The trend in open pit mining has been to maintain cost competitiveness through economies of scale, particularly by implementing larger trucks and shovels. This paper considers the potential adverse impact of such scale adjustment, however, on dilution, maintenance, flexibility, and other aspects of operations. It examines the mine production characteristics affected by increased equipment size and attempts to quantify the impact on the overall operation. Reference is made to data from operations that have experienced a variety of equipment size ranges changes over the last decade.

There is a large economic driving force associated with improving metallurgical performance in mineral processing plants using process control. Because of this and other benefits, control systems of the future will develop towards more sophisticated user friendly computer based systems that use powerful software analysis and control techniques. Auto-tuning, adaptive control and process models will gain expanded use because of their transparent availability to the system designer. Control of individual unit operations will be optimized and coordinated through expert systems that monitor economic conditions and management directives and direct operations accordingly. Plant areas, considered cost centers for years, will be integrated into plant-wide control systems for economic control and optimization. New control hardware, process sensors, control strategies and software development tools will be presented, as well as an overview of the economics driving the continued development of advanced process control systems.

A copper heap leach model, employing leading edge computational fluid dynamics (CFD) technology, is applied to the Zaldivar heap leach operation in Chile in order to explore and analyze the possible impact of operational changes. The effect of changes to the heap operation on copper recovery has been previously investigated and reported by the Zaldivar operation. This paper examines the extent to which a comprehensive heap leach model supports the analysis and conclusions of the published work. The heap is a complex multi-phase process, consisting of a solid static porous media with complex fluid flow, gas and liquid phases, competing solid-liquid reactions, dissolution of minerals and transport through the heap. The model accounts for the physical and chemical features of the heap, including transport and reactions kinetics for the important copper and iron sulfide minerals, ferrous oxidation, bacterial effects, thermal energy, acid and sulfate balances. The model was calibrated to published data on the ore body and employed to analyze the impact of a number of operational changes, including solution flow rate, acidity, lift height, crush size and head grade.

As a factory-like method, sublevel caving consists of development activities, stockpiling and production activities that are carried out on different levels independently. Therefore, considering the operation from the development phase to the plant will lead to more reliable production scheduling. This paper presents a mixed integer linear programming framework for the long-term production scheduling of sublevel caving that maximizes the net present value while satisfying development activities, mining, and processing capacities, continuous mining, the allowable number of active mining units, grade blending, and vertical and horizontal sequencing. The model is coded in Jupyter Notebook and is solved using the CPLEX solver.

Mexico City's growth has encourage development of underworks to meet drainage and transport requirements. Deep Drainage System has been constructed through a complex tunnel network, 108 km in total, varying from 30 to 12 m in depth and 6.24 or 4.00 m in diameter. Wide range of stability conditions presented in soils has forced the use of several tunnelling methods, going from the manual procedure by the use of pneumatic tools, to slurry shields, or open face shields, with the aid of or without compressed air. For transport, subway tunnels have been excavated in very compact silty sands, 9.15 and 9.51 m in diameter, with the use of open shields one of which was designed by Mexican engineers as a prototype machine. This paper tries to describe evolution of tunnelling methods used in Mexico City during last 20 years.

