Coeur d'Alene Mines Corporation (CDE) is a precious metals mining company. The company's three mining operations are located In Nevada and Idaho. Collectively, these mines (Rochester in Nevada, and the Galena and Coeur In Idaho) produced about 61,000 ounces of gold and more than 7.5 million ounces of silver in 1991. The company is currently planning the development of two major properties; the Fachinal gold-silver project in Chile and the Kensington gold project near Juneau, Alaska. Fachinal and Kensington hold encouraging potential to significantly expand CDE's gold production during this decade. The permitting process for these two distinctly contrasting environmental settings, project design requirements and regulatory/political circumstances provide the basis for a comparative analysis of licensing and permitting requirements, timeliness of the permitting process and costs in the U.S. and Chile.

The 79th Street Water Tunnel Extension Project was initially designed by the City of Chicago, Department of Public Works, to increase the capacity of the City’s south side water distribution system. MWH preformed a design review, prepared the final design and provided construction management for the City of Chicago Department of Water. Construction commenced in September 1995 and was completed in October 1999. The Project connected two existing water tunnels with a new 5.8 km (19,044 ft.) long, 4.9 m (16.08 ft.) finished diameter concrete lined rock tunnel utilizing TBM, drill-blast and mechanical hoe-ramming methods. In addition, approximately 61 meters(200 feet) of concrete lined variable cross section tunnel, a new gate shaft and a temporary construction shaft were constructed. This paper describes the construction of these features and the geological conditions encountered.

Exxon is reclaiming an 80-hm2 (200¬acre) Wyoming uranium tailings basin in accordance with US Nuclear Regula¬tory Commission (NRC) requirements. The reclamation plan is designed to control the tailings and their radioactive emissions for at least 1000 years. Rigorous modeling and analyses of potential erosion by wind and water were used in planning. The use of riprap was minimized and the need for long¬term reclamation maintenance was eliminated. The resulting design is simi¬lar to regions stable from erosion cre¬ated by nature. The concepts used in the design and implementation have wider reclamation application. Highland history Exxon operated the Highland uranium operations from 1972 until mid-1984. Open pit and underground operations mined the roll front, sandstone ore body. The 2.5 kt/d (3000 stpd) mill employed conventional crushing, grinding, sulfu¬ric acid leach, CCD, SX, precipitation, and drying circuits. The mill produced 10 Mt (11 million st) of tailings. An¬other operator began commercial scale in situ leach operations in 1988. The tailings basin was constructed by deposition of mill tailings in a natural ravine dammed with a 30-m (100-ft) high by 1050-m (3400-ft) long clay core earthen dam built entirely downstream of tailings. Figure 1 shows the layout of the tail¬ings basin in 1984. Tailings were de¬posited along the dam face on the east side of the basin as well as in the west end and along the south edge until the early 1980s. This left a deep water pond in the middle of the basin. The deep pond was largely filled with tailings during the last four years of mill opera¬tions by the construction of two tailings causeways and the operation of a float¬ing tailings line. The pond water volume was mini¬mized by recycling tailings water to the mill and by operating a 32-L/s (500¬gpm) evaporation enhancement spray system during the last few years of mill operations. Regulatory requirements Several conceptual tailings basin rec¬lamation plans were prepared during the mine life. In September 1984, Exxon began preparation of a detailed plan in response to an NRC request. Water, Waste and Land Inc. (WWL) of Fort Collins, CO was selected to help pre¬pare the plan that was submitted to the NRC in December 1984. The design had to meet the require¬ments found in NRC regulations (NRC, 1985). These were based on regulations prepared by the Environmental Protec¬tion Agency (EPA, 1983) at the man¬date of federal law (UMTRA, 1978). The NRC regulations contain strict primary standards and a somewhat more flexible set of secondary standards. The primary standards include requiring that: • radiation from tailings be reduced to background levels; • radon gas emitted by the tailings be reduced to 20 pCi/m2/s from the surface of the reclaimed tailings pile; • tailings not be dispersed into the environment; and • these conditions endure without routine maintenance for at least 200 years and for 1000 years to the extent reasonably attainable. The lengthy time requirements pre¬sented a large engineering challenge. Radon is a radioactive, chemically inert gas with a 3.8 day half-life. It is released from uranium tailings by the radioactive decay of radium, which, in turn, is a radioactive decay product of uranium. Radon emissions from ura¬nium tailings can be controlled with an earthen cover thick enough that the radon gas decays to its solid, short-lived radio¬active daughters before the radon dif¬fuses through the cover material into the air.

