The environmental impact assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another increasingly common evaluation system for proposed projects is the environmental, social and health impact assessment (ESHIA). An ESHIA differs from an EIA for its generally more comprehensive and inclusive approach to evaluating potential impacts, such as on public health, and other features such as an ecosystem services approach to assessing biophysical and community impacts. An ESHIA may also be required by certain lenders for financing major projects. In this paper, EIA standards for the province of Alberta, Canada are discussed and compared to ESHIA. It concludes with several recommendations for consideration.

Introduction Compania de Carbones de Chile (Cocar SA) has brought into production Chile's first large-scale, open-pit coal mine, located in the Magellan Province. The US $65 million project includes a 1.1-Mt/a (1.2-million stpy) subbituminous steam coal mine and a mechanized bulk loading marine terminal with water depth sufficient to receive 60 kt (66,000 st) Panamax vessels. The loading terminal will be one of the largest in Chile. The Pecket coal project is expected to save Chile about $40 million in energy production costs and a further $100 million in oil imports, or about 25% of the country's oil import costs. Pecket coal will generate electricity for Codelco and will also supply general electricity needs for northern Chile. The Pecket coalfield is located on the Brunswick Peninsula, about 30 km (19 miles) northeast of Punta Arenas, the provincial capital, as shown in Fig. 1. Pecket is part of a large, coal-bearing basin. It extends from Punta Arenas 250 km (155 miles) north to Puerto Natales and across the border into the Rio Turbio coalfield in Argentina. In recent years, considerable advances have taken place worldwide in the design and construction of first tunnel linings. With these advances, there is a tendency to move away from traditional support that includes heavy open profiles of rolled steel arches, to a lighter solution with the use of an optimized tubular steel cross section rib, and shotcrete reinforced with steel mesh and/or steel fibers, providing a continuous support (Lunardi, 1982). The development of tubular ribs has provided greater design options, increasing flexibility to engineers and contractors while providing a efficient and cost effective construction method. In this article, the authors describe numerical and experimental investigation on this problem, suggesting as a new first lining steel arch design approach by using tubular ribs cross section as new technical solution for first lining underground support.

Tailings, or flotation waste, formed during copper production may be considered in the class of valuable wastes because of the amount of copper they contain. With the decreasing grade values of copper ores, the utilization of wastes like tailings that carry certain amounts of copper as secondary sources has become a necessity in both the economic and environmental senses. This study was carried out with the aim of using ammonium derivatives for the recovery of copper from tailings waste produced during copper production and utilizing their complex formation characteristics. In the conditions of six hours of leaching at 30 °C in the presence of 22.5 percent ammonium hydroxide and 100 g/L ammonium persulfate, 91.47 percent of the copper was transferred into the solution, while iron was not transferred, indicating that copper can be selectively recovered from tailings.

The thiosulfate, effects copper of concentrations of and ammonia ou the extractlon of gold from sulfide gold concentrate have been studied. The experimental results showed that it is possible to reduce thiosulfate concentration. Above 95% of gold extraction was obtained in O. 2M thiosulfate leaching solution in two hours under the suitable conditions. Therefore, the process of washing residue was simplified, the consumption of thiosulfate and the loss of thiosulfate carried were reduced. by washing residued.