"The wear phenomenon in TBM machines is not a simple issue, as many parameters are playing an important role on the consumption of the tools during a tunnel excavation. The action of the wear due to the contact with the soil can occur on the excavation tools, on the cutterhead, in the excavating chamber and on the screw conveyor. The test developed at the Laboratory “Tunnelling and Underground Space Center” of the Politecnico di Torino is aimed to reproduce the interaction between the tools and the excavated material, simulating the excavation conditions in terms of soil conditioning and water content. The test, which is not standardized, is studied to evaluate the wear in a global point of view. The present work starts by testing the influence of the use of chemical agents during the conditioning phase on the drop of the wear phenomenon, in terms of metal weight loss. 1. INTRODUCTION The wear phenomenon of the excavation tools used in TBM tunneling machines is playing recently a major role in the design stage of full-section tunnels in both soils and rocks. Concerning EPB excavation technology, the main issue regarding productivity is the wear of its components (Peila et al.,2012), which increases the so called dead time in the whole process. The friction generated between the components and the ground causes the consumption of the tools and other metallic components in contact with the ground, described as primary and secondary wear by Nielsen et al. (2006a). This leads to downtime, with risky and complicated maintenance operations (Peila and Schulkins, 2009), as occurred in recent tunneling works in Liguria (Italy). The study of this argument in granular soils is very delicate, as it encloses not only the properties of the excavation tools, but also the characteristics of the ground to be excavated (hardness, mineralogy composition, shape and dimension of the particles and moisture content). The penetration mechanism is based on the scraping of the ground, by mean of cutting tools, with its consequent consumption. Concerning the rocks, the excavation principle is characterized by crushing the rock mass matrix by applying high compressive stresses through cutting disks. In such a way, to avoid frequent downtimes and their consequent economic losses, it is very important to study this subject and therefore understand and forecast the durability of the components, in order to try to maximize the productivity of the machine by reducing the frequency of maintenance stoppings."

When one's attention moves from the control of a process unit or from the control of a department of similar units, to the control of an entire plant, two things must change. One is the techniques of control, and the other, the goal or purpose of control. The goal is no longer maintaining a certain quality of product or maintaining a particular flow rate through a process unit. The goal becomes economic - how to make the most money out of the plant. The principal control techniques become those of optimizing, rather than regulating. It is quite common to discuss the control of an entire plant in terms of three levels of control l; regulation, supervision, and optimization. Regulation is the control of inputs to a process unit at desired values. This is accomplished by two or three mode analog controllers or DDC loops. The second level of control is the selection of these desired values, e.g., set-points of the regulation controllers. The third level is to make such adjustments or corrections to the supervisory calculations so as to optimize the plant profit. It is immediately evident that supervisory control and optimizing control are intimately related, and a distinct dividing line cannot always be drawn between the two. Some authors prefer to add even more levels such as adaptive control and management information systems, but we believe our point is well made without further division of the functions which are necessary for complete plant control. To accomplish the economic goal, that is, the optimizing (maximizing) of the profit of a mineral processing plant, the plant should ideally be operated as if it were a separate company, buying its raw materials on the open market and selling its products on the open market. While petrochemical plants endeavor to operate in that manner, unfortunately this is not true of a mineral processing plant. The plant manager has to accept the amount and quality of ore the mining department delivers to him, and the products (concentrates) are delivered to another department of the company for further refining. Introduction Despite the focus on the so-called "high-tech" and service components of the economy, the minerals industry in 1987 continued to provide the world the overwhelmingly dominant share of the total raw material supply for all manufacturing operations. And, in the form of fertilizers and other soil treatment materials, minerals also supplied indispensable raw materials to ensure continued high production of the agricultural and forestry sectors of the world's economy. Moreover, the role of minerals as a source of construction raw materials was essential to that sector. On the basis of preliminary and partial statistics on world output of crude mineral commodities, 1987 appears to have been a year of further recovery from the recessional years of 1981-1983. The value of world crude mineral industry production (all mineral commodities including fuels) apparently advanced about 5% to nearly $1.1 trillion in terms of constant 1983 dollars.' That is significantly above the recently revised 1986 level of nearly $1.05 trillion, but still considerably below the record-to-date high of $1.27 trillion set in 1980, as shown in Table 1. That growth in value took place despite relatively flat world oil prices - oil being the most important component of the aggregate, as it has been for decades. There is insufficient information available to assess the total value of processed mineral commodities (refined metals, refined oil, manufactured fertilizers and the like). But a figure of $2.6 trillion (constant 1983 dollars) would be a quite conservative estimate for those materials derived only from primary or newly mined materials. And an additional, as-yet-unestimated increment should be added for processed materials derived from secondary raw materials - scrap and other reclaimed substances. From a world trade viewpoint, minerals and mineral products dominate in terms of tonnage. For example, in 1985, on a weight basis, mineral commodities including fuels constituted more than 58% of all goods moving through the Suez Canal and 53% of all goods passing through the Panama Canal. These waterways cannot accommodate giant tankers and ore carriers. So an even larger share of total oceanic trade is composed of minerals and mineral products. Yet, in terms of value, the share of the total accounted for by these industrial essentials is much lower than that accounted for by other commodities, most notably sophisticated high-tech equipment and other goods with a relatively high per-pound value. Worldwide data on the value of mineral export trade for 1987 is so incomplete at this writing that it is impossible to assess that actual level. Indeed, the compilation of similar available data for 1986 covers only the exports of nations with developed market economies. In 1985, these countries accounted for only 67% of total world exports of all goods. They accounted for only 41% of world exports of major mineral commodities: crude nonmetals; metal ores, concentrates, and scrap; mineral fuels; nonferrous metals excluding gold; and iron and steel. For these developed-market-economy countries, the value of exports of these major mineral commodities declined by more than 10% between 1985 and 1986. Mineral resource policies and governance, sustainable processing and supply chain as well as environmental management information system are some of the crucial tools identified, that will help to set up the indicators and quantify the achievements in environmental management in Albania. Moreover, the integration of practices that will support institutional capacity building; follow-up practices; the mainstreaming of global environment into planning; and the compliance monitoring process will additionally improve the environmental situation in Albania. Aligning business strategy with environmental policy, socio-economic analysis, environmental auditing are decisive tools in order to provide the Albanian authorities with a clear overview of the economic costs and the social benefits for sustainable development.