This paper describes the geology and geotechnics associated with construction of the Thames Tunnel, part of the UK’s Channel Tunnel Rail Link (CTRL). The 2.5km long twin tunnels run beneath the river Thames at depths of up to 40m and are currently under construction. They pass through varying geology comprising alluvium, terrace gravels and chalk with flints and are currently being bored using Herrenknecht mixshield slurry tunnel boring machines (TBM’s). This paper outlines the lithology and engineering properties of each geological formation and describes the geotechnical processes, potential hazards and difficulties experienced in the works. A summary is given into the extent of the investigative work in terms of route selection, tunnel design, TBM optimisation and further details are provided on the geotechnical aspects associated with the construction of the tunnel approach structures and the tunnels.

An empirical correlation to detennine laboratory mill grinding time has been developed. Grinding samples to 90 ± 5# below 147 micrometers was required for a flotation testwork at Companhia Vale do Rio Doce (CVRD) Research Center. The initial samples were all below 1 mm in size with different size distributions and work indices (Wi) ranging from 13 to 23 kWh/st. Grinding curves were determined for some initial samples. A correlation was developed between percent retained on 147 micrometers at a standard time and the time required to grind each sample to the required size. This correlation was then used to grind all samples, based on the preliminary grinding model. Finally, a statistical analysis with the size distribution of all samples was performed. The success of using the correlation was confirmed and an equation was determined using the data set.

The Disjunctive Kriging (DK) procedure was developed to estimate ore recovery figures within a deposit/ domain from limited diamond drill hole (DDH) core assay data taken at the exploration stage. Local recovery figures include minable ore tonnage and ore grades within relatively small areas such as stopes or small panels on a pit bench, for a given cut-off grade. The grade and tonnage should be computed based on the true selective mining units, that is, the average grade distribution of selective mining units within a panel. Local recovery figures are critical information for economic and engineering feasibility studies before mine development, as well as for short-term mine planning for operating mines. This kind of information can be provided only by non-linear geostatistical methods including DK and the Multivariate Gaussian Approach (MG) (Journel, 2, Parker, et al, 5).

Development of the flotation reagent scheme at Climax Molybdenum Company's mine at Climax Colorado is reviewed. Features of the mineralogy, milling practice and background of reagent changes are outlined. Special attention is given to the hitherto unpublished details of the application of depressants for copper and lead impurities. The present rougher flotation reagent scheme utilizes a neutral hydrocarbon oil, low in unsaturates and wax, as collector with a sulfated coconut oil emulsifier and pine oil frother. Lime and sodium silicate are used as rougher conditioning and slime dispersant agents. Chalcopyrite and galena impurities are de- pressed in both rougher and cleaner plants by stage addition of Nokes reagent and sodium cyanide to yield a metallurgical grade molybdenite concentrate containing greater than 90% molybdenite and less than 0.5%, 0.1% and 0.05% iron, copper and lead impurities, respectively.

The rapidly escalating capital costs for new projects, or extension of existing projects, has placed greater emphasis on maximum use of existing resources. Thus, when increased grinding capacity was required to achieve metal production from lead-zinc ores a number of alternate approaches were studied. The most cost effective way of achieving the required 5% increase in grinding circuit capacity was to install upgraded instrumentation and computer control of grinding - Fewings, Wickham and Wiseman (1). Once the computer installation cost had been borne by the financial returns from that project, other projects involving computer control were economically viable on an Incremental cost basis. These Included centralised control of tailings thickening and return circuit water distribution, centralised control of the crushing plant and use of the computer as a data processor for an on-stream analysis system for flotation slurries.

