The development of Vitrokele™ Technology over the last 10 years is reviewed with reference to mine site piloting and com­mercial applications. The first mine site piloting was conducted in Australia in 1989 followed by a further six continuous site trials in Australia, Canada and the USA. These major pilot plant studies are complemented by over 50 laboratory scale batch and pilot testwork programmes. The first commercial plant using Vitrokele™ Technology was the Connemara project commissioned in Zimbabwe in 1995. Subsequent to this, three commercial scale projects have been designed using Vitrokele™ to recover precious metals, base met­als and cyanide. The various projects are discussed with relation to the differ­ing flowsheets applied to each particular case.

The Lower Cretaceous McMurray Formation in northern Alberta contains bituminous sands interbedded with other sediments which form the reject encountered during mining operations. Grade prediction is based on a combination of geological interpretation, computer modelling and past mining experience. In addition to estimates for ore, an accurate estimate of "waste" or "reject," are required for Mine Planning. This study investigates the ability of point-kriging using geostatistics, to augment the existing data base of drill-holes in a study area on Syncrude's leases. This approach enables the assessment of potential "worst" case - "best" case scenarios within the context of Mine Planning.

The last two decades have witnessed the resurgence in popularity of a century old tool for shaping laws and public policy – the ballot initiative. In recent years, anti-mining special interests have used the initiative process to secure voter approval of measures to ban modern surface mining for gold and silver. In November 1998, voters in Montana approved such a measure1 – the effects of which have been devastating to the mining industry in that state. In November 1999, anti-mining groups sought to place a nearly identical provision on the general election ballot in Colorado. They did not succeed, but the battle over mining’s future continues in the most important forum of all – the court of public opinion. The Colorado measure failed, in large part, because its proponents failed to convey a positive environmental theme. The mining industry also exercised early-on the rights available under state law for administrative and judicial review of the initiative, instead of relying upon the limited relief that would have been available had it waited until after the secretary of state approved the measure for the November election ballot. This article will summarize the ballot initiative process in Colorado and the proceedings that took place over Initiative No. 215.

Introduction The mining industry is perhaps best characterized by the numerous and abnormally high risks associated with the business of mining and by its most basic assets - ore deposits, people and technology. At the most fundamental level, it is the quality and effective utilization of these basic assets that determine a mining company's ability to compete efficiently in the international market place. The gold industry has received much attention in recent years and especially in recent months, for good reason. This commodity serves as an excellent platform for the subsequent discussion of these three basic assets and their role in mining's future. Facets of the gold industry The fate of this noble metal in recent times illustrates some of the various risks associated with the mining industry and the importance of high-quality assets, whether they be ore deposits, people or technologies. The following comments pertaining to the gold industry help place proper focus on subsequent discussions. All monetary amounts given are in US dollars. Throughout 1997, falling gold prices broke record after record: first hitting three-year lows, then a 12-year low in July and finally an 18-year low at year's end. From Jan. 1 through Dec. 31, 1997, the price of gold fell by more than $2.57/g ($80/oz), or some 22%. The decline in gold-mining profitability and stock prices was even more dramatic. At the beginning of 1997, the 20 largest gold producers in North America had a market capitalization of approximately $44.5 billion. At year's end, this market cap had fallen to $26.2 billion, a reduction of 41%. The total market cap of all the world's gold companies fell from $71 billion to $46 billion, a 35% drop (Serwer, 1998). Analyses suggest that, at a spot gold price of $9.65/g ($300/oz), only one, or possibly two, North American gold-producing companies can make money when break-even or "total costs of production" are considered. While strong hedge positions mitigate this situation in the short term, clearly, this is an industry in desperate straits. For example, write-downs for North American producers in 1997 were approximately $2.5 billion. Speculative short positions in 1997 were near historical record highs and generally exceeded long positions by factors of 9:1 or 10:1. Much of this is driven by some US commercial banks, hedge fund managers and commodity speculators who can significantly move gold prices sharply over short periods of time by selling gold they do not own in the expectation they can buy it back at a lower price before they have to deliver. These signifcant short positions are likely to continue as long as central banks are willing to sell or loan gold to financial institutions that in turn make the gold available to speculators who hope to capitalize on price fluctuations. The Far East accounts for approximately 26% of the annual demand for gold. Including India, the region accounts for 43% of total demand. More than 85% of the physical demand for gold is for investment jewelry in Asia and the Middle East. This demand is extraordinarily price sensitive. The fairly recent turmoil in Asian markets and economies, combined with currency devaluations throughout the region, have made gold more expensive (30% to 50% in local currencies) for those peoples most likely to treat gold as a safe investment haven. Higher interest rates also have reduced the amount of money they have to spend on consumer goods such as jewelry. All of these recent Asian events are deflationary in nature. The Geological Department, headed by the Chief Geologist, is part of the General Engineering Division and is under the direct supervision of the Chief Engineer. The Geological Department is responsible for the technical direction of all work concerned with the finding and outlining of ore. It provides the mine operating staffs, with the necessary plans and sections to enable them to design pit and underground layouts and to, extract ores' as required by outgoing cargoes. The department maintains grade and ore reserve statistics in conjunction with a mining recovery factor at year-end. These duties are performed through the co-operation of all departments participating in the overall operation. As a result, a steadily broadening use is being made of geology at Steep Rock.

