Not quite a year ago, during a speech to a group of mining professionals in Washington, DC, the subject centered around the long-range importance of conducting research projects and how much that research needs to specifically apply to health and safety matters in our industry. The point was made about the critical need to work together with government, private industry, labor organizations and academia speaking with a unified voice as we all march into the future together. The fundamental benefits of competitive research were mentioned --to improve our quality of life, to develop our energy resources, to achieve a safe and healthy environment and to ensure long-term economic growth. Very importantly, emphasis was given to the natural link that makes my agency, the Mine Safety and Health Administration, and the National Institute for Occupational Safety and Health --NIOSH --the beneficiaries of each other's findings. Unquestionably, there are lines of separation. The main responsibility of the agency I represent, MSHA, is enforcement of the nation's mine safety and health laws. But we also have an additional responsibility and that is to coordinate and give priority to research in a never-ending hunt for answers.

HISTORICAL BACKGROUND For two thousand years and more, we insular Britons have been grateful for the existence of the narrow strip of water which seperates us from mainland Europe. It has given us a sense of security against invaders, though it has been breached many times. The first recorded serious consideration of a fixed crossing of the English Channel was in around 1802, when it was suggested to Napoleon I. The motive was not entirely peacable and the British Navy, who saw themselves as defenders of our shores, were decidedly unenthusiastic. A whole series of imaginative schemes were proposed in the course of the nineteenth century, embracing viaducts, immersed tubes, artificial islands as resting places for the horses which were to draw carriages, as well as mechanically bored tunnels. The first Channel Tunnel Company was formed in 1872, and an application for permission to construct a tunnel was made to the British Parliament. A Colonel Beaumont, of the Corps of Royal Engineers designed and constructed a machine which, in around 1882, bored over a mile of tunnel out to sea from Britain which exists to this day.

The Colorado Joint Review Process (JRP), a bold step to expedite energy and mineral projects, is off and running. Blazing the trail is Amax Inc., which serve as guinea pig in JRP's development and is now test-flying the process at its Mt. Emmons molybdenum property in Gunnison County, CO. Although JRP is still in its infancy, the new permitting review process has drawn enthusiastic applause from across the resource spectrum: William K. Reilly, president of the Conservation Foundation, said JRP is "one of the most interesting projects I've seen" and called on environmentalists to monitor its progress "because it appears worthwhile." Stan Dempsey, vice president of Amax Inc., noted that of all the locales in which Amax operates, Colorado is "the only place where the complicated mine permitting scheme appears to work"-an achievement he attributes to JRP. Lynda Lee Brothers, the federal Energy Department's assistant deputy secretary of environment, reported that an extensive DOE search has not turned up "another single mechanism in all of government and private industry as good as JRP as a model for the proposed federal Energy Mobilization Board."

For many years there has been increasing pressure on mining companies, not without some justification, to design tailings storage facilities which guarantee some degree of protection against process solutions entering local groundwater and surface water flows. A fairly straightforward approach to achieving this has been to design conventional water-retaining type structures, and this has often been reinforced by the need to store large volumes of process water and seasonal run-off within the tailings facility. The conventional design uses naturally occurring geological barriers and a conventional embankment with possibly a grout curtain, or artificial barriers around the entire facility, using either imported low permeability soils, admixtures, or synthetic liners. While these approaches may achieve the primary objective of minimizing seepage, various other factors should be considered. Firstly, by depositing the tailings slurry in a sub-aqueous manner, the tailings, especially if relatively fine grained, will settle to very low densities and little or no on-going consolidation may occur over the operating life of the mine, There have been many cases where measured pore pressures within the tailings mass equal the total overburden stress, i.e., no consolidation and no strength, many years after decommissioning.

