The Waste Isolation Pilot Plant (WIPP) is adding a third fan to supplement its two existing main fans. The third fan will operate in parallel with the two existing fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, NM, is a US Department of Energy (DOE), Carlsbad Area Office, facility that is designed to permanently dispose of US defense-generated transuranic waste in a deep, bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for modifying, supplementing or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel et al., 1997) to identify and quantify operational concerns, evaluate possible alternatives and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness and improving system performance. The fan installation project accommodates several operational and scheduling con¬straints. WIPP was scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP 's ability to declare facility readiness. Therefore, operational disruptions during the system tie-in had to be minimized. All engineering for the project has been com¬pleted, and physical modifications were begun in July 1997. "INTRODUCTION In his landmark Society for Mining, Metallurgy and Exploration (SME) 2000 writing, “Theory and Design of Sandwich Belt High Angle Conveyors According to The Expanded Conveyor Technology” J.A. Dos Santos generalized the belt conveyor technology to include all possible variations and augmentations including, particularly, multiple belts along a common carrying and/or return path as is the case most notably in the sandwich belt high angle conveyor technology and belt-on-belt type intermediate (booster) drives. Figure 1, excerpted from his writing, represented the proposition of the generalized “Expanded Conveyor Technology,” abbreviated ExConTec.This formed the basis for the generalization which was completed in theory and in math before 2000 and presented by J. A. Dos Santos at the Y2K SME Annual Meeting. The writing can be found in the SME library (Dos Santos J. A., January 2000). While Figure 1 with the supporting mathematical development solved the generalization, it failed to identify the variation that would prove to have the greatest significance. As with most significant developments, necessity is the mother of invention. This is the case with the Adder Snake belt technology, the subject of this writing. BACKGROUND The concept of elevating bulk materials at a high angle using the sandwich belt concept was first introduced in 1951. That introduction did not produce any lasting success. Commercial success was achieved in the 1970s with the Loop Belt, a sandwich belt elevator of C-shaped profile developed by Stephens Adamson of Canada. The Loop Belt was and is the vital element of a conveyor based self-unloading ship system. Such self-unloading ships have had great success achieving unloading rates above 10,000 t/h with Loop Belts of width to 3,048mm (120”). Being strictly of C-profile, Loop Belts could not be adapted to the general high angle conveying path which is predominantly along a straight incline. It was the success of the Loop Belts that inspired the Dos Santos Sandwich Belts of the 1980s. These expanded the Loop Belt capabilities by producing endless elevating profiles that could take the most direct and/or conforming path between the loading and discharge points. Sandwich Belt high angle conveyor systems have seen great success through the years, with more than 200 installations throughout the world."

Normally I would like to begin a talk on photogrammetry by defining the word. However modern technology has changed the science so radically that it bears little resemblance to its original definition. Photogrammetry as defined is a science of taking accurate measurements from photography. Today's photogrammetrist, in addition to working with photography, finds himself working with magnetometers, infrared scanners, radiometers, holo¬graphy, lasers, side-looking radar, digital interfaces, computers and countless other modern space age concepts. The modern photogrammetrist is a pilot, photographer, lab technician, mathematician, geologist, programmer, engineer, physicist, and cartographer. His modern instrumentation and many spheres of activity all have a role in the environmental sciences. For example, the magne¬tometer which measures the earth's magnetic fields is used to locate the earth's ore deposits. The infrared scanner captures the heat emitted from the earth to detect ground waters and thermal pollutions. To elaborate on each of his many endeavors would take volumes rather than this short paper. I have elected therefore to discuss what I feel is his most important role in the environmental sciences - that of cartographer.

The practical consequences on the likely corrosion behaviour and associated electro- kinetic particle-particle interactions (which affect stability to sedimentation) in the suspension, are discussed.

The recently enacted federal surface mine law (P.L. 95-87) will increase further the complexity of securing a reclamation permit. This law intensifies the need to present the required reclamation plan in a thorough and comprehensive manner. One plan format, that used in construction performance contracts, offers promise of filling this need. Reasons for using the format of expressed, bilateral, negotiated contracts common to the contruction industry, and the salient aspects of an application which uses this format are reviewed. Advantages of this procedure are seen to be improved mine planning, awareness of the total design job, potential for improved speed of permit acceptance and improved cost control.