It is possible to beneficiate low-grade phosphate ore slimes containing predominantly siliceous gangue by a combined selective flocculation-flotation scheme using commercially available reagents. The presence of clays, in particular, montmorillonite and attapulgite, has a disastrous effect on the efficiency of separation. Suitable remedies to overcome this problem are not yet available. Intensive R&D efforts are required in the areas of the design and synthesis of specific reagents, the effect of particle size, and the design of appropriate process equipment to carry out flocculation and flotation of slimes.

An investigation was carried out to study the microscopic structure of coal in order to understand the phenomenon of methane migration. A Scanning Electron Microscope (SEH) was used to study the surface and pore structure of bituminous coal taken from an underground mine. Micrographs obtained showed the highly porous nature of coal which explains the large quantities of gases that remain within the pores in the compressed and adsorbed forms. These micrographs further showed that most of the pores within the coal matrix are the 'dead-end' type and do not contribute much towards the flow of gas. The most important finding was that solid coal has a network of cracks and fractures indicating that it is these cracks that are primarily responsible for the gas flow, rather than the pores. The size and distribution of the pores within coal influence the capacity of coal to retain methane but movement of the gas molecules is the responsibility of the microfractures. Any mathematical modeling to simulate gas flow through coal must take this into account. For purposes of modeling, the structure of coal can be considered to have dual porosity. First, the gas molecules are released from the pores and there is a gradual migration towards the fractures. Once the gas reaches the fractures, its movement is eased greatly along these fractures.

The coal mining industry is divided into two distinct economic segments based on Coal Supply Agreements. Coal supply agreements generally fall into two categories, spot or long-term, with the selected contract term being driven by the buyer's market expectations, security of supply considerations, fuel tonnage and quality requirements, and economics. Short-term or spot coal purchases are generally market driven and are highly competitive in today's marketplace. Long-term contracts, particularly those involving captive mines and mine-mouth power plants, are commonly driven by considerations other than economics. These other considerations, such as Reserve Conservation and Resource Recovery, Security of Supply, and Maintenance of Levelized Costs may increase the cost of coal, often needlessly and without benefit to the buyer or seller. The basic economic principles which guide the market driven metals industry and generally guide the spot coal sector of the coal industry should apply equally well to the long-term coal supply contract. The artificial constraints imposed as a result of regulated rates of return should be re-examined and in most cases, abandoned. There are many methods of surface and underground coal mining being used today such as, open-pit, contour, mountaintop, and area mining for surface mineable reserves; conventional, standard continuous and super-section continuous miners, and longwalls for deep reserves; and highwall miners, thin seam miners and augers in between. This discussion is primarily directed to surface mining, however the same principles of least cost mining on a Net Present Value basis must be considered in all cases.

