"Since about 2002 there has been significant capital cost escalation, not inflation, in the mining industry causing turmoil for successful project completion. Project capital costs have more than doubled and some cases tripled in this time period. This has rendered many projects to be economically challenged and in some cases not viable. In addition higher than expected operating costs have further adversely affected project metrics such as NPV and IRR. Capital cost increases for projects have been widely reported globally. This current paper reviews three items. Firstly, why such capital increases and the various components that make up capital estimates. Secondly, it looks at reasons why preliminary estimates, for example at scoping and pre-feasibility level, have been lower than the ultimate constructed costs. Such increases and differences in estimates have caused major problems for mine builders and have led to a general nervousness on the part of those providing project finance. Thirdly, what discipline is needed in project execution in an attempt to mitigate such capital increases. The paper will hopefully give a better understanding of the various issues and factors involved for those in the mining industry.INTRODUCTION The years 2012 and 2013 were a turbulent time for the mining industry. The European economic crisis, politics, metal price volatility and a wave of changes of CEO´s in some of the major mining companies all contributed to a challenging couple of years. Two issues stood out. First, the huge increases reported in the capital costs of projects, where increases of 100% - 300% were not uncommon and in some cases exceeded that during the first decade of the 21st century. Second, company write downs related to takeovers during the boom and the stabilization/correction in commodity prices. These have led to great uncertainty, made it difficult (or impossible) to raise project financing costs, contributed to the changes at CEO level and placed many projects either on hold or cancelled altogether. It is commonplace now to read of companies talking of reduced capital expenditure and making a complete review of their projects and operations to contain costs."

The Bureau of Mines is involved in research directed toward the utilization of municipal solid waste. One of the primary objectives is the recycling of the magnetic fraction of municipal solid waste (raw refuse). This is consistent with one of the Bureau's goals, which is to minimize the requirements for mineral commodities by maximizing metals recovery from secondary domestic resources, In this investigation, cupola trials were made using combinations of refuse scrap with shredded automobile scrap under basic and acid slag practices. Furnace operating information and the behavior of alloying and tramp elements was obtained. The research showed that it is possible to utilize up to 60 percent refuse scrap in the cupola under basic practice and 30 percent under acid practice, Aluminum in refuse scrap, present in bimetallic cans, increased the recoveries of silicon and manganese charged to the cupola. Increased use of refuse scrap provided iron of lower sulfur. The alumina resulting from oxidation increased the slag volume. The aluminum and tin contents of the iron increased with increasing levels of refuse scrap in the charge. Lead was not a problem with respect to contamination of the iron. In basic practice, operation of the cupola was satisfactory since all slags were adequately fluid. In acid practice, operation became troublesome above the 45-percent level. Under both practices, the cupola iron melting rate decreased. Particulates in scrubber water and stack condensate samples contained lead, zinc, and tin, and the dust load increased. The tensile and transverse strengths of the iron produced under both practices are reported.

Many conventional structural analysis and design methods in current use are not appropriate for the mining industry. Two major reasons for this are that: • The economic life of a particular mine is limited, and • Much of the equipment and machinery used by the mining industry operates at relatively low speeds. Both of these factors can have significant cost implications if they are not properly accounted for during plant design. In particular, the often used practice of mitigating excessive vibration by adding mass to machinery supports is not only expensive but may worsen the vibration effects. Some of these problems, such as increased wear and tear, are not always easy to trace back to inappropriate design. This article focuses on vibration related issues and demonstrates that the mining sector has unique problems requiring unique solutions. Vibration: the basics Historic developments leading to current vibration design practices provide the key to why such practices are often inappropriate for the mining industry. To understand this, it is necessary to introduce some basic vibration theory. Consider a simply supported beam or foundation on which a vibrating machine is mounted. For analysis of the system's dynamic response, it may be viewed as a mass attached to a spring and a damper, such as the shock absorber of a car.

