In the mid-1950s the importation of foreign oil began to encroach on traditional coal markets such as railroad steam engine fuel, home heating, electrical generating plants, and others. Many of the smaller coal companies with substantial coal reserves subsequently found that they could no longer continue to mine economically and merged in various ways with larger established coal mining concerns. As the seats of top management and authority were removed from the mines to large metro centers such as New York, Pittsburgh, and Chicago, the more personal relationship between mine workers and management that had existed prior to these mergers began to be eroded and replaced by " remote control " mine management. The disappearance of this face-to-face contact of upper management with mine employees tended to create barriers blocking simple effective communications between coal mine management and labor. In examining the human relations aspects of the coal mining industry, many elements, some concerned with work and others not, have depicted the industry as almost devoid of good applied human relations and communications practices, and, in truth, little has been done to alleviate this situation. In past years many coal producing companies, with the exception of one of the largest, failed to adequately define the term "communications" as it applied to their companies, whether internally or externally. Internally many still place heavy reliance on written communications such as company-wide newspapers to do the job of communicating with their employees which they feel ought to be done. One company puts an inordinate belief in its company "newspaper" as the primary instrument to stimulate its work force into increasing productivity. Primarily aimed at the workers, who greatly outnumber the salaried administrative people, this publication mainly documents the fortunes of individual mine workers who are felt to have achieved something with their lives, e.g., a mine worker who had managed to put four children through universities, the philosophy behind this being to inspire other workers to achieve worth- while goals.

We wish to comment on the paper by G.W. Heunisch (MINING ENGINEERING, January 1987), which raised several important points regarding treatment of acidic waste waters. This paper confirms, in part, tests carried out by Allyn Corp. Allyn is the manufacturer of the proprietary product Alka-Ment, one of the materials that Heunisch tested. The first point is the extreme sensitivity of the sedimentation rate on the nature of the treatment material used. This apparently results from differences in nucleation of the metal hydroxides, and is consistently higher for Alka-Ment. This decreased sludge volume is also observed when Alka-Ment is combined with flocculants, such as organic polymers (see Table 1). Our second point is to emphasize that Heunisch's work shows how dependent the sludge volume is on pH. It is common practice to overtreat AMD by raising pH to 9 or 10. This practice, in addition to being wasteful of material, actually decreases the density of the resulting sludge, probably by creating charged particles that do not readily coalesce. When treating with Alka-Ment, we recommend that the treatment be monitored by testing both pH and dissolved iron. For both tests, it is important to allow adequate time to elapse between treatment and measurement, so that dissolution of alkali, aerobic oxidation of iron, and precipitation of the metal hydroxides are nearly complete. Our tests have indicated that from 30 minutes to one hour is commonly required. Only in this way can a minimum pH be attained, with adequate treatment, denser sludge, and lower treatment rates achieved. Thirdly, Heunisch correctly recognizes that ASTM titration of Alka-Ment does not reflect the true treatment value available in a unit of Alka-Ment. Our work at Allyn indicates this is a most important consideration when evaluating various materials for the treatment of acidic waste waters. While we were unaware of Mr. Heunisch's work, we welcome comparisons between Alka-Ment and any competitive products readily available for field use. Allyn has hundreds of hours of laboratory and field data we are ready to share with interested parties treating acidic waste water.

With the signing of the North American Free Trade Agreement (NAFTA), Canada, the United States and Mexico entered into an international experiment in economics amid a cloud of controversy that still lingers. Central to the controversy are the disparities in wages that exist among workers in the signing countries. Wage surveys completed by Western Mine Engineering show the degree of disparity that exists among the mining industries of those three countries. Labor costs constitute 30% to 50% of operating costs. So these wage differences are a matter of interest to the mining industry. It is unclear how much of a factor they are in determining where companies search for and develop new mines. That depends on where minable deposits are expected to be found. However, a deposit that may not be minable in the United States or Canada may be minable in Mexico because of lower labor costs. Some adjustments are anticipated for the Mexican mining industry if and when its wages begin to approach comparability with US and Canadian wages. Table 1 combines the results of four recent surveys. It lists benchmark wages for mining job titles common to all the countries. About 220 mines are covered by the combined surveys. Canadian miners' wages, converted to US dollars, are typically 75% to 95% of US wages, while Mexican miners' wages are less than 10% of those in the United States. Table 1 also shows that wage disparities are not confined to international borders. In fact, the difference in average wages between the US coal industry and the US metal and industrial mineral industries is greater than between the Canadian and the US mining industries overall. Table 2 shows that managerial, technical and administrative salaries show similar, but less pronounced differences among the three countries. Salaried personnel at Canadian mines earn 80% to 90% as much as their US counterparts, while those in Mexico earn 20% to 30% as much. Here again, average US coal salaries exceed average salaries for the US metal and industrial mineral industries.

