In striving to develop this discussion about "Manpower for Industrial Mineral Industries" two fundamental classes of manpower are encountered. These are: 1) The Labor Force, comprised of unskilled and semi-skilled, nonprofessional personnel who participate in conducting economic, mineral deposit operations and; 2) The Professional People involved in the science, engineering, and management of such industrial enterprises. The commentary given here will be directed primarily to a review of the characteristics of the second or latter class. To pursue successfully a career as a scientist or engineer in today's industrial and social complex, it is necessary that technical knowledge must have been acquired by training and study in an institution of higher learning. Also, to act effectively, the individual must have achieved some degree of specialzation, although this element often is developed to most notable degree by post-graduate exposure and experience. In addition, and especially in the case of "management," it is desirable, indeed it is even necessary, that an individual recognize and appreciate the fundamental humanistic-sociological controls, and their nuances, as these elements exist to shape his total environment.

In 1991, most industrialized countries, except for Germany, were in a recession or a period of reduced growth. The US economy, already in recession, suffered from mounting banking system losses and the uncertainty brought about by the Persian Gulf War. However, US and worldwide minerals exploration did not collapse as it did during the mid-1980s. Even though gold and base metal prices declined, prices were still above cash costs for most operations. This allowed the continuation of established exploration programs but sharply limited new initiatives. Exploration 1990-1991 Planned worldwide 1991 exploration expenditures declined by about 8% from 1990 levels, according to a survey of 153 companies by the Metals Economic Group (MEG). Canada was the leading exploration target with 23% of the total, followed by Australia and the US (19% each), South Africa (13%), Latin America (11%) and the South Pacific (7%). The remaining 8% was split evenly between Europe and the rest of Africa. In Latin America, Mexico and Chile are the most attractive countries for exploration. Recognizing the risks involved, the industry has been cautious about ventures in the former Soviet Union. Survey results also showed that while the majors expected to maintain exploration spending, smaller firms were cutting back or actively seeking farm-outs from the majors (personal communication, M. Wegener, MEG).

Roadheader machines have a specific place in modern tunnelling, not simply as a compromise between drill and blast techniques and full face machines, but as an economic and versatile form of mechanised tunnelling where the method of excavation is easily integrated with tunnelling operations. In the past, roadheaders have been subjected to misuses by engineers who failed to realise that, as in all mechanised tunnelling, a planned and systematic approach is essential if the full potential of these machines is to be gained. An increasing awareness of this, together with the introduction of the more powerful roadheader carrying their cutting potential into the hard range of rock is changing this situation and now makes the prospect of using roadheaders particularly attractive (1). The advantages gained by employing these machines can be considerable and Table 1 lists some of them. This table illustrates that from both cost, and installation points of view, the roadheader has considerable benefits over the full face machine. However, the principal advantage gained is in broken ground where heavy supports can be installed immediately at the tunnel face. In addition, access for planned maintenance and repairs to most working parts of the machine is at a premium and average machine utilisations of 40 - 60% can be expected. In comparison to drill and blast methods, up to 40% better progress can be regularly achieved, and the subsequent savings in overbreak costs alone would more than pay for the cost of a roadheader used to drive a 3km long tunnel. Over the past twenty years people throughout the world, but particularly in the United States, have been taking an increasing interest in the environment, sources and causes of pollution, and pollution abatement. Air quality in the United States has been and continues to be an area of primary emphasis. In 1970, the US Congress passed the Clean Air Act and subsequently revised and strengthened it in 1977 with the issuance of the New Source Performance Standards. The Act has been further strengthened with the passage of the 1990 Amendments. By far the largest single source of sulfur dioxide (SO,) pollutants are coal fued electric generating power stations. Hence, a substantial portion of the flue gas desulfurization (FGD) research and equipment installation has been geared to the utility industry. Several competing FGD technologies were touted during the period 1970 to 1990 with varying degrees of success. Subsequently, the more successful technologies have been accepted, revised, and improved to the point that by 1991 third and fourth generation technology is available. A second area of emphasis for FGD has been coal fired industrial boilers. While individually they are much smaller than any electric utility generating station, they do represent a significant source of sulfur pollution. However, due to the size of industrial boilers and their location within industrial and educational complexes, the wet scrubber technology being employed by the utilities is not appropriate for these applications. Hence, fluidized bed combustion (FBC) technology has been developed for the industrial boilers. Since the installation of the first full scale test unit at Georgetown University, several equipment vendors have come forward with an increasing array of more sophisticated FBC units. Currently, FBC technology has matured to the point that the Tennessee Valley Authority (TVA), in cooperation with the Electric Power Research Institute (EPRI), has installed an FBC system on a 250 MW test unit at the Shawnee Power Station in Kentucky.

