INTRODUCTION The enquiry of the Royal Commission on Health and Safety of Workers in Mines of 1976, known as the Ham Commission after its chairman, Dr. J. Ham , now president of the University of Toronto, was one of the activities surrounding the upturn in the fortunes of the Canadian uranium industry and its markets in the mid-seventies. Although the regulation and licensing of Canada's ten major mine/mill facilities employing six thousand or more uranium mines is a federal concern under the Atomic Energy Control Act, this Commission, which paid particular attention to health and safety in uranium mines, was appointed by the Province of Ontario. Further provincial enquiries in British Columbia, Saskatchewan and Newfoundland have been aimed at quantifying, reducing or eliminating the environmental and health impact of uranium production. This work has created a mosaic of provincial regulation in what is essentially a field of federal jurisdiction. Various organizations of the federal government related to its regulatory function in the uranium industry are outlined in Figure 1 showing the matrices of regulatory, advisory and research activities associated with the exploitation of Canadian uranium resources. A more detailed examination [ ] of the governmental (federal and provincial) activities, commissions, etc., in the Canadian uranium industry indicates a definite parallelism of effort, if not of scale between the two levels of government in the execution of their roles in occupational and environmental health and safety and is presented here to explain the complex stage onto which the Canadian Institute for Radiation Safety has just entered. The development of the Institute and its precursors together with current and planned research activities are described. BACKGROUND Traditionally and constitutionally, natural resource exploitation and its regulation is under provincial jurisdiction; however, the uranium industry has been under federal control since the Second World War when security measures necessitated the creation of the Atomic Energy Control Board (AECB). Health and safety aspects, in terms of inspection, compliance and environmental monitoring are performed on behalf of the AECB by provincial labour inspectors (Saskatchewan and Ontario) and Ministries of Environment. Non-radiation health and safety matters are also enforced under the federal Canada Labour Code by provincial inspectors. In support of licensing and standard-setting functions, major research programs have been initiated and expanded at both the AECB and the Canada Centre for Mineral and Energy Technology (CANMET), formerly the Mines Branch of the Federal Department of Energy, Mines and Resources). CANMET established a Mining Research Laboratory at Elliot Lake, Ontario in 1965 to conduct research and development aimed at improving production capability, providing information on the security of uranium supply and investigating the hazards of mining and their implications for the health and safety of the miners. The provincial route in assessing the costs and benefits of uranium production has attempted to be far more conclusive in nature. While some on-going studies are funded, periodic inquiries by Royal Commission have become the accepted practice. Six such inquiries have been conducted in four provinces and widely differing policies have resulted from their findings and recommendations. For example, while the government of British Columbia in the Fall of 1980 declared a seven-year moratorium on(2) uranium mining and exploration in the province, the province of Ontario's crown utility "Ontario Hydro" financed the rehabilitation of a mine/mill complex at Elliot Lake. The latter instance is not surprising considering that the final report of Ontario's "Royal Commission on Electric Power Planning",(3) concluded that nuclear energy has a continuing role to play in the expansion of Ontario Hydro.

