Passage of the Public Utilities Regulatory Policy Act ("PURPA") in I 978 created an entirely new industry that is referred to today as the Independent Power Producers ("IPP"). Requirements of project owners, environmental compliance, project design, the financial community and most of all, the need to be a low-cost producer presented a unique situation for the sourcing and the utilization of fuels. Depending on the specific type of project being developed, (e.g. coal-fired, wood/biomass, natural gas, petroleum coke or a blend of several fuel types) and the type of boiler design, it is important to acquire fuels that will optimize both the project's operating efficiency and flexibility. This paper will focus on the acquisition of fuel for coal-fired projects, but will describe the necessary steps in the sourcing, contracting for, and the utilization of fuels and transportation resources in the IPP industry today.

"Managing slurry is a constant challenge for mining operations. Since slurries are not uniform, the challenge is complicated by varying rheology, velocity, temperature and pressure, all of which affect how the slurry moves through the pipeline and how destructive it is to the system it is flowing through. Picking the right equipment from the outset — the right size pipe, the right size pump and the proper valves for the application — allows mines to operate more efficiently. Better valve designs deliver multiple benefits — they can lower the cost of operations, reduce the amount of maintenance and associated downtime required and are better for the environment. Historically, modulating systems have used ball, plug and pinch valves to manage the flow of slurry, but each of these alternatives has limitations. Ball valves require ceramic lining in order to delay wear, and once a ball valve does wear, the entire valve must be replaced. Similarly, plugs in plug valves should be coated to perform in control systems, and whole valves must be swapped out upon wear. Pinch valves are expensive and only require replacement of the sleeve. However, sleeve replacement involves an extremely arduous process in which the valve is completely taken apart.Traditionally, designers have avoided using knife gate valves (KGV) in modulating systems because KGVs have not been able to hold up under the harsh operating conditions. The throttling that is required in some of these processes rapidly fatigues conventional KGVs, rendering them useless and in need of replacement. Fortunately, innovative design changes have the potential to change established views.Breaking new groundRecognizing the need for improved components, Victaulic took on the challenge of designing a valve that could withstand abrasive slurry systems for a much longer period of time. The first step in this process was to talk to miners, maintenance personnel, process engineers and operators in the field about the limitations of current offerings and then determine design specifications for an ideal replacement.Many of the responses to these inquiries were very similar and reflected challenges with current operations; the primary objective was to find a valve that would be lighter and cheaper than the valves currently in use. In theory, a lighter valve would be easier to replace, and since replacements need to be performed frequently, a cheaper valve seemed like the right idea."

As of 1998 German companies have been engaged in research and development of LIF analyzers for rock identification, i.e. for the fingerprinting of rock by the analysis of laser-induced fluorescence (LIF). Test work in Germany, Sweden and South Africa showed the potential of this new technique, which operates online and in realtime (1). In 2003 the Finnish company IMA Engineering Ltd Oy commenced building and marketing LIF analyzers under the trade name OreSpex. Today, one OreSpex analyzer has been installed in the Kiruna Mine, Sweden to check the phosphorus content of train loads. In 2004 a second OreSpex analyzer was built for dilution control in the Argyle Diamond mine, Australia. In 2005 another LIF analyzer will be used for test work in various mines in the US. The principles of the technology and status of ongoing work are presented.

It is a great pleasure for me to speak-before such a prestigious group as the American Institute of Mining, Metallurgical and Petroleum Engineers. The substance of my talk today is the handling of coal and petroleum coke: their characteristics and environmental problems, and how we were able to correct the problems, prescribe the cure and enjoy the benefits. When coke first became a by-product derived from the oil refineries everyone would have been very happy if someone had offered to take this pro- duct off their hands. Unfortunately, there was no market at that time, and no one seemed interested. Soon thereafter, it became a sellable product and began to be shipped to many countries in the world. This was when all of the pollution problems began. I will be talking briefly about some of these problems and showing a short film on this subject afterwards.

