Simulation models have been widely used to analyze the operations and characteristics of a variety of systems. Such models mimmick a projected reality by analyzing the interaction of the events, transactions, and facilities which combine to make up the system. The models are structured as a computer representation of the system components and their logical, precedence and timing relationships. The operation of the system is then simulated over some finite time interval to gather analytical and staistical data. This paper presents a method whereby bulk handling systems, either actual or proposed, may be analyzed by means of simulation models to project the enconomic consequences which may be expected from the system over some future time interval. An example is given to illustrate the construction of bulk handling simulation models, the derivation of performance data, and the analysis of the information with an eye to effective decision making.

Australia’s mineral valuation code continues to evolve, while mineral valuation standards are also being written for Canada and Southern Africa. The author is leading a task force for writing the extractive industries addition to the International Valuation Standards. Meanwhile, the International Accounting Standards Board is continuing the development of an extractive industries addition to its International Financial Reporting Standards, with an emphasis on valuation reporting. This paper analyzes the need, content and ownership for a U.S. minerals appraisal standard in the context of both these developing international standards and also existing U.S. regulations and appraisal standards. The author provides many questions for research and debate.

Butler Taconite, operated by the Hanna Mining Company, is an Iron ore pelletizing operation that is located on the Western end of the Mesabi Iron Range in Northeastern Minnesota. The operation mines low-grade taconite ore and through primary crushing, two stage grinding, magnetic separation, agglomerating and indurating, produces 2.6 million annual tons of high quality, 66% iron pellets. Mining and stripping is done with 13 - M100 trucks and 5 - 12 cu. yd. shovels. The operating processes in the concentrator and pellet plant are primarily con¬trolled through a centralized control room and monitored by a PDP l140 computer. During 1969 and 1970, a re-organization of the Company took place. Through this re-organization, each mine unit was analyzed and studied to determine the proper staffing of the internal departments. At this time, it was decided to continue with further detailed studies of the Maintenance Department with the intent to reduce maintenance costs. Maintenance costs at the time of the re-organization were 38.6% of the total mine operating cost. The preliminary study indicated that the Maintenance Department had a system of maintenance, as a matter of fact, it had a separate system in each sub-maintenance division and in some of the sub-divisions each foreman had a system of his own. Therefore, from the data collected, it was decided to develop one system of maintenance that could be utilized throughout the entire operation. To determine the type of system suitable to all phases of the operation, detailed time and method studies were conducted. All types of maintenance tasks performed at the operation were studied. The data collected was analyzed and the recommended improved methods were reviewed with the Maintenance Superintendent and his staff. The new improved methods that were accepted as feasible, were introduced into the system immediately.

The Bear Creek Uranium Mill was designed in 1975 to process 909 tonnes per day (1000 STPD) of low-grade uranium ore from the Powder River Basin in Wyoming. The mill was expanded to 1818 tonnes per day (2000 STPD) in 1979. The Bear Creek Uranium Project is owned by the Bear Creek Uranium Company, a partnership of Rocky Mountain Energy Company and Mono Power Company. The original mill design contemplated processing ores from Bear Creek Uranium Company properties exclusively. The expanded capacity has been utilized for tolling ores from Kerr McGee Nuclear Corp. and other mining companies in the region. This paper describes the process of designing the original mill, the lessons learned from operation, and the design of the process modifications required for expansion. The project background, design philosophy, design basis, design criteria, actual flowsheet, special design considerations, and a comparison of assumed operating conditions and actual operating results will be presented. Bear Creek Uranium Company wishes to thank and acknowledge the help granted by the many operating companies who provided invaluable information, insight, and critique of the Bear Creek design through all the various stages and were instrumental in the successful completion and start-up of the mill. Without their contributions, the design philosophy used at Bear Creek would not have been possible and the results obtained would surely have been less satisfactory.

This paper attempts to close the gap between extensive rock testing with field measurements and the mine operator's need for safe mine layouts and alternatives. It was found that many of the variables that influence mine geometry and worker safety are relatively unimportant while others are critical. The development of empirical relationships which tie the critical variables to the "safe useful life" of a trona mine layout and observations made in 140 production areas where the variables were researched over a fifteen year period are discussed. The concepts presented may have applicability in mine design for other bedded deposits.

In most mining operations, some degree of selectivity is applied. Whether one deals with surface or underground operation, ore zones, and waste zones are defined not only on the basis of the value of the ore contained, but also taking mining constraints into account. A number of computer techniques are presented which can be used to determine the optimum location of the footwall and hanging wall of ore zones intersected by drill holes. Minimum mining width and minimum internal waste width constraints are taken into account, as well as other economic constraints. The system is presented as an integral part of a larger manumatic ore reserve and mine planning system.

Four native copper ores, two conglomerate and two amygdaloidal, were tested to determine their amenability to sorting. One of them, a conglomerate ore from the Kingston mine, showed a high sortability as evidenced by an 80 pct recovery of copper in the minus 6-, plus 1/2-inch size range. Using the Kingston as a case example, the cost of mining and concentrating was estimated for a standard case and five optional cases involving varying degrees of sorting. This analysis indi¬cates that the production cost per pound of copper can be reduced on the order of 1 to 1-1/2 cents per pound along with a significant decrease in capital investment.