CORESafety ‘One of the best’Launched by NMA in 2011 and moving forward ever since, CORESafety is driving continuous improvement in safety and health performance among participating industry companies by shifting from a command-andcontrol regulatory approach to a risk-based systems approach built on the Plan-Do-Check-Act model (Fig. 1).Considered an exemplary safety and health management system, NMA’s CORESafety system helps mining operators change their approach to safety and health management by enhancing the safety and health culture throughout their organizations. Although it is challenging to consistently and completely control all the factors and variables occurring in daily mining operations, experience has shown that applying systematic controls to as many variables as possible is the most successful approach for improvement in mining safety and health.When embarking upon the development of the CORESafety framework, NMA’s leadership set an ambitious goal to eliminate fatalities and reduce the injury rate 50 percent in five years, or the “0-50-5” goal. While the goal has not been met yet, the steady progress has been extraordinary with fatalities among participating companies dropping 45 percent during the period 2011-2015 (Fig. 2). Data also demonstrate that, as participating companies increase their level of implementation, total injury rates have also declined (Fig. 3).In a September 2015 interview with NMA, Penn State University mining engineering Professor Jeffrey Kohler praised CORESafety as “an inspired and timely program that brings together key elements to achieve safety and health goals.”"

Notwithstanding the fact that unsaturated fatty acids are used in preference to saturated acids for most flotation purposes, information regarding their collecting properties is sketchy. Keck, Eggleston, and Lowry1 reported in 1939 that the collecting power of fatty acids on hematite decreased in the order of oleic, lauric, myristic, palmitic, and caprylic acid. Keck and Jasberg2 described in the same year that "unsaturated oleic acid with 18 carbon atoms was a better collector than saturated stearic acid" for floating magnetite. Gaudin and Cole3 stated in 1953 that the double bonds of oleic and linoleic acid were not oxidized during the flotation of fluorite, whereas the double bonds of linolenic acid were measurably altered even after one single flotation step. In August, 1953, Hukki and Vartiainen4 concluded that the collecting power of palmitic, oleic, linoleic, and linolenic acids on ilmenite, magnetite, pyrite, and rutile increased with an increasing number of double bonds in the acid molecules. This was subsequently proved to be generally true for the flotation of mapganese5, phosphate6, and magnetite7. The above cited literature indicates that, prior to the present paper, only about ten minerals were tested with pure unsaturated fatty acids as collectors.

Although there has been an increased interest in the electrokinetic properties of coal (1) research on the subject is still in an early stage of development (2,3,4,5,6,7) To the author's knowledge, no electrokinetic studies have been made on coal lithotypes - particularly anthracite lithotypes. This paper presents the results of an investigation of the double layer properties displayed at the anthracite/water interface (whole coal and lithotypes) as determined by streaming potential methods, It is hoped that this investigation and related future investigations will provide correlations from which the surface properties of any coal can be predicted and then related to surface dependent processes such as froth flotation and flocculation. Another aspect of this research, undertaken to determine the physical and chemical parameters necessary for anthracite lithotype differentiation, was previously published (8). The number of parameters involved, lithologic, organic and inorganic, and the wide divergence of these parameters within an individual coal limits the practical utilization of the results, however, the results are of value and of interest in guiding theoretical developments. Keeping the limitations in mind, the results are analyzed in terms of their application to froth flotation processes and are used to indicate the feasibility of making a lithotype separation by flotation.

