Following the wide-spread acceptance of ANFO as a useful, low cost blasting agent, studies have been made to adequately describe the physical and explosive properties of this material (1). As the quality of the AN blasting prill improved, reliability and sensitivity to initiation were greatly increased and many methods of priming were chosen from the standpoint of economics with little appreciation for the need to initiate so as to obtain the most efficient detonation. Under certain conditions, ANFO could be initiated with primers no more powerful than a No. 8 blasting cap (2). Research on primers for ANFO followed and it was demonstrated that this blasting agent was subject to extreme transient velocities upon initiation with wide variations in energy output depending upon the nature of the primer. For these reasons it was shown that powerful priming was economically justified (3). These studies helped to define the properties of an effective primer and the guides for its efficient use. In the vast surface coal mining industry, technological advances in earth moving equipment were paralleled by the development of larger and larger borehole drills (4). Even though ANM) was the major blasting agent used in this industry, investigations of priming techniques in these larger boreholes was almost non-existant. In 1962, Mr. Cleon Woolsey of Enos Coal Company disclosed to the industry that dramatic improvements in blasting production could be achieved with new priming and boostering methods (5). The research program at the Atlas laboratories was designed to explain these results and extend the study of initiation of ANFO with both high explosives and slurry explosives and to define the principles involved.

For the mining industry, the Internal Revenue Code and regulations offer a range of choices in arriving at the allowable depletion. Each case is essentially unique. Two prerequisites can optimize these opportunities: communications between the mining company's tax specialists and its technical staff; and an understanding of IRS definitions. For the latter, a logical starting point is consideration of exploration and development, since they precede production and depletion is unallowable prior to production. Criteria for selecting engineering and accounting options for exploration and development indicate the necessity of interaction between these company functions to achieve the most favorable tax position.

The Great Salt Lake occupies about 1000 square miles whereas its predecessor, Lake Bonneville occupied 20,000 square miles and its shoreline reached 1000 feet above the present lake level. The sediments of Lake Bonneville range from peripheral gravel and sand deposits to central basin calcareous clays and silts, gypsum sands, and saline precipitates. The drilling and engineering tests conducted by the Utah State Department of Highways for many highway structure sites and the construction of Federal Interstate freeway provided engineering and hydrologic properties of Lake Bonneville sediments. Ground water and surface brine exploitation have contributed hydrologic and chemical data; the geologic and mineralogical data are scientific research contributions.

"Rare Earth Elements (REEs) and their compounds are essential for numerous modern high tech applications such as renewable energy technologies, catalysts and defense applications. The destabilization of REE pricing owing to the global demand and supply deficit has forced many countries to re-evaluate the possibility of indigenous production of REEs. Cost effective and eco-friendly opportunities are being widely explored for extraction of REEs from non-conventional mineral sources such as coal and coal byproducts to stabilize the supply chain. Coal from Central Alaska (Healy Coal Mine) and Southern Alaska-Cook Inlet (Wishbone Hill) province have been found to possess elevated REE concentrations as compared to average world coal estimates. The objective of the study is to enrich the REEs in the fine size fraction (-75 Microns) from Healy and Wishbone Hill by froth flotation technique. A Box-Behnken design was applied for modeling and optimization of some operating variables on the flotation to maximize REE enrichment. The variables studies were frother dosage, pulp density (% Solids) and collector dosage. Experiments were carried out using a statistical design and the main and interaction effects on response variable was evaluated by analyzing 3D response surfaces. Based on the experimental results the optimum flotation conditions for maximum REE enrichment in the froth fraction was obtained at 4.2% Solids and 32.7 ppm of frother dosage for Healy coal sample and 10% Solids and 37.9 ppm of frother dosage for Wishbone Hill coal sample. The quadratic equation for modelling and optimizing the response variable is found to be independent of collector dosage for both the coal samples. INTRODUCTION Alaskan coal deposits are distributed in three major coal provinces and are in Cretaceous and Tertiary rocks. The climate, vegetation type and sedimentation process has attributed to low sulfur content (averaging 0.3 percent) in Alaskan coals compared to other coal deposits found across the globe. In Central Alaska-Nenana and Southern Alaska-Cook Inlet coal province coal resources are contained in Tertiary rocks while bulk of the Coal resource in North Slope coal province is contained in Cretaceous and Tertiary coal bearing rocks [1]. Coals from Central Alaska- Nenana (Healy) and Southern Alaska-Cook Inlet province (Wishbone Hill) have been found to possess elevated concentrations of critical REEs as compared to the amounts present in world coals (Figure 1). The Wishbone Hill deposit is considered a relatively small deposit, with about 14 million tons of identified reserves, compared to Healy which has over 500 million tons identified [2]. The REE concentrations up to 286 ppm and 524 ppm on ash basis have been reported by Gupta et al. in 2016 with elevated concentrations Ce, La, Y and Nd which are expressed to be of critical importance by US Department of Energy. Accordingly, the two coal samples possess the potential to be used as a REE resource in the near future under favorable socio-economic and geo-political scenarios. [3, 4]"