Early solvent extraction circuits in the uranium industry utilized bona fide kerosenes as diluents for extractant chemicals. These kerosenes were used successfully in the uranium industry; however, at least one plant was destroyed by fire resulting from the use of a low flash point kerosene. Although the term "kerosene" is used throughout the solvent extraction industry, the authors have been unable to find any use of kerosene in copper solvent extraction circuits. A term that is occasionally used with reference to diluents is "metallurgical kerosene." Such a term is unrecognizable in the petroleum industry. Kerosene [or kerosine] is a flammable hydrocarbon mixture that is less volatile than gasoline. It is produced for combustion purposes and may have variable compositions of organic compounds including alkanes, alkenes, alkines, and aromatics. Diluents are constant composition hydrocarbon mixtures developed specifically for use in solvent extraction processes. These products usually have much lower vapor pressures and higher flash points than kerosene. In solvent extraction systems, they typically comprise 70 to 95 v/o percent of the circuit organic. The primary purpose of the diluent is to adjust the extractant concentration to the working range of the operation. The diluent and extractant must be completely soluble or miscible with each other. Secondary diluent effects are to promote transfer kinetics, optimize phase disengagement, and minimize both organic in aqueous and aqueous in organic entrainment.

The efficient and acceptable disposal of fine coal refuse (28MxO) is one of the highest priority problems facing the coal industry today. For many years the established system for the disposal of this fine refuse slurry has been to concentrate the solids in a static thickener and pump the resulting 20-40% solids underflow to lagoons or impoundments. Although this technique has served the coal industry well, increasing environmental concerns and refuse related disasters, such as Buffalo Creek, West Virginia and Aberfan, Wales, Great Britain have resulted in federal and state regulations which now control fine refuse disposal methods. As a consequence of these regulations, the capital costs of constructing, maintaining, and operating regulatory complying impoundments has become in many cases economically unattractive. Areas processing topologies similar to those coal preparation plants of the Appalachians are particularly burdened by these regulations and are consequently turning to alternatives for handling and disposal of their fine coal refuse. The basic requirements of impoundment alternatives as defined by environmental and plant demands are: (1) A relatively solids-free liquid (1000 ppm or less) to serve as plant make-up water in a "closed circuit" system, and (2) a sufficiently dewatered solids product which can be combined with the coarse refuse to form a compactable stable land-fill.

In this article we present Sustainable Value, a valuation methodology to assess sustainable value creation of companies. Sustainable Development posits that decisions must not only take into account economic capital but also natural and social capital. Sustainable Value, the methodology presented in this paper, borrows the idea from financial economics that the return on capital has to cover the cost of the capital. Capital costs are determined as opportunity costs, i.e. the forgone return that would have been created by an alternative investment. By expanding the well established logic of the valuation of economic capital in financial markets to also cover natural and social capital we provide a methodology that allows an assessment of the most efficient allocation of economic, natural, and social capital for sustainable value creation in companies. We demonstrate the practicability of the methodology by the valuation of the sustainability performance of British Petroleum (BP).

DC Water’s Clean Rivers (DCCR) program involves the construction of approximately 29 km (18 mi) of CSO tunnels in Potomac Group soils in the Washington DC area. Soils include an upper predominantly over-consolidated fine grained plastic material facies (P/A) and lower predominantly coarsegrained facies (PTX). As earth pressure balance (EPB) tunnel boring machines (TBMs) are mainly used in such soils, the correct approach to soil conditioning can make a considerable difference in TBM performance. Soil conditioning laboratory tests are often completed during the planning phase prior to TBM excavation to develop a baseline for soil conditioning, reduce risks, minimize costs, and improve performance. However, only a few basic tests are standardized to date, and conditioning regimes are fine-tuned during the mining phase. The paper illustrates the effort carried out to identify the correct soil conditioning regime for both PA and PTX facies to improve TBM overall performance and reduce ground movement during the excavation of the Northeast Boundary Tunnel (NEBT) in Washington DC.

Creede, one of the younger major mining camps in Colorado, grew spectacularly to a town of eight or ten thousand people in the early 1890's following discovery of rich ore in the Amethyst and Last Chance mines. Gross metal production in gold, silver, lead, copper and zinc rose to a maximum of four million dollars a year in 1893. Annual production dropped to much lower figures and ranged between one hundred and five hundred thousand dollars per year during the period from 1914 to 1940. Production reached a gross of eight hundred thousand to one million dollars per year by the mid-1950's. In the years 1953 to 1957, Steven and Ratté conducted geologic investigations which were carried on as part of a cooperative program of the U. S. Geological Survey and the Colorado Metal Mining Fund Board. In a preliminary report on the Creede District, Steven and Ratté suggested that the Bulldog Mountain Fault Zone appeared to be a favorable structure to prospect. On the basis of that recommendation, augmented by independent work done by Manning W. Cox, the property was acquired, transferred to Bulldog Mountain, Inc. and financed by an O. M. E. loan. Late in 1963 Homestake Mining Company, under a Lease and Option Agreement, backed the venture by furnishing additional funds plus management.

