Were the legislators and politicians responsible for the closing of the U.S. Department of the Interior?s Bureau of Mines (Bureau) in March 1996 fully aware of what they were doing? Throughout the United States? history, the domestic mining and minerals industry has been largely responsible for the nation?s growth and prosperity that had made it a world leader. The mining and minerals industry made it possible for the young nation to catch up with Europe during the Industrial Revolution, played an essential role leading to victories in World Wars I and II and was a core ingredient for continued economic growth. For a number of decades, America?s import dependency on non-fuel mineral materials has continued to increase. (USGS Mineral Commodity Summaries). Developing domestic resources to meet current and future demands ? particularly those resources considered to be of strategic and critical value to national security ? is necessary. Federal involvement is required since many of these resources are located on public lands. Another reason for federal involvement is that the success of the industry depends on long-range research programs and advances that may take up to 25 years to become commercially available. This situation requires federal partnership to coordinate the programs necessary to collectively involve the industry, individual mining companies and colleges and universities. So, how was it possible to close a federal agency that had contributed so much to the nation?s welfare in a mandated 90-day period, with more than 1,200 employees losing their jobs?

We are now assembled in this hall for the eighteenth lecture in honor of the memory of our greatest American metallurgist, Henry Marion Howe. Many of his most intimate contemporaries, led, as was fitting, by Professor Sauveur, have described his vital accomplishments in three fields: as a leader in technical industrial development; in theoretical research; and finally as a teacher and source of inspiration for nearly two generations of students. In 1914 Professor Howe had retired from active teaching, but maintained his laboratory at Columbia University under the care of Arthur G. Levy, with whom he published many of the papers that later were incorporated into his last book, " The Metallography of Steel and Cast Iron." My position at the time was that of personal assistant to Professor Campbell—no pay, no duties, but the great privilege of preparing specimens, taking pictures and attending to some of the current consulting work. Whenever possible, I visited Howe's laboratory to chat with Levy and gather ideas about the wonderful field of metallography—in which I was a rank amateur, rescued by the quiet enthusiasm of Donald Smith of Princeton from an instructorship in civil engineering. Levy let me act as a fly on the wall during the Professor's occasional visits. Busy as he was, Professor Howe took the time and trouble to encourage my interest, as he had done for hun- dreds of others. He told me how he went about gathering his own information speculating as to causes, considering experiments, and verifying his conclusions. I ventured to mention some tests I had run on the irregular stretching of wires of different metals. He read the small volume I had prepared of ill-assorted facts and fancies and remarked: "Nobody cares for your theories or the history of your tests. Describe what you found as briefly as possible and perhaps I can help you to publish." Curiously enough, among my discards were some autographically recorded load-versus-electrical-resistance measurements. Taken with inadequate knowledge and equipment, these curves did not reproduce consistently, but if the relationship between strain and resistance had then been explored, the latest type of strain gauge might have been in useful service for the past 25 years. Professor Howe was a gifted teacher, perhaps because he was primarily an ardent and assiduous student. His own eagerness to learn and his willingness to revise and extend his opinions constantly encouraged those of his environment to be diligent and painstaking in the pursuit of knowledge. In honoring his memory, I also wish to bring to mind the kindly, humorous and quiet Levy, and join his name again, as it was for too brief a space in the past, with that of many-sided Henry Marion Howe. Newcrest Mining is one of the leading independent gold producers in Australia thanks in large part to its Cadia Valley operations. It is the largest gold and copper producer in New South Wales and one of the largest in Australia. This year Newcrest will expand its operations with a A$545-million expansion in the area. The Cadia Valley is approximately 250 km (155 miles) west of Sydney. The province presently includes the Cadia Hill opencut mine and the Ridgeway underground mine. With a significant mineralized system to the east of Cadia Hill and a mineral resource below Ridgeway, Cadia Valley has the potential to underpin Newcrest?s production for up to 30 years. In 2007, total gold production for the company in-creased to more than 50 t (1.6 million oz) and cash flow increased by 47 percent, according to the company?s annual report. The history of mining in the area dates back to 1851, but Newcrest?s history is young. In 1990, Newcrest commenced activities in the Cadia Valley. In 1992, Cadia Hill was discovered, with the discovery of Cadia East (1995) and Ridgeway (1996) following close behind. In 1998, the Cadia Hill openpit mine was commissioned. In 2002, the Ridgeway underground mine was commissioned and in 2007 the company?s board of directors approved an A$545 million development of the Ridgeway Deeps. The Ridgeway underground mine is located adjacent to Cadia Hill. The Ridgeway orebody has no surface expression but lies approximately 500 m (1,640 ft) below the surface and resembles an inverted teardrop. It measures approximately 450 m (1,476 ft) by 250 m (820 ft) and extends in excess of 850 m (2,788 ft) in depth. Ridgeway is a sublevel caving operation. Crushed ore from underground is delivered by conveyor to a surface stockpile, adjacent to the Ridgeway concentrator. Using similar processes to the adjacent Cadia Hill concentrator, gold and copper are recovered in a conventional flotation circuit to produce a copper concentrate containing elevated gold levels. The problem of overbreak in underground construction and mining is normally approached by a variety of smooth blasting methods. Numerous small diameter, low velocity explosives have been developed specifically for blasting the contour line. Increased mechanization in rock excavation has led to the development of several methods of mechanical explosive loading. A new mechanically loaded smooth blasting explosive was developed in Sweden . However, several limitations were realised, which after several trials resulted in a hybrid smooth blasting method, The Suaer Cautious Contour Blasting Method which will be discussed in this paper.