The principals of McCabe Industrial Minerals, Inc., have been involved in the mining, processing, and marketing of nonmetallic minerals for more than 40 years. In addition to marketing nonmetallic minerals produced by other companies, McCabe Minerals owns and operates three plants that produce headlap-roofing granules, with 25 employees and annual sales approaching $6 million. During its 22 years of operation, the company has developed many different markets, and a list of factors that is used in making our marketing and feasibility studies. These criteria (Table 1) are used extensively by the company in all of its projects, and we present this and other data about the company in this brief report. INTRODUCTION Phase I of the Los Angeles Metro Rail Project, known as MOS-1 (Minimum Operable Segment-1), is the first phase of the 27 km± (17 mi) subway starter line. MOS-1 is currently under construction and involves approximately 6.4 km (4.4 mi) of subway, five stations, yards and shops routed through the downtown area of Los Angeles. The project will form the initial heavy rail backbone of a more extensive light and heavy rail transit system planned for the greater Los Angeles area in the future. Construction Contract A-171 is one of 4 tunnel contracts within MOS-1 and involves construction of twin tunnels running from the downtown metropolitan area west to MacArthur Park. The heavily populated and developed downtown area, potentially gassy ground conditions, and the possibility of undocumented abandoned oil wells in seismically active southern California made the design and construction of Contract A-171 a uniquely interesting project. This paper summarizes the construction history to date (December, 1988) including design geotechnical considerations, tunnel support design, as-built geologic conditions, shield tunneling performance through soft ground, and ground response. It is appropriate to discuss diatomite at an AIME meeting in San Francisco. California has led the nation, and the world, in the production of diatomite products for more than 40 years. It appears that our State will maintain this position for a long time to come. Diatomite today ranks high in the list of California mineral commodities, with a total value since 1889 well in excess of $100 million. California's production has more than doubled since 1942. In 1959, the value of diatomite production in California is exceeded only by the following industrial mineral materials-borates, stone, sand and gravel and cement20,28. Also, not unimportant is the production of diatomite in each of our other Pacific Coast States, including Nevada. First, let us define diatomite. It is a sedimentary siliceous rock of organic origin, which consists mainly of the fossilized remains of diatoms. Diatoms are microscopic aquatic plants which have the capacity of precipitating silica bio-chemically so as to form a part of their organized structure. In the economic sense, we are not concerned with the numerous types of sedimentary materials which contain minor amounts of diatom residues, or with impure or highly indurated siliceous materials, which may have been formed from diatomite2. Diatomite (synonyms--diatomaceous earth, kieselgurO is a term generally restricted to material of such qualities as to be suitable for commercial uses. Diatomaceous silica is a designation which is best used to distinguish the basic component of diatomite, that is, the substance of the silica shell itself, and which is the major' constituent of beneficiated diatomite or processed diatomaceous products.

The mode of occurrence of metals in mine wastes is investigated using sequential extractions. Metals are extracted from some or all of seven operationally-defined phases: water-soluble, ion-exchangeable, carbonate, amorphous Fe-oxide, crystalline Fe-oxide, sulfide, and silicate. The quantity of metals extracted from each phase varies with particle size. The presence of jarosite (potassium end-member formula, KFe3[SO4]2[OH]6) influences the selection of the procedure for extracting the crystalline Fe-oxide phase. Anglesite (PbSO4) and cerussite (PbCO3) are extracted as several phases. Extraction results can be explained only in part by X-ray diffraction (XRD) mineralogy because of lack of specificity of the extraction procedures, relatively high XRD detection limits, and the presence of 40% XRD-amorphous matter in each waste. The increasing chemical strength of the sequentially applied methods provides a basis for judging metal availability, water-soluble metals being most available and silicate-bound metals being least available.

Gem-quality red beryl in the Wah Wah Mountains of southwestern Utah formed as a post-magmatic mineral in a topaz rhyolite flow. Unlike topaz, this beryl occurs along fractures in devitrified rhyolite, rather than in lithophysal vugs. The flow occupies a graben and perhaps a significant paleo-drainage. Beryl occurs at medial depths within the eroded flow, about 170 m below overlying mafic lava flows. Both beryl-bearing fractures and the host rhyolite show an unusual amount of argillic alteration compared with other topaz rhyolite flows. Alteration may be related to the incursion of surface water along shrinkage fractures within the flow. Whole-rock concentrations of CaO within the host rhyolite are very low (<0.01 % to 0.18%) compared with other topaz rhyolites and Be concentrations (about 20 ppm) are about average. Low Ca activities prevented fluorite precipitation and allowed Be transport as fluoride complexes. Beryl probably grew at subsolidus temperatures (-300-650°C), but above the temperature of kaolin development (200-300°C) as fluoride-rich vapors, released by devitrification, encountered fractures and mixed with vapors derived from surface water flowing through the fractures. Beryllium fluoride complexes reacted with water vapor, silica minerals, alkali feldspar, water, and Fe-Mn oxides along fractures to produce red beryl. Continued reaction of the cooling flow with surface water at lower temperatures probably produced a boiling, more acidic fluid that produced the argillic alteration. Consequently, eruption of low-Ca topaz rhyolite followed by entrance of surface water into medial portions of a devitrifying and still hot lava flow appear to be critical factors that led to red beryl formation.

