To start my talk, I thought it might be helpful for us to define the term "aggregate", so I went to the dictionary. Webster has several listings under "aggregate", and I found the following: "1. A mass or body of units or parts somewhat loosely associated with one another." Well, I didn't like that term "loosely" so I read on. "2. Crystals of one or more kinds of mineral or rock fragments." That sounded better, but I still read on. "3. Any of several hard inert materials used for mixing with a cementing material to form concrete or mortar." That sounded even better, but it should be a little broader. So I would like to define "aggregates" for you as follows: "Hard, inert fragments of rock or minerals used alone or with cementing agents to form products essential to nearly all types of construction." Usually aggregates are sand, gravel, or crushed stone, but other minerals such as clay or shale can be heated and become aggregates. What are some of the construction uses? Well, we've already mentioned concrete, as used in streets and highways, sidewalks and parking lots, airports and all kinds of building construction, not to mention bridges and swimming pools, and docks and breakwaters, just to list some of the uses. Our way of life couldn't exist without concrete. And you can't have concrete without aggregates,

Innovative solution management is being used at Coeur-Rochester Inc. to increase bullion production and decrease overall costs. New operating programs call for reduced solution application rates to the heap that increase pregnant stream values at a lower and less costly plant flow rate. Silver and gold extractions are equal regardless of leach solution application rate. Solar heating is used in the summer months to increase the core temperature of the heap for use in the winter months to enhance the silver extraction rate. The Coeur-Rochester silver and gold mine, located in central Nevada, is an open pit, heap leach operation that has been in production since late summer of 1986. The facility produces about 15.4 kt/d (17,000 stpd) of -13 mm (-0.5 in.) ore to a leach area consisting of more than 37 hm2 (4 million sq ft) of 80 ml HDPE liner. Crushing is accomplished with a 1220x 1520-mm (48- x 60-in.) jaw crusher. This is followed by a single 2.1-m (7-ft) standard cone crusher and is completed with four 2.1 m (7 ft) short-head cone crushers. Agglomeration is not required for the crushed ore, which contains less than 10% -75. µm (-200 mesh) material. The ore contains 53 g/t (1. 55 oz per st) silver and 0.377 g/t (0.011 oz per st) gold. It is end dumped over previously leached material, leveled, and then ripped with a bulldozer. Drip emitters at 810 mm (32 in.) spacings on 910 mm (36 in.) centers are used to apply barren solution to the heap. A portion of the emitter lines are buried I m (3 ft) deep during the winter months and are placed on the surface the remainder of the year. The leach solution contains 0.75 g/L (750 ppm) sodium cyanide solution at a pH of 10.5 - 11. Dissolved oxygen averages 8 ppm in the pregnant solution. Cyanide consumption for the ore to date is just under 0.2 kg/t (0.4 lb per st). The pH control is accomplished by adding I kg/t (2.0 lb per st) 0-10 mm (-0.4 in.) pebble lime to the ore at the tertiary crusher. The pregnant solution is processed by a conventional closed circuit Merrill-Crowe system. The pregnant solution is clarified through three 158 L/sec (2500 gpm) US Filter Auto-jet clarifiers. The Wind Mountain (WM) nepheline syenite deposit is part of the alkalic complex in the Cornudas Mountains, which ranges in age from 34.6 ± 1.5 Ma to 36.8 ± 0.6 Ma. The WM deposit consists of a complex, zoned pluton that ranges from syenite porphyry to nepheline syenite porphyry. The WM deposit has potential use for ceramics and dark-colored beverage containers and consists of nepheline, k-feldspar, albite, and varying amounts of other minerals. Analcime also is present locally but must be avoided because it is unsuitable for ceramic and glass. Chemically the deposit consists of 56-63 % SiO2 17-21 % Al2O3 and 4.0-5 % Fe2O3. Although initially iron is high, when the crushed rock is passed through a specialized magnetic separator, the iron content drops to below commercial maximum standards of less than 0.5% Fe2O3. The WM deposit is currently under exploration and testing to determine marketability.

