Introduction This paper attempts to summarize some of the major criticisms of drug testing. Eight problems with drug testing are discussed. These are: • It does not measure something employers have a reasonable need to know, • It is a distortion of priorities, • Drug use is not known to be associated with increased risk of occupational injuries, • Drug testing is proposed as a dangerously simplistic solution to poorly conceived problems, • In the absence of safeguards, it is unacceptably inaccurate, • In the absence of treatment commitments and confidentiality protection for persons dependent on drugs, it is an unethical practice of medicine, • Drug testing is an invasion of privacy, and • It will have a negative effect on treatment of persons with drug or alcohol dependencies. Employers' need to know It does not measure something employers have a reasonable need to know. It is reasonable for employers and fellow workers to want to know if workers are functionally impaired (intoxicated) while on the job. Drug testing does not measure impairment. It measures the concentration of drug metabolities in urine or blood. Unlike measurements of blood alcohol concentration (BAC), drug metabolites are not correlated with impairment or intoxication. They indicate only drug use in the one to two weeks before a urine sample. And, in some instances, they indicate chronic use. Impairment caused by drug use, on the other hand, occurs immediately and declines rapidly within hours. Drug metabolites may linger for days afterwards. Drug metabolite concentrations in urine are a function of (Morgan, 1984; Schartz and Hawks, 1985; MMWR, 1983): • the amount and purity of drug consumed before taking the test, • when the drug was consumed, • whether the person was a chronic user, in which case a certain amount of drug metabolites would be stored in body fat and slowly released, • the person's metabolic rate, and • for metabolites in urine, any dilution effects of urine. "Acid regeneration is a very important process step in each acid leach circuit. It is required to recover dissolved metals and HCl from spent leaching acid. Andritz Metals presents its recently commissioned spray roast pilot plant. The facility is now available for testing and demonstrating acid recovery or metal oxide production which is a requirement in several flow sheets under development for the mining and specialized oxides industries. Results from pilot test campaigns are reported here. We are currently focusing on a nickel ore leaching process, which requires both a feasible iron control and acid regeneration step. In addition, we disclose the results of a magnesium ore and aluminium recycling test campaign conducted in our pilot plant facility.INTRODUCTION Hydrochloric acid regeneration is widely used in the steel industry to regenerate spent pickle liquors into hydrochloric acid at a typical concentration of 18 wt.%. Andritz Metals (formerly known as Ruthner) has built more than 200 acid regeneration plants worldwide (Andritz Metals brochure). As technology leaders Andritz also has vast experience with specialty metal oxide plants, producing metal oxides such as aluminium oxide (Al2O3), magnesium oxide (MgO), nickel oxide (NiO), cobalt oxide (Co3O4) and mixed oxides from metal chloride solutions (Baerhold F., Lebl A., Starcevic J., 2006), (Jedlicka, H., n.d.), (Ruthner M.J., Krischner H., 1973), (Ruthner Ind. Planungs AG, 1967). Hydrochloric acid leach circuits have been developed and proven in the industry for many years. Examples of industrial applications are: synthetic rutile production (TiO2) (Walpole E.A., Winter J.D., 2002), Quebec Iron and Titanium’s UGS process (Patoine M.-C., De Mori A., Borowiec K., Coscia C., 2002), magnesium and potassium production (Priemer H., 1973) and Goro Nickel (Vahed A., Colton D.F., Duterque J.P., Karner W., Baerhold F., 2004), (Taylor A., 2013). One of the critical process steps in developing a hydrometallurgical process is acid regeneration, as it is an economic requirement to recover both the dissolved metals and acid (commonly HCl) from the spent leaching solution."

The history of the use of calcium aluminates in mining is discussed including a review of very rapid hardening concretes, anchoring using cement capsules and pumped ground control systems. Specific reference is made to the long term performance of highly abrasion resistant orepass lining in South Africa and the use of rapid hardening materials for a range of applications in Australian coal mine where water infiltration creates difficulties or where rapid repair or return to service is required. The topics covered in detail are, high strength abrasion resistant concretes with a 20 year, 30 million ton ore pass life. Rapid reinstatement of wet and worn roadways using mineral dewatering and rapid roadway rebuild solutions, all in I maintenance shift. The different applications are illustrated using examples from operating mines.

