Events of the mid-1970's have materially affected US coal production and transportation by railroad. Coal, as a replacement or substitute for petroleum fuels, has been hauled in significantly increased tonnages. Concurrent with the new demand, the railroad regulatory environment has undergone major changes, especially in "deregulation" activity. Those two events have produced considerable Litigation regarding coal rates. This paper discusses the factors involved with railroad rates and topics such as revenue adequacy, Ramsey Pricing, stand-alone cost, and differential pricing. In addition, an update on the western railroad merger situation and the implications for coal transportation are presented. The paper concludes with an evaluation of the current regulatory climate and future prospects.

In 2017, the North Texas Municipal Water District (NTMWD) initiated the design of the Sister Grove Regional Water Resource Recovery Facility (SGRWRRF) to provide additional treatment capacity for future population growth within the Lavon Lake watershed. To provide a discharge location for SGRWRRF approximately 4.5 miles of 2.4- meter (96-inch) internal diameter pipeline will be constructed, including 2.3-kilometer (7,800) feet and 487-meter (1,600 foot) long tunnel segments. This paper will discuss the anticipated geology of the two tunnel segments, selection of the tunnel alignment, the anticipated initial tunnel support requirements and other aspects of the project design

The Metropolitan St. Louis Water District’s Project Clear is a 28-year program targeting wastewater capacity throughout St. Louis, MO. The extensive program includes the Jefferson Barracks Tunnel, running parallel to the Mississippi River at 2 m ID and 5,400 m long. A rebuilt Robbins Main Beam TBM began boring but hit challenging conditions about 2,400 m in, including water inflows. A larger 4.1 m Robbins Main Beam machine will complete the remaining 3,050 m in limestone, dolomite, and shale. The TBM will utilize a high-powered, high breakout torque cutterhead along with enhanced 360-degree probing & grouting capabilities to detect any karst formations.

When the original water-only cyclone patents were established in the 1950?s, the supplies of low cost oil and natural gas were abundant and low selling prices for metallurgical and steam coal provided little incentive for developing more sophisticated coal cleaning systems. Bituminous coal sold for less than $5.00 per ton, and in this period many domestic coal producers discarded to the slurry pond the coal finer than 0.5-mm. For many producers, the selling price would not permit the recovery of the capital and operating costs required for dewatering and drying the fine coal. Water-only Cyclones Clean Fine Metallurgical Coal The first broad interest in the water-only cyclone became evident in the mid- 19601s, and though some work was done on coarser coals, investigators were particularly interested in cleaning coal finer than 0.5-mm. Flotation was the only fine coal cleaning method that was broadly accepted, but short-comings were recognized and investigators were looking for an effective fine coal cleaning device or system. Because of the greater market value and the need for reducing pyritic sulfur in metallurgical coals, much of the development work of the 1960's was done on coking coals.