US mine production of iron ore in 1984 showed some improvements compared to 1983. But reduced demand from the iron and steel industry caused temporary shutdowns of many iron ore mines and pelletizing plants. US raw steel production in 1984 was slightly above 1983, but still at a depressed level. Production was 83 Mt (92 million st), compared with 77 Mt (85 million st) in 1983 and 68 Mt (75 million st) in 1982. Two major production trends continued in 1984. They were the increased production from electric furnaces and the growing use of continuous casters. Electric furnace production included 33.2% of the steel poured in 1984, compared with 31.5% in 1983. Continuous casting was used for 39% of 1984 steel production, compared with 32.1% in 1983. Statistical Process Control Statistical Process Control (SPC) has taken on new proportions in the iron ore and steelmaking industries within the last year. This mathematical technique is used to monitor, control, evaluate, and analyze a manufacturing process. The technique charts variability of important quality parameters. Training and adaptation of SPC techniaues for process control have been initiated at Inland, Steel's Minorca, Pickands-Mather's Hibtac, Cleveland-Cliff's Empire and Sherman operations, and at Reserve Mining. One of these operations has requested its bentonite supplier provide SPC charts on quality specifications. Some of the steelmaking operations (Inland Steel, Bethlehem Steel, Dofasco, LTV Steel, National Steel, Stelco, Weirton Steel, and Wheeling-Pittsburgh) have set up SPC programs within their operations. And they also have insisted that some of their suppliers use SPC. Plant Shutdowns The permanent closure of Stelco's Griffith mine at Red Lake, Ontario, has been delayed by one year. This gives employees more time to adjust. The mine is now set to close in April 1986, instead of April 1985. Sidbec (Canadian government) and its other partners (including British Steel Corp., Quebec Cartier Mining, and US Steel) closed its iron mining operations at Gagnon, Quebec. The pellet plant has been leased to Quebec Cartier. New Iron Ore Operations The massive Carajas iron ore project in Brazil is scheduled to come onstream in Jan. 1986. It is to achieve full-scale commercial shipments by July of that year. The 66% iron crude ore requires only crushing and screening before shipment. The product consists of 83% sinter feed and 17% coarse ore. Annual production capacity will be 32 Mt (35 million st) when the project is completed. Principal customer for the ore is Nippon Carajas Iron Ore Co., a consortium of Japanese steel mills. The Arab Iron & Steel Co. (AISCO) has started up a $US300 million, 3.6 Mt/a (4 million stpy) iron ore pelletizing plant built by Kobe Steel Ltd., at Al Hidd-hide in Bahrain. By 1986, this grate-kiln-cooler plant will supply high quality iron ore pellets to feed direct reduction plants in the immediate Gulf area and Far East markets. Iron ore supplied from Brazil, Peru, India, and Mauritania provides the feed to the pellet plant. Hydrated lime (2%) is used as a burden.

This paper discusses the challenges faced by the design team of the under-river crossings of electric transmission feeders in New York City, a densely populated urban area. The under-river crossing of a 345 kV feeder was initially designed as Horizontal Directional Drilling (HDD), but was redesigned as a utility tunnel because of site con¬straints on both sides of the river. Multiple studies addressed location, available tech-nologies and costs. Multiple soil investigation phases addressed design aspects of HDD, as well as tunneling. Contractual issues varied from a design build alternative with Geotechnical Data Report (GDR) to design tender approach with GDR & Geotechnical Baseline Report (GBR).