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonites to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath, 1986 and personal communication). These bentonites typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X¬ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. Process mineralogy focuses on the chemical components and mineral composition of ore, dissemination size of valuable minerals, the occurrence of valuable and detrimental elements as well as the behavior of each mineral in the process. Through determining process mineralogy parameters and analyzing the characteristics of minerals, the results of process mineralogy study can provide mineralogy data for making a reasonable mineral processing technology program and optimizing the process. A detailed process mineralogy study is carried out for a complex rare metal ore in this paper and the results show that niobium mainly exists in the form of ferrocolumbite as well as nioboaeschynite and zirconium primarily occurs as zircon. The valuable minerals including Th-nioboaeschynite, ferrocolumbite, zircon, etc. have the characteristics of fine dissemination size, wide size range, complex chemical composition and variable physical properties, which mean it is a refractory ore. According to the results of mineral composition of ore, chemical composition of minerals, dissemination size of minerals, magnetism ranges of minerals and the distribution of niobium and zirconium, the process of ?desliming-Nb-Zr bulk flotation? is designed for this ore and the niobium-zirconium bulk rough concentrate with the grade of Nb2O5 9.43%, ZrO2 24.95%, Ta2O5 0.36% and the recovery of Nb2O5 77.66%, ZrO2 76.70%, Ta2O5 75.13% to crude ore can be obtained in the whole process closed-circuit test.

Syntheses of Al-TiC-Al2O3 and Al-SiC-Al2O3 composites were obtained in situ by carbothermal reduction of mixtures of Al powder, TiO2 powder and activated carbon powders and Al powder, SiO2 powder and activated carbon powders. The reductions were carried out in a horizontal tube furnace under flow of inert gas. The standard Gibbs energy minimization method was used to calculate the equilibrium composition of the reacting species. The synthesized products were mixtures of aluminum reinforce with titanium carbide and alumina and aluminum reinforce with silicon carbide and alumina. The effect of the reaction temperature (1000 o C ? 1200 o C) and condition of precursors on the Al powder, TiO2 powder and activated carbon powders and Al powder, SiO2 powder and activated carbon powders were investigated using XRD and SEM method. The synthesized products showed those composites with aluminum matrix and titanium carbide and alumina as reinforced phases and aluminum matrix and silicon carbide and alumina as a reinforced phase was formed.

RESINS from a bituminous pitch, a bituminous coal, a lignite tar, a subbituminous pitch, and an electrode binder pitch wore investigated by the Bureau of Mines. The compositions of these resins were determined by four independent methods of structural detemination: (1) Molecular formula and ring analysis, including ring (2) infrared and ultraviolet spectra; (3) combined pyrolysis/gas chromatography, and (4) catalytic dehyrogenation followed by spectra and pyrolysis. The resin structure was correlated with coal structure, and it was concluded that pitch resins probably consist of essentially unaltered coal molecules carried over with the tar vapors in low-temperature carbonization.

"A study conducted at 22 operating mines in the southern African region indicated that each mine employs about five management and improvement methods with roots in the manufacturing industry. All respondents reported the implementation of cost-saving initiatives, whereas 80% of the mines are affected by restructuring. TQM, Six Sigma, BPM, and TOC were found to be the most prevalent manufacturing management and improvement methods used. A mechanistic vs systemic evaluation of the suitability of these methods to bring about positive change in the industry suggested that complex, ever-changing mining systems are better served by a systemic flow-based approach, which is embedded in methods such as TOC, JIT, TPS, and Lean Production. These methods, however, lack industry presence, possibly because they do not effectively deal with the unique challenges associated with the mining environment. It is argued that successful mining business management and improvement depends on management’s ability to deal effectively with mining industry-specific requirements, the integration of the geologymining- plant system, and the implementation of systemic flow-based principles in all aspects of mining. Considering the unique challenges associated with mining operations, attention is given to the applicability of the most commonly used manufacturing methodologies in the tactical, operational, and strategic environments. During production of a large quantity of steel, slag is produced at the same time. This paper chooses blast furnace slag (BFS) as the main material for the research. The purpose of the research is to explore its optimal physicochemical properties and the use of BFS in building stone field. The paper elaborates the experimentation process of producing glass-ceramics and presents the results. The results show that SiO2 content in BFS and amount of Cr2O3 and Fe2O3 added as nucleating agents have certain effect on the properties of glass-ceramics. The results also show that the exothermic peak temperature of base glass is the lowest when adding 20% SiO2 to the BFS, and 2% Cr2O3 and 3% Fe2O3 as nucleating agents, which makes easy crystallization and optimal properties of the glass-ceramics.

