And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations. "LET ME FIRST OF ALL thank you for sending this invitation to me to participate in this Annual Meeting of The Mining Society of Nova Scotia. As an engineer, although I don't get an opportunity to practice very much engineering these days, I am, of course, always pleased to be able to meet with my fellow engineers to exchange views, but I must admit that today I feel a little bit out of place in the midst of all the experts that are here today. Let me make one thing clear - I'm a generalist! Your program states that I am to make a keynote address. I have always thought that a keynote speech is one that says something that has not been said before - announces some new program or policy, or says something startling. I am sure you will understand when I tell you that keynote addresses are made by politicians and that civil servants speaking publicly are usually expected to give an account of what is, or what is likely, to happen as a result of policies that have been announced in keynote speeches by politicians. I am reminded of a statement by a distinguished parliamentarian who said, ""However exalted a civil servant may be, he is not above the elected officials."" So today I will confine myself to giving you an overview with particular emphasis on the development side of oil and gas. The theme of ""Oil and Gas"" is a topical one these days. I suppose it's because of all the copy that is being generated by the media on the U.S. energy crisis, the Mid-East situation, the fact that most of the world's proven oil reserves are in Arab hands and, of course, the accelerated exploration activity that is taking place in the North Sea, in the Arctic, and off the coast of Newfoundland and Nova Scotia."

Tunnel excavation using tunnel boring machines (TBMs), has become increasingly common in recent years, despite the fact that precise evaluation of certain risks have not kept pace with the use of these machines. One of the risks easily overlooked by Engineer and Contractor alike are the effects of abrasive ground on the costs and schedule of a given project. The impacts of worn and damaged TBM cutter heads have been observed on hundreds of tunnel projects around the world. It would appear that a reliable prognosis of the abrasiveness of soils on a project would be of great importance for designers, clients and contractors alike. Several well acknowledged test and prognosis methods already exist for rock, however there is only very limited knowledge available to describe the abrasiveness of soil and its impact on soft ground TBMs. This paper will examine approaches to this problem and suggest a new approach based on a current project undergoing design.

"Modern signal and power electronics made adjustable-speed AC drives technically feasible and reliable and economically attractive. Cycloconverters are discussed as a proven technology for mine hoists. \IntroductionUntil rather recent technical and commercial advances in power and signal electronics, DC motors were used almost exclusively for applications requiring continuously adjustable operating speeds and torques. More recently, the significantly higher efficiency and the accordingly lower operating costs of AC motors gained importance. An effective and efficient speed control of AC motors requires the control of AC voltage and frequency. Table 1 shows typical applications of adjustable-speed AC drives.CycloconvertersOf particular interest to the mining industry are cycloconverters for hoist drives. The cycloconverter represents by far the simplest, most efficient and most economical means of converting a constant-voltage, constant-frequency supply into an adjustable-voltage, adjustable-frequency supply as required for the speed control of AC drives operating in the frequency range to half of the utility frequency.Cycloconverters feeding synchronous motors or induction motors are ideally suited for slow-speed direct-coupled drives."

Sable Zinc Kabwe Limited ("Sable") is a base metal processing plant, two kilometres south of Kabwe Town in Central Province, Zambia. The region has a rich history in mining and minerals production, being a major lead and zinc producer from the 1900s up to the mid-1990s. In 2006, a copper plant was built at the Sable processing site to treat third-party copper and cobalt oxide ores and concentrates. The oxide leaching plant included whole ore leaching, solvent extraction and production of 8,000 tpa LME Grade A copper cathode. The plant was placed on care and maintenance in 2014, and Glencore Plc ("Glencore") took the opportunity to convert the plant using a minimal budget, to an Albion Process™ plant to treat local refractory copper concentrates unsuitable or uneconomic for smelting. The Albion Process™ plant comprises an M100 IsaMill™ operating in acidic conditions such that raffinate from the downstream process is recycled back to slurry the concentrate delivered to site thus maximising copper tenor in solution and reducing water consumption. The finely ground concentrate feeds an oxidative leaching plant using the existing stainless steel oxide leach reactors converted to Albion Process™ duty by fitting HyperSparge™ supersonic oxygen injectors and gas dispersing agitators. The leached slurry is then directed to the existing solid/liquid separation equipment, and the PLS is then sent to the existing SX/EW plant. The plant also allows for cobalt recovery from the raffinate. The plant was designed based on testwork on regional copper concentrates. The plant was designed to toll treat a range of concentrates, and so the design was flexible With the flexibility of the Albion Process™ being one of its distinct advantages, the plant was ideally suited for tolling regional concentrates. The plant was commissioned and ramped up in six weeks using low-grade Zambian copper concentrate, and produced exclusively LME Grade A copper with over 99% leach recovery in the Albion circuit. INTRODUCTION The Sable Zinc Kabwe Limited ("Sable") process plant is located 2 km south of Kabwe town and 140km north of Lusaka in Central Province, Zambia. In 1902, rich deposits of zinc and lead were discovered with mines and processing plants operating in and around the town until mid-1994. In 2000, the Kabwe Mine tailings dams were sold to Sable, a newly established company, as part of a purchase deal for other plots and facilities. Up until 2004, Sable produced zinc cathodes in an SX/EW plant treating wash plant tailing material. In 2004, Sable was acquired by the South African mining company Metorex Limited ("Metorex"), and in 2006 a copper/cobalt SX/EW plant was built to produce copper cathode from malachite ore supplied from the Democratic Republic of Congo. In 2011, Jinchuan Group International Resources Co. Ltd acquired Metorex and Sable was in turn sold to a subsidiary of Glencore Plc ("Glencore").

