INTRODUCTION In the spring of 1988 the Joint Venture of Freeport-McMoran Resource Partners, Limited Partnership, IMC Fertilizer Inc, and Homestake Mining Co. was awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 9372. This was one of eleven leases awarded to the Joint Venturers. Following the initial discovery wells in December 1988, a program of delineation drilling confirmed proven sulphur reserves of 67 million long tons. Proven, recoverable oil and gas reserves are 39.4 million barrels and 7.2 billion cubic feet, respectively. Development of the sulphur mine was given approval as a fast-track project by the Joint Venturers in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and given fast- track status immediately. Fast-track for these projects meant design and engineering would not be complete before construction began JOINT VENTURE The Main Pass Joint Venture is one of thirteen joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corporation, a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has subsequently changed its name to Homestake Sulphur Co. and Texasgulf assigned their interests in the three leases they participated in to their parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This Joint Venture was the first of its kind; created to acquire offshore leases, explore, develop and mine sulphur. The Minerals Management Service announced a lease sale date of February 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the thirteen leases the Joint Ventures bid on, eleven were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Limited Partnership, and Resource Partners is the operator on all of the leases. The Main Pass joint venture percentage ownership is: 58.33 Freeport-McMoRan Resource Partners 25.00 IMC Fertilizer, Inc. 16.67 Homestake Sulphur Co. 100.00 The Main Pass Joint Venture paid $3,401,757 for the Main Pass lease and will pay a royalty of 12.5 percent of production value to the MMS . LOCATION The Main Pass mine complex is located in the Gulf of Mexico, in U. S. federal waters, about 27 kilometers (17 miles) east of Venice, Louisiana or 140 kilometers south east of New Orleans, Louisiana. It is situated in about 63 meters (210 feet) of water. HISTORY The Minerals Management Service (MMS) of the United States Department of the Interior administers the mineral properties of the United States located in federal waters. Periodically the MMS holds lease sales of blocks under its jurisdiction. Prior to the offshore discoveries of sulphur associated with salt domes leased for hydrocarbons, the MMS leased blocks with all minerals including hydrocarbons awarded to the successful bidder for the block. INTRODUCTION Anticipated increase of nuclear fuel production in the future coincides with growing concern about the occupational health risk of miners from inhaled radon decay products. As a consequence it has been suggested to even lower presently permitted exposure levels (NIOSH, 1980) and implement more stringent control on measurement programmes. Compliance with these regulations requires large investments in new or modified ventilation systems as well as in increased expenditure for staff and instrumentation for health physics operational monitoring. Since both costs are directly related to the overall ore production costs, this can have far reaching implications with regards to the economic feasibility of certain mining operations and consequently reduce estimates of low-cost minable ore reserves. In addition there is increasing evidence that the radon problem is not limited to the nuclear fuel cycle only, but can also represent a significant hazard to non-uranium miners. A key component in the cost-effective implementation of legislative control measures is the monitoring system employed. The choice of system is decisive for the total costs of installation and maintenance, manpower requirements and accuracy of nuclide determination. In the following operational specifications are defined for monitors in mining and milling environments. Different types of available instrumentation are discussed with regard to their suitability for practical radiation protection in underground mines, open cut mines and mills. ATMOSPHERIC CHARACTERISTICS Underground mines Radon in the air of underground mining operations is exhaled from surrounding rock surfaces, crushed material and, to a lesser extent, from water seepage. Whilst in uranium mines radon releasing ore bodies are generally localized in distinct areas, radon sources in non-uranium mines can be very dispersed throughout the system of mine tunnels. The ventilation scheme used influences the absolute atmospheric level of radon as well as the equilibrium conditions between radon and its decay products (factor F). In uranium mines mechanical forced-air ventilation is normally the only way to achieve and maintain legally required nuclide levels. This causes the F-factor to be rather low, e.g. in French CFA-mines F is of the order of 0.2 (Francois, Pradel, Zettwoog, 1975). At the same time the fraction of unattached radon decay products (fp) can increase due to the high air velocities employed. However, it is possible to find non-uranium mines with either natural draught ventilation only or assisted on demand by forced air ventilation during special operations or climatic conditions. Thereby the F-factor is more dependent on seasonal