In order to establish meaningful remediation goals and monitoring programs in areas disturbed by mining, it is desirable to determine the natural metals concentrations that existed in the area prior to mining. At Iron Mountain, California, several natural sources exist for acid drainage and loading of metals to Slickrock and Boulder Creeks. This paper describes methods to determine the contribution of copper and zinc to groundwater and surface water from those sources, including natural gossan rock outcrops, mineralized bedrock, and colluvial materials. Methods used include evaluation of: 1) historical information, 2) literature values of unmined, mineralized areas, 3) analyses of water from monitoring wells, 4) leaching studies, 5) statistical analysis, 6) isotopic studies, and 7) identification of background by elimination of mining sources. Results from this natural background determination show that Boulder Creek and Slickrock Creek carried elevated concentrations and loads of copper and zinc prior to mining activities. With repeated rinsing of reclaimed and remediated mine materials by rainfall, there will be a diminishing contribution from residual waste rock and tailings at Iron Mountain, and natural background will become an increasingly larger proportion of the total load.

Cyclic voltammetry and surface potential (photovoltage) measurements have been carried out on galena electrodes in sodium tetraborate solutions with added HC1 and NaOH to adjust the pH over the range 2 to 13. The first technique shows that the surface species formed on moderate anodic polarization and reduced on subsequent cathodic polarization are the same over the entire pH range. At anodic potentials, a soluble metal species and excess sulfur are formed; at cathodic potentials, sulfur is reduced to a soluble species. More importantly, excess surface sulfur is formed spontaneously under zero current conditions in alkaline solutions. This has been shown to occur on both polished surfaces and on virgin surfaces produced by in situ cleavage under the electrolyte. The photovoltage gives some insight into the charge and potential distribution at the galena surface. This is found to depend on past electrochemical history and the n- or p-type semiconducting character of the electrode and is interpreted in terms of changes in the surface stoichiometry that occur during reduction or oxidation. The effect of surface stoichiometry on subsequent xanthate interactions is discussed.

