The department of the Interior is a federation or holding company of several fiercely independent bureaus which have either jurisdiction or expertise - or both - in a wide range of environmental fields. Each bureau is an advocate for its own concerns and an enforcer of its own mandates. This can be confusing to the company operating in the field. I will try to explain our concerns, help you see where we are "coming from," and give you some insight as to how we can help you. Other speakers have stressed the environmental concerns and site selection factors for uranium wastes so I will focus on the concerns of the Department of the Interior and some of the assistance we can give you in this area People are more aware and more concerned about environmental factors now than they used to be. Thus the past decade has brought about an evolution in both siting and design of uranium mill tailings ponds. Site selection criteria used to be simple - find a tract of land as near to the ore supply as possible with enough space and suitable topography for the expected volume of wastes. Site selections in the past have left a legacy of problems to be corrected - radioactive wastes on stream banks and in floodplains, mill wastes in and near established communities, and unprotected wastes subject to constant erosion. This is no longer acceptable environmentally or socially to a newly aware and concerned public. (Series of 30-35 slides showing uranium mine and mill wastes in Western United States. "Location. The iron formation of the Gogebic district (including the Penokee) comprises a narrow belt south of the western part of Lake Superior extending from Michigan for a considerable distance into Wisconsin. From the mouth of the Montreal River (about twenty-five miles west of Ashland) the iron formation is only about twelve miles distant, but it is about twenty miles south of Ashland. Beginning on the east at a point about eight miles east of Wakefield, Mich., it extends through Sunday Lake, Bessemer and Ironwood in Michigan, and thence south of west through Hurley, Wis., and only a short distance south of Mellen, Wis. About eight miles westward from Mellen, the formation disappears, but six miles further west it is known to reappear and continue thence for about eight miles. The total length of the range is about sixty miles, two-thirds of this distance being in the State of Wisconsin; but nearly all of the ore has been obtained from the eastern third of the district, which is in the State of Michigan.History. This iron range was first noted in 1848 by Dr. Randall, assistant geologist to Dr. David Dale Owen, while following the fourth principal meridian northward. It was also reported by Charles Whittlesey in an account of a survey made in 1849, and published by Owen in 1852. Analyses of the iron ore are given with the following account. ""The bed of magnetic iron ore south of Lac des Anglais is of extraordinary thickness,25 to 60 feet. * * In the wild and deep ravines where the Bad River breaks through the range, there is a cliff of slaty ore * * * probably three hundred feet thick. * * * I estimate more than one-half of this face to be ore, and in places the beds are from ten to twelve feet in thickness, with very little inter-mixture of quartz * * * . The position of the best exposures of ore which I saw is such as to require from eighteen to twenty eight miles of transportation to reach the lake."""

As the 2016 president of the Society for Mining, Metallurgy & Exploration Inc., I am pleased to present the 2016 issue of the Transactions of the Society for Mining, Metallurgy & Exploration Inc., Vol. 340. A significant portion of the contribution that we make as a professional society is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of the American Institute of Mining, Metallurgical and Petroleum Engineers (AIME). Those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2016 Transactions contains some of the most interesting research and insights from the past year and features an international slate of authors spanning industry, academia and government. Papers include the latest findings from the U.S. National Institute for Occupational Safety and Health (NIOSH) and special-issue articles on process development testing. The 2016 Transactions consists of a total of 65 technical papers, encompassing all 21 papers published in 2016 in the Technical Papers Section of Mining Engineering (Vol. 68) and all 27 papers published in 2016 in Minerals & Metallurgical Processing (Vol. 33). Additionally, this volume contains 17 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All of the technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2016 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

Acidic waters typified by acid mine drainage, copper dump leach solutions and steel pickle liquors will typically contain SO4-2 and cations such as Fe+3, AI+3 and for the pickle liquors, sometimes Cr+3. These acidic waters will often react with limestone, present naturally or introduced for purposes of solution neutralization, to form reaction - inhibiting coatings of gypsum and gelatinous, metal hydroxide precipi¬tates. The coating thickness, as a function of pH, was quantified for both reactive (calcite, limestone) and non-reactive (quartz, barite, fluorite) minerals, and the data were related to the hydroxy species diagrams and to solution turbidity measurements. Coatings were found on the reactive minerals at a lower bulk solution pH than on the non-reactive minerals.