A unit for separating minerals into two prescribed size fractions, designated as a Lewis Hydrosizer, was developed at the North Carolina State University Minerals Research Laboratory. Ore samples with different mineral compositions, including coal, were separated effectively with the laboratory continuous unit. Commercial size units are in operation in North Carolina and Mexico, and under construction in Norway. Additional units are being build or are in the planning stage at several companies.

The work to be described was part of an exploratory research program directed toward identifying potentially useful but little known reactions in extractive metallurgy. In particular, the major copper sulfide minerals, as a group, have long been considered insoluble in nonoxidizing acids (e.g. Forward and Barren, 1J60; Parsons and Ingraham, 1970; Peters et al. 1972). This generalization was considered to include nonoxidizing conditions in warm aqueous MC1 solutions (Ingraham et al. 1972) and, indeed, was consistent with our own chemical and mineralogical experience. On the other hand, under hydrothermal conditions, copper and sulfide species are carried in solution and deposited as sulfides in mineralized veins. The question that poses itself is: what are the mildest conditions of temperature and fluid composition under which commercially important copper sulfide minerals can be solubilized in the absence of an oxidizing agent? A reference to H2S formation during oxygen-sulfuric acid pressure leaching (Warren, 1958) of chalcopyrite, when the oxygen partial pressure was allowed to fall, provided a clue. In the present study, experimentation with chalcopyrite concentrate in dilute hydrochloric acid, under re flux conditions (in Pyrex flasks) and with an inert purge gas, revealed substantial amounts of H2S production and iron solubilization, cite negligible copper solubilization, after 2 ½ -4 days. Under comparable conditions the extent of reaction with dilute sulfuric, acetic and phosphoric acids was markedly less.

The annual consumption of fluorspar in the United States, in the last 10 years has doubled. In 1971, when 1,344,742 tons were consumed, almost 45 percent of this amount was used in the production of steel and nearly 50 percent was consumed in the manufacture of hydrofluoric acid. Of the hydrofluoric acid produced, about one-third was used in the manufacture of aluminum electrolytes for production of primary aluminum metal and the balance was consumed in the manufacture of a variety of fluorocarbons and other chemicals. A small amount of fluorspar, constituting less than five percent of total consumption, was used in the foundry industry, and in the manufacture of glass, enamel, cement and other products. It is apparent that a continuing supply of fluorspar will be required to meet the demands for these vital metals and chemicals in our expanding industrial society. Domestic fluorspar production meets only approximately 20 percent of our needs. Hence, it is essential that the United States maintain a healthy domestic fluorspar industry in order to have adequate domestic reserves available at times of emergency and to protect this country from becoming solely dependent on foreign sources for this strategic commodity.

National income originating compared to physical production for an enterprise or an industry reflects its ability to strengthen the national economy. For a single industrial sector or for an industry this comparison can be useful to reflect changes that may occur in this ability to contribute because of changing supply-demand-income-investment equilibria. A favorable relationship can be postulated by specified economic incentive, and the accompanying technologic input required can be shown. The new index proposes the use of the Federal Reserve Board indexes of production divided by the constant dollar income originating in the petroleum industry which reflects increases or decreases in performance. When compared with other mineral industries and with, total industry, an approximation of relative strength is evident. By constructing three different hypothetical conditions for future petroleum imports, assuming a constant excess capacity requirement for domestic production, and providing an estimate for future domestic demand for petroleum, the impact on the performance index can be shown. Thus, a strong position for the petroleum and natural gas industry can be stated. If this is done, it becomes evident that because of restrictions on cost-price relationships, a drilling program that would provide enough domestic oil to meet demand may not be practicable. By difference, the amount of improvement in methods of production and processing through technologic advancements can be stated explicitly.

It is said that Thales of Miletus, 600 B.C.,1 was aware of the attraction of lodestone toward iron and highly magnetic minerals. However, the birth of magnetic concentration followed shortly after the invention of the first electromagnet by Sturgeon in 1825. Sturgeon's magnet was described in the annals of electricity.2 The first attempts to concentrate minerals by the use of magnets date back to about 18473 but the first commercial drum-concentrator was apparently invented by R. Cook in 1849. Credit must also be given to the invention of P. Righter's machine in 1867,5 and to the highly successful Wenström separator devised in Sweden in 1883.8 Since the advent of these early separators there have been virtually hundreds of patents granted covering minor modifications of drum-type magnetic separators. The more important advances from a technological viewpoint have been the design of stable power supplies for d.c. magnets, the advent of ceramic permanent magnets which are now replacing electromagnets for the concentration of ferromagnetic minerals, and advances in general magnet and machine configurations.7 One of the problems facing both the designer and the user of magnetic separators is the evaluation of the body forces acting on particles in the magnetic field of the separator. Perhaps the most elegant method of evaluating the body force associated with a drum-type magnetic separator is that recently suggested by W. F. Brown.8 Brown measures the radial component of the field intensity one-half inch from the drum surface and fits a Fourier series in the angle about the drum axis (Figure 1). The Companhia Vale do Rio Doce in Brazil operates one of the most extensive systems in the world for the mining, transportation, processing, pelletizing and shipping of high grade hematite iron ore and pellets. Current shipping of unbeneficiated, sized, high grade ore from its ports at Tubarão and Vitória is now at the rate of 17,500,000 metric tons annually. An increase in this annual rate is now under study. Using the technology and facilities of Lurgi (1) and Arthur G. McKee company CVRD undertook a program to process and pelletize two types of fines - "Blue Dust" and ?Itabira Fines?. Blue Dust is a high grade fine ore which was bypassed while mining the direct shipping ores and which, also, exists as a very large ore body called the Conceição Mine. Itabira Fines is a lower grade of fine ore which is comprised of in-situ fines and, also fines which are generated in sizing the direct shipping ores for a rigid specification market.

