Underground mine planning practices are typically manual and time consuming and will often produce sub-optimal solutions due to the application of generic rule-of-thumb assumptions or ?tried and tested? choices. The development of computer-automated tools for underground mine planning enable a wide range of scenarios to be considered rapidly in arriving at an optimised solution, subject to input assumptions. We have applied these tools to demonstrate ?optimised? solutions that challenge industry standard practices. Further, we have incorporated grade and price/cost uncertainty into these tools to gain an understanding on how the consideration of uncertainty may further alter strategy selection. Finally, we enable the tools to dynamically adjust cut-off grades in conjunction with the evolution of prices/cost.

Topography and geology greatly impact the decision of how to plan and operate a surface mine. To extract coal, five primary surface mrning methods are practiced in the United States. These include contour strip. mountamtop removal, area, modified area, and open pit mining methods. The first four approaches are commonly associated with coal mining while open pit techniques, although used in the mining of coal, are more commonly applied to the mining of hard rock, metals, and aggregates. Various sub-routines of the primary surface mining methods are likewrse applied rn the industry.

ASFINAG is responsible for the construction and operation of the Austrian highway system. It is approx. 2,400 km of highways and 65 tunnels with a total length of 200 km including the Tauern Tunnel. In order to improve the documentation of the tunnel construction, ASFINAG chose to use a state of the art tunnel scanning system to record the various stages of construction: excavation, initial shotcrete lining, smoothing layer and final cast in place concrete lining. The geometric and photogrammetric documentation is provided on a daily basis to all par-ties involved. This innovative concept provides accurate & complete information in real time. The tunnel scanner documentation of the 2nd tube at the 6.4 km long Tauern Tunnel will be presented in this paper as a part of the survey contract.

This paper is intended as a review from a planner's viewpoint, of the relationship between town and country planning, a primarily government activity, and the minerals industry, which, with the exception of coal, is a largely private enterprise activity. The paper first considers the nature of the system of planning in New Zealand, and the objectives sought by planners in relation to minerals are discussed. The reasons why these objectives are not generally being achieved are investigated. A final section deals with the gap between objectives and achievement, and suggests a number of ways in which this gap may be narrowed.

1.1 The parties agree to submit all claims, disputes or controversies arising out of, or in relation to, the interpretation, application or enforcement of this agreement, including dispute resolution procedures, to sequential mandatory discussion, mediation and arbitration for resolution of all disputes before, and as a condition precedent, to self-help, arbitration, judicial action or other remedies. This mandatory procedure will resolve each dispute within one-hundred (100) calendar days. Any deadline falling on a federal holiday or weekend will be the next working day. Breach of this disputes process shall constitute a material breach of contract for which the aggrieved party may recover all costs, including attorneys fees, interest and other expenses necessary to resolve the dispute through litigation. The obligation to discuss and then mediate and arbitrate covers all disputes arising from every aspect of the Project to be built by the owner, including, but not limited to, design, engineering, bonding, indemnification, labor, material and services, and the acts or omissions of any related party for whom a party to this agreement may stand responsible.

Significant deposits (> 4,000 ha) of heavy mineral sands were discovered in the USA Coastal Plain of Virginia and North Carolina in 1989. The majority of these lands support highly productive row crop agriculture, and the development of restoration protocols that would return these lands to agricultural use was deemed to be critical to the long term sustainability of mining operations. Virginia Tech worked closely with all stakeholders to develop appropriate restoration protocols and to coordinate their implementation. Full-scale mining operations at the Old Hickory Project in Virginia were initiated in 1997 by Iluka Resources Inc., and restoration protocols have continued to evolve in response to a variety of economic, technical, and social issues. Approximately 750 ha of land are in various phases of backfilling and final reclamation. Return of these lands to agricultural row-crop production has been complicated by lateral variability in mine soil physical conditions, excessive compaction, and limited topsoil return. However, within the past two years, a series of tailings deposition and soil reconstruction practices have been developed and implemented that significantly improve post-mining soil productivity. Deep ripping and appropriate use of organic soil amendments have been particularly effective at restoring post-mining soil productivity.