This study applies a machine-learning technique known as multiclass logistic regression on a 10-year injury dataset from the U.S. Mine Safety and Health Administration (MSHA) to determine miners’ susceptibility to injury and to help identify significant risk factors associated with different classes of injury. The analysis identifies specific risk factors that influence a mineworker’s susceptibility to a given class of injury: nonfatal with no days lost or restricted activity; nonfatal with days lost and/or days of restricted work activity; and fatal and total permanent or partial permanent disability. These factors include miner’s age, mine type (coal versus noncoal), experience on the current job (years), shift start time, employment type (operator versus contractor), mining district and type of accident. The results of the analysis indicate that a miner’s experience on the job (the number of years worked in a current job) is a significant risk to injury occurrence, even for those with decades of total mining experience.

Mining companies are increasingly looking at Global Positioning System (GPS) technology coupled with 3D mine planning and visualization systems to deliver increased productivity and reduction in operating costs in drilling and blasting operations. Leveraging GPS into drill and blast operations requires that a drilling plan be developed and imported into the GPS to guide the operation to a planned and desirable outcome. State-of-the-art mine planning software systems provide the engineer with a 3D environment in which to design and visualize drill and blast plans. This paper discusses producing and exporting 3D drill and blast plans to GPS and how some coal companies are utilizing GPS and mine planning software technology in the drill and blast process.

"Since 1984, the date of the first recorded fatality involving a remote controlled continuous mining machine, 38 miners in the United States have been killed when they were struck by a continuous mining machine. Proximity detection is a valuable tool for preventing fatalities, and the use of these systems is expected to significantly improve safety. Proximity detection provides a means to prevent accidents like these. Researchers at the National Institute for Occupational Safety and Health (NIOSH) conducted a series of underground tests to evaluate the accuracy and repeatability of proximity detection systems under a number of conditions such as varying the orientation and height of the personal wearable device (PWD), moving the PWD close to the trailing cable, and activating the machine’s mining mode. At the 2014 SME Annual Meeting, results from tests on first-generation proximity detection systems were presented. This paper will provide results from the similar tests performed with second-generation systems. The results show that performance has improved. For example, the negative impact of PWD orientation and the trailing cable has been reduced. However, some inconsistencies remain. Notably, performance changes dramatically when mining mode is activated. INTRODUCTION Since 1984 there have been 38 fatalities involving striking and pinning of the operator and other workers by the continuous mining machine (CMM) [1]. In August 2011, the Mine Safety and Health Administration (MSHA) published a proposed regulation that would require proximity detection systems on all continuous mining machines except full-face machines [2]. Proximity detection systems are designed to stop machine motion to protect miners from striking/pinning hazards. Several MSHA-approved proximity detection systems are commercially available. MSHA estimates that of the 38 fatal striking and pinning accidents that have occurred since 1984 involving CMMs, the use of proximity detection could have been a preventative factor in at least 28 cases [1]. Furthermore, MSHA estimates that proximity detection could prevent 20% of all deaths throughout the industry [3]. NIOSH researchers have been involved in the development and testing of proximity detection technology since creating the HASARD system [4] and have recently conducted research intended to develop more advanced proximity detection technology for CMMs [5,6,7,8]. In addition, NIOSH has also conducted research investigating how the signals of a proximity detection system propagate [9,10] and have developed a novel method for determining the location of a personal wearable device (PWD) relative to the magnetic field generators [11,12]."

