Is operator training necessary for optimization of flotation plants? The answer is obvious-Yes. The author suggests a three-phase program for operators when new plants are built or new crews are hired in existing operations. Case examples are discussed to illustrate the benefits of operator training.

The bacterium Thiobacillus ferrooxidans triggers the surface modification of sulfide minerals to provide hydrophilicity or hydrophobicity for the flotation of sphalerite and galena. The effects of initial cell concentration, period of biotreatment and pulp density on the floatability of the minerals are discussed. With galena, flotation enhancement obtained through sulfuric acid treatment was retarded by biotreatment at all cell concentrations due to chemical effects. Such a decrease occurred for sphalerite only at cell concentrations sufficiently high for bacterial attachment to the mineral surface. The variables affecting surface modification (and, thus, flotation response of the minerals) include the cell concentration used for bacterial conditioning, the period of biotreatment and the pulp density. Although bacterial growth during biotreatment was observed even in the absence of nutrients, such growth was more common in the sphalerite suspension than in the galena suspension. Cell protein estimations suggest that more cells are attached on galena than on sphalerite. Probable reaction mechanisms associated with bacterial modification are discussed.

The effect of slurry rheology and ball coating characteristics on the abrasive wear of grinding media and the rate of grinding were studied using -10 mesh quartzite in laboratory marked ball wear tests. Pulp viscosity was found to be closely related with both the thickness and physical characteristics of the coating affecting abrasive wear. The packing density of particles at the ball surface was the primary determinant of wear while the grinding rate was more dependent on viscosity and thus the ball coating thickness. The optimum grinding rate was achieved when the coating thickness was about twice the largest particle size.

Three sedimentation ponds had their performance evaluated before and after installation of modifications. Each pond had a floating baffle installed, two had siphon outlets, and one had a floating outlet device. Baffles inhibited short circuiting, and the outlet devices retarded flow following a rainfall event and drained the pond, creating a large storage volume to maximize detention time. Total suspended solids and settleable solids tests were measured on samples of influent and effluent to evaluate pond performance. Particle size analyses were conducted on samples containing measurable amounts of solids. Performance improved in each pond, with baffles providing the major improvement.

The processing capability of a semi-autogenous (SAG) mill is greatly affected by ore geology and operating variables within the mill. The SAG mill is problematic because it cannot be conveniently studied on a smaller, laboratory-scale mill. The interior of the mill, where grinding takes place, cannot be observed using instrumentation available today. Yet the motion of the rock and ball charge determines the power draft and hence capacity of the mill. Therefore, mill optimization is pursued with a charge motion simulation software. This software uses the discrete element method to describe the individual motion of numerous ball and rock particles in the mill. It is shown that by simply increasing the chord length between the lifters and increasing the face angle of the lifters the capacity of the mill can be increased. Such a configuration of lifters allows the operator to increase mill speed, hence drawing higher power while considerably minimizing direct ball strikes against shell plates and lifters. A case study of a 36 ft. diameter x 15 ft. long mill is presented. Reducing the direct ball strikes leads to lesser steel consumption both in terms of balls and lifters.

Heathrow Airport is owned and operated by BAA who are engaged in a major programme of expansion. In order to link the expansion of the airport in the west with the existing central terminal area, a twin bore, 8.8m outside diameter, road tunnel,1280m long, is being constructed. The tunnel drives pass over, with limited clearances, an operating railway tunnel, and pass under, with about one diameter cover, the airport taxiways and aircraft stands. Selection of the machine was heavily influenced by the need to minimise settlement.

Increased recycling of waste paper has been emphasized in recent years in both the United States and Canada for environmental and economic reasons. Removal of ink particles from waste paper pulp is therefore necessary. One of the most promising methods for ink removal is froth flotation. This study investigated the feasibility of a simplified flotation scheme and found that about 90% to 92% ink removal can be achieved. Also, a 95% to 97% ink removal is achievable if a hydrophobic polymer is used ahead of the flotation stage. Clean paper pulp recovery was over 90%. The effects of pulping pH, flotation pH and concentrations of flotation and polymeric reagents are discussed in the paper.

This paper addresses the effects of using jet fans as booster fans in mine ventilation networks. A method was developed to determine the pressure generated by jet fans using the momentum theory. The influence of a reduction cone and other ventilation parameters on the jet fan pressure was analyzed. Verification experiments conducted in the Waldo Mine are described. Examples are given to demonstrate the conditions for the effective use of jet fans.

The implementation of NAFTA in January 1994 was expected to have small but beneficial effects on the Mexican economy, mostly through increased investments. Mexico's mining industry was especially likely to benefit, as mineral investment funds would be diverted to the now safer Mexico and away from similarly endowed but more risky Latin American mineral economies. The results during the past two years have shown that it is government and macroeconomic factors that influence investment flows, rather than the fine tuning of trade flows through so called 'free-trade" agreements.