This paper examines the recent trend towards sustainability reporting and the application of the Global Reporting Initiative (GRI) æSustainability Reporting GuidelinesÆ. It also reviews reporting in the context of the Australian Minerals Industry Code for Environmental Management, as well as the status of public sustainability reporting globally in the minerals industry. The public reporting of environmental, health and safety, social/community and economic performance has evolved over the past two decades. Initially, separate and to some degree disparate documents were produced to report performance in each distinct area. In the early to mid 1980Æs some organisations had begun to report their environmental performance through some minor commentary in their annual financial reports or through ætokenisticÆ leaflets, often used as public relations exercises. Due to more media coverage and an elevated level of public scrutiny, organisations are no longer merely reporting their good performance, but also their bad and indifferent performance. In recent years these once separate environment, health and safety and community public reports have further evolved to become more integrated, reflecting organisations embarking on the reporting of their progress towards sustainable development. The primary factor in driving the evolution of sustainability reporting has been the increasing influence of stakeholders. Two groups of external stakeholders that have had a significant influence over public sustainability reporting in recent years have been non government organisations (NGOs) and socially responsible investment funds. Significant expenditure is involved in the preparation and publication of a sustainability report however many organisations do not appear to have examined in detail what they are really trying to achieve from their public reporting process. It is important to establish objectives for the public reporting process to achieve maximum benefits. Without a framework of public reporting objectives, the benefits of the reporting process to the organisation will not be recognised and the considerable expenditure involved will be increasingly difficult to justify. We believe that by focussing on the process rather than the document, significant benefits to the organisation can be gained. Indeed, with a proper framework of objectives and targets, the reporting process can be used as a vehicle to drive organisational change, implement management systems and improve performance. An idealised framework for a public sustainability reporting process sees the organisationÆs sustainability policies drive the entire process and determine the sustainability objectives. Specific targets are then set to realise those objectives. The targets will govern performance indicators that should be used to measure the success of target achievement and which will also define what data need to be collected. Evaluation is a key component of the reporting process to measure the success of target achievement and progress in realising objectives, as well as review the need for new targets to be set. The actual production of a public document is only one, albeit important, component of the overall reporting process. The challenges that lie ahead for sustainability reporting primarily relate to the integration of environmental, social and economic performance reporting as organisations integrate their approach to these areas. This will only happen as the culture of an organisation changes to not only accept the principles of sustainable development but to implement those principles in daily operations. The reporting process has the potential to drive that cultural change by communicating the organisationÆs sustainability objectives and setting challenging targets for their realisation. Public sustainability reporting will only achieve its maximum value when it forms an integral part of an organisationÆs sustainability management system and culture.

Experimental and thermodynamic modelling studies on the structure of alkali borate melts and properties are discussed. A thermodynamic structure model for alkali borate melts is developed to describe the distribution of structural groups in the alkali borate melts as a function of composition. A qualitative interpretation for the boron anomaly in viscosity has been proposed, which regards the boron anomaly as a manifestation of the various antithetical effects caused by the introduction of alkali oxide into boric oxide. It has been found that the viscosity of alkali borate melts increases or decreases according to the changes in rigidity and spatial connectivity of the glass network structure, which is the function of temperature and composition. These concepts with some key examples are discussed in relation to their usefulness and practicality in industrial slags. It has been shown that metallic tungsten powder can be obtained by electrochemical reduction of solid CaWO4 in molten CaCl2-NaCl eutectic mixture at 600oC. In this study, constant and pulse voltage electrolysis experiments were performed to optimize reduction kinetics and obtain information about the mechanism of above process. It was found that pulse voltage applications yield faster reduction rates when average voltage of pulse voltage application was the same as constant voltage application. In addition, analysis of the current vs. time graphs of constant and pulse voltage electrolysis studies showed that reduction occurs at potential differences higher than about 2.2 V between CaWO4 cathode and graphite rod anode.

The South African mines health and safety regulations require that mine management establish a quality management system for rock support material. Quality control of resin capsules used as a support medium in South Africa is specified under SA National Standards No 1534. Experience has shown that this specification, while addressing the chemical and physical aspects of the products, but does not address the required performance criteria. In order to address this shortcoming, the industry has put a lot of emphasis on short encapsulation pull tests, performed insitu, in the underground workings of the mine. This is also fraught with many shortcomings, particularly as regards site availability, cost and repeatability of results. To try and address these issues, the Department of Mechanical and Aeronautical Engineering at Pretoria University were approached to develop equipment and machinery that could produce reliable, repeatable results in a laboratory environment which reasonably simulates installation practice underground. The test method is based on the ASTM F432-95 Strength Index test, but modified to use push test rather than pull tests. The paper describes development of the test method and the preliminary results and findings of the work.