The literature on four different topics is re¬viewed herein for purposes of mathematical mod¬eling of mine water inflow. The first of the topics reviewed is modeling of fissured or fractured ma¬terials; the second is general Darcy based flow models; the third is field methods for determining fracture flow properties; and the fourth is methods used presently for determining mine water inflows. The four topics are considered in the foregoing order. FRACTURE FLOW MODEL Two basic types of fracture flow models have been developed. The first type uses various tech¬niques for space averaging to obtain the equations. Systems are considered in which the porous media properties vary smoothly enough and the fracturing is sufficiently profuse and well distributed that the locally averaged properties are meaningful when viewed on the macroscopic scale. The final result is that a coefficient is used which is similar to saturated hydraulic conductivity and in many cases, simply is hydraulic conductivity. In other cases, the coefficient is apparent hydraulic conductivity be¬cause the response from flow in the fractures is more rapid than flow in the pore spaces. Faust and Mercer (1980) refers to this method as the contin¬uum approach. Some of the papers on this type of problem are by Duguid (1973), Verner et al. (1974), Owili-Eger (1975), Duguid and Abel (1974), duPrey and Weill (1974), and O'Neill (1978). Duguid and Lee (1977) also considered heat flow in the fluid and the porous medium. These papers all result in various types of computer programs. Some papers on this topic that do not result in computer programs are by Snow (1968, 1969) and Streltsova (1976). Some of the foregoing articles consider con¬solidation of the porous media and the resulting effect on hydraulic conductivity. Barenblatt et al. (1960) developed an analytical solution for fracture flow and discussed the time that is involved in the drainage process and the effect that fracture flow has on the drainage time. The second type of fracture flow model con¬siders the width of the fractures as a function of the pressure in the field. Faust and Mercer (1980) refers to this method as the discontinuum approach. This approach often requires two finite element programs that consider the stress in the material and the flow in the fractures separately. The pro¬grams are then linked to arrive at the final solution. Some of the articles that consider the interrela¬tionship between pressure and the size of the frac¬ture but do not use computer solutions are Gringarten et al. (1975), Narasimhan and Palen (1979), and Witherspoon et al. (1979). Papers that use a linked computer program between stress and flow are by Ayatollahi (1978), Gale et al. (1974), and Noorishad et al. (1971). Ayatollahi's program is primarily for the petroleum industry because it does not consider the effect of gravity. Ayatollahi assumes that pressure effects are very large in com¬parison to gravity effects. This assumption would apply only to very deep aquifers. Articles that consider fracture flow on a more applied basis are by Wittke et al. (1972), who con¬siders that the flow is entirely through fissures and negligible through the pores of the rock. Gringarten and Witherspoon (1972) developed type curves that may be used for analysis of fracture flow systems; the curves are based on the assumption that it is possible to distinguish between aquifers with hor¬izontal and vertical fractures and that it is possible to analyze the system as an equivalent anisotropic homogeneous porous medium with a single fracture with much higher permeability. American Girl Mine is located in the Cargo Muchacho Mountains in the southeastern Imperial Valley of Southern California. Production from the current open pit mine and heap leach recovery system began in early 1989. Previous mining and gold recovery took place commencing in 1987 at the Padre Madre site, situated adjacent to the American Girl site to the southwest. In mid-1990, a 790-tonne-per-day underground gold mine and mill went into production. Approximately 6,500 troy ounces of gold per month are recovered from the combined open pit underground mine operation. Copper in the form of Azurite [Cu3(CO3)2(OH)2] and Malachite [Cu2CO3(OH)2] are abundant in the mined ores (Henshaw, 1942). The high solubility of these minerals in caustic cyanide solutions has a negative impact on carbon adsorption and electrowin processes. This paper presents the results of monitoring programs, process chemistry, and control changes introduced at American Girl Mine to abate production complications in the refinery and measures taken to minimize solution gold losses in the adsorption circuit(s).

A small scale continuous flotation cell was designed and constructed at Noranda Technology Centre to develop a mobile testing flotation circuit located next to the production circuit. This mobile small scale flotation pilot plant can easily and economically be set up at any circuit in a mill and used to evaluate and predict plant performance against a given flotation condition. The main feature of the cell, beside the provisions of automatic pulp level and feed rate control, is to provide a reduced surface to volume ratio approaching to that of an industrial machine. This paper describes the basic design and the results of various testwork carried out to date including aeration, conditioning, reagents, recirculation, flotation gas, etc. are presented in comparison with the plant production results.