When extending the life of an existing mine in Appalachia, it is common to acquire the adjacent reserves and extend the existing mine into it. The existing mine is often renovated to accommodate the new conditions. The existing mining system and the track and belt haulage systems may he modified while the new property is integrated into the old one. All of these changes create new constraints for the mine ventilation system (MVS) that require proper planning and control procedures. This paper presents a study that was carried out for the ventilation system of a newly expanded underground coal mine in the Appalachian region. The process of correcting the ventilation system of the existing mine is discussed. That is followed by a discussion of some of the stages of controlling the expanded system. Numerical data for these steps are also presented.

Mineral processing in 1980 can be described by several key words, familiar to the industry throughout the past decade: complex, low grade, environmental, energy, high tonnage, and economics. Flowsheets have become more complex in order to treat lower-grade, finer-grained, more complex ores and still meet environmental and economic constraints. Operators and researchers have had to cope with these problems, which have resulted in marked trends in mineral processing. The use of advanced instrumentation in process monitoring, control, and modeling has been increasing to deal with fluctuating ore grades, higher plant capacities, rapidly rising operating costs, and process complexities. The industry has been presented with new generations of equipment that reportedly do the job more efficiently and at a reduced cost. The need to meet stricter air and water environmental standards has resulted in a concerted effort by the mineral industries to obtain an appropriate balance between the needs of mining and mineral processing and the requirements for proper environmental, safety, and health protection. Energy and economic considerations have led to increased equipment size, particularly in grinding, flotation, and conveying. Throughout all phases of mineral processing there has been an effort to reduce energy consumption. One avenue followed by researchers and operators was the testing and use of chemicals to reduce energy requirements.

Advanced remote sensing can be a powerful new information tool to help private and public entities make better environmental and resource management decisions. However, some regulated entities are reluctant to develop or use this tool because of their concerns that it will lead to increased risks and costs of environmental legal liability. They fear that new ways of monitoring the environment will increase liability, undermine existing enforcement agreements, reopen compliance agreements, and generally provide a competitive disadvantage to early adopters by accelerating environmental cleanup costs. Others counter that the increased risks are marginal, and that several advantages outweigh these risks, including the opportunity to more effectively manage environmental operations, target and set priorities, measure and track management and compliance effectiveness, provide more defensible environmental assessments and baseline conditions, make and defend optimal siting decisions, and avoid or resolve environmental disputes. This paper offers strategic advice on ways regulated entities can enjoy the benefits of these powerful new information tools while mitigating down-side legal and compliance risks as much as possible.

INTRODUCTION In this paper, we are describing a current concept for placing intercontinental ballistic missiles (ICBMs) in sites deep underground to be used as a strategic Future Secure Reserve Force (FSRF). The objective of such concepts is to utilize soil and rock cover to protect high value strategic weapons from destruction by nuclear attack. The burial deep underground achieves two purposes. First, it imposes a miss distance upon the attacking weapon equal to the depth of burial minus any penetration capability the weapon might have. This tends to offset increasing accuracy of weapon delivery. The other purpose is to absorb as much of the weapon's energy as possible, thus reducing the effects of powerful weapons. This use of soil or rock cover over military facilities began with the development of man's capability to loft projectiles. Until recently, underground military installations, by their nature, performed defensive functions. Since they are not mobile and their weapons in the past had very limited range, an enemy would have to approach them before an engagement could take place. Medusa Cement Company, a division of Medusa Corporation, is a medium-sized cement manufacturer serving the midwest, east, and southeast. Medusa's eight plants are located in Georgia, Pennsylvania, Ohio, Illinois, Michigan, Wisconsin, and Canada. Of these, six have active limestone, shale, clay, and sand quarries now in operation. This paper deals with the various individual state laws regulating mining and reclamation at the Georgia, Illinois, and Pennsylvania quarries. Several recommendations for future state mining laws are discussed also.

The principle of microwave drying of fine coal is based on the selective absorption of microwaves by water. Coal is a poor absorber of microwaves. As a result, water can be removed from fine coal by selectively heating water molecules. One of the difficult problems during microwave heating is the exact determination of temperature in the core of the materials. The electromagnetic energy absorption in coal/water mixtures during microwave drying is controlled by several factors including the dielectric properties of the constituents. In this paper, electromagnetic and thermal models of coal are presented that can predict the energy absorption and temperature distribution during microwave drying.