"Shin-Yokohama station (tentative name), one of the station of the Sotetsu - Tokyu through line (ST line), is under construction by the OPEN – CUT method. The Underground Soil–Cement Steel Diaphragm Wall is implemented as an earth retaining wall. This earth retaining wall is utilized as a main body of a subway station. It is the first time to utilize this earth retaining wall as the main body. There are two difficult issues for this project. One is that this station is planned under busy major road and there are many underground utilities, for example, an electrical transmission line. Because of that, construction area is limited. The other is that this station is located in a thick soft clay layer. This layer has a high risk of consolidation settlement because of draining during main excavation. Thus, high water tightness is required for this earth retaining wall. This paper reports design and construction methods for the Underground Soil–Cement Steel Diaphragm wall introduced as a part of the body of the subway station.1. OUTLINE OF SHIN-YOKOHAMA STATION 1-1. Location and structure of Shin-Yokohama Station Shin-Yokohama station is an intermediate station on the ST line connected to the Tokaido-Shinkansen bullet train, the JR-Yokohama line and the Yokohama Municipal Subway. Access to Tokyo and the Tokaido- Shinkansen from the eastern part of Yokohama city will be improved by this project. In addition, the number of estimated passengers of this station is one hundred thousand people/day because a soccer stadium (Nissan Stadium: 72,000 people), a huge indoor arena and a hotel are located in this area. This station consists of 4 stories and 3 spans (Max width; 29m, Depth; 33m, Length; 325.5m). Completion image is shown in Figure 2. Generally, stations have 1 platform and 2 trucks. But this station has 2 platforms and 3 tracks because some of ST line trains return at this station and a train deadheads from Hazawa station to this station in an emergency. This station is planned as 4 stories underground station, and the platform is on the lowest story. The reason why this station is in such a deeper position is to prevent the alignment from interfering with the Yokohama Municipal Subway station and foundation piles for bridge piers existing along the alignment. Even under the constraint conditions, earth covering should be shallow as much as possible. As a result, the tunnel edge is very close to the foundation pile, and the gap is only about 2m (Figure 3). In addition, passengers will be able to change trains easily from the ST line to the Yokohama Municipal Subway or vice versa at this station."

Eldorado Resources Ltd.(ERL) uses a solvent extraction process for the processing of uranium ores. The solvent extraction plant consists of 4 extraction and 5 stripping stages with regeneration carried out as required (Wyper, 1982). Extraction is carried out with a solvent consisting of 4.5 vol % Alamine 336, 4.5 vol % Isodecanol and 91 vol % kerosene. The extraction step can be represented as In equation (1).

Efficient separation of naturally hydrophobic gangue, such as talc and carbonaceous materials, from sulphide minerals in flotation is becoming a significant challenge in many processing plants due to the need to process lower grade and more complex ores. Considering the hydrophobic nature of these gangue minerals, prefloating them at the beginning of the flotation circuit in the absence of collectors and rejecting the concentrate is a common practice to remove these gangue minerals. However, sulphide minerals, such as chalcopyrite, can become naturally floatable due to surface oxidation and therefore may float together with naturally hydrophobic gangue. In this study, a new approach was developed to maximize the prefloat of hydrophobic gangue while minimizing the loss of sulphide minerals. The new approach introduced a prefloat cleaner stage where sulphide minerals recovered to the prefloat concentrate was depressed and separated from other hydrophobic gangue minerals at a low pulp potential with the prefloat cleaner tailing fed back to the main sulphide flotation circuit. Flotation tests were conducted using chalcopyrite and organic carbon. The results show that the proposed approach can significantly reduce the loss of valuable minerals in the prefloat flotation without affecting the reject of naturally hydrophobic gangue. Applying pulp potential control at the prefloat cleaner flotation stage also reduces the consumption of reducing agents while minimizing the effect of reducing agents on downstream rougher flotation.

This study aimed to identify a way to reduce the use of bentonite in the pelletization of magnetite. With this goal, different combinations of binders were compared to bentonite by examining the quality of pellets obtained by balling drum agglomeration. Pellets were subjected to routine tests that included simple compression of the wet and dry 105°C pellets, dropping wet pellets to determine their ability to survive handling and submitting pellets to thermal shock to determine how they tolerate drying and preheating. The best results use sodium silicate (1.5%) as a binder and show that it is possible to pelletize iron ore without using bentonite.

In-situ mining of hard rock deposits will only become successful as we understand the engineering parameters involved and the design limitations they impose. As recognized by Wadsworth1 the most critical area is the enhancement of permeability in a hard rock mass. Along with creating permeability, the appropriate flow and fragment size conditions must be generated to insure economic rates of mineral recovery. In this article our interest is confined to true in-situ processes in which boreholes are drilled from the ground surface or a mine drift to deeper strata. We assume that fractures and permeability enhancement will be due to explosives detonated in boreholes. Other techniques such as hydraulic fracturing do not produce the necessary size distribution to promote economic extract ion rates unless the medium is already highly fractured and interconnected. Notable exceptions where hydraulic fracturing is applicable are many oil, gas and salt deposits. For many in-situ processes, an array of explosive charges offers the opportunity of creating a distribution of many fractures not achievable by other techniques. Such a situation would be suitable, for example, to in-situ mine hard rock gold, uranium, copper or oil shale deposits and may enhance oil and gas recovery in certain situations. The purpose of our article is to review and extend the explosive permeability theory of McKee and Hanson 3,4,5 and to apply its results to derive design parameters suitable for in-situ mining.

