Abandoned uranium mines in the southern Black Hills of South Dakota were sampled for uranium, radium, and rare earth elements during 1992 and 1993. Analyses of water samples from several shallow ponds in the mine pits showed pH values between 3 and 4 with uranium concentrations between 1600 and 2600 ppb. Rare earth elements and their respective isotopes were analyzed with an inductively coupled plasma mass spectrometer and were referenced to a shale normalization pattern. All samples showed an enrichment in the middle rare earth elements. Rare earth levels often were greater than 0.2 ppm. At one site, the concentrations of lanthanides were 150,000 times above background levels. While the southern Black Hills have long been known for rich uranium ore deposits, these analyses show that significant levels of rare earth elements also are present, indicating that the potential exist for future development.

A series of computer programs for the analysis and mapping of coal-related data has been developed at the Illinois State Geological Survey; these programs, known collectively as the Coal Data System, represent the latest achievements in computer processing of geologic data at the Survey. Building upon programs previously developed in the Survey's Computer Services Unit, they expand the scope of the computerized data base that the Survey has been using for analyzing coal-related data. The System was partially developed during a joint study by the Illinois State Water Survey and the Geological Survey entitled, ?Coal and Water Resources for Coal Conversion in Illinois.? 2 In that study the available coal reserves more than 42 inches thick in the two principal coal seams throughout the state were mapped. The System was used to calculate the coal reserves and to report the average number of tons of coal in place per square mile in each township (Figures 1 and 2). It also produced maps of the coal features of sufficient quality to be printed on material that was scribed as master copy for the printing of full-color 1:500,000 scale maps (see Figures 3 and 4).

It is well known in both the research field and in commercial flotation processes that the grades and recoveries obtained from flotation plants are heavily influenced by the structure and height of the froths produced in the flotation cells. The development of steady-state mathematical models of flotation processes based upon practical and readily obtained parameters have demanded detailed information about the structure of flotation froths. The important parameters are the distribution of floating values, gangue and water in the froth with respect to froth height, cell pulp density, cell air flow rates and flotation inducing additives. Little work has been conducted in this field although considerable attention has been paid to bubble loading and other factors close to the cell froth/pulp interface. Laboratory batch tests are prefaced for the derivation of the above mentioned parameters for both practical and economic reasons. The standard laboratory flotation tests using a batch cell produces a froth of low height (1 to 3 cms generally) together with a varying cell pulp density as the test progresses due to the addition of top up water and the removal of froth from the cell. This form of test can be considered only as giving information about froth conditions close to the cell froth/pulp interface under conditions of widely varying cell pulp densities. In commercial processes the froth heights are much larger (frequently greater than 10 cms); therefore the laboratory batch test, although useful in many ways, does not directly yield parameters relating the state of the froth flowing over the cell lip to process operating conditions. To investigate flotation conditions, where more realistic froth heights are developed, an equilibrium type of batch cell has been developed at Warren Spring 1 Laboratory . The Stanreck mine of Stanreck Uranium Mines Limited in located on Quirks Lake in the Elliot lake - Blind River area of Northern Ontario. It is approximately 25 miles north of the north shore of Lake Huron, equidistant between the cities of Sudbury and Sault Ste. Marie. The property was developed ad brought into production at a rate of 3,000 tens of ore/day during the uranium boom of the mid 1950's. By 1960 mine waters were becoming quite acid through the activity of bacteria. Treatment of this water was begun for pollution control and a small amount of uranium which had been leached from the ore by these acid waters was recovered. Development of bacterial leaching with a view to increasing production by this method commenced in December 1962. Subsequently, it was succeesfull in producing 10,000 - 15,000 lbs. of U308/month. Since late 1964 uranium production has been obtained solely from bacterial leaching. A rare earth concentrate was also made for its yttrium content during 1966 and 1967. This paper describes the development, operation and methods used in the underground bacterial leaching process.