"Name your poison," wrote Forbes, Jan. 3, 1983, in an article describing the plight of much of the mineral industry as it entered the new year. "To ask which (mining) segment is better these days is almost like asking which of several stones would make a better life preserver." "The scene has seldom seemed darker or apparently less promising," said the Mining Journal in June 1982. And the Northern Miner described the year as the third in a "3-year drought which has completely dried up (company) coffers." Thus, 1982 became the worst year for much of the mining industry since the Great Depression. Low prices, commodity surpluses, output reductions, layoffs, temporary and permanent closures, and financial losses made headlines as the general recession continued to hurl blows at an industry facing strong foreign competition, increased government regulations, and plummeting market demand. At fault were tight US monetary policies and the resulting high interest rates that, while forcing inflation to slow, also threw the economic wheels of the country into reverse gear. Automobile production, housing starts, consumer durable sales, and capital spending all fell dramatically. US industrial production fell about 8.5% in 1982, with the GNP dropping by 1.7%. Production Value Not a single mineral escaped this recession. According to the US Bureau of Mines, US nonfuel production value dropped for all but four out of 21 metals and 14 out of 44 nonmetals. Production quantities increased for only gold, lead, and zirconium among metals and for only six nonmetals. Total nonfuel mineral production value dropped a whopping 21% from 1981 levels, the largest decline since 1938 and the first since 1971. Production value was estimated at $20 billion. Metal commodities showed heavier losses than nonmetals-37% vs. 12%-because of their link to depressed automobile and construction industries. Prices From peaks in early 1980, prices of precious and base metals, ferrous and nonferrous metals, and virtually every mineral dropped to 30-month lows in June 1982. Gold dropped to $9.64/g ($300/oz) compared to a high of $27/g ($850/ oz). Silver was quoted below 164/g ($5/oz) versus a $1.61/g ($50/oz) high. Copper was offered at a five-year low of $1.22/kg (55.5¢/lb) compared with a high of $3.30/kg ($1.50/lb). Lead went for 53¢/kg (24¢/lb) versus $1.21 (554). Nickel begged for buyers at $4.19/kg ($1.90/lb) compared to a high price of $7.72/kg ($3.50/lb). Molybdenum was available at or below $8.82/kg ($4/lb), down from a high of $44/kg ($20/lb). Cobalt went for $11/kg ($5/lb) versus $55/kg ($25/lb). Adjusted for inflation, increased currency costs, and currency devaluation, many of these prices are the lowest reached in decades. Financial Profits & Losses Low prices severely impacted companies' earnings, turning profits into sometimes disastrous or fatal losses. Robert Norton, director of the US Bureau of Mines, noting there has been a recession in the mineral industry for years, said, "Profit rates as related to invested capital have been considerably lower (for mining) than those of other industries. INTRODUCTION Lead and zinc are today rightly regarded as sister metals. Historically, however, they differ markedly with lead being known and in general use as the metal since 3000 BC in several countries which at that time might have been described as mature economies. Zinc was not isolated and recognised as an industrial metal with distinct and valuable properties until about 1700-1800 AD (although it had, of course, been utilised as a constituent of brass for some 2000 years previously). c were well established as industrial metals by the beginning of the 20th century. The present paper briefly reviews the overall growth in world consumption* and changes in the three main areas which today represent the mature economies or industrialised areas, i. e. ,Europe, the United States and Japan. Trends in overall consumption are determined by the demands for the individual uses for lead and zinc. The changes in patterns of use in the industrialised areas - individually and collectively - and reasons for the changes are also considered. LONG TERM TRENDS - 1900-1984 The World Picture Since the beginning of the 20th century the world consumption of lead (3.9 million tonnes in 1984) has grown almost fourfold and that of zinc (4.7 million tonnes in 1984) is almost eleven times greater than it was in 1900. The long-term trend has been one of continuing expansion for both. metals although the pattern has been severely disturbed at certain periods, for example in the years immediately following the two world wars and at times of marked recessions in industrialised areas. Apart from such major setbacks, new levels of consumption have been established regularly every few years. Recently, however, consumption has not really grown and with only a slow and partial recovery in world industrial activity at present, there is no indication that the peak consumptions of 4.2 million tonnes of lead, set in 1979, and 4.8 million tonnes of zinc (1973) will be exceeded in the near future. The growth in world lead and zinc consumption since 1900 is shown in Figure 1 (which includes changes in copper and aluminium for comparison). Overall growth over the period 1900-1984 has been about two percent a year for lead and about three percent for zinc (annual growth for copper has also been about three percent). Increases in tonnage consumption and growth rates by decade for lead and zinc are summarised in Table I. However, the growth rates by decade sometimes conceal very large individual annual increases and decreases. For example, in 1975 lead consumption fell by 13 percent and zinc consumption by 22 percent compared to 1974. In 1976 consumption of lead and zinc rose by 12 percent and 18 percent respectively. The years when consumption 'landmarks' (ie one, two, three and four million tonnes) were first reached are shown on Table 2. Clearly, the pattern of shorter periods being required to attain each extra million tonnes of consumption was broken in the 1970's. The consumption of zinc overtook that of lead for the first time in 1940, and since 1946 has always been at a higher level. Trends in industrialised areas The two key industrialised areas at the beginning of the 20th century were Europe and the United States which between them accounted for some 95 percent of world lead consumption and 98 percent of zinc consumption. Figures 2 and 3 show the growth in lead and zinc consumption, and Figures 4 and 5 the percentage shares for each area since 1900. Europe has usually been the major user of lead except for some years in the 1920fs, most of the 40's and early 50's when consumption in the United States was larger. In 1900, Europe accounted for about 64 percent of world lead consumption and the United States just over 30 percent. Currently, Europe takes about 40 percent of world consumption and the

