G.F. Learning The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Leaming for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Leaming's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Leaming is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed.

Introduction The Sierra Nevada Foothill Gold Belt in California extends from Mariposa north for more than 420 km (200 miles). It includes the Grass Valley and Alleghany districts in the zone of Northern Mines and the famous Mother Lode to the south. The gold belt has produced more than 3.1 kt (100 million oz) of gold since its discovery in 1848. This remarkable production, at the present gold price, would be valued at more than $40 billion. The Law of Gambler's Ruin supposes that averages are based on systematic rather than random variations. It emphasizes the vast differences between finite and infinite probability. By applying this Law to this figure, it can be seen that the belt has produced an average of 15.5 t (500,000 oz) of gold per running mile. Many geologists believe, with some justification, that less than half the gold in this belt has been mined. Sixty per cent of the past production has come from lode deposits, the balance from Tertiary and Recent placer gravels. This paper will concern itself with the developing lode mines along the Sierra Nevada Foothill Gold Belt. As a further and final note regarding placer mining along this belt, Mark Twain suggested that placer miners, having lost their senses, had contributed liberally to the population of California's insane asylums. After a 40-year lull with little or no gold production, the lode mines of this famous belt are showing signs of renewed activity. Two open pit mines, the Sonora (Jamestown) and Carson Hill, are now in operation at substantial scales. Two others, the Goldenbell (Pine Tree-Josephine) and the Royal-Mountain King, are being readied for production on equally impressive scales. All are in the southern part of the Mother Lode. Exploration farther north, at Sutter Creek, Drytown, and Georgetown, is showing encouraging results in developing deeper lode deposits. This new activity has been sponsored to a large extent by junior Canadian mining and exploration companies. Most of the established American mining companies have looked the other way, not participating in this important development. One major reason for domestic disinterest in this opportunity is there is little chance for heap leachable open pit ore in this belt, excluding Carson Hill. And heap leaching has become fashionable with American mining companies today. Also, this great old gold belt must have been worked out, for why else is there so little activity here - Catch 22 logic. Another reason is that if a new deposit of size and grade similar to the mines in the past was found, high costs would preclude a profitable operation. And, finally, California environmentalists would not permit mining, even if a rich deposit were found. These may all be pefectly valid reasons not to explore for gold along this belt. But a look at the history of gold mining in California may suggest that the future for exploration and development of the gold resources in the Sierra Nevada Foothills can be greater than the past. It was during the Depression of the 1930s that this gold belt saw its maximum activity, with more than 3000 mines in operation. This article includes the application of roasting pretreatment by assisting the cyanidation process in the recovery of Au–Ag from Bolkardağ Gossan refractory ore and the characterization studies of the ore, roasting sample, and postcyanidation waste sample. While ore contained many metals along with gold and silver, the environment in which these metals were found was carbonate, sulfated, silicated, and iron oxide-containing deposits that have undergone oxidation. In mineralogical studies, there were Fe oxy/oxyhydroxides, Pb/Zn carbonates, and jarosite-bearing structures such as beudantite, calcite, dolomite, clay, and quartz in the ore. The sample used in the experiments was d80 = 29.6 μm, and the test parameters were determined by examining the TG analysis made to the ore. Preroasting experiments were carried out at a roasting temperature range of 200–800 °C, during a roasting period of 10.0 min. Three different samples were characterized by TG for temperature changes, FT-IR for bond structures and permeability, SEM/EDX for visual inspection of structural changes, and XRD Rietveld’s analysis for mineral % content differences. As a result of the cyanidation experiments carried out after the pretreatment, gold was recovered with 80–90% yields and silver with 40–48% yields, respectively.

The Inter-Island Tunnel is a 7.7 kilometer (25,160 foot) long by 3.5 meter (11.5 feet) diameter concrete lined tunnel through the Cambridge formation below Boston Harbor. Constructed as part of the Boston Harbor Project, this tunnel will bring untreated wastewater from the MWRA’s South System headworks facility at Nut Island in Quincy, MA to the new Deer Island treatment plant. A myriad of problems delayed the construction of the tunnel. These problems included salt water inflows of over 22,000 liters (5,812 gallons) per minute, a major fire in the access shaft, weak rock and soil collapsing on the tunnel boring machine, and hand mining operations.

