Taking the Presidential chair of the Australasian Institute of Mining Engineers, my first duty is to thank you for the high honour and position you have conferred on me. A position entailing the highest compliment the Institute could bestow on any of its members, and one which I feel my inability to properly fulfil, inasmuch, as you have men in your ranks of the highest scientific training residing on that great continent where the head quarters of the Institute is established, while my engagements here will not permit me leaving this colony but for a very limited period.About six years ago, during the time the mining boom was at its height, there came to this colony from England, Germany, and South Africa, several mining engineers, who in conjunction with the mining engineers here, formed an Institute which we soon found we were not able to maintain. The mining boom gradually died away, and many engineers have left the colony to find employment in other parts of the world. We made overtures to your Iqstitute to take us under your wing, which you were kind enough to do, and the outcome is that you have come over 1200 miles to hold a meeting in New Zealand. The paucity of members residing in this colony does not admit of a large attendance; but we heartily welcome you to our shores and hope you will enjoy a holiday visiting some of the principal mining centres and exchanging ideas, which not only improves our minds, and widens our field research, but also tends to lead to further economic improvements in the extraction of metals the earth contains...

A mining company for a period of 12 years bad been selling its ore to a certain smelting company for the purpose of obtaining a continuous and steady market for its ore and for the purpose on the part of the smelting company of obtaining a continuous and steady supply of ore for smelting; an agreement was entered into by which the mining company agreed to eell and the smelting company agreed to purcshase at ruling prices all the ore produced by the mining company of certain' stated grades, and to this end the mining company agreed to actively operate its mines. It is no longer the rule that a suit will not lie for the specific performance of a contract relating to personal property ; but the question for determination in such a case is whether the complainant has a plain, speedy and adequate and complete remedy at law, and if he has no such remedy, specific performance will be granted. In an action by a smelting company for the specific performance of a contract of sale it appeared that the ore produced by the mining company bad a peculiar value for smelt. i.ng purposes and was not readily obtainable elsewhere, and it would be practically impossible to measure the value for determining the loss the complainant would sustain· if the smelting company were not ,able ,to obtain the ore under the contract. It is comparatively simple for a court of equity to enforce the agreement as it pertains to the normal product of the mine and there is no plausible reason why a court may not require a performance on the part of the mining company where the mining company obligated it:Belf to operate all its mines. There is no delicate or complex condition involved in the production or delivery of the ore 'or in obtaining_ the stipulated prices agreed upon, and there is nothing apparent that will necessitate supervisory· control in requiring performance on the part of the mining company. A decree for specific perfoi:m,ance would require no supervision by the court either for the operation of the mines or for ascertaining and fixing the prices the mining company is to receive for its ore.

As part of the regeneration of the centre of Dublin, a multi-functional development is being constructed on the site of the historic Smithfield Fruit Market. The site is being developed in three phases, and includes one of the deepest basements (10m) constructed in Ireland to date. Until the recent improved economic climate, there has been little requirement for deep basements in Dublin, and this is the first to be constructed entirely within fluvio-glacial gravels and boulders. The difficult ground conditions led to the adoption of a diaphragm wall solution to ensure a watertight construction. Tie-back anchorages are utilised in the temporary case, and the wall is propped by floor slabs in the permanent case. Where required by high bedrock levels, the diaphragm wall is dowelled into limestone bedrock to ensure toe stability. The recorded lateral movement of the wall is significantly below that calculated by numerical analysis. Temporary bentonite cut-off walls were installed to divide the site into discrete sections. The basement was constructed as a tanked structure, and is subject to uplift water pressure. Passive tension minipiles provides an innovative alternative to the standard stressed anchorage solution. In a lagging economy where profits are tight, businesses cut costs. No revelation there. The mining industry, though, has always looked for ways to reduce production costs — no matter the state of the economy or commodity prices. The fact is, when planning a new mine or the expansion of an existing one, mining companies gamble that commodity prices will be reasonably high when a project comes onstream. It takes millions of dollars and several years to bring a mine into operation. And a lot can happen economically between the time management gives the go-ahead for a new project and its completion.

The Functional Performance Equation for Ball Milling” was first presented in 1988. It now has been used successfully in more than a dozen mineral processing plants. This powerful, yet simple tool provides a new level of understanding of closed circuit grinding. It shows how grinding circuit efficiency is in reality comprised of two distinct efficiencies. It demonstrates how circuit production rate is related, collectively, to these two efficiencies, mill energy input, and the grindability of the ore. It links circuit performance to design and operating variables that can be manipulated, and creates an effective strategy for making plant improvements. This paper covers the derivation and industrial validation of this equation. As part of an engineering and management system that also incorporates suitable metrics and process control, other operators can now use this tool to make improvements and to manage the performance of their grinding operations with clarity and confidence.