Adsorption of sodium dodecylsulfonate (SDS) and dodecylaminium hydrochloride (DAH) on Buller seam coal, New Zealand, have been studied. Both surfactants adsorb effectively on the coal below pH 8, and the adsorption isotherms established at pH 4 are essentially the same at lower concentrations. These findings suggest that the adsorption of these two ionic surfactants on coal is controlled by a hydrophobic bonding mechanism. However, the results of calorimetric studies suggest that coulombic attraction also plays a part in the adsorption mechanisms. It has also been found that both the SDS and DAH adsorbed in the first monolayer are not removed by lowering the surfactant concentrations in the bulk solution.

General. Data for the operating information given in the 15 tables in this chapter was obtained from voluminous questionnaires sent to over 100 operating companies in 1972. There has been a considera¬ble change since then in supply and power costs and many companies have had expansions or revisions since that time, so it must be realized that information is valid for the year 1972. This is true except for the three new properties of Sacaton, Metcalf, and Pinto Valley. These three operations started up since 1972 and all information for them was obtained in 1975. The questionnaires were sent to all major copper properties throughout the world as well as to many smaller units and to some mines that had complex or unusual conditions. Properties for which no information is given did not submit completed questionnaires. Several operations were unable to supply information requested be¬cause of company policy prohibiting it. However, data is presented for 75 different operating properties. The reference number of the left-hand column is the same for all 15 tables of data. If the company had several operating properties as of 1972, then subsequent properties use the same number but a different letter. For example, Anaconda's property at Butte, Mont., is IA, whereas Anaconda's (now Anamax) Twin Buttes property in Arizona is IB. Table I gives general data for the properties including exact loca¬tion, milling rate, pertinent assay values and recoveries, and a brief listing of ore and gangue minerals. It was not possible to obtain any more information from the properties in Chile except that given in Table I. Crushing. Crushing plant operating data is given in Table 2. This table gives data on the crushers, feeders, and screens used at each property. The data obtained on feeders was confusing, but, rather than completely eliminate this information, it was decided to report it as given. The confusion lies only in the description of where the feeder is located. Where a primary feeder is listed it was not possible to determine if this feeder was on primary feed or primary discharge. For secondary feeders it is known that the feeder listed usually is feeding the secondary crushers, but at some properties it is handling the secondary crusher discharge. The same reasoning holds true for tertiary feeders-they handle either tertiary feed or discharge. This table contains a voluminous amount of data. A column giving tons per day per square foot of screen area would have been very informative, but some properties included circulating load in the feed rate and others listed new feed only, so calculations were meaningless. Autogenous Mills. The use of autogenous or semiautogenous mills for any property must be given serious consideration in the future. Table 3 lists data for four properties that are fully autogenous and four more semiautogenous mills that use balls to supplement the chunks of ore. This method of grinding is especially applicable when the ore is of such a nature that crushing problems would be severe, such as when ore is wet or sticky or contains a lot of fines. Paradoxically, it should also be considered when ore is tough and hard and blocky because then the competency of the ore means it can serve well as the grinding media. Where the ore varies greatly in hardness, as at Cyprus Pima and Lornex, semiautogenous grinding has been especially beneficial with capital costs and operating costs both 10-20% lower than could be obtained with conventional crushing and grinding. Rod Mills. For a great many years the standard milling operation used two- or three-stage crushing followed by open circuit rod mills and then ball mills in closed circuit with classifiers of some kind. A surprising