This research report was produced in response to the release of the Mineral and Petroleum Royalty Bill. It involved are view of the mineral investment environments of selected countries in order to form an opinion on the appropriateness and competitiveness of the proposed royalty structure for South Africa. Many emerging countries have recently attracted a significant share of foreign investment, as a direct result of changes in policy. These are, by implication, the least risky and most favourable destinations for the ?investment dollar?. The five most competitive countries, namely Chile, Argentina, Peru, Mexico and Brazil have been identified as succeeding with their policy visions of creating favourable domestic investment environments. The investment rules of these countries served as a basis for the compilation of a Competitive Investment Framework (CIF). This is a template of best practice against which other investment environments, such as that of South Africa, can be measured. The framework indicates that mineral royalties should ideally be no more than three per cent, demonstrating that the regime proposed in the Royalty Bill is out of step with international best practice. Mineral royalties can never be viewed in isolation and in the assessment of the rates proposed in the Royalty Bill, one must consider the total taxation package. Such assessment appears in Section 5 of this report, demonstrating that there is reason for concern if National Treasury were to impose the rates stipulated in the Royalty Bill. The alternatives, conclusion and recommendations of the review appear in Sections 9 and 10. These are the result of independent analysis and assessment of the fundamental principles. It is done through the application of a Competitive Investment Framework that avoids the highly subjective and emotional views that often accompany a process like this.

The tenth annual Mine Resale Evaluation was held in conjunction with the RMCMI 2001 convention at the Steamboat Springs Sheraton Resort, Steamboat Springs, Colorado June 23 through 26. The purpose of the mine rescue evaluation program is to provide an opportunity for mine rescue teams to learn new skills and improve their existing ones in a non-competitive environment. Several staged ?disaster? scenarios were held where the teams are called upon to exhibit their life saving abilities. The evaluators meanwhile are offering suggestions, both verbal and written, to help the teams better understand the situations presented them. This non-competitive environment allows the teams to work together and share their knowledge with fellow mine rescue teams providing everyone with a positive learning experience. Mine Rescue Chairman Bill Balaz, Balaz & Associates, was in charge of coordinating the events. Six teams consisting of seven to twelve members each (totaling 60 members) participated in the three-day event. Each ream was required to respond to direr different real-life scenarios plus a written general knowledge test daily. Cindy Burnham has assisted Bali, for a few years. Her responsibilities include grading all of the written tests. This year's tour professional evaluators included Art Seanz (Hazardous Ma¬terials) of Western Environmental Associates ; Guy Norton (Ropes), Guy Horton Rope Rescue; Mary Bailey (Medical), MBA Training and Morley Hense (Confined Space). Carolyn Durga, BHP Coal, also assisted in hazardous materials and medical scenarios. They each provided three different challenging mock situations per day per team. The teams had no prior knowledge of what the scenarios would be as details were provided only as they arrived. Ten volunteer victims added much drama and excitement to the event. Their realistic enactment, complete with false blood makeup and severed limbs, made for some very tense scenarios. The Mine Rescue Teams participating this year were BHP LaPlata, BHP Navjo, BHP San Juan, all from Farmington, New Mexico; Bridger Coal Co., Rock Springs, Wyoming; Sabine Mining, Longview, Texas; Solway Minerals, Green River, Wyoming and Western Energy Co., Colstrip, Montana. Many new friendships were made and much knowledge shared. A swap meet was held Saturday afternoon for the teams to exchange miscellaneous equipment, hats, shirts, etc. The trams were asked to evaluate the program and the evaluators. They responded with many positive suggestions that will help improve the upcoming events in the years to come. Culmination of the Mine Rescue program was a Tuesday morning awards breakfast where the teams were presented with trophies. Each member was also given a gold pin with the words Continuing Challenge - Ropes.' The pin was the first in a series that will be given over the next few years. The participating victims and evaluators were also commended for their outstanding efforts. Special signed "Victim" shirts were given to select volunteers. Sponsors for the Mine Rescue program were Flanders Electric Motors, Magnum Metals, Rocky Mountain Electric Motors, Sedona Consulting and Balaz & Associates. Many hours of volunteer tine and effort from various family members of participants helped make the 2001 event a huge success.