The mining industry is currently looking to better understand, anticipate, and be able to mitigate business and operational risks in order to deliver the rewards of risk taking, and to minimize the frequency and impact of risk on the downside. Assessing risk works from the premise that the identification and management of existing risks can be very challenging, especially when threats are not easy to detect, the likelihood of occurrence is difficult to gauge, and/or the consequences are uncertain. Some approach this as a ?check the box? task, even though fire and safety incidents continue to occur and investigations often find the hazard analyses did not properly identify the cause or consequence. You cannot engineer protective designs and safeguards for causes and consequences that have not been identified appropriately. For the mining industry, risk management is an important tool for making critical decisions and, in some cases, meeting regulatory requirements. Providing high-quality documentation that meets both regulatory and corporate requirements is critical for maintaining safe, uninterrupted mining operations. Risk management is a five-part process: 1. Identify the hazards and their causes, 2. Determine the hazard consequences, 3. Calculate the frequency of occurrence, 4. Quantify the risk associated with the system, process, or procedure, and 5. Provide feasible solutions for the risks

The choice of equipment to be applied to a given installation by the Application Engineer begins with the data as presented to him by the user. This point in the relationship establishes a communication link, which will decide whether or not the correct piece of Overhead Equipment is applied at the most economic advantage to the user. The role played by the user cannot be minimized. No one knows better than he, just what work he expects to accomplish with this piece of machinery. However, all too often, he oversimplifies the requirements, and along with minimal crane and building parameters, merely refers to one of the following crane classifications as defined by The Crane Manufacturing Association of America, as shown in Figures 1, 2, 3, 4, 5, 6 and 7. This approach places the ultimate user in an unfair position, since he has then assumed the status of the machinery designer and must, therefore, assume the responsibility of the success or failure of the operation of that piece of machinery. If the user selects a Class "C" crane for his job requirement, when actually a Class "B" crane can adequately handle the work load, he is not offering the most economic solution to his company and added little to the cranes service capabilities.

Many coal beds in the State of Washington, pitching as much as 90°, offer unusual mining conditions. This paper describes methods and safe practices of mechanized mining in pitching bituminous-coal beds that have attracted the attention of mining people from most of the coal-producing countries of the world. The development and use of continuous miners as part of the mechanized program apply particularly to the Roslyn-Cle Elum coalfield, Kittitas County, Wash. All three mines now operating in the field use continuous miners and during 1957 furnished 72 percent of the State's total coal production. Mining operations are now conducted in three coal beds of the Roslyn-Cle Elum field. The coal measures range from 3-1/2 to 20 feet in thickness and vary in dip from 5° to 45° in the localities where the coal is mined. Some safety measures adopted by-the principal operating company in the field during the past 30 years of mechanized mining follow: Use of only permissible electrical or compressed-air-operated equipment on other than intake air; providing and using an explosion gallery to test repaired permissible electrical equipment before taking it underground; use of only compressed-air-operated drill augers in preference to permissible

Implementing a Digital Twin at the San Xavier Mine Laboratory (Sahuarita, AZ), requires a network redesign with a robust architecture. The goal is to create an ecosystem in where all personnel and equipment can be monitored in real-time from the University of Arizona campus, visualizing the site in a digital terrain model. A wireless mesh will help to test robots with autonomous features. Expected outcomes include data retrieval and analytics, the evolution of communications and safety protocols, tele-operation, and an innovated approach for managing the site with new supervision challenges. A timeline with expected commissioning benchmarks is also included.

In April 1989, Southern Company Services signed a 3.5 year contract with DOE-PETC for generic engineering development of an advanced physical fine coal cleaning technology known as selective agglomeration. This technology offers the potential for significantly higher pyritic sulfur removal (90% +) than conventional coal cleaning (30 to 50%) while maintaining high Btu recovery (90% +). Engineering development will include bench-scale process development; component development; adaption or modification of existing unit operations; proof-of-concept (POC) module design, fabrication, testing and evaluation; and small commercial facility conceptual design. The information obtained during POC operation will be sufficient to result in a technical and economic design base that can support construction and operation of a small commercial plant. The major goal of the research is to develop selective agglomeration technology to achieve 90% pyritic sulfur removal while operating at Btu recoveries above 90% based on run-of-mine quality coal. This objective will be accomplished in two phases: Phase 1 -bench-scale and component development, and Phase 2 -POC module operation and conceptual design of a small commercial plant. Currently, work is proceeding under Phase 1 (Tasks 1-7) of the project. A review of the status of Tasks 1-7 is presented in this paper.