INTRODUCTION The paper presents a broad overview of the geotechnical site studies required for siting uranium tailings dams. These studies, which are interdisciplinary in nature, touch upon such related fields as: hydrogeology, hydrology, and seismicity. Tailings dams are commonly used to develop tailings ponds for the storage of the waste products generated by mine milling operations. In the past, most tailings ponds have been developed either above ground on dry land, or in existing lakes. In the United States a majority of the uranium mines are located in arid or semi-arid regions and past practice has been to store the wastes above ground on dry land (1,2). Currently, the United States Nuclear Regulatory Commission (N.R.C.) recommends below ground disposal of uranium waste products, although they indicate that they will consider above ground alternatives (3). In Canada many of the existing uranium mines are located in a wet environment and past practice has been to use small lakes and depressions as tailings ponds (1,4). However, current practice in Canada leans towards above ground, dry-land storage (5,6,7), and the Atomic Energy Control Board (AECB) guidelines (5) indicate this to be the preferable method. In B.C., where a moratorium on uranium mining has been declared by the Provincial Government, there are no existing uranium tailings ponds. However, both the formerly proposed Birch Island and Blizzard uranium developments would have used dry land storage. Most of the existing non-uranium mill wastes in B.C. are stored behind tailings dams on dry land. The waste products delivered to the tailings pond comprise, the ground-up rock that remains after most of the uranium values have been removed and the excess chemicals used in the milling process. These waste products, which are called "tailings", are normally mixed with water to produce a slurry and then pumped to the tailings pond. Since the uranium recovered constitutes only a small percentage of the ore (usually less than 1%) (8), large quantities of waste rock and associated transportation water are discharged into the tailings impoundment area. Consequently, relatively large tailings pond areas are required for the uranium tailings. In recent years, major advances have been made in the design, construction, and operation of non-uranium tailings storage facilities (9,10,11,12,13,14, 15). This paper presents a methodology for long-range studies of petroleum supply, to meet projected demands, that involves modifications of procedures used previously. This paper continues a series of papers on this general topic in the AIME, the most elaborate recent one being that by Warren Davis given in February 1958. The procedures considered here begin with the assumption that the governmental framework of regulations and taxes remains fixed- but that price changes. After .these procedures have been reviewed, the effects of changing certain governmental controls, will be considered in order to judge their potential effects on future supply. This is an essential step because controls cannot be expected to' remain static in a situation changing as much as the petroleum. industry and because such changes are within-the scope of alternative ways of adjusting to impending problems. The first procedure begins with: a) trends in drilling success, b) relation between field income from oil and gas and footage drilled, c) declines in capacity from production, d) trends in capacity of new and producing wells, e) all monetary values are in constant 1958 dollars, and f) target amounts of domestic crude petroleum production. 'From these components projections are obtained of: 1) numbers of future producing wells required, 2) footage drilled, 3) new wells drilled, 4) crude oil found, 5) capacity of producing wells, 6) completion costs, 7) finding costs, 8) production costs, and 9) average wellhead crude oil price consistent with the footage-field income relationship.