changes of temperature differences between outdoors and mine atmosphere and work routines. As a result F can cover a wide range from 0.02 to 0.95 (Steinhäusler, 1976). The use of filters or electro-precipitators in mine ventilation systems can modify the atmospheric characteristics twofold as it generally decreases the content of radon decay products, but at the same time increases the content of the unattached fraction fp . Average concentration levels of radon decay products are mostly lower in mechanically ventilated non-uranium mines than in equally ventilated uranium mines and are below 0.3 Working Level (UNSCEAR, 1977). However, some working places in non-uranium mines, specially with only natural draught ventilation can occassionally approach maximum permissible levels as defined for uranium mines (Strong, Laidlaw, O&apos;Riordan, 1975; Snihs, 1976; Sciocchetti, Scacco, Clemente, 1981). Open pit- and surface mines Radionuclide levels of radon decay products in the atmosphere of these mines are mostly too low to represent a significant inhalation hazard for miners, ranging typically from 0.03 to 0.1 Working Level (Steinhäusler, 1976). However, personnel using airpurifying respirators or working in cabins ventilated with filtered air can be exposed to a radon atmosphere with low value for the F-factor (F [<] 0.1) and high fp-value up to 80 % (Leach and Lokan, 1979). Mills Atmospheric radon concentration in crushing, grinding, drying and packing sections depends on the radium 226 content of the ore, ore storage methods and ventilation system employed. Providing adequate ventilation ([>] 2 air changes per hour) and control of dust production radon and its decay products represent only a minor problem (Saconney, 1979). MONITORING OF OCCUPATIONAL EXPOSURE Objectives Operational monitoring of the working places provides information on: - confirmation of appropriate control of the routine mining methods employed - indication of abnormal conditions. "Lindgren (1933) defined a belt of alkaline-igneous rocks associated with large quantities of gold and rare earth elements (REE) that extends from Alaska and British Columbia southward into New Mexico, Texas and eastern Mexico. The North American Cordilleran alkaline-igneous belt since has been exploited for numerous types of mineral deposits. In New Mexico, Mid-Tertiary alkaline to calc-alkaline rocks are found with seven types of deposits in these districts: (1) polymetallic epithermal/mesothermal veins, (2) gold-bearing breccias/quartz veins, (3) Cu-Au, Au and Mo porphyry deposits, (4) skarns and carbonate-hosted deposits, (5) iron skarns and replacement bodies (with some gold), (6) gold placers, and (7) Th-REE (with some U, Nb) epithermal veins. Some of New Mexico’s largest gold and REE deposits are found within this belt. Their origin is not well understood, but a compilation of new data (age dates, isotopic and chemical analyses) allows for a better understanding. The diversity of igneous rocks and associated mineral deposits along this belt suggests that this region is characterized by highly fractionated and differentiated; multiple pulses of magmas and involves both upper mantle and lower crustal sources. Once magmas and metal-rich fluids reached shallow levels, local structures and wall rock compositions determined distribution of and final style of intrusions and resulting mineral deposits. INTRODUCTION Lindgren (1933) was one of the first geologists who noted that a belt of alkaline-igneous rocks extends from Alaska and British Columbia southward into New Mexico, Trans-Pecos Texas, and eastern Mexico (Fig. 1) and that these rocks contain relatively large quantities of gold, fluorine, zirconium, rare earth elements (REE), and other elements. Since then, the North American Cordilleran alkaline-igneous belt has been explored and exploited for numerous types of mineral deposits, especially gold. The North American Cordilleran alkaline belt is a north-south belt of alkaline igneous rocks and crustal thickening, roughly coinciding with the Great Plains physiographic margin with the Basin and Range (Rio Grande rift) and Rocky Mountains physiographic provinces (Mutschler et al., 1985, 1991; Bonham, 1988; Thompson, 1991a; Richards, 1995; McLemore, 1996; Jensen and Barton, 2000; Kelley and Luddington, 2002). Deposits within this belt have produced significant amounts of gold in the United States and Canada and include Cripple Creek, Colorado (702 metric tons of gold production), Black Hills, South Dakota (235 metric tons gold production) and Landsky-Zortman, Montana. In New Mexico, the North American Cordilleran alkaline belt extends from the Sangre de Cristo Mountains near Raton, southward to the Cornudas Mountains, in the northern Trans-Pecos alkaline belt (Fig. 2). The alkaline-igneous related mineral deposits in New Mexico have been referred to as Great Plains Margin (GPM) deposits by North and McLemore (1986, 1988) and McLemore (1996, 2001). Alternative classifications by other workers include Au-Ag-Te veins (Cox and Bagby, 1986; Bliss et al., 1992; Kelley et al., 1998), alkalic-gold or alkaline-igneous related gold deposits (Fulp and Woodward, 1991a; Thompson, 1991a, b; Bonham, 1988; Mutschler et al., 1985, 1991; Richards, 1995), porphyry gold deposits, and the North American Cordilleran belt of alkaline igneous rocks (Woolley, 1987; Mutschler et al., 1991)."