The disposal of the phosphate slimes produced by Florida beneficiation operations is perhaps the biggest single problem of the phosphate mining industry. This is an old problem which has not been solved and which is becoming increasingly severe. In a typical phosphate mining operation, the phosphate rock mined is initmately mixed with sand and clay, constituting what is known as matrix. During the beneficiation, the clay and other fine materials are separated usually at -150 mesh, and washed from the phosphate rock in a form of diluted slurry known as phosphate slimes. The quantity of slimes solids and their composition vary considerably with the location but usually represent from 25 to 35% of the ore mined. Because of the affinity that clays have for water, large volumes of water are required to separate the granular material in the matrix forming a dilute slime suspension (1.5 to 3% solids) of colloidal material, which settles very slowly, and thus requires immense impounding areas, which never becomes totally usable land. We studied yttrium extraction from untreated zircon sand processing waste tailings. Xenotime mineral as the rare earth element source with an abundance of yttrium (REY) was detected in sufficient grade for extraction. As much as 9.03% yttrium exists in zircon tailings (analysed by X-ray fluorescence spectrometry). The presence of yttrium was confirmed by X-ray diffractometry in xenotime minerals, which are yttrium carriers (Y-PO4). The purpose of this research was to determine the effect of leaching conditions on yttrium recovery from zircon sand after alkaline fusion treatment. Alkaline fusion was chosen to decompose phosphate into hydroxide in the xenotimemineral,which will reduce further required hydrometallurgical processing.Alkaline fusionwas carried out for 3 h at 450 °C, with a ratio of sodium hydroxide to zircon tailings sand of ~ 1:1. The alkaline fusion product was leached with water, followed by hydrochloric acid treatment to leach the yttrium. Yttrium recovery reached 87% under optimum conditions (60 °C, 1MHCl, and solid-to-liquid ratio = 1/10 for 7.5 min). A suitable model for yttrium dissolution with hydrochloric acid was diffusion through a solid particle ash layer. The calculated activation energy (EA) for this model was 20.21 kJ/mol.

Introduction Coal is the US's largest indigenous fossil fuel resource and is used to power 57% of this country's electrical generation (NCA, 1986). Congress, however, is focusing its attention on the acid rain issue and public sentiment is leaning toward further curtailments of SO2, NO, and particulates from utility and industrial coal-burning facilities. The Cool Water plant has proven that integrated-gasification-combined-cycle (IGCC) technology can reliably produce economical electrical power while limiting SO2, NOx, and particulates to a rate of only one-tenth of the federal New Source Performance Standards for coal-fired plants. Process water requirements at Cool Water are 40% less than those of a conventional coal-fired utility plant equipped with flue-gas desulfurization units for stack gas scrubbing, thus reducing waste water treatment requirements (Clark and Shorter, 1985). The IGCC technology employed at Cool Water has now been demonstrated to efficiently convert coal to electricity in an environmentally superior fashion. The Cool Water Coal Gasification Program is an unincorporated California association of six partners whose commitment is proving that the integration of gasification with combined cycle power production (IGCC) is commercially viable and environmentally safe. The 120 MW Cool Water plant began commercial production on June 24, 1984. The Program is operating it for a five-year commercial demonstration period. "Mine monitoring through various sensors is a vital component of successful miner safety and health programs. Data from environmental, geotechnical, infrastructure and other types of sensors are increasingly used to discover and mitigate health and safety concerns in underground mines. In many smaller underground mines, as well as in the new development headings of larger underground mines, leaky feeder communication systems may be the only available means to transport crucial monitoring data. In addition, data transport is increasingly being delivered using Internet Protocol (IP), while older forms of serial communication are being retired. This paper presents the selection, configuration and testing methodologies employed by researchers from the U.S. National Institute for Occupational Safety and Health (NIOSH) to integrate commercially available land mobile data radios into an existing leaky feeder communication system to provide IP data transport.IntroductionTo enhance the health and safety of their mining workforce, mine owners and operators are increasingly installing environmental monitoring and control systems in underground mines. Real-time, mine-wide monitoring is becoming a reality with the implementation of the Industrial Internet of Things (IIoT) into the underground mining industry (Zhou et al., 2017). However, not all underground mines, especially smaller mines and new development headings in larger mines, have the information technology infrastructure in place to handle the data transport requirements for the newer Internet Protocol (IP)-based technologies that are part of IIoT.This was the case with a mine in the Western United States. It lacked the infrastructure to perform critical monitoring in remote headings. Therefore, the mine partnered with the U.S. National Institute for Occupational Safety and Health’s (NIOSH) Spokane Mining Research Division (SMRD) to develop and evaluate a cost-effective solution for the real-time monitoring of geotechnical conditions in relatively remote sections of the mine. This paper describes SMRD’s solution to leverage the mine’s existing leaky feeder communications system to achieve IP data transport using commercially available land mobile data radios (NIOSH, 2013; Forooshani et al., 2013; Novak, Snyder and Kohler, 2010; Yarkan et al., 2009). The solution, fully evaluated in laboratory and mine environments, requires no modifications to the existing system, is economical, simple to implement, and reliable. It also allows for transition to higher-bandwidth IT networks, such as fiber optic or WiFi, should they become available."

