In-plant recycling of dust from iron making BF's creates undesirable circulating loads of volatile trace elements such as zinc and lead. Disposal of such dusts creates environmental problems, hence a separate treatment is indicated. Since the bulk of the zinc and lead compounds occurs in the fine dust fraction; hydrocycloning the slurry from the BF gas cleaning operation results in upgrading the material for treatment. A process has been proposed, whereby the zinc and lead are solubilized from the fine fraction with spent hydrochloric acid from steel pickling. The stoichiometry of this autoclave oxidation process is adjusted to simultaneously precipitate, by oxyhydrolysis, most of the iron for recycling to the BF's. Lead and zinc are successively recovered from the filtrate as low chloride precipitates. This paper describes additional testwork, leading to the design of a pilot plant which was planned to begin operation in 1992.

BACKGROUND The steel and iron ore industry has had a long history of an adversarial relationship with its union and workforce. The Empire Mine during its first 40 years of existence was no exception. The "we-they" mentality went hand-in-hand with the normal by-product of an adversarial relationship, grievances and arbitration. This relationship was considered the norm and it was not until the late 1970s that consideration was given to changing this relationship. At this time the industry was involved in a fight for existence and the economic pressure demanded increasing productivity to lower cost. The challenge to survive highlighted the fact that an adversarial relationship was not conducive to attaining the needed gains in productivity. The first formal attempt to change the way we worked came in the 1980 Labor Agreement which provided for the opportunity to utilize Labor Management Participation Teams (LMPTs). LMPTs were established at the Empire Mine and they functioned for a couple of years. The teams spent most of their time working on creature-comfort issues and steered clear of dealing with productivity issues. Mine shutdowns had occurred in Michigan resulting in large layoffs, and the union was trying to add jobs and was not supporting teams that could increase productivity and eliminate jobs. When the 1986 labor negotiations began, the local union pulled their support of the LMPT process. Other initiatives were negotiated over the years to foster a change in the culture but, as with the LMPT program, they did not produce the desired culture change. It became abundantly clear: you cannot negotiate a culture change.

Introduction The history of the Australian coal industry is almost as old as the history of Australia after new settlement. The first cargo of coal was exported from Newcastle to India in 1799. Coal has been mined in Australia for almost two centuries. But there are indications that the first coal was processed in 1877 in the Newcastle area. This is nearly 50 years after the first coal processing in Europe. Processing on any significant scale began in 1944 at the Newcastle Steel Works. In Queensland, however, coal processing did not begin until the second quarter of this century. The dramatic growth of mining and processing of Australian coal since the mid-60s is primarily due to the expansion of the export market in Japan, Asia, and Europe. Australian coals Black coal occurs in most of the major sedimentary basins of Australia. The better known deposits of commercial importance are in the Sydney, Bowen, Oakland, and Gailiee Basins. Apart from the Collie Basin in western Australia, other coal deposits of the Arckinga Basin in South Australia, the Bonaparte Basin in Northern Territory, and the Tasmania Basin are basically unexploited. The Sydney Basin of New South Wales and Bowen Basin of Queensland remain the major producers of black coal in Australia. Currently exploited or potentially commercial deposits of black coal in Australia occur in strata ranging in age from Permian to Tertiary. Estimated black coal reserves are summarized in Table 1. Coals from different ages have significant differences in their petrographic characteristics. Many of the Permian coals are usually rich in inertinite. Jurassic and Tertiary coals are typically rich in vitrinite content. Typical petrographic and chemical characteristics of some important Australian coking coals are summarized in Tables 2 and 3. The reserves of coking coals are restricted in the main to the Permian coals of the Sydney and Bowen Basins. Coal deposits in the latter are at shallow depth. A high percentage of these are being strip-mined. On the other hand, in the Sydney Basin, the majority of the reserves of good quality coking coals are at significant depth. The mining cost of these deposits is substantially higher than those in the Bowen Basin. It is usually possible to make strong coke with Australian Permian coals of vitrinite content much lower than the other international coals. But there are many major Permian deposits in Australia where low vitrinite content presents problems. As they are classified as marginal coking coals, optimization of their pro¬cessing plays an important role in meeting the market specifications of coking coal. The major reason for processing Australian coal is to reduce the ash content. Compared with British and some American coals, Australian coals are of relatively high ash content. Unlike American coals, more than 99% of the Australian coal deposits have sulfur content less than 1%. Consequently, sulfur control has never been a major problem. This paper presents results of field monitoring and finite element studies to analyze and improve a room-and-pillar retreat mining system. Fie1 d instrumentation was utilized to monitor pi11ar load changes, roof to floor convergence and differential roof strata movement as retreat mining progressed and to determine in-situ horizontal stresses. A two-dimensional finite element model depicting strata behavior at this mine was developed and used to analyze existing and alternate improved mining geometries. The results showed excellent correlation between fie1 d observed and model predicted behavior. Some of the recommended changes in mining geometry based on the study were incorporated in the mining system.