Panned stream-sediment, geochemistry-based gold exploration in those parts of the southeastern Piedmont proximal to the Fall Line must take into account potential contamination from basal fluvial sediments of the Coastal Plain. Anomalies attributable to the incorporation of placer gold of Coastal Plain origin into modern Piedmont drainages have been identified in portions of Lee, Macon, and Tallapoosa Counties, AL, and Baldwin and Hancock Counties, GA. Identification and interpretation of such multicyclic anomalies must be based on knowledge of the local maximum Cretaceous transgression, paleotopography, modern and paleofluvial system dynamics, and fineness trends and Au-Ag zoning in gold grains.

Cut-off grade is one of the most critical parameters affecting project cash flow. Its sensitivity is due to the number of other parameters that are correlated with any change in its value. Changes in cut-off grade, average grade and ore tonnage vary and they in turn can affect such parameters as capital and replacement costs, recovery, life of the project and operating costs. Perhaps one of the best definitions of cut-off grade is that of Taylor (1), "... any grade that, for any specific reason, is used to separate two courses of action, e.g. to mine or to leave, to mill or to dump ... . Obviously the most likely specific reason is one governed by economics, involving the return of investment and sufficient profit to motivate development and mining of the deposit. In this paper the cut-off grade is defined as that mining limit which will maximise the economic return for a projected mining venture. The following brief literature survey indicates that when computing the optimum cut-off grade there is a need to be able to directly compute the Discounted Cash Flow Rate of Return (DCFRR) or Net Present Value (NPV), as economically as possible, while allowing for parameter dependencies and variation in project structure.

Geosynthetic clay liners (GCLs) have been used widely as an alternative for compacted clay liners and covers in mine waste applications. The high swelling of bentonite particles in the GCL creates a uniform barrier layer that results in low permeability of water and mine waste leachate. GCLs must provide sufficient internal and interface shear strength stability, especially if GCLs are used in steep slopes under high normal loads. Peel strength is a common parameter that is typically correlated to internal shear strength properties of GCLs. The relationship between internal shear strength and peel strength of GCL at normal stresses of 287, 575, 862, and 1724 kPa is evaluated in this study. The data in this study was compared with the peel strength-internal shear strength relationships found in literature. The study concludes that the relationship between peel strength and internal shear strength is unique based on manufacturing, needle-punching density and the method with and without heat treatment of the geotextile end fiber bundles.

The development of the mineral industry of Jamaica has been guided by an unwritten policy which has nevertheless been reflected in various pieces of mining legislation and by case-by-case approvals of incentive packages for non-bauxite minerals. An effort has now been made to bring together in one minerals policy document, all the policy elements that have guided our laws and actions thus far and to upgrade the final version to meet the challenges of the next century. In this regard, industrial minerals will be placed on a more equal footing with bauxite, especially in terms of investment incentives.