Molybdenum, the 42nd element in the periodic table, is now a very important metal in industry of the United States and the world. Chemically, it is a very complex element having valences of 0, +2, +3, +4, +5, and +6, and can exist as a mixture of these valences in many compounds. It was discovered and separated by Scheele in 1778. At the present time, molybdenite is the only important commercial source of molybdenum. Molybdenum occurs in some 12-14 different recognized minerals, but practically all of the production is molybde¬nite. As late as 1915, it was considered a rare metal. Germany made extensive use of it during the first world war, which resulted in the establishment of a molybdenum industry in the United States at Cli¬max, Colo., in 1917. It was not until the mid-1920s when its introduc¬tion to steelmaking developed for the US automobile industry that the metal gained important acceptance. The first notable example was the Willis-Saint Claire automobile introduced in 1921 by C. Harold Willis, formerly chief metallurgist for Ford Motor Co. Molybdenum has also been produced in the US from wulfenite (PbMoO4) from Arizona and Nevada, and a small amount of molyb¬denite was produced up to the early 1970s as a coproduct from two molybdenum-bismuth mines in Quebec, Canada. The first byproduct production of molybdenite from a copper con¬centrating operation was achieved at Cananea, Sonora, Mexico, and was followed shortly by the Utah division of Kennecott Copper Co. in the mid-1930s. This section of the Handbook is divided into four main subdivi¬sions: Chapter 2, which deals with the concentration and recovery of molybdenite from primary molybdenum ores; Chapter 3, which deals with the recovery and separation of molybdenite as a byproduct from copper production; Chapter 4, which deals with the conversion practices employed for converting molybdenite to the oxide or metal form; and Chapter 5, which covers the uses of molybdenum in steel¬making, chemicals, pigments, lubrication, catalysts, etc. The Free World molybdenum production, for the past eight years from all sources, is shown in Table 1. 2. Primary Molybdenite Ores General In 1978 there were four primary molybdenite recovery plants in operation: Climax, Endako, Quests, and Henderson. For over half a century the Climax mine has been by far the largest and most important source of molybdenum in the world. During the early 1970s a few primary molybdenite mines in British Columbia were shut down due to adverse economical conditions. The largest of these was British Columbia Molybdenum, formerly owned by Kennecott Copper Corp. The Climax plant and operations are described in detail and the opera¬tions of the other plants are summarized following a general discussion of recovering molybdenite from primarily molybdenite ores. Recovery of molybdenite as a byproduct will be taken up in Chapter 3. Geology Molybdenite production from mines in which it is the sole or preponderantly important mineral is confined to ore bodies in granites or igneous-type rocks or pegmatite dikes. More than one state of mineralization is sometimes present as at Climax, York, Hardy, and Questa. In the case of Climax, important byproduct recovery of tung¬sten, tin, pyrite, and monazite is also attained. The molybdenite is commonly disseminated very finely in the siliceous granitic gangue but does occur in stringers and blebs in silicified mineral solution channels. Treatment of Primary Molybdenum Ores All primary molybdenum ores are low in molybdenite, the content ranging from less than 0.20% MoS2 to a high of about 0.40% MoS2. A high resistance to grinding is a common ore characteristic combined with a habit of very fine dissemination of molybdenite in the siliceous portion of the ore. Because of low MoS2 content, high hardness, and fine dissemination of molybdenite in primary ores, it has been necessary to develop a special mill treatment which yields an accepta¬ble recovery at a reasonably low milling cost. Essentially, the treatment consists of intensive rougher flotation at a relatively coarse grind with production of a low grade rougher froth containing a substantial percentage of the molybdenite in the form of low grade middling particles, followed with multistage regrinding to liberate the locked molybdenite and several stages of flotation cleaning to produce a finished grade concentrate. Rougher flotation on pulp ground to ap¬proximately 35 mesh is common practice, even if complete liberation of molybdenite from siliceous gangue may require regrinding to 200 mesh. The flotation of middling particles with a very low content of molybdenite in the rougher flotation step has been made possible by the application of a combination of reagents first developed at the Climax mill and used with some modification in the treatment of all primary molybdenum ores. The Mantos Blancos copper-silver district, a major copper-producing area since 1961, is located on the Tropic of Capricorn about 45 kilometers northeast of the northern Chile port city of Antofagasta, as shown in Figure 1. Copper oxide minerals occurring as atacamite (Cu C1(OH)3) and chrysocolla (copper silicate-hydrate) were discovered in the district in the early 1900's (Knobler and Joseph, 1962). The mine is situated in the northern Atacama Desert, one of the most arid regions on earth, and presently receives less than 1 cm per year of precipitation. The extreme aridity of the Atacama Desert is thought to have prevailed since at least Middle Miocene time (Mortimer et al., 1978) when development of important supervene copper enrichment was slowed in many areas of northern Chile (e.g., Chuquicamata, Exotica). Despite the paucity of precipitation, landform development is mature, with large alluvial fans and alluvial-filled valleys covering much of the region. In addition, the aridity and presence of salts have led to the formation of a sub-surface cementing of alluvium and colluvium by halite-rich caliche ranging from a few centimeters to over 3 meters in thickness. These factors, resulting in poor outcrop exposure, make even reconnaissance mapping difficult.

Introduction and Objective of This Paper Computerized open pit mine models* are more and more used today for feasi¬bility studies as well as for long range mine planning. In fact, using these models is becoming an enforced practice due to various reasons. One main reason is its capacity to evaluate several designs in a fraction of time required by manual effort. Another reason is the necessity to evaluate several. pit designs due to ever decreasing grade of the orebody and increasing financial risk due to smaller profitability margin. In spite of today's accepted use of computer models, very little guidelines are available which the average practitioner can follow either to choose or to build the type of model best suited for his need. Consequently, the objectives of this paper are: 1. To review the current state of the art in the computerized open pit mine models. 2. To provide some suggestions for model selection. 3. To share our experiences in developing a model for a highly irregular copper ore deposit (see Appendix).