"Underground continuous mining machines pose a difficult safety challenge since their operators generally work in close proximity to these machines in very restricted spaces. Intelligent software for use with magnetic proximity detection systems has been shown to accurately locate workers around mining machinery in real time. Calibrating these systems requires the manipulation of a lot of data to determine the calibration constants. Researchers have developed software to analyze, convert, and visualize data acquired during this calibration process to more accurately model magnetic fields and their interaction with the environment. This paper details the background, development, and operation of the resulting application software focusing on the utility of the graphical user interface to visualize the magnetic field calibration data. The refined data developed by this process can then be utilized by the proximity detection system to more accurately identify the location of miners working in an underground mining environment. INTRODUCTION Roughly half of the electricity consumed in the United States is produced with coal, and roughly one-third of all US coal production comes from underground mines [1]. Over the last century underground mining health and safety has seen a continuous and dramatic improvement. However, machine-related injuries and fatalities continue to be a major safety concern [2]. Every year, hundreds of miners are severely injured while operating underground mining equipment, and 39 miners have been killed in striking/pinning accidents involving continuous mining machines (CMMs) since 1984. CMMs, such as the one shown in Figure 1, are large mobile machines that are used to mechanically cut coal in an underground mine. These machines weigh approximately 40 to 50 tons, have hydraulically articulated appendages, and are capable of moving at speeds up to six feet per second [3]. Modern CMMs are remote-controlled, yet the operator and other miners are often in close proximity to the machine. Recent research by the National Institute for Occupational Safety and Health (NIOSH) reveals that the locations workers take relative to the CMM are usually influenced by visibility requirements and safety concerns [4]. The Mine Safety and Health Administration (MSHA) estimates that at least 28 fatalities involving CMMs since October of 1984 may have been prevented with proximity detection technology [5]. MSHA further estimates that proximity detection could prevent 20% of all deaths throughout the industry [6]."

"Construction of the largest desalinization plant in the Americas has commenced in northern Chile. It is part of a several billion dollar expansion at a copper mine whose operations nearly stopped due to the challenge of securing a reliable source of water from the Pacific Ocean in a safe and environmentally sound manner. This paper discusses the risk management, design and construction of a quadruple chamber intake and outfall shaft, high capacity pump station, three 7m diameter vertically drilled marine shafts and three subsea tunnels constructed through challenging Andean hard-rock geology. The three 2.5m diameter subsea microtunnels are being mined with vertical curves through variable quality rock 30 meters beneath the ocean and retrieved in the wet from the 7m diameter marine shafts. INTRODUCTION AND BACKGROUND The battle for securing the rights to a constant water supply is a worldwide issue and nowhere is that more evident than the Atacama Desert of Chile, the world’s driest place with areas of the desert that have not seen rainfall in recorded history. The Atacama Desert also happens to be home to some of the world’s largest ore deposits which require huge amounts of water to extract and process. What available water there is comes from three main sources: deep seated wells, glacial water from the Andes Mountains, and desalinated water. Vying for water from wells and glacial streams and lakes are numerous agricultural and domestic facilities in the valleys surrounding the Atacama Desert. Environmental regulations and legal rulings have limited the amount of “natural” source water which can be used for mining purposes. Desalination plants are a known solution for combating water scarcity, albeit a costly one. The total estimated cost of constructing this desalination plant is over $3B USD, which will include a 2500lps capacity and an approximately 118km pipeline from the coast up to the mine located in the Andes. The overall scope of the project includes design, procurement, and construction packages for the 2500lps desalination plant including the seawater reverse osmosis plant, water conveyance to the mine, power transmission, the reservoir and the marine works package which forms the basis of this paper. In the defunct Gorka quarry, there are situated both a waste disposal site of an area of 6.7 ha and containing approximately 1 million ton of high aluminium wastes and a pond of an area of roughly 3 ha, up to 15 m deep, with about 400000 m3 of polluted water. The reservoir is fed with the filtrates arriving from the disposal site mentioned, at a rate ~130 m3/day. An alarming phenomenon is the subsidence of the pond bottom and the infiltration of solutions into the Triassic and Jurassic water resources, assessed at ~40 m3/ day. The basic problem related to the effluents in the Gorka pond is their high alkalinity (pH 12-13.4) and variable pollutants whose level increases appreciably with the pond?s depth. The solution offered provides pumping out and treatment of about 500000m3 of effluents retained in the Gorka reservoir in an about yearly time. Effluents would be treated in a reverse osmosis plant, according to a process so far verified on a quarter-commercial scale. The treatment process by-product would be discharged into the Ropa stream. The brine solution (containing about 25% NaCl), whose amount may reach up to100000m3, might be supplied to the Debiensko Mine which produces technological salt from salt-bearing mine waters. Similarly, there would be provided an intake of underflows of infiltrates (by means of deep wells, and possibly girdling ditches) arriving from the high aluminum site, and such effluents would be subject to ongoing dilution in water courses. It would be possible to test the system of underflows reaching the Gorka reservoir by means of geochemical identification, previously performed. The next stage following the pumping, would be the utilization of approx. 50 000m3 of bottom slurry. Highly alkaline slurries would be utilized in the production of self-solidifying mixtures. Slurries would be pumped out and temporarily dumped on drying beds, located nearby the Gorka reservoir, and later on used successively for making self-solidifying mixtures in a plant similar to a concrete making seat. Those mixtures would be applied for sealing the bottom of the Gorka reservoir and the necessary part of the edges of the defunct quarry. An alternative solution is the utilization of slurries in the facilities of the Trzebionka Mining Works and the application of self-solidifying mixtures, made in the Trzebionka Works, for sealing the reservoir bottom.