For more than a decade, changes have occurred each year that have improved the regulatory and business climate for mining in Alaska. These changes have taken place during Republican and Democratic governorships as well as when the state House of Representatives and Senate were controlled by either party. During some years, the changes have been relatively minor. In others, including the 2003 legislative session, the changes could only be characterized as massive. These improvements have encouraged exploration. This, in turn, has resulted in some major new discoveries. But Alaska is essentially unexplored and tremendous opportunities remain.

In recent years it has been more and more recognised that applied geology can be of service to the mining industry, and many mining companies overseas now have permanent geological staff as part of the operating organisation.Most of these companies insist that the geological department must pay for itself by the savings it can make in operating cost, and the growing use of the geologist is proof that such savings are made.The geological problems in every district are different, and a description of the problems and method of attack in a specified district is a useful addition to the literature of mining geology. Very few contributions, from the standpoint of the mining company geologist, have appeared in the Australian literature so that, although the operations of Bendigo Mines Limited are still in the development stage, and its geological work newly established, a description of the routine geological work at Bendigo should beof interest.Although most Bendigo mining companies have not employed permanent geologists, they have utilised geological guidance wherever possible, and a great body of data has grown up. Acknowledgment is made here to the valuable work of the Geological Survey of Victoria, especially the writings of E. J. Dunn, H. Herman, and H. S. Whitelaw, and the maps of Caleb Thomas and H. S. Whitelaw; and also to the work of independent investigators, notably Chief Geologist, Bendigo Mines Ltd.

Thank you, Tom, I appreciate that generous introduction - and your generous welcome. When Doris Finnie asked me to speak here today, my decision to join you couldn't have been easier - for two reasons. First, I can't say no to an opportunity to return to Steamboat Springs. My family has wonderful memories of skiing here. And this time of year, golf in the mountains is so good you almost don't miss the skiing. The second reason this was such an easy decision is that The Rocky Mountain Coal Mining Institute is such an important forum for the coal industry, and it's certainly important to Peabody. We have mines in five western states - Arizona, Colorado, Montana, New Mexico and Wyoming. Last year, our western mines produced more than 110 million tons of coal. That's about two-thirds of our total domestic production. So western states are obviously critical to us. A couple of weeks ago, the west became even more significant to Peabody. Of course, I'm speaking of PacifiCorp's planned acquisition of The Energy Group - including Peabody - announced the middle of this month. Admittedly, when I agreed to speak here - some months ago - I had no idea just how much change Peabody would face in this relatively brief period. Still, not knowing then about the PacifiCorp announcement, I chose change as the subject for this talk. I'll update you on our recent news. But, first I want to establish a broad context for the PacifiCorp/Energy Group announcement and other change in the electricity business, change here in the United States and all over the world. ? We'll see how change is driven by two major trends - privatization in emerging markets and deregulation in mature markets, In turn, those two trends will cause ever-increasing consolidation - in both the coal industry and the broader power industry. ? After outlining those trends, I'll discuss the change that will dramatically affect Peabody following the announcement a week ago that PacifiCorp and The Energy Group intend to join forces to create one of the world's largest international integrated energy companies - an event that adds considerable credibility to the prophesies I'll outline in my remarks today. ? Finally, I will discuss an issue that threatens our industry's future - and, indeed, the economic future of all Americans. That issue is the inappropriate response to the unproven possibility of global climate change. Let's set the stage for change. And let's begin with the first trend I mentioned - the trend to privatization in developing economies. What drives the trend to privatization? Economics. It's all about the supply and demand of capital. And the engine that drives the supply/demand ratio is growth in electricity demand - tremendous growth in demand in developing economies. The U.S. EIA projects worldwide growth in electricity demand at 63 percent between 1990 and 2010, most of it in developing countries. This strong growth means that a new 500 MW power plant will be needed every three and one-half days until the year 2010. Now, if we say that a 500 MW plant will cost about $500 million dollars, we're talking about a bill of about $1 billion dollars a week - through 2010. That voracious demand for capital drives the trend to privatization. It means countries in Eastern Europe and the former Soviet Union want to sell generating assets. And Asian countries - for example, India, Indonesia and the Philippines - want to find private investors to build power plants. Privatization already is well underway. In the future, it will grow, with countries in South America, Central America, and Africa joining the trend. Bottom line: The privatization trend means rich new opportunities for companies willing to think beyond "business as usual." Meanwhile, developed economies face a different but no less fundamental change. Western European countries, the United States and Australia face deregulation. Why does deregulation represent such a big change? Consider a few basic facts about the U.S. electricity market to see what a big change -