Continuous monitoring of carbon monoxide and other fire-related parameters by means of an atmospheric monitoring system (AMS) has been used by the mining industry for early fire detection in underground mines. The National Institute for Occupational Safety and Health (NIOSH) initiated a project to integrate real-time AMS sensor data with NIOSH’s mine fire simulation program, MFIRE 3.0, to simulate and predict the spread of smoke that would provide assistance to mine fire emergency response personnel. Determining the heat release rate of a fire using the monitored sensor data was a critical component of the successful completion of this project. NIOSH researchers developed a direct method to calculate the heat release rate when a fire is within close range of sensors. However, this method is only applicable to the case where a fire occurs in AMS-monitored airways. This paper presents an improved method for determining the fire heat release rate for complicated scenarios where a fire is distant from sensors and airflow splits and merges are present. The method was validated using a fullscale diesel fuel fire test conducted in the Safety Research Coal Mine at the Pittsburgh Mining Research Division and can help mine operators and safety personnel make informed decisions during a fire emergency.

Prolonged subzero climatic conditions impose some unique engineering problems for the developer and operator of open-pit mines in the Far North. The remoteness of the job site and the extremely cold, long, dark winters severely tax both man and machine in the quest for the Arctic's rich mineral wealth. Undoubtedly the singular most troublesome problem for the engineer is Permafrost which underlies about 201o of the land area of the world and about 85% of the state of Alaska. Permafrost has its impact on building construction and mine excavation, while posing a more pervasive threat to the-delicate ecologic balance within the Arctic wilderness. Yet the difficulties associated with mining up North may not be as overwhelming as has been previously supposed. For example, the lowest temperature recorded at Point Barrow is -560F, whereas Montana has recorded -69.7° F.. There are no specially designed machines for mining and construction in the Arctic, and efficient equipment utilization is maintained through proper operation and servicing techniques. However, neither equipment or people can be assumed to function normally at -40°F. Special techniques in drilling, blasting, and ripping are being used to yield economically competitive ores. Overall, a fundamental understanding of the nature of Permafrost will allow the engineer to deal expeditiously with an Arctic mining venture and at the same time to deal fairly with Arctic environment.

Treatment of dilute acid mine drainage and similarly polluted water is becoming increasingly complicated. The pressure of economics is now exacerbated by legislation which classifies as hazardous waste the precipitates from conventional lime treatment plants. Since acid mine drainage invariably contains sulfate ions, one solution is to use anaerobic Desulfovibrio type bacteria to reduce the sulfate into sulphide ions which could then be used to precipitate out the heavy metals. Results are presented for both batch flask cultures and continuous column tests. Compost was used as the bacterial substrate in the column test which simulated heaps. Conditions changed from aerobic to the required anaerobic deep in the columns. Polluted feeds (up to 700 mg/l zinc) gave effluent containing well below I mg/l zinc over extended periods. Direct transfer of sulphide ions through a stream from an isolated container of bacteria is a good alternative.

Water soluble polymers play an important role in many industries. The mining industry is dependent on these materials to help accomplish many solid-liquid (water) separations. Mechanical devices alone are not capable of achieving the degree of separation needed. Mechanical and chemical separations act in concert to accomplish the necessary separation. The history of the use of water soluble polymers has gone through several evolutionary phases and I believe we are facing another of these phases. At first, various natural products were common - starches, gums, and various polysaccharides. These were replaced by the synthetic polymers based on copolymerization of various vinylmonomers mainly in conjunction with acrylamide. The use of these polymers and their needs continues to grow. This paper will cover a brief overview followed by a look at the future of water soluble polymers. A focus will be on applications of water soluble polymers in the mining industry.

Fan stall is a notorious phenomenon of axial flow fans. When multiple fans of this type serve a ventilation system, their mutual impacts on the stability of the ventilation system are very complicated and not well understood. Results from laboratory experiments indicated that, when a fan is working across its stall zone (i.e., the pronounced trough on the fan characteristic curve), some branches in the system may suffer abrupt and even drastic changes in air quantity and pressure. The quantity range of the fan that causes the abrupt change is called an unstable operating range. The corresponding quantity range of a branch is called a nonachievable quantity range of the branch, because any quantity within this range cannot be achieved without changing some parameters of the ventilation system (e.g., branch resistances). This paper discusses these important characteristics of ventilation systems by using results from tests on laboratory tubing networks.