The importance of fluorspar to the United States and the world and the role it plays in industry and society extend far beyond that which is suggested by its measured production and consumption quantities and declared value. Compared to many other industrial minerals, the annual worldwide consumption of 5 million short tons valued at less than $500 million are not impressive figures. Fluorspar is made special primarily because of its status as a critical and strategic commodity; it is essential for the processing of most steels and all aluminum. It also is the raw material for the production of elemental fluorine, which plays a part in uranium refining.

Preface Pipe heading is a customary and proven technology for the underground installation of all types of piping. In over 90 % of all cases, straight pipe sections are used between shaft constructions since, e.g. this follows roadways or it is necessary from the operational aspect due to pipe control methods, e.g. to use a remote control pipe sensor or comparable control devices within sight from shaft to shaft. Frequently, a straight pipeline is impossible, and is replaced by a more or less spatial alignment due to surface conditions, structures in the ground or foundations. This situation applied for the construction of the Nebensammler Neuland (intercepting sewer) in Hamburg-Neuland for sections IV and V. The following paper is not intended as a description of the complete project. It deals mainly with the special features of this pipe heading, with what I believe to be its somewhat unusual route. I have no objection to using mathematics in the value appraisal of properties. The factor that is not emphasized in the paper is that very few important properties have a lifetime that reflects the initial ore reserves of the property divided by the rate of production adopted. In the majority of cases, major properties mine out several times the initial reserves. How much more will be mined out is not known, and only exceptionally gifted geologists can predict that additional reserves will be found. There is the further factor of metals price, which, over the long term, is not predictable. Another factor vitiating making calculations on initially established ore reserves is the speculative nature of exploration success. In my judgment, the life of a property, in addition to an established ore reserve, should include ample time for exploration to find additional reserves. The likelihood of additional reserves is based on the geological promise of the general area where the mine is established. This is especially important because of various risk factors associated with small orebodies, the economic life of which is about five to seven years.