This paper describes two independent building underpinning projects during the construction of the Los Angeles Metro Rail System. The first project involves pinpile underpinning of a building along the Red Line which is the main heavy-rail portion of the system. Vertical and inclined friction pinpiles were constructed, using drilling equipment in a low-overhead height space, to support underpinning grade beams. This underpinning permitted the demolition of the building caissons so that the subway tunnels could pass beneath the building unimpeded. One of the piles was statically tested in compression. The second project involves the use of traditional pit piers for the underpinning of historic buildings along the Pasadena Blue Line, which is one of the light-rail branches from the Red Line. The piers were designed for various loading conditions and to minimize differential settlement of adjacent foundations. The piers will be internally braced with steel struts to be designed by the contractor.

Ranger is a uranium mining operation located within one of the most environmentally sensitive regions of Australia. Geology has played an important role in mine planning, operations and rehabilitation since discovery of the deposits 25 years ago. The Ranger orebodies have a reserve total of 166 300 tonnes of U308 including 90 400 tonnes of U308 at North Ranger. At current milling rates these reserves give a mine life greater than 40 years. The uranium is hosted in Lower Proterozoic rocks of the Cahill I ormation and is associated with strong chlorite alteration. In pit grade control involves the use of calibrated probes and a radiometric truck discriminator allowing fast, accurate grade determination of material. Ore is defined at a cut-off grade of 0.2 per cent U308. Mineralised material is defined by the Uranium Mining (Environmental Control) Act 1979 (UMEC Act) at a grade of 0.02 per cent U30s. Natural water levels in the #1 Pit area vary as much as 7.5 metres between wet and dry seasons. Ground water inflow into the pit during the dry season is 600 m3/day. No significant slope failures have occurred in the pit. The environmental impact of mining operations is constantly monitored. Rehabilitation of non-mineralised stockpiles is ongoing. This paper discusses the interaction between geology, hydrogeology, rock mechanics and grade control with the present mining operation.

Most statistical and geostatistical methods of re-source and reserve estimation work extremely well for Normal (Gaussian) well-behaved information. However, most interesting mineral deposits exhibit far from this idealistic distribution of values. It seems that the more valuable the mineral, the less likely the data are to have a Normal distribution. Values tend to be "positively skewed" with a long tail into the high values. Using averaging techniques, such as inverse distance or ordinary kriging may result in consider-able overestimation of grades and tonnages unless such values are cut or otherwise modified. This paper presents some real case studies where distributions are (a) highly skewed and (b) the product of multiple phases of mineralisation. Practical methods are presented for solving such problems including combinations of indicator and log normal kriging methods. The emphasis of the presentation is on developing operational methods which can be used on project evaluation or grade control in producing mines.

Tunnel damage from explosion and earthquake excitation is correlated with strain and particle motions. Critical strains and motions are then correlated with focal distance, which is so small that permanent strains are highly likely. The shaking process is then numerically modeled to investigate the effects of excitation frequency and joint orientation. The models confirm that near cavern blocks slide intermittently only at relatively high particle velocities during periods of low joint normal stress. Larger displacements occur with relatively small shear wave lengths or relatively high frequencies. Variation in joint orientation and rock mass dilation result in changes in displacement.

Rosh Pinah Zinc Corporation is a zinc-lead mine located in southern of Namibia. It is currently considering the development of a low grade ore body containing about 2.8% zinc. This ore can be utilised by the concentrator if it could be upgraded prior to the ball mill. Preliminary work indicated that the ore may be upgraded in a pre-beneficiating stage by using dense medium separation, X-ray sorting or a combination thereof to a feed grade of minimum 9% zinc. This paper describes the process followed in evaluating the technologies for pre-beneficiation. The results from test work indicated that the low grade ore is amenable to pre-beneficiation by both dense medium separation and X-ray sorting. A comparison between the two technologies showed that dense medium separation marginally outperformed X-ray sorting on grade and recovery. The results for the X-ray sorting were achieved by tuning the calibration curve specifically for the samples tested.

THE primary purpose of the loading plant is to transfer the finished product from the preparation machines to the railroad car, truck, or barge in which it is to go to market. Secondary purposes of the loading plant are: to prevent excessive degradation of sizes during loading, to reduce segregation as much as possible, and to prevent excessive quantities of very good or off-grade coal from entering any one car. Nonuniformity of consignments is one of the chief sources of com- plaints by consumers and coal merchants. A properly designed loading plant will do much to reduce complaints and ensure uniformity, not only from shipment to shipment but also in each individual consignment along the length of the car and in cross section. DEGRADATION IN STORAGE, LOADING AND SHIPMENT The object in loading is not only to handle the coal without breakage and segregation, but also to produce a well-trimmed load that will ride to its destination without spillage or breakage en route. The small sizes present in a car of prepared coal as received by the purchaser consist of: missed small sizes not screened out in the preparation plant, breakage during loading, and breakage caused by handling en route. For domestic sizes of anthracite shipped from the Pennsylvania anthracite field to Atlantic coast cities, the dealers' loss because of break- age in loading and shipment amounts to from 2 to 5 per cent and for anthracite shipped to Middle West cities, the loss is 8 to 9 per cent. This difference is in part because dealers in the Middle West rescreen their coal more thoroughly than is usual in the East. One dealer handling Illinois No. 6 coal shipped from southern Illinois mines to Chicago reports an average size loss of 10 per cent when lump coal is unloaded with a fork. This runs as low as 5 per cent for carefully loaded coal and as high as 15 per cent for carelessly loaded coal.