"1. INTRODUCTIONTunnel face stability is one of the most important consideration in New Austrian Tunneling Method. In general, if all of the material properties of ground can be obtained through the field investigations, the tunnel face behavior can be predicted using numerical simulation prior to tunnel construction. However, estimating the safety of a tunnel face is difficult, especially in cases where the ground is very weak such as in an urban area.In this study, numerical analyses of tunnel excavation in very weak ground conditions, such as a low cohesion and low internal friction angle, were carried out. The relationship between the average shear strain distribution on the tunnel face and the overburden was analyzed. This relationship estimates the shear strain of the tunnel face relative to the critical shear strain obtained by the ground properties. The critical shear strain was defined as an allowable value for the maximum shear strain. We proposed the allowable overburden as tunnel face stability index (TFI) that satisfies the critical shear strain criterion of ground. Finally, a design chart of the allowable overburden for various cohesion values and friction angles of ground was created. This chart is useful in the preliminary tunnel design stage to judge the necessity of additional counter measures against normal tunnel support design.2. WEAK GROUND MODELING AND ANALYSIS PROCEDURE2.1 Setting material propertiesWith reference to a past study1), the material properties were adopted on the basis of material properties in the standard worst rock classification case called “DII”2) for standard support pattern of weak ground in Japan. The typical material properties for “DII” are listed in Table 1. In addition, Fig.1 shows the distribution of the representative weak ground according to cohesion and internal friction angle. When the internal friction angle is relatively high and the cohesion is weak, the ground is categorized as sandy ground. Furthermore, when the internal friction angle is low and the cohesion is strong, the ground is categorized as clayey ground."

GENERAL HYDROLOGIC REGIME The total hydrologic cycle must be considered when evaluating potential ground water problems in a mining environment. Precipitation is the ul¬timate source of all surface water and essentially all ground water. Stream flow during low flow periods often orig¬inates as seeps or stream gains (base flow) where the water table intersects the land surface. A stream that is higher in elevation than the ground water system may lose flow, thereby recharging the ground water system. The magnitude of stream gain or loss is dependent upon the hydraulic conductiv¬ity and related properties of the underlying hydrostratigraphic units. Ground water moves constantly from recharge areas to discharge areas (streams and springs) usually at very slow rates. Large quantities of ground water may be in¬tercepted in many underground mining environ¬ments. Construction of an underground mine in saturated formations may encounter ground water inflows ranging from very small to very large and from continuous to intermittent depending upon the hydraulic properties of the hydrostratigraphic units penetrated. SURFACE WATER VARIABLES Precipitation occurs in different forms, varying amounts, and with a wide assortment of temporal and areal distributions in the various mining dis¬tricts within the United States. Mine inflow can be affected in a matter of hours by precipitation events where there is a direct hydraulic interconnection between the mine and the surface through fractures or a mine opening. The timing, form, amount, and distribution of precipitation should be evaluated in a mine inflow study. A portion of the precipitation that falls in a topographic basin moves as sheet flow to runoff channels (Fig. 1). Some of the precipitation infil¬trates the unsaturated soil zone where it can either move laterally as interflow to the surface system to augment stream flow or move downward as re¬-charge to the ground water system. The unsatu¬rated zone (called the zone of aeration or vadose zone) can range in thickness from essentially zero to a few hundred feet. The saturated zone or ground water system occurs below the water table (zone where hydrostatic pressure is greater than atmos¬pheric pressure) where all the pores are filled with water (Freeze and Cherry, 1979, p. 44). Moisture can be lost from any of the systems (surface water system, unsaturated zone, and ground water sys¬tem) by the processes of evaporation and transpir¬ation which return moisture to the atmosphere. Stream flow consists of runoff and interflow components plus an additional base flow compo¬nent (Fig. 2). Base flow constitutes ground water discharge to a stream. Base flow plays an increas¬ingly significant role as total stream flow declines. Base flow is important because it constitutes much if not all stream flow between periods of precipi¬tation when runoff and interflow have largely dis¬sipated. INTERACTION OF SURFACE WATER AND GROUND WATER SYSTEMS Recharge from a surface water system to ground water systems can occur via unsaturated or saturated flow. The amount of recharge is depen¬dent primarily upon the vertical hydraulic conduc¬tivity of the formations underlying the stream and the availability of water. Streams that flow over low hydraulic conductivity formations lose little water even if the ground water levels are significantly lower than the stream. A ground water system may contribute flow to a surface water system but nor¬mally only by saturated flow. This contribution usually takes the form of seeps, springs, and the base flow of streams. The rate of adsorption of gold cyanide on activated charcoal was examined as a function of charcoal concentration and size, temperature, initial gold concentration, pH, and initial concentration of gold on the charcoal. The interaction of talc with carboxymethyl cellulose, a polymeric depressant currently used in the mining industry, was investigated. adsorption isotherms, infrared spectoscopy and microflotation studies were performed to determine the surface properties of the depressant at the talc-water interface. Solution conditions were varied in ionic strength, pH and the presence of magnesium ions. The adsorption of the anionic polyelectrolyte, carboxymethyl cellulose onto the talc surface was greatly influenced by the solution ionic strength and pH. Limited adsorption, and therefore depression, occurred at high and low ionic strength. Adsorption, and thus talc depression, improved greatly with either increased ionic strength or reduced pH. With the addition of magnesium ions, talc depression was shown to improve considerably. The improved depression is likely to be the result of the formation of a magnesium ion-carboxyl complex.