In order to ensure safe mining and reduce surface damage in shallow multiple-seam mining, the failure characteristics of interburden strata with different coal pillar offset distances between pillars in the upper and lower seams, the distribution characteristics of stress concentration in coal pillars, and the development characteristics of stratum cracks and subsidence were physically investigated and also using UDEC2D software. Meanwhile, the effect of different coal pillar offset distances on the stress concentration of coal pillars and development of stratum cracks were studied. Based on those results, a formula for safe mining and reducing surface damage was established, which provided a theoretical basis for safe and environmentally friendly mining in shallow multi-seams. According to the results of the study, the optimal coal pillar offset distance (the side-to-side horizontal distance of the upper and lower coal pillars) between the upper and lower coal seams was developed to reduce the stress concentration of coal pillars and surface damage. The results of this study have been applied in Ningtiaota coal mine and have achieved good results in safe and environmentally friendly mining.

This Bureau of Mines study identifies and examines the costs of Federal, State, and local environmental protection controls on domestic phosphate rock mining, The costs include the expenditures needed to comply with government regulations and the effects that these expenditures and regulations have on supply. The study analyzes costs of environmental impact assessments, air and water quality standards, reclamation laws, potential solid waste controls, and local government restrictions. In addition, an industry survey and the Bureau's Minerals Availability System (MAS) are used to evaluate land management policies that restrict access to phosphate resources, Conclusions drawn from these analyses confirm that (1) domestic phosphate mining has incurred substantial control costs and may be subject to significant new regulatory costs in the next several years, (2) certain environmental controls can discourage mining investment, (3) environmental policies governing land-use controls affect the disposition of sizable phosphate resources, and are key determinants in the development of those resources on the Federal do- main, and (4) environmental costs could diminish the competitiveness of domestic producers.

Infrastructure may be defined as anything necessary for the development and operation of a project, which is peripheral to the basic extraction, handling and processing of material. The objective of this project was to improve a driver's field of view for large trucks used in the mining industry. Rearward viewing was enhanced by improving the rear-view mirror designs. Rear vision was accomplished using a closed circuit television system. Views ahead,, to the right, and downward were obtained with a blind area viewer (BAV). The BAV is a unique combination of fresnel lenses housed in a shielded, environmentally protected enclosure that produces an image of the area in front of and downward 70° and to either side of the BAV 300. The improved visibility devices were evaluated by long-term, in-mine testing. The right Bide mirror (RSM) and BAV provide the greatest improvements for the least cost and are commercially available. Application of the RSM and BAV should achieve a reduction in accident potential and greater vehicle productivity by enlarging and improving the equipment operator's visibility and making priviously blind areas and hazardous situations detectable.

The year 1992 recorded unimpressive economic growth and uncertainties over what changes would occur for the financial market. Falling interest rates in the United States and elsewhere tended to exert a number of positive influences on financial markets and, indirectly, the mining and quarrying industry. The interest rate declines during 1992 were no exception. Lower rates prompted many investors to turn their attention to long-term investments such as stocks that offer potentially greater rates of return, causing large cash inflows into the equity market. Lower rates made it easier for businesses to finance growth and for consumers to finance the purchase of products businesses made. Also the rates enabled many companies to increase their health and profitability by refinancing their existing loans at lower rates. Falling interest rates were not confined to the United States. With Japan and Western Europe in the midst of economic slumps, marketing authorities in many countries overseas lowered rates in an effort to stimulate business activity. True to form, that contributed to stock market rallies abroad. Stabilizing inflation and lower interests stimulated the industry during 1992 and will likely influence favorably the industry for the next few years.