(1) A great deal of experimentation has been carried out by the Wet Process Cement Manufacturers in connection with additives which make possible the production of a pumpable slurry at reduced moisture contents. We ourselves have made dozens of tests both at Laramie, Wyoming and Monolith, California. (2) The viscosity or pumpability of a slurry at a definite moisture content and fineness seems to depend on two basic phenomena. One is the physical structure of the raw material itself, which on fine grinding may or may not be excessively hydrophilic (water adsorptive). Usually crystaline or glassy raw materials are non- hydrophilic. The fine grained amorphous raw materials such as shales and clayey limestones very frequently are, however. (3) The second basic phenomenon affecting the hydrophilic tendencies of the raw material is the presence of certain soluble salts, especially gypsum and small amounts of alkalin carbonates or oxides. (4) Various soaps, and phosphates can be used to produce a pumpable slurry of low moisture content when using hydrophilic raw materials as well as can other proprietary materials such as certain long chain carbon compounds. Too frequently however, the price of such additives in conjunction with the amount required prohibits their use in the cement industry.

The Surface Mining Control & Reclamation Act is a complex piece of legislation signed into law on August 3, 1977. It is the culmination of more than six years of debate by the Congress over the need for a national regulation of surface mining as opposed to the prior concept of regulation by each concerned state. It departs from the more normal type of law in that it includes very specific requirements, limitations and performance standards. In its procedural aspects, it is somewhat similar to the Clean Air Act and the Water Pollution Control Act in that it places primary responsibility at the state level, provided the state meets minimum national requirements. At the time of writing this paper, in late December 1978, the Interim Regulatory Program has been in effect for seven months. The proposed regulations for the Permanent Program, the draft Environmental Impact Statement, and the draft Regulatory (Economic) Analysis ware available for eight weeks before the close of the comment period on November 27. We are now awaiting issuance of the final versions of these documents. The states in which coal is mined, for the most part, have made sere revision to their state laws and are in the process of revising their regulations, or have just completed the revision, to comply with the Initial Regulatory Procedures. They are now faced with another new major effort to analyze and plan for compliance with the Permanent Regulatory Program, which is expected to be promulgated by the Office of Surface Mining of the Department of Interior by the time this paper is presented.

Sixty countries around the world mine about 5000 million tonnes of coal annually and simultaneously produce nearly 25 million tonnes (36.8 Gm3) [One tonne of methane at a temperature of 15°C and a pressure of 760 mm of mercury has a volume of 1471 cubic meters.] of methane. Many of these coal mines are very gassy and require methane drainage prior to mining as well as during mining. In spite of significant differences in the geology and reservoir properties of the coal seams, several methane drainage techniques have found universal application. The paper describes various techniques currently in use and their efficiency in recovering methane from mines. It appears that the application of state-of-the-art techniques, developed mostly in the U.S.A., can considerably increase the efficiency of methane recovery and improve the safety of mines throughout the world.

The term "fatigue" in mechanics, is used to refer to reduction in the strength of a material subjected to fluctuating or alternating stresses. Stresses that vary with time are called fluctuating stresses and if during fluctuation the stresses also change sign, they are called alternating stresses. In the field of rock mechanics, the term fatigue (static fatigue) has often been misused to refer to failure of geologic materials in time domain under constant load. To avoid confusion, we use the ten cyclic fatigue here to refer to failure of rock under alternating or fluctuating stresses. Fatigue in metals has been studied for over 100 years. Fatigue properties of geologic materials have, however, received little attention in the past. This is probably because until recently very little was known in regard to the behavior of geologic materials even under static loading. Secondly, suitable equipment for conducting cyclic fatigue experiments was not available until quite recently. A few cyclic fatigue studies have been undertaken on geologic materials to relate it to percussive or rotary drilling mechanisms (e. g. Grover et a11*; Burdine2). The results of these studies were inconclusive due to limited effort. Cyclic fatigue in concrete has been studied more extensively than geologic materials (e.g. Nordby3, Gray et al 4 and Bennett et a15) and mechanisms of fatigue in concrete are better understood than in geologic materials.