Africa is rich in natural resources, much of which remain untapped. Despite that, international mining companies have largely stayed away from the continent due to political instability in many countries, lack of infrastructure and the inability to gain control of mineral deposits. Today, optimism is growing concerning African mining. Many of its nations are moving toward privatization of their mining industries. They see it as a way to improve the lives of their populations and become politically stronger. Ministers from 22 African nations were Denver, CO in June for the World Bank's Multilateral Investment Guarantee Agency's Fourth Annual African Mining Investment Symposium. The three-day symposium drew more than 400 mining executives and government representatives. Foreign mining investment in Africa is on the increase. In 1996, international mining companies spent about $418 million on exploration. That is more than double the $190 million spent in 1994. Mining executives say the mining climate in Africa is improving because countries are privatizing the industry and rewriting mining laws that encourage natural resource development. They estimate that private mining firms now control about 80% of mining today. Mine development will help lift the living standards for Africans, the ministers said. The average income for ordinary Africans is about $500 a year. If this new mining boom continues, citizens of nearly all African nations will reap the benefits of better infrastructure and government services, as well as more higher paying jobs, the ministers said. They also issued a word of caution to mining companies attempting to join in the African boom. Concerns are being raised about the treatment of villagers and the environment. In the past, foreign companies would "behave about like colonial masters," said Gerald Ssendaula, natural resource minister for Uganda. Africa is in a different position now, he said. "Now we are solving our own problems." Mining companies must respect local communities or risk creating unrest that will threaten fragile new governments, said Akolang Tombale, chief geologist for Botswana. On the other hand, he said villagers must accept that mining development will benefit them. "They feel these are their natural resources. There must be a mutual interaction between the companies and the people."

The concept of ultrasonic measurement was originally applied to marine operations. Sonar . . . standing for Sounding, Navigation and Ranging, was developed for military uses. Today Sonar has become very important to the fishing fleets and marine construction industries where its applications cover a wide range of uses our company, in addition to the inair ultrasonic equipment as discussed in this paper, is also deeply involved in marine sonar and works primarily with oceanographic research and fishing industries. Ultrasonics, by simple definition, are sound waves beyond the audible range of the human ear and are generally accepted to be waves over 20,000 cycles per second. When applied to level measurement, the principles of ultrasonics are basically quite simple. A sound pulse is initiated at a point in time and the time interval for the echo from that pulse to return can be interpolated into distance. The speed of sound in air under standard conditions is approximately 1,100 feet per second, or if converted into more meaningful information as related to distance measurement, the time required for sound to travel one foot round trip is 1.78 milliseconds. An early application for ultrasonic level monitoring equipment was in large grain elevators. Prior to ultrasonics, the common practice of inventory measurement was to have an employee walk around the top of these large grain elevators, which are often over 100 feet above ground level, and drop a weighted rope or chain down into the silo to determine the level of the grain. "From November 2014 through September 2016, Westmoreland’s Coal Valley Mine utilized a Marion 7450 electric walking dragline to extract 1.2 million tonnes of a vertically-dipping, 52-meter wide, fault-thickened seam, beneath a conventionally-excavated pit bottom. Mine planning and operational hurdles encountered throughout a kilometer of mined strike length included mitigating highwall instability in both hanging and footwall slopes, water management, and end-of-life machine reliability and maintenance. The most substantial challenge has been the depressed global coal market. However, the successful application of this mining method significantly aided the overall cost of production at the site. The valuable experience gained from this project will be extended to future mining areas where this technique can be similarly applied. INTRODUCTION Coal Valley Mine is located approximately 220 kilometers southwest of Edmonton, Alberta, Canada, in the foothills of the Rocky Mountains. Since commercial production began in 1978, more than 84 million clean tonnes of coal has been produced and sold domestically as well as exported overseas for power generation. While the existing processing plant has a nameplate capacity of 4 million tonnes per year, the site has operated at a 2 million tonne rate since 2015 due to depressed export markets. Westmoreland acquired the mine as part of its purchase of Sherritt Coal Operations in April 2014. The mine operates 24 hours a day, 7 days a week, with an IUOE workforce of 261. GEOLOGICAL SETTING The geology of the Yellowhead Tower mining area differs significantly from previous mining areas at Coal Valley. The Mynheer coal seam discussed herein consists of steeply dipping, highly-sheared, thrust-faulted, and heterogeneous coal pods. Deep set, southwest striking thrust faults were the likely mechanism for the podding and have resulted in overturned, rolled and highly sheared seams with zone thicknesses of up to 65 meters.The hanging wall is characterized by soft bentonitic mudstones and siltstones, overlain by massive competent sandstone. The footwall is defined by a hard volcanic tuff, interbedded with thin, sporadic coal seams. The sandstone above and volcanic tuff below constrained the faulting system within this zone, enabling the mass podding that has afforded the opportunity for large-scale mining."