Fundamental principles of trend surface analysis are briefly reviewed. Recent analyses of several granite masses illustrate the method of estimating the quantitative regional composition and also variation trends. Mineralogi-cal, bulk chemical, and other quantitative variates can be employed. Such results should improve gravimetric surveys (etc.) relying on correction terms based upon estimated rock composition. For the first time realistic estimates of the mean composition of rock bodies can be made with the aid of trend components. Deviation maps hold promise for delimitation of disseminated mineralized areas. Deviations comprise residual "anomalies" after removal of trend components. In petrogenetic work such deviations have been shown to reflect local influences (e.g., contamination of magma by assimilation of xenoliths or country rocks of the envelope). Similarly, mineralization should be reflected as deviations standing out from background trends. Actual examples are given. Present results largely involved projection of data onto a horizontal plane, but if sufficient data are available use of three spatial coordinates increases accuracy for prediction in "unexposed" areas. Regression analysis shows that statistical correlations between variates for regionally distributed specimens are often strong (particularly with percentage data). Hence, in preliminary surveys more easily determined variates may sometimes be employed to gain first estimates of the distribution of components more economically significant. The sampling plan is of paramount importance. Unless a suitable sampling plan is devised and adhered to rigorously during collection of the samples, all subsequent analysis is liable to strong bias and to yield spurious estimates of the truth. For a wide variety of purposes it is becoming necessary to assess the quantitative composition and variability of rock masses and mineralized zones of various types. In petrology and petrography this is something of a break with tradition, because virtually all descriptions heretofore have been qualitative. Although vast amounts of qualitative data have been compiled, little is known about the quantitative behavior of rock components. However, if variability of rocks could be understood and expressed with sufficient accuracy, there would be considerable advantage to both economic and petrogenetic problems. For example, if, on the basis of a limited series of observations, the three-dimensional geometry of a disseminated orebody (or ore-bearing formation) could be predicted accurately, it would be possible to extrapolate with confidence the structure into unexposed areas. The following example based upon the geometry of an igneous cone sheet illustrates the point. The significant rock-unit gives outcrops at a number of points on the exposed surface ABCD (Fig. 1A). Study of n exposures may enable a geologist to predict that the rock-unit is circular in form and thus indicate where the unit can be expected in unexposed terrain. Such observations are made at sites with u, v coordinates, but, if subsurface information is available at sites with uvw coordinates, it will eventually become possible to predict accurately the three-dimensional form of the rock mass. Geologic rock masses or mineral deposits are not generally as regular and symmetrical in geometric form as the body illustrated in Fig. 1A. However, even where the broad limits of a major rock mass are known, a more acute problem arises in attempting to obtain detailed quantitative estimates of its internal variability; it is difficult to predict the variability of a mass from a limited number of observa-

