Sec. 451-483). Background The Federal Coal-Mine Inspection program was established to carry out the provisions of Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. This act has since been amended to be known as Title I -Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also includes Title II -Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal-Mine Safety Act.

"Near-infrared (NIR) spectroscopy sorting technology is incorporated in an automated optical mineral sorter that can discriminate between materials using the differences in characteristics when exposed to near-infrared radiation. During September 2014 to April 2015, a pilot plant that utilized NIR technology to discriminate between kimberlite and waste materials was commissioned to determine the viability of including this technology in the diamond winning process flow sheet at Cullinan Diamond Mine. The plant was used to minimize the waste content in the size fraction -70+35 mm that reports to the crushing section and then to the dense media separation process. This paper describes the initial test work, conducted at Mintek, that led to the decision to conduct a pilot-scale study. The mineralogical characterization of the feed and product streams to establish the sorting criteria and the operational data obtained during the pilot plant campaign are described. The results indicated a good possibility of discriminating between the kimberlite and waste material using NIR technology. However, the consistency of discrimination was not good enough to avoid the risk of potential diamond loss. Furthermore, a lower than expected availability of the machine reduced the throughput capabilities. IntroductionUsing near-infrared spectroscopy (NIRS) technology for ore sorting is a new concept for the mineral processing and mining industry. NIRS has been used for decades in the laboratory for the identification of pure minerals, and has its roots in the recycling, food, and pharmaceutical industries (Salter and Wyatt, 1991; Robben et al., 2009). Ore sorting in itself is not a new concept; it was introduced during the Stone Age with handsorting being the first method to separate valuable materials from gangue (Wills and Napier-Munn, 2006; Sassos, 1985). However, over the years the scale of mining has increased and hand-sorting has become challenging to implement (Joensson, 2014).Sensor-based sorting is an advanced technology that can help overcome problems such as ore dilution experienced in mineral processing operations. The benefits are lower energy and water costs, reduced ore dilution, lower environmental impact, and improved profit margin (Mathew, 1974; Jonsson, 2014; Salter and Wyatt, 2009; Death et al., 2009). In sensor-based sorting, materials are mechanically sorted based on certain physical properties that are detected by a sensor (Dalm, 2013). Research has found that with NIR scanners it is possible to obtain a ‘fingerprint’ of a sample that is directly related to its mineralogical composition. According to Woutruba et al. (2009), molecules absorb NIR radiation by means of electronic and vibrational transitions. Nowadays, there are many sensors available in the market that utilize different material properties; the choice of a sensor is dependent on the mineralogy of the ore."

Dissolved and suspended solids are present in the free water of tailings ponds. This Bureau of Mines study was designed to identify the influences of the slime zone in preventing these solids from reaching the environment outside the tailings pond. The finite-element method was used to determine the rate of discharge of subsurface water from the Van Stone tailings pond in northern Washington. The slime zone was sampled and tested for the first time, and results were interpreted and incorporated into the mathematical model. Computer results were verified by installing and monitoring piezometers in the field and by a simulated (16- by 1/2- by 3 foot) laboratory model. Output from the numerical model defined critical seepage zones and revealed that proper pond design and maintenance can reduce pond seepage losses to a minimum. Minimization of seepage requires maintaining the pond water level over the slime zone. Sufficient physical, chemical, and limnological data were collected and analyzed to conclude that the only realistic reflection of synergistic effects is obtained by study of the indigenous biota in combination with quantitative chemical and physical data. Proper planning and management of the milling and waste disposal operations are the key to minimal pollution.