The last few years have produced new methods of characterizing flow properties of bulk solids. Abrasive wear and particle attrition can now be accurately measured in a laboratory and scaled up to field condi¬tions. In addition, the effect of large par¬ticles on a material's flow properties (cohe¬sive strength, bulk density, wall friction) can be determined as well as the effects of var¬ious additives such as freeze conditioning agents. New developments have occurred with devices to improve the reliability of solids flow. Much attention has been paid to find¬ing ways, by using inserts, to provide a mass flow pattern with relatively shallow hopper walls. Such devices can also provide reli¬able in-bin gravity blending of bulk solids or completely nonsegregated discharge. Other developments have occurred in the area of belt-to-belt transfer chutes and sealing screws. The technology and hardware for running bench scale flow tests on bulk solids samples and transforming the results into reliable designs has been in existence for nearly 30 years (Jenike, 1964; Marinelli and Carson, 1986). It has been shown repeatedly that reliable materials handling systems can be designed to avoid the problems of no-flow due to arching or rat-holing, erratic flow, segregation, loss of capacity, or spontaneous combustion. Running flow properties tests and carefully designing a bulk handling system are not expensive, particularly when compared to downtime costs and continual flow problems. New developments in characterizing flow properties of bulk solids include: • a shear tester for measuring the properties of run-of-mine ores containing large par¬ticles; • attrition testers to simulate a wide range of flow conditions; • a tester to measure the wear rate of liners in bins, feeder parts, etc.; • a dustiness tester to measure the potential for dust and the effect of dust control meas¬ures; and • techniques for measuring the strength of frozen ores and the effect of freeze condi¬tioning agents. In the area of improving the flow of bulk solids, there are new techniques for ensuring reliable flow without using up excessive headroom. These include: • belt-to-belt transfer chutes to handle po¬tentially sticky, abrasive, and dusty ores; • designs for the interface between a bin/ hopper and apron or belt feeders to avoid hangups and minimize feeder loads; methods to feed solids reliably into a pres¬surized process; and designs for handling systems that will mini¬ mize attrition, avoid segregation, or auto¬matically blend materials together. Characterizing flow properties Large shear cell It has long been known that the cohesive strength of a bulk solid is due mainly to its fine fraction. However, the effect of the larger particles (that were assumed to re¬duce the strength) could not be measured. The development of larger scale (205 mm¬diam and 0.6 x 0.9 m or 8 in.-diam and 2 x 3 ft) shear testers has made it possible to measure the properties of a wider range of materials. Now cohesive strength measurements can be made with up to 100 mm (4 in.) particles. The results obtained from the large shear testers, together with the results of the nor¬mal shear tests on the fine fraction, are used in the design of reliable stockpile reclaim systems and crusher feed systems. A high percentage of large particles can reduce the measured shear strength of a bulk solid. The purpose of this research is to examine the post-failure behavior of coal as a mass and examine the relationship between the results of this study and prior laboratory investigations of the post-failure behavior of coal as a material. Instrumentation to measure changes in stress and deformation was placed in a headgate yield pillar and will be monitored as the face passes the area. A battery powered, automated data acquisition system, capable of recording up to 9,000 data points, is currently used to remotely monitor changes in vertical and horizontal pillar stress.

"Cast blasting is the primary means of overburden displacement in a surface coal mine. It serves two purposes; fragmenting the rock and throwing it directly to its spoil pile using explosive energy. Increased throw minimizes costs by reducing the amount of material that needs to be re-handled. Prior studies have shown that by only changing blast hole timing with the same blast design, fragmentation and throw alters. It is necessary in cast blasting to optimize both fragmentation and throw, since larger fragments will require more wasted energy to throw the same distance. In an operating mine in Georgia, an optimum inter-hole delay for fragmentation has been found by studying timings from 0ms to 45ms. Instantaneous timing between holes increased the throw by over 100 ft, but fragmentation was poor. Shock and detonation wave collision is a potential reason for this increased throw. This paper investigates this optimized inter-hole timing while altering top and bottom column primer time to potentially improve throw while maintaining optimum fragmentation. Timings studied are top initiation, bottom initiation, and top and bottom simultaneously. INTRODUCTION Explosives are utilized extensively by the mining industry in order to break rock, as either ore or overburden, for hauling, loading, and crushing. An effective production blast strives to achieve optimum rock fragmentation in order to increase the efficiency and reduce the costs of those downstream operations, while simultaneously meeting environmental regulations. The goal of blasting with respect to fragmentation is, according to Hettinger (2015), “to decrease the average particle size of the fragmented rock without overly increasing fines or, in other words, improve fragmentation.” Additionally, the distance the rock is transported by the explosive energy from the blast, also known as throw, can increase efficiency by reducing the amount of material that is re-handled by mine equipment. The primary situation in which this is desirable is the cast blasting of overburden across the narrow pit of a surface coal mine. A key variable in a blast design pattern that can be manipulated to optimize both fragmentation and throw is delay timing between detonations. The invention and increased utilization of electronic detonators has allowed for precise delay timings to be used between rows, holes, and even multiple primers within the same hole. These recent developments in the blasting community have also provided an opportunity to investigate whether or not the mechanism of shock or detonation wave collisions caused by short timing delays are responsible for any increased fragmentation or throw. This experiment attempts to demonstrate if an increase in throw can be achieved while maintaining optimum fragmentation. This study consisted of 3 full scale bench blasts at a granite quarry in Talbotton, GA. Each blast was characterized by the timing delay between the top and bottom primer in the blast column of each hole; one simultaneous blast with a 0 ms delay, a bottom-initiated blast with a 1 ms delay, and a top-initiated blast with a 1 ms delay. Fragmentation analysis of the resultant muckpiles was performed using a combination of the PortaMetrics handheld point-and-shoot rugged tablet from Motion Metrics and the software WipFrag from WipWare. Throw was measured by placing strategic distance markers on the floor of the bench and then taking overhead photographs of the muckpiles after each blast. High-speed video footage was captured of each blast using an MREL Blaster’s Ranger II camera."