From the observation of platinum wire marker movement in the oxidation of columbium at high lemperatures and low oxygen pressures, predonzinant cation diffusion in CbO, has been demonstrated. The Cu,0 molecule was used as an oxidizing species to study the nature of the porous scale and the location of the reduction site in the oxidation of colum-bium. The Cb205 scale contains microporosity and forms by alternate ionic diffusional growth and fracture. The oxidation of columbium at high temperatures and very low po, results in a relatively compact and protective Cb205 layer. THE observation of marker movements during oxidation is one means for the identification of the mobile ionic species in an oxide lattice. Previous marker experiments in the oxidation of columbium have all resulted in the markers being found on the outside surface of the Cbz05 scale. The Cr203 powder markers of Klopp et a1.,' the gold film marker of Kofstad and ~jijllesdal,' and the platinum wire marker of Cathcart et a1 .3 were found at the oxide/gas interface for oxidation temperatures ranging from 450" to 120O0C. However, in all experiments relatively high oxygen pressures were used. As discussed by Mrowec, even the interpretation of marker experiments in simple scales containing only one compound is not without ambiguities. In brief, it can be said that a marker may be found almost anywhere in the scale layer if the metal oxidizes by cation diffusion through the scale; the position of the marker depends upon morphological happenings in the scale. When considering marker movement in a polyphase scale one must proceed with extreme caution. For example, in the past (and present) work markers have never been found at the columbium-scale interface, and one might infer that the oxygen ion is mobile in CbO and CbO,. However, only trace quantities of CbO and CbOz have been present on any of the specimens, so no firm statement is justified on this basis. Despite previous experimental work, considerable doubt still exists concerning the role of the oxides CbO and CbOz in the oxidation of columbium. The identification of the mobile ionic species in CbO and CbOz from the observation of platinum wire markers was one goal of the present investigation . The linear kinetics of columbium oxidation at high temperatures (T - 1000°C) suggests that the Cbz05 scales which form on columbium are porous. From mercury absorption measurements on a Cbz05 scale formed at 500"C, Aylmore et al.' reported a minimum volume fraction of connected voids equal to 0.15. While these scales often appear to be quite porous when viewed in metallographic cross section, they are so brittle that metallographic preparation is likely to exaggerate any porosity originally present. In this investigation, porosity developed during the oxidation of pure columbium and present at the high temperature was detected by oxidizing specimens in sealed evacuated capsules containing large compacts of mixed copper and CuzO powders. wooda has demonstrated that the CuzO, or (CuzO),, molecule is volatile and that oxygen is transferred by the CuzO molecule from a Cu/CuzO mixture to materials having a greater affinity for oxygen. For each molecule of CuzO that is reduced at a sink for oxygen, two atoms of copper are deposited. Quantitatively, essentially all of the oxidation carried out by a Cu-Cu20 compact results from a displacement reaction involving the CuzO molecule. When a metal which oxidizes to form a porous scale is exposed to the CuzO vapor, the CUZO molecules are reduced in the pores leaving a deposit of metallic copper to mark the site of the reduction. This technique has the rather unique advantage that any copper-coated pores found in the scale are unambiguously related to the reduction site in the growth of the scale under consideration. Pores or cracks which form in a msition*- external to the reduction site or which occur as a result of cooling or handling of the specimen will not exhibit the copper deposit. This circular presents results of a survey conducted by the Bureau of Mines to ascertain the extent to which dust-control practices are employed in the coal-mining industry. This survey was initiated because of increasing realization of the possible harmful effects of the inhalation of dust upon the health of coal-mine workers and the advent, during recent years, of new types of mining machinery and new mining methods that may have a direct effect upon the extent of exposure to airborne dust experienced by persons mining coal. Anthracite Mines The survey covered 169 anthracite mines that were operating from November 1, 1953, to July 1, 1954. It showed that large mines employing more than 100 men were doing most to control dust produced during mining.

A new approach to more reliably predict the Ni (and Fe, Mg) composition of Ni laterites was tested for RC samples from the (siliceous) oxide–style, Siberia North deposit, Kalgoorlie Nickel Project (KNP), in the north-eastern Yilgarn (WA) using partial least squares regression (PLSR) analysis of diffuse reflectance spectra over the 380 - 2500 nm wavelength range with a multi–element chemistry data set. PLSR cross-validation models were developed to predict FeO, MgO and Ni contents in composite samples with bulk composition limits of >0.08 wt per cent Ni and <6 wt per cent MgO. Calibration and validation models showed a strong, linear trend for predicting FeO and, to a lesser extent, Ni content, whereas PLSR models for predicting Mg content were less reliable. This reflected the prevailing mineralogy and associated element deportment within the oxide laterite profile. For example, Fe and Ni distribution is controlled by relatively few minerals, predominantly goethite and, to a lesser extent, the Fe3+-bearing smectite, nontronite. Magnesium is associated with a range of Mg-bearing minerals, some of which are compositionally complex (eg serpentine, talc, chlorite, smectite and carbonates). Magnesium chemistry alone does not reflect the varied mineralogy of samples with relatively high (5 - 6 wt per cent) MgO contents, which can be spectrally distinct. Hence, samples with similar Mg contents, though comprising Mg-bearing minerals with distinct reflectance spectra, were difficult to model (eg smectite versus Mg-carbonates). The findings of this study demonstrate that characterisation of Ni laterite composition may be achieved as part of routine logging of either drill chips or diamond drill core using PLSR analysis, but that a detailed understanding of the mineral-element association is essential for reliable predictive analysis. This has particular relevance to characterising the geometallurgy of Ni laterites, especially where deposits may be classed as the same type, but have distinct compositional and mineralogical differences.