Philippines is a country that is richly endowed in mineral wealth. In 1988, Climax Arimco Mining Corp. (CAMC) geologists found the Dinkidi porphyry gold-copper deposit in Nueva Vizcaya province. It is the most significant mineral discovery in that country in recent times. To date, the company has defined indicated resources of 124 Mt (136 million st) of 1-g/t (0.029-oz/st) gold and 0.4% copper. This includes a high-grade core of 7.9 Mt (8.7 million st) of 6-g/t (0.175-oz/st) gold equivalent. Total contained metal is 124.4 t (4 million oz) of gold and 499 kt (1.1 billion lb) of copper. Dinkidi's discovery resulted from initial geologic reconnaissance and recognition of the intrusive complex that is exposed at surface and anomalous in its topographic expression. This was followed by systematic exploration. This includes extensive gradient array induced polarization (IP), ground magnetics, geochemical sampling and diamond drilling. This later defined a further 16 satellite porphyry targets in the Didipio region. Climax was been granted a Financial and Technical Assistance Agreement contract with the Philippine government. It allows 100% foreign ownership of mining projects. After four years of negotiations, Climax was the first company to have such an application granted. Some 120 applications from numerous international mining companies are waiting for approval following implementation of new Philippine Mining Act of 1995. Exploration history Didipio is located 200 km (125 miles) north of Manila at an elevation of about 700 m (2,300 ft) in the remote Sierra Madre mountains. This region remains mostly unexplored. The property is accessed by 25 km (15 miles) of logging track from the town of Cabarroguis, Quirino. The area experiences an average rainfall of about 3,000 mm (118 in.) a year. Most of it falls during the July-to-November typhoon season. Didipio was first recognized as a gold province in the 1970s when native Ifugao and Ilongot hunters discovered alluvial gold in the region. The region had been prospected over the years by local companies. They were mostly prospecting for alluvial gold. However, in 1988, Climax Mining geologists identified the potential of an obscure razorback ridge protruding from the alluvial valley floor. This ridge, later named Dinkidi by Climax, was the site of several small- scale tunnels. Locals had mined narrow quartz stockwork veining and sluiced soft argillic alteration zones, using irrigation canals and sluice boxes to catch free gold.

1 Flotation Analogy To explain flotation in simpler terms the following analogy will be used. A factory (the flotation cell) manufactures a product (collector coated mineral). The product (collector coated mineral) is transported to market (the launder). A truck (the frother) is used to transport the product (collector coated mineral) to the market (the launder). The truck (the frother) transports the product over a road (the froth bed). The truck (the frother) and product (collector coated mineral) are supported by tires (the air). 2 Assumptions This operating philosophy assumes that the correct collector dosage is present along with the correct particle size distribution, pH conditions, etc. and that the minimum required frother dosage is correct. 3 Collector Addition The collector addition as used at a flotation plant is based on dosage rate as determined by the amount of mineral value entering the concentrator. Collector is normally added at two points in the concentrator: The primary flotation circuit and staged addition in the rougher scavenger circuit. Surveys have shown that the staged collector addition provides an increase in the kinetics and increases the recovery of the valued mineral in the rougher scavenger circuit. 4 Frother 4.1 Frother Dosage As explained in the above analogy, frother can be likened to the truck that transports the product (collector coated mineral) to market (the launder). Just as you would not use a truck rated at 15 tonnes to transport a 20 tonne load, you cannot expect to transport coarse minerals to the launder when there is insufficient frother present. Frother dosage must always be at, or above the minimum target. If less frother than the required minimum is used, then coarse mineral particles will not be supported and transported to launder where the mineral is recovered. To the naked eye the froth characteristics, even when insufficient frother is used, will appear to be correct. You cannot see the coarse particles that are not being recovered in the froth. (See Section 4.2 below for an explanation of why this occurs.)