Traditional pit optimization techniques cannot take account of the requirement to blend ore in order to produce a saleable product, as is the case for iron ore, coal, limestone and other industrial minerals. Various techniques are proposed to overcome the deficiencies, many of which have been tested. The techniques in general involve the combined application of pit optimization and blend optimization techniques.

A fluid bed dryer has been designed for a nonconventional application to upgrade the value of fine anthracite culm and silt recovered from culm banks and anthracite tailings pond beds. This material can be seen as large spoil piles scattered throughout the anthracite coal regions of Eastern Pennsylvania. Engineering of the system commenced in December of 1986 and at this writing start-up is scheduled for late October or early November of 1987. This paper will focus on generalities concerned With system design and operation, and qualify the differences from conventional fluid bed coal drying systems.

A complex pyrite orebody located in the South of Portugal (MO INHO) was exploited in the past by cut and fill methods until a certain level. It was decided to design a new plant for non ferrous metal extraction and the rate of production and exploitation method was modified accordingly. So, a sub level stoping (SLS) method was en visaged for the exploitation of the deepest part of the orebody (under 265 m level). For the planning of this SLS method, it was decided to perform a geostatistical study of the orebody, on the basis of the available information, which consists mainly of channel samples assayed for Cu, S, Zn and Pb.

To adequately attack the longwall dust problem, the US Bureau of Mines funded a contract to define dust sources on a longwall mine face area. The study examined the shearer during sumping, cutting, and tramming, the conveyor, and the roof supports. Tests showed the shearer to be the major dust source. Introduction Long-term illnesses place a heavy burden on miners, the mining industry, and taxpayers. Black lung payments to more than 400,000 miners and their survivors exceeded $9 billion between 1970 and 1980. They are continuing at a rate of $1 billion per year. Recent MSHA data indicate more than 50% of the longwall faces are still out of compliance with the 2 mg/m3 (0.00007 oz per cu ft) respirable dust regulation. Allowable dust limits are often further reduced owing to the presence of silica dust. This substantially increases the problem's severity. Research in the 1970s showed that by modifying the mining method through changing drum-type mining machines from high rpm shallow cutting to slow rpm deep cutting, both specific dust and energy could be reduced (Black et al., 1978; Ludlow and Wilson, 1982; Roepke, Lindroth, and Myren, 1976). The coal mining industry is using more longwall equipment to economically obtain high productivity. This high production rate, however, makes it difficult for longwalls to meet the legal dust standard. Research is showing how both these concerns may be addressed at the mining face. Results reported here explain the relationship of various major elements of the longwall system to dust generation on the longwall face. This paper is based on work completed by Foster-Miller Associates Inc. Objectives were to differentiate dust sources on the longwall face and to quantify dust levels for various elements of the shearer drum. The work was accomplished in two phases. Jonathon Ludlow, project engineer for FMA, developed and performed the necessary testing (Ludlow and Marshall, 1983). Bradley, Hadden, and Weston (1983) have done evaluations on British coal mines that produced similar results to those reported here. They found causative rela¬tionships between haulage speed, production, depth cut, drum speed, and dust generation. They also found that roof support movement increased the dustiness, whereas this work indicated that support movement had only a minor effect on total dust exposure. Both of these results are valid when the variation of mining conditions is analyzed. British mines are deeper than US mines. Therefore, roof rocks and coal are more fragmented than in the shallower US mines. Other reasons for the dust differences include the weaker shales found in Britain and the variation of roof support equipment designs between the UK and the US. Four mines in this report had rock roofs and, thus, would be less dusty. The fifth longwall mine had a coal roof, but the large cross-sectional area and high air velocity minimized dust exposure. Mines and Equipment Five underground longwall mine sites were tested (Fig. 1). All were using double-ended ranging-drum shearers (derds) with some variations in equipment. The mines and equipment details are shown in Table 1. No modification of mining equipment or operating cycles was made during the first phase of testing. The mining process observed followed the normal mine operating procedures. Three GCA RAM-1 respirable dust monitors and two vortex anemometers with cycle notations on portable tape recorders were used in each face area. The start and end of each cycle segment were recorded. Introduction This paper attempts to describe the characteristics of the industrial minerals segment of the minerals industry that make it different from the other segments. Also described are the trends, strengths, and shortcomings in the industrial minerals segment. This may help professionals in the minerals industry determine if there is a place for them in industrial minerals. Industry Overview It is difficult to generalize when describing the industrial minerals industry. Some products, such as cement and potash, are produced exclusively by large, well capitalized and technically sophisticated companies. Others, such as sand and gravel, are generally produced by small, family-owned companies operating on a shoestring budget. Still other products, such as feldspar, are produced by both types of companies. Not only are the companies vastly different, the products and marketing of their products are also different. Industrial mineral products are sold based on their physical characteristics (abrasives), or their chemical characteristics (trona), or both (glass sand). Marketing can be direct by the producing plant, a corporate office handling products form several plants, or through distributors. The geologic, mining, and