Zero emission coal plants capture their own CO2 emissions. Since they have no smoke stack, they emit no pollutants to the air. Zero emission plants circulate a gas stream, to which fresh fuel is added and from which spent fuel and impurities are removed as solids or liquids. Coal is gasified via hydrogenation, steam reforming or CO2 gasification (Boudouard reaction). The gas is oxidized in a fuel cell and the resultant water and CO2 are partially removed before returning the remaining gas to the gasifier. The high conversion efficiency of zero emission power plants, which exceeds 70% even in realistic designs, stems from combining fuel cells with careful heat management. The paper generalizes the concepts and outlines the thermodynamic basis of zero emission power plants.

During the past two decades, the emphasis on technological advances in US underground coal mining has focused on longwall mining. But there also has been a steady, although less spectacular, advance in the state-of-the-art in room-and-pillar mining. This has been stimulated by the successes of longwall mining in mine cost reduction, increased availability and improvements in haulage infrastructure, such as conveyor belt haulage. In addition, changes in management practices, such as nine- or 10-hour shifts, and marketing pressures have resulted in changes in the use of equipment. The net result of these changes has been the creation of modern room-and-pillar operations where average production levels currently exceed those considered very good 20 years ago. In fact, current production levels considered outstanding were considered unattainable two decades ago.

United States production of the industrial minerals, ahead of that of the metals since 1946, has shown a steady and rapid growth. By 1963, their value was more than twice that of the metals. Yet papers on the metallic ores continue to dominate the meetings of the Society of Economic Geologists and constitute nearly nine-tenths of the lead papers in Economic Geology. Most of the geological communication that does take place concerning the industrial minerals deals with high-value special-purpose minerals, which are comparable to the metallic ores in geologic complexity. The large-bulk rock products, which are growing fastest in production value, are characterized by relatively simple geology and by thousands of small producing firms, many of which do little or no geological work. The need for geological advice by this very large segment of the industry is bound to increase. In the meantime, a plea is made for more geological communication among those concerned with the industrial minerals of all varieties.

Introduction United States Steel Corporation's, Texas Uranium Operations operates in-situ mines located approximately 70 miles north of Corpus Christi near the town of George West in Live Oak County, Texas. In 1977, Texas Uranium Operations became the operating entity for the Burns Ranch mines 100% United States Steel ownership and also operates the Clay West mines a 50150 joint venture of United States Steel Corporation and N M Uranium, Inc. Until mid-1982, Texas Uranium operated eight (8) satellites where uranium was captured on resin and two central plants where the loaded resin was eluted, acidized, precipitated and dried to yellowcake. At present, the Clay West Central Plant is operating, as are four (4) satellite plants in a mode designed to optimize results while depleting remaining reserves. United States Steel's Texas Uranium Operations, as have some other uranium producers, managed to continue successful production during the plunge to the recent floor price of $17. Despite the fact that United States Steel does not intend to continue as--a uranium producer beyond the life of its present reserves, we naturally hope the recent trend to the pre- sent price of $24 will continue to increase.

Every year thousands of people from all over the world come to Mount Parnasse, visiting Delphi, the Parnasse ski-resort and other sights in the area of Fokida, available to all ages all year round. This region of Greece, is not only gifted with natural beauty, but also with valuable underground natural wealth: inside Mount Parnasse and the adjoining Ghiona Mountain, there are rich bauxite deposits - the ore from which aluminium is made. In this magnificent part of our country, any mining activities undertaken must be adapted to coexist within such an ecologically sensitive area. This demands an enormous effort, knowledge and the use of technology. This is definitely our Company's primary objective. Our company's (Silver & Baryte Ores Mining Co. S.A.) activities in the area began in 1933, when Euripides Mavrommatis and the two Eliopoulos brothers, Elias and George, established "Bauxite Parnasse SA". Since then, ten thousand people have worked in these ore deposits, and 45 million tons of bauxite have been extracted. The full length of the underground excavations is more than 300 kilometers and 115 million cubic meters of limestone have been extracted on surface mining. In 1996, Bauxite Parnasse merged with Silver & Baryte Ores Mining Co. S.A. Now, the company exports more than 1.500.000 mt per year of bauxite to more than 15 countries around the world, offers a significant amount of job opportunities in the region, and imports valuable exchange into the country.