The concentration of low grade iron ores to pellets or sinter fines suitable for blast furnace feed or direct reduction is highly energy intensive and costly in terns of both size reduction and separatory processes. Large equipment with high throughputs are required to make the fine grinds and multi-stage separations economical. Control of these circuits is essential to producing a high grade product. As a result, iron ore concentrators possess some of the more sophisticated instrumentation for process control in the mineral dressing industry. These instruments must characterize flowstreams of up to 8,000 gpm where 80% of the particles are less than 50 µm. The past decade has been one where enormous strides have been made in automated control of iron ore plants. This paper reviews state-of- the-art control systems for crushing, grinding, magnetic separation, froth flotation and sizing/classifying circuits. Trends toward computerization and plant automation in response to a dismal outlook for North American steel production are also examined.

Efficient methods for the removal of copper from heap-leach solutions without mobile organic phases are a current mining industry need. To satisfy this need, a selective, high-capacity, durable solid material is required. The Idaho National Engineering and Environmental Laboratory (INEEL) developed a set of materials based on current solvent-extraction chelates that provide selective copper concentration in the presence of high concentrations of iron. In contrast to conventional solvent extractions, the author's strategy anchors the chelators to a nonpolymeric solid substrate through the use of a custom-designed linker molecule. The fundamental synthetic routes to these materials have already been established, and attachment to the solid surfaces have been achieved in an efficient manner. The author's continuing research is focused on the optimization of the synthetic pathways to these solid materials and the evaluation of their copper-capturing capabilities.

Selective flocculation studies of Agbaja iron ore with starch-type and nonionic polyacrylamide-type flocculants has been conducted to determine the effect of flocculant type. The results indicate that corn starch was slightly better than cassava starch in selectivity performance. Cassava starch was in turn better than Superfloc 16, while the poorest results were obtained with commercial starch. Sodium humate shows better dispersive capability, and thus enhanced flocculation results, than sodium silicate. Pulp pH affects the zeta potential, polymer chain configuration and hence selective flocculation. Overall results indicate that recovery and separation of this very fine grained iron oxide by selective flocculation is feasible.

To simplify programming, image analyzers commonly measure either linear intercepts or the areas of particles and grains to determine liberation based on polished section mounts. However, the concentration of minerals by flotation is based on reagents that interact with the exposed surfaces of the minerals. Thus, it is often perceived that image analyzers should measure the perimeter of the mineral of interest in the ore particles. A comparative liberation study of thirteen samples collected from a flotation plant processing a complex base metal sulfide ore showed that the liberation of the ore minerals determined by area measurements is very similar to the liberation determined by the exposed perimeters. The liberation determined by exposed perimeters is more appropriate only for those cases where the mineral texture is so complex that it is retained in the small particles generated in conventional grinding operations. This paper discusses the Helical Drag Bit (HDB) and its rock drilling applications with an emphasis on use in mining operations. The HDB is a drilling tool that employs cutting members arranged in a pattern to form a helical groove or thread within a borehole. This pattern of cutters can be used for several purposes including roof bolting in mining, interpretation of the lithology of the strata being drilled and low energy consumption drilling. Laboratory and field experiments have consistently shown increase of roof bolt-anchoring capacities in weak rock of more than 100% using the short encapsulation pull test method when boreholes are conditioned using the HDB. In 2004 a series of tests conducted in mines with weak roofs demonstrated the benefits of HDB technology for roof bolting applications in mining. HDB technology offers opportunities for new and beneficial approaches to interpret the geology of roof strata. During conventional drilling, traditional approaches to determine rock properties require simultaneous measurement of several parameters such as thrust, rotational velocity, torque and penetration rate. The unique geometry of the HDB possesses a characteristic that allows determination of the mechanical properties of the rock being drilled by measuring torque as a single drilling parameter. This capability greatly simplifies the process of determining rock properties and provides reliable results. Additionally, HDB technology has been demonstrated to offer significant advantages for rock drilling. A substantial portion of the rock is removed by the fracturing of the internal thread created in the rock bore by the tool taking advantage of the weakness of the rock in tension. Because the rock chips obtained in this process are relatively large, savings in energy are realized when compared to traditional drilling technologies.

