Continuous processing plants handling liquids have achieved a high degree of centralized automatic control. Many chemical plants are operated from one room, with automatic control of the various process flow rates. These plants know from experience that automatic control can produce higher through-put, better uniformity of product, decreased operating costs and reduction of storage capacity, Plants which process materials in the form of bulk solids have not been able to use control to as great an extent, primarily due to the lack of measuring equipment capable of providing the same types of continuous automatic control available with liquid flow meters. This paper will describe a scale for measuring flows of bulk materials on conveyor belts which is particularly adaptable to remote centralized instrumentation and automatic control, and will also describe some typical control applications. Fig. 1 illustrates the basic method of measurement of this scale. A conveyor belt idler is supported on a rigid carriage which in turn is mounted in two anti- friction bearings on the conveyor stringers. The pivoted carriage is prevented from rotating about the pivot shaft by an electric strain gauge load cell connected between the carriage and a cross support. Increasing load on the conveyor belt increases the moment of the carriage frame about the pivot shaft, and proportionally increases the tension in the load cell. The belt speed is measured by a conventional d. c. tachometer generator driven from a pulley, usually on the return belt. The speed signal from the tachometer generator and the load signal from the load cell are combined to produce a signal proportional to the flow rate of material in tons per hour, or lbs. per foot, or equivalent units, It will be important to remember, in considering various control applications, that the flow rate of material on the belt is composed of these two component signals, namely the weight of material and the speed at which it is moving. The feed rate is then indicated and recorded by a self-balancing potentiometer of the type used for measuring temperature by means of thermocouples. These instruments may also be equipped with integrating mechanisms reading the totalized tonnage over a period of time.

Metallurgical processes involving the use of cyanide such as gold cyanidation, metal plating and flotation, generate effluents containing cyanide and cyanide in complex combinations with heavy metals in quantities exceeding those regarded as being safe for discharge into streams. A new process for destruction of free and complexed cyanide and related-species in wastewaters has been developed at the Inco research laboratories using sulfur dioxide, air and lime. High reaction rates are obtained in the presence of a small amount of copper which acts as a catalyst. Cyanide species can be reduced to as low as 0.1 mg/L in a very short treatment time. Examples of treatment of gold mill effluents and barren slurries, plating rinse waters and flotation liquors or tailing slurries are given.

In recent years in situ leach mining has emerged as a viable technology for the recovery of uranium from strata in South Texas which contain relatively low concentrations of uranium ore. Because the ore bodies lie within groundwater aquifers, a significant determinant in the economics is the requirement that such aquifers be protected from contaminantion. Since ammonia is one of the constituents of the leach solutions now being field tested, one environ- mental problem to be resolved is the removal of ammonia at the end of mining. A second related question is the fate of the ammonia which is not removed by the restoration procedure. This paper considers the displacement and migration of ammonium in a flowing electrolyte with concomitant ion exchange. The ion exchange is an important feature since, during the solution mining phase, ammonium saturates the mineral exchange sites and must be removed from these sites. A mathematical model is used to simulate this process and the model is tested against the results of laboratory experiments. It is found that the simulations are adequate if an appropriate selection of parameters is made. The model is then used to investigate the effect of cation composition and concentration of the restoration medium as well as dispersion on the overall effectiveness of the process. It is concluded that increasing the concentration of monovalent ions in a solution containing a mixture of both monovalent and divalent ions decreases the adsorption selectivity of the divalent ions with respect to all monovalent ions including ammonium. Thus increasing the ionic concentration of a restoration fluid by increasing the concentration of a nonselectively adsorbed (with respect to ammonium) ion may have a very limited benefit. Dispersion attending the flow of fluids in a porous medium is also shown to be an important factor. The effect of dispersion can greatly reduce the benefits of having a displacing cation which is adsorbed selectively with respect to ammonium. Since dispersion increases almost linearly with fluid velocity, an optimum displacement rate may exist.