Systematic planning of underground work is increasingly important in this era of advancement of rapid underground excavation techniques. The day when planning consisted of deciding which men would shovel and which would push wheelbarrows - and the answer to any problem was more men - has faded into the past. The modern underground constructor faces economic and competitive conditions which demand exacting planning, logistics and scheduling; the most efficient operating methods and equipment known; and realistic, comprehensive, analytical risk evaluation with adequate contingencies or other protection. Proper planning to cover all these elements - plus one other element: old fashioned "good luck" - will insure a successful underground project. Underground work, because of its inherent characteristics, is among the most risky types of construction. The forecasting of underground conditions is at this time only educated predictions based on sometimes faulty data, insufficient data, or no data at all. The predicted conditions of numerous operations have deviated far from the actual conditions encountered. Opportunities for error exist in profusion seldom present for surface operations. Other than this unusual risk factor, the planning for underground work does not differ greatly from planning for surface work. In planning and starting an operation there is seldom available the information or time to thoroughly analyze all unknowns. It then becomes necessary to develop a plan predicated on assumptions and trade-offs that appear to be safe and economical and to add time and cost contingencies that will provide some degree of protection. In spite of the large annual expenditures and the vast field of activity covered, it cannot be said that many new grinding machines have actually come to light and modified the existing market for more than half a century. Manufacturers have mainly made advances in increasing machine sizes, efficiency and reliability, and in machine automation. The relatively recent emergence of roller presses is the only exception to this homogenisation of machine ranges. The development of roller presses in pregrinding has shown the advantages of compression grinding over the ball mill from the power consumption point of view. But classical roller presses still have maintenance problems due to the high grinding pressure. The FCB Research Centre has carried out much work in this field and in particular has studied the advantages of this process in pregrinding and integral grinding. These researches lead to the development of two new compression grinding machines. The first one, HOROMILL®, presented for the first time on the 8th European symposium on comminution at Stockholm, finds its application in the field of fine to very fine grinding in dry process. The second one, RHODAX®, presented at INTERMAT in Paris, covers the field of secondary and tertiary crushing and the first stage of grinding for most of the minerals in dry or wet process. Its high reduction factor permits to do with only one machine the work realised today with two or three crushing/milling stages. These two complementary machines offer a wide range of combination summarised on [Figure 1].

At East Union, Knox County, Maine, near the shore of Crawford Pond, an outcrop of basic rock has been known for more than a century. The occurrence has been regarded as an unusual type of peridotite-pyroxenite, containing disseminated and massive pyrrhotite with nickel, copper and cobalt in recoverable amounts. From the outcrop, the sulfide body had been mapped more or less continuously for a distance of two miles through geophysical methods of several kinds. This paper describes the methods in sufficient detail to evaluate their significance. A core drilling program has con- firmed the location of the conductor and offers a positive means of correlating the geophysical measurements with the physical properties of the ore body. The history of the exploration offers a unique opportunity to evaluate the method of multiple geophysical methods.

Successful longwall gate entry design requires control of vertical and horizontal stresses. Vertical, or overburden, stresses are most severe in the tailgate where they are concentrated by longwall panel extraction. Horizontal stresses can also be highly destructive but they are less well understood. This paper discusses measurements of in situ horizontal stress fields in the eastern United States, experience with horizontal stress in longwall mines and methods for predicting and controlling horizontal stresses. The information presented was collected through site investigations at 45 US longwalls and an international literature review.

