On November 15, 1990, President Bush signed the Clean Air Act Amendments of 1990. The new legislation is sweeping in its demands for cuts in smog, acid deposition, toxic air pollutants and ozone-depleting chemicals. The Amendments will siqnificantly alter air quality permitting and compliance and are estimted to cost billions of dollars to implement. This article provides an overview and summary of each of the eleven titles of the Amendments. It also addresses how the Amendments will be implemented.

Design of chain pillars in a longwall mine setting is one of the main engineering controls on the global and local stability of the mine. Challenges with roof instabilities, floor heaves, and pillar failures can be alleviated, to some extent, by careful design of gateroad configurations and chain pillars. This work investigates three different alternative designs in a three-entry-system gateroad configuration with an inter-panel barrier in a longwall mine in Virginia. Starting with the current design, which has faced challenges such as excessive floor heave, a geomechanical model developed in 3DEC software is validated by monitoring in-situ pillar stress in the yield, abutment, and barrier pillars in the mine. Next, three different chain pillar designs are evaluated in the model with a focus on roof sagging, floor heave, and pillar average stress. Results show the relationships among the alternative designs and instabilities associated with roof, pillar, and floor in the study mine, providing insights for optimizing longwall mining designs in deep-cover settings.

The market prices received by producers of internationally traded commodity metals have been, and continue to be remarkably volatile and unpredictable compared with most other traded goods and services. This volatility results in an erratic financial performance on the part of producing companies, disruptive and often inflationary cost changes for consumers, unreliable tax revenues and export earnings for host governments and severe social and economic pressures on local, sometimes remote, communities which are dependent on the activity in question. Generally speaking, price volatility appears to be associated with the inability of the metal producing side of the industry to regulate the volume of supply in a manner that is consistent with metal demand, which in turn reflects broad macroeconomic and industrial developments around the world. This statement does not purport to apply to all metals or to all instances of volatility of course. Price movements may occur as a result of pure speculation or even illegal manipulation of the commodity markets. Embargoes, boycotts and other politically induced supply changes may contribute. Threatened or actual strikes also cause artificial swings in sales volumes and prices. How- ever, most of these developments are of a short-term nature. Yet metals price cycles may last for several years, as demonstrated by the extended copper price trough from 1981 to 1986. This paper deals with price volatility which reflects long-term economic cycles and the adaptive processes that exist within the industry in response to such cycles. Special emphasis is placed on the role of forecasts and forecasters in these processes. It should be said at the outset that this reflects the personal experience of one forecaster working in private sector commercial consulting practices that are independent of producers, consumers and host governments. However, the experience does cover the entire period since 1973 and has involved working with a substantial majority of the major companies that supply high volume commodity metals. By way of background it should be stated that the post-1973 world economy has provided a challenging environment for forecasters. One cannot be precise about the forecasting record of either industry insiders or outside consultants, financial analysts and academic forecasters because comprehensive records have not been kept, or if they have the results are too embarrassing to be published. Institutions such as the World Bank have published forecasts of the prices of major commodities on a regular basis and these have, presumably, had some influence on financing decisions in the industry. This record along with our own experience and numerous discussions with metal producers, major consumers and host governments permits certain generalizations to be made. The most important of these is that during the early 1980s. from about 1980 through 1985/6, the forecasters system- atically and substantially over- estimated metal prices. While some fore- casters did correctly anticipate a recession in the early 1980s and some consequential decline in prices, the magnitude and duration of the decline was far greater than anyone foresaw. This systematic forecasting "failure" appears to have occurred independently of the forecasting methodology employed. Moreover, its extent cannot be explained by obvious factors such as incorrect macroeconomic assumptions. "The kinetics of leaching of a saprolitic ore from Indonesia by citric acid solution under atmospheric pressure was investigated. An examination of the effects of leaching temperature, citric acid concentration, pulp density and ore particle size on the dissolution rate of nickel found that they all had significant influence on the rate. The highest nickel recovery (95.6 percent) was achieved under the leaching conditions of ore particle size of 212-355 microns, citric acid concentration of 1 M, leaching time of 15 days, pulp density of 20 weight/volume percent, leaching temperature of 40°C and shaker speed of 200 rpm. The shrinking core model was found to be appropriate for describing the leaching kinetics of this ore in citric acid solutions at atmospheric pressure. The experimental data were well interpreted by this model with rate of reaction controlled by diffusion through the solid product layer. Using the Arrhenius expression, the apparent activation energy for nickel dissolution was evaluated as 12.38 kJ/mol. Finally, on the basis of the shrinking core model, a proposed empirical kinetic model for the leaching of nickel from this Indonesian saprolitic ore was expressed as a mathematical model, which was verified as consistent with the observed experimental results.IntroductionIndonesia has some of the world’s largest nickel laterite reserves and was the largest producer of nickel – in the form of nickel lateritic ores – in the world in 2013 (Merchant Research and Consulting Ltd, 2014). However, only high-grade saprolites are processed in Indonesia using pyrometallurgical methods to produce ferronickel and nickel matte. Lower-grade saprolites and limonites are removed, becoming waste or overburden in mining site areas. Hydrometallurgical methods, involving either chemical leaching or bioleaching, are now seen as the most important technologies for treating nickel laterites in the future because of their advantage of not only extracting nickel and iron but also other valuable elements. In addition, hydrometallurgical methods consume less energy and have lower capital and operational costs. Although they are recognized to be more suited to limonites, some researchers have studied their use in the extraction of nickel and other metals from saprolites (Guo et al., 2009; Lu et al., 2013). Hydrometallurgical processes for the extraction of metals, especially nickel, promise to be meaningful alternatives to pyrometallurgical processes to primarily treat low-grade saprolites for which pyrometallurgical processing is not favorable"