CONTAC Engineers is a Chilean based company which works on process control and automation, principally for the minning industry. Jointly with other local and international engineering firms, CONTAC has participated in most of the last expansion and modernization plans being carried out at the Chilean pinning industry. At presente, CONTAC is involved on a research and development plan for the design and implementation of new instrument and process control procedures for mineral process automation. One of these efforts is the design of an ore size analyzer for coarse ore being transported over a conveyor belt. A feasibility and prototype study was made at a SAG Mill Plant and currently a high resolution, high speed analyzer is being developed. It will became available on early 1986.

"In response to the severe drought on the Colorado River basin and in order to preserve existing water capacity to the Las Vegas Valley, the Southern Nevada Water Authority contracted a new deep-water intake (Intake No. 3) located in Lake Mead. The current project (Contract No. 070F-01-C1) includes 5 km (3 miles) of tunnel with very difficult geological conditions and a 200- m (650-ft) deep shaft and marine works. This paper will present the current status of the design-build contract being constructed by Vegas Tunnel Constructors and the challenges and problems faced and the innovative solutions developed to handle the difficult conditions encountered during tunneling with up to 15 bars of pressure.ProjectbackgroundThe Las Vegas Valley receives the majority of its water from Lake Mead, which is located approximately 30 km (20 miles) east of the Las Vegas, NV metropolitan area. Due to the severe drought that has hit the southwest region of the United States, the water level in Lake Mead has receded from its high water level of 372 m (1,221 ft) above mean sea level (amsl) to a low of 330 m (1,076 ft) amsl in June 2015. Should the lake level continue to fall, at elevation 320 m (1,050 ft) amsl, the current water intakes will not be able to draw enough water to meet the needs of the local area. The risk of losing water capacity has prompted the construction of a new deeper intake. Not only is the new Intake No. 3 situated at a lower elevation in the lake at 262 m (860 ft) amsl, the new Intake No. 3 is also located to draw better quality (Fig. 1).Project challengesThe project has had several difficult challenges to overcome:• The work consisted of a 1.2 kt (1,300 st) structure constructed on a barge and lowered 100 m (330 ft) into Lake Mead anchored with 9,200 m3 (12,200 cu yd) of tremie concrete.• The drill-and-blast starter tunnel was impacted by three inflow events, resulting in a one-year project delay.• One of the main challenges was selecting the tunnel boring machine (TBM) and excavating the tunnel with expected hydraulic head pressure of as much as 17 bar (16 bar was the highest pressure recorded during the drive), crossing faulted areas, low rock cover and the risk of tunnel instability due to direct connection with the lake.• Extensive pre-excavation grouting with a constant head pressure ranging from 12 bar to 15 bar.• Structural repair of the cutterhead in difficult hydrogeological conditions [water inflow of approx. 800 m3/hr (4,000 gpm)].• Complete repair of the cascade sealing system for the main bearing and two replacements of the pinion bearings.• The TBM approach to the intake structure."