Batch laboratory-scale beneficiation tests were conducted on four high-iron phosphate samples. These samples included sedimentary ores (Tilemsi Valley, Mali and Tahoua, Niger), a sample from an igneous phosphate deposit (Matongo, Burundi), and a fine-grained phosphatic iron ore processing residue from Chile. The Matongo phosphate deposit occurs as a thick (up to 80 m) residual blanket of P205-enriched soil over solid parent rock (carbonatite and associated rock types). Although the Matongo deposit is an igneous deposit, ore from the deposit can be subjected to beneficiation treatments commonly used to treat sedimentary rocks. The beneficiation flowsheets designed to process these diverse ore types involve attrition scrubbing, size classification, and flotation. At the best flotation conditions tested, phosphate concentrates assaying 32.0%-39.0% P205 and 1.0%-1.5% Fe2O3, were obtained at 64.2%-82.2% overall P2O5 recoveries from run-of-mine (ROM) ores containing 9.2%-28.6% P205 and 5.9%-16.1% F,20,. A cleaner phosphate concentrate assaying 33.1% P205, 1.8% A1203, and 3.3% Fe2O3 at 53.4% overall P205 recovery was obtained from the phosphatic iron ore residue that originally contained 4.5% P205, 8.0% A1203, and 17.6% Fe2O3.

Introduction FMC's Paradise Peak gold mine was discovered by staff geologists in July 1983. Located south of Gabbs, in western Nevada, the deposit contains about 11 Mt (12 million st) of ore grading at 3.6 g/t (0.105 oz per st) of gold and 129 g/t (3.75 oz per st) silver. It is estimated that the ore contains 34 t (1.1 million oz) of recoverable gold and 933 t (30 million oz) of recoverable silver. The 3.6 kt/d (4000 stpd) mill began operation April 14, 1986, just 18 months after Davy McKee completed a feasibility study and construction, and two-and-a-months ahead of schedule. It also came in about 10% under budget at a cost of about $100 million. Crushing Run-of-mine ore is delivered from the mine in 45-t (50-st) haul trucks to a 272-kt (300,000-st) capacity open air stockpile. Ore is reclaimed using 5 m3 (7 cu yd) front-end loaders that feed a 91-t (100-st) hopper equipped with a 610- x 610-mm (24- x 24-in.) grizzly. A 1.4- x 11-m (54-in. x 35-ft) apron feeder delivers ore from the hopper by way of a vibrating grizzly screen with 127 mm (5 in.) openings to a 1- x 1.3-m (43- x 51-in.) Rexnord jaw crusher. Crushed material is conveyed to a 1.8- x 4-m (6- x 14-ft) Link Belt vibrating screen equipped with a 50-mm (2-in.) manganese grizzly bar deck. Screen oversize is fed to a 1.7/0.6-m (5.5 ft) Rexnord standard cone crusher. Product from this crusher joins the -50 mm (-2 in.) screen undersize and is conveyed to a 136-t (150-st) surge bin. Three hydraulically driven belt feeders deliver ore from the ore bin to three 2 x 6 m (7 x 20 ft) Link Belt single-deck tertiary screens fitted with 6 x 25 mm (0.25 x 1 in.) slotted polyethylene screens. Screen undersize - -6 mm (-0.25 in.) rock - is conveyed to a 3.6-kt (4000-st) ore storage bin. Screen oversize is delivered by way of a conveyor to a 91-t (100-st) surge bin. From this bin, two belt feeders feed ore to two 1.7 m (66 in.) Rexnord Gyradisc crushers, which are in closed circuit with the tertiary screens. Design features include magnetic protection for tramp iron removal and sloping floors and pump sumps for ease of clean up. Dust scrubbers keep the working environment clean and in compliance with state dust emission regulations. Grinding Two 1 x 4.5 m (3.5 x 15 ft) belt feeders deliver ore from the fine ore bin to a conveyor belt that feeds it to the 5 x 7 m (16 x 22 ft) Allis-Chalmers ball mill. The conveyor belt is equipped with a Merrick weightometer. This controls feed rate to the ball mill by speed control on the hydraulic motors driving the feeders. The 2.6 MW (3500 hp) powered mill grinds 3.6 kt/a (4000 stpd) to an average grind of 85% -75 µm (-200 mesh). The mill is in closed circuit with four 660 mm (26 in.) Krebs cyclones. Three of these are normally in operation while one is a standby. Warman pumps feed the cyclones through a cyclone distribution manifold. The cyclone underflow returns to the ball mill, which has a 300% average circulating load. Mill discharge pH is 11, and that is obtained through pebble lime addition to the feed belt. Cyclone overflow is sampled using a Heath & Sherwood two-stage sampler. It then flows to a 27-m-diam (90-ft-diam) Eimco thickener. Thickener overflow is returned to the grinding circuit, while underflow at 50% solids is pumped to the leaching circuit. Grinding-circuit design features include a steeply sloped floor for ease of clean up, an open area over the pumps for maintenance accessibility, and a ball hopper with a self discharge bottom to speed ball addition. Other features include a mill liner handler and an air clutch that connects the mill motor to the mill.