During the past two decades, we have witnessed the computer revolution. Like other revolutions, it has been successful in many ways; however, it has not been without difficulties. One of the areas where these difficulties have been more prevalent has been in the application of computers for the purpose of controlling industrial processes. During the early 1960's, many people naively assumed that bridging the gap between data processing and process control was a simple matter of connecting a few wires, doing a little programming, laying off most of the people and watching the plant make great increases in production as the lights on the computer blinked on and off. Unfortunately, it has not been that simple. Instead, a whole new-set of disciplines has been required to overcome the major obstacles that exist. Nevertheless, current successes are proving that the digital process control computer is here to stay, and that through the application of digital computers an attractive return on investment can be obtained in many applications.. The purpose of this paper is to illustrate some of the requirements for successful implementation of computer control systems, with particular attention to the following four objectives: First: Acquaint the reader with the general control problems so that he may more fully recognize the major requirements for successful implementation. Second: To acquaint the reader with the types of control hardware that can be considered for use in the development of control systems. Third: To discuss some of the major obstacles that must be overcome for successful implementation of computer control systems. Fourth: To discuss the systems approach in the development of control systems and to illustrate it in the implementation of an actual control system.

The 3RPORT project is a 5-mile-long, 16-foot-internal-diameter tunnel excavated in hard rock by Slurry TBM in Fort Wayne, Indiana. Two-component grouting can be separated into two core areas of operation: batching and underground operations. This paper addresses the challenges faced and solutions implemented in these fundamental areas. The effects of external factors and their impacts on mix design and batching of grout will be explored. Underground, challenges of monitoring parameters and ensuring a proper mix between the two-components will be discussed, focusing on the adopted technical solutions and considerations to be taken in the design stage of tailskin grout ports.

Research programs conducted by Allis-Chalmers Corporation are showing that the most efficient energy use in crushers is achieved when the forces applied to particles undergoing breakage are increased. Laboratory bench scale tests have been developed to confirm this phenomena, which was first observed in the field using HYDROCOME crushers with automatic setting controls. A new testing machine is described and methods of maximizing such benefits are postulated. FOREWORD Allis-Chalmers Corporation was founded in Milwaukee, Wisconsin, in 1847 as the E. P. Allis Company, which had an initial interest in manufacturing components in the grinding of flour. As such, its roots were started in reducing material size, which is covered by the generic term, comminution.

A spectrophotometric study of xanthate solutions alone and their mixtures with equimolar amounts of alkyl trimethyl ammonium bromide (CnTAB) has established the additivity of ultraviolet spectra (190 - 400 my) for potassium ethyl xanthate (KEtX) and C12TAB. No obvious effect of C12TAB addition on the decomposition rate of KEtX was observed. The kinetics of collector abstraction by copper, nickel and sphalerite powders were studied in 10-5 - 10-3M solutions of KEtX alone and in equimolar mixtures of KEtX and C12TAB. Presence of C12TAB caused a 2 - 3 fold increase in the amounts of xanthate (equivalent to many monolayers) abstracted by copper and, nickel powders but had no effect on the abstraction of xanthate by unactivated sphalerite. The adsorption of C12TAB itself from the mixed solutions was very low, at most ore monolayer only, and was not influenced by the nature of the solid powder used. The results are interpreted in terms of molecular associations and synergistic action of xanthates and quaternary amines.