Gentlemen, the title of my paper is Surface Mining An Interim Land Use. Surface mining has become one of the major controversies of our time. This has happened in spite of the fact that all surface mining to date has involved only 6 million acres out of a total of 2300 million or approximately one-fourth of one percent of the total land area in the United States. I'm not going to dwell on whether peoples' perspectives are out of focus in light of the area involved, the energy crisis, national security, or the international balance of payments problem. While these things are all critically important, it is not the function of this paper to relate to them. Maybe the amount of attention attracted to surface mining is out of proportion to a lot of other things, but I don't feel that we should use that as a basis for procrastination. However, let me categorically state that anything that affects the surface of the earth is a form of land use --- be it an interstate highway, a power plant site, a golf course, a corn field, a strip mine, or the plot of ground on which your house is located.

Thermodynamics data for silicates have applications in the fields of extractive metallurgy, ceramics, and geochemistry. To facilitate these applications, up-to-date tables of heats and free energies of formation are needed. It is the purpose of this report to supply such tables for anhydrous silicates. During the last 15 years the heats of formation of a substantial number of anhydrous silicates have been reliably determined at or near room temperature. This resulted from the development (first by the Bureau of Mines and later by the Geophysical Laboratory of the Carnegie Institution of Washington, by the Institute of Geology of the University of Helsinki, Finland, and by the Department of Geology of the University of Chicago) of accurate solution calorimeters, employing hydrofluoric acid as the reaction medium. Specific references to work of these laboratories will be made in the next section of this report. Also, entropy data at 298.150 K. and high-temperature heat-content values are available for many of these silicates, mainly owing to work of the Bureau of Mines. Most of these entropy and heat-content data have been compiled in Bureau of Mines Bulletins (13, 15).3

In a partnership between Luck Stone Corporation and Loudoun Water, a 42” (1.067m) steel pipeline was constructed along the perimeter of an extensive permitted reserve of diabase rock Luck Stone was about to begin mining. Loudoun Water provides drinking water and wastewater services to over 75,000 households in Loudoun County, Virginia. In discussions to establish the 30-foot (9.1 meter) easement for Loudoun Water within the permitted reserve of diabase rock, Luck Stone and Loudoun Water agreed on the following basic conditions: • Luck Stone could execute production blasting as close to the easement as physical conditions of overburden depth permits. We estimated the minimum distance to be about 75-feet (22.86 meters) from the centerline of the pipe. • Loudoun Water would install strain gauges on the pipe every 500-feet (152.4 m) along the entire length of the future reserve area. This resulted in the installation of 18 strain gauges. • Luck Stone would contract a third-party vibration monitoring company, agreed to by Loudoun Water, to monitor the strain gauges and provide seismograph reading at appropriate locations along the pipe as mining progresses. All information would be provided to Loudoun Water. • Luck Stone’s blasting will be conducted in a manner that ensures the recommended strains are not exceeded.

G. R. DELAMATER,* Steelton, Pa. (written discussion t)..-Under the heading, "Preparation of Coal," Mr. Campbell discusses the ad-visability of sizing the coal for the jigs. While I fully realize that conditions alter cases, my method at all times is to do everything possible to avoid sizing. It would be unwise for anyone to say that greater ash and sulfur reduction is impossible by sizing. The thing that can be questioned is, will the greater reduction be sufficient to counterbalance the greater cost? The same thing is true of the proper size of crushing for each individual proposition. In past years many washeries have been built and equipped for wash-ing two or more sizes, but I know of few instances where these plants were operated more than a year before sizing was abandoned. Perhaps in some of these cases this was clue to lack of sufficient development of such scheme of operation; yet I have found that most men engaged in this work, including myself, started into the work with a pretty well-fixed idea that sizing would be beneficial. But trials and tests showed that the mixed size washing is necessary for coals requiring crushing to 1 in. or less. Coal is of low value, compared with other minerals segregated by washing or concentration, for which reason simplicity must be the watchword: simplicity in the machine used to attain the separations of impurities from the coal, in the accessory plant equipment, and in its arrangement.