The Jerry Peak, Jerry Peak West, and Boulder Creep: Wilderness Study Areas contain no identified mineral resources. Two workings, a 20-ft-long adit and a pit, were found in Paleozoic, brecciated, limonitic jasperoid in the east part of the Jerry Peak Wilderness Study Area (WSA), but no significant metallic mineral values were noted. Lenses and pods of quartz containing copper minerals occur in Paleozoic sedimentary rocks 1/2 mi north of the Jerry Peak West WSA. Similar rocks crop out along Pine Creep: in that study area but no copper-bearing quartz lenses were found.

The purpose of this afternoon’s presentation is to highlight the investigative proce dures employed to complete an engineering audit of a mining operation. Skelly and Loy has been retained to perform operational audits throughout the nation’s coal fields, The need for such studies is generally associated with long term coal supply contracts and is typically initiated by the utility company. However, a number of projects have been commissioned by mining companies while others have been jointly funded by the utility and mining company.

THE RAPID GROWTH of the small Albanian mineral industry in the 1950's began to taper off by 1961 and slackened sharply in 1963. The abandonment of Soviet and East European technical assistance programs in mid-1961 greatly affected Albania's mineral development, since four-fifths of all technical aid personnel were engaged in mineral activities. Chinese assistance apparently has not been able to fill the void. Overall mineral production increases during 1961-63 averaged 1 percent per year in value, as compared with 3 percent in 1959 and 5 percent in 1960. Although by world standards Albanian mineral output, except for chromite, is insignificant, it is vital to the country's domestic economy. The mineral industry generated about 14 percent of the gross industrial product in 1962 and employed a notable share of the industrial labor force. In recent years, mineral products have provided about three-fifths of the country's exports by value. Chromite and iron-nickel ores together constituted from one-fourth to one-third of the total export value. In 1963, total trade turnover increased 12 percent over 1962.

Electronic initiation devices appeared on the market more than 15 years ago and have definitely changed the rules of blasting. It becomes clear that this technology represents a powerful alternative to the traditional accessories. Electronic Delay Detonators (EDD) have attained solutions that were difficult and even impossible to achieve with the previous technology, thanks to the accuracy, usually inferior to one millisecond, and flexibility of the programmability range offering thousands of timing possibilities. Technological progress is long awaited to represent a step ahead compared with the last generation of products. In the case of electronic initiation, some limits nevertheless rapidly appeared, leading to the paradox of loosing operative and safety benefits, compared with the traditional technology it was supposed to outclass.