Precambien in age, the phospate deposit under study which outcrops to the south forms a synclinal consisting of only one mineralized horizon. The synclinal strikes SSW/NNE, dips from 30 to 60 NNE and is about 5 km wide. The deposit has been explored by : - trenches and pits about 50 m apart in the outcropping area ; - core drill holes forming lines perpendicular to the outcrop. These lines are about 100 m apart. On each line, the drill holes are about 50 m apart The phosphate layer is clearly visible and has then been defined from the geologicia1 description of drill hole logs. The layer has been divided into two parts : a very rich, altered part at the hanging wall and a poor part displaying opposite physical characteristics, i.e. a fresh and hard rock. With open pit mining in view, the deposit has been divided into a 3-dimension network of blocks, each block measuring 50 X 50 X 100 m. The tonnages of rich and poor ore, PO25, MgO, Si02, CaO and R2O3 grades and the tonnages of barren waste at the hanging wall and the footwall have been calculated for each block. Given the dip of the phosphate layer ranging from 30 to 60° and its relative thickness (between 10 and 15 m), it was impossible or inappropriate to carry out direct calculation by 3-dimension kriging : too many neighboring blocks to obtain sufficient date and impossibility to draw up the morphology of the layer.

"In this study, the studies to develop a flowsheet for a low grade chromite ore are presented. The existing concentrator had to be suspended due to the decreasing metal prices. The study commenced with mineralogy and liberation profile of the chromite. The valuable mineral is chromite and the major gangue mineral is forsterite together with small amount of brucite and calcite. Heavy liquid tests were performed on different size fractions without any acceptable success. The concentration tests were performed using teetered bed separator (TBS) +shaking table, spiral concentrator+TBS+shaking table for different grind size. Based on the test results, 100% finer than 0.4mm was found to be optimum for grind size. Comparison of alternative circuits showed that the performance of both alternatives would be similar. A flowsheet was designed and operated for as 25 tph trial circuit in the existing plant. The results showed that the performance of the plant predicted was very close to the actual plant data. The paper describes the methodology used, presents the experimental data and actual performance figures.INTRODUCTION Turkey is one of the largest chromite producers in the world. Since 1850, chromite mining found industrial applications and geographically spread along six different regions in Turkey. Although the reserves in these locations are not as rich as the big producers, they are regarded as very valuable due to Cr/Fe ratio in terms of chromite utilization standards (1, 2). In this period, significant portion of high grade (=35% Cr2O3), directly marketable ore deposits have already been produced. According to General Directorate of Mineral Research and Exploration (Turkey) data; 83% of the known chromite deposits of Turkey which makes 242 341 000 tons in total, is consisting from the deposits those have a Cr2O3 grade lower than 10%. Only 5% of the known deposits (13 087 000 tons) has a grade of directly saleable (2, 3). Gravity concentration methods are well-known processes for chromite beneficiation and there are plenty of plants in the world and Turkey using these methods. As different equipment combinations can be used for the same enrichment method, different methods can also be used in combination for plant designs (4). Beneficiation of low grade and problematic chromite ores may lead to use these method and equipment combinations (5, 6). Ore liberation, the grades of Al2O3, SiO2, FeO and Cr2O3 in the obtained concentrate, Cr/Fe ratio, some physical and chemical properties between gangue and minerals (i.e. specific gravity, magnetic property, color, etc.) designate the selection and combination of these methods and equipment (7)."