The Emerald Mine No. 1, located in southwestern Pennsylvania is presently owned and operated by Cyprus Minerals of Englewood, Colorado. High volatile bituminous coal is produced from the Pittsburgh No. 8 seam by both longwall and continuous mining methods. The coal is then mechanically cleaned on site utilizing a combination of heavy media separation and froth flotation methods prior to shipment to both the metallurgical and steam coal markets. The Emerald Mine is presently producing 2.8 million raw tons per year, while liberating approximately 6.5 million ft per day of methane. In light of the methane liberation rate, ventilation requirements have been significant and have always received utmost priority and consideration. Figure 1 shows the locations of the current and proposed shafts. Emerald utilizes two Joy (Model M120-58-880) axial vane fans on shafts No. 1, No. 2R, No. 3R. (one operational, one stand-by) The use of computer simulation of various ventilation networks was initially employed during the design stages (1975-1977) and has been utilized through the present. Obviously, the initial planning, under the ownership of Lykes Resources, was strictly theoretical. All the quantities were proposed and the resistances were based on prior simulations of other mines and mathematical formulas. However, once the mine was moderately developed, actual values were recorded and utilized. The first significant studies of problems related to the handling and storage of bulk solids were reported at the end of the nineteenth century. Early work originated from the necessity to store large quantities of grain and was concerned mainly with pressures affecting the structural design of silos and bins. The Janssen formula (about 1898) and the work of Ketchum [1] form the highlights of that period. In more recent years, progress in mechanization, increasing plant capacities, and rising costs of labor have focused the attention of engineers on the problem of gravity flow of bulk solids. A great deal of work has been done with models, and flow patterns obtained in small scale bins have been described in several publications, for example [2, 3]. An attempt to develop a theory of flow of bulk solids was reported in 1954 [4, 5, 61 and presented to the in a paper [7] in the same year. AIME recommended the continuation of this work and, as a result, Engineering Foundation granted a sum of money to set up a Bulk Solids Flow Laboratory. Two and a half years ago the project gained the support of the University of Utah and a laboratory was set up on the campus of the University. This project is now in progress, it has received the support of the American Iron and Steel Institute and of Kaiser Engineers, Division of Henry J. Kaiser Company. The results obtained to date are summarized in this report.

Eastern Mesabi taconite is one of the hardest rocks known, but fortunately it shows little tendency to pack in the crushers, when the minus 5/16 inch material is removed. The crushing circuit is essentially as shown in the Engineering and Mining Journal article, "Reserve's New Taconite Project", dated December, 1956 except that the grizzly screen between the two stages of gyratory crushing has been eliminated. The Reserve operating staffs aim is to utilize the crushing equipment in such a manner that the maximum tonnage of taconite can be crushed to the required size at a minimum cost. As is readily apparent, the primary consideration is to produce a desired size product, with the other operating factors to be balanced, thus achieving the best setting for each crusher. Much effort has been expended toward the development of a satisfactory sized material for feeding the rod mills. The characteristics of this feed must allow the following situations to be handled by the existing equipment: 1. The material being fed to the rod mill must be such that it can be fed into the unit with the proper quantity of water to maintain the correct density within the mill. 2. The rod mill must produce a product from this feed which can be handled without difficulty by the magnetic cobbing and ball mill circuit. 3. The incidental tramp must not exceed that quantity which can be handled easily after the rod mill and after the ball mills.

The alchemists of old are remembered well for their tireless efforts in attempting to convert various common metals, such as lead, into gold. Not so well known generally, but no less intense, have been the efforts of certain individuals who attempted to manufacture diamonds over the last 100 years. Diamond, the most glamorous and permanent of gems and the hardest industrial abrasive, is carbon in a high-density unique crystalline form with a cubic structure and a density of 3.5. This contrasts with graphite at a theoretical density of 2.2 and possessing a hexagonal structure. Diamond is the hardest natural, material known and until very recently had no close competitor, natural or otherwise, with respect to hardness. The hardness of diamond exceeds that of any other industrial abrasive by a factor of approximately five. The early theories of diamond synthesis were rather vague. Since diamonds occurred in nature, man then looked to nature for clues as to how this might be accomplished. The original known diamond deposits of India are alluvial in character and provided little insight as to how diamond had been formed by nature, for in, these locales the diamonds have been washed by streams or carried by the glaciers long distances from the areas in which they occurred originally in the earth's crust. As a matter of fact, we are told that even today the locations of the mother ground for the Indian alluvial deposits are not known.

