The Resource Management Act 1991 (RMA) and the Crown Minerals Act 1991 (CMA) both came into force on 1 October 1991. The purpose behind RMA was to integrate the existing laws dealing with town and country planning, land subdivision, water and soil, minerals and energy resources, coastal management, air pollution and noise control into one omnibus Act. Originally, there was a section in RMA dealing with minerals. However, this section was taken out of RMA and a companion piece of legislation - namely CMA - was passed with RMA.

At least three hydroelectric tunnels constructed during the last decade through the lower Himalayan region in India have met with serious problems of supporting in squeezing ground conditions. Steel ribs under went intolerable deformations requiring rectification to provide space for concrete lining which delayed the projects inordinately. In an attempt to choose a rational method of predicting rock load, the authors have compared rock loads estimated from various classification systems and elasto-plastic theory with observed values. The deficiencies of the classification systems have been highlighted to show that the combination of elastoplastic theory and tunnel instrumentation programme provides better guidelines for the design of tunnel supports in squeezing ground conditions.

Rare earth elements (REEs) and their compounds are essential in a multitude of mundane and sophisticated applications such as renewable energy technologies, catalysts, medicine, and defense applications. The global supply deficit could be attributed to the destabilization of REE market that has, as a result, incentivized indigenous production of REEs. Cost-effective and environmentally benign opportunities are being explored for the production of REEs from non-conventional mineral sources including coal and coal by-products to stabilize the supply chain. Coal from Healy coal mine and Wishbone Hill deposits in Alaska have been quantified for REEs and were found to possess elevated total REE concentrations as compared to world average levels (60– 70 ppm). The objective of the study was to concentrate the REEs in the froth phase by froth-flotation of the fine size fraction (< 75 μm). A Box-Behnken design of experiment was employed to ascertain the main and interaction effects of operational parameters on response variable by analyzing 3D response surfaces. Experiments were carried out to maximize REE recovery and concentration by modeling and optimization of three operating variables (frother dosage, pulp density (% solids), and collector dosage). Based on the results, the optimum flotation conditions for maximum recovery at an elevated concentration of REEs in the froth fraction was obtained at 4.2% solids and 32.7 ppm of frother dosage for Healy sample and 10% solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic relationship between the input and response variable was found to be independent of collector dosage suggesting good surface hydrophobicity and floatability of the two coal samples.

Remote control is usually associated with deep mine, continuous mining machines. This is because thin-seam operation precludes an onboard operator&apos;s compartment or the mine has approval to conduct extended cut mining. Using a tethered or radio-linked control box, the remote operator is typically situated 3 to 15 m (10 to 50 ft) from the working face. The operator receives direct operational cues through senses like vision, hearing and feel. Remote control is sometimes touted as a safety feature. However, this is not always true, as operators are not provided protection from roof and rib falls or being crushed between the machine and a rib. Remote control operators are also left exposed to dust and noise. Teleoperation described here is the computer-based, distant control of mining machinery from a protected operator compartment located out of the line-of-sight from the operational site. Video, sound and other sensory information are gathered through sensors and electronically transmitted to and displayed at the operator&apos;s location. The teleoperator responds to the information and makes decisions that are initiated by control devices (usually switches). These control commands are then electronically transmitted to the re¬mote machinery and the appropriate machine function(s) are carried out. Teleoperation increases the safety of mining machine operators as it removes them from the immediate vicinity of hazards. The US Bureau of Mines&apos; involvement with teleoperation dates back to 1979. Following feasibility studies, a highwall milling system (HMS) was developed and tested. A deep, thin-seam, room-and-pillar system (TSRPS) has been designed and is currently being surface tested.

ABSTRACT Sooner or later, every producing mine faces the question of fill. This paper invites consideration of mill tailings as an economical, efficient, and quantitatively adequate source of such fill. Some of the advantages, disadvantages, methods of utilization, and methods of treating mill tailings for sand recovery are covered. ADVANTAGES AND DISADVANTAGES OF SAND FILL DISREGARDING economic com-promise, that material which supports the greatest applied load with the least compression is the best choice for fill. Table I, reproduced from U. S. Bureau of Mines Bulletin 60, is offered as evidence of the adequacy of hydraulically placed sand. Table II gives the results of tests made in an effort to determine the reason for the difference between load hearing qualities of dry-placed and hydraulically-placed sand. From these, it would appear that hydraulic placing gives a denser initial packing, with corresponding higher, and faster development of, load bearing qualities. Assuming this to be true, then if sand from mill tailings can be placed underground economically, it is the superior fill material. Table III summarizes cost data available. The most cursory glance through the available references (2, 5, 6, 7, 8, 9) will show .that the major benefit from the adoption of sand fill is a decrease in the non-productive fill ?cycle of a working place. This, it is estimated, increases the output of an individual stope by from 25 to 50 per cent. The advantage of reducing the number of required working places for a constant daily production is obvious.

