The Clean Water Act, as administered by the Environmental Protection Agency, has mandated industry, government and the public to comply with potentially conflicting and vague water quality statutes, regulations and guidelines. Universal regulatory strategies have been developed which have introduced and have created regulatory, compliance and institutional conflicts. Conflicts have been created because National water quality performance goals and design standards are vague, and, in many cases, cannot be scientifically justified. Because of regulatory technical requirements to define background and environmentally impacted water quality characteristics, the ability to achieve regulatory compliance is difficult. Difficult issues requiring resolutions includes but are not limited to site specific surface and ground water quality classification systems, water quality standards and guidelines, point and non point pollution sources etc. Because of these statutory and regulatory complexities, a confrontational regulatory system has been created as it relates to: - defining performance criteria in relation to design criteria; - resolving water quality statistical compliance conflicts; - defining laboratory precision requirements; - determining background groundwater characteristics; and - locating a representative point of compliance. Because of these complex regulatory issues, the ability to balance goals, needs and economics has not been achieved or in many cases has not been attempted, without legal intervention. A few examples illustrating where water and waste management compliance conflicts have been experienced.

China's coal energy development, characteristics and relationships with atmospheric pollution are reported. Atmospheric pollution sources from coal combustion are analyzed. Some of the projects for clean coal combustion in the Shanghai area include use of industrial briquettes, investigation of coal combustion additives, and blending combustion of coal with industrial wastes. Coal is China's main energy source, and 80 percent of China's annual coal production is used in combustion devices. Coal-flue gases from the domestic stoves and industrial furnaces are the main atmospheric pollution source. China's atmospheric pollution is, in fact, the pollution of coal-flue gases. To 2000, in view of China's energy needs as a developing nation, the atmospheric pollution from coal combustion must receive our utmost attention.

The new Lyon-Turin railway project involves the construction of a 57 km twin-tube tunnel between France and Italy. Pini France (project leader) and Systra-SWS are the designers of Construction Site 8 (CO8). This part of the project includes the construction of the tunnel portal on the Villard-Clément platform, two 2.8 km long tubes of the base tunnel in the direction of Saint Martin la Porte, the cross-passages between tubes and the niches. This paper presents the general approach followed to design the temporary support for the base tunnel, cross-passages, and technical rooms. The design of the temporary support accounts for the variability of the ground and water conditions, the excavation attended behavior, the construction planning and the identified geological hazards that could be encountered along the alignment. Particular attention is paid to the intersections between the tunnels both in terms of numerical modelling and construction methods and phases. Two types of intersections are present in the project: the intersections between the cross-passages and the base tunnel and the intersections between the base tunnel and the niches. 3D models have been developed for the tunnel intersections.

Knowledge of in situ stress and natural fracture distribution at depth improves our ability to stimulate and produce low permeability reservoirs. The focus of this study is three closely spaced, 2.5 km deep vertical wells in the Piceance Basin of Colorado. The wells were completed through the tight lenticular and blanket gas sands of the Mesaverde Group. In situ stress directions and magnitudes were determined from hydraulic fracture tests and anelastic strain recovery measurements of oriented core. The distribution, orientation, and characteristics of natural fractures in the subsurface were determined from detailed observations of over 1300 m of core, of which 400 m was oriented. Stress measurements clearly show that horizontal stresses are strongly influenced by lithology. In a sandstone/shale sequence at a depth of about 2.0 km in situ stresses in sandstone formations are anisotropic, with the average ratios of the minimum and maximum horizontal stresses to the overburden stress being 0.82 and 0.96, respectively. In sharp contrast bounding shale formations are lithostatic. This stress contrast between sandstones and bounding shale formations could act as a barrier to hydraulic fracture propagation during stimulation and impede vertical fracture growth. Natural calcite-filled fractures are present in over 7 percent of the core, with several horizons having a much higher frequency of fractures. Fractures are found primarily in sandstone. The fractures have a strong preferred orientation of N 1060E[+]110, which is aligned with the maximum horizontal stress and direction of hydraulic fracture propagation. The interaction between a well developed fracture fabric and anisotropic stresses in sandstone formations produces a permeability anisotropy, with the maximum permeability aligned with the fracture fabric and maximum horizontal stress.

Yield pillars are used in deep coal longwall mines, where the depth of cover is so great that a conventional chain pillar design tends to be unsuccessful. The design of yield pillars in deep U.S. mines has been based mainly on experience, pressure arch theories, numerical modeling, and empirical methods that originated in the eastern U.S. coal mines. This paper offers field experience based guidelines for the design of yield pillars through analysis and evaluation of numerous case histories. Case histories of yield pillar applications were collated and critically reviewed to identify trends in data that can be used to formulate the design guidelines. Convincing trends observed in the case of successful case histories indicate that yield pillars should have a width to height ratio in the range from 2.8 to 6.0, a stability factor during development between 0.4 and 0.6, and shed between 94% to 98% of the cover and abutment load, as provided by the Carr-Wilson (1982) method. Also, yield pillars should be utilized in coalmines only where the roof and floor rock have a CMRR rating of 50 or better.