As a longwall coalface advances a caved goaf or waste region is left behind. Air flow takes place through this permeable goaf due to the pressure differentials existing across it and en route this leakage air picks up both heat and moisture. A marked deterioration in climatic conditions occurs in the face area at all points downstream of where this leakage air rejoins the main air-stream. This goaf heat source can make a very significant contribution, typically 30-40% to the rate of total heat pickup on an advancing UK longwall coalface with a VST of 40°C and hence on the climatic conditions that prevail at the return end and in the return gate of the face. The magnitude of the rate of heat collection from the goaf depends on a number of factors but it has been established that it is particularly influenced by the prevailing virgin rock temperature and the total flow rate of the leakage air. This paper proposes a model for the goaf based on a packed bed analogy and other assumptions required in order to evaluate the rate of heat pickup are identified. The outlet condition of the leakage air predicted by the model have been shown to correlate with underground measurements taken for a range of different production patterns with the face cutter at various locations on the face. The sensitivity of these predictions to variations in the input data has been tested and is commented on. At this stage of the development the capabilities and predictive limitations of the model are discussed. Further areas of investigation are suggested in order to improve the predictive ability and to extend the versatility of the model.

A large-scale work scheduling algorithm has been developed in the Mine Management Support System (MMSS) for assigning workers to prioritized jobs on a shift basis. This study basically concerned the formulation of a reliable mathematical programming model to handle the problem, the achievement of an efficient solution of the model, and the implementation of the algorithm to the worker assignment problems of a large underground coal mine. The results showed that the work scheduling algorithm can make optimal assignments efficiently. It is believed it has potential significance in improving manpower utilization and can offer great help to coal mine managers in making efficient manpower allocations.

Before and in the early stages of industrialization, mining was the undisputed leader in technology. It represented the high-tech of the time. Early mechanization bears witness to that. Hoisting and rock breaking driven by waterpower are such examples. The mines' use of the steam engine was a major incentive to its development. By these means new mines could be opened and more metal supplied. Understanding of systems was essential for miners when shaping the infrastructure of the mines for the transportation of ore, material and men and for the evacuation of water and for ventilation. The irrigation systems of ancient mines are such examples. However, with the industrial revolution other more specialized branches of industry advanced further, and the mines became users of other industrial branches technologies. The mining industry had, however, always been quick to recognize a good thing and use it, when time was right. But, compared with other branches of industry, the mining industry has the disadvantage of working in a rugged environment with (and actually inside) a raw material which is abrasive and highly variable with respect to mechanical properties. This determines the rather high unpredictability of mining machines' performances and their low availabilities and explains a part of the delays in introducing technological advances.