The U.S. Bureau of Mines applied process mineralogy to investigate a lead and zinc deposit located near Story Creek, Colville Mining District, Alaska. Mineralization is hosted by the Kayak Shale in veins, veinlets, and breccia. Sphalerite and galena, with supergene anglesite, occur in symmetrical quartz veins and between breccia clasts. The study sample analyzed 2.11 percent Pb, 5.37 percent Zn, 0.014 percent Cu, and 1.2 oz/ton Ag. Analyses of crushed products showed that 33 percent of the sample weight, and more than 50 percent of the Pb and 65 percent of the Zn, are in the minus 850 µ m fraction. Liberated grains of sphalerite and galena were found in crushed products finer than 300 µ m. Beneficiation tests indicate the material is amenable to processing by traditional gravity and flotation techniques.

Sonora Mining Corporation (SMC) operates the 6,000 tonne per day Jamestown open pit gold mine in the Mother Lode district of California. The mine has been in operation since January, 1987, and has produced approximately 7,800 kilograms of gold since start-up. The property consists of five ore bodies lying along a five kilometer stretch of the famous Mother Lode vein system. At present, only the Harvard ore body is being mined. The Harvard pit is centered around a historic underground mine of the same name that was operated from 1896 to 1916. The present ore body averages 2.5 grams gold per tonne as free milling gold and auriferous pyrite. The project consists of the open pit mine and concentrator complex in Tuolumne County, California, and a carbon-in-pulp leach plant located near Yerington, Nevada.

This paper examines the effects of different block dimensions and cone bases on the economic open pit limit design based on case studies on a coal deposit consisted of two west- east elongated, near vertical thin seams starting with a base model dimension of 200x170x50 (NX*NY*NZ) with a block dimension of 10mx5mx4m (DX*DY*DZ), the blocks were combined along easting, northing and elevation directions. Two cone bases were used, one with a base radius of 10 meters, the other with a base radius of 0. Two pit design algorithms, one is the floating cone algorithm, the other is an optimum algorithm, were used to see which one of the two pit design algorithms is more sensitive to block dimension and cone base variations. The results are presented and analyzed.

The availability of environmentally acceptable and reliable energy sources is an important issue for Federal, State, and local planners. A cooperative program by the U.S. Geological Survey, State geological surveys, and the U.S. Bureau of Mines has developed a national GIS-based systematic effort to collect, analyze, and depict data characterizing the relationship between restrictions to mining and the potential development of the Nation's coal resources. Land use/environmental and technologic/geologic restrictions are identified within selected 1:24,000-scale, 130-to 150-sq-km 7.5-min quadrangles and applied as overlays to maps of coal-bed thickness, depth, and mined-out areas. Tonnages of original, mined and lost-in-mining, remaining, restricted, and available resources are calculated. Resultant data files are transferred to the Bureau of Mines for recoverability and cost analysis.

The use of activated alumina for the removal of selenium from heap leach detoxification solutions was studied at a laboratory scale. Three different aluminas were studied, one unmodified and two chemically modified to function better in a basic pH range. The best performer, Discovery Chemicals DD-6, readily accumulated selenium oxyanions. Furthermore, it could be stripped of selenium and several metals by a mild caustic solution (pH 11.5 – 12.0) and regenerated for further use. Tests using - 600 µm, + 300 µm (28 x 48 mesh) material indicated that 96 % could be removed from solution and using – 1.18mm, + 600 µm (14 x 28 mesh) material 91 % could be removed. However, soluble silica can accumulate on the activated alumina and subsequently interfere with its regeneration and should be removed from the detox solution prior to use of the adsorbent.

