The hydro-chlorination of Fe2O3 and Fe304 has been investigated in the range 850-950¦C in order to elucidate the role of iron in the segregation process for nickeliferous laterites. The kinetics of Fe203 chlorination using 20% HC1 - 80% N2 gas mixtures is consistent with a single-stage structure control model, whereas Fe3O 4 exhibits a two-stage reaction mechanism. Oxygen potential measurements using a CSZ probe located above the bed and X-ray powder diffraction results confirm the proposed reaction scheme. When a serpentine nickeliferous laterite (1.03% Ni - 11.7% Fe) was chlorinated at 900¦C with a 20% HCl - 80% N2 gas mixture it was found that the iron oxide in the ore was extracted in a similar manner to the synthetic iron oxides. Also, it was found that the nickel extraction from the ore paralleled that of the iron and the tests indicated that for the major part of the extraction, the solid nickel species were in equilibrium with the gas phase. The recovery of nickel from laterite ores by the segregation process has been investigated by a number of workers and several extensive reviews of the literature associated with this field have been published (Iwasaki, 1972; Canterford, 1975; Wright, 1973).

In September, 1975, production was begun at the new milling facility of ASARCO Incorporated, the Young Mill. The mill is located adjacent to the Young Mine 35 km (22 miles) east of Knoxville, Tennessee. The Young Mill replaced the obsolete Mascot Mill which had been operating since 1913. The basic flow sheet of Mascot was retained for the construction of the Young Mill, with a 20% increase in capacity included in the design. The Young Mill is capable of processing 7710 - t/d (8500 stpd) of crude ore from three underground mines (Young, Immel and Coy) yielding 300 - t/d (330 stpd) of 63% zinc concentrate. The Young Mill is unique in that 92.5% of the ore milled is recovered as saleable products, including zinc concentrate, construction aggregate, sand and agricultural limestone. Processing at the Young Mill is divided into five basic stages: two-stage crushing, heavy media separation, grinding-flotation, concentrate filtering and drying, and limestone by-products recovery. The ore bodies are located in the Knox formation, which consists of primary dolomite, secondary dolomite and limestone with silicas in the form of chert and jasperoid. The zinc mineralization occurs as an exceptionally pure sphalerite. The ore contains an occasional abundance of pyrite and traces of fluorite and barite. TWO STAGE CRUSHING Ore enters the crushing section from two points. The Young Mine ore is hoisted into a 816 ton (900 st) bin which feeds a 1.52m (60 in) conveyor via a 1.52 m (60 in) vibrating feeder. The Immel ore is trucked 10 km (6 miles) by an independent contractor and weighed on automatic recording truck scales at the entrance to the property.

The study area, which comprises 11,500 acres, includes the 9,610-acre Whitewater Wilderness Study Area, in the California Desert Conservation Area, 15 miles northwest of Palm Springs, CA. The U.S. Bureau of Mines evaluation of mineral resources is based on examination of prospects and mineralized areas during the spring of 1981. The Whitewater study area is mainly underlain by granodiorite to quartz diorite and their gneissic equivalents in an igneous-metamorphic complex. Late Tertiary sedimentary and volcanic rocks locally overlie the crystalline complex in the eastern part of the study area. The study area lies between branches of the San Andreas fault system.