Eastern Jamaica consists predominantly of non-carbonate rocks reaching elevations of over 2200 m. The area is drained by a well established river network which supplies close to 30% of the sand and gravel used by the building and construction sector. Present high extraction rates and slow rates of replenishment will result in early exhaustion of this source of aggregate. A number of volcanic and carbonate rocks are being examined as a possible source of high quality aggregate which meet the requirements for all types of construction. Preliminary evaluations show a dacitic deposit to be the most suitable source for aggregate use.

Pneumatic coal loading and conveying systems provide alternative methods for the safe and efficient mining of the thin, high-grade coal seams found in the Southern Appalachians. Pneumatic systems eliminate most of the health and safety hazards associated with the operation of conventional mining and haulage equipment in small low-coal mines by removing powered mobile equipment from the mine. Ventilation is also improved by the coincidental removal of gas and respirable dust from the mine by the operation of the pneumatic loading and conveying system. Other significant advantages of pneumatic coal recovery systems are relative simplicity, operating flexibility, low capital cost, quiet operations, environmental benefits and ease of automation. The design considerations and field evaluations of experimental prototype pneumatic coal loading and conveying systems installed and operated in small thin-seam mines are presented in this paper. In addition, fundamental design criteria and recommendations for the installation and operation of a variety of pneumatic coal loading and conveying systems that offer alternative coal-recovery systems that alleviate the serious health and safety concerns of current small mine operations are proposed.

Electrothermal production of elemental phosphorous (P4) generates substantial amounts of highly toxic phossy water and sludges. Because of their high phosphorous contents and lack of reliable processing technology, large tonnages of these hazardous wastes have accumulated from current and past operations. To date, the sludges are stored in ponds or above ground in special containment vessels at various locations around the country. Two samples of electric furnace phosphorous sludge (obtained from the Tennessee Valley Authority (TVA) in Muscle Shoals, AL and FMC Corporation in Pocatello, ID) were investigated using physical separation techniques to recover the elemental phosphorous and to render the residual material nonhazardous. The techniques tested include sizing, froth flotation and dispersed air oxidation. Flotation and sizing produced concentrates containing 69% - 90%P4, with recovery in the range of 60% - 87%. Dispersed air oxidation of the fines and tailings products was effective in the removal of an additional 10% - 15% of the P4 in the sludge.