The role of copper sulphate in the flotation of pyrite has been studied. A survey of a number of pyrite flotation plants using copper sulphate showed that in correct dosages, it was able to increase both grades and recoveries. This was confirmed in batch tests. Copper sulphate had no significant effect on the rate of adsorption of PNBX onto pyrite. Copper adsorbed irreversibly onto the pyrite when the latter was slurried in a copper sulphate solution. Copper sulphate had a significant effect on the maximum froth height obtained in static three-phase froth tests. Proposals to explain these observations are made.

Mining used to be very important sources of economic wealth in the four countries, but in today’s economy does exploitation of non-energy minerals usually account for less than one per cent of the GNP. The paper will discuss and compare the mining legislation, land use planning and mineral policies framework in the four countries and how this may influence sustainable management of mineral resources including planning for mineral supply, landbanks and sterilisation of resources. Restrictions on fugitive emissions and crushing operations continue to get tighter. Although fugitive dust control in the gold mining industry has historically been difficult, there are now several options that can make dust control both effective and efficient. Using new technology, mine operators can now design and maintain a dust control program that can reduce product losses, decrease equipment failure, cut cleaning costs, and meet air quality compliance standards as well as provide a better working environment. This paper discusses the sources of fugitive emissions related to the gold mining and crushing operations and describes effective new control methods.

Risks in underground construction are often viewed as technical in nature; "running ground, " "squeezing ground" and "chimneys" are terms that appear in construction managers' nightmares, and occasionally in their underground projects. Financial consequences of these and other project risks are reviewed. Special attention is paid to sources of cost overruns. From this study a structure evolves for setting priorities for risk management actions; these actions can also be tested for impact and potential effectiveness. Finally, case study reviews of six underground projects indicate the "state of the practice" for financial risk management.

This paper summarizes the benefits ofusing an in-situ analyzer in a sampling and valuation program. The tests and studies cited quantify the problems associated with current conventional sampling techniques and contrast conventionally-obtained results with those obtained through in-situ analysis. Data are presented to show the improved precision in valuation resulting from the in-situ method. Greater precision in estimating the mineral content of unmined ground becomes increasingly important as mines strive for optimum exploitation of their deposits. As the following analysis shows, the variable distribution of minerals within a deposit, along with the difficulty and the cost of high density sampling limits the precision which is currently possible in practice. An inherent problem exists in the conventional method of sampling. The erratic values of ore grade necessitate the collection oflarge numbers of samples for statistically accurate valuation and ore reserve estimation. Owing to the cost of manpower, current sampling techniques do not allow for the collection of sufficiently large numbers of samples. The most common method of sampFng in current practice is chip sampling, although bulk sampling is sometimes used. The intent of sampling is to obtain an estimate of the value of blocks of ground prior to mining. This information is used to plan the rate and sequence of mining, yet the sampling intervals which are possible in practice cause these block estimations to be ubject to considerable uncertainty. This inevitably leads to mcorrect mining decisions which may be vy costly.