The sulphide ores of the principal lodes of the Boulder Mines are mainly composed of a schistose guess with a varying proportion of silica and lime, containing tellurides of gold, silver and mercury, associated with iron pyrites. "INTRODUCTION The Rodessa oil field in Marion and Cass Counties, Tex., Miller County, Ark., and Caddo Parish, La., was discovered in August 1930, when a well drilled to a depth of 5,506 feet in Caddo Parish, close to the surface trace of the Rodessa fault, produced gas in commercial quantities. During the next 5 years 21 gas wells were drilled, and a large reserve of natural gas was developed in the high part of the Rodessa structure underlying the Massive Anhydrite member of the Glen Rose formation.In July 1935 oil was discovered on the flank of the structure when a well drilled to 6,048 feet also in Caddo Parish, was completed as an oil well. The discovery of oil in the Rodessa structure initiated art intensive development program of more than usual interest to geologists, engineers, and operators in the petroleum and natural-gas industry. The complex nature of the different reservoirs, the large volume of ""free"" gas under high pressures and temperatures in the upper part of the reservoirs, and the high gas:oil ratios of some of the wells during the early production of oil presented many problems the solution of which taxed the ingenuity of those responsible for the development and exploitation of the Rodessa field.Early waste of gas and resultant dissipation of reservoir energy led to State intervention, which brought about effective regulation of the quantity of gas blown to the air. Oil production from wells producing more than 2.000 cubic feet of gas per barrel of oil was restricted, and oil allowables generally were based equally upon acreage and upon reservoir pressures. Consequently, oil-production statistics of the field are closely associated with gas:oil ratios and reservoir pressures.The primary object of this report is to present factual and statistical data on well performance in the Rodessa field and to show established trends under certain operating methods and practices in high-pressure gaseous reservoirs, which have been carefully developed and outlined by modern technique and exploited under close engineering supervision.The large size of the Rodessa field, it’s fairly well defined gas caps, and a somewhat definite water table in a part- of the oil- and gas-producing region are of special interest and importance in a study of the fluid and energy relationships in reservoirs. Consequently, the results of much of the authors' work in collecting and compiling date are presented in the form of tables, maps and cross sections to show the relative thicknesses of the different oil-and gas-producing members and their permeability and porosity relationships, and, when possible, the variations in stratigraphy are exhibited in cross sections. Results of a detailed analysis of cores from a number of wells also are presented in tabular and graphic form."

Results of a complex three-seam interaction analysis in a western U.S. coal mine are presented. The physical situation simulated by the models represents the development of a set of entries underneath two previously mined seams with all three seams in proximity to each other. The layout and the geometry of the remnant pillars in the upper seams were nonuniform and not always directly superimposed over each other, creating a very challenging modeling problem. The U.S. Bureau of Mines&apos; MULSIM/PC computer code was upgraded and enhanced to perform the required three-seam interaction calculations. Analysis was limited to simple linear-elastic assumptions as only peak stresses were required. Results clearly indicated that stress concentrations in the lower seam increased approximately 100 percent when compared to cases simulating no extraction in the two upper seams. These stress concentrations generally occurred in zones directly below points of highest abutment pressures in the upper seams. Overall, the model results compared favorably with actual documented observed behavior where roof failures were known to have occurred.

The U.S. Bureau of Mines conducted a laboratory investigation designed to evaluate the stress and deformation characteristics of fully grouted roof bolts subjected to various magnitudes of end loadings. The experiment and subsequent analysis were completed, utilizing axial deformation data obtained -ultrasonically from forty-one 4-ft, grade 40 roof bolts, with a total of 132 measurement locations along the lengths of the bolts. The ultrasonic measurement instrumentation used in this investigation allowed for elongation measurements without requiring extensive bolt modifications. The results indicate that approximately 39 pct o{ the applied end load dissipated within the first 3.4 in of the bolts. However, only 3 pct of the applied load was realized beyond 28 in of the grout column. Data are presented individually for every 6-in increment of bolt length, and analysis was performed using statistical, nonlinear equations developed for 5,000 and 8,000 lb loading conditions.