processing skills needed can be minimal or sophisticated. There can even be large differences in the technical skills needed in two plants producing the same product. One feldspar producer may only need to mine and grind his ore, while another may use a delicate flotation process. One easy generalization is that there are industrial mineral operations in all geographic locations. A second is that industrial minerals offers more opportunities to entrepreneurs than the metals field because of the variety in the sizes and types of operations. Industry Growth Industrial minerals must be considered a mature industry. Consequently, little exciting growth can be expected. Over the past 30 years, industry sales have grown at a rate of 6.2%, compared to a 6.7% growth rate of the GNP (Kliff, 1978). A 3.8% growth rate has been forecast for the remainder of this century. The fortunes of those plants producing a product for local consumption will depend on the prosperity of the local economy. The fortunes of those plants that sell into the national market will depend on their competitiveness in their industry. Major industrial mineral products are shown in Table 1. The first three commodities account for 66% of the industrial minerals market. Typically, deposits of stone, sand and gravel, and the limestone, silica, and clay needed for cement are easy to find and mine. Role of Mining Engineers and Geologists Because a sophisticated techcical knowledge of geology or mining is not required, very few geologists and mining engineers are employed in industrial minerals. Geologists working for these companies function less as geologists than managers and executives dealing with permitting and land acquisition. Likewise, mining is done mostly by open-pit methods. It is generally supervised by an individual experienced in the operation and maintenance of heavy equipment, not a mining engineer trained in rock mechanics or computer methods of mine planning. What of the geologists and mining engineers employed by the industrial minerals industry? Many gained their positions as a result of their experience dealing with the regulatory agencies that control the operations of all mines and mills. Their technical expertise in geology or mining becomes only a side benefit. Many factors must be considered when performing engineering and construction work for a major minerals project. Dravo's Afton copper smelter in British Columbia illustrates some of the E&C factors considered when setting up this new operation. In March 1978, Afton Mines Ltd., a Tech Corp. subsidiary, began blister copper production at the world's first integrated copper ore mining, milling, and smelting operation to use Top Blow Rotary Converter (TBRC) process smelting technology. This key TBRC smelting element is licensed by INCO Ltd. to Dravo Corp. The TBRC process uses a single vessel of modular design. It rotates for mixing and provides complete processing capability, from concentrate through blister copper. The Afton facility is about 16 km west of Kamloops, a town in south-central British Columbia. To make its operation as economic as possible, Afton officials considered several options for the copper smelter, the first in modern times in the province. Inability to extract precious metals-primarily gold-from the concentrates ruled out hydro-metallurgical processes. The final choice was between a conventional electric furnace/ Peirce-Smith converter combination and the TBRC process. The TBRC process was chosen for its versatility in processing the various Afton concentrates and grades and its 40% lower capital cost compared to the electric furnace converter system. The TBRC smelter -including concentrate slurry receiving, drying, storage, smelting, off-gas cleaning, and copper casting-had an installed cost of about $25 million. In December 1974, a pilot program was conducted by Teck, Dravo, and INCO at INCO's Port Colborne, Ontario, research facility. The pilot program demonstrated the TBRC's ability to smelt, convert, and clean copper slags. After the successful pilot effort, Dravo performed additional research to find an effective fixation system for high grade, intermittent SO2 gases. Once the go-ahead was given, design and procurement for the Afton copper smelter was provided by the Denver Division, Dravo Engineers and Constructors. Commonwealth Construction, Vancouver, constructed all Afton facilities. Afton's single furnace smelter is designed to produce 25-kt/a blister copper in 363-408 kg cake form. The product is sold to England for electrolytic refining. The TBRC process is only one of several innovations proposed by Dravo and chosen by Afton to insure the most modern smelter in North America and meet all British Columbia's environmental restrictions. Conventional smelting methods use a separate furnace for each process step. The TBRC process employs but one furnace. The Afton TBRC vessel measures 6.4 m in length and 4.3 m in diameter. The furnace is supported on a set of motor-driven rollers. These permit the vessel to rotate at variable speeds to 40 rpm. Rotation provides good mixing, high reaction rates, and effective heat transfer from the refractory sides to the molten bath resulting in a low thermal gradient. The furnace can tilt through a full 360° for charging, firing, and pouring. Smelting at Afton is accomplished in sequential fashion. Flotation concentrate and limestone flux are initially charged to the hot, empty vessel. Using the water-cooled, oxy-fuel lance, the initial charge is smelted. Once sufficient molten bath is obtained and slagging completed, the metallic concentrate is charged. Queenstake Resources Ltd. has been exploring and mining alluvial gold deposits in the Yukon Territory and British Columbia since 1980. The five mines in production produced, in 1987, a total of 13,222 ounces. This paper will briefly review Queenstake's exploration program, property descriptions and mining methods, environmental concerns and a comparison of costs. (Sueenstake has been successful in developing a cash flow base from these operations that provide the capital for the acquisition and exploration of new, and hopefully, larger scale gold producers. NOTE: The historic alluvial mining unit of ounces per cubic yard and English units of measurement have been used throughout this paper. Dollars are Canadian unless otherwise noted.