The effects of gain size on the room-temperature tensile properties of commercial(A- 70)-purity and iodide-purity titanium were investigated by concurrent tensile testing and thin-foil electron transmission studies. The mechanical tests showed that the effect of grain size on the yield, flow, and fracture stresses could be expressed by relations of the Hall-Petch type. The magnitude of the grain size effect on the yield stress was larger for commercial-purity than for high-purity titanium, but in both materials it was intermediate between that typically observed for fcc and for bcc metals. The effect of strain on the gain size sensitivity of the flow stress was found to reflect the grain size dependence of strain hardening. The electron transmission study indicated that the tensile behavior could be accounted for in terms of the dislocation densities and distributions formed during deformation. It was concluded that the effect of grain size on strength could be attributed to a relationship between grain size and the dislocation densities generated in initiating and sustaining plastic flow, the difference in stress levels being due to strain hardening. The relationships between recrystallized grain size, uniaxial tensile properties, and dislocation substructure have not been explored in any detail for a titanium. With titanium and its alloys finding increasing applications in aerospace systems, such information has become essential. The research described in this paper had two objectives: first, to document the effect of grain size on the yield, flow, and fracture stresses of unalloyed a titanium by the tensile testing of recrystalliied specimens at room temperature; second, to attempt an interpretation of the mechanical test behavior in terms of the dislocation structures formed on deformation, as observed by transmission electron microscopy of thin foils prepared from deformed tensile specimens. The observations reported here are restricted to room-temperature deformation; the effect of temperature on the yield and flow stresses of a titanium and the athermal nature of the contribution of grain size to the flow stress have been discussed elsewhere.1"3 EXPERIMENTAL DETAILS Two purity grades of unalloyed titanium have been investigated: Crucible Steel A-70, a typical commer- cial-purity product, and a high-purity iodide grade supplied by the Foote Mineral Co. Chemical analyses for interstitial impurity contents are given in Table I, together with values for the total interstitial atom fractions in terms of oxygen equivalents, which were calculated by the method outlined previously.4 ,5 According to the manufacturer's nominal analysis, the A-70 grade also contains about 3700 ppm of Fe. The A-70 grade was supplied as 1/4-in.-diam centerless-ground rod. The iodide grade was supplied as crystal bar which was consolidated to approximately 1/4-in.-diam rod by a single, rapid, molten zone pass, using electron beam heating. The 1/4-in. rods were cold-swaged to 0.078-in.-diam wires and 2-in. lengths were recrystallized in a vacuum of -5 x 10-5 torr, giving grain sizes in the range 0.8 to 30 . The thermal treatments and resulting grain sizes are summarized in Table 11. Since there was in no case any obvious sign of a bimodal dis tribution of grain sizes, the grain size values quoted in Table I1 are those obtained from mean linear intercept measurements involving >I00 grains. For the two coarse grain sizes the measurements were made using conventional optical techniques. It was noted during these determinations that the etchants used (10 pct HF; 30 pct HN03; 60 pct H20 and 2 pct HF; 2 pct H202; 96 pct H20 were both tried) etched grain boundaries very nonuniformly and optical polarization effects had to be employed to reveal boundaries which might otherwise have been missed. It was found that this problem became more acute with the finer grain sizes as the usefulness of polarization diminished.

The Boston Marine Industrial Park (BMIP) VENT 6 project is a cut and cover tunnel, part of the Central Artery / Tunnel (CA/T) in the city of Boston. The BMIP job will serve as the south approach to the Third Harbor Tunnel crossing. The alignment is approximately 2500 Ft long and is made up of four sections starting from west to east: 1. West Tunnel 2. Boat Section 3. East Tunnel 4. Tunnel inside Vent 6 Cofferdam and connection to the Third Harbor Tunnel. The support of excavation (SOE) system for the West Tunnel, Boat Section, and East Tunnel are all a part of this project whereas the SOE for Tunnel inside the Vent 6 Cofferdam was a part of the contract for the Third Harbor Tunnel.