The introduction of liberalisation in Dutch mineral provision has created a lot of uncertainty on how and where to supply for the need of construction raw materials. Some possible effects of this policy shift are: 1. the extraction of materials from small pits with truck transport, 2. an increasing dependence on foreign suppliers, 3. the usage of marine dredged materials, 4. more input of secondary substitutes. The outcome of this policy and the resulting marketbehaviour have consequences for transport and infrastructure and hence for sustainability issues. Mineral provision, on the other hand, is also influenced by the availability of infrastructure. Insufficient transport capacity could hamper the development of mineral projects that render benefits to society. (Even) in a liberalising market for mineral provision, the central and local governments have an important role to play with regard to infrastructure and the effects of transport. Various trends point towards an increasing internationalisation in mineral provision. What will increasing trade and increasing influence of the market mean for transport infrastructure? How should increasing transport be judged with respect to sustainability? In the sustainability discussion these questions will have to be answered on a national as well as on a European scale.

Routine analyses of seismicity and event locations are essential for coal burst risk management, especially in the presence of unfavorable and complex geology. In an Australian longwall coal mine, a small-scale seismic monitoring network was installed to monitor a section of a major dyke intersected by the roadway, which was classified as a coal burst prone zone. The Deep Convolutional Neural Network (DCNN) technique was adopted for automatically discriminating seismic events to assess seismicity in this zone. The discriminated seismic events were located with the Shortest Path Method based on the Boundary Discretization Scheme (BDS-SPM) for temporal-spatial seismic event distribution analysis. The results demonstrate that the seismic events are discriminated with an average accuracy of 94%. Moreover, the seismic events are more accurately located using the BDS-SPM with a 3D heterogeneous velocity model compared with results obtained with a homogeneous velocity model. The temporal and spatial variances in seismic activities identify that the rock fractures in the dyke zone are closely related to the longwall mining process and a local dyke has a controlling influence on the stress concentration in its vicinity.

The Pokorny sulfur deposit is located in the northwest comer of the Delaware basin in the Rustler Springs sulfur district of west Texas. To date, 57 sulfur test wells have been drilled by Addwest Minerals delineating a resource of greater than one million long tons (It) of native sulfur. The deposit, hosted by the Permian Ochoan Castile Formation evaporite sequence, is a sulfur-bearing bioepigenetic limestone replacement of banded bituminous anhydrite. Three distinct mineralized horizons are present that correlate with zones of halite dissolution in the Castile. Sulfur mineralization occurs as hydrocarbon-poor disseminated grains, and as crystalline linings of discontinuous planar voids and large vugs.

For thousands of years gold has been not only a commodity, valued for its comparative scarceness, immutability and homogeneity but also a medium of exchange which has no nationality. Approximately 90% of the gold produced is still accessible in the world, although some of it in museums, galleries, jewellery and dental work is not immediately available for circulation. The majority is held as bars by central banks for their reserves; the balance circulates as coinage or bullion held for investment. The value is further enhanced by the political aspect that gold cannot be debased as paper currency can and, therefore, it always becomes an investment refuge. It has always been possible to buy and sell gold at a price which is readily established by reference to bullion's weight and purity; and it is this fact which makes a loan denominated in gold, rather than one in currency, a viable alternative means of finance. The purpose of this paper is to discuss some general aspects of what is considered to be one of the more effective and presently popular methods of financing the development of a gold mine - the gold loan. This is not intended to discuss all the minute details which must be uniquely designed to fit each individual situation, but rather to provide general guidelines. You will all be aware of the traditional sequence whereby companies primarily finance exploration work by the raising of equity through the sale of shares to the public or by that unique Canadian form.