"Agnico Eagle Mines Limited (AEM) is a Canadian-based gold producer with operations in Canada, Finland and Mexico. In 2010, AEM produced its first gold bar in Nunavut, Canada as it started its Meadowbank operation. It is also in 2010 that AEM acquired the Meliadine property, which is located 25 Km North of Rankin Inlet, Nunavut, Canada. The Meliadine gold project is an advanced exploration and development project, comprising of workers camp, underground and open mines, a processing plant and all the services facilities and infrastructures required to sustain operation in a remote arctic environment.Pending formal board approval, production start-up is planned for Q3 2019 and the process flowsheet is based on an ore processing rate of 1.1 million dry tonnes per year (3,000 dry tonnes per day from underground mining) for the first three years, and 1.98 million dry tonnes per year (5,000 dry tonnes per day from both underground and open pit mining) for the remaining years at 92% process plant availability.To the end of 2015, more than 45 metallurgical test programs have been conducted on the Meliadine deposits. Based on the results of these programs, an optimal gold circuit was designed, comprising of crushing, grinding, gravity separation and cyanide leaching with a carbon-in-leach circuit (CIL), followed by cyanide destruction and filtration of the tails for dry stacking. The assumed gold recovery for the reserves averages 96.0% at a 7.44-g/t gold average mill feed grade."

At the Porce III Underground Powerhouse Complex in Colombia, the observational method (Peck, 1969), was used to provide information to an underground wedge and a 2D Finite Element Method numerical models, both used to estimate the mechanical behavior of the hoisting rock mass. The observation process consisted in collecting fault events in the field and in interpreting Multiple Point Borehole Extensometers and Surface Convergence Displacement Points readings. The calibrated models were employed to predict the behavior of the pillars formed between the machine and transformer caverns. The observational method is an important activity during excavation of large openings and provides arguments to understand the rock mass mechanical behavior.

Various reagents are added to flotation pulps to manipulate the chemical environment in order to create favourable conditions for the separation of the desired mineral from the unwanted gangue. Interactions occur between these reagents and between the other chemical parameters existing in the flotation pulp which complicate the elucidation of the behaviour of the respective reagents. This paper discusses the roles of the main classes of reagents added viz. collectors, frothers, depressants and activators, as well as the interactions between frothers and collectors. A case study reporting synergistic interactions between thiol collectors in the flotation of pyrite at pH = 4 is included. The use of Potassium n-butyl xanthate (PNBX) and a dithiocarbamate type collector (DTC) were tested both as pure collectors and as components in a collector mixture. In the batch flotation tests sulphur recovery and grade, water recovery, rate of recovery and image analysis of the surface froth were used to evaluate the effect of the mixture on the overall flotation performance. Bubble loading tests showed that the use of the mixture improved the efficiency of the particle collection process by bubbles. Thermochemical measurements of the adsorption of the collectors onto the mineral, indicated the formation of different surface products by the two collectors.