The obligations of the European Directive 96/82/EC on the control of major accident hazards, the so-called Seveso II Directive, became mandatory within the E u ropean Member States February 3, 1999. Explosive products have been included within the Seveso II Directive, in the categories of substances capable of generating a major accident. In addition to taking “all measures necessary to prevent major accidents,” explosive manufacturers are also obliged “to limit their consequences for man and the environment.” However, for explosives in particular, no pro c e d u res, nor specific re f e rence values for damage calculation, are given either in the Directive or in the corresponding Italian Legislation, “Ministry of the Environment decree of 20 Oct. 1998.” This article presents a simplified but scientifically rigorous approach for the first approximation calculation of the effects on the surrounding area following an accidental explosion. As an example of the method of calculation, the damage areas in a hypothetical explosives manufacturing facility, as shown in F i g u re 1, will be anal y z e d . This study deals with the mineralogical-geochemical characteristics and the industrial usage of the olivine from the dunites that crop out on the west of the Topuk village (Orhaneli). Mineralogical compositions of non-altered dunite samples are averagely as: Olivine (>90%), serpentine (1-4 %), opaque minerals especially chromite, magnetite, pyrite (1-3 %), and secondary minerals as magnesite, chlorite (1-2 %). X-Ray Diffractograms of the dunite samples indicate that olivines are in forsterite (93 on an average) composition, and chlinochrysotile and lizardite accompany to the forsterite. Chemical analyses of the dunites show that MgO, SiO2, Fe-,03 and LOI contents vary from 40,99 to 50,2 %, 34,67 to 40,6 %, 6,8 tol3,7 %, 0,11 to 11,27 %, respectively. SE-TAT Mining Company states that the study area has 400.000.000 tonnes proved, 800.000.000 tonnes probable and totally 1.200.000.000 tonnes olivine reserve. Consequently, all studies indicate that Orhaneli Olivin has convenient mineralogical and chemical properties and the grain size (0.04-40 mm) for industrial usages such as abrasive, olivine sand products, steel slag conditioner, balast and covering material in industry: Orhaneli olivines are demanded especially from the firms related to refractory industry, iron-steel factories, naval forces and shipyards. SE-TAT Mining Company also exports these olivines to different countries such as Macedonian and Spain.

This paper focuses on the impact of high pulp temperature on sphalerite flotation after the zinc regrind circuit in the Zinc Plant of Somincor, owned and operated by Lundin Mining Corporation. In the zinc circuit, the zinc rougher concentrate is reground with forged steel media before flotation with one stage of roughing and scavenging, and three stages of cleaning to obtain a zinc final concentrate (zinc grade >50 per cent). After regrinding, sphalerite flotation has been found to be seriously affected by high pulp temperature which may occur during the summer months. Mineral recoveries were found to be seriously reduced at pulp temperatures above 60¦C. At this high pulp temperature, neither elevated copper sulfate concentration nor a decreased pH alone appreciably increased Zn recovery. However, a combination of these two (eg a decrease in pH from 11.5 to 10.8, and an increase in copper sulfate dosage from 400 g/t to 800 g/t) was found to reduce Zn depression at high pulp temperature. At pulp temperatures below 45¦C, the negative influence of pulp temperature on mineral recoveries was minimal. A systematic series of flotation tests and solution/surface analyses were performed to reveal causes for poor sphalerite flotation at high pulp temperature after regrinding. The decrease in mineral recovery was shown to be associated with variations in the surface species on mineral particles in response to the increased pulp temperature. These variations in the surface species include collector desorption and superficial oxidation to form lead/zinc oxide/hydroxides on mineral particles. The influence of the type of regrinding media on sphalerite flotation at high pulp temperature was also addressed in this work.