Introduction Gravity-based coal/mineral preparation plants must be operated to yield products of a quality satisfactory to existing markets. However, because of historic control problems, recovery is frequently sacrificed to achieve quality, resulting in losses of valuable product. Plant control has ranged from intuitive in-plant spot quality judgments made by various operators to gross methods involving such devices as density gauges, floats, grabsample on-the-spot sink/float tests, etc. Millions of tons of quality coal/minerals are lost to refuse each year, because of the historic lack of a continuous and dependable control system. The result is serious economic, as well as environmental, losses. While the economic losses are obvious, the less obvious environmental ones, in the case of coal, result from the misplacement of more ignitable quality fuel to refuse banks. Until recently, a control system capable of supplying a market-grade coal/mineral product, while continuously minimizing product losses to refuse, has been technologically unavailable. Coal/Mineral Washing Tracer System Performance Monitor (CMWTSPM) The first Coal/Mineral Washing Tracer System Performance Monitor (CMWTSPM) originated in the late 1970s as an innovative idea and ultimately resulted in Leonard Patent No. 4,345,994 issued on August 24, 1982. In a classic example of successful university basic research, the patent was followed by two US Department of Energy (DOE) merit awards for fundamental optimization research at the University of Kentucky, a number of publications, a successful applied research program (underwritten by SENTREX at Irvine, CA) and field tests at the Rochester and Pittsburgh Coal Company Keystone Mine near Indiana, PA. The system is now operational and is marketed by SENTREX as the SENTREX Performance Monitor. A diagram of the system is shown in Fig. 1. This system relies on metal detection as the basic tracing medium. Since it is capable of tracing particles as fine as 0.19-in., the system is ideal for coarse coal/ mineral cleaning processes. Basically, the CMWTSPM records the distribution of synthetic coal/mineral particles, of known size and specific gravity, between product and refuse output streams of coal/mineral washing, gravity-concentrating processes. For any given particle size, surface area and shape are constant. The particles are [ ] designed to find their way into the center of their respective inprocess specific gravity/size streamlines. The system will yield a complete partition curve to show the percentage of misplacement for any selected size/specific-gravity particle fraction, thereby providing a point-to-point insight into process failure. When used to evaluate operational processes, this full partition curve is far more diagnostic than the simplifying, derivative, single index number known as the Ep value. The Ep value is commonly used for convenience to represent symmetrical partition curves, but, if the actual partition curve is non-symmetrical, use of the Ep value can result in serious diagnostic error. While the Ep is useful in design and for rapid performance evaluation and process adjustment, the full partition curve is by far the more diagnostic. It will provide insight into the behavior of particulate flow, through non-symmetry, as a means to highlight potential systemic failures. Performance of the process is measured and improved by determining the extent of particle misplacement and by making timely adjustments to the unit to reduce the misplacement. Introduction The separation of minerals from complex sulfide ores by flotation requires careful control of the surface chemical behaviors of the minerals constituting the ores. When the minerals in the ore are finely disseminated, extremely fine grinding is needed to liberate the minerals. Fine grinding is not only an energy-intensive operation, but also influences the flotation behaviors of liberated minerals. Steel balls are commonly used for grinding. Galvanic interactions occur not only between sulfide minerals and grinding media but also among the different sulfide minerals themselves. The electrochemical characteristics of chalcopyrite and pyrrhotite when they are independently coupled with steel grinding media and the relevance of these characteristics to the flotation behavior of these minerals have been exten¬sively studied (Cheng and Iwasaki, 1992: Li and Iwasaki, 1992). These studies dealt with reactions in two electrode combinations, simulating mineral-grinding medium and mineral-mineral interactions. In practice, however, it is more common to involve more than one sulfide mineral. In a study of a pyrite-pyrrhotite-mild steel system, Pozzo et al. (1989) provided evidence that a mineral having an intermediate potential could behave differently, depending on the condi¬tion of galvanic contact. This investigation was undertaken to study a chalcopyrite-pyrrhotite-mild steel system to gain better in¬sight into the mechanism of multiple galvanic interactions. A three-electrode system was chosen to simulate a typical copper sulfide ore. The sulfide minerals were represented by chalcopyrite and pyrrhotite. The grinding medium was rep¬resented by mild steel. The nature of galvanic interactions involving these minerals and grinding medium in an oxygen atmosphere was investigated in a three-electrode combina¬tion, and an attempt was made to relate the laboratory flotation results of pyrrhotite-chalcopyrite ores. Possible implications to the differential flotation of complex sulfide ores are discussed. Key words: Electrochemistry, Flotation, Sulfide ores Experimental The pyrrhotite (57.74% Fe, 0.09% Cu, 4.84% Ni and 36.54% S) sample was obtained from Falconbridge Ltd.'s Strathcona mine, Ontario, Canada, and the chalcopyrite (26.00% Cu, 28.57% Fe, 0.05% Ni and 31.52% S) sample came from Transvaal, South Africa. Mild steel (AISI 1020, 0.2% C) was chosen to represent grinding media. A conventional three-electrode cell was used in the elec¬trochemical measurements. The working, counter and refer¬ence electrodes were, respectively, sulfide minerals or mild steel, graphite rod and saturated calomel electrode (SCE, 0.245 V vs. standard hydrogen electrode). The exposed areas of the sulfide minerals and grinding medium electrodes were approximately the same (0.17 to 0.19 cm2). The preparation methods of working electrodes, the reagents used, the experi¬mental procedures and the instrumentation were the same as those described previously (Cheng and Iwasaki, 