Since the dismal performance of the Rand Mines management was called to account by its shareholders in 1994, the waves of change have continued to ripple across the South African mining industry .The number of listings on the gold board of the Johannesburg Stock Exchange, that once numbered 40 or 50-odd, have now dwindled to no more than a handful as unprecedented restructuring has taken place. The redefining of the industry has not been limited to the gold sector, but across the base metal, coal, diamond, platinum and industrial mineral sectors as well. At the same time the Mining Houses began to reconsider their funding strategies. Originally established in the early part of the century to ensure the long-term sustainability of their group mining operations by providing substantial financial muscle and technical support, the Mining Houses were faced with a rapidly changing political environment, which proved to be a critical catalyst in giving momentum to the change. Furthermore, the significant development costs and increasing risk profile for new projects, coupled with pressure from shareholders demanding respectable returns, opened the door to opportunities for banks to begin providing external debt by the way of project finance. However, the provision of long-term debt to the South African mining industry had generally not been common since mining companies had financed new projects with equity, or with the cash flows from existing operations. Those banks that had the appetite for exposure to the perceived high risks of the mining sector rapidly built up specialist resource banking divisions capable of addressing the increasing demands of the industry. The application of project finance, the principles of which were developed in the 1970s specifically for infrastructure projects and privatization, is now commonly applied in the financing of greenfield and brownfield mining projects. This paper outlines the approach that lending banks would typically adopt when arranging or providing mining project finance, their usual areas of concern and the way in which the finance is structured to mitigate the many inherent risks.

There are several well-known, extensively researched and tested methods of suppressing a coalmine methane and coal dust explosion. The choice of method used is dependent on the legislative requirements of each country, which in turn are influenced by mining conditions in that jurisdiction. For example, seam gas content and the dustiness of the coal will combine to create the hazard, while the physical and chemical properties of the seam might influence the possibility of ignition sources such as frictional ignitions. The mining method and layout will also influence the choice of preventative or proactive suppression devices. The decision as to which method is approved and adopted should be based on currently tested and available technology and the latest research outcomes, and should be subjected to a rigorous risk assessment, since a methane explosion propagating into a coal dust explosion cannot be countenanced.Every new technology must undergo stringent tests and these tests must be certified by accredited research facilities or laboratories. Upon approval, an explosion suppression system or the critical components of such a system should be tested in a more realistic environment. This environment can ideally be found in an operating underground mining section for evaluation purposes. Based on the insight gathered in such an environment, a realistic evaluation of the effectiveness of a potential system can be carried out. The explosion suppression system described in this paper has been tested on numerous occasions at accredited test facilities. The technology described in this paper has been used in various applications in underground coalmines and has been adapted to fulfil and exceed the requirements set out for methods currently in use. Water represents 80?85% of the volume of mineral pulp processed in flotation circuits. Imperatives for a more detailed focus on circuit water quality and its control have come from increasing requirements to use relatively impure primary water supplies (e.g. high salinity, treated sewage) and high proportions of recycle from tailings dams, thickener overflows, dewatered and filter products. An integrated methodology for examining process water quality and its effect on minerals separation has been developed coupled with minerals surface chemistry across the complete processing circuit. Unrecognised factors, including varying proportions of water streams (daily or hourly), colloidal precipitation, highly variable pH and Eh, reaction and dissolution of minerals, minerals surface layer coatings, residual reagents and their reaction products, and microbiological activity have been studied in eight mineral processing circuits. The methodology combines: solution survey and modelling; microbiological surveys; minerals surface analysis and modelling; and process response. It has been possible to match the predicted (model) pulp chemistry with that measured from surveys of the solution and mineral surfaces. Treatment methods have included: monitored and balanced stream combinations; organic species removal; flocculation and aggregation; induced precipitation; dissolved air flotation; ageing (oxidation, UV exposure); and chemical surface conditioning of minerals. Some specific achievements from the methodology applied in plant and laboratory testing, with examples from case studies, will be described.