Andres (The Technion, Haifa, Israel)-The authors are to be congratulated on their research, new and interesting, in a field which, however, the present writer and his assistants have been trying since 1962 to bring to the attention of the scientific and technical world, by means of publications covering several different aspects of this many-sided problem. We announced, in these publications, the results of magneto-hydrostatic (MHD) separation of magnetic and nonmagnetic minerals which we made in magnetic fluids (in paramagnetic solutions and suspensions of magnetic particles) which interact with permanent" and impermanent" inhomogeneous magnetic fields. There is no doubt that the authors have succeeded in creating ferrimagnetic colloids made by dispergation of 10-30 wt % of magnetite in kerosene in the presence of 7-10 vl % oleic acid. It may be judged by [Figs. 3 and 4] that the suspensions represent great stability systems and also "hysteresisless" fluids [(Fig. 5)] which bear witness to the existence of superparamagnetic suspensions. If the viscosity of these colloids is not so high, and the cost of preparing them can be covered, the fluids which have here been received can possibly be of interest to the technology of mineral separation. The potential possibility and technological perspective of similar media is demonstrated in our joint work with G. Bunin18 in 1965. The research carried out on the pushing out of cylinders and spheres from magnetic fluid is impressive; it would, however, have been interesting if the authors had compared their results with those on the pushing out of bodies from magnetic fluids adduced from our work." In my books" there happens to be described an experiment on the pushing out of a sphere in magnetic wedge field, in which the pushing out force of suspension with 5 vl % of magnetite reached 125 g per cc. This testifies to interesting possibilities of these media. Our works' shows also, on the basis of Laplace's equation the receiving of an interesting distribution of pushing out forces by selection of corresponding configurations of magnetic poles. Objection must be made to the authors' introduction of the term "antigravity force." The direction of this force does not depend on the direction of the gravity force and their opposition, i.e., antigravity is only one particular case. I am in full agreement with the authors' statement that magnetic pushing out forces "can be utilized to separate nonmagnetic objects according to variations in their densities." It is, however, necessary to make only one important addition, which can be found in our research on MHS at the Technion in Haifa, namely, that magnetic fluids in magnetic fields can be utilized in the separation of minerals according to variations in their magnetic susceptibility. The authors' conclusion is especially important considering the fact that in our publications" (including one in English") some designs of MHS separators and some technological results received on MHS-separators have already been described. Reimers (Authors' Reply)We were aware (mostly through Chemical Abstracts of the American Chemical Society) of the use of solutions of paramagnetic salts such as manganous sulfate in agnetohydrodynamic separations by the Russian school headed by G. Bunin."n Professor Andres' contributions to this school are also evident in his application of the ponderomotive forces in an electrolyte placed in electric and magnetic cross-fields to separate coal and other useful minerals." It must be realized, however, that the foregoing research by Bunin et al." involved the use of magnetic fields and field gradients of very large magnitudes, i.e., such that H • grad H - 101 Oe2 per cm. The magnetization of paramagnetic salt solutions range from 0.1 to 0.5 gauss (at fields of a few thousand Oersteds) and never reach saturation. The magnetization of our superparamagnetic ferrofluids ranges from 100 to 500 gauss and reach saturation at fields of a few hundred Oersteds. Hence, to effect the same separation, the quantity "H

The high content of sodium and potassium in sinter is harmful for blast furnace ironmaking. Reductive sintering technology can remove more alkali metals than conventional sintering process. In order to improve the removal ratios of Na and K, reductive sintering with both CO-containing flue gas circulation and carbon-bearing pellet was conducted in this study. Experimental results show that all indexes except the VSV and P were improved in reductive sintering with CO circulation. Flue gas circulation technique combined with carbon-bearing pellets were beneficial to reductive sintering, because it could maintain good sintering indexes and enhance the removal of Na, K. The best removal ratios of Na, K and reduction degree of iron oxides were 20.37%, 63.73% and 23.76%. In reductive finished sinter, silicate mineral becomes the important binder phase, and main iron mineral phases are wustite (FexO) and magnetite (Fe3O4).