This is the sixth in a series of reports on properties of commercial motor fuels, made in accordance with a cooperative agreement between the Cooperative Fuel Research (C.F.R.) Committee and the Bureau of Mines of the Department of the Interior. The first report gave data on motor gasolines sold during the winter of 1935-36.3/ The present report covers 54 brands of gasoline represented by 1,480 samples plus those from the Pacific Coast, which were averaged by the Pacific Coast Technical Group before being submitted and are published exactly as they were submitted. In some areas reports were received from 8 to 10 companies on the same brands of gasoline, whereas in other areas only one company reported on a brand. Thus, it can be seen that some of the data are more representative than others. The inclusion of data from several cities within some of the districts has improved the report by reducing the number of brands reported by only one company. Several changes have been made in the districts. A new district, Memphis, Tenn., has been formed to include Arkansas and western Tennessee. The Rocky Mountain areas have been divided into three sections. Salt Lake City and Denver form the Middle Rocky Mountain district; Laramie, Wyo., Idaho, Montana, and Spokane, Wash., are included in the North Rocky Mountain district, and Arizona, New Mexico, and El Paso, Tex., have been combined to represent the South Rocky Mountain district. The Cleveland district has been expanded to include Ohio an,"- Indiana. Eastern Pennsylvania, Maryland, and northern Virginia are included in the Washington (D. C.) district. The Atlanta district includes Georgia, South Carolina; Mississippi, and northern Florida.

The 1997 New Year’s Day Rogue River flood near Medford, Oregon, USA, entered historic channels, eroded a 150-foot-wide buffer, and captured an inactive gravel pond located within the channel migration zone. Channel redirection caused by pit captures threatened adjacent inactive gravel ponds. In response to this capture, a stakeholders group of concerned individuals and organizations was formed. This group ultimately developed a rehabilitation plan, which conformed to the Rogue River’s geomorphic trends. A two-dimensional model, FLO-2D, was used to evaluate channel splits, flood storage, backwater, and future conditions. Modeling results coupled with trend analysis were used to create a stable design where stream barbs, gravel redistribution, a channel outfall spillway, bendway weirs, bank reshaping, and revegetation were integrated into a single plan for a three-mile reach. The quick action by the stakeholders group averted further damage to the Rogue River system and surrounding environment. The project has preserved three miles of mainstem habitat, one mile of side channel habitat, and protected ten gravel ponds from pit capture.

Flawed mining studies have been major contributors to poor investment decisions in mining for many years, contributing to the long period of poor industry profitability. Most of the major mining houses have now adopted quite formal processes and quality standards for mining studies to reduce the potential for poor investment decisions in the future. Other organisations such as the World Bank also have specific requirements for particular types of studies, such as bankable studies. This increasing requirement for rigour and discipline means a highly structured and phased sequence of studies is now required along with the development and adoption of industry-wide standards in mine ventilation studies. New terms in the study process such as ?independent peer review? and ?hold and review? are assisting in this process. More traditional terms such as ?feasibility study? and ?pre-feasibility study? now have much more precise technical definitions. Specific standards for the ventilation components of the various phases of a mining study are proposed in this paper.

Production of Ferro-alloys through submerged electric arc furnace involves use of electric power as one of the major inputs. Hence the production by this power intensive process can be made economically more competitive if the specific power requirement for smelting each ton of the product is brought down. This becomes all the more necessary where the power cost is comparatively high, like in India. Since the day FACOR started production of Ferro Chrome in 1968, briquetted chromite fines along with lumpy ores were used as feed. Subsequently the increase in the proportion of briquettes and reduction in lumpy ore helped in increasing the use of chromite fines and also brought down the specific power requirement. Meantime FACOR had been closely watching the technical development of use of sintered pellets in Outokumpu and SRC Processes which need still lower specific power. But the high capital requirement for a pelletisation plant kept FACOR from introducing pellets feed to their Ferro chrome furnaces. So this was postponed to be adopted in future. In February 2004 in the ?1st Ferro-Alloys India?, a paper [1] was presented by Dr. Amit Chatterjee. In the questions period after the presentation of the paper there came up a discussion in which it was revealed that with the Indian high grade chrome ores it was not possible to make sufficiently strong pellets, unless a larger percentage of bentonite is used as binder. This is because the Indian high grade Chrome ores have different mineralogy of gangue content compared to low grade ores in Finland and South Africa. Higher usage of bentonite gives rise to higher slag volume and this would result in increased specific power. Since FACOR had plans to go in future for sintered pellets feed, this gave rise to a doubt on success of pelletisation for Indian high-grade chrome ores. This prompted FACOR to take up experimental production of sintered chromite pellets and use of the same in one of their existing furnaces for production of high carbon Ferro chrome. The results are encouraging and are summarized in the paper.