Marble is one of tile most beautiful and enduring materials employed in the construction industries. Because of its diverse colors, decorative patterns, and varying textures, it has furnished material for artistic architectural design for many centuries. The marble industry is described in some detail in Bureau of Mines Bulletin 106, The Technology of Marble Quarrying, which, unfortunately, is now out of print but may be consul ted at most large libraries. Onyx marble and travertine are discussed in Bureau of Mines Information Circular 6751. The purpose of this paper is to describe the main features of a distinctive group of ornamental marbles known as the serpentine marbles or verde antiques.

ECONOMIC recovery, which began in 1958, carried through into 1959 but was somewhat retarded by the 116-day steel strike beginning in July 1959. Recovery and economic growth increased production and consumption of mineral fuels 3 percent above 1958. The increase was accomplished despite a drop of 26 percent in coal exports. Prices remained constant during the year so that the value of production and consumption also increased 3 percent over 1958. Stocks in the hands of producers at yearend were little changed from the supply at the beginning of the year. Employment in the field of mineral fuels decreased 6.4 percent from 1958. Average hourly earnings were up 7 percent, and average hours worked were up 5 percent, with the result that weekly earnings gained 11.8 percent. Internal freight rates were relatively constant, but ocean tanker rates declined both in 1958 and 1959 from the high rates charged during the Suez crisis. The index of major input expenses decreased for anthracite, held constant for bituminous coal, and increased for petroleum. The index of labor cost per dollar of product and per ton of product declined again in 1959 to a new low in anthracite and bituminous-coal mining industries.

Efforts to evaluate washery performance are nearly as old as the art of coal cleaning, and in former years there was no uniformity in either the methods used or the basic terminology employed. This situation, and the con- fusion it bred, prevailed until about the time of the First International Coal Preparation Conference in 1950, Largely because of the interest of the French coal research organization Cerchar, the subject of evaluating performance was given prime importance at this conference. As a result, there is now a much greater degree of uniformity in terminology and methods of expressing cleaning results. The International Standards Organization currently is working toward international standards of terminology and methods that should improve the situation even more. The various criteria that are used to evaluate the performance of coal- cleaning equipment fall into three categories, depending upon the extent to which they are dependent on the density composition of the raw coal; some are directly dependent, others are only indirectly dependent, and still others are substantially indenpendent.

The Anaconda Company, through its wholly owned subsidiary The Anaconda Company (Canada) I,td., has investigated, optioned and partially developed a large tonnage of iron ore amenable to magnetic concentration. The reserves are located in north central Ontario and occur within a twenty-two mile belt of layered and intricately folded metamorphic rocks, close to the north contact of an igneous complex of granite and pegmatite. There are two main ore deposits. Briarcliffe is a steep to vertically dipping body 100 to 500 feet wide and over a mile long. The Two Mile Lake deposit is flat dipping and confined to an open, asymmetrical syncline; it is approximately a mile wide and 250 to 4.00 feet thick. On its flat easterly plunge, it is saucer-like in shape and is amenable to open-pitting for an east-west distance of several thousand feet. Magnetometer surveys, confirmed by drilling, indicate at least a three mile eastward extension of this deposit. Location and Access: The property is located in the Kowkash Mining District of northwestern Ontario, roughly forty-four miles north of the community of Nakina on the main line of the Canadian National Railroad. (Fig. 1) Access during the exploration period was entirely by airplane from Nakina. (Fig. 2) More recently, Nakina itself was connected to the highway network in the Longlac-Geraldton area. The property is roughly 190 miles by existing and proposed railroad from the Great Lakes waterway system. The Trans-Canada pipeline moving natural gas from western to eastern Canada passes through Geraldton roughly 70 miles south of the property. Topography: The surface features in the area are typical of a sizeable portion of the Precambrian Canadian Shield area. Many lakes, low swampy areas, and glacial moraine-type features are common in this recently glaciated area. The average elevation is between 800 and 900 feet above sea level, and the relief is probably less than 100 feet with the greater portion of the area less than 50 feet. The topographic "highs" are formed either by outcrops that were resistant to glacial erosion or by moraines, eskers and drumlins which were deposited upon the recession of the glaciers. The better mineralized zones, composed chiefly of quartz and magnetite, commonly form ridges resistant to erosion and weathering. Previous Work: Because of the obvious outcrop of the magnetite-rich beds and knowledge gained from early developments within the general region, it is conceivable that the presence of the iron formations has been known for a good many years. The Minnesota Department of Transportation (MnDOT) evaluated several concepts to minimize flooding of Trunk Highway 35W (TH35W) near downtown Minneapolis. A deep stormwater storage facility (SSF) was selected for final design. Given the constricted project footprint, open trench excavation construction methods were not feasible, and a top-down construction approach using diaphragm walls (d-walls) was utilized. The SSF is located near the edge of a glacial valley containing glacial and alluvial deposits including cobbles and boulders. Categorizing ground conditions was critical in assessing constructability of the SSF and determining project cost. Multiple phases of geotechnical investigation were conducted including geotechnical borings, geophysical surveys, and pump testing. Obstructions (including cobbles and boulders) were encountered at some of the borings conducted and therefore were anticipated to be encountered during construction. As part of development of a project risk register, it was decided by the Owner that the Contractor should assume no obstructions during d-wall construction, and obstructions encountered during construction would be paid using funds allocated in a project risk pool, which was informed by a Geotechnical Data Report (GDR) and Geotechnical Interpretive Report (GIR). The cells of the structure were successfully completed in 2022 with final completion anticipated for the fall of 2023.