The purposes of this presentation are: (1) to discuss the actual as well as potential incidents that have caused and that could cause groundwater contamination at uranium in situ leach mining sites and (2) to discuss remedial actions and solutions that have been or that could be implemented in the future to stop or prevent serious groundwater contamination from in situ leach mining in Wyoming?s Powder River Basin. Open pit, underground, and existing and proposed in situ leach uranium mine sites in the Powder River Basin are shown in Figure 1. In situ leach mining or solution mining for extracting minerals in liquid form is a relatively new addition to the list of conventional mining methods currently used to extract uranium in Wyoming's Powder River Basin. Basically, the in situ leach mining method involves: (1) the injection of a leach solution lixiviant (an acidic or basic oxidizing solution) into a uranium-bearing ore body, via injection wells, to complex the contained uranium, (2) mobilization of the uranium complex from the host material via creation of a soluble complex salt, and (3) surface recovery of the solution bearing the uranium complex via production wells. Uranium is then separated from the leach solution by conventional milling unit operations (ion exchange).

Many factors -- political, environmental and technological -- will determine the extent to which the United States realizes the potential of its vast coal resources. Not the least of these factors is technogical development including mining, processing and transportation. With regard to processing technology, about 50% of the 800x106 tons of coal mined annually in the U.S. is processed in preparation plants. The purpose of the physical separations accomplished in these preparation plants is to remove ash (present as clays and other oxide minerals) and sulfur 'present mostly as pyrite). Coal flotation circuits for such separations are becoming more important in the processing of minus 28 mesh coal. (1,2,3) For example in the U.S. in 1960, 31 flotation plants processed 26,500 tpd; whereas in 1980, there were 80 flotation plants which processed 78,300 tpd. This corresponds to an annual growth in flotation plant capacity of 10 per year during the past two decades. Coal flotation is based on the natural or induced hydrophobicity of coal particles which are separated from hydrophilic ash and sulfur constituents by attachment to air bubbles. The coal particle/air bubble aggregates are collected in a froth phase which is created by the addition of a suitable frother such as MISC. Without exception, such separations are made in a conventional flotation cell, which, in essence, is a stirred tank reactor with a shrouded rotor to shear the air as it passes through a hollow shaft. The dispersed air bubbles (4.0 mm diameter) are stabilized by addition of the frother. Collision of the air bubbles with, and/or precipitation of the air bubbles on, the coal particles results in the formation of coal particle/air bubble aggregates which rise in the gravitational field and are collected in the froth phase developed at the top of the flotation cell. Restraints on successful separation by this conventional flotation technique are particle size and retention time. Generally it is found that effective flotation is only achieved for particle sizes between 10 and 1000 microns. Further, with respect to retention time, it is found that a nominal retention time of at least 2 minutes is required for successful separations. These facts limit the effectiveness of conventional coal flotation. Coal fines may be lost in the reject stream and disposal is frequently a problem. The retention time required for conventional flotation results in large floor space demands which limit the capacity of the plant.

The exploration for a commercially acceptable deposit of limestone is consid¬ered by many to be a relatively easy task; however, trying to locate a zone of high calcium limestone of economic thickness within a formation, which outcrops only in a narrow band varying in width from a quarter mile to ten miles, adds considerably to the normal problems experienced during an exploration program. The existence of varying glacial and karst features in the outcrop area intensified the problems encountered and complicated the interpretation of the economic value of the deposit. This paper highlights a recently completed five year exploration program during which approximately 3,900 acres of ground in seven civil townships were evaluated as potential sources of high-calcium limestone. Details are given with respect to the final site chosen and the methods used in determining the suitability of the site. This site exhibited many karat features and several methods were utilized to determine the effect of these features on the gross characteristics of the deposit. Aerial photography for both mapping and interpretation were utilized. Black and white panchromatic photography, black and white infrared and color infrared photography were flown. Resistivity, diamond core drilling and close-interval angering were used to supplement the information obtained from the aerial photography.