INTRODUCTION The basic purpose of this paper is to suggest procedures and practices to insure that no employee working in a uranium milling operation receives exposure to radioactive, toxic, or other materials or agents that might produce a permanent, deleterious effect upon his physical health and well-being. This program is also designed to insure that each employee can carry out his assigned duties without risk to his health or to that of his fellow workers. The assumptions underlying this program are by necessity, conservative, with emphasis being placed upon prevention rather than correction or reaction to an undesirable situation. The limits specified-either as Threshold Limit Values (TLVs), Maximum Permissible Concentrations (MPCs), or Radiation Protection Guides (RPGs)--represent both standards of best practice and those of law and regulation. The total program is envisioned as a balanced combination of occupational hygiene and radiation monitoring. This includes surveying, air sampling, personnel dosimetry, bioassay, medical surveillance, epidemiology, and training--all backed by a thoroughly tested and evaluated set of emergency procedures. The program, as presented, is keyed to the results of monitoring, surveying, air sampling, medical surveillance, and epidemiology--it being obvious that no problem can result when no hazard can be identified. The lack of an identified hazard, however, does not negate the need for such a program and prudence suggests the need for routine surveillance programs in the best-designed facility. [The Model Mill] The model mill used in this paper is that presented by the U. S. Environmental Protection Agency in its study of the uranium fuel cycle1. The model mill processes 600,000 metric tons of ore per year into 1,140 metric tons of U308 as yellowcake per year using an acid leach process. Other characteristics of the mill such as location, tailings dam design, number of light water reactors supported, and geographical location are not pertinent to this paper. The usual remote western location of these facilities produce some difficulties in delivering the required occupational medical services and is not within the scope of this paper. The operating lifetime of most mills is commonly estimated as from 12 to 15 years in actual practice; however, the U. S. Environmental Protection Agency estimated a 20-year lifetime for its model. The principal steps in the acid leach process include :2 (a) Ore is blended and crushed to pass through a 2.5 cm (one inch) screen. The crushed ore is then wet ground in a rod or ball mill and is transferred as a slurry to leaching tanks. (b) The ore is contacted with sulfuric acid solution and an oxidizing reagent to leach uranium from the ore. The product liquor is pumped to the solvent-extraction circuit while the washed residues (tailings) are sent to the tailings pond or pile. (c) Solvent extraction is used to purify and concentrate the uranium. (d) The uranium is precipitated with ammonia and transferred as a slurry. (e) Thickening and centrifuging are used to separate the uranium concentrate from residual liquids. (f) The concentrate is calcined and pulverized. (g) The concentrate or yellowcake is packaged in 208 liter drums for shipment. This process is illustrated in Figure 1.3

A new super-large 100 m3 (3500 ft3) pneumatic mechanical flotation cell is now available to meet today&apos;s mineral processing challenges. Several innovative design concepts represent a marked departure from conventional flotation cell designs. The radial discharge from the pump action rotor and the overhung vane type stator is contained in a conical bottom round tank with no dead comers. Peripheral launders collect froth overflowing the entire circumference of the tank and these launders are of a hexagonal design permitting cells to be nested together in a honeycomb fashion. The mechanism drive is either a customized right angle gear reducer or a conventional Vee belt drive. Both drive systems are available with an optional variable frequency control system that permits infinite speed adjustment of the rotor in each flotation cell or group of cells. Results of side-by-side comparative testing between three major manufacturers of super-large pneumatic mechanical flotation cells are discussed. These results were obtained at a large copper concentrator in Chile during several weeks of commercial scale testing.