Perimeter mining is a special form of very productive partial extraction method practiced at some mines in the United States. In the Illinois Basin mines where all major coal seams have weak underclay in the immediate floor, experience shows that any long-term ground control issues will arise due to floor failures rather than instability of the coal pillar itself. While there is a significant amount of work done on floor stability associated with regular pillars, no work has been done so far on the stability of perimeter pillars. This paper reports the results of a comprehensive study that was conducted for the first time on floor stability during perimeter mining in the Illinois Basin mines. A special plate template, which mimicked a common perimeter pillar configuration was created to conduct in-situ bearing capacity tests at five mines in three states of the Basin. Additionally, because of the complex shape of pillars created in perimeter mining that defies any closed-form solution, floor bearing capacity was studied using three-dimensional nonlinear numerical modeling. Based on these in-situ and numerical studies, some guidelines are provided for perimeter pillar stability analysis.

The purpose of wrapping ball mills with thermal/acoustic blankets is twofold: 1) to maintain the desired temperature inside the mill, and 2) to reduce the sound emanating from the mill. This field case study focuses solely on the latter, evaluating and documenting the sound level reduction attributed to the installation of the blankets on ball mills and its potential to reduce the noise dose experienced by the process attendant. One of the three ball mills had already been treated (baseline) before the evaluation started. However, treating the remaining two mills still proved to be very effective, further reducing ball mill noise in the near field by as much as 10.0 dBA and producing far field noise reductions of 3.0 dBA or greater, extending as far as 35 feet from the mills and to the floor above. The model developed from the survey data shows that a process attendant spending a substantial portion of a shift in the mill building will experience a significant reduction in overall noise dose.

INTRODUCTION Fluorspar is the common term used for the mineral fluorite, which is naturally occurring calcium fluoride (CaF2). It is the principal source of fluorine, the most reactive of the chemical elements, from which a great variety of unique and strategically important chemicals are produced. Commercial deposits of fluorspar are widespread throughout the world, and its availability is essential to the industrial progress of all nations. GEOLOGY AND MINERALOGY In its pure form fluorspar, CaF2, contains 51.1% calcium and 48.9% fluorine, and has a sp gr of 3.18 and a hardness of 4. It is commonly a glassy mineral. colorless, white, or grayish. but may also be various shades of purple, pink, blue, green, yellow, or tan. It belongs to the cubic system mineralogically, and commonly crystallizes into cubic shapes in vugs and cavities, although most of it is massive, with interlocking crystals. As the number of environmental laws continues to steadily increase and the economic penalties for contamination problems become more severe, environmental management represents an important management function within today's U. S. mining industry. The economic impact to a mining company for contamination is not only realized in legal fees and fines but also in the cost of doing normal business. For example, a mining company with contaminated property applying for a loan may be refused because of a lending institution's reluctance to finance due to liability concerns. Or, an insurance company may decide to greatly increase its annual premiums because of existing or potential contamination problems. One of the main duties of the environmental manager is to seek ways to reduce these types of problems by eliminating contamination or by knowing what problems exist and designing corrective measures to prevent the situation from worsening.