number of properties crush to the fine size of about 3/8 in. and then use ball mills only, in closed circuit, with no rod mills. It is difficult to say whether rod mill-ball mill circuits or ball mill only is the best. One can be certain of two things: (1) the argument will go on for a long time and (2) for some mills one method obviously was superior over the other. As ball mills of 14, 15 ft, and larger came into use, more properties like Duval Sierrita (16b ft diam by 19 ft long) and Bougainville (18 x 21 ft) were built with single-stage ball mill grinding. Although there are larger rod mills used, especially in the iron ore industry, the largest rod mills on copper ore are at Twin Buttes (14 x 18.5 ft) and at Gibraltar (13'A x 20 ft). With increased CO2 emissions from steel and coal industry, there is great opportunity to capture CO2 and utilize the captured CO2 for economic advantage. The primary goal is to develop energy-efficient processes that reductively couple CO2, an abundant and renewable carbon source, for the production of value-added chemicals such as methanol, ethanol, and oxalic acid. These chemicals can be used elsewhere in the refining process or sold as valuable by-products. Geological sequestration, in comparison, has no economic return. Current CO2 utilization research at Michigan Technological University focuses on electrochemical reduction of CO2. Electrochemical reduction of CO2 to hydrocarbons and other chemicals is a complex multistep reaction with adsorbed intermediates. The exact reaction mechanisms leading to various products are not clear from the literature to date and will likely change over the range of conditions like pH, electrode potential, electrolyte medium, catalyst, etc. This paper will present different ideas and their viability to utilize CO2 as a feedstock to produce several value-added compounds. INTRODUCTION Carbon dioxide (CO2) emissions into the atmosphere will need to be drastically reduced to curb the various undesirable effects of climate change. The large contribution in total CO2 emission originates from coal or natural gas power plants, and a considerable amount from steel plants. Average CO2 emissions in the US from steel industry is 2.9t CO2/t steel (Global CCS Institute 2013). Capturing the available CO2 from the steel and coal industries for economic advantage is a win-win situation for the industry. This technology is not only important scientifically but is also vital for a sustainable future. The various ongoing investigations can be categorized as biochemical, thermochemical, photochemical, and electrochemical approaches. Among these, the electrochemical method shows the most promise as an efficient form of CO2 conversion technology, because of its many advantages like high reactivity under ambient conditions and good extensibility from small- to large-scale processes1 BACKGROUND Extensive research has been done on the chemistry of transforming carbon dioxide into more useful products. Methods are known to convert carbon dioxide into a wide variety of substances, including methanol, isobutanol, carbohydrates, methane, carbonates, urea, formic acid, oxalic acid, carbon monoxide, epoxides, formaldehyde, and so on. Several of these (carbohydrates, formaldehyde, isobutanol etc.) are primarily results from biological processes. The rest are results of strong reduction reactions or electrolytic reduction. In short, electrolytic reduction can be used to form methane, methanol, formic acid, oxalic acid, carbon monoxide from carbon dioxide2. CO2 reduces at the cathode in an electrolysis cell. These processes have the general form of generating the carbon dioxide anion radical (2⋅−) and allowing it to react with itself or the electrolyte3. Catalysts can be added to influence the formation of the anion radical or to suppress side reactions3. The electrolyte, catalyst, voltage, electrode material and CO2 content are all known to effect the reaction pathway. Marcona Corporation produces about 3.5 million long tons of iron ore pellets annually on its two travelling grate pelletizing machines at San Nicolas, Peru. During 1969, these pellets will be shipped to customers in four marketing areas--Japan, the United States, Europe, and South America. All of these sales are on the open market, and product quality is a major concern. Typical chemical, structural, and quality test results for Marcona pellets are given in Table 1. [ ]