As the first wave of precious metal heap leach closures and reclamation projects occur, a number of companies are being hit with costly surprises. While this paper refers specifically to U.S precious metal projects, it could be conceptually directed at copper leach operations and acid rock drainage (ARD) problems on an international basis. ARD is Mother Nature's version of heap leaching, only with different products and timing. Although many precious metal deposits tend to be small in comparison with some base metals systems (porphyry copper deposits), adjacent or nearby discoveries have extended the operating lives of numerous precious metal mines. Now, depleted reserves, several years of relatively depressed precious metals prices and some properties with technical difficulties have resulted in numerous mine closures. As a result, our industry is getting a diverse and comprehensive initial look at mine closure and final reclamation. The situation has been further complicated by the evolutionary trend in regulations and their enforcement and increasing public and political awareness of all environmental issues. Concurrent (proactive) vs. deferred (reactive) reclamation and a realistic early appraisal of ultimate reclamation and closure requirements, not just regulatory compliance, need to be a part of project design. The U.S. and Canada are the current fertile testing grounds and have set the design, regulation and closure standards for the next wave of operations in Latin America, the CIS (?), etc.

The ventilation network problem, having both fixed and nonfixed operating points as control devices, is examined in this paper. Emphasizing the concept of solving a system of n equations in n unknowns, this paper presents the generalized problem formulation, some conditions under which the problem does not have a unique solution, and a solution procedure based on the Newton (or Newton-Raphson) method. A numerical example is included.

A review of the literature reveals that methods for simulating the coupled behavior of size reduction and liberation are limited to binary mineral systems containing one composite particle class. The aim of this paper is to describe the development of a mathematical model to simulate such behavior for binary and ternary systems containing multiple classes of composite particles. A modified Levenberg-Marquardt algorithm and a finite difference Jacobian are used in conjunction with the developed model and a set of constrained equations to estimate all kinetic parameters. This estimation scheme is validated for a binary ore (sphalerite-dolomite) with five composite particle classes using experimental data.