The development of a method to manufacture diamonds has been rated as one of the out- standing scientific achievements of our time. The story is both interesting and significant. This paper will quickly review history of diamond and manufactured diamond. Next, it will discuss manufactured diamond as a product -- how good is it -- and what is the significance of this scientific achievement. And finally, present a few thoughts about the future of this technology and this product. For centuries, diamond was found only in alluvial deposits, primarily in the Golconda fields of India. As a result, man knew nothing of the process by which the stones were formed. In 1860, diamonds were found in South Africa under completely different conditions. Here, for the first time, they were found in volcanic pipe -- their mother ground. These volcanic pipes are roughly cylindrical columns of rock which go deep within the earth. The theory as to the formation of diamond was presented by the geologists in that era. The theory states that molten rock was thrust up through a layer of carbonaceous shale where it picked up the carbon necessary for diamond formation. It was generally agreed that diamond was formed approximately 240 miles below the surface of the earth, thus indicating that extremely high temperatures and pressures were involved.

The grinding media materials for the mining industry require corrosion and abrasion resistance properties not only to minimize the wear but also to improve the flotation recoveries of sulfide minerals. The media wear mechanisms and the factors influencing the grinding ball wear during grinding are discussed with respect to abrasion, corrosion and impact wear of grinding media materials. Interactions between the grinding media and sulfide minerals in a ball mill adversely affect the floatabilities of the ground minerals. The possible galvanic interactions between grinding medium-mineral and their effects on the flotation responses of sulfides are also reviewed. The selection criteria for alloy composition that reduces the overall wear along with adverse effects on flotation are brought out.

The effect of cooling rate on the flotation behaviour of copper slags of flash smelter plant in Samsun was investigated. Fresh molten slag was solidified in laboratory scale in three different ways. All the samples were characterized by chemical and mineralogical analyses. The chemical analyses showed that samples prepared from fresh slag had 0.9 to 1 % Cu with 40 % Fe and 30 to 32 % SO2. Old pit slag samples contained between 1 to 3% copper. Microphotographs showed that rapidly cooled slags showed fine size distributions, e.g. the copper grains in granulated slag had sizes in 1-2 microns. On the other hand, the size of copper grains in slowly cooled slags increased above 40 microns. Flotation tests carried out by using potassium amyl xanthate and Flotanol-C showed that slowly cooled slag reduced the copper losses in the tailing and improved the grade of concentrate. Under the light of laboratory investigation, the pit dimensions of Samsun Plant have been modified which resulted in a pronounced improvement of the grade and recovery of concentrate produced at Samsun slag flotation circuit.

A gaseous chlorination process for hydrometallurgical treatment of a chalcopyrite concentrate was investigated. The overall process is visualized to consist of low temperature chlorination-selective oxidation, followed by aqueous chloride leaching and SX-EW for producing electrolytic copper elemental sulfur and ferric oxide. In this article, the chlorination phase of the processes is described. Initially, the chlorination behavior of chalcopyrite-concentrate micro-pellets was investigated using a small batch-type fluidized bed reactor. The optimum conditions thereby established was used in continuous chlorination tests. The chlorinated products thus prepared were used in the selective oxidation phase of the investigation.

This paper defines the elements of a basic economic model for decision-making when considering a methane drainage system for an underground coal mine. A drainage system will require significant capital and operating expenses; hence the decision to utilize drainage must be made carefully. The model outlines the basic structure of decision-making and considers the costs and benefits when the methane is marketed and when the methane is vented to the atmosphere. The effects on mine safety and the dust levels in the mine are also considered, both in a general format and as economic variables. Sources of information for executing this decision-making are provided for an actual mine decision.