Unmodified disilicide coatirigs were applied to sheet-tensile specimens ofCb-Dg3 and Mo-TZM veJractovy- metal alloys. Coating thickness, degree of coating-substrate interdiffusion, and specimen geonzetry (notched and plain were included in the variables studied. Tensile tests were made to determine the ductile-lo-brittle transition temperature. The disilicide coating modestly increased the transition temperatlre of TZM, but had no effect on 043. Neither material condition (recrystallized or stress-velieved) nor specimen geometry (notched or unnotched) significantly altered the effects of coatings on the transilion temperatures of. the alloys. Cracks in the brittle coatings did not propagate into the substrate, and fracture modes appeared to be the same for both un-coated and coated specimens. MOST potential structural applications for refractory metals and alloys involve exposures to oxidizing environments at elevated temperatures. The general lack of oxidation resistance of these metals will require protective coatings to allow fulfillment of their potential. Currently preferred coatings for the oxidation protection of refractory metals are brittle intermetallic aluminides or silicides. These are typically formed on the surface of the refractory-metal substrate by a diffusion reaction between the substrate and a gaseous or liquid medium that is rich in aluminum or silicon. Because of the brittleness of these coatings, they will sustain no plastic deformation at low temperatures. They are frequently cracked by cooling from the coating temperature because of the thermal-expansion mismatch with the substrate alloy. Even if they survive cooling intact, they crack rather than sustain deformation under load at low temperatures. Thus, when a coated refractory metal is strained beyond the elastic limit of the coating at low temperatures, the mechanical environment of the substrate would include both static and dynamic cracks. These might be expected to influence the flow and fracture behavior of the substrate. This could be manifested in an altered fracture mode and/or an increase in the normal ductile-to-brittle transition temperature of the refractory-metal substrate. This paper presents the results of a research program that was conducted to determine the influence of the presence of a brittle surface coating on the low-strain-rate tensile behavior of typical refractory metals at low temperatures. EXPERIMENTAL PROCEDURES Material Preparation. Thirty-mil-thick sheets of molybdenum TZM alloy (Mo-0.5Ti-O.1Zr) and colum-bium D43 alloy (Cb-IOW-1Zr-O.1C) were obtained commercially. These alloys were selected as substrate materials representing two classes of materials important in current refractory-metal technology. The TZM was in the stress-relieved condition, and exhibited a heavily fibered grain structure. The D43 had been processed by the duPont "optimum" fabrication schedule,' and exhibited slightly elongated grains typical of this process. Tensile specimens of two geometries were prepared from these materials: 1) plain specimens with 0.2-in.-wide 1.0-in.-long gage sections; 2) specimens similar to above, but with a 0.06-in.-diam hole drilled in the center of the gage section, providing a stress concentration factor, Kt, of 2.5. The "notch" geometry was selected to represent a typical condition of a rivet hole or other geometric discontinuities as might be encountered in various applications. Machined specimens were degreased, with a final rinse in acetone, prior to the application of coatings. Specimens of each substrate and configuration were pack-siliconizedin a particulate mixture of 80 pct A1203, 17 pct Si, and 3 pct NaF. Specimens were embedded in this mix (contained in graphite retorts) and coated in an electrically heated argon-atmosphere furnace under time-temperature conditions to effect nominal 1- and 3-mil-thick silicide coatings: Coating Thickness, mils Thermal Treatment 0.6 to 1.4 24 hr at 982°C 2.4 to 3.2 48 hr at 1093°C Coating kinetics were similar for both the TZM and D43 substrates. These treatments had little or no visible effect on the substrate microstructure as determined by optical metallography. The coatings on TZM were essentially single-phase unmodified disilicides, while those on D43 showed substantial evidence of modification by proportionate reaction with the respective substrate elements or phases, as shown in Fig. 1. It was recognized that these coatings might not be particularly desirable regarding protective capability. However, it was desired to circumvent possible inter -ferring chemical interaction with the substrate by pack additives such as chromium, titanium, boron, aluminum, and other elements that typify the better protective coatings for these materials.' The recovery of flour stress of recrylstallized are-cast molyhdenum after 10 pet prestrain at 150°C was studied for recovery temperatures of 725o 801o and 901oC. The yield phenomenon observed after recovery was such that the yield drop diminished and disappeared as recovery proceeded. A fractional flow-stress recovery parameter fr, was developed and it was shown that, independent of recovery ternperatzwe, equal f, values of about 0.16 produced superposition of stress-strain curves except for the initial yield phenomenon. The activation energy for low degrees oj recovery was found to he 32,600 cal per mole, in close agreement with a reported valzie for difjzdsion of carbon in molybdenum. For values of fr greater than about 0.15 where recovery was thought to predominate over strain aging, the