"Subsea tunnel needs to be built over 50km long to connect between nations and continents. However there are only 19 tunnels longer than 5km in Korea, and there is no history of constructing and operating a tunnel longer than 50km. As the concept of a subsea tunnel, which withstands high water pressure and has an extremely long length is completely different from that of a land tunnel, all kinds of the latest technologies for tunnel construction are required such as survey and analysis of geology, design and construction under high water pressure, ventilation and prevention of disasters within an ultra long tunnel. Therefore, this paper describes the determination of tunnel cross-section under a high speed railway, structural stability, ventilation and fire safety under construction and operation, etc. through the virtual project for the length of 108km subsea tunnel under high water pressure of maximum 20bars from Honam to Jeju island in Korea. 1. INTRODUCTION The Honam-Jeju virtual project is subsea tunnel project to link from Honam(land) to Jeju(island) extending the currently operating Honam high speed railway line, and the same express train(t=18, design speed 350km/h, total train length 200m) operating at Honam line is applied in this project. As Honam-Jeju site is approximately 80km in straight distance with 160m maximum depth, subsea tunnel project should determine the various issues such as air quality/ventilation, aerodynamics, temperature, drainage, fire & life safety, structural stability. Figure 1. is the plan of subsea tunnel, with be constructed using Shield TBM. This double tube-Single track is composed of cross passages (every 350m in general section and 40m in emergency station), service tunnel, pressure relief ducts (every 250m), cross-over tunnels, shafts and emergency stations. 2. ALIGNMENT AND SITE CONDITON This project is planned as an ultra long tunnel of total length more than 105km via existing islands between Honam and Jeju island because straight alignment requires an artificial island which has high cost and construction risk, by deep water depth, though this is the shortest distance (see Fig 2). Water depth and topography in project site is divided into two blocks by Chuja Island. In first block to Chuja Island, depth of the water is 40m on average and maximum 60m, which indicates gradual change of water depth relatively. Also, outcrop bedrock is widely distributed near island."

Many appraisers/valuers believe that the only valuation method available within the cost approach category for real property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties. The author reasons that standards and regulations pertaining to real property valuation should be modified, and underlying principles should be expanded, so as not to inhibit appropriate application of these cost approach methods.

Dozer operators are frequently exposed to whole-body vibration (WBV) during the execution of their work. Occupational exposure to WBV in Indian surface coal mines was evaluated by measuring vibration intensity and duration of exposure. A triaxial accelerometer was placed on the operator seat surface for taking the readings. Based on frequency-weighted root mean square acceleration equivalent to 8-hr shift duration, i.e., (A(8)) all dozer operators have exceeded an Exposure Action Value (EAV) of 0.5 m/s2 , and 90% of dozers did not exceed Exposure Limit Value (ELV) of 1.15 m/s2 . Based on Vibration Dose Value (VDV (8)), all dozer operators have exceeded Exposure Limit Value (EAV) of 9.1 m/s1.75, but no dozer operators have exceeded Exposure Limit Value (ELV) of 21 m/s1.75. Further, an epidemiological study was performed for identifying the extent of musculoskeletal disorders (MSDs) among dozer operators. For the detailed study, 42 dozer operators and 22 controls were selected from 2 surface coal mines. The control group was not exposed to WBV. It was seen from the cross-sectional study that pain in the lower back was predominantly higher (83.33%) in the exposed group when compared with the control group (31.81%). Likewise, pain in the neck (47.61%), shoulder (42.85%), knees (42.85%), and ankle (11.90%) was higher in the exposed group than that of the control group (22.71%, 0%, 45.45%, and 4.54%). A significant observation among the exposed group was that there was degradation in the quality of life. The outcome of the study would assist in monitoring and mitigation of machinery-induced vibration diseases (MIVD) in India and generally applicable to most of the mechanized mines as well. However, comprehensive studies are still needed to enunciate the magnitude extent.

I have been asked by the Society of Mining Engineers to present a paper on Inco Limited's Indonesian nickel project as a case study in the financing of large overseas mining projects. I welcome this opportunity It is a story worth telling not only because the project itself represents a significant human achievement but also because there are certain important lessons that can be derived from our experience in financing the project. The paper will be divided into four sections: (i) a brief history of the project, (ii) a critical appraisal of the project's financing plan in terms of the goals that we sought to achieve, (iii) some comments on certain factors underlying the relative success of the financing plan, and (iv) the contributions that the engineering staffs must make to a successful financing plan. The paper will not present a technical assessment of the project since Inco Limited has been asked to submit a series of papers on this subject at the International Laterite Symposium as part of the 108th Annual Meeting of the AIME in February 1979.