Pyrometallurgical process are usually used to recover valuable metals from metal sulphide concentrates. However, their use is diminishing as the cost of energy rises and pollution controls become strictes. An alternative method of treatment sulphides could be bacterial leaching due its simplicity and negligible contamination (1-2). This process is presently used commercially to re cover metals such as Cu and U from low grade ore concentrates. In spite of numerous researchs during recent years (3-5) there exists very little kinetic data concerning the speed of bioleaching process. The kinetic analysis of bacterial activity is related with the metabolism and growth of microox ganisms . This fundamental information permits ma- king the best utilization of bacterial oxidation and to suggest techniques which might increase the production of the products desired. However, bio- kinetic models are especially complicated due to the existence of many metabolic routes and parallel reactions which are important for the life of the bacteria. Microbiological oxidation of a mineral substrate is influenced by its own inicial concentration: This influence can be determined by means of a kinetic study. In a medium with sufficient concentration of nutrients (nitrogen, phosphorous and potassium) and an adequate supply of 0, and CO2, as the only & L source of carbon for the biochemical synthesis, the substrate concentration would remain the only limitation in the rate of leaching. In this case the Michaelis-Menten model could be applied (6). The model is based on an association of the enzyme (El with the substrate (S) with consequent decomposition of the latter into enzyme and products [ ] The rate of dissolution is defined by the equation : [ ] Were V is the rate of metal extraction (mg 1-1 1 h-1 ) ; S is the pulp density Mn is the maximum rate for metal extraction (mg 1-1 h-1) and K is the constant of Michaelis (concentration of substrate that yields Vm/2). This method is applicable only when the rate of bacterial growth is similar to the rate of metal extraction. It would therefore be sufficient to control the concentration of metal in the medium over the period of time. In the present work a systematic study of the kinetics of ZnS and CuFeS bioleaching in sphalerite and complex ore concengrates was carried out. The rate of dissolution of the Zn and Cu as function of the pulp density and temperature was determined. However, most oxidations of sulphide dissolution take place with a very slow kinetic; but, this can be accelerated considerably by the addition to the solution of suitable catalytic ions, as was Suggested many years ago by Bjorling (7). Such ions can exercise an important influence on the rate of the oxidation-reduction reactions, both homogenous and heterogenous, which take place during the leaching of sulphides; they also affect the nature of the reaction products. The action of catalytic ions has been fully developed in aqueous systems, but in the absence of bacteria (8 - 11) although the actual machanisms is not totally known. The mechanisms proposed as hypotheses in the literature (8) indicate that, in the case of ZnS, the catalyst ion act through an electrochemical mechanism according to the reactions: [ ]

The results of a study and effective use of flotation for processing of ores with complex mineral composition containing fine-disseminated minerals with high specific density are presented in the paper. The object of research was complex baddeleyite-containing ore from Kovdor deposit (The Kola peninsula, Russia). Baddeleyite is a valuable, rare mineral, natural Zirconium dioxide with 5.8 - 6.0g / cm density, grade content 0.15 - 0.17 and dissemination less than 0.2 mm. The authors carried out a thorough investigation of baddeleyite- containing products selected in different sites of gravity flowsheet. It was determined that due to similar specific weight some sulphide minerals (pyrite, pyrrhotite) come into concentrate together with baddeleyite and, also, minerals of pyrochlores group (hatchettolite). The results obtained revealed the possibility of use the flotation for retreating rough baddeleyite concentrate. he given gravity concentrate has a number of specific features, e. g. high density of its minerals which, in its turn, provides for high speed of sedimentation of solid phase in pulp, and for the presence of large amount of sulphide minerals (up to 10%) having good flotability. With these features being taken into account a technology for flotation of baddeleyite-containing products after their preliminary gravity concentration has been developed (up to 5 - 10% Zirconium dioxide). The technology has three flotation stages. At the first one the reverse flotation of baddeleyite is carried out during which "light" minerals (forsterite. apatite and carbonites) come into froth product and at the second one flotation of sulphide minerals and at the third one direct flotation of baddeleyite is performed from the underflow product. The following reagents were used for flotation: of phosphate type (sodium tripolyphosphate, mono and diethers of alkylphosphpric acid) and sodium xanthate as collector for sulphides. The given set reagents provides for high effectiveness of flotation due to selective of collectors and presence of froth layer with high carrying ability. New flotation technology of recovering of baddeleyite from complex ore was developed and applied at the Kovdor Mining Plant, using AKER flotation machines.