There is a growing interest in Magnetoelectric (ME) materials in view of both fundamental understanding and novel desirable applications. The application potential for multiferroic materials with the possibility of reversing the magnetization by applying an electric field (or vice versa) is quite promising especially in data storage application. The rare earth ortho-ferrites (REFeO3), such as NdFeO3, have been studied extensively in recent study in the context of discovery of magneto-electric (ME)/multiferroic nature materials. In this paper a potential high temperature recovery of rare earth elements in the form of REFeO3 from waste permanent magnets using direct oxidation in air was investigated. It was found that REFeO3 (NdFeO3) phase can be separated from the other oxide phases by thermal treatment of NdFeB magnet waste at 1100 °C in air atmosphere. The REFeO3 also found to have different physical characteristic (density) from the other layers and can be separated physically. This paper will include a proposed flowsheet to recover Nd as NdFeO3 through powder separation. The technique can be beneficial and favourable for RE recycling and recovery from waste permanent magnets.

Estimation of the axial side shear resistance of drilled shaft rock sockets is directly related to the unconfined compressive strength of the bedrock. Commonly, the mean unconfined compressive strength value is calculated from a range of laboratory test results and is used to estimate the side shear of the bedrock. This paper presents the results from a full scale axial load test performed on an 8.5-feet-diameter drilled shaft rock socket, and compares measured side shear values to estimated values for two different rock strata. Measured side shear values correlated well with the design value calculated for the "strong" rock stratum, but did not correlate well with the design value calculated for the "weak" rock stratum. The mean unconfined compressive strength was used to calculate the side shear in both strata, but review of the laboratory data indicates that this value may not have been appropriate for the weak stratum due to a large variation in the laboratory test results. Also included in this paper is a discussion of the subsurface conditions, the laboratory test results, and the methodology used to design the drilled shaft rock sockets for axial and lateral resistance.

Au/TiO2 catalysts were prepared by deposition-precipitation using NaOH (DPN) (~3 wt % Au) and urea (DPU) (~8 wt % Au), and calcined at various temperatures between 100 and 400 °C. They were characterized by UV-Visible, XANES, EXAFS and TEM. Their activity were tested in the reaction of CO oxidation at 5°C. After preparation, the gold species are in the oxidic state III. They begin to transform into metallic gold under air at ~100 °C for DPN and ~150 °C for DPU. At 200 °C, all the gold is metallic for the two preparation methods. The particle size increases from 1.5 to 3.5 nm with the calcination temperature. The catalytic activity for CO oxidation increases with the percentage of metallic gold, and it is maximum at 200°C for both types of samples. The activities (per mole of Au) are the same for the two types of catalysts. At higher temperatures, the catalytic activity drops. The decrease of activity is mainly due to a change of particle shape with the calcination temperature rather than to the increase of the particle size. At a calcination temperature of 200°C, the particles present small facets with rounded parts, and their outer surface contains a large proportion of low coordinated sites (steps and corners) while at high temperature of calcination, they are truncated octahedra with smooth facets.

The techno-economic and social benefits of cemented paste backfill (CPB) resulted in its wide acceptance by the mining industry. The Ordinary Portland Cement (OPC) remains the key binder but to diminish its economical constraints, suitability of alternate binders has been examined worldwide. The present study aimed to investigate the effect of partial replacement of OPC with fly ash on the CPB’s strength and to determine the most optimal mix to achieve the required strength (1 MPa at 28 days of curing) at the most cost-effective way using the Bayesian network (BN). The CPB mixes were prepared at 72 wt.% solid concentration with mill tailings (87–91%), OPC (6–13%), and fly ash (0–4%), and instantly after mixing, fresh (slump, bleeding, density) CPB properties were measured. The strength was tested at 7, 14, 28, and 56 days of curing and initially analysed through traditional model. The traditional models follow the aleatory principle and are considered not appropriate for geotechnical engineering. Hence, the BN model was developed and tested. The reliability of two classifiers in learning model structure was compared which gives Naïve Bayes as the highest reliable tool. The CPB’s strength is most sensitive to the OPC content. The most consistent mix(s) is mill tailings: 87–88%, OPC: 9–11%, fly ash: 1–4%. Adding fly ash at 89–91wt% mill tailings possesses high failure probability of the CPB. The collinearity test indicates that the fines percentage and chemical composition of CPB’s ingredients are highly correlated with its slump, bleeding, and strength development.