Introduction Extensive testing in the past ten years has shown that where a uniform natural gamma background is present in the strata bordering a seam, the thickness of the boundary coal left in place after mining can be determined by measuring the attenuation of that radiation (Nelson and Bessinger, 1989). Measurements made by the authors in underground mines in Pennsylvania, West Virginia, Ohio, Illinois and Kentucky and by others in Wyoming and New Mexico have shown the presence of such a gamma background (Nelson. 1989). Natural gamma coal-thickness sensors of several configurations have been tested in mines owned and operated by the Consolidation Coal Company (Consol) in Pennsylvania and West Virginia (Nelson and Bessinger, 1988). This paper describes the installation of a natural gamma coal-thickness sensor on an operating continuous miner. Previous tests had shown that the NGB-1000 coal-thickness sensor manufactured by American Mining Electronics, Inc., of Huntsville. AL, is an accurate, mine-worthy instrument. This large gamma detector consists of a sensing head and a control panel. The sensing head contains thallium-doped, sodium iodide scintillating crystal, which is coupled to a photomultiplier tube. The control panel contains the electronic components required for calibration, count conversion and display to the operator. Methods Conditions at a Consol mine in northern West Virginia require that 10 to 15 cm (4 to 6 in.) of coal be left at the roof boundary of continuous miner development sections. This roof coal is required because the shale of the immediate roof is friable and unstable. In the past, operators have used a dirt band that is usually visible near the top of the seam as a guide in maintaining the proper cutting horizon. However, this is not always reliable. Earlier observation showed that the actual thickness of the coal left on the roof varied widely; further, it was noted that occasional, accidental excursions into the immediate roof required supplementary roof control measures, such as installation of planks or center bolts. Thus, it was concluded that operators needed a better source of guidance for control of the cutting horizon, and a roof-coal thickness sensor was scheduled for installation. The NGB-1000 sensor was installed on a Joy 12CM10 continuous miner in June 1988. The sensing head was mounted on the cutter boom of the miner, and the control panel was mounted in the operator's cab. Power for the sensor was initially derived from an intrinsically safe battery power supply. Initial measurements with the sensor showed that the calibration was the same as that used in earlier tests at two other mines, indicating the uniformity of the natural gamma background above the Pittsburgh seam. Operating personnel were initially skeptical of the instrument's accuracy, and were hesitant to use its readings as a guide in maintaining a proper cutting horizon. Because gamma attenuation, the instrument's operating principle, is somewhat abstract, attempts to demonstrate the instrument's accuracy by explaining that principle were generally ineffective. It was found, however, that an operator could usually be convinced of the usefulness of the instrument by placing a large piece of coal of fairly uniform thickness over the instrument's sensing head and allowing the operator to see that the instrument reading increased by an amount very near his estimate of the thickness of the piece. The mine was provided with seven battery power supplies and a charging station. The charging station was kept in the lampman's office, and the mechanic on each shift was instructed that he was responsible for two battery power supplies each day: a freshly charged one to be taken in at the beginning of his shift and a depleted one to be brought out at the end. This system worked well for a few weeks, but eventually some battery power supplies were left in use so long that their batteries were discharged too deeply to allow recharging. In addition, transport and recharging of the batteries represented an additional task for the mechanics, who were already very busy. Consequently, a request was filed with MSHA to allow the sensor to be powered through intrinsic safety barriers by an electronic power supply connected to machine power. The permit was granted, and the sensor was connected to machine power. After the sensor was connected to machine power, the only operating problem experienced was occasional failure of cables. A supply of the required cables was made and delivered to the mine so damaged cables could be quickly replaced. Much of the cable damage could be eliminated by slight modifications to the miner during a rebuild, so that cables could be installed in more protected locations. After the sensor had been in operation for about two months, a survey was made to determine its effect on continuous miner operations. In previous research, coal thickness measurements made in 88 locations by the natural gamma method were compared to measurements made in the same locations by observing drill cuttings and by inspections of drill holes with a borescope. That research showed that the gamma method is at least as accurate as the other two methods (Nelson and Bessinger, 1989) and is also much easier to use. The object of the survey described here was not to assess the accuracy of the natural gamma measurements. but rather to determine the effectiveness of the sensor output as a guide for the operator in maintaining control of the cutting horizon. The author describes three case histories of fracture-control blasting demonstrations. This is a technique in which the walls of blast holes are scribed or notched in order to enhance the development of blast_induced fractures, and to control their direction. One demonstration was that of a tunneling application in a rock that was generally competent but strongly foliated, hence strongly anisotropic. P second test was conducted for perimeter blasting of a structural excavation in a massively jointed limestone. A third field test was conducted for tunneling through an old concrete structure. Increased applications are envisioned with new tool modifications being developed at the University of Maryland.

This paper examines Bolivia's General Environmental Bill recently passed by Congress: a multi-purpose law with two primary objectives: a) the protection and conservation of the environment, and b) the promotion of sustainable development. In this law, environmental benefits are emphasized by stating general principles, not by attempting to define the means. Regulations are left to the writing of subsequent complementary codes. This paper shows that much of the controversy surrounding the legislation disappears when it is seen as guide rather than an operational part of Bolivia's industrial policy. In essence, the law addresses recent environmental awareness in a region more anxious than ever to speed economic growth.