ASARCO LLC (Asarco) Hayden Copper smelter, in Hayden, Arizona, has operated continuously (except for minor labor and economic curtailments) since 1912. The current plant configuration comprises INCO flash smelting, Peirce Smith (P-S) converting and fire refining/anode casting. In order to comply with the U.S. Environmental Protection Agency (EPA) 1-hour National Ambient Air Quality Standards (NAAQS) for sulfur dioxide promulgated in June 2010, the Hayden smelter had to increase overall sulfur fixation from approximately 95 % to 99+ %, requiring a retrofit of the existing converter department and upgrade of associated emissions controls systems. The Converter Retrofit Project (CRP) involved replacing the five existing 13’ diameter Peirce-Smith converters (2 blowing, 2 hot standby) with three new 15’ diameter Peirce- Smith converters (1 blowing, 1 hot standby) to allow for more effective process gas capture using the existing acid plant contact section. Significant upgrades were made to the acid plant wet gas cleaning section and converter primary gas handling system to improve capture performance, reliability, and sludge handling. In addition, a new tertiary gas capture system was installed to further minimize fugitive emissions from the converter aisle. The existing furnace tapping ventilation ESP was replaced with a new baghouse to enable at least 50% SO2 removal using high-surface-area dry lime injection, which was also implemented on the existing converter secondary gas baghouse system. The first two converters and all gas handling system improvements were started up in April 2018, and the third converter was brought online in November 2018. This paper presents the regulatory context; genesis and rationale for CRP; detailed description of the project; challenges during commissioning; system improvements implemented, and design considerations made, and systems performance and process optimization achieved since startup.

The basis of this paper is a compilation of work in the design and construction of copper heap leach facilities, and interviews with various heap leach operations personnel in Chile and Peru. The purpose is not to highlight specific mines and their performance, but rather to discuss geotechnical/civil features of copper heap leach facilities that function well, as well as features that do not. During the 1990s several copper heap leach facilities were brought on-line in South America. Many of these facilities have now been operational for a number of years during which time the operators have been able to monitor the performance of their heaps. This paper serves as a compilation of operators? experiences, and provides a discussion of the lessons learnt over the past decade. Several key geotechnical issues are examined, focusing upon the integrity of the ore, drainage material and pipe network, along with the success of inter-lift liners. This conference provides a timely update of the original paper (Burkhalter et al, 2002).