The Boundary Element Method of Numerical Modeling has become an increasingly popular rock mechanics -mine design tool. It has been used by the Roof Control Division, Pittsburgh Safety and Health Technology Center, MSHA, to aid in the resolution of complex ground control problems since 1985. This paper will present an overview of an evolving simulation process and details of methods utilized to generate necessary coal, rock and gob input properties. Also included is a description of a Deterioration Index System that is used to link model output to observed mine conditions and two case studies to illustrate that process.

The "mass balance" is unquestionably the most common class of problems for the process engineer'. Closely related, mathematically, is the "heat balance". Every laboratory test requires a mass balance to describe the results. Mass balance calculations can be subdivided into several sub-categories based on whether the results are time dependant or not and depending on whether the input data are measurements that contain errors or are hypothetical values with no errors. Time dependent mass balances are dynamic process simulations and in addition to the conservation of mass constraints require kinetic data input. They are one step beyond simple mass balances.

In-situ leaching of copper from chalcocite relies on ferric iron concentration in the lixiviant being reduced to ferrous. To re-establish the ferric concentration in solution, ferrous must be re-oxidized. This reaction is slow under normal chemical conditions but it is catalyzed by Thiobacillus ferrooxidans bacteria. BHP Copper's Miami In-situ unit developed a bio-reactor as a method of oxidizing ferrous to ferric. The effects on oxidation of temperature, CO2? oxygen, and air injection flowrate were defined. This paper summarizes the results of ferrous bio-oxidation using plastic column packing and oxide ores as bio-reactors and the leaching results of the bio-reacted lixiviant on chalcocite ores.

Selective flocculation was used to produce superclean zinc concentrate with minimized silica contamination. Research was carried out on a flotation concentrate from the Jersey Miniere Zinc Company (JMZ) in Gordonsville, Tennessee. The material was first dispersed with sodium silicate and then causticized tapioca starch was used to selectively flocculate the sphalerite, leaving the silica in suspension. This technique has been applied commercially to iron ore beneficiation but has never been used for processing zinc. The feed material assayed 0.45% Si02. Use of 0.56 kg/tonne (1.13 lb/st) of sodium silicate and 0.070 kg/tonne (0.141 lb/st) of causticized tapioca starch resulted in 98.2% zinc recovery in a purified zinc concentrate assaying 66.0% Zn and 0.24% silica. The present target level for silica contamination in JMZ zinc concentrates is 0.3% Si02. This work has shown that selective flocculation offers a potential method for cleaning flotation concentrates, particularly where low silica products are required.

In the April issue of Mining Engineering there is a technical note "New size laboratory ball mill for Bond Work Index determination" written by M. Nematollahi which is very confusing. My recollection is that a description of an experimental procedure should be such that someone skilled in the art should be able to reproduce the results. Applying this test to this particular article would according to me cause a failure to be registered. There are apparently three batch laboratory test procedures referred to in the article. One of these is the traditional Bond test with all its limitations such as dry grinding followed by exclusively dry screening, two attributes which fail to simulate conventional industrial grinding. There is a second procedure (NSBM) which the author is advocating as an improvement of the Bond procedure but from the description I doubt that anyone would be able to repeat the procedure. For instance, is the grinding to be done wet or dry, if wet at what pulp density, and how is the screening to be done, wet or dry or a combination?

A prototype automated mapping and spatial information management system has been developed, and illustrates how a powerful map manipulation capability and a comprehensive display system can be combined using both raster and vector mapping: The concept of a mapbase and information retrieval mechanism, query language as well as text and graphical menus, is introduced. The Geographic Information System (GIS), which has been built around a system for storage and retrieval of spatial and textual data, allows interaction with geographic space represented on a displayed map. The prototype is demonstrated using maps and information of an open pit mine.