Surveying and mapping are used to locate and visually portray objects, lines, or areas in relation to a reference point or line. The actual making of the measurements to locate the objects and points falls under surveying while mapping is concerned with putting the survey information into a graphical form. Generally, the type or class of proposed survey depends on the precision required. Some surveys may need only approximate measurements which can be obtained by simply pacing or by using an ordinary measuring tape; others may require much accuracy, thus calling for the use of an engineer's transit or theodolite along with a graduated steel tape for horizontal measurements, or a level and a graduated rod for measuring vertical distances. Mapping is likewise dependent on accuracy requirements. For example, a general layout showing the relative position of surface facilities may not call for a large scale of dimension or great precision whereas for detailed work, a large scale plus care in plotting points and drawing lines and curves are important factors.

Optimization of a three-dimensional (3D) underground stope layout is complex given the number of variables and constraints to consider, such as the stope size. Determination of the appropriate stope size in stope layout optimization problems is a complex process that must consider several factors including placement of infrastructure and development, production scheduling, and equipment selection. An inappropriate stope layout can result in unrealistic expectations for a production schedule, consequently negatively affecting the derived economic value. Therefore, this paper used a dual interchange algorithm (DIA) to evaluate the effect of stope size on the stope layout economic value (SLEV) for a synthetic Platreef mineral deposit planned for extraction using sublevel open-stoping. The results showed that generally as the stope size increases, the SLEV decreases. This aligns with practical mining because larger stope sizes have a higher chance of incurring more dilution which reduces economic value, while smaller stope sizes enable more flexible extraction where unprofitable blocks can be left unmined as waste, thus increasing the derived SLEV.

Allis Mineral Systems' Grate- Kiln system can economically convert low-grade iron ore into high- grade iron-ore pellets suitable as feed material for blast furnaces for making steel. These pellets can also be fed to a direct reduction process for making sponge iron. The Grate- Car system combines the company's [ ] Grate-Kiln system for iron-ore pelletizing and Accar system for iron- ore reduction. The Grate-Car system consists of a traveling grate, a ported rotary kiln and a rotary cooler that are coupled in series. This system eliminates the pelletizing plant's rotary kiln and annular cooler. It reduces the need for some auxiliary equipment. This results in lower capital cost and lower energy consumption. The traveling grate provides that static bed handling necessary for heat hardening pellets before their discharge into the kiln. The ported kiln provides the reducing atmosphere with a more precise means of controlling the kiln axial temperature profile than conventional rotary kilns.

The Main Pass sulphur and oil deposit is located at Main Pass Block 299 in the Gulf of Mexico, 30 miles east of Venice, Louisiana, in 210 feet of water. The deposit was discovered by Freeport-McMoRan and its joint venture partners, IMC Fertilizer and Homestake Mining, in late 1988-early 1989. The sulphur deposit contains 67 million long tons of recoverable sulphur. The sulphur occurs in bio-epigenetic limestone replacing anhydrite caprock on top of a salt diapir. Recoverable reserves of 39.4 million barrels of oil and 9.1 billion cubic feet of gas are also contained in the limestone caprock and in supracap sandstone stringers.

This study focused on joint interpretation of the aeromagnetic and radiometric data to allocate and describe the structural elements and mineralization zones such as uranium, gold, and sulfide in the Gebel Umm Tineidba and its surroundings, Eastern Desert, Egypt. The study region is covered by exposures of Precambrian rocks such as gneisses, migmatites, ophiolitic mélange, metavolcanics, younger granites, and Quaternary sedimentary covers. The application of the total intensity magnetic and reduced-to-pole maps, power spectrum, analytic signal, tilt-angle, and local wavenumber maps helps in recognizing magnetic sources distribution, lineament features, and mineral zones delineation. The obtained results indicate that the depths of the deeper NE–SW, NNE–SSW, and N–S trending structures extend from 400 to 1750 m and shallower ones range from 100 to 400 m. Finally, the main trends of these structures affect the probable mineralization zones.

The Jewett mine is a surface mine in central Texas, producing about 8,000,000 tons/year of lignite. The mine covers 46,000 acres of land. Approximately 430 people are employed by Northwestern Resources Company and through their efforts, the Jewett Mine is one of the most productive mining operations in the country. The Jewett Mine utilizes a unique structure of staff to convert Operations Research into plans which can be implemented at the "front line" level of the Operations Team. This planning not only makes the mine cost effective and efficient, but promotes creativity in mining, which promotes ongoing research to lower the cost of mining.