Introduction Flotation is a recovery process that utilizes natural or chemically-introduced hydrophobicity of minerals to separate ore from gangue by attaching the ore particles to bubbles. Flotation has been known since 1906, when it was patented by E. L. Sulman, H. G. K. Pickard and John Ballot. Flotation's first documented plant use was in 1911, when it was used on gravity tailings from a zinc plant. Cyanide leaching was first patented in 1887. Most early precious metals flotation was linked to lead or copper concentrates. Most precious metal flotation is linked to sulfide recovery and utilizes such reagents as xanthates, dithiophosphates and thiocarbanilides. But the involvement of flotation in precious metals recovery does not have to be limited to active flotation of the gold and silver bearing minerals. Flotation can be used to remove interfering minerals, such as carbon, or cyanicides, such as copper, arsenic bearing minerals or other cyanide complexing minerals. Cyanide Leaching The use of cyanide to recover precious metals is the backbone of the industry. The various recovery processes that use cyanide are: 1. Leaching-Counter Current Decantation(CCD) Merrill-Crowe 2. Carbon-in-pulp (CIP) 3. Carbon-in-leach (CIL) 4. Vat leaching 5. Heap leaching These processes are selected depending on ore grade, ore leaching characteristics, reserve size and capital limitations. Ore grade is used as the first criteria to determine the type of cyanide plant required. However, the reserve size can determine whether a ground ore alternative is used. The ore leaching characteristics may indicate that the higher recovery, associated with a process that employs grinding, is the only economic recovery alternative. There are some extremely large leaching plants with grades that would be non-economic for some existing heap leach plants. Many factors, such as strip ratios, metal recovery and reserve size, determine what the ultimate plant design will be. The exact processing scheme that is used, is a multifaceted decision matrix, which gives the process metallurgist some job security. Precious Metal Recovery Using Flotation Flotation recovery can conceivably be used on any ore that has been ground. Many operations utilize gravity separation on the ore to remove native gold from the ore prior to sending it to cyanide leaching. "INTRODUCTION Since the introduction, several decades ago, of the first concepts of tunnel boring machines (TBMs), the unremitting increase of mechanized and automated tasks and the reduction of manual tasks carried out by human operators have gone hand in hand with the continuous improvement of these machines. In the present state of TBMs, the replacement of worn cutting tools is a critical, tedious, and dangerous manual operation especially for earth pressure balanced (EPB) and slurry TBMs. For such pressurized TBMs, hyperbaric interventions are used. They consist in replacing the pressurized soil/mud inside the chamber with compressed air that balances the face pressure. The operators can then ""dive"" into the chamber; however, because the human body cannot naturally undergo pressure changes, they have to follow strict procedures that have been developed for subsea divers, based on decompression stops. Indeed such interventions are actually quite often performed by professional deep-sea divers. The pressurized TBMS are consequently equipped with a manlock that allows for the required compression and decompression cycles. Hyperbaric interventions increase risk to the operators and require long decompression procedures that increase the TBM idle time and reduce its efficiency. At higher pressures, over 3.5 bar (ITA Report No 10, 2011), specific equipment and special gas mixes and/or saturation techniques are recommended (Lamont, 2012). Such procedures are even more expensive and time consuming although the duration of work in the pressurized area can be very limited for health and safety reasons. Contractors are therefore increasingly interested in automating these operations to reduce the risks to human workers and improve the TBMs performance. Moreover, the demand for new, ambitious and challenging tunneling projects (very deep, high pressure boring) is ever increasing, but the supply of suitable TBMs is limited and the risk from working in the hyperbaric environments becomes increasingly unacceptable. Impact of hyperbaric interventions The UK Health & Safety Executive has analyzed the consequences of working in intermediate pressure compressed air. The retrospective study of decompression illness (DCI) indicated that at certain pressures its incidence was around 2% of all exposures. More worryingly it showed that over 20% of the exposures commonly undertaken by shift workers in tunneling (those over 1 bar pressure for 4 hours or more) resulted in DCI. It was concluded that on some contracts up to 50% of shift production workers experienced DCI at some time during the contract, a situation which was considered to be wholly unacceptable (Lamont, 2006)."