activation energy varied from 43,600 to 82,500 cal per mole and increased with increasing recovery and recovery temperature. A 10 pet pre-strain shifted the ductile-brittle transition temperature, as indicated by tensile elongation, from 10°C. to about -22"C. A 100-hr recovery anneal at 801oC was shown to shift the transition temperature to about —5oC, the major shift occurring during the first hour of recovery. ThE recovery of cold-worked metals is accompanied by changes in the arrangement of the dislocations generated during cold work. In recent years, the use of transmission electron microscopy has allowed direct observation of some of the dislocation configurations formed, such as "tangles", networks, cells, subboundaries, and loops. These observations have recently been reviewed by Keh and Weissmann.' Accordingly, some understanding has been gained concerning the nature of the dislocation rearrangements involved. The relationship between recovery and the decrease of mechanical strength, however, has only recently been explored. Previous efforts of the authors were directed toward investigating the decrease of tensile flow stress of aluminum and Al-1 pet Mg during recovery2 and the effects of concurrent elastic and plastic strain on the flow-stress recovery of aluminum.3 In addition, an investigation of the effect of four different solute additions on the tensile flow-stress recovery of aluminum has been made.4 Many important metals, however, have the bee crystal structure, e.g., iron, molybdenum, tungsten, vanadium, columbium, tantalum, and chromium. These metals might be expected to behave differently during recovery from those with other crystal structures for two reasons. First, the previous and present investigations of aluminum and its alloys have shown that tensile flow-stress recovery is strongly affected by foreign atoms in the lattice. In the bee metals, interstitial impurities are usually present and might be expected to have various effects upon both flow behavior and recovery. For example, heterogeneous yielding might occur during prestraining. The diffusion of these interstitials can also relock dislocations during recovery so that a yield point might be obtained upon restraining (strain aging). Second, some of the bee metals (e.g., iron, molybdenum, and tungsten) undergo the familiar structure-sensitive ductility transition and exhibit brittle fracture at suitably low temperatures. It is of considerable interest to determine the effects of recovery on the transition temperature of such metals. The purpose of the present investigation was to extend our knowledge of flow-stress recovery to the bee metals and to study the effects of recovery on the ductile-brittle transition temperature. Unalloyed recrystallized are-cast molybdenum was chosen as a test material, since it exhibits a well-defined ductility transition near room temperature. As in the previous studies, the degree of recovery was measured in terms of the decrease of tensile flow stress. Prestraining and restraining were carried out at 150°C to avoid the possibility of brittle fracture. "Next to the actual mine of Les Explorations Muscocho Ltée in Montauban, Quebéc, you could find a total of 364 000 tons of flotation tailings assaying 1.4 Au g/t et 82 g Ag/t to the south of the municipality. This tailings pile is what is left of previous operations. Preliminary leaching tests on these tailings in laboratory columns gave interesting results which led to tests in larger columns in 1984 and to a pilot test on a 750 ton heap in Montauban during the summer of 1985.This paper briefly describes the columns tests performed at the Centre de Recherches minérales and the heap leaching test designed and conducted by SOQUEM in Montauban. The Sumich (Victorine) gold mine is located in the Toiyabe Mountain Range on the east side of Victorine Canyon, a north-trending branch off Kingston Canyon in the northwest quarter of Section 27 and southwest quarter of Section 22, T16N, R43E, in the southern end of Lander County, Nevada (Fig. 1). HISTORY Discovered in 1862, the Victorine reached a peak of development between 1872 and 1887. The "Victorine" and "Morning Star" lode mining claims, located on the outcrop of a prominent auriferous quartz vein, were patented in 1869 and 1891, respectively. 1, respectively. Gold ore was mined underground in adits driven, on the level, directly into the side of the mountain. Ore brought to the surface was trammed about 457 m (1500 ft) south on a track constructed along the contour to ore bins. From this transfer point, the ore was moved by aerial tram to the bottom of the canyon then hauled by horse-drawn wagon to the mill located about 3.2 km (2 miles) east down Kingston Canyon. Exact details of the milling process used on the Victorine are lacking, but old reports mention water-driven stamp mills, amalgamation, chlorination, and cyanidation. Gold and silver mill products are reported to have been sent to England for final refining. High-grade gold values of 103 g/t (3 oz per ton) remaining in mine walls and on outcrops, attest to the lack of success in treating the Victorine ore in the early mills. The Victorine mine may have been worked sporadically after 1887 with little success. In 1934, control of the property was acquired by William P. Moloney, an attorney from Marion, OH, who also control- 1 led an interest in the successful Goldacres mine in Lander County, NV. This property was studied, sampled, and metallurgical tests were done in 1934, but no development resulted from this work.