For some time a need had existed in the minerals processing field for a relatively efficient separator that would treat high tonnages of particles in the intermediate size range, i.e., those particles too large for froth flotation and too small for conventional gravity-type separa¬tors. Among those devices developed to meet this need are the centrifu¬gal specific gravity separators. These devices employ centrifugal acceleration to assist gravitational acceleration in separating light¬density minerals from heavy-density minerals. In the category of centrifugal specific gravity separators are the heavy-media centrifugal separator and the water-only cyclone. The two major centrifugal heavy-media separators, i.e., the heavy-media cyclone and the DynaWhirlpool, as well as the water-only cyclone, are discussed in terms of: design features, operating variables, operat¬ing data, and flowsheet design criteria. Examples of plant applications are given in the field of coal processing as well as the processing of other minerals such as iron ores, potash, and tin. Finally, the subject of the staging of centrifugal separators and their use in combination with other separators is discussed. PRINCIPLES For coarse sizes of minerals, efficient specific gravity separations have been possible for many years with open-bath vessels using the natural settling velocity or buoyancy of the particles. These bath ves¬sels process ore by utilizing micron-size solid particles suspended in the slurry fed to the separator. The inclusion of these particles in the slurry increases the effective density of the separating fluid to allow particle separations to be made at densities greater than that of water. However, if vessel size is to remain within economical limits, the particles processed in the bath vessel must have high settling rates in a IG gravitational field. Because of this requirement, heavy¬medium bath vessels are usually restricted to processing +V4-in. sizes. To extend efficient specific gravity separation to smaller sizes, the gravitational acceleration of particles is replaced by centrifugal acceleration. The settling of a small particle in a fluid in a centrifugal force field is similar to that found in a static bath except that the acceleration due to gravity, g, is replaced by a centrifugal acceleration where v, is the tangential velocity at radius r: V=kdm(P-P,), V&apos;. (J) µ In more practical terms where the particles settle in a suspension of finer particles comprising the heavy media and with an effective suspension density p" V = kdm&apos; (P P ) . v&apos;. (2) U r To date the most effective use of this principle has been obtained with devices that rotate a liquid or suspension within a stationary enclosure in order to create centrifugal force. Cyclones are the most common devices used for this purpose, because they generate centrifu¬gal forces far greater than the force of gravity and therefore not only have high capacities but can treat finer sizes than bath-type vessels can. The two main types of cyclones used by industry are the heavy-media cyclone and the water-only cyclone. Also quite widely used is the DynaWhirlpool, which, though based on the same princi¬ple, differs in design from the conventional cyclone. HEAVY-MEDIA CENTRIFUGAL SEPARATORS Like the bath vessels, the heavy-media centrifugal separators em¬ploy media composed of micron-size particles suspended in water. However, the centrifugal force generated in these separators accentu¬ates the difference in settling rate between particles of different density and thus makes possible separations of finer size particles than can be treated in bath vessels. The two most common heavy-media centri¬fugal separators are the heavy-media cyclone and the DynaWhirlpool. Heavy-Media Cyclone Although cyclones were originally developed for use as classifiers or thickeners, it was later found that they could also effectively serve as heavy-media separators.63. 64, Design Features Fig. I I is a schematic of a typical cyclone developed to serve for any one of the following purposes: as a classifier, thickener, or specific gravity separator. The cyclone consists of a cylindrical section joined to a conical section, usually having an included angle of between 14° and 25°. Feed enters the cyclone tangentially through an orifice attached to the cylindrical section. The overflow orifice is located in the base plate of the cylindrical section. The vortex finder, a tube attached to the overflow orifice, extends into the cyclone from the base plate of the cylindrical section. The underflow orifice is located at the apex of the conical section. As some medium together with mineral particles is fed through the feed orifice, a vortex with a hollow air core extending from the overflow to the underflow orifice forms in the cyclone while hollow spray discharges form at each of these orifices. Under the influence of the centrifugal force, high specific-gravity particles move through the medium to the wall of the cyclone and descend in a spiral flow pattern to the underflow orifice. Those particles in the feed stream, lower in specific gravity than the feed medium, follow the major portion of the flow to the center of the core where they are caught in the high-velocity upward central current and are carried out through the overflow orifice. Fig. 12 shows a family of curves that illustrates how materials of varying specific gravity are recovered by a cyclone. Since the specific gravity of the medium is 1.40, the particles of 1.40 sp gr actually act as part of the medium and, regardless of the particle size, split between the underflow and overflow of the cyclone in proportion to the volume split of the medium. Particles higher in specific gravity than 1.40 are recovered in the underflow of the cyclone at increasing rates as the difference in specific gravity increases and the particle size increases. Particles lower than 1.40 in specific gravity are dis¬charged through the overflow orifice at increasing rates as the specific¬gravity difference increases and the particle size increases. However, all the curves originate at the fluid-flow ratio point for the finest particles of any gravity. Studies by the National Institute for Occupational Safety and Health (NIOSH) and the Bureau of Mines (BOM) have demonstrated that: (1) 90% of diesel particulate is less than one (1) micrometer in aerodynamic diameter; (2) more than 90% of the respirable mass in electric coal mines was greater than one (1) micrometer in aerodynamic diameter; and (3) in coal mines using diesel equipment, average diesel concentrations can represent up to 53% of the MRE respirable coal dust standard. For mines approaching the 2 mg/m3 standard, compliance may be easier to attain by controls directed at diesel exhaust particulate as opposed to coal dust control. First, however, a Simple instrument is needed to measure diesel exhaust particulate concentrations. This paper describes such a sampler, its construction, and use. While results from this sampler are primarily utilized to identify control areas, NIOSH is also using the sampler for estimating worker exposures in epidemiologic studies.

INTRODUCTION This paper describes one of several research projects funded by the Advanced Research Projects Agency to extend the technology of rapid underground excavation. This study and field research effort are to investigate alternative means to determine rock and geological conditions in advance of a tunnel boring machine (TBM). Approximately 1 year of a planned 3-year program has resulted in the definition of three candidate drill systems. Hardware has been assembled to field test these candidates and testing has begun. The 3-year objective is to develop a single optimum prototype drill and test it in an active TBM operation. Field criteria are needed to help the prospector recognize a potentially expansible shale, clay, or slate. Certain criteria have proven useful in California even though the physical-chemical mechanisms of expansion are not thoroughly understood. Three conditions must be satisfied before expansion can take place, The raw material must partially fuse at a low temperature (1800-2000°F.), Concurrently a gas must form. The raw material must be sufficiently impermeable to trap the gas within the particle. Low temperature melting, which is controlled by bulk chemical composition, is difficult to assess in the field but most common shale, clay, and slate is suitable in this respect, The presence of organic carbon, the most common source of an expanding gas, is indicated by dark color of the rock, A large proportion of clay-sized particles promotes impermeability; fine grain-size is indicated by conchoidal fracture, The shape of the expanded particle is commonly indicated by the texture of the raw material. Rocks with well-developed slatey cleavage produce accordion-shaped particles; massive rocks tend to form rounded particles. Undesirable materials commonly present with expansible shale include: weathered shale; sandstone and other coarse-grained sediments; and limestone, Weathering, which is indicated by color, reduces or eliminates expansion; therefore, surface samples seldom are representative of the shale found at depth. Sandstone does not expand and will increase the average weight of the finished product, Limestone or particles of carbonate minerals can be actively harmful because they are converted to free lime (CaO) during the firing process, If free lime is present in concrete, hydration will cause expansion of the lime particles which result in surficial ?popouts.?