The prospects for near-term growth in coal demand are exceptional: the federal government recently targeted 141 oil- and gas-fired generating units for mandatory conversion to coal; coal-to-synfuel developments are proceeding at a steady clip, with construction of a $1.2 billion gasification plant to begin this year in Beulah, ND; uncertainty over nuclear power and stratospheric oil prices enhance the steam coal market; the export market is ripening; and an influential new political force (the Senate Coal Caucus and Congressional Coal Group) is flexing its muscles on Capitol Hill. But the rosy picture is muddled by signals, often conflicting, sent out by federal agencies. Although EPA can be credited with relaxing its grip on the Clean Air Act, its sulfur dioxide control strategy is still often at odds with the Administration's call for domestic energy (coal) development. B. R. Brown, president of Consolidation Coal Co., sums up the situation: "Every mule is pulling in a different direction." Often in the midst of the fray is the small operator who has been hardest hit by the stagnation of coal markets. Layoffs, shortened work weeks, and mine closures were rampant in the eastern and midwestern coal fields, even among large producers. The longstanding boom in western coal was tempered during 1979 by a noticeable slowdown in announcements of new mine construction. The prognosis: Eastern coal will remain in the doldrums for quite a while to come as it works off some 90 Mt of overcapacity. Midwestern coal will fare no better due to the regulatory-influenced appetite of midwestern utilities for low-sulfur western coal. This displacement should ease, though, as new power plants equipped to burn high-sulfur coal come on line in the years ahead. In the West, the National Coal Association projects production to increase a healthy- 10% this year, although mine-to-market transportation looms as the single largest stumbling block to marketing efforts. Fatalities Up 40% in 1979 The National Coal Association estimated total coal production in 1979 at 671 Mt, an increase of 13% over 1978. Of this total, the East and Mid-west accounted for 476 Mt (71%) and the West produced 195 Mt (29%). With the consistent rise in western production playing against flat outputs in the East and Midwest, underground mining's share of total production continues to slip and is expected to account for only 38-39% in 1980. Incidence of deaths and injuries at US coal mines soared in 1979 over 1978 rates. MSHA figures (still subject to final adjustments) reveal a death rate of 0.07 per 200 000 man-hours, up 40% over 1978's 0.05 figure. MSHA chief Bob Lagather attributed the death incidence to the large number of new coal mines put on line in 1978, which he estimated at between 350 and 400. Nonfatal injuries rose to 8.48 per 200 000 man-hours, up about 15% from a 1978 rate of 7.35. In absolute numbers, MSHA counted 144 fatalities and 18 111 lost-day injuries during the 1979 calendar year. The 144 coal mining deaths in 1979 is the highest number of coal fatalities at US mines since 1975.

Laboratory testing was carried out to evaluate several devices for recovering clean coal from bituminous coal refuse material. The bulk of the testing focused on using a dense-medium cyclone to process -0.6-mm refuse material. A hindered-settling column and a spiral concentrator were also used to process nominal 1.2 x 0.15-mm material. Product yields and ash contents were obtained for all tests, while partition curves were generated for selected tests from which the characteristic performance parameters (relative density of separation and probable error) were determined. The results indicated that the dense-medium cyclone was capable of cleaning down to 0.037 mm, while the other devices were effective to 0.15 mm. Clay-coating has been used as an environmental technology tool for the immobilization of toxic elements. The mechanisms of arsenate retention in clays suggest that not only the system pH is of fundamental importance in the process but also the character of metals and ligands that compose the electrolyte system. The goal of this study was to investigate the interactions between system pH and electrolyte ions on the retention of arsenate in an Oxisol soil. The sorption of arsenate decreases with the increase in system pH, reflecting the competitive sorption of arsenate with OH groups. Solutions containing Ca tend to favour the immobilization of arsenate in a relatively broad pH range.