After Abe Lee discovered gold (in April 1860) near the site of present-day Leadville, Colorado, he and is group staked nearly all of California Gulch with "speculative claims." They did so in an effort to grab any property that might be potentially profitable. But the plan did not work. New prospectors demanded a miners&apos; meeting, from which arose the official "Bylaws of California Mining District, California Gulch, Arkansas River." These bylaws, adopted on May 12, 1860, established provisions as to the number, size and type of claims that could be filed. Fair laws invited more newcomers. By mid-summer, 5,000 people with tents and wagons were scattered from one end of the gulch to the other.Among the earliest arrivals to the region that spring were Horace Austin Warner Tabor and his wife, Augusta. H.A.W. Tabor, who was to become a pillar in the development of Leadville, arrived at California Gulch during a food shortage. He sacrificed his oxen so that hungry miners could eat. By doing so, he immediately became the friend of many. Augusta established a little store where she sold her baked goods and provided meals. Like most of the men, Horace prospected the surrounding hills. He only did so, however, for a short time. California Gulch yielded more than $5 million in gold during the next five years. By 1866, however, the placer gold was gone and most of the miners had packed up and left. Charles J. Mullen and Cooper Smith, who were grubstaked by a Philadelphian named J. Marshall Paul, found a new, rich lode at the Printer Boy Mine in 1868. It was the first underground gold mine in the Leadville area and marked the transition from surface mining to underground hard rock mining. Its discovery created a new but modest flurry of activity. Heavy black sand covered the region and made gold mining difficult. In 1875 William Stevens and Alvinus Wood decided to have the sand assayed. They discovered that it contained 15 ounces per ton of silver and was rich in carbonate. Stevens and Wood kept their find a secret for nearly two years. When the word spread in late 1877, the silver boom was on. In 1878 prospectors, merchants and others trickled into town from all directions. Dr. David H. Dougan closed his office. in Alma, crossed Mosquito Pass and set up shop in Leadville. Nobody seemed to need a doctor, however, and Dougan sat in his office for 28 days without a customer. On the 29th day he received word that there had been a mining accident and he was needed immediately. -That was the begin¬ning of his illustrious career in Leadville. Dougan was a successful physician, became mayor in 1881 and was later president of the Carbonate National Bank. Leadville was a simple community of log structures in 1878. By June of the following year, however, it had blossomed considerably. According to Cass Carpenter, as of May 1,1879, Leadville had "...19 hotels, 41 lodging houses, 82 drinking saloons, 38 restaurants, 13 wholesale liquor houses, 10 lumber yards, 7 smelting and reduction works, 2 sampling works for testing ores, 12 blacksmith shops, 6 livery stables, 6 jewelry stores, 3 undertakers and 21 gambling houses where all sorts of games are played as openly as the Sunday School sermon is conducted." Additionally, there were 36 brothels. When George E. King and other architects arrived, Leadville took on an air of elegance and sophistication. In sharp contrast to some of the Victorian-style, gingerbread-laced homes in Leadville, its suburbs were comprised of many tenement shacks and plain cabins mixed with a few commercial buildings, many mines and smelters. Mines sprinkled the area east of Leadville like pepper from a pepper shaker. Wherever there was a cluster of mines, a camp usually sprang up. Most were very close together. South of Leadville the giant Arkansas Valley lead smelter sprawled out between Stringtown and Bucktown in an area known as Smelter Valley. Founded in 1879 as the Billing and Eilers Smelter, the Arkansas Valley plant was operated by the American Smelting and Refining Company. Several other smelters operated in the vicin¬ity. In April 1878, Horace Tabor grubstaked prospectors August Rische and George Hook. For $64 worth of supplies and tools, he was guaranteed a one-third interest in their findings. Rische and Hook discovered the Little Pittsburg (often spelled Pittsburgh) Mine and made Tabor an instant millionaire. Tabor once purchased a "salted" mine, the Chrysolite; but instead of considering it a bad deal, he further developed the property and struck rich silver ore. Later, Tabor purchased the Matchless Mine for $117,000, possibly the only investment he made without partners. During its peak years, the Matchless yielded $1 million worth

"In the Netherlands, the Dutch Tunnel Standard has been developed for the execution of road tunnel projects. The Dutch Tunnel Standard is based on the Dutch Tunnel Law (WARVW) which sets the minimum safety standard for road tunnels in the Netherlands. Uniformity of tunnels and the uniform perception of a tunnel by its users leads to a higher safety level. Therefore, several items in the Dutch Tunnel Standard are specifically developed to ensure safety in emergency situations through the plane of human factors. Taking human factors into account is important in regular traffic situations, but in an emergency situation, this can be vital. In this paper, the development and contents of the Dutch Tunnel Standard are explained in the first part and in the second part, the systems related to human factors are described. DUTCH TUNNEL LAW AND THE NEED FOR THE DUTCH TUNNEL STANDARD In the 90’s of last century and the early 2000’s, several serious accidents occurred in tunnels in Europe. These accidents involved fire and led to many casualties. After these accidents, the European Union decided to change the regulations for tunnel safety, leading to the EU directive 2004/54/EG. The primary goal of this directive is, that casualties are minimized in case of a calamity in a tunnel (e.g. fire). In the Netherlands, the EU directive led to the development of the tunnel law and a tunnel regulation (in 2006) to prescribe the safety features required for a safe tunnel. The new Dutch tunnel law – cited in the Building Act – was meant to make tunnel design easier – but resulted at first in the opposite effect. Tunnel design in the Netherlands and design standards of Rijkswaterstaat Rijkswaterstaat – the executing organisation of the Dutch Ministry of Infrastructure and the Environment – is the owner of the tunnels in the Dutch national motorway network, thus owner of the majority of the road tunnels in the Netherlands. In the early years of tunnel building in the Dutch national highway network (approximately 1950 – 1970), Rijkswaterstaat was not only owner, but also designer of its own assets. Most Dutch tunnels are submersed tunnels, because these type of tunnels provide a cost-effective way to make river crossings. Another type of tunnel that is used, is a TBM tunnel. Because of the geological conditions in the Netherlands (merely clay/peat and sand), there are no NATM or drill-and-blast tunnels in the Netherlands. Since the last decades, land tunnels (covered roads) are becoming more common to provide for multiple use of surface space and to meet more modern environmental regulations as traffic increases near densely populated areas. Tunnel lengths in the Netherlands vary from 500 m to 1.5 km for river crossings up to 6 km for the Western Scheldt (bored) tunnel. The lengths of land tunnels vary from 500 m up to 3 km. The Chamber of Mines of South Africa is an association of major mining corporations, gold mines, coal mines, diamond mines and other metalliferous mines. It looks after those interests of its members which can best be handled on a co-operative basis. The Chamber&apos;s activities include the engagement of labour; the negotiations of all labour matters, including minimum wage rates, with recognised trade unions and associations; the carrying out of advanced technological research; representing the industry in dealings with the government and the administration of miners&apos; training colleges and rescue training stations. Subsidiary companies of the Chamber handle matters such as the refining of gold and other metals; the processing and marketing of uranium and the marketing of Krugerrands. The thirty-two gold mines members of the Chamber of Mines of South Africa produce approximately 694 tons of gold per annum. To achieve this they employ 430000 persons and break about 8400 kilotons of rock per month. The working revenue is approximately 4 225 million US dollars per annum and the annual working profit is approximately 2 050 million US dollars. The electric power consumed by the gold mining industry is 1650 MW, about 20% of the total power produced in South Africa, and the annual costs of this power is approximately 200 million US dollars per annum. It is estimated that about 25% of this power is used for ventilation and refrigeration appliances. Thus the annual power costs for ventilation and refrigeration is approximately 50 million US dollars. The gold bearing reef is a narrow tabular deposit situated at varying depths throughout the gold fields. The weighted mean rock breaking depths and, virgin rock temperatures range from 1 700 - 9 000 ft (520 - 2 740 m) and 68 - 113°F (20 - 45°C) respectively. The maximum virgin rock temperature at which mining currently takes place is 130°F (54.5 C). Obviously at such depths and temperatures and with such a large labour force the provision of an acceptable environment is critical and to achieve this 59 000 000 cfm (28 000 m3/s) of air is downcasted during the main shift and 122500 tons (430 MW) of refrigeration are provided. Legislation in South Africa requires that on metalliferous mines when more than 1000 persons are employed underground during any one shift the manager shall appoint one or more ventilation officers. The legal responsibilities of the ventilation officers are concerned mainly with the measurement and control of dust. In practice, this is not the main part of their work and ventilation personnel perform many other duties such as measuring and controlling the distribution of air, checking the performance of fans and cooling plants, planning air and refrigeration requirements and, more recently, measuring and controlling noise and illumination levels. Ventilation personnel are specialists who provide management with advice on all matters relating to the mine environment. At the present time there are 506 persons engaged as ventilation personnel in gold mines and a further 1744 persons are employed in gold mine ventilation departments in a non-technical capacity, for example as construction workers, filter cleaners, fire patrollers, etc.

This paper discusses safety protocols for Kiewit Construction’s Level (3) project. The Level (3) project will cover a majority of the United States, and literally thousands of site operations will be conducted over a wide geographic area under challenging conditions; rivers, roads and other features, both from the surface and often for great and from boring pits. Developing a progressive safety plan for fast-track linear projects using micro-trenching and directional boring techniques requires significant investigation, planning and evaluation. Safety protocols for inner duct installation, to be accomplished with extensive use of directional boring is an essential part of the safety plan for network construction. In light of the shear volume of work and the geographical extent of this project, in many different types of terrain, this paper will identify approaches to safety applicable to fast-track linear projects, whether surface or underground-based. Establishing a safety culture into all aspects of this operation will improve productivity and cut unnecessary expenses. This new approach involves continual improvement and evaluation of hazard analyses, inspection procedures and training.