During 1996, US mines produced 319 t (10.26 million or) of gold metal valued at $4 billion. At yearend, mine reserves were estimated to be 4.7 kt (151 million oz) of gold metal. Almost all of the production was from western states. Nevada accounted for about 68% of national production. Information for this article was obtained through annual reports of mining companies, US Geological Survey (USGS) databases and other public sources. Table 1 shows production and reserves by mine. It divides the mines into two categories. These are producing mines whose primary product is gold, and producing mines for which gold is a byproduct or coproduct. The mines listed in Table 1 accounted for more than 98% of US gold production during 1996. Except the Daisy Mine, the table does not include mines that produced less than 31 kg/a (1,000 oz/year). It doesn't take any special acumen to note that US engineering and construction firms are busier than ever with mining projects in this mineral conscious world. This special issue of Mining Engineering takes a look at E&C companies-their expanding role, their special capabilities, and their challenges and problems. ME sent a questionnaire to a representative sample of E&C firms. Information was sought about officers, ownership, and amount of business. ME also asked about types of projects and commodities dealt in as well as market distribution and forms of payment. The accomnanying charts show how the 17 responding E&C firms answered these and other questions. Other ME survey questions, and a review of company literature, yielded information about financing techniques and special challenges for E&C firms. Insights were gained concerning government impacts, customer-generated problems, and promising areas for development-including synfuels-in the minerals industry. These areas are discussed later in this article. Accompanying articles in the special issue discuss the E&C company's role in mining projects, research and development in E&C firms, one approach to contract work used by an E&C firm, and an E&C project case study.

The United States contains one of the world's largest reserves of uranium. Domestic production and exploration activities, however, have declined since the early 1980s due to weaker-than-expected growth in nuclear power demand and to foreign competition. The main result has been that more costly and less productive conventional mines and mills have closed. Meanwhile, industry productivity as measured by uranium output per employee has increased threefold since 1980. At the end of 1992, only six plants, all nonconventional, were operating in the United States. Due to cost considerations and increased environmental awareness, any additions to existing capacity are expected to be met through nonconventional in situ leach plants.

This 1988 survey provided a cross section of computer software use by the US coal industry. From 1250 mailed questionnaires, 171 responses were received, representing a 4.9% sampling of the 3496 US coal mines. Since the distribution of responses by regional stratum matched well with the distribution of mines by stratum, the survey was given statistical validity. A statistical description details the computer use by region, mining type, organizational size, the level of application within the organization, the type of software application used, the variety of computers on which the software was used and the percent of users within engineering, management and general applications categories. Overall, 63.5% of the respondents use computers at some level in their organizations. All of the mines producing more than 454 kt/a (500,000 stpy) used computers. However, for those producing more than 9 kt/a (10,000 stpy) but less than 91 kt/a (100,000stpy), only 44% used computers. Generally, the software applications were still data-processing oriented. The application sophistication grew with increasing mine size. Computer system models and configurations for different sized organizations are recommended based on the configurations used in the industry at the time of the survey.