The Grant Town Power Plant is a nominal 80 MW (net) Waste Coal-Fired Electric Generating Plant which is located in northern West Virginia, approximately 15 miles southwest of Morgantown. The Steam Generator consists of two (2) Pyro-Power Circulating Fluidized-Bed Boilers (CFB), each rated at 400 000 lbs/hour @ 1,350 psig. Main Steam. The Turbine Generator is a single GEC Ahlstrom unit rated at 95 MW gross and 80 MW net. The Plant began commercial generation during April, 1993. The facility is owned by American Bituminous Power Partners, L.P. (AmBit), and operated by Mission Operations and Maintenance, Inc.

Many systems which are modelled mathematically result in a model where the relationships between some or all of the parameters are found to be non-linear. These systems are usually complicated further by a desire to make the system achieve multiple and often conflicting objectives or goals simultaneously. Rozwadowski (1970) developed a model to describe the total discounted net profit of a mine as a function of the amount of ore developed and of the grade of the amount of ore mined. Dynamic programming was used to determine the policy which gave the maximum net present value. In this paper it is shown that the relationships between the variables can be approximated by piecewise linear functions. This is amenable to solution by an algorithm based on the simplex algorithm of linear programming. The goals of maximizing the net present value, the total net profit and the total gold output are incorporated simultaneously into a goal programming formulation of the system. The resulting model is characterized by a large number of disconnected constraints. These are decomposed into several smaller problems and the problem solved. The solution is examined to discover the sensitivity of the system to changes in certain parameters. In particular the interaction between the three goals is analysed to determine whether there is conflict between any of the goals and, if so, what the trade-offs between the conflicting goals are.

Introduction The English word "sedimentation" is derived from the Latin verb "sedere" meaning to sink down. As a mineral processing unit operation, sedimenta¬tion has been defined as the separation of a suspension into a supernatant clear fluid and rather dense slurry containing a higher concentration of solid (Brown, G.G. 1960). Sedimen¬tation has been historically subdivided into thickening, which has the primary purpose of increasing the solids content of one of the thickener prod¬ucts relative to the feed stream, and clarification, which has the primary purpose of removing solids from the feed stream to produce a product essentially free from particu¬late matter. There is no absolutely precise distinction between these subdivisions and in certain applica¬tions, both objectives can be accom¬plished. Major Design Factors The capacity of conventional metal¬lurgical sedimentation devices is a function of slurry throughput and its attendant settling rate. Important factors, recognized by early investigators (Taggart, 1972), which influence the settling rate of a given metallur¬gical slurry include: Feed dilution or solids-liquid weight ratio Size and shape of the particulate solids Specific gravity differential between the solids and liquid phases Presence of electrolytes and/or flocculants Pulp viscosity Slurry temperature In addition to the foregoing histor¬ical factors, recent investigators have noted (Pearse, M.J., 1977) that other parameters which may have an influence upon settling rate and, thereby, thickener performance include: Method of flocculant application Particle size distribution Particulate wetting characteristics Feeding arrangements Rake speed and type Existence of convection currents Wind disturbance Evaporation All of the above factors should be examined and the effect upon thick¬ener performance brought about by manipulating the factor over the expected operating range should be determined if performance optimization is desired.

Water infiltrating the surface of waste rock dumps transports pollutants into the environment. Lysimeters have been used to quantify the infiltration rate. To date their design has been guided by modeling under steady-state conditions. Recently a two-dimensional finite element code has been developed to model the response of lysimeters to time-dependent infiltration rates. It was used to investigate the response of lysimeters installed in a waste rock dump and subject to a monsoonal rainfall pattern. The results are presented and compared with field data.

The sampling of precious metal deposits entails inherent problems due to the low mineral abundances, high mineral specific gravities, skewed grade distributions and wide ranges of mineral particle sizes. Sampling practices and precautions are discussed with particular attention to each of the tripartite stages of sampling - sample acquisition, sample preparation and sample assaying. Practical examples of approaches to the sampling problem are given and some examples of significant sources of error are provided from gold and silver deposits in North America.