This paper presents the results of an experimental study undertaken to demonstrate the feasibility of using silica sand as a grinding media in stirred ball mills for ultra-fine coal grinding. Laboratory batch as well as bench scale continuous tests indicate that the use of silica sand can reduce the energy consumption by 50% and more over its steel media counter-part. Moreover, this approach has been found to eliminate the disadvantages observed with grinding using steel media such as high replacement cost, contamination of coal through media wear, greater degree of coal oxidation due to higher slurry temperature and greater level of noise dissipation. Additionally, coal-sand attrition system reduces the manpower time required which is often spent towards cleaning and storing of steel media in inert atmosphere to avoid rust and corrosion problems.

This paper gives a brief overview of impacts of coal blending on coal-fired power plants performance and discuses the preliminary results of an on-going study aimed at evaluating the effect of coal properties on the effectiveness, compatibility and thermal reactivity of coal blends. Plant survey studies reported no significant impacts on an existing plant designed for a high rank coal when switched to a blend of low-and high-rank coal. However, slight modification of some aspects (handling, fuel storage/stockpile, transportation, preparation, and general housekeeping) of plant design and operation may be necessary. The preliminary results of an on-going study at the Mineral Industry Research Laboratory shows that more compatible and better blends could be made from coals where ranks are closer than from those where ranks are far apart.

Federal and State surface coal mining regulations require special handling of prime soil materials which result in additional costs, and no actual benefit when prime and non-prime soils are similar. The Coteau Properties Company proposes to mix both prime and non-prime topsoil and subsoils at the Freedom Mine in Mercer County, North Dakota, based on an analysis of soil physical and chemical characteristics which show these materials to be comparable.

These companies are Kaiser, Reynolds, Alcoa, and Alcan, and the Agreements came into effect on February 1, 1980. One of the results of these new Agreements is the Acquisition of all company-owned bauxite lands by the Government and the rationalization of bauxite reserves.

Haul truck capacities have increased due to their economies of scale in large-scale surface mines. These high-capacity trucks impose dynamic loads on haul roads. A previous study estimated the dynamic forces imposed by ultra-large trucks on haul roads to be more than three times the static load. These dynamic forces exacerbate haul road stresses and deformation. Current haul road response models are 2D and use static truckloads for low-capacity trucks. No models capture the ultra-large truck dynamic effects on haul road structural response. This study uses 3D finite element (FE) modeling to compute the haul road response to ultra-large truck dynamic loading. The dynamic forces were modeled using multibody dynamics (MBD) in MSC.ADAMS. These forces were used in an FE model developed, verified, and validated in ABAQUS, to simulate the response of the haul road to the dynamic truck forces. The road was modeled using an elastoplastic Mohr-Coulomb model. The results showed that road deformation decreases with increasing layer modulus and increases with increasing payload. Increasing the base modulus from 100 MPa to 450 MPa reduced the maximum deformation from 258 mm to 62 mm. When the subbase elastic modulus increased from 100 MPa to 500 MPa, the maximum deformation decreased from 160 mm to 84 mm. Increasing the payload from 0 to 120% of the rated load increased the maximum wearing surface deformation from 131 mm to 216 mm. This study forms a basis for designing structurally competent haul roads for improving haulage efficiency and truck and operator health.

This paper presents sulfur isotope data obtained for the deposits and country rocks of the Bailadores and Aroa Mining District, Venezuela. The study is a part of an extensive geochemical investigation of the mineralized belts that has as their aim the elucidation of the genesis of ores. The Bailadores deposits are located at about 600 Km. west-southwest of Caracas, or about 10 Km. southeast of the Town of Bailadores, Merida State (Fig. 1). The mine concession is held by the Ministry of Mines and Hydrocarbons (De Lima I, De Lima II and La Cascade areas). In a straight distance the mine is about 90 Km. southwest of Merida, the capital of Mérida State. From Mérida to Bailadores, through La Victoria and Tovar, it takes 3 hour by car. From Bailadores to the mine site it is about 40 minutes by jeep. The Aroa deposits are located at 4 Km. east of Aroa Village, Yaracuy State, about 220 Km. west of Caracas. It is 83 Km. from San Felipe, the capital of Yaracuy State to the mine (Fig.2). The mine is about 600 m above sea level, situated on the northern foot of the E-W trending Andes. The topography of the mine are shows a mature stage and is somewhat rugged. As the climate is warm and humid, the area is thicky covered with jungle.