The characterization of platinum group minerals (PGMs) from concentrator flotation circuits provides valuable information towards understanding PGM recovery under given milling and flotation conditions. Additional mineralogical characterization also provides information on ore variability, which may affect recovery. Considering the low grades involved, automated scanning electron microscopy (SEM) characterization of PGMs has enabled relatively quick analyses, compared with older, time consuming and less accurate optical microscopy methods. Over the years, parameters, such as species, size distribution, liberation, gangue and base metal sulfide (BMS) associations, have been used to characterize the PGMs in a process mineralogical context, to aid metallurgical interpretation. This paper considers whether flotation indices determined for PGMs can be empirically validated, using initial results from analysis of PGMs in a concentrate bank from a South African concentrator treating UG2 ore from the western limb of the Bushveld Complex. The aim is to determine whether floatability is adequately described by these parameters, or whether other mineralogical factors must be considered when assessing PGM floatability, and hence accounting for recovery vs. losses to tails. The data obtained to date, show that flotation parameters (including liberation index, BMS/gangue relationships and size distribution) have merits where large changes in PGM concentration occur, as observed in the first four cells of the concentrate bank. Larger data sets, however, are required to assess floatability, particularly where concentrate cell grades are similar, as observed in the last six cells of the concentrate bank. Furthermore, the floatability indices could be enhanced by the incorporation of selected associated gangue mineral information, chief amongst these being the content and mode of occurrence of naturally floatable talc and associated orthopyroxene.

Solution mining projects are conducted through one or more boreholes which penetrate en ore body. Proper drilling, completion and maintenance of the boreholes, therefore, is essential to the success of any solution mining operation. Wells drilled for solution mining encounter problems quite similar to problems encountered by the petroleum industry in drilling, completing and maintaining wells for the production of oil, gas or water. Many of the services developed and much of the experience gained by the petroleum industry is applicable to solution mining wells. As in the petroleum industry, each individual wellbore and ore body in a solution mining project provides its own problems. These vary greatly from well to well, and it is not possible to set down data or outline programs that will apply to all wells. Instead, the design of the drilling, completion, production and maintenance programs should be worked out for each individual well. The purpose of this paper, then, is to generally describe materials, equipment and techniques available for these programs and to discuss the purpose and sequence of their use.

In the Si-C-0 system at temperatures of interest in process metallurgy there are four stable condensed phases—silicon, carbon, silica, and silicon carbide (Sic). Silicon melts at 1683oK1 and shows negligible solubility for carbon and oxygen at 1700°K. However, silicon dissolves approximately 1.5 at. pct C at 2500oK.2 Carbon in the form of graphite remains pure and dissolves negligible amount of silicon.' Directly charging limestone into slag in BOF is a newly emerging technique which broke through the traditional BOF slagging principle. It is necessary to study the decomposition behavior of limestone in converter slag during BOF steelmaking. FeOx, SiO2, MnOx and pre-melting slags were mixed with limestone according to different quality proportion to simulate the environment of limestone in converter slag. TG-DTA results indicated that slag with individual component, including FeOx, SiO2 and MnOx, all had obvious effects on reducing the decomposition temperature of limestone. Pre-melting slags with multiple components had further reducing effects than individual component. XRD results showed converter slag component would react with decomposition product of CaCO3 and generate solid solution or oxide, reducing the activity of CaO and the decomposition temperature of CaCO3.

