MACHINE mining on the pitch plays an important part in the produc-tion schedule at the Salem Hill Colliery of the Haddock Mining Co. This mine is just outside the city of Pottsville, in Schuylkill County, along the southern border of the Anthracite Region. The entrance to the mine is through a cross-measure tunnel 15 ft. above water level and running north 1500 ft. until it strikes the Rabbit Hole vein, where the machine mining is carried on. The main slope, dipping south, was sunk 1200 ft. in the Rabbit Hole vein with levels turned off at 300-ft. intervals. The vein is from 24 to 30 in. thick on a varying pitch of 20° to 40°. The overburden has differed from 50 to 466 ft., the most recent work having the maximum overburden. Immediately over the Rabbit Hole vein is a seam of soft sand slate from 1 to 4 ft. thick which presents a problem at times because it dis-integrates rapidly when exposed to the air. It will crack up and fall without any audible warning, therefore the workmen must always be on the alert, watching for loose slabs. The main top is sandstone, vary-ing in thickness from 8 to 20 ft. The bottom rock is similar to the top, but is finer grained and subject to a more complete disintegration. The vein has a 3 to 4-in. shelly band along the bottom, and all under-cutting has been done in this soft band.

Copper from Central Africa was well known to the Arab slave traders who depredated the country in the nineteenth century. By the 1870's slave raiding was so intense that the habits of the tribes were disrupted, and they no longer worked the copper deposits or made the crosses and bars of copper which had been their custom. In fact, the country had been greatly depopulated by the slave raiders. News of this horror was spread to the civilized world by missionaries and, in particular, by David Livingstone's writings. Whether to extend geographic knowledge, to suppress slavery or for national aggrandizement, the rush for African territory was on at the end of the nineteenth century. Cecil Rhodes at this time was established by his successes in diamonds and gold. He obtained the blessing of Lord Salisbury in 1889 to form the British South Africa Company under crown charter. His objectives were to occupy the lands north of the Zambezi for England and pay for development out of the country's mineral deposits. He planned to occupy the territory and close the gap to form an all-British route from the Cape to Cairo, one of his great dreams. With this master plan in mind he sent his agents into the field to make treaties with the tribes.

A comprehensive knowledge of the availability of mineral resources to evaluate and assure a dependable supply is a prerequisite in establishing and maintaining a viable national economy. Since no nation is self-sufficient in all its mineral needs, its prosperity depends to a great degree upon its developing and maintaining an effective national minerals policy. This must be preceded by a systematic inventory of mineral resources that may be available to that nation. The U.S. Bureau of Mines is implementing a mineral deposit inventory program of domestic and foreign mineral occurrences, with initial emphasis on the domestic. In order to provide an in-depth appraisal of minerals availability, the approach includes not only realistic estimates of quantity and quality, but other essential factors such as costs, technology, environmental constraints, and development-time requirements. Analysis of this information provides usable relationships of quantity, price, time, and associated degrees of confidence of the occurrence of identifiable mineral resources. Keeping pace with a changing minerals industry and handling the large volume of information required in this undertaking demands that computer methods be employed.

The lead deposits of Missouri may be divided into three districts, the southwest, middle, and southeast. As too much time would be required to devote a detailed account to each district, only a description of the modes of occurrence of the lead ores in the southeast district will be given. The lead mining region proper of Southeast Missouri is embraced in an area of about twenty-five miles in width by about one hundred in length. The country embraced in this district is very broken, and traversed by ridges from one hundred to three hundred feet; in height, with an occasional knob rising higher. Porphyry forms almost the entire substructure of the region, with here and there outcrops of granite. The crystalline rocks were eroded into ridges and valleys before the deposition of the limestone took place. These porphyries are older than the Silurian limestones, and " belong (according to Pumpelly) to the Archaean (Azoic) formation, of which they may be the youngest member in Missouri. They are the near equivalents, in point of age, to the great iron-bearing rocks of Lake Superior, New Jersey, and Sweden."

By using alloys with subzero Ms temperatures, this investigation demonstrates that the amount of decomposition of martensite during the quench from austenite may be considerable and especially so in specimens of large cross -sections and high Ms temperatures. The activation energy for decomposition as measured dilutometrically is PREVTOUS investigations of the initial decomposition of Fe-C system martensite have invariably been limited to alloys having M, temperatures above a function of the amount of transformation which has taken place. The amount of transformation is a linear finction of log time. A correction term to the activation energy is derived for dilatometric measurements in which no end-point of the transformation is detected. room temperature. In such alloys the martensite is tempered during the quench to an extent dictated by the quench rate and temperature of formation. This tempering, called quench-tempering, Q-tempering, self-tempering, or auto-tempering, although frequently acknowledged, has not been studied or treated quantitatively. To do so one should obtain absolutely untempered martensite and study its decomposition. This as-formed martensite could be obtained either by extremely rapid quenching, requiring very thin specimens, or by lowering the martensite formation temperature range. Production control of aluminum content of low carbon aluminum killed open hearth steels is being achieved by using an oxygen probe unit. Based on the free oxygen content of the bath after block, a preliminary chart for aluminum additions has been established. The aluminum aim is .040%. Controlled aluminum contents will result in eliminating coarse grain heats, high aluminum contents, and a reduction in aluminum costs. By reducing the frequency of high aluminum contents both cleaner and better rolling heats will be obtained. The savings in aluminum costs is an added benefit of lesser importance in comparison to the quality improvements gained by controlled aluminum contents. Although the main goal for the oxygen probe at Republic Steel has been to adapt it for production control of aluminum contents, future usage could be extensive. Immediate plans for using the probe are on degassed material, on fully blocked open hearth heats to improve manganese recoveries and ranges, and on machining grades to control oxygen content. Also by controlling the oxygen content of the steel to as close to equilibrium conditions as possible, cleaner steel will result.

THE opening of zinc-lead ore bodies in the lower chert beds of the Tri-State district, locally called sheet-ground deposits, [ ] presented several new economic operating problems to be solved before the low-grade deposits could be mined profitably. It is estimated that approximately 3% of the raw coal processed today in coal preparation plants throughout the nation will ultimately report to slurry-tailing disposal (Anderson, 1975). The usual disposal method is to pump refuse slurry containing - 48 mesh (300 pm) refuse into dams or impoundments constructed of coarse refuse. The failure of an impoundment at Buffalo Creek, Saunders, WV (Anon., 1972) resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of federal regulations dealing with the construction, operation, and final abandonment of coal refuse disposal area. As a consequence of these regulations, the use of the landfill/impoundment method of disposal became in some cases economically unfeasible or technically impossible. US Steel has studied a number of alternative methods of refuse disposal. During an investigation of mechanical dewatering with a pressure filter, portland cement was added to the slurry to solidify the filter cake. Because of the success of the cement addition, it was decided to study the stabilization of fine coal refuse slurry through use of cement-type additives. The goal of the investigation is to develop a process that will use cement-type additives to solidify the refuse slurry into a form that can be handled and stacked with the coarse refuse, thus eliminating the need for slurry impoundments.

An insight into the mechanism of electrocrystallization of copper in simulated commercial acid electrolytes has been surmised from scanning electron microscope analysis of laboratory prepared specimens. The growth takes place in three overlapping stages. In he first, lasting approximately one hour at 200 amps/sq m, a propensity to epitaxial growth is observed. During the second stage a preferred orientation developed. The crystallography of the deposit showed a strong preferred orientation with the [111] direction normal to the surface. Triangular pyramids with (111) faces and (111) texture is a common result. In the third stage, occuring at longer deposition times, side growth, dendrite-like branching is common. The obsermtions have some elements in common with published results for highly purified electrolytes. Several significant differences were observed. The truncated pyramidal and block type growth discussed in he literature is suppressed under the conditions studied. The results are briefly discussed in terms of the screw dislocation, fault, and layer type growth mechanisms of crystal growth.

At this time, when electricity in its various applications is attract- ing so much interest, and with such good reason, it has been suggested to me that, as the Aspen Mining and Smelting Company, of Aspen, Pitkin county, Colorado, was the first mining company in America to employ electrical power for hoisting, a record of what has been accomplished by this company would be of interest. Early in the year 1888 the question of power for the development of the ore-horizon lying below the level of the tunnel through which the property is worked, became one of importance. The conditions under which it was proposed to use power were as follows (See Fig. 1): The company's mines lie upon the northwestern slope of a mountain, the ascent of which is at an angle of 28' from the horizon. The ore, consisting of argentiferous galena and other silver-bearing mineral, is found at or near the plane of contact of a superincumbent mass of blue limestone, with an underlying bed of dolomite. Startup of the 9000 tpd Sacaton concentrator is expected to increase Asarco's domestic copper concentrate capacity by 21%. The plant site is located due west of the mining operations, consisting of both crushing and concentrating facilities. Arthur G. McKee & Co. served as the prime contractor for the project. The Sacaton mineralization contains both sulfide and oxide ores. Primary mineral constituents are chalcocite, azurite, malachite, chrysocolla, and minor amounts of silver and occasional gold. Sulfides are distinguished from oxides when more than half the total copper content is in the form of a sulfide copper mineral. While non-sulfide copper minerals are considerably less prevalent throughout the orebody, they tend to occur quite intimately with the sulfide minerals, particularly in the upper zones of the mineralization. For this reason the decision was made to treat all the ore in a flotation circuit using existing sulfidizing methods.

THE copper mines of the Keweenaw Peninsula in northern Michigan have long been of interest in connection with deep earth-temperature measurements. The extraordinary low geothermal gradient of 1° F. in 223.7 ft. announced by Agassiz1 as a result of measurements dating from 1886, although later" stated as in error, served to focus attention on this region as one offering, because of the great depth of the mines, unusual opportunity along this line. Lane,3 Van Orstrand4 and others have made valuable contributions to this study. Fresh opportunities afforded by the constant deepening of the mines, improvements in the accuracy and reliability of temperature-measuring instruments together with increasing knowledge of the heat conductivities and specific heats of the rocks, led the Michigan College of Mining and Technology in cooperation with some of the mining companies to renew work on this problem. It is planned eventually to complete a survey which will make use of the favorable opportunities for deep rock-tempera-ture measurements presented in these mines. This survey should include the determination of a depth-temperature gradient in both conglomerate and amygdaloid mines, and also the variations in temperature at the same depth in different geological formations. The first problem has a direct bearing on the question of providing equipment for necessary ventilation with increased depth. The second may show that a relation exists between the natural rock temperature and the mineral content of the formation.

THE Eötvös torsion balance permits the measurement of certain second derivatives of the gravity-potential, which are known as the gradients of gravity and the curvature values for an, equipotential plane of gravity. These quantities are influenced on level ground by the configuration of the masses underneath. Hence, the torsion balance has gained great importance for the location of geological structures and thus indirectly for the discovery of oil and other mineral deposits. If the ground is not level, however, the measurements become more difficult, because the superficial mass-irregularities also produce more or less considerable disturbances. It is necessary, therefore, to determine the shape of the surrounding topography by leveling as well as by consulting topographic maps and to compute its influence upon the torsion balance. The correction thus determined is called, in general, the topographic correction; it is composed of two constituents, the terrain correction and the cartographic correction. The terrain correction would be that part of the topographic correction as derived from the direct leveling of the area surrounding the station, whereas the data for the computation of the cartographic correction are obtained from a topographic map, usually beginning with a radius of 100 meters, as under most circumstances it is difficult to level along a larger concentric circle about the station.

The brief contribution of Mr. West* furnishes a text for the present paper, which will, however, take a wider range, warranted by the writer's somewhat unusual opportunities for the study of the practice of the foundry as well as the blast-furnace, and especially of the production of satisfactory castings from iron of a composition altogether unsuitable, in the opinion of the average foundryman, for that purpose. Mr. West has observed that plates cast from direct-metal of a certain composition could be planed, whereas this would have been impracticable with cupola-metal of like composition; that furnace-metal has more " life " (i. e., fluidity, or a higher temperature) than cupola-metal; that it throws out much " kish," etc. And he suggests that blast-furnace managers may throw further light on the greater softness of direct-metal castings. Perhaps such light may be furnished to some extent by the present paper. The difference between cupola-metal and furnace- or direct-metal is, first of all, in the lower average sulphur-content of the latter. It has been proved by experiment that iron increases in its content of sulphur to a considerable extent with each remelting. REFRACTORY clay, one of Pennsylvania's important nonmetallic mineral resources, occurs at several horizons in beds of Pennsylvanian age. The Mercer fireclay, of Pottsville age (Table 1), is the most important of these clays. A study of this fireclay has been conducted by the Pennsylvania Geologic Survey discontinuously over a period of seven years. The work has included field mapping of a rather large area, as well as petrographic, differen¬tial thermal, and X-ray studies of the fireclay. A comprehensive report on the project is now in preparation.

Nickel metal, in powder form, has been produced by pressure reduction, with hydrogen gas, of slurries of nickel hydroxide at temperatures up to 250°C. The nickel hydroxide was obtained by precipitation from nickel chloride and nickel sulphate solutions, using both magnesium oxide and calcium oxide. Rates of reduction and yields were determined as a function of temperature, hydrogen overpressure, seed addition, and the amount of alkali used. The mechanism of reduction of slurries obtained from the sulphate system was studied, and major differences between the sulphate system and the previously examined chloride system investigated. Specifically, in the sulphate system, contra the chloride system, no seeding was necessary, plating and densification were virtually absent and only short induction periods occurred. Grades of product are given and the use of this process in the recovery of nickel from laterites is discussed. The selective reduction of nickel from mixed hydroxide slurries and effluent treatment plant sludge has also been examined.