"Risk management in tunneling is more important today than it was a few years ago, considering increasing demands for safety and environmental and socio-economic sustainability, which are now required by citizens, owners, lenders, and insurers. Moreover, our current risk management philosophy should not only address risk avoidance and mitigation, but should also be used as a means of value creation, benefiting the overall project. Given the strategic implications of risk management, the authors intend to present, in this paper, a comprehensive overview of references and experiences from current practice—e.g., what is missing or weak, as well as possible or necessary developments that can have a key role in implementing effective risk management, particularly for a project’s design and construction phases. Therefore, as God has set some things in broad daylight; as he has given us some certain knowledge, though limited to a few things so, in the greatest part of our concernments, he has afforded us only the twilight, as I may so say, of probability (John Locke) PREFACE Many large-scale engineering and construction projects suffer millions of dollars in cost overruns, delays in design and construction, and operability troubles once finally completed (Edward W. Merrow, 2011). The undesired effects of these problems can become disastrous for large-scale megaprojects (those that typically cost US$1 billion or more), particularly considering that these are increasingly used as the preferred delivery model for infrastructure (Bent Flyvbjerg, 2014), often in public-private partnerships (PPPs). McKinsey G.I. (2015) has estimated that bridges and tunnels average 35% in cost overruns, and roads 20%. Some of the values published by Flyvbjerg (ibidem, 2014) for projects with relevant underground elements are the highest, with cost overruns from 60% to 300%. The analysis of 32 other case histories (from 1994 to 2010) given by Hartmut, R. (2011, IMIA Annual Conference, Amsterdam) indicates an average increase of costs around $55 million, with a 20-month average delay."

Many Latin American countries are facing a scarcity of water. As such, infrastructure decisions are quite different from those made in parts of the world that experience a positive water balance. In the latter case, the water treatment approach tends to be ?treat and discharge.? For Latin American regions facing the challenges that go with a negative water balance, the focus is on resource optimization and reuse. Historically, the water challenge has had a significant impact on economic development in Latin America, especially in sectors such as mining, where water usage is high. At the same time, countries such as Chile and Brazil are major development targets for mining and oil and gas operations. Given the water supply challenge, industry is increasingly turning to technologies and processes that maximize water recovery and reuse. With sulfide precipitation and ion exchange water treatment processes for example, it is possible to treat and recover more than 99 percent of water for reuse onsite. These technologies have been applied successfully in other regions of the world where water conservation practices are essential to economic survival.