W. E. RUDER, Schenectady, N. Y.-In 1913 I presented a paper before this society on Grain Growth, and at that time it seemed to me that the only explanation for grain growth was that of critical strain. I do not think I published the photographs at the time, but I made some experiments on the effect of stretching sheets of metal. This allowed for fairly accurate determinations of the amount of cold deformation, At the time I worked-with silicon steel because one could see the change in grain growth with the naked eye. I stretched about 10-samples from 0.5 per cent. to 10 per cent., and, after heating to 1,050° C., I found that the maximum grain growth occurred at about 2 ½ per cent. cold deformation. This I designated "the critical strain" for maximum grain growth. About a year ago I talked with Prof. Jeffries, who explained to me his ideas of grain growth. It occurred to me that it would be a very easy thing to check the strain hypothesis against the strain and temperature hypothesis, if we took a certain number of these strips, strained exactly alike and heated to different temperatures; in that case the maximum grain growth ought to appear at a different percentage of deformation for each temperature. These experiments showed that there was, as Mr. Jeffries shows in his present paper, a decrease in germinative temperature with increased cold deformation. The samples were stretched from ½ to 8 per cent. and heated for 10 hr. in hydrogen. Samples were introduced into a furnace previously heated to temperature. A maximum grain growth was obtained at 5 per cent. deformation, when heated to 750° C.; at 2 ½ per cent. when heated to 800' C.; at 1 1/4 per cent., if heated at 950°C.; and at 5/8 per cent.. when heated at 1,100° C. This shows very clearly that the germinative temperature decreases with the increase in cold deformation. The growth was very much more marked, however, at the high temperature, i.e., the grain grew more rapidly and attained a much larger size than at lower temperature. Titanium and Zirconium Industries Pty. Ltd. separates rutile and zircon from heavy mineral concentrate recovered from sand dunes on the east coast of North Stradbroke Island, Queensland. Separation plant feed is delivered to Dunwich, on the west coast, by a seven mile aerial ropeway traversing the island. Mining and concentration is effected by two floating dredge-concentrators now operating on the beach 31; miles from the aerial ropeway terminal. Heavy mineral concentrate is transported hydraulically from the dredges to the ropeway through a 6 in. pipeline. Six pumps in series deliver 24 ton/hr of dry solids in a pulp containing 13 per cent solids. For maximum economy the transfer pumping system is controlled deliberately to cause transportation in the zone of incipient settlement of solids, ieat velocities below the limit deposit velocity for the particular pipe diameter, pulp density, and specific gravity of solids. Automatic density control, based on a combination of power consumption and pipeline pressure, eliminates the danger of plugging the line but periodic flushing is necessary to remove gradual accumulation of solids in the bottom of the pipe. After 15 months operation the pipeline was descaled with hydrochloric acid to remove severe blistering with rust nodules, regrowth of which is now prevented by continuous injection of inhibitors. After transporting 100,000 tons of heavy mineral the average wear on the steel portion of the pipeline was 0·01 in. and indications are that wear on the asbestos cement portion is less.DESCRIPTION OF OPERATIONSGeographyTitanium & Zirconium Industries Pty. Properties of coal which are significant in relation to preparation for carbonization and conversion are reviewed, and existing coal preparation technology which has been used for production of cleaned coal of suitable ash content and petrographic composition for carbonisation, pyrolysis, hydrogenation and similar processes is described. Possibilities for application of this technology to some Australian coal seams is examined briefly. It is concluded that further survey work is required related to the optimization of selective crushing and concentrating operations, with the aim of maximizing production of quality products for carbonisation, etc mainly from Australian seams with only moderate coking characteristics.

Compositional data constitutes a special class of quantitative measurements involving parts of a whole. The sample space has an algebraic-geometric structure different from that of real-valued data. A subcomposition is a subset of all possible parts. When compositional data values include geographical locations, they are also regionalized variables. In the Earth sciences, geochemical analyses are a common form of regionalized compositional data. Ordinarily, there are measurements only at data locations. Geostatistics has proven to be the standard for spatial estimation of regionalized variables but, in general, the compositional character of the geochemical data has been ignored. This paper presents in detail an application of cokriging for the modelling of compositional data using a method that is consistent with the compositional character of the data. The uncertainty is evaluated by a Monte Carlo procedure. The method is illustrated for the contents of arsenic and iron in groundwaters in Bangladesh, which have the peculiarity of being measured in milligrams per litre, units for which the sum of all parts does not add to a constant. Practical results include maps of estimates of the geochemical elements in the original concentration units, as well as measures of uncertainty, such as the probability that the concentration may exceed a given threshold. Results indicate that probabilities of exceedance in previous studies of the same data are too low.