Under the geological conditions of the interaction of upper goafs and lower working face in deep mining, coal seam mining causes a large stress concentration, which may lead to large deformation of the surrounding rock and rock burst risk. The research reported herein is aimed to utilize the FLAC3D software to establish a three-dimensional numerical model and analyze the law of the surrounding rock stress evolution during coal mining under complex geological conditions. The simulation results reveal that the peak abutment stress reaches its maximum value at 20–30 m in front of the working face, about 1.8–4.3 times the original rock stress, and the peak stress is larger in the stable mining stage. Along the dip of the working face, the peak stress occurs about 8–10 m away from the roadway side. The upper barrier coal pillar and the interval coal pillar in order exhibit stress concentration areas of 142 m and 88 m. According to the law of the deflection stress distribution of the surrounding rock in the presence of various widths of the coal pillar, a 10-m coal pillar between the roadway and the adjacent goaf could enhance the stability of the roadway. For the stress concentration area, drilling holes with a depth of 20–25 m are utilized to reduce the pressure, and anti-impact supports are installed in the middle of the roadway. Due to the varying stresses of the rocks around the roadway, partition prevention and control countermeasures are capable of efficiently preventing the instability of the surrounding rock.

This presentation will describe the process by which the Quebrada Blanca (QB) copper project in northern Chile was financed. It will also show how a relatively junior mining company addressed the problems created by its inability to provide its share of the equity funding and the guarantees required by the project lenders. QB is located in the semi-arid Andean highlands of northern Chile, 170 kilometres southeast of the port of Iquique and 30 kilometres west of the border with Bolivia, at an altitude of about 4,300 metres (14,000 feet). Figure 1 depicts the project's location. The QB orebody is a secondarily enriched porphyry copper deposit containing reserves of 85 million metric tons grading 1.3 percent copper. Underlying the enriched zone is a significant primary ore zone containing several hundred million metric tons grading about 0.5 percent copper. In the late seventies and early eighties Falconbridge and its affiliates spent $20-30 million dollars exploring the deposit and conducting feasibility studies. For a variety of reasons they decided not to develop the property which was returned to its owners, Empresa Nacional de Mineria (ENAMI), which is a Chilean state mining corporation. In 1988 ENAMI announced its intention to privatize the property through a public bidding procedure.

Management is a major part of sustainability research. Many different aspects of sustainability have already received significant research attention, but the management processes in mining from the perspective of their impact on society are less understood and integrated as a holistic frame. It is evident that mining technology has received major blame in past ecological disasters and major mining-induced environmental hazards, but the management-mining process has escaped unscathed. This should not have happened. Instead, the management processes should share equal blame with obsolete technology for the failure to identify and monitor potential environmental hazards before their inception of mining. We will present an emergent style of management for the future of mining. It challenges the actual ?mind-set? of mining management. It describes balance and equilibrium: physical, chemical, and biological in nature as an understanding of nature?s language, which is Geomimic along side ?the bottom line?. The goal is to minimize loss instead of maximize profits (waste design) at the design stage of mining and to develop clean technologies (nature's values) to achieve non-social environmental impacts that provide a prosperous legacy to future generations.