Installation of initial tunnel support is often the most uncertain element of work in the design of, and a contractor bidding on, construction of a rock tunnel. The risks the construction contractor and owner assume are delineated to a great extent in the technical specifications portion of the contract documents. It is intended that this paper identify current practices for specifying initial tunnel support and the impacts each case has on the assignment of risks associated with providing the initial tunnel support. Examples of recently completed tunnel designs are given.

In this study, a self-propagating high-temperature synthesis (SHS) and following acid leaching techniques were carried out to produce boron carbide (B4C) powder. First, B2O3 was obtained through calcinations of H3BO3 at 1073 K for 2 hours. Then, the glassy B2O3 obtained was crushed and sieved. In the SHS experiments, different amounts of B2O3, Mg and C black were used. The SHS product was obtained in the form of black, spongy solid. In the leaching step, the SHS product was leached in a HCl solution to eliminate the MgO and Mg3B2O6. The effect of acid concentration on the selective leaching was studied at different concentration range, solid/liquid (S/L) ratio, and temperature. The products obtained were characterized by using X-ray diffraction, chemical analysis and SEM techniques.

Spontaneous combustion is one of the most important safety issues in the global coal industry. It is considered to be a trigger for explosions in underground mines, especially for gassy mines. This thermal event is not easily detectable in the gob and sealed area. It is also a tough job to find the most likely hot point accurately. Admittedly, determination of the propensity for spontaneous combustion before mining activity should be a necessary step in the design of a mine and ventilation plan. However, due to the complexity of the chemical and physical properties of coal, spontaneous combustion has not been fully understood. According to a proximate analysis of coal, it is believed that sulfur and volatile matter in coal are the main intrinsic factors that cause the self-heating of coal. Their oxidation at lower temperatures than that of fixed carbon to initiate coal?s self-heating should be quantified. This study aims to improve the previous mathematical model developed by the authors for studying a coal?s propensity for spontaneous combustion. It enhances the model?s ability to consider the effects of sulfur, volatile matter and moisture content in the coal ? three important factors affecting a coal?s self-heating process. Based on the law of energy conservation, heat release rates for pyrite oxidation and moisture condensation are built into the model. Finally, the simulation results in terms of time versus temperature are calibrated with adiabatic testing data extracted from the literature for pyrite oxidation and moisture condensation, respectively. From the modeling results, it is found that the higher the pyrite content the coal contains and the more moisture that condenses in an environment with high relative humidity and initial temperature, the higher the potential for spontaneous combustion.

The paper discusses the improvements achieved after an external sparger flotation column, 1.42 m diameter by 9.5 m high, was installed as a re-recleaner unit at the Northam Platinum LtdÆs UG 2 plant in South Africa. The paper also evaluates the pilot plant data prior to the industrial size column installation as well as the accuracy of scale up from pilot to full-scale operation. Since the installation of the PrepQuip flotation column, the final concentrate upgrade ratio improved from 83 to 105, the 3PGM+Auå recovery improved from 79.7 per cent to 81 per cent and the Cr2O3 content in the final concentrate decreased from five per cent to 2.8 per cent. The upgrade ratio can be improved to 125 with an overall 3PGM+Au recovery of 80 per cent. Conventional mechanically agitated flotation cells achieved only 74 per cent recovery at an upgrade ratio of 125.

Electric arc furnace (EAF) dust from the steel industries is listed by the United Sates EPA as a hazardous waste under the regulations of the Resource Conservation and Recovery Act due to the presence of lead, cadmium and chromium. The disposal of the approximately 650,000 tons of EAF dust per year in the U.S. and Canada is an expensive and unresolved problem for the majority of steel companies. The Waelz process has been considered as the best process for treating EAF dust. A process model, combined thermodynamic modeling with heat transfer calculations, has been developed to simulate the chemical reactions, mass and heat transfer and heat balance in the kiln. The injection of air into the slag and the temperature profile along the kiln has been modeled. The effect of (CaO+MgO)/SiO2 on the solidus temperature of slag has been modeled also and discussed. Some optimizing results have been presented in this paper.