INTRODUCTION Boom-type miners mechanize the cutting and loading of a solid face of rock having a compressive strength as high as 124 MPa (18,000 psi). These machines differ from continuous miners in that they can cut much harder rock for any given cutter-motor power. In addi¬tion, a boom miner is more flexible, selectively cutting any cross-sectional configuration from circular to square arched faces, 1.57-rad (90°) turns, and mixed faces. The basic operational concept of these machines, utilizing a rotary cutterhead mounted on a slewing boom, gained importance in Europe during the 1960s, where, due to their specialized use in roadway development in coal mines, they were called roadheaders. Along with continuous miners, boom miners share the ability to fully mechanize the cutting and loading of rock, while eliminating the need for explosives and the shattering and overbreaking of roof and rib rock that is normal with conventional mining methods. The machines are crawler-mounted and most have a gathering-arm load¬ing system that, moves the cut rock onto an internal chain conveyor, subsequently discharging the rock into a transport device such as a shuttle car or a bridge conveyor. Light- to medium-weight boom miners are cutting softer rocks and minerals successfully, including coal, shale, rock salt, potash, phosphate, weak sandstones (e.g., those associated with uranium ore), and other softer ores such as iron. Heavy third-generation ma¬chines have extended rock cutting to much harder ores such as borate, oil shale, and almost all rock associated with coal seams, except for the harder sandstones and limestones. The mention herein of specific manufacturers, brand names, or models is made by way of example only and does not constitute endorsement by the author or The Pennsylvania State University. All costs cited herein are in 1977 US dollars. TYPES OF BOOM MINERS All boom miners utilize drag bits fixed on a rotary cutterhead that is powered by an electric motor mounted in the slewing and elevating cutter boom. The cutter¬head is either a ripping or a milling type, and the machines have evolved through three generations (Boldt, 1977). As shown in Fig. 1, only one boom miner cur¬rently produced can use both ripping and milling cutter¬heads on one machine. Table 1 lists boom-miner models built in large num¬bers and/or successfully used or marketed in North America. Table I excludes machines of which only a few have been produced and none sold in North America, such as those manufactured by Demag, Eick¬hoff, Paurat, and Thyssen-Rheinstahl. The only Ameri¬can boom miners are the F-16 and Super ROC¬MINER"', manufactured by AEC, Inc., State College, PA. Machine Generations Three generations of boom miners can be distin¬guished according to their times of introduction, their rock-cutting abilities, and their weight classifications. Fig. 2 illustrates typical best-practice production rates possible from boom miners for selected cutter-motor power sizes (other power figures can be interpolated). INTRODUCTION The tailings, or solid waste, remaining after uranium has been extracted from an ore and the liquid wastes associated with it contain both radioactive and other substances which, if released to the environment, may have a detrimental impact on man and his environment. Although the radioactivity of the waste is of natural origin, the mining and milling process results in bringing the radioactive ore to the surface, changing its chemical and physical form, increasing its mobility and, therefore, enhancing the potential radiological exposure to man. Exposure to radionuclides released from a tailings impoundment, while small as applied to any one generation, can be made large by counting far into the future, large enough to be the dominant source of exposure from the nuclear fuel cycle, Cunningham (1978). Increasingly it is being found that where the prime concern was initially the radionuclide releases, the release of other pollutants and contaminants may be of equal or greater concern. While there is a definite benefit, at least to present generations, resulting from the recovery of uranium, current and long-term concerns require that consequential present and future releases be kept as low as is reasonably achievable. Design practice, to minimize this release, is currently passing through a technical revolution; precipitated by public and institutional concerns. New techniques and methods are, therefore, being actively sought and continuously implemented. Because of the complexity of the pollutant release mechanisms and the sitespecific nature of each impoundment site and tailings product, a wide variety of site selection and design options have been implemented or considered. It is often possible to design a number of satisfactory tailings disposal schemes which differ widely in nature and cost. There has been a phenomenal increase in production of coal from opencast mines in India. At the same time environmental problems caused by mining are receiving greater atttention. Deterioration in ambient air quality due to increased concentration of suspended particulate matter (SPM) in and around an opencast project is a major problem. Some measured values of SPM level around opencast mines in diff coalfields show that in many cases the TLV of 500 ug/m^3 is exceeded. The impact of dust emission from a mining project on surrounding areas are estimated by using computer models for air pollution dispersal but such treatment suffers from errors in predicting the dust load and failure to take into account the terraced nature of the opencast mine site. The haul roads have been identified as the most prolific source of dust and some recent trials on haul road dust consolidation in Indian mines are mentioned in the paper. Statistics regarding pneumoconiosis cases in Indian coal mines for the last decade are presented to show an increase in reported cases and a gist of the recently amended regulations on the subject of precaution against dust is mentioned.

In 2001, the Minntac Division of US-Steel retrofitted one of their Grate-Kiln Iron Ore Pelletizng lines with a Ported-Kiln Air Injection System (PKAIS) the first of it’s kind in the world for oxide pellets. The Ported Kiln System injects air under the bed of pellets in the rotary kiln, causing rapid oxidation of the magnetite pellets. This rapid oxidation allows for lower kiln temperatures, reducing fuel demand; less heat load on the annular cooler; and higher pellet quality. Both the process and the equipment are patented developments by Metso Minerals. This paper discusses the process, the key equipment, and the benefits to the pellet plant and the downstream blast furnace operations.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With. Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. In 1990, Cyprus Amax began aggressively searching for such an opportunity. Early in 1997, production will commence at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1,750-tonne per day open-pit operation that will produce more than 300,000 ounces of gold per year. This paper discusses the challenges of locating such a prospect, doing business in Russia, developing supply lines, identifying work force capabilities, gaining government approvals, securing financing, arranging for gold sales and ultimately building a facility in this arctic region.