In recent years, U.S. regulatory agencies have placed emphasis on identifying and regulating asbestos dust exposures in the mining environment, with a particular focus upon industrial mineral deposits in which asbestos occurs as an accessory mineral. Because asbestos minerals form in specific geologic environments, only certain predictable types of industrial mineral deposits can potentially host asbestos mineralization. By applying a basic knowledge of asbestos geology, the costly and time consuming efforts of asbestos monitoring and analyses can be directed towards those mineral deposit types most likely to contain asbestos mineralogy, while saving efforts on the mineral deposits that are unlikely to contain asbestos. While the vast majority of industrial mineral deposits in the Western United States are asbestos-free, there are several types that can, in some instances, host asbestos mineralization, or be closely associated with it. These industrial mineral deposits include a few types of aggregate, dimension, and decorative stone, and some deposits of chromite-nickel, magnesite, nepheline syenite, olivine, rare earth elements, talc, vermiculite, and wollastonite.

The viability of treating certain forms of hazardous waste by direct electrolysis in molten oxides is under investigation. Secondary residue or waste mud produced in the course of chromate chemical production is the focus of attention in this study. The goal is to reduce the water soluble hexavalent chromium either to insoluble trivalent chromium or to chromium metal. Electrolysis tests have been conducted in a high temperature cell containing chromate sludge dissolved in an electrolyte composed of Al2O3, SiO2, CaO, and MgO. Oxygen production on a carbon-free anode has been confirmed.

As part of the Woodrow Wilson Replacement Bridge project several damaged wetland and environmental areas were to be mitigated. One of the mitigation projects consisted of constructing a Denil fish ladder around Peirce Mill Dam in Rock Creek National Park, Washington, D.C. The dam is a historic structure operated by the National Park Service. The fish ladder is located between the east abutment of the dam and Beach Drive, a major collector road. Construction of the fish ladder required removal of a portion of the east abutment and an excavation that extended about 22-ft below the pavement of Beach Ave. It was not possible to close Beach Drive except for very brief intervals or at night; therefore, a support of excavation system that would minimize disruption to the public was required. The high groundwater required that the groundwater be cut off prior to excavation; the random rubble and soil fill, and shallow but erratic rock surface precluded driving sheet piling. A jet grout system was selected because the grout probe could penetrate the rubble fill, stabilize a variety of soil conditions, and cut off the ground water prior to excavation. It was not possible to construct a stable wall without tiebacks or soil nails. Given the schedule and tight working conditions it was decided that soil nails through the jet grout wall facing would be the most cost effective method, as it did not reduce the working space as rakers would and would be more cost effective than prestressed tiebacks.

Curlisle: We're sitting in Don McLaughlin's office overlooking Sun Francisco Bay, and he's going to be good enough to talk about early days in California, maybe about his college years in Berkeley, maybe about his first jobs in mining. Now, Don, would you be good enough to start it off by saying something about George Hearst. I know he died before you were born, but you know a lot about the family, and you no doubt know a lot about him. Certainly, nobody in those days matched his record in getting hold of good mines. McLaughlin: George Hearst died, actually, in the very year that I was born, but as I more or less grew up in the home of Mrs. Phoebe Hearst, who was his widow, I heard a great deal about the mines and the people that made the great fortune she inherited and used so wisely. But I don't think I really had an appreciation of George Hearst until 1 became active in the mining world and realized how many major mines he had picked in the early days and how much he had to do with their development into successful properties. He started in the California gold fields, but it was on the Comstock that he made his first big stake out of his substantial share in the Ophir mine. I believe at that time he was on his own. Then, later, he became associated with Ben Ali Haggin and Lloyd Tevis in San Francisco, and scoured the West for them. They made a little money in Eureka, Nevada, and other places, but the first important property that he obtained for them was the famous Ontario Mine in Park City, which became one of the great silver lead producers of the Continent. Then later he acquired the Homestake.