The Virginia Center for Coal and Energy Research has been developing models of wireless signal propagation in underground coal mines since 2007. The current mine propagation modeling software, named COMMS, is able to locate potential broadcast points for underground wireless mesh systems and estimate their coverage. COMMS utilizes programmed routines to calculate necessary values to both quantitatively and qualitatively solve and analyze predicted coverage areas. The program approximates the spatial relationships that are encountered, such as ventilation regulators, belts and other obstructions. Using this model for propagation allows the optimal communications node locations to be calculated, by using lessons learned from current installations and experience with the new technology. In addition, the optimization can be calculated by checking all possible combinations of broadcast locations. This paper compares these optimization calculation methods. The ability to solve a mine?s communication network provides a pre-installation mine network design map, creates coverage maps of the mine and allows planning for future communication activities

Alluvial deposits of major rivers often provide relatively uniform tunneling conditions. However, these conditions pose specific challenges due to the tunneling behavior of the granular soils as flowing ground, if unsupported. This paper describes the design considerations and construction experiences gained during the Tunnel Boring Machine (TBM) drives for the Annacis Island WWTP New Outfall System in the Vancouver, B.C. metropolitan area. Meeting the design criteria for connecting two (2) deep on-land shafts with an in-river riser manifold required advancing a 5-meter-diameter slurry TBM through the Fraser Rivers sands and at a tunnel invert elevation with a baseline hydrostatic head of 3.4 bar.

With the evolving landscape of gold mineral resource development and utilization, the easily treatable gold resources are continuously decreasing, while refractory gold minerals are becoming the most important resources in the field of gold extraction. In these original ores, most of the gold is encapsulated in the lattice of pyrite and arsenopyrite, resulting in difficulty of gold transfer into the solution during the leaching process. The most effective method to solve the problem of insufficient contact between gold particles and leaching reagent is oxidation pretreatment before leaching. Different from traditional high-temperature roasting, concentrated sulfuric acid was used as both an oxidant and leaching agent in a sulfideencapsulated refractory gold ore to decompose the pyrite in the curing environment to expose the gold and improve the leaching efficiency. The experimental results showed that under the conditions of liquid solid ratio 3:1, curing temperature 240 °C and the reaction time 1.5 h, the weight loss rate and iron removal rate of the ore sample reached the highest value of 60.01% and 99.68%, respectively. The main phase of curing residue was Fe2( SO4)3, and silica was nearly the only phase after washing. At the same time, by combining the sodium thiosulfate system gold leaching method, the gold leaching rate increased from 3.67% to 81.30% before and after pretreatment with concentrated sulfuric acid.

Historically, this area produced gold and silver from many well-known vein deposits, like Tayoltita, Topia, and San Jose de Gracia. Modern exploration identified three categories of deposits: 1) low grade porphyry golds in shallow level dacite porphyries; 2) batholith-related deposits; and 3) those formed in volcanic sequences of Late Cretaceous to Late Tertiary. At least four porphyry golds have been identified, of which Metates is best known. These are formed by and within dacite porphyries, associated hydrothermal breccias and sometimes within surrounding metasediments. Their ages are from mid-Cretaceous to Early Tertiary. Precious metal deposits associated with batholiths occur as veins, contact haloes in metasediments or volcanics, skarns, tectonic breccias, hydrothermal tourmaline breccias, dacite dikes or as disseminated or stockwork deposits such as La Fortuna. Several new gold discoveries were made in older Early Tertiary Volcanic Sequences and in the younger Tertiary volcanics within prominent structures exceeding 3 to 5 km in lengths. Some of these are open-pittable but most have to be mined by underground methods.

During the last 15 years, the North American Mining Industry has experienced increasing usage of cast high chromium white iron grinding media in wet grinding applications. First introduced into the cement industry (klinker grinding) where wear rate reductions of four or five times have been realized compared to steel balls, this same grinding media serve the iron, copper, and phosphate markets by resisting not only impacts and abrasion, but also corrosion which occurs in wet grinding. In these markets, single mills containing 250,000 kg of grinding balls are not un-common and hence the economic potential with respect to lower wear rates can be significant. Add to reduced wear rate the increased production efficiency that is possible and it is readily understood why much of the mining industry uses cast high chromium grinding media. Metallurgically, the alloys used consist of a martensitic matrix containing hard M7C3 eutectic carbides. Carbon (2.0 to 3.5%) and chromium (12 to 277.) are characteristically used to arrive at the desired properties.