"In 2015, 40 longwall mines provided nearly 60% of the US coal production from underground mining methods. This represents a substantial, yet gradual increase from just under 50% over the last 5 years. As a result of this increased production share, the percentage of ground fall related fatalities in longwall mines has also increased when compared to all US underground coal mines. Additionally, about 80% of ground fall related fatalities have occurred in areas where the roof was supported. In an attempt to better understand the status quo of current US longwall support practices, a sample of 21 longwall mines were visited, representing about 40% of the currently active longwall mines in 4 of the 5 major US longwall producing regions. The resulting data was obtained from a wide variety of overburden depths, geologic conditions, mining heights, ground conditions, support practices, and gateroad configurations. The data collected is reported using both qualitative and quantitative methods. The results from the research update previous efforts in classifying mining accidents and injuries as well as current support practices. This data provides a necessary background for future research aimed at further reduction of ground fall accidents and injuries. INTRODUCTION Maintaining ground stability in gateroad entries is essential for longwall productivity and safety (Campoli, 2015). In 2015, 148 unintentional roof falls were reported in US longwall mines. About 34% of these resulted in mineworker injuries. Safety considerations not only include injury from roof and rib falls but also egress from the longwall face during an emergency (Mucho et al., 1999). Over the past 30 years, a number of researchers have studied longwall tailgate support performance (Mirabile, 2015). This research aims to take a snapshot of the ground support installed in modern US longwall mines and provide a supplement and update to the overview provided by Barczak (2005). This will provide a framework for future research into improving gateroad support systems. BACKGROUND Large unplanned roof falls at or above the primary support or those impeding travel and/or ventilation must be reported to the Mine Safety and Health Administration (MSHA). Reportable roof falls, normalized based on production in million metric tons, generally relate to the amount of roof exposed during the mining process (Pappas and Mark, 2012) and provide an evidence-based statistical background for this review of current support practices. Figure 1 shows the reportable roof fall rate in US underground longwall mines for the period 2006-2015 (MSHA, 2016). Over the past decade, roof fall rates have shown a gradual decrease with numbers now at a rate nearly half of what was observed just five years ago. However, over the past few years, roof fall rates in US longwall mines appear to have stagnated at levels just over 1 per 2,000,000 tonnes mined."

It is agreed in mining and regulatory circles that a safe and healthy working environment for underground miners is the major challenge for mine operators. Underground mine ventilation is complex. And it is becoming even more difficult as mines become larger, deeper and more complicated. At the Seventh US Mine Ventilaton Symposium, a group of mine ventilation experts from industry, government and academia attempted to solve some of the problems in ventilating underground mines. The meeting, sponsored by the Underground Ventilation Committee of SME and the University of Kentucky, was held in Lexington, KY June 5-7, 1995. Andrzej M. Wala, symposium chairman, commented that previous mine ventilation symposiums have focused mainly on work in North America. The 1995 symposium, however, broadened its borders to include several international papers. Of the 77 papers presented and bound into the Proceedings volume, 25 are from operations and research centers outside of the United States and Canada.