INTRODUCTION Excess bronchogenic carcinoma has been demonstrated among underground uranium miners in the United States, Czechoslovakia, and Canada (Archer 1981). This excess cancer is attributed largely to radiation from the alpha particles delivered to the tracheobronchial epithelium by the decay of short-lived daughters of radon. Interaction between the radiation and cigarette smoking has been demonstrated in production of the excess cancer (Archer 1973). The distribution of histologic types of bronchogenic cancer among uranium miners was established as different from that in other men in 1964 when an analysis of the first 51 cases among United States uranium miners was published (Saccomanno 1964). It was confirmed five years later by Yugoslavian studies (Horacek 1969). A later analysis, using a relative frequency method, indicated that oat cell and other small cell undifferentiated carcinomas increased markedly with increasing exposure to radiation in uranium mines (Saccomanno 1971). A subsequent analysis used only cases from an epidemiological study so as to enable calculation of expected numbers. It showed that there was an elevation in incidence of epidermoid, adenocarcinomas, and possibly other types, as well as small cell undifferentiated carcinomas (Archer 1974). At that time, it was felt that the histological distribution of cancer among uranium miners was well established. However, one of the authors (GS) has noted that fewer oat cell carcinomas were appearing among uranium miners in recent years. In his material the fraction of oat cell carcinoma, in successive 5 year periods between 1960 and 1980 was 59, 46, 37, and 22 percent. The association with calendar years is almost certainly spurious, reflecting some other factor associated with time. From the standpoint of tumor biology such a change must be important. This is a preliminary report which attempts to determine the cause of that change. POSSIBLE REASONS FOR OBSERVED CHANGE IN CELL TYPES 1) It might reflect a decrease in radiationinduced carcinomas, so that most of the ones being seen now are cigarette-induced. This appears to be a possibility because radiation levels in mines had been markedly reduced in the early 1970s, and because most of the uranium miners now developing carcinoma had quit mining during the 1965-1975 period. 2) It might represent a change in interpretation by the pathologists involved. 3) It might represent a real change in distribution as a result of increased latency, an aging population, cessation of smoking, increasing pack years of cigarettes, or other factors which have changed with time. Each of these possibilities is being checked. Dr. Waxweiler, later in this conference, is presenting an updated mortality analysis of United States underground uranium miners. His data indicate that lung cancer incidence among the Study Group of uranium miners is still quite high, but the ratio of observed to expected is falling somewhat. It is apparent that decreasing exposures in uranium mines is not yet reflected in normal lung cancer mortality rates. Reason #1 is therefore very unlikely. Thirty-five percent of the histologic types of carcinomas in this study were classified by a panel of three pathologists, 45% were classified by one of the panel members, and 20% were classified by a number of

The Ertsberg East discovery was announced by Freeport in 1979 with proven geological reserves of 45 Mt (49.6 million tons) with a grade of 2.65% copper and recoverable gold values. This recently discovered deposit is one of a cluster of skarn-type copper occurrences found within the limits of Freeport Indonesia&apos;s mining con- cession at an elevation of about 3600 m (12,000 ft) in the extremely rugged Jaya Wijaya Mountains of Irian Jaya, the Indonesian half of the island of New Guinea. The Ertsberg East lies about 1.5 km (0.9 miles) east of the Ertsberg ore body, which is also known by the Indonesian name "Gunung Bijih" or "ore mountain." For general background, the original Ertsberg ore body was first discovered by the Dutch geologist Jacques Dozy in 1938 while on a mountain climbing expedition. It was mapped and sampled by Forbes Wilson and Del Flint after a two-week harrowing trek into the mountains from the coastal swamps. A drilling program in 1967- 1968 established that the Ertsberg was a viable mining venture, containing approximately 33 Mt (36.4 million tons) of skarn-type copper ore. The deposit averaged 2.5% copper, with significant values in gold and silver. The first shipment of copper concentrates was made in December 1972, following a capital investment of $200 million. Following the routine production of ore from this deposit, it became necessary to consider additional sources of ore to extend the life of the mining operation. An exploration program was thus started with the initial objective of finding shallow or surface ores which could be blended with the material being mined at Ertsberg. Project geologist Frank Nelson was transferred from Freeport Exploration Co. to the Freeport Indonesia organization at the Ertsberg mine. However, the exploration work was the functional responsibility of Freeport Exploration. Del Flint had overall responsibility for the program from the Reno headquarters office and provided liaison with management in the USA and Indonesia.

In the second quarter of 1979, ASL Inc. inquired whether Crocker National Bank ("CNB") would provide $4 million in term loan financing to help ASL acquire the outstanding shares of the S&S Coal Company in West Virginia. ASL had, prior to approaching CNB, sought financing with the assistance of a financial advisor from a number of commercial banks without success. A summary of the initial terms requested by ASL is shown in Table I compared with the actual terms the transaction closed with. It is not difficult to note that the two sets of terms differ significantly. This is often the case when financing requests based on the expectations and vision of a mine developer are juxtaposed with more pragmatic requirements of a commercial bank. The "art" and fun of structuring financing plans for mining ventures (highly leveraged acquisitions or grass roots) comes in working with mine developers to arrive at a final financial structure that meets their objectives and constraints as well as those of the bank or other financial institution providing much of the financing. This article briefly describes the process we went through with ASL beginning with the terms they requested initially and ending with the ones on which the transaction was finally closed.