A one-day seminar designed to help quarry and mining managers make their operations more productive, more efficient and less expensive was held in Harris- burg PA. "Rock-Solid Productivity" was sponsored by Pittsburgh Power & Light (PP&L). The seminar, one of a series sponsored by PP&L in 1997, proved to be well-organized and provided valuable information to the many quarry and mining professionals who attended. The information presented included a comparison of on-site diesel power vs. electric power, discussions of equipment improvements and topics on environmental management.

Oversize boulders in mines and quarries must be broken for waste disposal or further processing of ore. Early methods involved drilling and "shooting" or using a drop ball of sufficient weight to accomplish the purpose. The first "high-energy" hammers for breaking concrete or boulders were pneumatically operated. Blow energy was limited by valving and air pressure. However, smaller boulders of lower compressive strength could be broken. A hydraulic excavator-backhoe type machine was required for either a drop ball or hammer. Standard practice was to break oversize boulders in the pit before hauling to the grizzly or crusher. Generally, quarry boulders were not valuable enough for further processing. Quarry roads were lined with oversize boulders. As safety requirements were advanced, "drill and blast" for boulders was ruled out.

Recently a detailed study ?Minerals Planning Policies and Supply Practices in Europe? has been completed. The study, conducted on behalf of DG Enterprise, demonstrated that there are very few written down national minerals policies within European Union. Mineral policy elements are dispersed in many different documents and acts. The paper discusses the essential elements of minerals policies; particularly importance is placed in issues related to planning (land use planning, mineral development, etc.). A number of examples of successful and less successful mineral planning policy approaches are presented in other to support the idea of importance of comprehensive mineral policy. The main sources of information were the country reports of 26 European countries that are appendix of the study. We conclude that comprehensive written mineral policy that incorporates essential elements is crucial in order to achieve secure minerals supply.

Efforts to define sustainability indicators are continuing in the mineral extracting industry and sector research institutions. Comprehensive ‘sets’ of economic, ecological and social sustainability indicators for the minerals industry are a necessary precondition for rationale-based negotiations with stakeholders from society. These tools alone, however, will not suffice in a delicately balanced economy-ecology -social well-being equilibrium with ever shifting valuation of different variables. Individual interests and emotions and also ideologically motivated positions of diverse stakeholders are gaining momentum. The minerals industry therefore has to develop beyond the rational pro-arguments for mining in the form of sustainability indicators also proactively its ‘soft skills’ to deal with expectations, fears and outright anti-mining bias, if it wants to retain the ‘social licence’ to continue.

An ongoing research program at the Colorado School of Mines is investigating the application of low to moderate pressure water jets to assist the cutting performance of drag type cutter bits commonly used on coal mine cutting machinery. The results to date indicate that a water jet directed to impinge the rock in the immediate vicinity of cutter tip can provide significant benefits in terms of reduced cutting forces, prolonged bit life and less airborne dust, as well as reduced tendency of sparking during cutting. This paper describes the findings of this research effort designed to fully evaluate and optimize the parameters affecting the performance of a combined water jet assisted drag bit cutting system for coal mine applications.

Compliance standards for respirable dust, which are reduced because of high quartz concentrations, have become an industry-wide problem. Research on the physical and chemical character of quartz-classified particles in respirable coalmine dusts indicates that they mine exist in intermixed layers or may be coated by clay or coal material. The relative amount of intermixing varies with the coal seam being mined. If most of the quartz particles of a mine dust are "pure," then the dust may have a high fibrogenic risk potential because of truly free silica and the compliance standard should be lowered. If, however, the quartz is locked inside another material matrix or coated, a reduced compliance standard may not be appropriate.

Tapered clamping devices have been used successfully over the years to transmit torque and bending loads from conveyor drives to conveyor belts. Proper design and application is important in the successful operation of these key components. This paper includes a historical review of component design and application and an overview of the important dynamics and limiting factors. Actual applications and simulation models are used to demonstrate the correct use of these devices.