There is an ongoing battle to gain general acceptance of fossil fuel byproducts as safe, economical and useful agro-industrial materials. Despite that, the US ash industry is witnessing a steady growth in the volume of coal burned, along with the production of greatly refined, higher-quality ash particulates. There are two principal reasons for this. Economics have caused an increasing number of US electric utilities to convert from oil-burning to coal-burning. And the Federal government has tightened specifications on fly/bottom ash production quality. Hence, it must be noted that new and more stringent Federal regulations were implemented in 1980. The resultant ash particulates are finer, more compact, and less heavy than in previous years. Additionally, the first shift from oil to coal in the US was initiated in December, 1979 by the New England Power Co. in Massachusetts. Coal is the most widely-distributed fuel in the US. And it is found in 38 states. The wide availability of this fossil fuel and its general cost-efficiency, coupled with the undaunted move of US electric utilities toward nuclear power, are major factors affecting the current statistics on ash generation (65.4 x 106 million tons). Interest in the use of coal in power plants is creating a unique ash disposal and use situation for ash producers as well as the Federal government. There are growing quantities of fly/bottom ash residue. Ash producers must decide how this byproduct can be dealt with effectively and profitably. At the same time, government agencies such as the US Environmental Protection Agency (EPA), are commissioned by Congress to assure that solid, liquid, or gaseous material released into the environment is not harmful or offensive to human health and the environment. Additionally, the Federal government is often responsible for establishing and enforcing guidelines and standards governing the use of recycled materials. Several standards and guidelines governing the properties and use of ash in the US have been established by governmental agencies as well as by the ash industry itself. Of these, some have been developed for ash use by a specific federal agency. Others apply to the entire industry. The following is a brief identification of the major specifications for fossil fuel ash: • US Corps of Engineers - These specifications were first established in 1957. They delineate the physical and chemical requirement for pozzolans used in mass concrete. These specifications applied only to Corps of Engineers' concrete construction projects for locks, dams, and other mass concrete projects until 1977. At that time, a joint effort between the American Society for Testing and Materials and the Federal government produced a modified specification that is now generally applied. The Corps of Engineers' ash, however, retained certain aspects of its specifications for its own use, particularly in the area of handling and shipping fly ash to its own projects. Prior to transporting the fly ash to the corps, all potential sources for the ash must be inspected and approved as a supply source. All silos must be filled, sealed, and tested before the ash is released for shipment. The normal test period for the ash is seven days, although several testings may require up to 28 days. Once the fly ash has been released, it can only be shipped to US Corps of Engineers' projects. All shipments are made with a government inspector present during loading. After a truck or railcar is loaded, the silo is resealed until the next shipment. This procedure requires three silos, and a minimum of 454 t (500 st) each should be considered for each storage unit. All silos are strictly committed to Corps of Engineers' use and are not available for other commercial shipments. • US Bureau of Standards - This Federal agency maintains a standard testing sample of nearly every product used in the US. The accuracy of the fly ash chemical analysis is measured by a regular cement and concrete reference laboratory (CCRL) inspection and based on test results from a standard sample of cement. • US Bureau of Reclamation - This agency pioneered several projects using fly ash and required Federal Standard Certification for pozzolans. • American Society for Testing and Materials (ASTM) - This nongovernmental organization began preparing standards for fly ash sold and used in the cement and concrete industry in 1947, at the urging of ash marketing firms. Current standards define chemical and physical requirements and is entitled, "Fly Ash and Raw or Calcined Natural Pozzolan for Use as a Mineral Admixture in Portland Cement Concrete (C 618-80)." • State Highway Specifications - Led by Alabama, many states are moving toward permitting - and in some cases requiring-the use of fly ash in portland cement concrete and with lime for base stabilization projects for roads and highways. • Federal Aviation Administration (FAA) - The FAA acts in an advisory capacity. It has final approval on design specifications for airport construction projects. The 71st Annual Meeting of the Minnesota Section of SME and the 59th Annual University of Minnesota Mining Symposium were held jointly April 14-16, 1998, in Duluth, MN. Registration was estimated at 450 people, about the same as last year's attendance. A short course on mine productivity and a trade show that included about 75 exhibitors were also held in conjunction with the SME meeting. This year's theme was "Iron ore and integrated steel - where are we going?" Although generally optimistic in the near term, the general feeling among the attendees is that the industry faces serious competitive challenges. The iron mining industry in Minnesota experienced a tremendous rebound from the devastating downturn of the 1980s. Today, however, all seven of Minnesota's taconite plants are operating at full capacity. And these high production levels are expected to continue during the next several years. Longer-term, however, Minnesota's producers face an increasingly competitive worldwide market, including stiff competition from Canadian operations. Because of the increasing competition, industry representatives in Minnesota believe that it is critical to strengthen their operations. To accomplish this, companies are looking to: ? Further reduce production costs. ? Bring new technologies into their operations. ? Develop value-added facilities such as direct-reduced iron. ? Expand their markets. The industry is also seeking more collaboration between industry and government. The National Steel Pellet Co. and Minntac are looking at using ported kilns, which would reduce energy consumption significantly. Cleveland Cliffs, EVTAC, Northshore Mining and Minnesota Iron and Steel are all looking at building value-added plants. One such project that received attention among the attendees was Minnesota Iron and Steel's proposed $1.2 billion combined mine, taconite plant, direct reduced iron facility and steel production facility. If the operation is built, it would produce about 3.4 Mt/a (3.39 million ltpy) of direct-reduced iron pellets. Financing is pending. An announcement is expected in the fall of 1998. The pellets, containing 70% iron, would be processed into steel in electric arc furnaces. The steel produced would then be processed into hot-rolled coil, which is used by the appliance and automobile industries. The keynote addresses and technical sessions focused on these issues as well as on environmental issues.

