribution to members of all pamphlets dealing with subjects in which they are especially interested.

With the gradual exhaustion of the upper veins in the anthracite coal-fields, the problem of mining at greater depths acquires increasing importance and demands the consideration .of a number of important factors, one of which is the greater earth-pressure and the consequent necessity of stronger support for the roof. Under the pillar-and-chamber system, almost exclusively followed in the Northen anthracite-field, the highest economy in mining is generally secured by leaving, on first mining, pillars only sufficient to support safely the overlying strata. As to the necessary size of such pillars, the opinions of mining experts are widely divergent. In establishing the width of chambers and pillars, the thickness of vein and its depth below the surface have received little consideration. For instance, it has been quite usual to work both overlying and underlying veins with the same width of chambers and pillars, when the lower vein was two and one-half times as thick, and twice as far below the surface, as the upper. In view of the generally-accepted theory that the crushing-strength of coal-pillars of the same base-area becomes less with increased height, it is probable, in this instance at least, that the moat economical mining has not been secured. This question of adequate pillar-support is economically less important down to about 800 ft. than at greater depths; and it is with reference to mining at these greater depths that the study of the subject here presented has been prompted. The necessity of leaving larger pillars, involving greater mining-costs per ton and also smaller yields per acre, is one of the troubles of deep working. The solubility of hydrogen in liquid Pure iron and in a number of liquid binary iron alloys has been measured in a Sieverts'-type apparatus. Sieverts' law is obeyed in all alloys studied UP to 1 atm Pressure H2. The alloying elements, Al, B, C, Co, Cu, Ge, P, S, and Sn, decrease the solubility while Cb, Cr, Mn, and Ni increase it. ALTHOUGH the importance of hydrogen in steel-making has long been recognized, there has been, until recently, very little information in the literature on the effect of alloying elements on the solubility of hydrogen in iron. There is also disagreement on the solubility of the gas in liquid pure iron. Because of the earlier work in this laboratory,1,2 with the Sieverts method to determine the solubility of nitrogen in liquid iron alloys, it was decided to apply the equipment and procedure to hydrogen. The literature that is pertinent to this study (Ftefs. 1 through 15) will be discussed later when the results of this investigation are considered rather than at this point to avoid repetition. The so-called Rocky Mountain region is here made to include Colorado, Idaho, Montana, northern New Mexico, Utah and Wyoming, an area of great distances and relatively sparse population. Conditions of distance, transportation and markets have had their retarding influence on devolopment and production but the increase in facilities and markets in recent years has provided additional incentive for more thorough search for new productive areas and the more complete development of the known fields. The low prices of crude during the past year have offset, to a certain extent, the desire for increased production and much of the effort has been directed therefore to outlining new areas rather than to attempts to increase production from known fields and thereby add to the already sufficient supply above ground. During the year just closed the Rocky Mountain region has seen consistent efforts to outline new areas and these efforts have been reasonably successful. In this area a very large part of the land is government property, and by cooperation between the government, the private owner and the company it has been possible to carry on development in a scientific manner, providing for the maximum recovery of valuable products at least cost and at times when prices were best. Due to the fact that in the Rocky Mountain region costs of exploration and development are relatively high because of natural circumstances, it has been the policy of operators to drill test wells only on structures where they controlled a large proportion of the land. Even community lease programs have been effected in certain areas, thus obviating the necessity of offset drilling and the attendant uneconomical and even wasteful production. Oil production in the Rocky Mountain states has shown a slight increase during the year, the average daily production for November being 78,124 bbl. as against an average in January of 76,681 bbl. The total production during the first 11 months of the year, according to the U. S. Burcau of Mines, was as follows:
