The Cassidy Colliery operated by the Granby Consolidated Mining Smelting & Power Co., Ltd., is situated about 9 miles in a southerly direc tion from the city of Nanaimo on Vancouver Island. The coal seam worked, which is called the Douglas bed, outcrops in the western part of the property, dipping easterly, and is opened by a slope 7 by 14 ft. in the clear, and is timbered by 12 to 14-in. framed sets of timber, 4 ft. center to center. A separate manway provides for a traveling road and at the same time forms an intake airway. The general average of the dip of the seam at Cassidy is 18º, and varies in thickness from 1 to 25 ft., averaging about 8 ft. The main slopes follow straight down the dip a distance of 4845 ft. At the bottom of the main slope two rock tunnels were driven a distance of 1500 ft. to the south, cutting through a fault, and opening up an area in the same seam which is known as No. 7 South Section. The coal is found in this section at a vertical depth of 1560 ft., and is very soft and friable. The immediate roof is a strong, sandy. shale overlain by massive sandstone while the floor is a light-colored shale, hard when freshly exposed. It does not soften materially on exposure. In the folding of the coal measures a great thrust caused a movement along the coal seam as indicated by the slickensided nature of the coal. The floor has buckled and this has rolled and squeezed the coal so that with rare exceptions it shows no normal bedding but curved slip planes, which frequently start at right angles to the floor, curving upward and then in the direction of the dip. As such planes are slickensided it is probable that there is a coating of clay which is more or less impervious to gas. Outbursts of Gas and Coal Outbursts of gas and coal have occurred in this mine previous to 1921, but not until June 14 of that year was a complete record kept of them. Technology concerns the ways of doing things; mineral technology the ways of performing operations required for obtaining minerals from the earth and extracting their valuable constituents for man's use. At any particular time, technology is relatively fixed, as everyone tries to adopt the way of doing things that has proved most profitable; but improvements evolve from minor changes here and there, and occasion- ally entirely new methods are discovered. Technologic improvement thus characterizes any long-time view of the mineral industries. Its test lies always in reduction of costs; there is no other incentive for the adoption of new methods. Reduction in cost of producing metal from ore decreases, in turn, the amount of metal that must be obtained from ore in order to pay for its production. An advancing technology thus is characterized by utilization of ores of lower and lower grade. A very important result of this is an increase in the gross quantity of metal obtainable at any price level, since the earth's crust contains vast amounts of very low-grade ores and relatively insignificant amounts of very high-grade ores. Technologic advances have, therefore, been the means of rendering the metals both cheap and abundant. Though concern as to possible exhaustion of the world's ore deposits is warranted, it is conceivable that a transcendent technology of the future might supply metal requirements from what we

(San Francisco Meeting, September, 1915) OWING to a unique labor situation and other unusual circumstances, the mining methods of the Rand are hardly comparable with practice elsewhere. They are' of considerable interest, however, and their impor-tance is increased by the magnitude of the industry with which they are identified, gold of $166,186,000 value, say 40 per cent. of the world's production, having been recovered from 25,701,954 tons of ore milled in 1914. In the sketchy remarks to follow, attention will first be drawn to some influential factors of general bearing, after which certain features at two mines of the writer's group will be referred to. It is hoped that engineers associated with similar or different conditions and practice will contribute to broaden the discussion. Before proceeding, recognition is due the generous assistance of C. E. Knecht and F. A. Unger. GENERAL OBSERVATIONS The principal mines are situated along the northern limit of an irregularly shaped geological basin, and extend in almost unbroken continuity over a distance of about 60 miles. As the boundaries are defined by vertical planes there are both "outcrop" and "deep-level" properties, all differing in size and in technical features. So much has been written in regard to the geology of the Rand that only a few pertinent features need here be recalled. Briefly, the ore deposits are profitably enriched portions of certain conglomerate beds or "reefs," rarely more than three, which are interposed between quartzite, or quartzite and slate, and lie so closely together that where more than one are mined they are dealt with as a work-ing unit, although they may lie stoped separately. Their collective extension is locally referred to as "the Reef."

(Wilkes-Barre Meeting, June, 1911.) THE paper presented to the Institute in 1910, by H. 0. Hofman, on Recent Progress in Blast Roasting,1 has called the attention of the iron industry to the adaptability of these processes to the reclamation of by-products such as flue-dust and blue billy, and the better preparation of concentrates and fine ores for use in blast-furnaces. The waste of valuable iron-ore through the production of flue-dust has increased at an enormous rate, and much of it has in reality been wasted as far as future recovery is concerned. Only in recent years has a possible future value been recognized, and the material stored. The increased use of Mesabi ores, which carry considerable fine ore, is principally responsible for the great increase in the production of flue-dust. The amount of fine material that is carried over depends on the fineness of the material and the velocity of the gases, and also to a very great extent on the regularity or irregularity of the working of the furnace. Attempts to recover a part of this loss have been made by recharging a portion of the production into the furnace, but as this material has been once carried out from the furnace, it is naturally in good shape to be carried out again. A recent practice at some works, is to soak the flue-dust thoroughly with water to give it more cohesiveness, but by many this is considered of doubtful advantage in the furnace, and the gases are in consequence heavily laden with moisture. There are vast deposits of magnetic iron-ores in the United States and Canada that are too low in iron for use at the present time, but which can be economically concentrated into very rich material ; in many cases the fineness of crushing necessary to secure proper concentration has prevented their

Small buttons of fused tantalum have been produced by are fusion in a vacuum, by drawing an arc between sticks of pressed tantalum and a tantalum-faced water-cooled copper block. However, ingots of appreciable size can be produced only by the heat-treatment of bars pressed from powder. The following outline covering the production of finished bars of tantalum by the methods of powder metallurgy is also used for the production of columbium, taking into account the difference in the melting points of these two metals. Pressing the Powder With possibly a few exceptions, a pressing operation is one of the essential steps in the practice of powder metallurgy. In fact, the author's experience with a number of high-melting-point metals and with numerous types of hard carbide compositions has led him to believe that this operation is often one of the most important in the entire process, and frequently one of the most difficult to carry out in a satisfactory manner. Defects due to improper pressing can readily lead to a defective finished product. It is the author's opinion that rarely is a bar or other article pressed from metal powder in such a way that all parts of the piece are uniformly pressed. The nearest approach to uniformity of pressing is possibly attained when the powder is contained in a flexible receptacle, such as rubber, and is pressed under a liquid by hydrostatic pressure. However, this method is not generally applicable. Hydraulic pressing in steel dies where one or two punches are forced into the die must usually be resorted to. As the pressure in such a die is built up, the powder begins to cling to the walls of the die with a tenacity dependent upon the nature of the powder, and this results in a bridging action, so that the layers of powder adjacent to the moving punch are pressed more heavily than those further removed in the mass. Frequently, as the pressure is carried higher, there may be a mass slippage of the powder upon itself, with the result that slip cracks are formed within the pressed

Before the world-wide depression, the primary purpose of most blast-furnace operators was to produce a maximum tonnage of pig iron per day for each furnace in blast. Some attention was paid to the conservation of labor and raw materials, but the idea was well established that low-cost pig iron was attainable only when each furnace was producing a high tonnage. After the depression had set in, the picture changed considerably. Each blast-furnace operator was forced to run his plant in a manner that best fitted the economical set-up of his company. A great deal of thought was expended on the different methods of operation, always with the idea of making each product in a way that would best serve his company financially. Because of this abnormal condition, the blast-furnace man was compelled to indulge in various practices of which many had been believed to be next to impossible up to that time. The ultimate purpose of these innovations was either one or a combination of the following: 1. To produce only enough pig iron for immediate consumption at a minimum cost. 2. To produce gas for boiler or mill use to supplant some higher priced fuel. 3. To consume the coke produced at the coke plant, which was often viewed as a byproduct. 4. To protect the cash position of the company. These conditions were met by diverse methods, some of which were: 1. Slow or decreased wind. In some instances the blast blown was held as low as 25 per cent of the normal volume. 2. Intermittent operation, in which the furnaces were shut down or "fanned" at frequent intervals.

With increased coal production and mechanization of coal mines many transportation problems arise. The main objective is to bring the coal to the tipple or dump it as quickly as possible. Larger and faster haulage locomotives or two locomotives connected in tandem have been adopted to solve the problem. Motor equipment, gears and control systems of locomotives to be placed on these hauls are carefully studied to meet these requirements, by an analysis of motor characteristic curves with the corresponding tractive effort curves, in order to determine the correct load for maximum efficiency and to determine the approximate schedule. Control equipment is usually considered to be the controller and resistance. Sometimes accelerating curves are calculated in order to obtain smooth starting in the least possible time without slipping the wheels. Train control is very important, but why limit this to acceleration ? Deceleratien-or-retardation of the locomotive is a part of the train control and should be given as much consideration as the control for acceleration. Types or Braking Common braking systems for mine locomotives utilize screw-type mechanical brakes, dynamic braking and the air brake. For gathering and haulage locomotives, the srrew-type mechanical brake is regarded as standard. A brake of this kind cannot be applied without much effort and lapse of time. Motormen, like other people, follow the path of least resistance, and therefore have their brakes ready for instant application—which means that the shoes are virtually dragging. Even then, a motorman bucks and plugs the motors to gain time and avoid as much physical effort as possible. "Bucking of motors" consists in turning the reverse cylinder of the controller to parallel position corresponding to the opposite direction of travel while the locomotive is in motion, without applying power from an external source. When this occurs, both motors tend to act as series generators, because the armatures are revolving and there is residual magnetism in the field circuit. Owing to slight differences in motor manufacture, one of these will generate a slightly higher potential and will overcome the generated voltage of the second and tend to drive it as a motor in the reverse Direction.-This action retards the locomotive but is very severe on the segments of the reverse cylinder and on the motor commutators. "Plugging motors" is the application of power to the motors corresponding to the opposite direction of travel. In order to "plug" the motors it is necessary first to "buck,, them (which reverses the connections to the motors) and then to apply power. Theoretically, this should be done only in an emergency, but locomotives in mine service are frequently thus treated., Dynamic braking is retardation of the locomotive by the motors acting as generators, which take no power from the line.

MANY of the auriferous placers of the arid Southwest differ widely from the standard types of stream and eluvial deposits of more humid regions, although exhibiting some of the features of each. This diver-gence in characteristics is of geological and economic importance and appears sufficient to warrant the consideration of these placers as a class distinct from both stream and eluvial deposits. It is hoped that the consideration of these auriferous gravels as a distinct type of deposit will facilitate recognition of morphological and economic features that might remain obscure if these deposits were viewed in the light of stream or eluvial placers whose type locality is a more humid environment. "Bajada placer" is proposed as the designation for this type of placer deposit. Bajada is the Spanish term for slope and is used locally in the Southwest to indicate the lower slope of a mountain range, the portion consisting of rock debris and standing at a much lower angle than the rock slope of the range proper. It has been used in a geologic sense by Schrader1 and others. The type locality of bajada placers is the Sonoran Desert,2 where they occur on the bajada or rock debris slope of desert ranges. Stream placers are represented in the Southwest, but most of them lie within the mountain topographic province, the Mexican Highlands2 section of, the Basin and Range physiographic province. Eluvial placers may occur in the mountainous semiarid Mexican Highlands but are almost unknown in the extremely arid Sonoran Desert, as mountain slopes are generally too steep to permit the accumulation of any considerable mantle of residual debris. Since their salient distinctions are almost wholly the result of formation under conditions of extreme aridity, bajada placers are largely confined to the Sonoran Desert, although a few occur in the adjacent Mexican High-lands. They may be modified by the action of ephemeral streams, in which case the placer gravels of these arroyas approach stream placers in type and habit of occurrence, but their relation to an arid environment and the bajada type is usually apparent.

Since the publication of Prof. J. W. Richards's paper on The Schumacher Briquetting Process,' this process has been in operation on a practical scale in two plants in the United States, and a few notes on the results obtained may be of interest. An experimental plant, consisting of a toggle press and a hydraulic press, was installed at Johnstown, Pa., together with the necessary bins and other equipment, and an attempt was made to briquette a mixture of Mahoning fines and blast-furnace flue dust, in a ratio of 7 parts of ore to 3 parts of dust. The results were unsatisfactory, in that the briquettes made were not hard enough to stand the severe handling to which they were subjected in the various transferences necessary between the press and the furnace. The trouble was due to several causes: First, the mechanical arrangement of the plant, which did not lend itself to a proper hardening and loading of the briquettes into the cars. Second, the irrrgular composition of the flue dust, as to both its lime and its fine coke contents. Third, the variability of the moisture content of the ore, and its viscosity when wet. Fourth, the ratio of fine ore to flue dust; that is, it was attempted to bind in too large a quantity of fine ore for the small amount of flue dust used. The first trouble could be overcome, and has been improved upon in the plant as it stands to-day. The second trouble was important, because of the small amount of dust used as a binder, and might have been easily removed by mixing the flue dust of the different furnaces, which, however, was never done. The third difficulty was more serious, but could have been partly solved, had it been possible to meet this along with the fourth difficulty, by decreasing the percentage of ore in the briquettes. It was proposed to do this, but it seems that the problem at the works in question is, primarily, to prepare Mahoning fines for reduction in the blast furnace, and only secondarily to use up the flue dust, and a solution along this line did not seem to be interesting.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved. As a result of conflicting organizational interests, the clash between energy facility owners and operators and their regulators appears to be inevitable. Furthermore, the resolution of this conflict lies in the trade-off between objectives and the costs of regulation. The balance of objectives and costs is a subject of the political process and not a topic of consideration in this paper. This paper is concerned with the actual administration of regulations, that is, the implementation of that which arises from the interplay of organizational interests. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The paper hypothesizes that the administration of objectives (or policy) has an impact on decision making which affects energy facility decision making. While recognizing the fact that regulatory policy cannot be totally divorced from administration, this paper proceeds under the assumption that elements of the regulatory process may be examined individually. The subject of this study is limited to the interplay between regulatory agencies and their clientele.

The intermetallic compounds MgzSn and Mg2Pb are two of the important series of stoichiometric compounds which magnesium forms with elements of the fourth group of the periodic system. Since there is a complete series of compounds, all possessing the same comparatively simple structure, a unique opportunity is presented to study their properties with respect to increasing atomic number of the anion as it varies from silicon and germanium, through tin and lead. The present work deals with the two lower members of this group, and it is hoped eventually that additional data regarding the silicide and germanide will be obtained. The results of such a complete study provide part of the essential basis for the empirical correlation and theoretical treatment which, in other systems, has contributed to an understanding of inter-metallic compounds and the metallic'state in general. Some experimental data are already available in the literature. However, they are fragmentary and limited in significance owing to the methods of preparation employed and the impure materials available at the time. It was our objective, therefore, using pure metals and improved metallurgical methods of preparation, to produce stoichiometric compounds of high purity for the study of their electrical and chemical properties. We felt that a detailed investigation of chemical properties, about which relatively little is known, combined with electrical properties, would be a significant contribution to the understanding of these compounds and in particular to the mechanism of corrosion associated with types of bonding in alloy systems. The chemical studies are reported elsewhere. Previous Investigations Previous work concerning the electrical properties of these compounds was undertaken in connection with the establishment of the two phase diagrams which are available in Hansenl and Beck. The first comprehensive investigation of the electrical conductivity of magnesium-tin and magnesium-lead alloys was made by Kurnakov and Stepanov.3 This was followed by Grube and Voss-kiihler4 who studied electrical conductivity and thermal expansion over a wide range of temperature and who, unlike Stepanov, appreciated the significance of the large solid solubility of tin in magnesium and took some precautions to obtain an equilibrium state. Studies were made on the system iron plus alumina. Various methods of dispersing and various amounts of alumina were used. Powder metallurgy techniques were used to produce the final product. Microstructures and some mechanical properties are presented. Alloys containing up to 16 pct alumina by weight are ductile at all temperatures tested. The ivon-alumina materials have a higher yield stress and improved creep resistance over that of pure iron. SINCE the development of SAP' an A1- Al2O3 powder metallurgy product, great interest has been shown in the development of a SAP-like structure in metals and alloys other than aluminum. The outstanding properties of this class of materials are: 1) Good creep resistance at high temperature. 2) High yield strengths and high hardness at high temperatures. 3) High recrystallization temperature. However, the lack of ductility and formability has thus far limited the applications of SAP-like materials. The following report deals with methods of dispersing A12O3 in Fe, processing of powders into rod, structures produced after processing, and mechanical properties of the iron-alumina material produced. Methods of dispersing the alumina and also the volume fraction of alumina added were varied. MATERIAL Powder Processing— Four methods of obtaining dispersions of alumina in iron were studied. 1) Oxidation-reduction of a Fe + 8 pct Al alloy. .2) Coprecipitation of Fe(OH)3 + Al(OH)3 from aqueous solution. 3) Colloidal mixing of Fe,O3 and Al2O3. 4) Colloidal mixing of Fe powder and A1,O3. Fig. 1 is a processing flowsheet which outlines the processing steps taken to produce a final extruded bar 1/4 in. in diameter and about 30 in. long. The - 100 mesh iron-aluminum alloy was oxidized by placing a thin layer of powder on an alumina plaque. The reduction step was modified to include 1/2 hr at 1000°C since the powders tended to become pyro-phoric unless sintered slightly after low-temperature reduction. Compacting was done in a 1-1/8-in.-diam pressing die. The slugs produced averaged 1 in. in length. The billets were encased in low-carbon steel cans shown schematically in Fig. 2. The blank is included for structure and property comparison purposes. TESTING PROCEDURE All tests were made on as-extruded material.

In earlier gears, the custom prevailed of regarding the anthracite basins as cases of folding with slight development of faulting. Folding is so pronounced and, in the eastern and western Middle Fields, at times so violent, that the inference was a natural one and led to the widespread impression that practically all the disturbances of the seams could be explained in this way. The cross-sections and maps prepared forty or more years ago for the Second Geological Survey of P ennsylvania, by Mr. Ashburner under Prof. J. P. Lesley, exhibit little else than folds.' So far as I can discover faults fail in the charts, except in one small case in the Henry colliery near Plainsville on the outskirts of Wilkes-Barre. Some years ago, while spending a day or two in Wilkes-Barr, under the guidance of R. V. Norris, I looked over some recent and accurate cross-sections of a numbcr of the large collieries and was deeply impressed with the peculiar behavior of some of the seams and the intervening shales. Thus, a seam might present a small, more or less overturned fold, rising 30 to 50 ft. (9 to 15m.) above its general course, and yet the movement would be taken up in the overlying shales, so as hardly to be noticeable in the seams next above or below. These and similar anomalies, especially when shown with the accuracy of engineer's surveys, possess great scientific and practical interest, bearing as they do, not alone on coal mining, but on theoretical geology and the actual behavior of strata under great compressive stresses. In preparation for the semicentennial meeting of the Institute, an effort was therefore made to secure some of the most interesting sections for presentation to the members. The collection of illustrations here shown is mainly due to Douglas Bunting of the local committee, to whom and to the contributing companies acknowledgments are due. NUMEROUS results and formulas have been published for analyzing seismic records, but most of them apply only to large-scale phenomena such as are encountered in studying earthquakes. In a few cases,1 formulas have been published for some of the simpler structures. In the present paper, an attempt will be made to analyze several types of struc-tures without using methods more advanced than those of a first course in calculus. In, tracing a disturbance through a medium, it is almost always possible to base the analysis on Fermat's Principle of Extreme Time, which states that waves of displacement travel between points in such a manner as to make the time of travel an extremum with respect to all neighboring paths. In the simpler cases, comprising most of those used in optics or geophysical prospecting, this time is a minimum and the principle is often referred to as the Principle of Least Time. Within a homogeneous medium, having a uniform speed of transmission of the disturbance in all directions and throughout the medium, the paths are straight and are refracted at the interfaces in accordance with the Snell law of refraction, which states that the ratio of the sine of the angle, made by the ray with the normal to the interface, to the speed of trans-mission is the same on both sides of the interface. Thus, in any medium composed of homogeneous sections, this same ratio has a constant value at all points. In particular, if all interfaces are horizontal, it is apparent that the angles of incidence are the angles made by the ray with the vertical direction. The subject of this paper is particularly appropriate, since Daniel C. Jackling was active in early exploitation of taconites on the Mesabi Range and contributed greatly to their later economic development. After his success in developing the low grade porphyries in the West he looked for more worlds to conquer, and so undertook the concentration of low grade taconites, from which he hoped to produce commercial ore. Mesabi Iron Co., organized in 1919, actually did produce merchantable sinter from taconites in 1922. The enterprise did not prove commercial at the time, as cost of production was high and the surplus of iron ore in the Lake Superior District already contributed to a low market price, but this same property has since been developed by Reserve Mining Co. The work done by Jackling had much to do with the success of this later venture. Iron ore was first discovered on the Marquette Range in Michigan in 1845. The first ore from this range came from the old Jackson mine in Negaunee in 1848. During these early years this property and others on the Marquette produced limited tonnages for transportation to Lower Lakes and for consumption by charcoal furnaces in the area, where a plentiful supply of hardwoods furnished the charcoal for iron smelting. The Marquette and other ranges tributary to Lake Superior did not produce much ore for transportation to Lower Lakes until the locks at Sault Ste. Marie were constructed, but from the time the first lock at the "Soo" was completed in 1855 these ores were transported through the locks to consumer centers in the East. The Marquette Range has a history of continuous production from 1848 to the present day. In 1877 the Menominee Range was discovered at the location of the old Penn Mines near Vulcan, Mich. There were further discoveries of ore on the old Menominee Range and at Florence, Wis., in 1880 and at Iron River and Crystal Falls, Mich., in 1882. Penn Mines continued in operation from the date of their discovery until they were finally exhausted by Pickands-Mather in 1945, but operations still continue on the Menominee in the Crystal Falls and Iron River districts. Ore is shipped to a lake port at Escanaba, Mich.

Aluminum-base alloys containing small amounts of copper and magnesium possess but ordinary physical properties as sand cast, but may be treated to give a remarkable range of tensile values and of Brinell hardness. The high-copper (4.5 per cent.) duralumins must be given a protracted treatment which in nature resembles the malleableizing of white cast iron; the low-copper (2.25 per cent.) duralumins develop an excellent combination of strength and ductility with a treatment which requires a maximum of 5 hr. to be completed. THE wrought alloys of aluminum with small amounts of copper and of magnesium have, with the development of the automotive and aircraft industries, sprung into prominence through the medium of duralumin; but the cast alloys remained in the background because their possibilities in the heat-treated condition were either not recognized or not fully investigated. In 1919, the Bureau of Standards published a preliminary survey1 of this field, which pointed out that, in general, the ultimate strength and the percentage of elongation of the alloys of aluminum with and without magnesium could be improved by so simple a treatment as heating to 932° F. (500° C.) for 2 hr., cooling in, air, and aging at room temperature for several days. British investigators, too, working with chill-cast material, found that " considerable improvement in the mechanical properties of copper-aluminum alloys' may be obtained from suitable heat treatment applied to castings."2 Jeffries and Gibson3 made the first contribution to the literature dealing exclusively with the heat treatment of sand-cast aluminum-base alloys, describing the effect of small additions or of combinations of copper, magnesium, and iron on the response to a short heat treatment comprising heating at 932° F. in a

DURING the course of an investigation of the plastic flow of aluminum aircraft sheet under combined loads, several problems arose in which analyses of the conditions leading to unstable plastic flow were needed. In order to provide these analyses, and in the hope of attaining a better understanding of the general problem of unstable plastic flow, the present study was undertaken. It is well known that unstable plastic flow is associated with a form of mechanical instability frequently observed during the plastic deformation of ductile metals. This instability is characterized by the fact that, at its onset, plastic straining will proceed at a constant magnitude of the externally applied forces. It is further typical that the resulting unstable flow is generally accompanied by the formation of a neck, a local bulging, or some other form of heterogeneous deformation. Perhaps the most familiar example of unstable plastic flow to the metallurgist is the formation of the neck in the ordinary tension test. It is well known that in this test most metals exhibit a maximum in the externally applied load, followed by the process commonly referred to. as "necking down." Instability in the simple tension test has been frequently discussed and numerous investigators 1,2.3,12 have derived the criterion for instability in terms of a critical rate of strain hardening. It is the purpose of the present study to extend the criterion for unstable flow to the more general case where the body undergoing flow is subjected to combined loads. It is hoped that the problems considered will provide a more consistent picture of the general features of this important form of mechanical instability. The most practical implications of instability in plastic flow arise in connection with sheet metal forming operations. In the formation of a great many sheet metal parts, the deformations are produced primarily by stretching. If the conditions which lead to unstable flow are fulfilled in such a formation, and if the resultant instability leads to a pronounced localization of flow, then the useful limit of ductility of the material will have been reached. It is also essential that the effects of instability be taken into consideration in any study of the plastic flow and rupture of metals under combined stresses. In general, when unstable plastic flow is initiated, straining becomes localized, the geometry of the test specimen changes, and the state of stress in that portion of the specimen undergoing plastic flow is no longer under external control. MANY processes for cleaning coal that are in use depend primarily on physical properties of coal and refuse other than specific gravity and surface conditions relating to froth flotation. These properties are shape, coefficient of sliding friction, resilience, friability, magnetic susceptibility, and electrical conductivity. In many of these processes specific gravity does have some effect and many separators are designed to utilize more than one of the physical properties cited. Although the processes described herein do not have a widespread application, yet for specific coals and specific conditions, they are economically important. A problem confronting many coal-mining districts is the marketing of the slacks or screenings and dust passing the final sizing screens. Processes in commercial use installed primarily to increase the form value, and hence the market value, of these slacks and dusts include briquetting, packaging, and low-temperature carbonization. MECHANICAL PICKERS Machines utilizing shape, frictional resistance, and differences in resilience of coal and impurities are usually called mechanical pickers. They require a closely sized feed, therefore their use is confined to the pea, nut, and egg sizes. Various types of these devices are described by Berrisford, 1, 2 Taggart,3 and Peele.4 Shape In general, coal differs in shape from its accompanying dirt throughout the range of commercial sizes. Coal, breaking into roughly cubical particles, contains a greater number of axes that are approximately the same length than does the dirt. The latter, consisting of pieces of slate and shale and lenses of pyrite, is flatter in nature. Further, flat coal often has a dirty, slaty appearance, even though of high quality. Mechanical pickers known as flat pickers, or "flatters," are widely used in the Pennsylvania anthracite region to remove flat coal .from the final clean coal. This practice greatly improves the appearance of the final market product. Flat pickers for removing impurities or flat coal ("flats") are usually installed on shaker screens, shaking conveyors, and chutes. In Fig. 1 three