Jamaica has extensive deposits of marble, gypsum, and limestone, offering prospects for commercial sales to nearby US markets, notably the Gulf Coast and Southeast. Stare-owned and private Jamaican industrial minerals producers have made limited sales to date but expect to increase exports during the balance of the 1980s. Restraints include Jamaican government controls on access to essential foreign exchange for new capital investments and distribution of profits. Jamaican efforts to identify market opportunities in the US are reviewed, and the outlook for further exports of carbonates is discussed.

Zirconium is the 20th most abundant element in the Earth?s crust and it most often occurs in the form of silicate (as zircon), less often in the oxide form (as baddeleyite or caldesite). Historically, the world?s production of zircon was entirely derived from mining and processing beach sands or heavy mineral sands that were being exploited primarily for their titanium content, i.e., to generate TiO2 feedstocks that would be used for making titanium pigments and, to a lesser extent, titanium metal. Zircon was then regarded as a byproduct, with the sharply fluctuating prices typical of a commodity where the supply is essentially involuntary and not truly responsive to market demand. However, in recent years, zircon has shown considerable mining investment appeal in its own right. Projects have been planned ? and some have already come to fruition ? based mainly on the zircon potential of the deposit. Booming Chinese demand for zircon to meet the requirements of the ceramic and zirconium chemical sectors has been a major factor causing zircon prices (f.o.b. Australia) to surge from US$674/t ($611/st) at [ ] the end of 2005 to beyond US$2,400/t ($2,177/st) by the end of 2011.

This work is concerned with the extraction of refractory metals using an electro-reduction process, in which a molten oxide melt, instead of halide, is used as the electrolyte. The process may provide an alternative method of producing refractory metals from their ores through use of a reverse-polarity direct current (DC) plasma arc heating process. In such a process, the plasma torch itself acts as an anode, and resulting liquid or solid product metals work as a cathode, whereas the molten oxide melt plays the role of an electron transfer layer. The focus of this study is: the electro-reduction of scheelite; vanadium pentoxide; and chromite. For the vanadium pentoxide, the proposed melt is mainly composed of CaO-V2O5/Li2O-B2O3-V2O5or FeO-CaO-SiO2-V2O5-Li2O with the addition of other alkali and alkaline metal oxides. In the case of scheelite ore, the SiO2-CaO-Li2O-WO3system is used as melt and metal aluminum or nickel could be used as a collecting media. As for the reduction of chromite ore, SiO2-CaO-Cr2O3-Li2O system with trace amount of CaF2is used as the melt. As a demonstration, chromium was successfully produced at a laboratory scale through the plasma driven electro-reduction process. One of the studied slags had a composition of 13.8% CaO; 4.9%CaF2; 36.4% Cr2O3; 6.9% Li2O; and 38.0% SiO2. Two observations are significant in this laboratory scale study. The first one was that the amount of Cr2O3and FeO, which were predominantly electronic conductors in the oxide melt, greatly affected the conducting mechanism of the melt. With high concentration of Cr2O3and FeO in the melt, the current efficiency was fairly low. In this case, chromium was found to be barely reduced because of electronic conducting mechanism. For example, with initial slag of 60% Cr2O3, no chromium was found reduced. With low concentration of Cr2O3and FeO in the studied melt, typically no more than 30% Cr2O3, it was observed that chromium was readily reduced due to the dominant ionic conducting mechanism. The second observation was that the addition of SiO2tothe melt helped to make the oxide melt more ionic, which was apparently desirable to the molten oxide electrolysis. However, high content of silica had a negative effect on the fluidity of the melt. This was resolved by adding trace amounts of CaF2to the melt. Therefore, by judicious selection of oxide melt, refractory metal oxides might be dissolved into it and yet the melt itself retains the required ionicity. A reverse-polarity DC plasma driven molten oxide electrolysis may prove to be a viable alternative route for the extractive metallurgy of refractory metals.