The rapid decay and disfiguring of stone monuments in urban and desert rural areas has challenged conservators to protect stone surfaces from premature decay. They attempt to halt the natural process of stone decay and possibly to restore the original strength lost mostly by chemical weathering and the loss of binding cement. Ageneral solution is not possible because the physical and chemical characteristics must be considered for different stone types. The failures of stone preservation and restoration are greater in number than the cures. The need for repair of stone decay goes back to evidence of Roman replacement of decaying stone. The presence of excess water in buildings has long been recognized. Moisture tends to enter masonry from air in humid climates, a most important but often underrated factor (Fig. 1) suggesting that sealing should be the answer. Undesirable staining and efflorescence result in accelerated scaling. Today, the great variety of chemicals available to the modem conservator for sealing. consolidating, or hardening stone fall into two very different categories: surface sealers and penetrating stone consolidants, or a combination of both. SEALERS Sealers develop a tight, impervious skin which prevents access of moisture. Surface sealing has saved monuments from decay by eliminating the access of atmospheric humidity. Pressure tends to develop behind the stone surface by moisture escape. Efflorescence, crystal growth action, and freezing can cause considerable spalling (Anderegg, 1949). Flaking results when moisture is trapped behind the sealed surface. Yellowing and blotchiness are also frequently observed. The following sealants are in common use today: linseed oil, paraffin, silicone, urethane, acrylate, and animal blood on stone and adobe. Extensive cracking and yellowing has resulted soon after application. In the past many such treatments have created more problems than cures: 1. Linseed oil and paraffin have been in use for centuries. Embrittlement and yellowing occur rapidly because these are readily attacked by solar ultraviolet radiation. 2. Animal blood as paint has temporarily waterproofed adobe mud and stone masonry. The origin of blood paint has a religious background rooted in the Phoenician and Hebrew cultures. Instant water soluble dried blood can substitute for fresh blood. Winkler (1956) described the history and technique of the use of blood. 3. Silicones have proven very effective and are long lasting. In contrast, acrylates, urethane, and styrene are generally rapidly attacked by UV radiation (Clark et al., 1975). Sealing of Different Rock Types Granitic rocks have a natural porosity traced to 4.5% contraction of quartz, during cooling of the parent magma, compared with only 2% contraction of all other minerals; protection against the hygric forces may require waterproofing of granite in some in- stances. The Egyptian granite obelisk in London is an example. Soon after its relocation from Egypt to London, Cleopatra's Needle was treated, in 1879, with a mixture of Damar resin and wax dissolved in clear petroleum spirit; surface scaling became evident after half a year of exposure to the humid London atmosphere. The treatment of the ancient granite monument from Egypt has denied access of high relative humidity (RH) in London to the trapped salts inherited from the Egyptian desert and has protected the monument from decay (Burgess and Schaffer, 1952). The sister obelisk set up in Central Park, New York City, has fared less favorably because similar treatment was done too late, only after the salts hydrated and hundreds of kilograms of scalings disfigured the obelisk surface (Winkler, 1980). Surface coating of other common stones may be needed. Crystalline marble absorbs moisture from high RH atmospheres: dilation may ensue when curtain panels bow as the moisture starts to expand during daily heating-cooling cycles. A good sealer may prevent the moisture influx provided that no moisture can enter from the inside of the building. Limestones, dolomites and all carbonate rocks are subject to dissolution attack by rainwater, especially in areas where acid rain prevails (Fig. 2). The interaction of sulfates in the atmosphere with the stone can be halted by waterproofing to avoid the formation of soft and more soluble gypsum. The stone surface attack can be diminished if nearly insoluble Ca-sulfite crusts can form, instead of Ca-sulfate. Replacement of fluorite or barium compounds at the stone surface acts as a hardener, rather than a sealant. Sandstones have generally high porosity and rapid water travel can occur along unexpected routes and from any direction. Any surface sealing may do more damage by scaling and bursting than if the stone is left without treatment. Sealing of sandstones is therefore not advised at any time. Testing the efficiency of sealants: Several authors discuss waterproofing materials, silicones, urethanes, acrylates and stearates, as to their water absorption, spreading rates of water on the treated surface, water vapor transmission, resistance to efflorescence, and general appearance (Clark et al., 1975). De Castro (1983) measured the angle of contact of a microdrop (0.004 cm3) on a stone surface as characteristic of the wettability. The results of unpublished investigations into surface subsidence from coal mining in the Northern Appalachian Coalfield are summarized. These investigations were carried out by various coal companies and the State of Pennsylvania in the sixties and seventies. Subsidence data were collected and analyzed from 10 room-and-pillar panels in 5 mines in the Pittsburgh coal seam. Results show that angle of draw ranges from 26° to 33° and subsidence factor from 0.42 to 0.72; surface heating generally occurs beyond the edges of the panel, the amount and extent of which vary; waviness occurs in the subsidence profile if a substantial number of pillar stumps are left in irregular patterns; interpanel effect is significant; time-dependent subsidence exists, but varies for different panels; and surface slope does not seem to affect the amount of subsidence.