The Pennsylvania Department of Environmental Protection in 1998 reviewed its permitting process to determine how effective its program has been in preventing pollution and to identify here it could be improved. Of the 1,699 bituminous mine permits issued from 1987 to 1 996, 50 were identified to have current or past postmining discharges with water quality problems. The remaining 1,649 sites had no known current or past postmining discharges problems. The 50 sites were selected for further review. On closer examination, 33 of these permits no longer had water quality problems or the problem had not actually resulted from the permitted mining activity. Only 17 permits, or one percent of the total permits issued, were found to have caused long-term postmining discharges serious enough to require treatment and prevent bond release. Analysis of these 17 sites using current knowledge of mine drainage prediction, revealed that the most common cause of error was inadequate information in the permit application. Errors in interpretation of the application data and in implementing the permit were less common. A very small percentage of all permits issued resulted in postmining discharges for no clearly identifiable reason. Trends over the 10-year study period indicated a decreasing incidence of permits resulting in postmining discharges. Further, with the exception of the first few years of data, most of the postmining discharges were of mildly acidic or alkaline quality and amenable to passive treatment.

Nearly 30 estimates of the minimum earth stress were obtained from hydraulic stimulation tests in 5 boreholes at depths varying from 0.6 to 4.3 km in jointed granitic rock near the Valles Caldera in New Mexico. This site is located within the transition between the Colorado Plateau and Basin and Range provinces. Stresses were determined from open hole hydraulic fracturing experiments conducted with water at pressures up to 48.3 MPa (surface). The virgin bottomhol e temperatures ranged up to 327°C. Pressure records show no evidence of rock breakdown, indicating injection into pre-existing joints. A typical pressure response consists of an early wellbore storage period followed by linear fracture flow, which then evolves into a steady pressure, fracture extension mode. Shut-in behavior is characterized by a sharp pressure drop followed by a more gradual decay. The minimum earth stress shows a general linear trend with depth, increasing with a gradient of 19 MPa/km. A low stress anomaly occurs from 2490 to 3100 m where the minimum stresses are as much as 28 MPa lower.

"DC Water’s First Street Tunnel (FST) is part of the $2.6 billion Clean Rivers Project designed to reduce the occurrence of combined sewer overflows into local waterways. Due to flood events in the Bloomingdale and LeDroit Park neighborhoods, the FST Project was accelerated by DC Water to mitigate future flooding by boosting storage capacity and thus relieving the undersized combined sewers.The FST Project was finalized in 2016 as a collaborative effort between DC Water, its consulting team consisting of Greeley & Hansen and McMillen Jacobs Associates, and the design-build team of Skanska, Jay Dee Contractors (SKJD) with WSP Parsons Brinckerhoff as the designer.Scope of project. The FST Project (Fig. 1) included four primary shaft sites, a large 6 m (20 ft) internal diameter, 823- m (2,700-ft) long bored tunnel and three adit connections from the off-line shafts to the large-diameter tunnel. The adits which vary in size and length, are the subject of this article. The Channing Street site (Fig. 2) was established as the main site for an Earth pressure balance tunnel boring machine (TBM) and included a 49-m (160-ft) deep shaft with slurry wall support of excavation and 20-m (65-ft) internal diameter final cast-in-place permanent concrete liner. The construction sites at Adams Street, V Street and Thomas Street each consisted of off-line shaft structures tied to near-surface sewer diversion chambers and ventilation facilities. These three off-line shafts were connected to the large bored TBM tunnel via adit tunnels. Each of the three adits had a portion or the entire length excavated by sequential excavation method (SEM) in frozen ground.The Adams Street adit (Fig. 3) was constructed in two phases. The first phase is the 23-m (75-ft) long and 5-m (16-ft) diameter section immediately outside the drop shaft which also serves as the deaeration chamber and was excavated by SEM. The second phase which is 91 m (300 ft) long and 3 m (10 ft) in diameter was excavated by Micro TBM (MTBM) launched from within the permanently lined deaeration chamber. MTBM excavation commenced toward a reception chamber that was excavated by SEM from the previously bored FST TBM tunnel. This SEM excavation had a 5 m (17 ft) diameter and a length of 4.5 m (15 ft)"

The City of Toronto’s Coxwell Bypass Tunnel is currently being constructed by North Tunnel Constructors ULC, a joint venture of Jay Dee Canada, C&M McNally Tunnel Constructors and Michels Canada. This project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five 20 meter diameter storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. This paper describes progress on the project to date and reviews the risk mitigation measures utilized on the project to move the project forward through tough geological conditions during shaft excavation and tunneling phase of the project.