High-temperature X-ray diffraction techniques were used to determine thermal expansion coefficients of iron and its oxides. Lattice parameters of a and iron, wiistite, magnetite, hematite, and goethite were determined and plotted as a function of temperature. From these results, the true and mean linear thermal expansion coefficients were calculated. In the case of noncubic crystals, the expansion coefficients were determined along each of the crystallographic axes. The effect of the magnetic transformation on lattice parameter was measured for a iron and magnetite at their respective curie temperatures. COEFFICIENTS of expansion for iron and its oxides were determined from the temperature dependence of their lattice parameters. From these data, the true linear coefficients were derived by means of the formula: at =[(l/ao )(dao/dt)] [1] where at is the true linear coefficient of expansion, a, is the lattice parameter in angstrom units, and all variables are referred to the temperature, t, in OC. Thus the true expansion coefficient represents the instantaneous change in lattice parameter on a unit basis and at a particular temperature. A second expansion coefficient is also often used. There are several thousand remote stream crossing structures in the Tongass National Forest in need of removal. In 2007 thirty-three collapsing log bridges, log culverts, and metal culverts no longer in use were removed with explosives. Species of salmon, trout, char, and sculpin are present in the project area. Blasting overpressures may injure or kill fish in streams and ground vibrations can damage salmonid embryos in streambeds. Regulatory agencies offer guidelines with limits for blasting induced overpressures and vibrations. However, there has been no quantification of blast overpressures in shallow streams. Methods used to predict lethal levels for various blasting applications have not been completely validated. This research provides guidance for analyzing ground vibrations and water overpressures during blasting activities in or around fish streams.

IN many of the otherwise well established alloy phase diagrams the solidus curves (temperatures at which liquid first appears upon melting) have not been located accurately, chiefly because the experimental techniques that have been most popular for determining solidus temperatures have been both cumbersome and subject to large errors. C. E. Homer and H. Plummer1 have described a sensitive and at the same time a very simple technique for locating the solidus curves in a number of alloys of tin. Their method consists simply in noting the temperature at which a specimen of the alloy ruptures under the influence of a light bending force. Although this method is not new, it has been little used for this purpose in the past; nevertheless, it appears so attractive in its possibilities of speed, simplicity, and precision that the investigations presently to be described were undertaken to verify its merits. The redetermination of the solidus and eutectic temperatures of the lead-antimony system was employed as a medium 0f experimentation. New values obtained in this way are believed to be sufficiently precise to warrant a revision of the currently accepted lead-antimony phase diagram (Fig. I). Determinations of the solidus of the lead-rich lead-antimony alloy series have been published by R. S. Dean2 and by E. E. Schumacher and F. C. Nix.3 Their points are represented in Fig. I. In their work the solidus was not located at antimony concentrations greater than 2 per cent; the curve was presumed to meet the eutectic horizontal at an antimony concentration of about 2.5 per cent. In the present studies the solidus has been traced to 3.5 per cent, where the eutectic horizontal is intersected (Table I and Fig. I). Within the range investigated by Dean and by Schumacher and Nix the agreement with their values is good. H. Seltz and B. De Witt,4 on the basis of activity measurements, have calculated that the intersection of the solidus and the eutectic reaction horizontal should lie at 3.86 per cent of antimony. The following determinations of the eutectic temperature have been reported: Roland-Gosselin,5 228°C.; Ewen,6 228°C.; J. E. Stead,7 247°C.; Campbell,8 228°C.; W. Gontermann,9 245° to 252°C.; R. Loebe,10 245°C.; E. Heyn and 0. Bauer,11 245°C.; H. Endo,12 250°C.; R. S. Dean,2 249° to 258°C.; E. Abel, 0. Redlich, and J. Adler,13 245°C.; W. Broniewski and L. Sliwowski,14 250° to 252°C.; H. Seltz and B. De Witt,4 250°C. A temperature of 249°C- appears to have been generally accepted in recent years; it is the value most frequently obtained by the method of cooling curves. 1. It has been proposed that the addition of enough limestone to an open -hearth s lag to give a CaO-3P2O5 ratio of approximately 2-followed by SiO2 firing in an oxidizing atmosphere under the proper conditions of time and temperature will result in a clinker having a magnetic phase containing a preponderance of Mn, Fe, Al, and Mg as oxides and a nonmagnetic phase consisting for the most part of a phosphorus-containing dicalcium silicate. It has been postulated further that the metal oxide phase can be recovered by fine grinding and magnetic separation. These broad principles have been substantiated by numerous clinkering operations made in an electrically fired studio-type kiln, a batch rotary kiln, and a continuous rotary kiln and by magnetic separations made in a Davis -tube separator and a laboratory-size Jeffrey-Steffensen three -roll continuous separator. 2. Quenching the clinker after firing seems to improve its grindability. Microscopic examination of the ground clinker indicates .that the oxide phase grinds down at a somewhat faster rate than the silicate phase. 3. Very fine grinding is necessary to approach liberation, of the oxide phase from the silicate phase. Grinding to ininus-325-mesh, followed by magnetic separation, gave only a rougher concentrate, which had to be reground before final separation. 4. Although the manganese content of the final concentrate was higher, there was some evidence that manganese recovery was lower from a clinker made from a flush s lag than one made from a mixture of tap and flush slags. A possible explanation is that a clinker made from a mixture of slags has a higher iron content and hence is more magnetic and more easily separated.