The New York City Transit System is celebrating its Diamond Jubilee this year. In 1904, 9.3 route miles of New York's first subway was placed in operation in lower Manhattan. Since that date the system has grown to 230 route miles and 458 stations (See Exhibit #1). The age of the system immediately provides a clue to the nature of our construction activity. While we must always plan for the future and expand the system in the direction of the future needs in New York, a substantial amount of time and money must be channeled towards the modernization and maintenance of the existing system which provides vital transportation for 3-1/2 million passengers a day. This paper however will be directed to our New Route's Construction and, specifically, to three rock tunnel and cut and cover sections presently under construction. Currently, New York is engaged in the construction of about 9 New Route miles of structure. Briefly, the 3 Sections we will discuss are as follows: Route 131-A Section 5A is a 4 track structure in Manhattan and includes the new Lexington Avenue Station. This 1240 foot long section is located between Park Avenue and 3rd Avenue and is a combined cut and cover and rock tunnel section under 63rd Street. Route 131-A Section 5B is an intricate 2423 foot long 4 track rock tunnel section extending from 3rd Avenue to the FDR Drive under 63rd Street in Manhattan.

In the present paper, two large diameter columns 2 m tall and 1.3 m diameter filled with crushed (finer) and run off mine (coarser) heap leach materials respectively were used to perform unsaturated flow studies. Instruments measuring moisture content and matric suction were placed in the columns at different depths as water was applied at calibrated flow rates from the top of the columns. The outflows from the columns were recorded using tipping bucket rain gauge placed at the bottom of the columns. Unsaturated hydraulic parameters were also obtained for the heap leach materials, scalped (passing 4.75 mm sieve size) and whole (passing 37.5 mm sieve size) sample. The measurements obtained from the columns were later compared with unsaturated flow modeling results. The comparison indicated sensitivity towards the sample size selection for unsaturated hydraulic parameters, and initial conditions considered in the model.

There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. The attapulgite industry saw a year of solid growth after a weaker 2003. Demand was up between 5 percent and 6 percent driven by almost all of the key markets. Construction continued to show record new housing demand, assisted by continued low interest rates. That drove strong growth in construction related markets like coatings, tape joint compounds and other construction materials applications. The agricultural markets rebounded modestly to increase sales for suspension fertilizers, animal feeds and pesticide carriers. Oil drilling also showed strong growth due to high oil and gas prices. Sales to molecular sieve applications grew due to petrochemical and construction demand. The export markets were assisted by further depreciation of the dollar. The only weak area was in nonagricultural granular sorbents, where other sorbent materials continued to dominate.

The Slippery Rock Watershed Coalition was organized to restore a 70 km2 portion of the headwaters of the Slippery Rock Watershed in northwest Pennsylvania. Thirteen passive treatment systems have been installed with engineering and funding provided by private industries, county government and the Commonwealth of Pennsylvania. In addition, experimental systems have been installed at the Jennings Environmental Education Center which, in addition to monitoring the systems installed within the watershed, provide an array of educational and research opportunities for secondary, college and university students. The coalition sponsors an annual seminar for students to present the results of their research and field trips for public officials and private citizens to learn how public and private partnerships work together to restore the Slippery Rock Creek watershed.

"Declining ore grade, leading to increased material transport and plant throughput requirements, is one of the major challenges in the current mining environment. This is accompanied by rising energy and labor costs, decreasing plant productivity and the requirement for highest plant availability. Siemens’ answer is the latest gearless drive technology for grinding and conveying. Gearless drive solutions are surpassing the mechanical limits of conventional drive systems serving to utilize the principle of economies of scale. By elimination of various components of the drive train, the maintenance activities and spare parts inventories are reduced. The advantages are culminating in the incomparable availability of the Siemens’ gearless drive technology of 99.46 to 99.71 percent — as confirmed by real operational data from the Antapaccay Mine in Peru. It was the first plant worldwide to use gearless drives for both applications.The gearless principleThe principal idea behind a gearless drive system is to reduce the number of components and diversity of parts, especially those components that are at the edge of current manufacturing or power limits are eliminated. The used equipment provides the possibility to scale up and increase the power transmitted to the driven machine. This finally results in a possible increase of throughput respectively transported or processed material.In order to apply this principle of simplification, the components of a conventional drive system are examined. They consist of:• Driven equipment (mill, conveyor, slurry pump).• Components altering the rated speed (gearboxes, girth gear/pinion).• The electric motor.• Starting devices for the motor (VSD, CCV, LRS, clutch), which are necessary because a direct across-the-line start of high power motors with load would result in a significant drop in the line supply voltage.• Alternatively a variable speed drive (VSD) or cycloconverter (CCV) to utilize the possibility of speed variation during operation.• The electrical supply system (cables, switchgear, transformers, protection equipment)."