Canada produces close to 42 million tonnes of coal per annum of which some 38 million tonnes is produced by surface mining methods. The two Western Canadian provinces, Alberta and British Columbia, produce 31 million tonnes of coal by surface mining. These two provinces provide the bulk of the metallurgical coal for export. The geological conditions in the Western provinces particularly in the mountain region are complex. The coals are friable and the seams are steeply inclined, sheared, intensely folded and faulted. There may be as many as 15 to 20 coal seams present with true thickness ranging from 2.5 m to over 8 m. This paper reviews the surface mining methods used to extract such seams. The difficulties associated with steep seam and multiple seam mining of friable coal resulting in lower coal recovery, high dilution and the problem of cleaning fine coal in the wash plant have been highlighted.

To facilitate effective land reclamation and comply with existing state regulations, surface coal mine operators have in recent years adopted new mining techniques and equipment utilization for steep-terrain mining. In contrast to direct spoiling with draglines or shovels, these new mining methods require some form of overburden haulage from the excavation face to the point of reclamation. Although current mining methodologies such as Block-Cut, Modified Block-Cut, and Mountaintop Removal with Head-of-Hollow Fills have proven effective in achieving reclamation objectives, some production problems have resulted from pit congestion and excessive equipment delays. Recognizing this problem, the United States Bureau of Mines contracted Skelly and Loy to design innovative mining concepts utilizing conveyor haulage in place of trucks, loaders, dozers and scrapers. Project objectives required definition of current bottlenecks and development of mining systems to: alleviate bottlenecks; increase production potential; facilitate additional resource recovery; enhance reclamation; reduce safety hazards; and improve mining economics. Successful completion of project goals within a four year program involves systematic implementation of the following separate work phases: 1) Develop Concepts for Block-Cut Mining Systems; 2) Determine the Economic and Technical Feasibility of Concepts; 3) Prepare Detailed Design and Specifications of Concepts; and 4) Prepare Specifications for Conducting Field Tests of the Most Promising Concepts. At the time of this publication, Phases 1 and 2 are finalized with Phase 3 efforts well underway.

The Saskatchewan ore zone strikes slightly south of East, from the Alberta border to Manitoba; and dips to the South. The conventional mines are located along a broad strike line from Saskatoon to Esterhazy-Rocanville. Nine conventional mines have developed ore bodies at a nominal depth of 915 metres (3000 ft.). One mine had developed an ore body at 1525 metres (5000 ft.) by solution mining. Mining reserves of 100 years are not unusual in this vast ore body. Most of the mines were brought on stream during the 1960s. All the conventional mines were influenced by practices developed at Carlsbad, N.M. By 1970, the industry was faced with serious over-capacity resulting in the cancellation of some projects and the introduction, by the provincial government, of the Potash Pro-rationing Regulations designed to share the available market amongst all the producers. This resulted in production rates as low as 40% of capacity. As a result, the 1970s were characterized by attempts to reduce cost, rather than improve production or processing techniques. In recent years, the plants have all been brought to full capacity, and are currently involved in a massive program of expansion, which promises a period of advancing technology.

Florida is usually thought of as a vacation State, not a mining State, yet Florida has been the leading producer of phosphate rock in the United States for 85 consecutive years and in 1978 supplied over 80 percent of the national output and over 30 percent of the world's output. It is estimated that the Central and South Florida phosphates contain 412,800 short tons (374,000 metric tons) of U308, that 115,000 short tons (104,000 metric tons) of U308 will be contained in the wet-process phosphoric" acid procsssed in the United States through the year 2000, and that 54,000 short tons (49,000 metric tons) of U308 will be available from Florida. In 1978, two companies in Florida and one in Louisiana went on-stream recovering uranium oxide from wet-process phosphoric acid and three others started construction of U308 extraction facilities. These six companies will have the capacity to recover 2,137 short tons (1,900 metric tons) of U308 annually in 1980, which will account for about 15 percent of our domestic requirements.