"The digestion of minerals in strong acids or at elevated temperatures can result in the release of large amounts of silicic acid which can polymerize in solution to form colloidal silica and gels. Colloidal silica can cause a number of problems including interfering with flocculation, initiating crud formation in solvent extraction (SX), decreasing SX extraction kinetics and increasing SX phase disengagement times. Huntsman’s POLYSIL® polyether coagulants have a “lock and key” relationship with the surface of colloidal silica to help lower the concentration of these particles in solution, improve process efficiency and reduce reagent losses by minimizing crud formation. This paper investigates some of the issues caused by colloidal silica in hydrometallurgy processes and illustrates how the use of POLYSIL® coagulants has helped to improve process outcomes. INTRODUCTION Coagulation differs from flocculation in a number of ways. Coagulants are relatively small molecules that modify the surfaces of fine particles, weakening repulsive forces between them and allowing particles to stick together, while flocculants are generally molecules that are large enough to bridge the boundary layers between the particles. With flocculation, addition rate and mixing all make a difference to the flocs formed. Coagulation, on the other hand, is an equilibrium process. With coagulation it is only necessary to achieve good mixing, and coagulates will form as Brownian motion pushes the particles into each other. In real systems, this process is complete within seconds. Huntsman’s POLYSIL® polyether based coagulants have a strong affinity with the surface of colloidal silica formed by the polymerization of silicic acid. While silica found in minerals has a low aqueous solubility, large amounts of silica as silicic acid can be released as these minerals are digested in strong acids at elevated temperatures. The solubility of free silicic acid is about 150 ppm under pH conditions typical in acid leach environments (1), so the bulk of the silica will polymerize in solution to form colloidal silica. Colloidal silica can pass through a hydrometallurgy process without affecting any of the operations. However, it can cause a number of problems. These include gelling in a leach, interfering with flocculation or crystallization, initiating crud formation (2,3,4), decreasing extraction kinetics and increasing phase disengagement times (5,6) in solvent extraction. In these cases, coagulating the silica with POLYSIL® coagulants can reduce or eliminate the problem by enabling these particles to be flocculated and removed from the solution."

Rock mechanics models are “data-limited,” i.e., one seldom knows enough about a rock mass to use computational models unambiguously. Statistical methods, however, are capable of being applied where there are good data but a limited understanding of certain natural phenomena, such as the creep of rock salt or elevated risk domains associated with violent failure of strata commonly referred to as coal bumps and coal bursts. Important to these evaluations are (1) having statistically valid data collected consistently and (2) incorporation of analytical calculations for quantifying geologic, mining and particularly geotechnical variables. By combining the strength of the statistical and analytical models, an improved “hybrid” model is created and utilized. To demonstrate the use of hybrid statistical-analytical techniques in rock mechanics problems, three case studies are used. The first case study involves a historic examination of a nuclear waste repository in rock salt, where mathematical models are built using excavation con- vergence data to identify significant variables and estimate future deformation and stability. This case study uses the convergence rate at up to 121 locations of different ages and geometries using monitoring data over the facilities' footprint excavated through 1998. The second case study focuses on ongoing analysis of coal burst mechanics and associated factors. Within the last three decades, a hybrid statistical-analytical methodology has been applied for identifying significant factors affecting coal bursts. This final hybrid model utilizes data from 30 case studies from Utah, Colorado, Kentucky, and other Eastern U.S. mines providing predictive capability for the entire United States coal fields. The last case study is the assessment of Castlegate Sandstone escarpment stability using historic data collected over 17,000-ft of sandstone escarpment exposure in the vicinity of longwall operations in Utah. Results from all three case studies are used for demonstrating the utility of the method in solving ground control problems.