At the WMC Resources Phosphate Hill operation, monitoring the quality of the ore delivered by the mine to the beneficiation plant is of prime importance to ensure the fertilizer is produced cost-effectively through the various stages of production and meets customer quality requirements. P2O5 and Fe2O3 are among the critical-to-quality elements. Fe2O3 is a key performance driver as it is an impurity that adversely impacts some of the chemical processes. The ore is supplied to the plant on a conveyor belt that is equipped with an automatic sampler. Increments are taken off the flowing ore stream at regular time intervals. A variographic experiment was conducted to investigate sampling strategies capable of estimating ore properties over a 12-hour shift to a nominated level of precision. The combination of individual increments into a shift composite was included among the strategies that were assessed. The experiment involved collecting data at regular time intervals and preparing variograms to characterise the feed-grade variability on the conveyor belt. Duplicates were also collected to assist in quantifying the precision of the subsampling stages of the sampling protocol and assay accuracy was monitored with matrix-matched standards. Various sampling schemes were evaluated by combining geostatistical techniques and the sampling theory of Pierre Gy. The following parameters were varied: the number of increments, the increment-size reduction leading to the composite, the masses of the subsequent sampling stages and the number of analytical determinations. This paper describes the planning of the variogram experiment, the various phases of data collection and the methodology used to process the data. It discusses the development of some of the sampling schemes that were considered.

A Good Product Range - So What! While in terms of water, waste management and environment protectrion, the Gippsland Basin may appear to have a good product range, what does this really mean? What it means is that, like any product range, the virtues of the product range must be sold and accepted by a majority of the public. The social, economic and environmental benefits of any enterprise using these products must be sold and accepted by the regional population. Many a budding entrepreneur has failed because he assumed that the public would accept his product, so good did it appear to be! However, we know that such an assumption must be avoided and that a great deal of time and effort needs to be invested in promoting and gaining acceptance of a product to ensure a long term and viable market.

The reducibility of three different manganese ores with coke was studied. The three ores were reduced to different extents under the same experimental conditions. The investigations showed that in the temperature range of 900-1000 ×C, Fe2O3 in the ore was reduced to metallic iron. MnO2 was reduced to Mn3O4 in all cases except one in which it was reduced to Mn2O3. The kinetics of reduction was controlled by different mechanisms in the different ores. Temperature had a significant influence on the reducibility of the ores.

Investigations reveal that the throughput difference between a perfect production day and the average is often on the order of 40%, and that bulk solids handling system deficiencies are the largest (>50%) class of lost opportunities. Root causes for underperformance of elements in material handling systems can often be traced back to the detailed design and even study-stage oversights. To reduce or eliminate bulk solids handling problems in an existing system requires an analysis of troublesome handling equipment – for example, a concentrate transfer chute that experiences plugging, poor flow to the furnace, unacceptable dust generation, and spillage. These problems often lead to significant maintenance costs related to downtime and personnel time. Understanding the cause and cost of flow issues is the first step in troubleshooting the problem. Next, measuring the material’s flow properties is critical to providing design data required to develop a comprehensive scientific solution. In the case of a new installation, the design data is required to properly design the system right first time and prevent flow problems from occurring so that the new equipment works correctly from start-up. This paper highlights the cost of material handling problems and discusses the best approach to evaluate material handling system deficiencies. A case study is given of how Anglo American's operation in Barro Alto Brazil enjoyed a 5-month payback from a bulk solid transfer chute debottleneck project. INTRODUCTION When operating a plant or designing a greenfield or brownfield operation, the intent is to have perfect production days (PPD) each and every day. Money is made by moving material through the plant in a controlled manner to produce the desired product. Mining operations and copper concentration processes are at the most basic level a practice in bulk solids handling (BSH). Unfortunately, many of the project planning steps are overlooked, particularly related to BSH. Investigations reveal that the throughput difference between a PPD and the actual average is often on the order of 40%, and that BSH system deficiencies are the largest (>50%) class of lost opportunities (Wellwood, 2017). Root causes for underperformance of elements in material handling systems can often be traced back to the detailed design and even study-stage oversights. BSH issues are essentially baked into the fabricated plant and left to operations to accept the deficiencies and deal with them for the life of the mine. These deficiencies then become part of the normal operation of the mine and plant.