The U. S. Department of Energy&apos;s (DOE) Yucca Mountain Project (YMP) is a scientific endeavor to determine the suitability of Yucca Mountain for the first long term, high level nuclear waste repository in the United States. The status of this long-term project from the construction perspective is described. A key element is construction of the Exploratory Studies Facility (ESF), which is being excavated with a 7.6 m (25 ft) diameter tunnel boring machine (TBM). Development of the ESF may include the excavation of over 15 km (9.3 mi) of tunnel varying in size from 3 to 7.6 m (10 to 25 ft). Prior to construction, extensive constructibility reviews were an interactive part of the final design. The intent was to establish a constructible design that met the long-term stability requirements for radiological safety of a future repository while maintaining flexibility for the scientific investigations and acceptable tunneling productivity.

I am sure it is obvious to all of you that a complete program of casualty and property insurance is as necessary for any tunneling contractor as it is for anyone else involved in trade in the United States today. Going beyond those general undefined terms, there are many areas that need specific attention, particularly for contractors, regardless of size. WORKERS&apos; COMPENSATION Workers&apos; Compensation is mandatory in all states and the District of Columbia. In most of the states, private insurance provides this coverage. In a few states, the state operates Workers&apos; Compensation funds, some of which are competitive with the private sector and others are operated on a monopolistic basis. Under a monopolistic setup, you have no choice, you must buy coverage from the state. Self insurance of the Workers&apos; Compensation risk is also an alternative in most jurisdictions. With a contractor operating only in the U.S., the coverage extensions are few in number. If your work brings you anywhere near navigable waterways or land extensions thereof, you should have both U. S. Longshoreman and Harborworkers&apos; coverage, as well as Employer&apos;s Liability coverage for the master or members of the crew of a vessel.

Yilgam Star treats a gold bearing ore which has an association with pyrohotite and pentlandite (Fe,Ni)9S8 Nickel behaves similar to gold in cyanide solution, it leaches in cyanide to form a number of species. It adsorbs like the noble metals on carbon. During smelting Nickel causes significant problems in the crucible as the melting point of nickel is much higher (1452 °C) than gold (1040 CC). The crucible became overheated, holed and increases furnace downtime. To overcome such dif­ficulties an investigation was carried out to reduce the amount of nickel on steel wool during stripping. Yilgam Star has got I.P.S. high pressure zadra stripping system which works on 400 kpa, at 140 °C. The trend of gold and nickel profiles has been observed with varying caustic concentrations. The gold and nickel profile has been monitored with the addition of cyanide in the stripping liquor. It has been ascertained that at lower caustic levels the nickel ion remains in solution and is subsequently not electro­won. The cyanide concentration of0.4% (Wt/Vol) keeps nickel ion in solution and induces metallic nickel to produce nickel ion as NiCN.

A multiyear program involving online, in-vessel exposures at Barrick Goldstrike Mines Inc. (BGMI) has provided information and experience about the materials and designs for brickwork linings in pressure oxidation autoclaves. A variety of brick and mortar products was evaluated. Properties before and after exposure were used to document the performance. Some benefits include the development of a new silicate mortar, a better understanding of brick requirements and increased autoclave operating time between maintenance shutdowns. BGMI operates six pressure oxidation autoclaves at its Eureka County, NV gold operation. These autoclave process 15.8 k/ld (17,500 stpd) of gold ore. Figure 1 is a flowsheet of the six autoclave circuits. The gold ore is refractory, in which the gold particles are mineralogically encapsulated on a micro- and submicroscopic level. The autoclaves are 4.4- m- (14-ft-) diam and 26 m (85 ft) long (tip-to-tip). Inside of each is a full brickwork (brick plus mortar) lining that divides the vessel into five compartments. Each compartment has a motor-driven agitator that keeps the slurry suspended and disperses the oxygen to enhance reaction. During autoclave operation, the conditions are steady state at 210° to 232° C (410° to 450° F) and 61 to 62 kPa (420-430 psi). As shown in Fig. 1, there are other accessory vessels (splash and flash towers) in the autoclave circuits that are also brickwork-lined. The linings used to date, other than small test sections, have all been acid-resistant fireclay bricks, bonded with alkali silicate mortar, PbO- based mortar and/or vinyl ester mortar, but mainly alkali silicate mortar.