Impervious zones in copper waste heaps create a problem in contacting the rock with leaching solutions. These zones are normally associated with compacted layers .formed on the surface of each lift by dump truck traffic and by disintegration of the rock exposed to atmospheric conditions. These layers are usually only a few feet in depth--but, nevertheless, act as barriers to vertical flow causing the leach solution to perch in the heap, Consequently, much of the rock remains untouched and the leach solution breaks out the side of the heap instead of continuing downward to bedrock. One solution to this problem is breaking the hard pans with explosive charges. However, to use explosives means adopting new explosive materials and methods. To use this process successfully requires finding answers to operating conditions inherent to waste heaps. Foremost among these are: (1) type and size of casing that can be used because of limitations brought about by drilling problems, caving and, corrosive conditions; (2) perforating the casing at required levels; (3) an explosive capable of being pumped; (4) obtaining detonation of the, main charges through, the wail of the casing; (5) an explosive with the ability to propagate through the voids of the rubble and one which is not affected by water, acidic solutions, or back pressure conditions from hydrostatic heads; (6) to heave and rupture the compacted zones without chambering or recompressing the waste material.

The Greenwich Collieries Co. is a subsidiary of the Pennsylvania Mines Corporation, and a wholly owned subsidiary of the PP&L Co. which serves the northeastern portion of Pa. PP&L annually consumes about 11 million tons of coal per year and is the largest consumer of both bituminous and anthracite coal on the eastern seaboard. Development work for Greenwich started in 1969. The coarse coal plant was constructed in 1970, with the raw fines bypassed. This worked very well for our requirements at that time; however, the Greenwich mining plans were extensively changed, longwall mining units were installed and low coal was encountered, resulting in dirtier coal, a finer coal and an ever increasing ash in the shipped product. All this demanded a more efficient ash removal process for the fine coal fraction. In 1971, the Pennsylvania Department of Environmental Resources and the Federal Environmental Protection Agency were pushing for the now stringent sulphur emission limits at our power plants. The Greenwich Mine coal reserves contained large quantities of 3.5 to 4% sulphur along with some low sulphur reserves. It was, therefore, essential that any new plant have the capability of efficient sulphur removal to meet the Pennsylvania Department of Environmental Resources and the Federal Environmental Protection Agency required limits. To meet these limits our design would have to be capable of producing a product of 2.0% sulphur or less.

Spirals, the most common equipment for the separation of heavy minerals such as chromite, are greatly affected by size distribution and the liberation degree (hence the specific gravity and size) of the feed particles. In this study, the efficiency of spirals in separation of low-grade chromite particles has been investigated by studying the distribution of grade, size distribution and liberation degree of feed, concentrate, and tailings of spiral. For this purpose, mass balance constraints were applied to the spiral-containing chromite processing circuit. Afterwards, the grade variations and size distributions have been investigated. According to the results, when the feed to the spiral has a larger size distribution, the enrichment ratio of the feed is 1.32 and, with the smaller feed size, this value has increased to 1.99. When the spiral feed has a larger size distribution and higher specific gravity, the recovery of chromite increases with increasing particle size up to 250 microns, and then with increasing particle size, recovery decreases with a relatively steep slope. Evaluation of spiral efficiency with respect to particle liberation degree has also shown that despite the high degree of liberation of spiral feed in size fractions smaller than 75 microns (88.9%), the liberation degree of spiral concentrate and tail in this faction is equal to and less than that of feed, which can indicate poor spiral performance in these size fractions.

Ambient electromagnetic (EM) noise (natural or manmade) is a major limiting factor for the design and operation of many electronic devices, including through-the-earth (TTE) communications and tracking systems. Extensive studies on EM noise were conducted by the US Bureau of Mines in the 1970s and 1980s. Changes in the design and operation of electrical equipment since then, however, have resulted in changes in the EM noise environment. This paper reviews past research on surveying EM noise in the extremely low-frequency (ELF) and very-low-frequency (VLF) bands, which are the operating bands for TTE systems, and introduces a new battery-powered, rugged, portable measurement system for surveying EM noise in mining environments. Examples of surveyed EM noise measurement results in and above an active underground coal mine, using the new system, are presented in terms of absolute magnetic field strength levels. A new metric, average noise level (ANL), is introduced to characterize the noise level relative to a particular frequency band for a specific location. It is found that EM noise in mining environments varies significantly with time and location. EM noise levels at frequencies of 30 Hz that shifted from power harmonics (e.g., 90, 150, 210, 270 Hz) are relatively low and their variation with time can be statistically modeled by a Gaussian distribution. The conclusions and findings presented in this paper can help better design and operate TTE communications and tracking systems in underground mines.