The Bureau of Mines is often called upon to analyze the demand for various minerals and fuels and to make projections of the future demand. Because minerals and fuels are raw materials and because the demand for raw materials [pends] on the demand for finished goods, these projections are usually [conned] with derived demand rather than final demand. In order to obtain quick [d] reasonably accurate analyses of the demand for mineral commodities, the [reau] developed a method and has used it successfully (31).4 To illustrate the [thod], this report presents a full analysis of the demand for a mineral commodity with enough general theory to permit application of the method to any mineral. Sodium chloride (common table salt) was chosen as the subject of the analysis because the demand for it is less complicated5 and permits a simple application and clear presentation of the method.

In addition to fractures and joints, compositional factors and bedding influence the strength of clastic sedimentary rocks. Rock mass rating schemes must therefore consider all of these factors. In this paper, a rating scheme for clastic sediments based on geophysical measurements is described. Geo-physical logging allows an approximation of rock com-position to be obtained and an assessment of bedding frequency and laminations. Velocity measurements incorporate the effects of fracturing. The rating requires scores for the intact rock, bedding/cohesion, and defects. These are combined to yield a Geophysical Strata Rating (GSR). Determination of the GSR is objective and repeatable. GSR values are typically between 20 and 80 and can be related to the Coal Mine Roof Rating.

In Broken Hill, Northern Rhodesia, two water jacket lead furnaces have been in operation for the past three years. The furnaces were erected in war time, and only absolute essentials were procurable. The water for the jackets was obtained from wells adjacent to the works, in a dolomite formation. There being no water-softening plant, except a small one capable of treating water for the power plant only, this water was found to make a heavy scale in the jacket. During 1917 several jackets were burnt through, resulting in serious trouble and loss of output. In order to avoid this, furnaces were stopped twice a month for 8 hours and scale was removed as far as possible. In addition to the scale trouble during the summer months, a green slime grew in the supply tanks and occasionally became detached from the tank and collected in the cocks near the jackets. This caused risk to the jackets and was difficult to remove without a stoppage of the furnace. In 1918, bundles of wattle bark were placed in the hot well at the rate of one ton per month. These extracted the tannin and added from 0.5 to one part of tannin per 100,000 to the circulating water. The hot water was cooled over a brushwood cooling tower and returned to the supply tanks. The well water required to, make up the wastage was estimated at 40,000 gal per day.

In 1993 a detailed review of drill sample yuuluy was rouxluard through twin and triplet drill holes using open hole, crossover suhreverse circulation (RC) and diamond drill methods. Advances in face-sampling RC methods demanded a further review of the validity and reproducibility of drill sample data. A program was undertaken to drill three RC holes using the latest technology (new face- sampling bits, dust suppressers, cyclones and compressors). Volumetric and mass studies were undertaken to review sample recoveries. Modal analyses on indicator minerals were logged to interpret the relative degree of mineralisation. Ambiguities in the results were immediately apparent and the consensus was for follow-up twin diamond holes using HQ3 coring tubes. The most mineralised RC hole was selected for the first twin diamond hole. This RC hole (MS 313) encountered one intersection of >0.47 g/t; in contrast the diamond hole (MS 342) had nine intersections at > I g/t. Results at hand show definitively that face-sampling RC drilling is not acceptable as a method of exploration for gold deposits of the Woods Point type. Furthermore it is demonstrated that RC drilling should not be used for any type of exploration of high-grade gold vein deposits related to highly fractured or porous hostrock, or areas of previous mining activity. Methods are proposed for reviewing of rates of sample recovery, distribution and cross-contamination. Comparisons also show that in limited metreage reconnaissance drill programs, diamond drilling is more similar to percussion in per metre costs, than it is credited with, and always provides more bang for the Buck.

Tire costs represent one of the highest controllable costs in open-pit mining, accounting for approximately 10% of mining costs. Tire monitoring technology has evolved rapidly in recent years and is emerging as a viable tool for extending tire life and reducing costs. The majority of the major tire manufacturers and several independent companies are in various stages of developing monitoring systems that capture and store vital tire data. Previously this information had only been accessible when the vehicle passed a fixed point in the mine, or when mine personnel manually downloaded the data. Integrating this technology with a mine management system enables remote collection and management of trend and alarm data. Mine personnel can now monitor a tire?s health parameters at any time, anywhere on site, regardless of the vehicle?s location. Anomalous tire conditions can be detected early and corrective actions taken. This information can then be integrated with other major onboard systems, operating conditions, and geographical information. Tire monitoring no longer exists as a stand-alone technology, but has evolved into an important integrated tool for mine operators. This paper will review the current status and benefits of integrating this emerging technology with a real-time mine management system.