ZAY JEFFRIES (author's reply to discussion *).-Messrs. Merica's and Humfrey's criticisms of some of my conclusions are rendered in the true scientific spirit by means of which differences of opinion are gradually smoothed out and all participants are benefited. It is true that the statement of generalizations on such a complex subject is hazardous, but I shall endeavor to point out the explanations for the discrepancies noted. Owing to the fact that I am now submitting a long paper on the same general subject to the Institute, my present remarks will be brief. Dr. Meric&s Assumptions' I agree with No. 1 and No. 2, with the modification that the A (amorphous) metal between grains of annealed metal has substantially the same properties as that at slip planes in deformed metal, but the two have different arrangements with reference to C (crystalline) metal and they may be in different conditions as regards internal stress, thickness, and nature of contact with C metal. Assumption 3.-I believe Fig. 1 is wrong. I know of no evidence to substantiate the curves. I believe cc (elongation of C phase) = 0 (approximately) at all temperatures and ?A (elongation of A phase) has finite values at elevated temperatures only; but these play no important direct role in the ordinary deformation of metals at low temperatures. I believe Ec (elastic limit of C phase) = Tc (tensile strength of C phase) because as soon as C metal begins to deform permanently it would rupture were it not for the A metal generated by its breakdown. Based on the pre-works, this paper proposed a new short stage process of the intensify aluminothermy reduction by the stage to prepare high titanium ferroalloy with low O and Al contents. We investigated the effects of Al and Ca and Si combination reduction agent, slag type and step-up reduction conditions on the Al content and distribution in the alloy. The results show that the step-up reduction can not only reduce effectively the oxygen content in the alloy, but also reduce effectively Al content. For instance, the oxygen content in high titanium ferroalloy is within 1%~4%, and the Al content is within 1%~5%. Its quality reaches the requirement of high titanium ferroalloy prepared by remelting process.

Remining of abandoned coal mines in Pennsylvania requires the implementation of pollution abatement and mining techniques called Best Management Practices (BMPs). Water-quality data from over 100 remining sites with more than 230 abandoned discharges were analyzed with respect to the types of BMPs employed to abate the pollution loadings of acidity, iron, manganese, aluminum and sulfate. Discharges exhibiting a significant decrease in acidity were most highly associated with sites where large volumes of alkaline materials were encountered (66.7%) or added (63.7%). The best results for iron loading were achieved with large-quantity alkaline addition (54.6%) and water handling systems (47.8%). Water handling systems (47.4%), daylighting (40.7%), and revegetation (40.2%) were associated with significantly lower manganese loadings. The decreases in acidity and sulfate loads associated with increasing the amount of alkaline material in the backfill indicates that the production of acid mine drainage can be retarded by adding large quantities of alkaline materials.

The U.S. Bureau of Mines (USBM) is investigating hydrometallurgical processing techniques to recycle metals from semiconductors and other advanced materials. Cadmium and tellurium were recovered from mixed CdTe/CdS scrap produced in the manufacture of thin-film photovoltaic devices. Cadmium and tellurium dissolution was achieved using hydrogen peroxide in dilute sulfuric acid. Leaching the scrap in 2.2 N H2SO4 yielded 99% Cd extraction and 98% Te extraction. Sulfur remained in the leach residue primarily in the elemental form. Elemental tellurium was precipitated from the leach liquor by adding Na2S2O5. Cadmium sulfate was recovered by evaporation. A preliminary process evaluation suggests that the process may have economic potential. Alternative recovery schemes are discussed.