Metal-doped Ni–Zn ferrite with spinel structure was directly synthesized from treated zinc-containing electric arc furnace dust (Zn-containing EAFD) by solid state reaction method, realizing the transformation of Zn-containing EAFD from solid waste to high value-added material. A certain mass of NiCl26H2O was added to the treated Zn-containing EAFD before calcination. Then the effects of the mass ratio of treated Zn-containing EAFD to NiCl26H2O (RTZE/N, g g−1) and calcination temperature on the synthesis and magnetic properties of as-synthesized samples were systematically investigated by X-ray Diffraction, Raman Spectroscopy and Physical Property Measurement System. It is indicated that RTZE/N and calcination temperature had important influences on the synthesis of single-phase spinel ferrite and their magnetic properties. Pure metal-doped Ni–Zn ferrite, which exhibited good magnetic properties of higher saturation magnetization (Ms, 60.5 emu g−1) and lower coercivity (Hc, 49.8 Oe), was obtained when the calcination temperature was controlled at 1100 °C for 2 h with RTZE/N of 1:0.9.

I am not an orator and have never said a word in public during my thirty years' experience in the coal mines of Colorado; but, being requested to speak by our worthy chairman, and as I am deeply interested in the future welfare of this organization, 1 will make an effort to say a few words in behalf of the Rocky Mountain Coal-Mining Institute, which we are about to organize. As 1 understand it, it is the object and intent of this organization not merely to assemble occasionally for the purpose of discussing various problems in coal-mining, and thus to obtain the best possible results in economic operations, but its especial duty will be to devise ways and means whereby accidents in coal mines will be minimized. Figuratively speaking. we are about to plant a tree in the State House of Colorado, and desire its roots and branches to extend over Wyoming on the north, New Mexico on the south. and Utah on the west. So we expect this tree to bear fruit over a vast area. We must remember that the planting of a tree, even in good soil, is useless unless we cultivate, prune, and nurture its development. If we will not do so, the tree will not bear the desired fruit. So, in order to make the Rocky Mountain Institute a success, we must not only start it off in good shape, but we must keep on adding to its strength in various ways, so that it will become a known factor and a recognized power over this broad territory. In other coal-mining states and countries of the world much has been accomplished through similar organizations to reduce loss of life among men engaged in the production of coal, and there is no reason why our institute in the West should not be equally useful and attain the same results. There are many ways by which this organization can be made beneficial to the men engaged, in various capacities, in handling the "dusky diamond." I will endeavor to confine my brief remarks to the necessity of a crusade of an educational nature among three classes of men that are directly and indirectly connected with coal mines. First-We need to educate ouselves. It is amazing how few of our number, holding positions of trust, and having charge of men in and around coal mines, are conversant with our brief mining laws and cognizant of our duties in enforcing them. Going down the line to our company men and miners, I think 1 can safely say that not over 5 per cent of them are in any way familiar with the statutes that have been enacted for their especial benefit and protection. This condition, 1 think, can be, and ought to be, remedied, and. if thoroughly done, the effect in reducing loss of life will soon become apparent. Now, to reach the officers or men in charge I consider an easy matter, which could be accomplished in this manner: Have our general managers or owners of coal properties issue a circular, compelling every superintendent pit boss, fire boss, or other officer having charge of men, to send them a copy of the mining law in their own handwriting every six months. But to come to the masses engaged in coal-mining. to get