Acid-Minesite-Solutions (AMS) are defined as copper-containing pit lake, tailing pond, acid-mine-drainage, and heap and waste dump irrigation solutions. All of these solutions are characterized by copper, acid and water contents that have value as individual commodities. HW Process Technologies, Inc. (HWPT) has developed nano- and hyper-filtration membrane methods for the separation of copper and other base metals, acid and water from AMS. These treatments are collectively called HWPT?s Engineered Membrane Separation® (EMS®) systems. The EMS® method of copper recovery produces small volumes of higher-concentration copper solution from large-volume, copper-dilute AMS. A case study of the 4,000 gpm Cananea EMS®-AMS plant for the recovery of copper from an acid-pit-lake resource is described. The EMS® method of copper removal from AMD and tails pond waters has been bench-scale demonstrated and are described, complete with projected budgetary capital and operating costs. Additional treatments for the recovery of sulfuric acid and high-quality water from the permeate (membrane passing) waters for the above-described AMS treatments are presented, with budgetary capital and operating cost estimates. A study has been conducted to control iron in copper electrolyte streams using Eichrom Industries’s new Monophosphonic /sulphonic acid resin. The resin strongly and selectively extracts ferric ion over copper and cobalt from highly acidic copper electrolytes. The resin has a loading capacity of 27 g/L of iron and can be readily regenerated. In addition, the new resin can be easily synthesized using commercially available starting materials. This paper presents the experimental results for iron control in copper electrolyte streams using the new resin and discusses its potential applications to other hydro-metallurgical streams.

Mechanical mining is steadily gaining usage in the mining industry. A variety of machines currently finds employment: tunnel boring machines, roadheaders, continuous miners, surface miners, and augers. These machines have advantages compared to drill and blast mining methods, including increased safety, lower cost, uniform muck size, and accurately sized openings. A century of experience with mechanical methods has already paid dividends to the coal industry. Current trends guarantee eventual development of true general-purpose hardrock mechanical mining machines. Mechanical miners will become integrated mining systems and will determine the design of mines, when several significant challenges have been met.

Dimension stone is a natural stone (granite, marble, limestone, sandstone and slate) that can be quarried, cut and shaped to conform to acceptable industry standards for size, consistency and durability. There are numerous outlets for the finished product in exterior and interior architectural and design applications. A continued growth market is with residential usage— particularly in new, upscale construction. This has become a competitive market between domestic producers and lower cost imported products. These imported products have become available at many of the building supply retail outlets and have increased the use of stone in residential construction and renovation. The traditional architectural application of dimension stone is tied to commercial and institutional building construction trends and market. There has been a noticeable increased usage of stone in the Sun Belt. This stone is usually supplied by local fabricating shops. It is used in the exterior and interior of shopping malls. This market generally uses local stone sources. It has increased the demand for sandstone, limestone and quartzite in this region of the country.

The four top barite-producing countries in the world are China, India, Morocco and the United States. China is currently the largest exporter of barite followed by India. More than 95 percent of the barite mined today is used by the petroleum industry as driller’s mud. The rest is used in the industrial market and the medical field. Most of the barite mined in the United States is in Nevada. This year, mining activity has increased due to an increase in oil exploration/development. This was caused by an increase in the crude oil prices.

More than 95 percent of all the barite mined and produced is used in the petroleum industry as “drillers mud.” The remaining barite is used in the industrial and medical markets. Therefore, the amount of drilling activity is a good indicator of the health and growth of the barite industry. The four major barite-producing countries in the world are China, the United States, India and Morocco. In 2005, the average number of drilling rigs exploring for oil and gas increased by about 15 percent over the average number in 2004. This increase in oil and gas exploration has resulted in a higher demand for barite and an increase in barite production.

"Feather edging"- a major source of injury and fatal accidents in Australia, South Africa and USA, refers to a phenomenon where the roof, at the goaf edge, falls as a thin wafer of rock often suddenly, over-riding conventional timber breakerlines. It may run down and affect adversely a working bord at distances of 15 metres or more from the goaf edge. Feather edging typically occurs in relatively massive, strong roof strata such as sandstone or conglomerate. This paper presents the results of a mine trial where a concentrated row of fully grouted bolts were able to resist the feather edging in the first comprehensive, monitored trial in an Australian pillar ('total') extraction coal mine.