In the past, a number of papers have been written on the use of various reagents as coal flotation frothers. For the most part, these papers have attempted to correlate the intrinsic chemical and physical properties of the reagents or reagent groups to the floatability of various fine coals. Because of the type or nature of evaluations made, chemically pure reagents were normally used. Generally, these reagents are unavailable in commercial quantities. Therefore, the results obtained with these reagents were usually limited in usefulness to the plant operator or metallurgist. This paper presents the results of a study in which commercially available forms of various reagents were used as flotation frothers. Flotation procedures which would conform in general to those employed in a large number of commercial coal flotation plants were utilized. The objective of the test was to compare these reagents on yield-selectivity-cost basis, that is, (1) the yields obtained, (2) the ash levels obtained, and (3) the reagent cost relating to these results.

The Mount Pleasant Mines, or Mount Pleasant Joint Venture as it is presently known, is located approximately 59.5 km (37 miles) south of Fredericton, NB, Canada. Earliest indications of mineralization were found in 1954, during a regional reconnaissance geochemical stream sediment survey carried out over large parts of New Brunswick and the Gaspé Peninsula. The regional geology of New Brunswick is shown in Fig. 1. This program, sponsored by Selco Exploration Co. Ltd. of Toronto was conducted by H. Bloom, H.E. Hawkes, J.E. Riddell, and J.S. Webb. At its conclusion in 1955, 30 significant anomalous drainages were identified for follow-up evaluation. A total of 4937 sample sites were occupied. Geochemical reconnaissance using stream sediment sampling was a new technique which had only been field tested the previous year in the Gaspé and the northern coastal area of New Brunswick. Sediments collected from known mineralized drainages were found to leave a train of anomalous heavy metals from 1.6 to 9.7 km (1 to 6 miles) in length. When the exercise was extended to a reconnaissance survey, the previously unknown mineralized prospect at Nash Creek, New Brunswick, was discovered, staked, and later drilled (Hawkes and Bloom, 1956). Although it did not come into production, the discovery left little doubt as to the viability of the method and led to the Selco sponsorship of the program for the following two years.

Pilot scale flotation tests were conducted with a 1-ft-diam column at the Barrick Resources (USA) Mercur mine, Tooele County, UT, to scavenge unleached (0.01 to 0.018 oz/st) gold values from the tailings of a carbon-in-leach (CIL) circuit. The optimal recovery was 35 pct of the unamenable-to-leaching gold, at a grade of 0.353 ounces of gold per short ton, using a mixture of dithiophosphate, xanthate, and diesel fuel as a collector. This was achieved by floating approximately 1.6 wt pct of the CIL tailings. The gold values are believed to be contained in arsenic-bearing minerals, attrited carbon, and carbonaceous material in the ore. Redox potentials were measured with a gold electrode during the conditioning stage prior to flotation. The correlation between flotation recovery and redox potential values could be used to control reagent additions. Treatment of a previously leached and weathered tailings material, averaging about 0.055 ounces of gold per short ton, was also investigated using the column. The tailings were first water leached at approximately 600 C, and the water-leached tailings, which contained approximately 0.03 ounces of gold per short ton, were then fed to the column flotation unit. The effects of pH and sodium sulfide addition on gold flotation recovery and redox potentials were examined. maximum gold recovery, 36 pct, was achieved at pH 8.5 with a sodium sulfide addition of 0.18 lb/st.

In off-line training of a rule-based controller, the significant measure of successful training is the quality of control provided by the generated rule set. In an adaptive or on-line control environment, performance is also measured by the ability to accurately maintain a satisfactory rule set, but within constraints on speed and/or resource availability. Very small population genetic algorithms, or microGAs, have been proposed as a means of capitalizing on the hill climbing characteristics of faster local optimization techniques while requiring less memory and retaining much of the robustness of traditional, larger population genetic search. A traditional genetic algorithm and a similar microGA are developed and applied to two control problems. The performance of these algorithms is analyzed with respect to (1) the quality of the rules learned, (2) the rate at which learning occurs, and (3) the memory resources required during learning.

The scope of this experimental work was to study the yttrium extraction and stripping behaviour in a solvent extraction system with mono(2-ethylhexyl)2-ethylhexylphosphonic acid (IONQUEST 801) in a chloride system The study was performed for only one contact between organic and aqueous phases The experiments were carried out according to a factorial design. Due to the statistical analysis and its experimental proof, the optimum conditions for maximum yttrium loading into the organic phase of the extraction stage were 16 minutes for time of contact between phases, 980 rpm of stirring intensity and pH=2.3 for the aqueous phase of the sovent extraction system. The optimized experimental conditions by the statistical approach for the stripping stage were: time of contact between phases equal to 20 minutes, 1050 rpm of stirring intensity and 1.75 M HCI into the stripping aqueous solution.

Approximately 3 percent of the raw coal processed in U. S. Steel coal-preparation plants ultimately reports to slurry- tailing disposal. The usual disposal method is to pump the refuse slurry containing the minus-48 mesh (300 µm) refuse into dams or impoundments that are constructed of the coarse refuse. The failure of an impoundment at Buffalo Creek, Saunders, West Virginia and the sliding failure of a coarse refuse pile at Aberfan, Wales, England, resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of Federal regulations dealing with the construction, operation, and final abandonment of coal refuse disposal areas. As a consequence of these regulations the use of the landfill/impoundment method of disposal became in some cases economically urlfeasible or technically impossible. U, S. Steel has studied a number of alternative methods of refuse disposal. During an investigation of mechanical dewatering with a pressure filter, Portland cement was added to the slurry to solidify the filter cake. Because of the success of the cement addition it was decided to study the stabilization of fine-coal-refuse slurry through use of cement-type additives.

INTRODUCTION Rapid transit systems involving near surface tunneling in hard rock are becoming more numerous, especially along the northeast corridor of the East Coast. Tunneled systems are under construction in Washington, D.C. and are being planned for Atlanta, Buffalo and Baltimore. Near surface tunneling is defined for this paper as being that in which the crown is 100 feet or less below ground surface. For Rosslyn Station, the total cover ranged from 52 to 70 feet. The rock cover, however, ranged from 40 to 50 feet which is slightly less than the station height and about two-thirds of its width. Rosslyn Station (Fig. 1) is the only station excavated completely in hard rock in the Virginia portion of the 98.5 mile Washington Metropolitan Area Transit Authority's (WMATA) rapid transit system. The station site, oriented in a north-south direction beneath a main thoroughfare and flanked by multistory office buildings, was fixed by the need to serve a dense population center at a specific location and geologic conditions were a secondary consideration in siting. There was no previous underground rock excavation in the Washington Metropolitan Area of the size and scope of Rosslyn Station that offered a practical case history guide to the geologic conditions and excavation problems to be encountered. A mathematical model to simulate spontaneous combustion of coal in goaf was developed. Under the condition of two-dimensional flaw of air through a bed of uniform mixture of coal, gob, stone etc., the model simulates the temperature rise in the air-and-particle system associated with Arrhenius particle surface reaction. The model is developed as a set of coupled non-linear partial differential equations, which include (1)mass conservation equation for oxygen, (2)energy conservation equation for gas, (3)energy conservation for solid, and (4)velocity equation for gas, that are solved numerically. An elaborate parametric analysis is made of effect of leakage air flux and position of source and sink, parameters relating to the coal accumulating character and the kinetic properties of coal on the tendency to spontaneously combust. In addition, the dynamic process of temperature rise within goaf under several conditions is displayed with picture drawn by computer.

The distribution of mercury in soils, rocks, and ore was studied in three areas of the Pachuca-Real del Monte District: (1) An area north of the town of Pachuca where ore veins have been found at or near the surface. The mercury content of soil samples taken near the vein zones is far above the background value. The highest value was 1900 ppb (parts per billion) mercury in a soil sample above Veta Vizcaina; the background is about 50 ppb Hg. (2) In the area north of the town of Real del Monte where only a few of the veins are known to crop-out. Regardless of exposure, soils collected over veins show anomalous mercury values ranging from 250 ppb to 1900 ppb. (3) In an area south of the town of Real del Monte. Here, although vein outcrops are lacking, mineralization is known at a depth of about 120 m. All soil samples taken at 50 m. intervals along an east-west traverse contain anomalous amounts of mercury, with peaks corresponding with the known location of the veins.