The National Mining Hall of Fame and Museum (NMHF&M) will induct its the 2014 National Mining Hall of Fame Class on Sept. 13, 2014 during its 27th Annual Induction Banquet and Ceremony at the Westin Hotel in Denver, CO. Representing the domestic and worldwide metal production, education, and health and safety sectors of the industry, this year?s four inductees cover a diverse cross-section of the mining industry. Harry M. Conger III, Günther Franz (Frank) Joklik, Ellen Swallow Richards and Dr. Alfred Weiss will join 223 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame. They were selected for being visionaries, leaders and ambassadors, both within their own sectors and across the industry at large. Conger was a great role model and strong advocate within Homestake Mining Co. and among his industry peers on behalf of environmentally responsible, safe, profitable and high-performance operations. As chairman and chief executive officer, Conger was instrumental in revitalizing and rebuilding Homestake into an industry leader in technological advances and environmental protection. Through his contributions in exploration, project development and operations management as Kennecott president and chief executive, Joklik did much to strengthen Kennecott as a company and assisted in restoring the competitiveness of the U.S. mining industry. Richards is generally recognized as the founder of ecology. She was the very definition of a pioneer in such diverse fields as chemistry, geology and mineralogy, mining and metallurgy, environmental science, public health, home economics and education. Weiss was a true visionary in using quantitative methods and digital computers to aid mineral exploration, plan and design mines, operate mineral production facilities and integrate the disparate information resources throughout a mining company into a modern management information system. NMHF&M Board of Directors Chairman, Paul C. Jones, said, ?Again this year we are honored to be able to induct an outstanding group of deserving individuals who have made exceptional contributions to the mining industry in the United States. Included are two living inductees who have made significant contributions to management in the industry. One inductee was the first female graduate from the Massachusetts Institute of Technology, its first female faculty member and the first female member of AIME who had an outstanding career as a mineral investigator in the United States. Another inductee was a lifetime innovator in bringing digital technology into common use in our industry. Each of our 2014 inductees made significant and lasting contributions to our industry and are well deserving of becoming a member of the National Mining Hall of Fame.? INTRODUCTION Metal electrodeposition processes are of fundamental technological importance to a number of fields. Electrorefining, electrowinning, electroplating, and electrogalvanizing have all been the subject of intense study for over a century. More recently, electrochem- ical deposition has played a critical role in advances in microelectronics and lately has been an enabling technology for the production of certain nanostructured materials. Electrometallurgists have most frequently been concerned with the structure and morphology of massive deposits. For example, in metal recovery steps such as electrorefining and electrowinning, deposits demonstrating adherent coarse-grained characteristics are most desirable. In the case of electroplating, a bright fine-grained, tenacious and strongly adherent deposit is required. The fabrication of microelectronic devices and the production of nanoscale structures such as nanoparticles, nanowires, and nanorods requires a keen understanding of early stage deposition effects. The initial stages of metal deposition, usually referred to as electroclystallization, are fundamentally linked to nucleation and growth phenomena. Early stage deposits are typically very ordered. Whereas, bulk metal deposition structures are much more ran- dom. Universities have education as their primary purpose. This appears to be an innocuous statement with simple meaning. In an age of conflicting semantics, however, cords and meanings are often lost or changed. The term education is often broadly expanded to encompass any form of learning process, or the accumulation of knowledge, and even to the beneficial application of knowledge to man's problems, hence one find that education in universities is not solely the formal process of texts, lectures, recitations, and testing by a batch process known as class room teaching. Despite critics of education batch is spelled with an "a", instead of an "o" - at least we hope so If one defines teaching as causing to learn, then the learning objectives may necessitate a variety of approaches within the teaching concept and research is among those favored at the graduate and some undergraduate levels. Research has been among the glamour words and certain fields such as oceanography and space science have had more than their share of glamour. Unfortunately, industrial mineral research has not had the competitive drawing power of enamoring students of the "note" generation in terms of glamorous accomplishment. Research today usually requires sophisticated equipment and such equipment is expensive, both for initial purchase and operation. A method has been developed to remove calcite from the leaching circuit in the uranium in situ leaching system. The process involves injecting the leachate and a pH control agent tangentially into an inverted cone reactor containing calcite seed catalyst. The leachate can be treated at high throughput to obtain clear effluent containing 5 ppm or lower Ca. Both lime and ammonia are effective pH control agents and consumed according to stoichiometry.