1992). Rest potentials of pyrrhotite, chalcopyrite and mild steel were measured individually in 0.05-M sodium sulfate solu¬tions. Combination potentials and galvanic currents of the sulfide minerals and grinding medium were measured in short-circuited two- and three-electrode systems. All poten¬tials in this study are quoted in volts with respect to the standard hydrogen electrode (SHE). The Elliot Lake Centre was established in 1965 as an independent Centre for Continuing Education offering a variety of adult education services. In 1976 all retraining and community college type activities were transferred to the Sault College of Applied Arts and Technology which had opened a branch campus in Elliot Lake. Upon the completion of this transfer, the Elliot Lake Centre was then contracted in 1977 by the Canada Centre for Mineral and Energy Technology to study the feasibility of establishing a research and information institute dealing with various health and safety concerns of the uranium worker. By late 1980, a federal charter was granted for the establishment of the Canadian Institute for Radiation Safety, made possible through the cooperative efforts of the Governments of Canada and Ontario, the Ontario uranium mining and refining companies, and the Elliot Lake Centre. On 1 April 1981 the Institute officially began operations. PROGRAM DEVELOPMENT AND COORDINATION In May 1978 the Elliot Lake Centre initiated a voluntary sputum cytology program for uranium workers. This program was financed by the Ontario uranium mining companies: Agnew Lake Mines Limited near Sudbury; Madawaska Mines Limited in Bancroft, and Denison Mines Limited and Rio Algom Limited in Elliot Lake. In 1981 additional funding was granted by Eldorado Nuclear Limited for a small group of employees at the company's uranium refinery in Port Hope, Ontario. Initially in 1978, program participants were accepted according to length of employment, radiation exposure levels (calculated in working level months) and/or smoking history. These restrictions were abolished within a few months and all uranium workers were encouraged to participate. From 1978 to 1979 the sputum cytology program was medically directed by personnel from the Montreal Cancer Institute. Until 1979 all data maintenance for the program was performed manually, however the effort required to sustain the system increased significantly as the number of participants grew. In September 1979 the Division of Thoracic Surgery at the Toronto General Hospital, under the direction of Dr. F.G. Pearson, submitted a proposal to the Elliot Lake Centre to develop a data processing system to help coordinate the surveillance program. In October 1979, Dr. Pearson became the new Project Director. Director of the Cytology Program is Dr. D.W. Thompson of the University of Toronto who is responsible for all cytologic analyses. Developmental work to establish the new surveillance system was initiated in January 1980 and became fully operational at the beginning of March 1981. The following sections describe the Elliot Lake operations of the sputum cytology program now conducted by the Canadian Institute for Radiation Safety. PROGRAM PARTICIPATION As of 1 September 1981 the sputum cytology program has 518 participants enrolled. Eligibility is restricted only to a willingness to participate and the ability of an individual to produce adequate sputum samples. Each participant registers for the program at the Institute and is given personal instruction on methods of sputum collection. The majority of the participants in this program are employed by the uranium mining industry; some work for firms which are contracted by the larger companies. Many participants are either retired from the work force or receive disability pensions or workmen's compensation benefits. Other participants have been employed in the uranium mining industry and have since gone on to other employment; some work for various federal and provincial governmental agencies concerned with the mining industry. Some participants are referred to the program by their family physicians because of smoking histories and/or various respiratory conditions. A small number of these individuals have never been involved in the mining industry at all. A chart describing program participation by employment is found in Appendix 1. PROGRAM REGISTRATION In the Elliot Lake area, persons interested in registering in the program are required to go directly to the Sputum Cytology office located at the Canadian Institute for Radiation Safety. Each individual is interviewed personally by the Program Officer. For the employees of Agnew Lake Mines, Madawaska Mines and the Port Hope refinery of Eldorado Nuclear Limited, registration is possible during the Program Officer's semi-annual on-sitevisits. Participants are assigned, in chronological order, "program numbers" for easier identification. File labels are color-coded according to place of residence or, in some instances, place of employment. A basic ingredient for rapid tunnel excavation is material handling. In construction of tunnel projects in urban areas material handling requires additional input to maximize performance. Urban projects share the same problems experienced in all tunnel construction and they must be dealt with. Howeve.., Urban constraints add a larger dimension. APPLICATION ENGINEERING A MUST A word of caution. To achieve increasing speed of excavation in tunnels whether in Urban areas or elsewhere will require much creative thought and energy. It would be a false premise to assume that major breakthroughs will result from this conference, or shortly thereafter, or to hope that a success here or there can translate into a universal solution. The reality, as we see it is that rapid progress and great economies will accrue on any given project only if effective application engineering is carried through. By all means take advantage of past experiences but, do not at the peril of costly undertaking, blindly accept the program of a successful job elsewhere as automatically suited to your project. Tunnel construction in urban areas is at best a difficult undertaking made more difficult in this period of greater awareness of environment, of conservation and of the quality of living by sophisticated urban communities,. A construction job represents a necessary nuisance to urban communities. To minimize this nuisance many regulatory laws are adopted. These regulations can and do slow down tunnel jobs and pyramid costs.