Just south of the L'Enfant Station in Seventh Street, the WMATA system splits into two branches, each comprising twin single-track soft ground tunnels. Immediately at the beginning of the section, Interstate Route 95 crosses transversely over the alignment in open cut, removing most of the cover over the tunnels. Seventh Street spans I-95 on a bridge whose abutments and pier also cross transversely over the four tunnels, with their footings as little as 7 feet above the tunnel crown (Figure 1). Soil investigations revealed that the tunnels would have to be driven through mixed face, with a clay invert and a waterlogged sand crown. Thus, there was a good chance that the roof would fall in, leaving 1-95 and the Seventh Street Bridge in a crater. Since there was no roof that could be counted on, these were figuratively (and potentially truly) Washington Metro's Topless Tunnels (Figures 2 and 3). DESIGN ALTERNATIVES Faced with this situation, the designers considered several options, including temporary detours that would permit demolition of the bridge and building tunnels under the 1-95 Freeway by cut-and-cover methods. They also investigated structural underpinning of the bridge and freeway pavement, and strengthening the bridge abutments and center pier by post-tensioning to enable them to span over any subsidence trough.

The most common method of treating mine drainage to prevent water pollution consists of neutralization and aeration. This process removes the acidity, iron, aluminum, and some other heavy metals, but does not render a water suitable for domestic or industrial use because of the high dissolved solids, hardness, and sulfate in the treated water. The Environmental Protection Agency (EPA), has been sponsoring and conducting research since 1966 on the use of reverse osmosis (R.O.) for the treatment of mine drainage. This process has been found to be highly effective in the removal of nearly all the dissolved solids. In addition, since R.O. is a concentrating process, potentials for recovery of valuable heavy metals are possible. This paper is a review of the state-of-the-art on the treatment of mine drainage by reverse osmosis.

The dressing of Bolivian tin ores has been done up to the present by classical. gravity methods, taking advantage of the high specific gravity of cassiterite compared with that of the accompanying gangue. For this purpose, jigs and shaking tables are used in the treatment of the various size fractions in which the ore is classified. Bolivian ores are mainly of the vein type and, to obtain a reasonable separation, crushing and several stages of grinding are necessary during the process to substantially liberate the cassiterite from the gangue. Gravity processes for cassiterite are effective for sizes down to 200 mesh. Below this size the efficiency of the gravity methods falls off very rapidly with increasing fineness of the mineral grains. The conventional treatment for this material is desliming followed by tabling on shaking tables various other types of machines have been designed for the gravity treatment of these fine particles but they have had limited success. Bolivian ores contain an appreciable amount of minus 200 mesh material constituted by "primary fines" caning from the mine itself, and "secondary fines" originated during the crushing and grinding necessary for liberation of the difficulty in the treatment of these fine particles is one of the causes why the recovery of tin in concentrates is only of around 50% in the mines owned by Corporacidn Minera de Bolivia, the State owned enterprise. The studies described in this paper have established that flotation conducted in a column cell provided with gas generation by aspiration into surface tension lowered water, may considerably increase the efficiency and particle size range of a flotation process. Operation of a DEISTER FLOTAIRE ® Cell at several Southwest United States flotation plants under continuous rougher, scavenger and cleaner conditions has demonstrated the main positive features to be: (a) higher capacity per unit volume than conventional flotation equipment, (b) improvement of flotation of plus 0.210 m particles, (c) improved flotation of particles minus 0.037 m.

Humic-acid-rich deposits exist in Arkansas, Florida, Louisiana, New York, North Dakota, Michigan, Minnesota, Texas, and Wyoming (Burdick, 1965) and in New Mexico (Shomaker and Hiss, 1974). New Mexico humic deposits are associated with coal in the northwestern part of the state where humate and weathered coal are presently mined. Discussion of the humic -acid industry in New Mexico requires an understanding of complex terminology and coal geology. TERMINOLOGY Humic material is not a pure substance so an ambiguous and complex terminology is in use by geologists, chemists, soil scientists, agronomists, and producers. Material mined for its humic-acid content is an extremely variable mixture of base-soluble humic, fulvic, and ulvic acids and their salts, formed during partial or complete decay of organic matter. This decay releases a high-molecular-weight organic material which is darkly colored, partly colloidal, and weakly acidic.

Broadly conceived, the demand for electricity depends upon three sets of variables: (i) the growths of the many individual demands for energy services; (ii) the competitiveness of electrically driven technologies in meeting these demands; and (iii) the energy-conversion efficiencies of installed electrical technologies. The first set of variables establishes the size of the potential market; the second, the market penetration of electrical equipment; and the third, the quantity of electricity required to operate the equipment. All forecasts of electricity consumption ultimately depend upon inferred or assumed relationships to describe the future behavior of these variables. This partitioning of the demand-forecasting problem is conceptually useful and will guide the discussion presented in this paper. However, it is also something of an oversimplification. Examined in more detail, the electricity fore-casting problem is exceedingly complex. The variables mentioned above are, in turn, found to depend upon more fundamental sets of demographic technological, resource, and policy variables. The demand projections developed by the major forecasting services are usually developed in terms of these underlying variables, which themselves must be independently forecast.