Submerged combustion and inverse solubility methods were investigated as promising alternative means for crystallizing manganese sulfate from solutions produced by leaching manganese ores with either sulfuric acid or sulfur dioxide. Evaporation of water from typical manganese sulfate solutions by sub-merged combustion techniques enabled production of a slurry containing 32 to 39 pct MnSO4.H2O crystals suspended in a saturated solution of manganese sulfate. Such a slurry required further processing by thickening or filtration and drying to produce crystals of MnSO4.H2O. In a second approach, semicontinuous processing of manganese sulfate solu¬tions by thermal crystallization under pressure effected a recovery of 94.5 pct of the MnSO4.H2O as dry free-flowing crystals. Treatment of a solution containing about 100 grams manganese per liter at 189° C, produced a "barren" solution containing only 1.9 grams manganese per liter. Calculations made on comparable manganese sulfate solutions show that the heat requirement of the thermal crystallization method was about one-third to one-fourth that of the submerged combustion method.

Production of crude oil in Venezuela for the year 1937 was 186,653,-916 bbl., as compared with 155,228,982 bbl. produced in 1936, an increase of almost 31,500,000 bbl. The oil-field strike, which started on Dec. 14, 1936, lasted until Jan. 25, 1937, when a total of 10,000,000 bbl. of production was estimated to have been lost (5,750,000 bbl. in 1936 and the remainder in 1937). Of the total of 186,653,916 bbl. produced in 1937, the Lagunillas field contributed 45.6 per cent, a drop of approximately 10 per cent under 1936 figures; Tia Juana, 14.3 per cent; Quiriquire field, 14.0 per cent; La Rosa area, 13.3 per cent and the Mene Grande field, 7.6 per cent, these being the five leading contributors of the year's production. Detailed production figures by fields and by companies are shown on Table 1. Of the total production of Venezuela the following four major companies accounted for the greater proportion: Standard of Venezuela and Lago Petroleum Corporation together, 48.3 per cent; Shell, 37.4 per cent and Venezuela Gulf, 14.0 per cent. At the end of the year, 2491 wells were producing, of which number 1291 wells were pumpers, or about 52 per cent. Production The accompanying statistics of production record of Venezuela oil fields from its inception to Dec. 31, 1937, shown on Table 2, indicates that the cumulative production reached 1,503,283,228 bbl. In order of importance, Lagunillas leads all the fields, having accounted for about 50 per cent of Venezuelan production, followed by La Rosa area, which produced about 21 per cent; Mene Grande, which produced about 13 per cent, and Quiriquire, which produced 6.5 per cent. Table 3 shows the age of each field. Mene Grande is the oldest, having produced for 24 years; Tarra is next, 21 1/2 years old, and El Mene third, 171/2 years. The gravity of the crude from the various fields, also shown on Table 3, remained unchanged, the only addition being the new Tia Juana field, which averages 15.6' A.P.I. Table 4 shows the method of production by fields as of Jan. 1, 1938; at the end of the year 2491 wells were producing, compared with 2005 wells producing at the beginning of 1937, or an increase of 486 wells. The completions for the year reached 512. Of the 2491 wells producing crude oil, 1291 wells, or approximately 52 per cent, were pumping, 925 (approximately 37 per cent) were flowing naturally and 275 (11 per cent) were on