Recently, the North American mining industry experienced a severe recession, forcing managers to take dramatic steps to cut costs and compete in the difficult international market. Some of these steps were closing mines, reducing work forces, renegotiating wage agreements, and purchasing the most productive equipment. Managers are now looking beyond these traditional avenues and are focusing more on advanced technology. In the present environment, it is essential that mine operators obtain the maximum use of capital expended on equipment. However, mine workers do not obtain maximum efficiency or productivity from equipment because the adverse and hazardous mine environment impedes human performance. Also, the efficient use of large, complex machines calls for levels of precision that many times are beyond the capability of even highly trained miners. A possible solution to this problem is a machine that mines without operators - autonomous mining machines. However, numerous problems confront researchers who are attempting to develop such equipment. Some mining tasks are not always composed of a series of cyclic motions readily performed by factory floor robots. In addition, mining takes place in the geological environment where conditions are highly variable and unpredictable. As a result, these machines must be able to sense and adapt to variations in operating tasks and environment. Considerable autonomous vehicle research has been completed, especially for defense. However, autonomous vehicle (AV) technology has not advanced to practical application yet (King, 1988) and mining research is necessary in areas: representing mining specific knowledge; •analyzing and reasoning about sensor data in the mining environment; and •discovering completely new mining methods or new approaches to existing methods that become apparent when we remove the constraints imposed by the necessity of human operators. A specific machine, the LHD, can be used to show the problems for researchers who are attempting to develop autonomous machines for mining. This author chose the LHD because it can borrow concepts developed for autonomous navigation by military programs. But considerable mining research is also required. Furthermore, studies done at the Henderson mine, in Colorado, show autonomous LHD 's promise cost and safety benefits (King, 1988). At Henderson, LHDs load ore from draw points, tram to an ore pass, dump and return, or switch to another draw point. An autonomous LHD must sense vehicle position along the route, relate sensor data to stored-map information, to determine location, follow drift center lines, plan paths between dump position and initiate appropriate control commands, sense vehicle operating status and vehicle health, key on features or targets for special tasks like high speed turns, perform end of travel tasks (loading and dumping), and detect and avoid obstacles. These goals are similar to those for shuttle cars, trucks, and front-end loaders. Therefore, much of the technology is transferable. Each Henderson LHD extracts six to 40 dippers from each of a series of draw points. The LHD transports the ore to an ore pass within 55 m (180 ft) of the draw point, making the longest round trip 110 m (360 ft). The LHDs have very fast hydraulic dumping and loading systems that reduce the round trip cycle to less than one minute. Even though the LHD is capable of 500 trips per shift, the average production is 300 dippers. Man trip and lunch reduce available operating time to 6.5 hours per shift. Mucking difficulties (setting large boulders aside), operator breaks for activities like talking shop, and cleaning and smoothing roads further reduce operating time. Supervised autonomy can reduce the number of operating units by increasing operating time per shift since computer controlled machines can operate during lunch and between shifts and reduce operator errors. If dippers per shift increase from 300 to 350 (long-range goals are 500 dippers per shift), constant production requires only 10 operating LHDs and two spares. Manpower requirements drop from 24 to four by controlling five machines from one workstation. A review of technology available from the Autonomous Land Vehicle, the Advanced Ground Vehicle Technology, the Ground Surveillance Robot, and other programs, show the following differences between others work and mining industry needs: •If we focus initially on mobile haulage vehicles, we can navigate from a map. We do not need to explore. •We can modify the environment to reduce the navigation requirements. •We have a harsher environment than any of the research programs have encountered. •Our equipment must operate faster and more precisely than present AVs. •Our equipment must operate reliably over long periods of time. •We must have better onboard machine health monitoring and diagnostics. •The AV programs do not address geosensing. •The major AV programs are not cost-effective. For example, we cannot afford the computer power for robust image processing, yet. To computer control an LHD, we must replace the guidance and monitoring skills of experienced operators with sensors, computing hardware, interfaces, and several software mod¬ules. The mining sector, which is important in terms of raw-material and energy supply, is seen as a sector with high number of fatal accidents compared to other sectors. In this century of heightened occupational health and safety awareness, it is important to review past accident statistics and analyze current deficiencies using the information in inventory. Although there are many studies assessing occupational accidents occurring in the mining sector, there are few studies using the nonparametric linear programming method. There are many input and output parameters related to occupational health and safety. Nonparametric linear programming method has been found to be useful because it provides simultaneous evaluation of these input-output parameters, does not require functional form in the analyses and provides guidance on the improvement needed by the related parameter. However, this method analyzes data using a single period of time and does not take into account any changes in efficiency over time. In the literature, there is no study in which the change of occupational accidents occurring in mining and even other sectors over time is examined and the Malmquist total factor productivity index (MPI) is used. Within the scope of the present study, the aim was to examine the change of occupational accidents occurring in Western Lignite Corp. in Turkey, where underground and surface production methods are applied, between 2005 and 2018. It is the first time MPI is used to examine the change of occupational accidents over time. The DEAP 2.1 computer program written by Coelli [1] was used in the solution of the models [2].