Precipitation in the northeastern United States, Florida, California and in many industrialized areas of the world is now more acidic (lower pH) than can be accounted for by natural causes. At the same time, the acidity of many lakes and streams in the northeastern United States has been measured and found to be similar to that of actual rain. These facts have led to conclusions that the two conditions are related. Coal burning utilities, 700 to 1000 miles upwind, have been accused of being the cause, leading to proposals for strict emission controls on the alleged offenders. The costs of these controls would place an estimated $10 to $15 billion capital burden on utility customers in about 15 states plus $2 to $6 billion annual operating costs. There appears to be no direct well-established scientific evidence that the accused are guilty but that the indictment is based largely on circumstantia1 evidence. This study examines the evidence, describes the situation and proposes what must be done to reduce the acid precipitation in an orderly cost beneficial manner. It is interesting to observe that studies by the different adversaries on the acid precipitation issue come to different conclusions largely because they do not read the same literature, but selectively develop evidence to support their own points of view, This study will try to review the issues impartially and reach a position of scholarly balance.

Metalliferous sediments and/or saline brines have now been discovered in numerous sea floor deeps along 900 km of the axial rift zone of the Red Sea (Fig. 1). The Atlantis II Deep remains the most interesting of the the brine deeps both in terms of intensity of submarine hydrothermal processes and in terms of potential economic importance. In fact, successful completion of a pre-pilot mining test in 1979 indicates that the Atlantis II Deep may become the first deep sea base metal sulfide mine (Mustafa and Amann, 1980). Under the most optimistic scenario, the Atlantis II Mine might be established 4-6 years after completion of a year long pilot mining test in 1983-84. If established, mining would produce about 100,000 tons per day of wet mud with about 200 tons per day contained zinc, and proportional amounts of Cu and Ag. Expected mine life would be about 15-20 years (Anon., 1981). In addition to direct economic importance, the Red Sea brines and metalliferous deposits provide significant insight into exploration for sea floor brine-related ore deposits and for analogous ancient deposits. In this paper I will concentrate on the economic potential of Red Sea deposits and sea floor exploration for brine related deposits, but some ramifications of relevance to ancient deposits are extant.