these men of various nationalities educated in the mining law, will be a difficult task indeed; but I think I have an original scheme that is practical, and which, if put in operation, would work wonders in educating our company men and miners. This plan is as follows: Have every school in every coal-mining district devote one-half hour on Friday afternoon after school hours to the familiarizing of all male pupils between the ages of twelve and sixteen years with the contents of our laws governing coal mines. At the end of each term of school, award small prizes- say, $5, $3, and $2- to those that are best posted, the principal of the school to be the sole adjudicator. Now, someone may say that this is causing extra work to our teachers, with no compensation. In this respect, I will vouch that 95 percent of our teachers will do this work gratis, providing we can show them the benefit of the system. If we go a step farther, and put an incentive before our teachers, probably it would be a good scheme to award a prize-say, $20 or more-for the best set of practical amendments to our mining laws complied by any school and its teachers, judges of the amendment to be members of this Institute and appointed by the President. There is no denying the fact that we need to be educated, and that we should adopt some system that will encourage a knowledge of practical and scientific mining amoung our present forces and the rising generation. The seismic design of extended pile shafts for the combined effects of dynamic shaking and liquefaction-induced lateral spreading is investigated using nonlinear dynamic finite element analyses (NDA). Results of NDA parameter studies are used to illustrate how inertia and lateral spreading loads combine during shaking. The NDA results are used to evaluate equivalent static analysis (ESA) methods. Implications for design practice are discussed.

This paper presents the results of a detailed geotechnical study on the potential multiple seam interaction between the No. 2 Gas (upper) and the Powellton seams, which are separated by an average interburden of 45 ft. The interburden consists of 4 ft of clay shale below the No. 2 Gas seam, 38 ft of massive sandstone, and 3 ft of shale above the Powellton seam. The No. 2 Gas seam was mined about 60 years ago, and many water-pooled areas were projected to be present. The deepest overburden over the No. 2 Gas seam is about 750 ft. To evaluate the potential interaction between the two mine works and to determine the pillar safety factor, Analysis of Multiple Seam Stability (AMSS) software was initially used to determine pillar dimensions to obtain a minimum safety factor of 2.0 for areas under pooled water, as well as a minimum safety factor of 1.5 for areas not under pooled water. Furthermore, to assess the quality of the interburden rock strata, two surface core holes were drilled, and rock cores were tested in the laboratory for their strength and elastic moduli. Using the experimentally determined strengths and moduli as part of the input parameters, the RocScience Phase2 finite element program was employed to model the stress field scenarios and estimate the safety factors of the interburden rock strata before and after Powellton seam mining. The pillar safety factors derived from the Phase2 analysis were in excellent agreement with those obtained from the AMSS analysis. Phase2 results also predicted that the effect of the Powellton seam mining, first mining only, would reach a maximum of 19 ft above the Powellton seam, which led to the proposal of drilling 25-ft deep test holes to detect water, instead of the 45-ft deep test holes mandated by MSHA. The proposed test-hole height was accepted by both Mine Safety and Health Administration (MSHA) District 4 and the state of West Virginia. Mining of the Powellton coal seam commenced in February 2011 and continued for eight months. To date, no 25-ft deep hole has encountered water under the water-pooled zone, which validates the RocScience Phase2 finite element analysis. Also, inmine observation of excellent pillar stability and roof condition confirms the validity of the AMSS analysis.