The Mt. Baker Ridge Tunnel, under construction in Seattle, will be the world's largest-diameter soil tunnel with an inside diameter of 19.2 m (63 ft) and an effective outside diameter of about 24.4 m (80 ft). The five-lane highway tunnel will be constructed using a "stacked-drift" scheme in which an articulated or "flexible" tunnel lining consisting of 24 concrete-filled drifts is constructed to form a horizontal compression ring followed by removal of the soil core. Geotechnical factors, including variable strength hard fissured soils, high horizontal stresses, potentially unstable sands, and prior slope instabilities, significantly influenced the innovative design and construction approach.

London Underground Limited are currently constructing an extension of the Jubilee Line. The approximately 16-km long Jubilee Line Extension Project connects the existing Green Park Underground Station with the Canary Wharf area and Greenwich. Being a part of the project, the London Bridge Station (Contract 104) was built using a combination of the New Austrian Tunneling Method (NATM) with Compensation Grouting. NATM was successfully applied in softground and urban areas under restrictive requirements regarding settlement limitation. Information on the flexibility of the method and the influence of Compensation Grouting on ground and tunnels are given.

Within the mineral processing Industry. a range of grinding conditions exists which include semi-autogenous grinding (SAG), rod milling. and conventional ball milling. Each of these mill environments presents a unique environment for grinding media, requiring the application of specific physical and chemical properties for optimum grinding media performance. The environments are characterized by varying degrees and combinations of abrasive, corrosive, and impact wear. An extensive test program has been conducted to determine the extent wear rates vary between these different applications. Test results are related to production results, ball size, and mill operating conditions.

This paper describes an experimental setup for multiple fan ventilation systems at the ventilation laboratory of the West Virginia University Department of Mining Engineering. Housed in a 30-ft x 70 -ft room, the experimental setup consists of three 18-in., variable-speed, axial flow fans; an 18-in. -diam, fiberglass tubing; associated fittings for arranging networks; and a picot-tube measuring and data-acquisition system. The fiberglass tubing and fans can be organized into non-planar networks of two or three fans. The setup is mainly designed for studying the characteristic curves, operating points and fan stall for multiple fan ventilation systems.

The US Department of Energy (DOE) is supporting the engineering development of three advanced physical coal cleaning technologies: selective agglomeration, advanced flotation and advanced cycloning. Each is capable of significantly reducing the pyritic-sulfur content of US coals. The objective is to provide the coal and electric-utility industries with a cost-effective option for addressing the SO, emission reductions required by the 1990 Clean Air Act Amendments (CAA). A secondary objective is to evaluate the potential of advanced coal cleaning for removing trace elements that are precursors to the formation of hazardous air pollutants (HAS). The proposed National Energy Strategy (NEE) and the 1990 CAA lay a foundation for a more efficient and environmentally sustainable energy future (1991). The need to use energy resources in an environmentally sound manner presents critical challenges and opportunities for coal preparation during the next decade, particularly regarding the control of SOS and HAY emissions. The principal challenge is the development of cost-effective coal preparation approaches for sulfur and HAY precursor removal.

In his keynote address at the 18th International Minerals Processing Conference (IMPC), R.P. King, director of the University of Utah Comminution Center, said "it will be the application of very fundamental physical principles that is likely to bring major advances in comminution technology (IMPC, pp. 39-45)." It is evident from the literature published in 1993 that many of these fundamental studies, particularly as they relate to single-particle fracture mechanics and mineral liberation, are starting to bear fruit. The beginnings of fundamental mathematical models for design, scale-up and control of comminution systems are now taking shape. Modeling/fundamentals Population balance models (PBM) have been used to describe grinding systems for 20 to 30 years. However, Williams and Meloy (IMPC, pp. 73-79) pointed out some of the inherent problems with this modeling approach and that there is no unique solution for the unconstrained PBM for grinding. Many of the current constraints used to back-fit selection and breakage functions were also shown to have problems. The need for a more fundamental means of determining these parameters was indicated.