The Rogers Pass Project for C.P. Rail includes a 14.7 km tunnel and an 8.5m diameter concrete lined ventilation shaft to a depth of about 335m. The shaft collar is in bouldered water bearing glacial till to a depth of about 95m. Initial excavation in the overburden was with the aid of dewatering wells. When ground support problems arose the excavation was completed by a two stage freeze programme. Freeze holes were drilled from the shaft bottom. This most unusual method was successful in overcoming the difficulties safely and efficiently. The remainder of the shaft was sunk and lined conventionally. Finally, a central dividing wall was poured by jump forming from the bottom up. The wall was completed to a high standard at up to about 20 vertical metres per day.

Millsoft is a computer-simulation software that predicts the performance of large industrial grinding mills. This software surpasses all other tumbling-mill analysis techniques available today because it is based on fundamental laws of physics instead of empirical correlations. Graphical user interface (GUI) forms simplify the specification of the following design and operating parameters: mill diameter, length, speed, charge density and size distribution, lifter material and geometry. All of these parameters are taken into account in the discrete element numerical technique that constitutes the essence of the simulation software. In turn, the software produces a visual animation of grinding-charge motion, predicts mill power and gives the distribution of impact energy. In this paper, a case study of an 8.5-m-(28 ft-) diam SAG mill is used to illustrate the application of Millsoft for mill design and trouble shooting.

The behavior of the immediate shaly roof within a drift mine in eastern Kentucky, operating in the Coalburg seam, was monitored with roof bolt dynamometers. The dynamometers used were capable of providing readings up to a maximum load of 66.72 kN (15,000 lbs), + 0.022 kN (5 lbs). To observe the influence of moisture on the rate and extent of roof deterioration, 57dynamometers were installed on roof bolts anchored in intake and neutral airways. Monitoring was conducted during the period January 1985 through January 1986, in order to cover a full cycle of dry and wet mine conditions associated with seasonal changes. Analysis of the data showed a trend of roof deterioration induced by condensation and eventual penetration of moisture within the immediate roof bedding planes, leading to rapid disintegration of the mine roof.

INTRODUCTION Construction of tunnels in urban areas, especially reclaimed areas, pose many problems. The Red Hook Intercepting Sewer Tunnel, Contract 1A is a portion of the Red Hook Water Pollution Control Project located along the Brooklyn waterfront in New York City. This contract required the construction of a 2620 meter long (8600 L.F.), 3 meter (10-foot) diameter soft ground tunnel, eight Tunnel Manholes, nine Regulator structures, four Diversion and Tidegate structures and 765 meters (2500 L.F.) of branch intercepting sewers of diameters between .30 meters (12 inches) and 1.8 meters (72 inches). The construction contract bid price was $62 million with a duration of three years. The tunnel route crosses over five sets of operational twin cast iron subway tubes with clearances ranging from 4.3 meters (14 feet) to as small as 0.35 meters (14 inches). The route of the tunnel traverses historically interesting areas which have been reclaimed over the last 200 years. This paper is a case history describing the contractor's methods utilized to successfully advance the work through the above problem areas. Recovery of phosphate concentrate at Texasgulf’s Aurora Mine has received increased attention as existing mine and plant production capacity limits are reached. Improved mining techniques and mineral processing of waste streams offer the potential to increase phosphate production without major expansion. Innovative processes are being identified to maximize pit mining recovery and to minimize waste stream losses. This results in more effective use of the phosphate. Texasgulf Inc., is a wholly owned subsidiary of Elf Aquitaine. The Aurora phosphate rock mine and refining facilities are located in North Carolina on the south shore of the Pamlico Sound. Phosphate ore is recovered by open- cast mining techniques. Draglines and other earthmoving equipment are used to uncover and mine the phosphate ore. The mined ore then is slurried and pumped about 8 km (5 miles) to the processing plant.