The 1987 recovery in the US mining industry permitted modest increases in exploration expenditures that year (Fig. 1). Favorable market conditions apparently allowed the gains to be sus¬tained in 1988. There was great uncer¬tainty early in the year as to whether world and US economic growth would be a casualty of the October 1987 worldwide stock market crash. By nearly all measures, the performance of the US minerals industry was strong¬. A weak US dollar and the strong growth of worldwide capital spending resulted in in¬creased US exports of con¬sumer and producer durable items as well as strong domes¬tic demand for metals. In fact, 1988 US steel industry exports reached levels not attained since the mid-1970s. It was re¬ported that steel industry labor productivity is now roughly twice the 1981 level. Among metals with signifi¬cant average nominal price increases in 1988 over 1987 levels were copper (43%), alu¬minum (52%0), and zinc (44%). Even though domestic copper production has grown since 1984 by 30% in mining and 24% in refining, em¬ployment in mining and milling is 4% below the 1984 level. Domestic unit costs are reported in the range of $1.10 to $1.33/kg (50 to 60 cents per lb). The US base metals industry is proba¬bly in its best cash position in many years. However, there has not been a large increase in exploration expendi¬tures. This is due mostly to the percep¬tion that worldwide capacity can easily be increased. Industry reports do show that "low cost" copper producers have been buying reserves from weaker com¬panies. The 1987 Society of Economic Ge¬ologists (SEG) survey of exploration activity indicated that 95 cents out of every exploration dollar spent by US and Canadian firms was for base and precious metals (Economic Geology, January 1989). Press reports, though, make it clear that most of that spending was targeted for precious metals. US claim staking data (Fig. 2) rein¬forces this suspicion. The apparent lag in new claim filings in Alaska and phe¬nomenal growth in filings in the lower 48 states suggests that exploration is directed at relatively low risk targets. In the conterminous 48, more than 40% of the new claims were made in Nevada, indicating an emphasis on gold (although even Nevada had some base metals exploration). Even with a price decline during 1988, the difference between the gold price and average global "cash" production cost of $7.30/g ($227 per oz) still leaves room for an attractive return (Northern Miner, 1988). Exploration plans and results Metals Economics Group (Halifax) indicated in its 1988 exploration survey that exploration expenditures by US and South African firms would be at about 1987 levels. It also reported that Canadian and Australian firms were ex¬pected to reduce their exploration spend¬ing significantly. Firms in both coun¬tries were caught in changes in tax laws. In Canada, the Mining Ex¬ploration Depletion Allow¬ance (MEDA) once permitted generous tax write-offs to in¬dividuals investing in miner¬als exploration. It was to be replaced in January 1989 with the Canadian Exploration In¬centives Program (CEIP). Although structured and ad¬ministered differently than MEDA, CEIP can provide an equivalent or possibly greater financial incentive for min¬eral exploration, for junior mining companies. In 1987, it is estimated that junior com¬panies accounted for two¬-thirds of the off-property (or grass roots) exploration ex¬penditures in Canada. Australia will revoke the tax exemption for gold in 1990. Australian operators, therfore, were expected to concentrate efforts on speeding up pro¬duction during 1988 and 1989. In 1988, Chile and Mali announced special efforts to attract gold explora¬tion by foreign companies. The Cana¬dian government continues to express concern about the write-off (and drawdown) of base metal reserves. The bed filtration of colloidal particles has been modeled by performing a differential particle balance. The balance considered the localized particle deposition rate to be the sum of three rate resistances: 1) mass transfer to a region near the surface; 2) adhesion onto a partially filled surface; and 3) resuspension from a partially filled surface. The differential particle balance equations, one for the free particles and one for the adhered particles, were solved by a finite difference algorithm. The results of this model are compared to experimental filter breakthrough curves.

The Jamaica Mining Legislation requires the bauxite companies operating in the island to reclaim all mined-out lands (except those legitimately excluded) to the level of agricultural or pastoral productivity, which existed prior to the commencement of mining. If it is not possible to reclaim a mined-out area the companies are required to reclaim an equivalent area of some other land which had not previously been used for agricultural purposes, or alternatively, pay to the government the sum of $120 (US) for every acre of land mined in the particular sector. In the seventeen years since the programme commenced the companies have in general chosen to reclaim most of the mined-out lands, rather than the cheaper alternative. However, the ultimate success of the programme will depend not only on actual reclamation per se but moreso the productivity of the rehabilitated lands. There are a number of reasons why the accent has to be placed on productivity of the lands. The first is that Jamaica is a small country (4,450 square miles) with a population of nearly 2 million people. Because of its mountainous terrain it is estimated that only 35% of the land area is cultivable in crops and pastures; hence this limited area, as well as that which can be reclaimed, must be made highly productive in order to support local and export demands. The Mining companies own over 200,000 acres of land, and of this acreage, it is conservatively estimated that about 75,000 will be affected by mining and will be reclaimed. As such, the use of the land after mining can have an important bearing on Jamaica's future agricultural productivity. Land uplift due to mine flooding has become a significant challenge with extensive historical mining activities, particularly in Germany’s Ruhr district. The cessation of coal mining operations has led to a gradual rise in groundwater levels, altering geotechnical and hydrological conditions and causing surface uplift. This study develops a system dynamics (SD) model to investigate the dynamic interactions of influential variables such as groundwater levels, total stress, porosity and permeability with land uplift over time. The model integrates causal loop diagrams (CLD) and stock flow diagrams (SFD) to comprehensively understand the system’s behavior. SFD illustrated that for a 10 percent increase in groundwater level, the land uplift increased by about +6 percent, and a rise of 200 percent in total stress caused an 18 percent increase in effective stress, which decreased the land uplift by about 20 percent.