Inflow of ground water is an important engineering and safety consideration during construction of large openings underground. The initial step in predicting groundwater inflow involves hydraulic tests in exploratory drill holes. Zones within the area of interest are isolated in the drill hole by inflatable packers and are tested by measuring the water level responses to applied hydraulic stresses. These responses may then be translated into significant hydraulic characteristics of the tested rocks such as transmissivity, hydraulic conductivity, hydraulic potential, and storage coefficient by using a type-curve solution. Once the geometry and necessary hydraulic characteristics have been determined for the rock in the vicinity of the proposed opening, a model can be developed using certain assumptions that will lend itself to treatment with available mathematical methods. The mathematical method applied to the model considers conditions of partial penetration and nonsteady-state, leakyartesian, constant-drawdown discharge of ground water. A type-curve solution results in a curve that gives the variation of discharge (inflow) with time. This technique of predicting ground-water inflow has been used in planning construction of cylindrical chambers for use in underground nuclear experiments by the U.S. Atomic Energy Commission. These chambers have been constructed in low-permeability rocks at depths as much as 6000 ft and under hydraulic heads of thousands of feet.

While it is true that taxes, especially income taxes, whether they be federal, state, or local, are not usually thought of as a "cost" of doing business, it is equally true that these tax costs do reduce the distributable profits just as much as the cost of power, supplies, or labor. Therefore, the consideration given to taxes is often as important as that given to other costs. Hopefully you will recognize that, within certain limits, taxes can be controlled to an economic advantage. The tax laws as now imposed are quite complex. Many of these laws and the regulations thereunder involve many factual determinations, technical considerations, and specialized valuations that can best be made by people trained in the specific area concerned. A substantial amount of a tax liability turns on the proper consideration given to issues involving facts and principles which are peculiarly engineering in nature. The importance of these "engineering" issues in tax administration has been significantly increased in recent years by our rapidly advancing technology, automation, stepped-up mineral and oil exploitation, new industries such as electronics and nuclear power, and the extension of percentage depletion to all minerals. These specialized requirements incorporated in the law are so technical that full consideration can not be given by people with a non-engineering background.

ARTICLE I Definitions Section 1.-For the purpose of these regulations (proposed), definitions are as follows: Well.-A bore-hole drilled for the purpose of developing natural gas or petroleum, or a bore-hole producing natural gas or petroleum. Well Operator.-Any person, persons, firm, partnership, corporation, company or association that proposes to, or does drill, operate, or abandon a well as herein defined. Coal Operator.-Any person, persons, firm, partnership, corporation, company or association that proposes to, or does operate, a coal mine in territory known or reputed to be underlain with oil or gas-bearing strata. State Mining Department.-The duly constituted authorities of a state having jurisdiction over coal-mining operations. Plat.-A map, drawing, or print made in accordance with the pro-visions of these regulations (proposed). Casing.-The pipe greater than 3 in. in diameter commonly used in wells drilled for natural gas and petroleum. Oil and Gas.-Synonyms, respectively, for petroleum and natural gas. Cement.-Hydraulic cement properly nixed with water only. Workable Coal Bed.-A coal bed in which, in the united judgment of the coal operator, the well operator and the State Mining Department, protection for life or property will be required when wells are drilled through it.

Handling and transport of coal during the winter months can be a severe problem. The inability to unload frozen coal from rail cars produces serious economic and logistic problems due to transportation delays, rail car shortages, and demurrage on the rail cars. One method of dealing with the problem of unloading frozen coal has been to spray freeze conditioning agents onto the coal before it is loaded into rail cars. Both water soluble and oil based formulations have been used as freeze conditioning agents. The water soluble treatments generally contain a polyhydroxy alcohol, such as ethylene glycol, or salts of alkaline earth metals, such as magnesium chloride and calcium chloride, as freeze point depressants. The oil based treatments consist principally of hydrocarbons, such as No. 2 oil or diesel fuel. The authors' tests have shown significant differences in the effectiveness of these freeze conditioning agents, depending on the particular coal substrate being treated. These differences correlate with the coal porosity and inherent moisture of the substrate. In general, the greater the porosity of the coal, the smaller the effect of the freeze conditioning agents. Coal porosity has a greater impact on water soluble freeze conditioning agents than oil based products. The authors investigated the pore structure of a variety of coals using mercury intrusion. Findings were related to the effectiveness of different freeze conditioning agents as measured by unconfined compression strength tests. In general, coals with a large number of very small pores (between 0.05 µm and 0.03 µm) do not respond as well to freeze conditioning chemicals.