This paper discusses methods used in the estimation of natural gas reserves and the general conditions under which the various methods are applicable. The factors used in estimating natural gas reserves are reviewed. Errors which have been found to occur frequently are listed. Introduction The estimation of natural gas reserves has become of paramount interest because of the increasing importance of gas in the nation's economy. Gas is a most desirable fuel, a fact substantiated by the continued rise in the market demand. In addition, new uses for gas are being developed by the chemical, plastic, and associated industries, and plants are being built to make gasoline from natural gas. These are a few of the factors contributing to the importance of the nation's natural gas reserves. With the increased importance of gas there is an increase in the need for reliable estimates of the magnitude and availability of natural gas reserves. These estimates are being used currently: (I) to determine which fields contain sufficient available reserves to justify the construction of pipe-line outlets to serve particular markets; (2) to design pipe lines necessary to serve those fields adequately;] (3) to determine the location of industrial and chemical plants; (4) to finance the development of gas properties, and the construction of gas pipe lines; (5) to determine fair and adequate depletion allowances and depreciation rates; (6) to justify applications for gas pipe lines before various regulatory bodies; (7) to determine the number of wells required to exploit the reserves most economically; (8) to aid in establishing values for the purchase or sale of gas properties, and for purposes of inheritance taxes; (9) to determine equities under unitized operations; (10) to provide a basis for calculating the economics of gas-cycling operations. History or Estimation of Natural Gas Reserves The natural gas industry in the United States had its beginning during 1826 when natural gas was used for lighting the city of Fredonia, N. Y. The first natural gas pipe line was a 25-mi]le wooden line constructed from hollowed logs, connecting West Bloomfield and Rochester, N. Y. There is no record of an attempt to estimate the gas reserve at West Bloomfield but an attempt was made to determine the capacity of the well by measuring the time required to 611 a large balloon. One of the earlier publications concerning estimation of natural gas reserves is the "Manual for the Oil and Gas Industry," published by the Treasury Department, United States Internal Revenue, in i9i9. The somewhat misnomered "continuous" face section is in most mines today still far from perfect continuity. Achieving uninterrupted flow of coal from the mining machine to the outside has been a long sought for goal. Clearly, the largest problem to be solved in continuous mining today is one of increasing the cutting time of the miner. Full machine utilization can never be achieved with the new high capacity miners, as long as their performance is tied to that of the shuttle car. Figure No. I illustrates the point at which shuttle car haulage distance determines unit productivity rather than the productive capacity of the miner. Continuous mining is never realized. A recent development has proven, however, that truly continuous mining and haulage is possible. The Bell & Zoller Coal Company working with the Research and Development Department of Hewitt-Robins Inc. developed and perfected a new mining system which offers advantages in terms of increased productivity at reduced mining costs and enhances the safety of personnel at the face. This new system involves the use of two pieces of equipment that form a unbroken link, at all times, between the mining machine and the mine belt haulage system. These pieces are a Mobile Bridge Conveyor, and an extensible panel conveyor. The following areas of discussion will be covered during the review of this development. I.