It is convenient to have a consistent system of notation that will allow the representation of the entire range of complex stresses from hydrostatic compression to hydrostatic tension on plastic flow in a single diagram. Such a system is provided by making use of the fact that any complex stress system can be resolved into a hydrostatic tension or compression and a pure shear. Consider a stress system having the principal stresses This system can be resolved into a new system consisting of the three components and three pure shears. If Sm is positive, the net stress effect is hydrostatic tension; if it is negative, the effect is hydrostatic compression. In order to produce a systematic notation, a quantity that will be referred to as the "triaxial ratio" will be defined by the equation _ Sm Tr = Sm - Sm is given by Eq. The effects of alloy additions on the M, and A, temperatures of an Fe-22.5 pct Ni alloy have been determined. Increasing amounts of titanium, colum-bium, vanadium, and silicon raise and then lower M,while raising A, cmtinuously. Cobalt raises both M, and A,. Aluminum has little effect on Ms but raises A,. Chromium md nickel lower M, and A,. It is proposed that elements raise M, in accordance with their effect on the Ae3 temperature of iron until the lattice becomes stiffened against the shear transformation so that M, is then lowered. An anomaly, first pointed out by Zener,1 arises in steels when the addition of elements, such as molybdenum and tungsten, which raise the Ae3 temperature, also lower the M, temperature.2'3 During the development of a series of martensitic precipitation-hardening (maraging) steels, the effect of several elements on the transformation of austenite to martensite was studied. The results show that under suitable conditions several elements which raise Ae3 also raise the M, and A, temperatures. PREPARATION OF MATERIALS STUDIED A series of alloys was made in which cobalt, titanium, columbium, vanadium, silicon, aluminum, molybdenum, chromium, and nickel were added to an iron base containing 22.5 pct Ni. The compositions of the alloys prepared are given in Table I. The residual manganese contents of the heats were in the range of 0.030 to 0.35 pct, silicon 0.05 to 0.1 pct, carbon 0.0008 to 0.009 pct, and nitrogen from 0 to 0.004 uct. The allois were made as 50-lb induction heats starting with electro-iron and electro-nickel, melted in air to oxidize impurities. Additions of silico-manganese and ferro-silicon were made after which the power was turned off to allow the products of deoxidation to rise and be skimmed from the surface of the melt. The furnace chamber was pumped down to a pressure of 5 p and the charge was heated to 2900°F for the addition of other alloying elements. The heats were poured into five 10-lb ingots, making successive alloy additions to each. The ingots were soaked for 2 hr at 2300°F and hot-worked to 3/4-in.-diam bars. The 1100°c isothermal, sections of the V-Fe-Si, V-Co-Si, and V-Ni-Si systems were studied at silicon contents between 0 and 40 at. pct. The single-phase fields in the 30 and 50 at. pct Mn sections of the 1100°C tetrahedron of the V-'Wn-Fe-Si system were also determined. The direction of extension of the elongated O, R, D, and a-Mn Phase fields suggests that the stability of these phases is determined largely by the electron concentration. The peculiar shape of the above ternary a phase fields, as well as of the a phase fields in the V-;Mn-Si and Cr-MTZ-Si systems is accounted for on the assumption that in manganese-(iron-, coball-, nickel-) rich alloys silicon atoms do not exclude d electrons , while in alloys low in the above components they do. This assumption also leads to the expected electronconcentrations for q and ß-Mn phases formed by transition metals with aluminurn. In earlier work it was shown that in ternary alloy systems of transition elements the a a and certain other phases with complex structure, such as the p and R phases,3 form elongated phase fields extending in a direction corresponding to a constant electron concentration. Recently similar behavior was observed in manganese-rich ternary ß-Mn solid solutions with another transition element and with silicon, germanium, or tin,4 confirming earlier indications3 that ß-Mn is also an electron phase. The alloying behavior of silicon in these manganese-rich alloys sug- gested that the four outside electrons of silicon participate in the bonding and that the predominantly d-like bonding electrons are not excluded from the silicon sites. Presumably, some of the normally unoccupied 3d states associated with the silicon atoms are in these alloys lowered to the Fermi level;4 thus silicon behaves as if it, too, were a transition element. The manganese-rich boundary of the a phase in the V-Mn-Si system,4 as well as in the Cr-Mn-Si sys-tem,4,5 extends approximately parallel to the ß-Mn phase boundary, corresponding to the transition ele-mentlike behavior of silicon described above. However, at lower manganese contents (i.e., in the high-vanadium or -chromium region) the a phase field in both ternary systems mentioned extends in a direction roughly perpendicular to that of its manganese-rich boundary, a phenomenon that is apparently inconsistent with the behavior of silicon in the manganese-rich alloys. A similar, although somewhat less pronounced, extension of the a phase occurs also in the high-vanadium (low-iron) region of the V-Fe-Si system at 1175C, but reportedly not in the V-Co-Si or V-Ni-Si systems at the same temperature.5 The present work was undertaken to investigate in more detail the extension of the a phase (as well as of other electron phases that may be present) in the last three systems and to elucidate this phenomenon, which has not been satisfactorily explained previously. EXPERIMENTAL PROCEDURES Most of the alloys were melted in an arc furnace, using a water-cooled copper crucible under helium atmosphere. The transition metals were of better than 99.9 pct purity and the silicon used was 99.98 pct pure. Alloys containing less than 20 pct V were induction-melted in recrystallized alumina crucibles under argon atmosphere.

Blasting causes movement of the rock and can be detrimental to the accurate delineation of the ore and waste regions within the resulting muck pile. The consequences can be ore loss and dilution. However, ore loss and dilution can be minimized and significant increases in profit can be realized if the movement can be accurately measured. Various methods have been used to measure muck pile movement including poly-pipe, chain and sandbags but these have been either inaccurate or impractical. The Julius Kruttschnitt Mineral Research Centre, JKMRC, has developed an electronic blast movement monitor that provides accurate three-dimensional movement vectors following a production blast. From this information, the ore block boundaries in the blasted bench can be adjusted to compensate for the measured movement and then ore recovery can be optimised. Following initial development of the prototype technology, the JKMRC further developed and demonstrated the system in actual production blasts at an open pit gold mine operated by Placer Dome Inc.