Sulphuric acid pressure leaching is the process of choice to recover nickel and cobalt from laterites with variable iron and magnesium contents. The latter influences the acidity levels required for effective leaching of nickel and cobalt, and during leaching, iron is rejected in-situ as hematite. Classical solid/liquid separation is performed via a CCD circuit, the performance of which depends upon the size and shape of precipitated particles. In this paper, precipitates obtained by acid-leaching of various lateritic feeds at 270°C are characterized using SEM/EDX and laser particle size analysis. It is shown that as acidity increases, the shape of the precipitates gradually changes from platelets to spheres, thus improving the S/L separation properties of the residue. The use of hydrogen ion concentration “at temperature,” calculated from a speciation analysis, allows the explanation of this change of morphology independently of the type of the ore feed. The possibility of precipitating magnesium sulphate “at temperature” is also discussed. In order to take advantage of this precipitation for scale reduction (as has been proposed in the past) without compromising the residue quality, [H+] “at temperature” must be controlled within an optimum range.

Thallous chloride and cadmium metal were recovered from a thallium-cadmium concentrate by a method suited to the treatment of small batches. Differences in oxide solubility and control of pH were employed to separate the thallium and cadmium. The cadmium metal produced by zinc reduction analysed better than 99.95 per cent Cd and thallous chloride of high purity was precipitated from solution.

Mr Kapp&apos;s paper helps considerably to clarify the subsidence/mine geometry relationships in New South Wales. It is in the best tradition of the presentation of field investigations such as has built up internationalknowledge over the years.The Author has plotted in Fig. 10, the maximum subsidence developed over each of a number of panels of different width/depth ratios and concludes that the maximum possible subsidence over a super critical extractionarea is around 0.65 of the mining height and that this is reached with the critical width/depth ratio of extraction of around 1.5.Although, as Mr. Kapp says, the maximum possible subsidence in the UK can reach 90% of the seam thickness extracted the more usual figure for the first seam is up to 80%. It has also been found in the UK that with shallow workings such as those at Kemiro Coliery the critical width of extraction is 2.0 or more times the depth.

Alumina supported gold catalyst prepared by spray reaction method (spr) provides gold particle with about 20 nm of diameter. The gold particle size is larger than conventional gold catalysts. However, the spr catalyst shows higher catalytic activity for NO-CO reaction. In the present paper, we have discussed the local structures of spr-Au/Al2O3 catalyst by using Au L3-edge XANES spectra. In order to investigate the local structures of Au-sites, multiple scattering approach to XANES analysis was applied. Calculated Au L3-edge XANES spectra for fcc-Au and Au2O3 were in good agreement with the observed spectra. XANES spectra for spr-Au/Al2O3 were characterized by 4 types of Au sites (bulk, interface, surface and peripheral). In this case, almost all gold sites (> 90 %) are bulk site. The other sites are less than 10 % of gold particle. However, the experimental and the calculated results of Au L3-edge XANES spectra for spr-Au/Al2O3 require about 30 % of gold oxide or hydroxide. Bulk of Al2O3 contains a certain number of gold nano-particles, which was incorporated in the bulk Al2O3 support. In the interface area, gold oxide forms a few layers. This result was also supported by DV-Xa electronic structure calculations. The comparison of the catalytic activities of the spray catalysts and the impregnation catalyst for the NO-CO reactions imply synergy effects between gold nano-particles and alumina support.