In the past 15 years, rock mass classifications have experienced unprecedented development and have emerged as powerful practical methods for assessing ground conditions and tunnel support. Such methods as the RMR System (Geomechanics Classification) and the Q-System have provided many advantages over the classical Terzaghi rock-load method introduced in 1946. These new classifications have found wide applications all over the world but some doubts have been expressed and shortcomings pointed out. The author, who developed the RMR System, takes a penetrating look into the promises and the pitfalls of modern rock mass classifications. He dispels some misconceptions and shows how rock mass classifications can serve as effective and dependable design aids in tunneling.

When BHP Copper's Lower Kalamazoo Project commenced production in January 1997, two of the four original hoists had been converted to hoist ore from the Lower K level. Conversions on these hoists not only allowed hoisting from a much deeper level, but also created a higher hoisting efficiency and higher capacity as well. Conversions included new drums, new cables, SCR drives and other solid state control technologies not available when the original hoists were installed. Two of the original hoists were installed in the 1950's and the other two were installed in the 1970's.

This paper describes the use of index testing to obtain rock properties that are useful in the design and construction planning of an underground development for civil engineering or mining projects. The index properties discussed include: point load; Schmidt hammer hardness; abrasion hardness; and total hardness. The first two index properties correlate to uniaxial compressive strength (UCS) and Young's modulus. Discussions are given on empirical, normalized relationships of UCS to rock mass properties and the integrated use with semi-empirical, geotechnical design methods. The hardness property indices correlate to construction performance parameters and some relevant experience is cited. Examples of data are presented from an index testing program carried out primarily on siltstone, sandstone and limestone rock core samples retrieved from depths up to 1005 m (3300 ft) in a borehole drilled in the Paradox Basin of eastern Utah. The borehole coring was done for a nuclear waste repository site investigation.

The financial evaluation of an orebody uses estimates for the grade of ore produced during each year for the life of the mine. Assay data from the Dolphin Scheelite Mine is used to estimate grades by the Polygonal, Ellipsoidal and Disjunctive Kriging Methods. The results are compared with simulated production data, to show the existence of a bias associated with each method. The affect of bias on the financial evaluation of a theoretical model ia assessed.

The separation of feldspars from quartz has been the subject of numerous studies since 1930 and the flotation process so far proved to be the most suitable method. In the conventional process, feldspars are separated from quartz using a cationic collector and hydrofluoric acid as an activator of feldspars. There is no general agreement on the mechanism of fluoride activation of feldspar surfaces and the role of fluoride ions is briefly discussed. The use of HF is no longer acceptable due to environmental and health problems, and a few new reagents schemes have been reported. The available evidence shows that the success of these new reagent schemes is very limited. A new reagent scheme which is environmentally safe and cost effective for the separation of feldspars from quartz is yet to be resolved.