Mine productivity, measured by the output of minerals per manshift, depends on a number of factors including physical conditions of the minable seam, type of mining equipment, management techniques, worker attitudes and governing jaws and regulations. The greatest scope of improving productivity lies, perhaps, in modifying physical conditions to an advantage and using highly productive equipment. In the case of coal mines, increased productivity can be achieved by (i) obtaining prior knowledge of the mineable property, e.g., the grade and thickness of, the coal seam, presence of sand channels, faults, etc., (ii) eliminating conditions that hamper production, e.g., high emissions of methane and water, and (iii) using more productive mining techniques. Conoco/Consol&apos;s (Conoco Inc. and Consolidation! bal Company, a fully-owned subsidiary) horizontal drilling system was developed with the hove objectives in mind. It can drill 75 to 1001 in diameter boreholes to depths of more than 600 1 and maintain the borehole in a preselected horizon. Such boreholes can be utilized for premining exploration of the coal seam, for removing methane and water and in devising mining techniques with high productivity. The purpose of this paper is to describe the horizontal drilling system briefly and to discuss its applications in the above-mentioned- areas.

Even though the title of this paper is quite long, the ideas presented herein are very simple. In fact, it occurs to me to be somewhat humble about coming before such a distinguished group with such a simple presentation. However, the application of these ideas has proven useful in at least two copper flotation plants. The purpose in presenting this paper is to inspire some interest in the great stores of data chat the Mining Industry often accumulates without making any attempt at analysis. Unfortunately, many milling engineers rely rather heavily on percent recovery as a strict measure of a concentrator&apos;s relative performance. The fallacy of this reasoning is not difficult to see since, by definition, percent recovery is a function of feed assay, tails; and concentrate grade. If copper tailing is constant, and it very nearly is for a strictly sulfide copper ore, percent recovery must fluctuate almost directly to the feed assay. The point that I wish to make here is that it is very seldom justified to compare the percent recovery figure from one period of time to another without considering the difference in feed assay. The problem of comparing results is even further complicated when the ores are of mixed oxide and sulfide mineralogy.

The listed title of my talk to-day is "MODERN ON STRAND SINTER COOLING". Perhaps it should he ve been "COMPLETION OF SINTERING ON THE STRAND" as the two are synonymous. By the very nature of the DWIGHT-LLOYD SINTERING PROCESS partial cooling on the strand is always present, but not completion of sintering and cooling on the strand. I have mentioned the Dwight-Lloyd process just to be certain the type of sintering under discussion is fully identified because some of the basic mechanisms of sintering occur in various pyro-processing of fines lying in close quiescent contact, such as powdered metals practices, some types of pellet induration, firing of briquets, or other compacts, where the entire bed is brought to, and held at, the high reaction temperatures of sintering. Figure 1, The continuous sintering process as originally conceived consisted of intimately mixing carefully proportioned burdens, placing them in a comparatively thin, draft permeable layer, on a moving grate and igniting the surface while drawing sir through the bedded burden. The moving grate was advanced slowly as the line of burning fuel travelled from the surface to the bottom of the bed and no more fire zone could be seen.

This paper deals with problems of groundwater development in an insular circum-Pacific environment, and is not oriented as such to mining and mineral development. Nonetheless, because a reliable water supply is necessary for most mining and related support activities, and since water supplies are limited in many insular parts of the Pacific Basin, groundwater development is a subject which must be frequently addressed. Because many in the audience may be already familiar with groundwater development for continental environments, I have chosen to deal with groundwater occurrence and development problems which for the most part are unique to insular environments. In such environments, the local geology plays a critical role in determining groundwater occurrence and its suitability for development. The three examples discussed in this paper-Hawaii, Guam, and the Marshall Islands-were selected because they illustrate groundwater occurrence in a wide range of geologic conditions. For example, the Hawaiian aquifers consist primarily of basaltic lavas, while Guam is made up of andesitic lavas and coral reef limestones, and the Marshall Islands are coral atoll deposits. Despite differences in aquifer size and rock types, the principal mode of groundwater occurrence at the three sites is similar; thus, development strategies are also similar. Figure 1 shows the location of the three sites.