A series of dilute solid solutions of a1uminum and silicon in copper, in powder -form, were internally oxidized, compacted, and extruded, to produce Cu-A12O3 and Cu-SiO2 alloys with 0.1 to 12 vol pct of oxide. Room-temperature tensile tests, creep-rupture tests from 450oto 850°C. conductivity measurements, and recrys-tallzzation studies were made. Oxide particle size and interparticle spacings were determined in an effort to relate the structure to measured strength values by means of known dispersion strengthening theories. The Citronen Zinc-Lead Project is one of the world?s largest undeveloped zinc-lead resources, containing more than 13 billion pounds of zinc and lead metal. The project is located in northern Greenland, a self-governed region of the Kingdom of Denmark (Figure 1). Citronen is the northern-most mine in the world, operating at a latitude of 83o 3? N. In excess of 67,000 meters of diamond drilling have been completed to delineate the resource. As of January 2012, the measured, indicated, and inferred reserves for the Citronen project totaled 70.8 million tonnes, consisting of 5.7% zinc + lead (3.5% zinc cut-off) (Ironbark, 2012). For the underground mine plan, room-and-pillar and long holestoping mining methods were selected. The beneficial application of structural fill was considered for increased recovery, efficient tailings disposal, and ground control. Three types of fill were compared - paste fill, cemented rock fill, and iced tailings. An environmental and economic feasibility study concluded that iced tailings was the preferred alternative provided it met the ground control requirements. Introduction The Mineral Resources Institute, The University of Alabama, has for the past three years been engaged in a program to develop a beneficiation system for eastern (Devonian) oil shales. One objective of that program was to evaluate advanced technologies for effecting a kerogen-mineral matter separation. Column flotation was among the advanced technologies selected for evaluation. Early in the program it was shown that column flotation was superior to conventional (mechanical) flotation and to the other advanced technologies being evaluated. The investigation then proceeded toward the further objective of defining the optimum operating conditions for column flotation. One observation made in the course of optimization testing was that introducing the feed into the froth (above the pulp-froth interface) resulted in an improved combination of concentrate grade and kerogen recovery. This observation was reported in a previous paper (Schultz and Bates, 1989). Because the practice of maintaining the pulp froth interface below the feed point is contrary to "conventional" practice, it was decided to subject the observation to a systematic series of tests. This paper describes a recent series of tests and the results that were obtained. Experimental equipment and procedure The arrangement of the column cell and auxiliary equipment for continuous flow testing is shown schematically in Fig. 1. The feed sump [O] is filled with a sufficient volume of prepared sample to permit a large number of tests to be performed (typically 12). Past experience has shown this is necessary to control sample variability and variability in the size distribution resulting from ultra fine grinding. The feed slurry is maintained at about 20% solids and is constantly recirculated and stirred. The sample is metered from the circulating pipe by a peristaltic pump [O]. The feed slurry is diluted with reagentized water [O] by a second peristaltic pump [O]. Wash water [O], also reagentized, is supplied through a third peristaltic pump [O]. While this feed system may seem unduly complex, it does permit users to independently vary either the wash water rate or the net solids content of the cell. In the tests reported here, the feed rate and net percent solids were constant at 12.5 gms/min. and 3.3%, respectively. Diluted feed enters the column through 6.35 mm-diam (0.25 in.-diam) copper tubing and is discharged upwardly at the center of the column. Tailings are discharged through flexible tubing that can be adjusted so as to control the position of the pulp-froth interface. The column is 76.2 mm-internal-diam (3 in.-internal-diam) and 1090 mm (43 in.) high. It is made from lucite tubing and is fitted with a 51-mm-diam (2-in.-diam) fritted glass air sparger having an average pore diameter of 50 µm. In performing a series of tests, the concentrate and tailing are allowed to discharge continuously. The system is allowed to equilibrate for 30 minutes after the pulp and froth reach operating levels. Concentrate and tailing samples are taken simultaneously for timed intervals (five to 15 minutes, depending on the volume of sample desired). After sampling, a change in operating conditions is made and the system is again allowed to equilibrate. The tests to determine the effect of the pulp-froth interface level were part of a larger series of tests in which the objective was to optimize the conditions for a rougher flotation stage in a two stage circuit. The sample used in this series of tests was an Alabama shale ground to d90 = 23.1 µm and d50 = 7.9 µm. The operating conditions remaining constant in this series of tests were as follows: Column height - 1600 mm (63 in.) Air sparser - 50 µm (average pore diameter) Spray water - 130 cc/min. Feed rate - 12.5 gm/min (0.4 oz per min) (dry solids) Percent solids - 3.3% Frother (Dowfroth 250) - 45 ppm The variable test conditions are tabulated in Table 1. Positions of the pulp level (pulp froth interface) and feed entry are presented as a percentage of column height (as measured from the face of the air sparser). The discovery of rhenium on the ion exchange resin used at the uraniun in-situ leach operations at Palangana, TX, led to a laborabory study of possible recovery methods. Rhenium was present in small amounts in the ammonium carbonate leach liquors as the perrhenate anion, ReO4-. It concentrated on the anion exchange resin, which was a factor of 10 more selective for rhenium than for uranium. Various elution systems were investigated for stripping the rhenium from the columns after the uranium had been eluted with chloride or nitrate solutions. Although the per-chlorate ion was most efficient on a molar basis, nitrate ion combined the benefits of efficiency and low cost. A 3N or stronger concentration of nitrate containing up to 0. 5N H + was found to be the system of choice. A rhenium sulfide concentrate containing up to 14010 Re was obtained from these effluents by hydrogen sulfide precipitation. Preliminary experiments were run to produce rhenium metal powder by oxidation of the concentrate to NH4ReO4 followed by hydrogen reduction at elevated temperature.

In this paper, the tribological and electrochemical corrosion properties of Al2O3/polymer nanocomposite coatings were studied using a micro-hardness test, a single-pass scratch test, an abrasive-wear test, and finally an electrochemical technique such as potentiodynamic polarization measurement, The coatings containing Al2O3 nanoparticles showed improvement in scratch and abrasive resistance compared with polymer coatings; this improvement is attributed to the dispersion hardening of Al2O3 nanoparticles in polymer coatings, Corrosion test results showed that the embedded Al2O3 nanoparticles in the polymer matrix do not sacrifice the corrosion resistance of the polymer itself.