INTRODUCTION Increasing a miner's chance of surviving a disaster requires advance planning for emergencies, adequate training of personnel, and the provision of proper survival equipment. It is extremely important that fires and toxic gases be detected early, and that warning systems such as stench, audible and visual alarms, and communications systems be provided to allow timely escape. However, situations do occur where timely warning is not provided and immediate escape is not possible, regardless of the precautions that are taken. Under such circumstances, a combination of new per¬sonal protective devices and old techniques can provide protection that is adequate to save a miner's life. SELF-RESCUE EQUIPMENT Self-rescuers are devices which provide a short-term supply of respirable air under the potentially lethal con¬ditions following a mine disaster. Functioning either as filtration devices for the elimination of carbon monoxide (CO) or as oxygen supplies, self-rescuers allow an endangered miner a limited amount of time in which to effect an escape or reach a place of temporary safety. Carbon-Monoxide Self-Rescuers For almost 50 years, filtration self-rescuers have protected miners' lives following explosions or fires. Designed to eliminate carbon monoxide from inhaled air, the first of these devices was approved in the 1920s and has evolved into the two units that are approved today-the Mine Safety Appliance (MSA) W-65 and the Draeger 810. Both of these units rely on the cata¬lytic conversion of very toxic carbon monoxide to rela¬tively safe levels of carbon dioxide (CO,). As shown in Figs. 1 and 2, both of these filtration self-rescuers operate in the same manner. On inhalation, the mine air passes through both coarse and fine filters that remove the dust, preventing the dust from coating the chemical beds or entering the miner's mouth. The air then passes over a drying agent that removes water vapor; this is required to prevent the water vapor from poisoning the catalyst. Subsequently, the dried air passes over the Hopcalite catalyst, where carbon monoxide is converted to carbon dioxide. Then, the air passes through a heat exchanger that reduces the temperature of the inhaled air. Finally, the air is inhaled by the user. Air exhaled by the user passes through the heat ex¬changer and exits the device through an expiratory valve. Both units of this type are subject to certain limita¬tions: 1) The units do not protect the user against oxygen¬deficient air; when air is inhaled through this type of self-rescuer, the device only removes the carbon mon¬oxide. If the mine air contains less than 15% oxygen, anoxia is inevitable. Symptoms of anoxia include dizzi¬ness, shortness of breath, quickened pulse, and deeper and more rapid respiration while the victim is at rest. During heavy exertion such as would be expected dur¬ ing escape efforts, a 15% oxygen level can cause loss of consciousness. 2) The units do not protect against excessive levels of carbon dioxide. Available data on carbon monoxide and carbon dioxide concentrations following explosions or fires are limited, but there are indications that the carbon monoxide concentration can rise to 2% and the carbon dioxide concentration can reach 5 or 6% of the mine air (by volume). In some situations, the in¬haled air could contain up to 6 or 7% carbon dioxide. At a carbon dioxide concentration higher than 2%, breathing patterns can be affected adversely. At a con¬centration of 6 or 7%, the effects include severe respira¬tory distress, with unconsciousness resulting from exer¬tion such as that needed for escape activities. 3) The units do not protect against high inhalation temperatures. The catalytic oxidation of carbon mon¬oxide to carbon dioxide is an exothermic reaction that evolves a large amount of heat. As the carbon monoxide concentration increases, the temperature of the inhaled air also increases. Available data show that above 1.5% carbon monoxide, the air inhaled through some self¬rescuers can be as high as 90°C (194°F). At those

Economic and at the same time environmentally acceptable mining of small vertical ore bodies and veins to great depths has always been a challenge for miners. The Bauer cutter system, widely used in civil engineering, has been further developed for applications in exploration and mining, to a sustainable system for selective mining with a focus on small vertical ore bodies and veins, as well as residual ore in open pit operations. Current situation of conventional mining of small ore bodies and vertical veins Small ore bodies and vertical or near-vertical ore veins often pose a challenge to the mining industry. The relatively small size of the ore deposit over great depths or lengths, with only limited exposure to the surface makes economical mining difficult. Open pit mining of such ore bodies must either be terminated early because of the high stripping ratio and the enormous environmental impact or is unprofitable from the very beginning. The required massive stripping of waste rock leads to high material hauling times and costs, intensive roadway and bench construction and maintenance, possible safety hazards due to heavy vehicle movement, pit wall stability risks, intensive surface water management and massive waste dump requirements. In addition, it can be assumed that increasingly extensive rehabilitation measures will be required in the future after mine closure. Particularly in vertically oriented magmatic and hydrothermal deposits the technical, economic and environmental limits for further pushbacks, to extend the open pit depth, can lead to an early end of mine life even if a significant quantity of residual ore is left behind. Going underground is only a viable option in a limited number of mines with very high ore values and volumes. The high development cost of an underground mine, as well as the higher underground mining costs, often prevent further mining to greater depths.