The mineral kaolinite is one of the commonest minerals in the uppermost 10 m of the continental crust; ranking in abundance alongside minerals like quartz, mica, feldspar and calcite. Only very exceptionally does it possess all the necessary properties needed to make it worth commercially exploiting. The terms 'Kaolin' and 'Kaolinite' are derived from a locality known as 'Kau-ling', in Jiangxi Province, Peoples Republic of China; where samples of a white clay used by the Chinese to make porcelain were first obtained by European missionaries and explorers in the eighteenth century.

Mining is likely to be targeted by The United States Environmental Protection Agency (“EPA”) as one of its key enforcement targets for fiscal year 2002-2003. Identifying the mining industry as an enforcement target, coupled with an increase in enforcement activity in recent years, places each mining operation at increased risk of receiving enforcement attention. A properly developed and implemented Environmental Management System (“EMS”) tailored for your operation is invaluable in reducing the risk of incurring liability for non-compliance. At the heart of an effective EMS is an audit program that checks the company’s compliance with environmental requirements. In addition, audit privilege (in select states), voluntary self-disclosure, and the attorney-client privilege serve as very effective tools for managing those liabilities that may arise during auditing a well-developed program. Of course, these latter tools are effective only if the auditing program is properly structured and properly managed. EPA and some states also provide varying degrees of immunity for environmental violations that are voluntarily disclosed in writing by the company. However, self-disclosure laws and policies typically prescribe stringent requirements for parties seeking to take advantage of them. For example: U.S. EPA has recently extended the time period in which to provide full written self-disclosure to 21 days. However, U.S. EPA’s revised Self-Disclosure guidance also addresses when a company obtains knowledge of a violation for purposes of triggering the 21-day clock and specifically extends the knowledge requirement to include the company’s agents and consultants. This expansion increases the difficulty companies may have in clearly defining and managing when they obtained knowledge. The history of the Australian coal industry is almost as old as the history of Australia after new settlement. The first cargo of coal was exported from Newcastle to India in 1799. Although coal has been mined in Australia for almost two centuries, there are indications that the first coal was processed in 1877 in the New-castle area, nearly a half-century after the first coal processing in Europe. Processing on any significant scale began only in 1944 at the Newcastle Steel Works. In Queensland, however, coal processing did not begin until the second quarter of this century. The well-known dramatic growth of mining and processing of Australian coal since the mid-sixties has primarily been due to the expansion of the export market in Japan and other Asian and European countries. Black coal occurs in most of the major sedimentary basins in Australia. The better known deposits of commercial importance are in Sydney, Bowen, Oakland and Gailiee Basins (Figure 1). Apart from Collie Basin in Western Australia, other coal deposits of the Arckinga Basin in South Australia, the Bonaparte Basin in Northern Territory and Tasmania Basin, Tasmania, are basically unexploited. Sydney Basin of New South Wales and Bowen Basin of Queensland remain the major producers of black coal in Australia.

The demand for natural gas continues to increase at higher than anticipated rates, partly because of its widening price advantage over most other fossil fuels when the cost of air pollution control is included. However, there are clear indications that natural gas supply from the contiguous 48 states and continental shelves will not indefinitely keep up with this rapid growth in demand. Projections are presented which define the extent of potential deficiencies from the 1970's to the year 2000. Among the sources of supplemental gas - imported pipeline natural gas from Canada and Mexico, tanker import of liquefied natural gas, and synthetic pipeline gas from coal and oil shale - by far the most abundant at potentially competitive costs is pipeline gas from coal. The state of development and relative economics of the various coal gasification processes are reviewed. It is shown that synthetic pipeline gas could become a very substantial market for bituminous coal and lignite at current minemouth prices - 60-70 million' tons of coal for each trillion cubic feet of synthetic pipeline gas produced. This corresponds to only slightly more than the current annual increase is gas demand.

In 1998, Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903 +/- hectares (22,000 +/- acres) on Black Mountain, which contains the state’s highest point, as unsuitable for mining. A fast track legislative process was triggered which could have "taken"100 million tons of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed.