This paper presents the initial findings of a research program to reduce the annual equivalent costs of belt conveying systems. The work utilizes models to predict the motion resistance of belt conveyors that take into consideration the influence of key conveyor variables, such as idler roll diameter, spacing, troughing configuration and belt width. Given a specified conveyor configuration, the capital and ongoing costs of the system can then be approximated based on the required belt, idler rolls, structure, drives, etc. The research provides a computational means to rapidly analyze a large number of potential conveyor configurations and to compare each on an annual equivalent cost basis.

Boyles Bros. Drilling Co. and Gibbons and Reed Company, both of Salt Lake City, Utah, have successfully combined into two joint ventures on the San Juan-Chama project of the U. S. Bureau of Reclamation. The Azotea Tunnel is 12.7 miles in length; the inlet portal is on the Navajo River in Archileta County, Colorado, and the outlet portal is in New Mexico, about 10 miles south of the state border. The Oso Tunnel lies immediately to the north of the Azotea Tunnel and discharges water directly into it. We are presently driving both tunnels with mechanical boring machines from their portals at the Navajo River. Both tunnels are circular, fully concrete lined. The Azotea Tunnel has a finished diameter of 10 ft. 11 inches while the Oso Tunnel is 8 ft 7 inches in diameter. Both tunnels are supported with circular, structural steel rings as required by ground conditions. In good ground rock bolts and steel roof plates are used.

Contract required excavating 2,000 If of 14' horseshoe tunnel in rock, a 95' deep work shaft on shore, and a 50' deep intake shaft located in the middle of the Niagara River just above Niagara Falls. Large quantities of H2S were encountered in the range of 20 PPM with ventilation. Peak levels of 40 PPM were recorded. The original designed ventilation system required only a volume of 10,000 CFM to meet OSHA requirements. The volume of air was increased to 50,000 CFM to dilute the H2S to al- low workmen to work and comply with OSHA H2S action levels. The second phase of the tunnel consisted of placing 72" ID X 20 foot long concrete reinforced pipe in the tunnel. When the tunnel was holed through and both shafts were open, a substantial amount of work was required to take place in the shafts which eliminated the possibility of placing a bulkhead to secure proper ventilation. The ventilation team designed a jet system airlock. The design of this system was to bring fresh air down the work shaft in two duct systems; one 30" diameter and one 24" diameter. Following the excellent work of Jan Wolski (7th Mine Ventilation Symposium chapter 58) our design incorporated nozzles located approximately 100' in by the work shaft. The velocity of the 24" diameter duct was 6,365 FPMD2.2 MPH. The velocity of the 30" diameter duct was 6,117 FPMl69.5 MPH. Both systems were on blow and being that air expands at 3112 degrees per side this high velocity of air expanded and created an air bulk head through which men and the large sections of concrete pipe could be passed without any delay or additional cost to the project.

In order to maximize the benefits obtained from flocculating agents when used as settling aids in high rate and conventional thickeners, it is often necessary to dilute the thickener feed prior to flocculant addition. In some cases, no flocculation at all is possible unless dilution water is used. The most common method of diluting thickener feed has been to recirculate some of the thickener overflow by means of a centrifugal pumping system. This represents a significant capital and operating cost. Supaflo Technologies of Australia has developed and patented an internal recirculation method known as Auto Dilution (or "Autodil") which is based on the principle that an hydraulic head differential exists between the inside and outside of the feedwell because of the higher S. G. of the pulp inside the feedwell, By installing non-return ports in the feedwell wall at the appropriate level, supernatant solution flows into the feedwell at a calculated rate and dilutes the feed without any need for external recirculation of overflow.

The United States Army Corps of Engineers (USACE) has committed to solve a major drainage problem in the suburban Chicago community of Griffith, Indiana. The Cady Marsh Ditch is currently undersized and on occasion spills its banks causing flooding and economic setbacks to the community. Preliminary studies have identified both tunnel and surface solutions as being attractive and viable. The USACE has decided that this project is an opportunity to use the design-build contracting approach to maximize ingenuity in project approach and to allow the market to dictate whether a surface or subsurface solution is most attractive. The tunnel would be over one-mile in length through sands, gravels and clay. Water control will be an issue during tunneling. The paper will explore the contracting approach to the project and the adaptation of Underground Technology Research Council (UTRC) guidelines for underground contracting to a design build project. The roles of Owner, Owner’s consultant, and design-build contractor will be defined as interpreted by the USACE and key contract provisions will be described and contrasted with a traditional design-bid-build approach to tunnel construction.