"It is a widely held view that in the 21st century, the mining industry will be dominated by a relatively small number of large companies, truly global in scope and internationally staffed (Gooding, 1997). Interestingly enough, most of the exploration and exploitation activities are being carried out by junior and major mining companies from common law jurisdictions in civil law countries, in particular in Latin America, where in recent years, the region has ranked first as a destination for exploration dollars, thanks to the reforms undertaken by some countries to amend their legal framework to attract foreign investment. From a lawyer’s point of view, this is where the main challenge lies: how to bridge the gap between the two legal systems.In order to avoid pitfalls, common law lawyers should be more diligent and proactive when dealing with civil law jurisdictions, given the different systems of law, standards, traditions and customs. Common law lawyers cannot be expected to be well-versed in civil law but they should not be completely unfamiliar with it either. A balance should be struck to ensure clients’ needs are professionally taken care of and that common law requirements and standards are met."

Henry Louis, Newcastle-upon-Tyne, England (communica, tion to the Secretary): I have been much interested in Mr. Schmitz's description of the copper-ore bed in the Permian formation of Texas. He compares it with the Mansfeld Kupferschiefer; but it seems to me to present closer analogies with a small deposit on the same side of the Atlantic, in Nova Scotia, which I examined in 1877. I quote entirely from my fieldnotes, made then, and from specimens still in my possession. These copper-deposits are known in several places; but I examined them at the village of New Annan, on the banks of the French river. This district has been determined by Sir J. W. Dawson as being of Permian age, and this determination seems to have been confirmed as recently as 1891 by the operations of the Canadian Geological Survey. The following is the section, very imperfectly exposed in a few shallow levels, described in ascending order: Red sandstone, moderately fissile and markedly false-bedded. Lower nodule-bed, 1 inch to 6 inches thick, of fissile mica, ceous sandstone, containing obscure plant-remains converted into anthracite, chalcopyrite, chalcocite and iron pyrites. Very coarse grit or, in places, red sandstone; thickness and character variable. Upper nodule-bed, 6 inches to 2 feet thick exceptionally, generally about 10 inches. Soft, gray, friable shaly sandstone, with nodules of copper-ore. Red sandstone. All these strata lie flat, in places quite horizontal, in places dipping towards the river at 5° to 10°.

Red Dog, the world’s largest zinc mine, is located ninety miles north of the Arctic Circle in northwest Alaska on lands owned by the Inupiat Eskimo organization called NANA. NANA received a subsurface title over this resource as part of their settlement lands under the Alaska Native Claims Settlement Act and subsequently entered into a Lease Agreement with Cominco in 1982. Cominco, an international mining company focused on zinc, built and operated the mine. NANA’s principle objective in the development of the mine was to have it contribute to the development of sustainable communities within their traditional region. This meant creating job opportunities in a modern economy while preserving the traditional subsistence lifestyles. Preservation of their culture, language, and traditions are as important to the NANA people today as they were through ages past. The principles of sustainable development – matching economic, environmental, and social goals through continuous communications and high commitment to efficient and effective operations – have been core values for the Red Dog Mine from the beginning. This paper will describe how a large mining operation in a remote corner of the world has been able to contribute toward sustainable development in that region.

Five serial photos show the first second of the demolition of a 75 m high, reinforced concrete tower in the 23rd District of Vienna, Austria. The tower demolition with high explosives was necessary because a 175t excavator could not finalize the destruction with mechanical tools. All mechanical works in preparation of the blast, such as the borehole drilling, were done by civil companies under the responsibility of the contracted demolition company PRAJO. The blasting itself was planned and executed by the engineer corps of the Austrian Armed Forces, Sunday, May 26, 2013. Nearly 800 boreholes filled with more than 100 kg of military plastic explosives were initiated with about 1,600 Austin electric delay detonators in exactly 1,000 ms and 30 steps of delay. The 10,000 tons of reinforced concrete tower fell as planned without any damage to the environment. Photo 5. The rest of the detonators initiate the water pools filled with high explosives forming a bizarre white water front to fight the following strong development of dust. The first 1,000 milliseconds are over.