Introduction In recent years - even months - the number of articles on computers has increased rapidly. One can hardly pick up a newspaper or magazine without seeing a computer-related article. The article usually explains how the computer will change our lives. Many of us have some concern about the nature and type of change. For most of us, though, the problem is lack of information and understanding about how computers work. In other words, how do we make cost-effective decisions about computers? This three-part series will explain, simply, what a microcomputer is, how it works, and how to decide if you need one. This first article will define terms and briefly discuss areas where computerization might be economic. The second article will discuss geology and mining applications. The third article will discuss plant, administrative, and geotechnical areas as well as the future of software development in the minerals industry. Terms and Concepts All computers have input and output devices and a central processing unit (CPU). Information - instructions and data - is communicated to the computer by means of input devices. These instructions to the computer are converted into language that the computer understands. This causes the instructions to be carried out in the CPU. The result of these operations is translated back into language that we understand. This information is then sent to output devices such as printers and video display tubes. Traditionally, peripherals were devices separate from the main-frame (the CPU and memory) and were used to input, output, and store information or instructions. Today, peripherals perform the same functions though they may be housed in the same cabinet as the CPU and memory. Historically, peripherals included all input and output devices not part of the mainframe. Input devices include keyboards, magnetic tape, and card readers. Tapes and disks are input as well as output devices. Output devices are printers, CRTs (Cathode Ray Tubes), and any mass storage device capable of storing data when directed to do so by the computer or the program. In fact, any mass storage device that can give the computer data when requested is an input device. Mass storage devices include floppy disks (thin, round sheets of plastic covered by metal particles), and hard disks. The latter are thicker and more densely coated with metal particles. This allows much more information to be stored. Another type of mass storage is magnetic tape. Its type and size varies widely. Processing and Storage Any computer understanding must include how instructions and data are processed and stored. Information is stored as a positive or a negative field known as a "bit." There are eight bits in a byte. The bits can be represented as either a one or a zero. Thus the code for a byte representing the numeral one is 00110001. The byte representing the letter A is 01000001. These codes are from the American Standard Code for Information Interchange (ASCII). ASCII defines the standard set of characters including alpha, numeric, and special characters. The computer's memory has allocated locations where instructions as well as incoming information can be stored. All information and instructions are stored as binary numbers bit by bit - zeros and ones. The amount of data that can be stored is referred to as either thousands or millions of bits or bytes. The letter "K" is used to designate one thousand units. The letter "M" is used to mean one millon units (one meg). Disks Thus, a 113-mm (5 1/4-in.) floppy disk - double sided and double density (DSDD) - contains 320,000 bytes (characters) or 320K. This is about 164 double-spaced, type-

Provide improved permanent stoppings designed specifically for use in mines with large cross-sectional entries. Approach The large entry sizes in many mines, such as oil shale, salt, and limestone, make the conventional stopping construction techniques used in smaller opening mines unacceptable. The Bureau of Mines and Colorado Mining Association jointly sponsored a contract to design and test new or modified stopping concepts for these mines. The most promising concepts were then tested in an oil-shale mine having 30-foot-high by 55-foot-wide mine entry openings. All stopping designs tested were evaluated in terms of cost, air tightness, and resistance to blast damage.

The phenomena of dripping into cavities (e.g. tunnels and drifts) within an unsaturated fractured porous medium under ventilated conditions is studied to improve estimates of dripping rates, drop sizes, and chemical composition of droplets that could affect the integrity of high-level nuclear waste packages placed in drifts. The sensitivity of dripping rates and water chemistry to ventilation is analyzed at various flow rates using analytical expressions linking flow on fracture surfaces to drop formation and evaporation. The model was tested using laboratory experiments involving machined aluminum slabs designed to represent a simplified morphology of a fracture face intersecting a cavity and using natural fracture surfaces from a welded tuff. Comparison with ten years of data on dripping in natural caves showed good agreement with model predictions. In particular, for low dripping rates, evaporation due to ventilation leads to larger drop sizes and alters drop chemistry by increasing the concentration of solutes in the drop relative to that in the water flowing on the fracture face.

In this paper, the producing process of using V2O3 as raw material to obtain vanadium nitride was analyzed through the means of thermodynamic. The analysis shows that conversion follows the principle of reduction step by step in the conversion process of V2O3. The temperature of the reaction system has prominent influence on the nitrogen content of products, and the reaction is very sensitive to temperature. As raising temperature, the fine grain structure of the nitrides is more evident, and the grain size of nitrides increases. At 1703K, the nitrogen content of the products tended to be constant after soaking over 3 hours.