The metals industry is in complete chaos with mines being shut down, profits becoming non-existent, and continual losses to imports from other countries. Yet the raw material supplier to the glass industry has many opportunities to grow and to produce profits. Fortunately, the cost of most glass raw materials are low enough that competition from imports is not anywhere as critical as it is in the metal industries, such as copper, aluminum, lead, and others. But the glass raw material supplier must develop new products, both chemically and physically, to effectively compete in the future. The purpose of this paper is to point out generally where these opportunities exist and to suggest how they may be further developed. As the glass industry looks for energy saving materials, they look once again towards finer materials. A glass furnace is now approximately 40% efficient. Glass engineers are constantly striving for energy savings and it is well known that finer materials melt easier so that the manufacturer can operate his furnace either at lower temperatures for the same production or he can produce more material at the same temperature. The old 20 mesh sand specification is no longer sacred and as the mesh size for sand changes so do the specifications for all other raw materials used in the melting process. Highly instrumented glass furnaces can now measure quite accurately the energy needs to produce glass and can also measure the energy loss in each furnace. Glass technologists desire today a sand with a top size of 40 mesh while some would like to have the top at 60 mesh. This becomes more difficult to accomplish as a raw material supplier without .grinding. As you well know, grinding develops fines. Yet the same technologists will tell us that we can have nothing passing a 140 mesh screen. Therefore, we must develop processes which allows us to produce a finer screen size without increasing the amount of fines passing through the 140 mesh screen. To counteract this, different and changing industries are now demanding much finer products so possibly there will be markets for the fines which are currently separated out of the products. Methods that are practical and low cost must be found to develop different products with different screen specifications. What works for sand can be carried over to the other raw materials used in melting. Among the answers to finer products, of course, are pellets. Aglomeration or pelletizing has been looked at in the past and will be looked at in the future. Considerable work has been done in the glass container industry on this and must be carried out more extensively. By using aglomerated material or pellets, the glass producer will gain the benefits of melting fine materials without suffering from handling or dust problems. Pelletizing, particularly where using basic glass melting materials such as burned lime or sodium silicate, will not only produce a good pellets but will add desirable minerals to the glass batch.

Sampling is used in all scientific, engineering, marketing, and financial disciplines. The scientific theory of probabilistic sampling is a well established field, providing a general framework for basic methods that can be applied in fields that would appear to have little in common. The revolution in sampling occurred, in part, as a response to the need for quality control in industry during the Second World War. Since this time probabilistic sampling methods have been replacing pre-scientific non-probabilistic methods of sampling. This has not been the case, however, in the mineral industries in the United States. No general agreement on a theory applicable to all sorts of particulate materials has been reached. As a result, non-probabilistic methods are still widely used and the measurement of sampling precision - the hallmark of scientific sampling - is unknown. Much of the research on particulate material sampling that has been carried out over the last 40 years can be characterized by a lack of theoretical reasoning and rigor, an unwillingness to acknowledge previous work, and a lack of integration with existing, established scientific sampling theory. Non-standard statistical terminology is used and often standard statistical terms are misused. The confusion that has resulted is reflected in ASTM and IS0 sampling standards and in the practice of particulate material sampling.

INTRODUCTION According to a recent analysis by Schiager et al.(1981), inhalation of radon daughters continues to contribute the largest risk from exposure to radioactive materials in underground uranium mines. The American National Standards Institute (1973) has published a concensus standard for radiation protection in uranium mines. According to this standard, a monitoring system for radon daughters must be capable of measuring the annual accumulated exposure in working level months within an uncertainty interval of 50% at the 95% confidence level. To satisfy this criterion, uranium mining companies in the USA have adopted a procedure consisting of single or periodic measurements of the air concentration of radon daughters. All of the measurement methods sample a known volume of air through a filter. After a specified delay interval, the filter is analyzed for radioactivity. The exposure rate from total airborne potential alpha energy in units of working level (WL) is estimated from the measured activity on the filter. For control purposes, this measurement establishes whether or not a work area is safe for occupancy by miners. For routine dosimetry, the concentration estimated from the grab sample is assigned to the appropriate work area. It is then assumed that the concentration of radon progeny is equal to the average of the two measurements at the beginning and end of the specified interval. Meanwhile, the work locations and exposure times of each miner are recorded on the daily time card and verified by the shift supervisor. Most cards provide space for 15-minute time intervals. The exposure in working-level hours (WL-hr) for each shift is obtained by summing the time spent in a given location multiplied by the exposure rate (WL) assigned to that location.The exposure of an individual miner to radon progeny is summarized on a weekly basis and commonly reviewed each month. These values are then accumulated in units of working level- months (WLM) during the calendar year. EVALUATION TECHNIQUE AND RESULTS The evaluation of grab sampling methods for monitoring exposure to radon progeny is presented in two sections. The first section examines each method individually according to accuracy, precision, and uncertainties attributed to human errors. The second section includes an analysis of procedures which are common to all measurement methods. The ultimate goal is to determine whether a specific measurement method, or grab sampling in general, can fulfill the criterion that the annual accumulated exposure of each miner be known to within ± 50% at the 95% confidence level. In addition it is essential that the above criterion be satisfied at an acceptable cost to the mining company. The results of each testing procedure are presented in terms of the contribution of the relative uncertainty in the estimates of cumulative WLM. Each of these are then combined to form a figure of merit for the complete monitoring system. The method of combining statistical uncertainties and interpretation of the results is subject to some debate. However, since all of the tested parameters enter into the final computation of WLM multiplicatively, we have used the commonly accepted procedure of combining the squares of the relative uncertainties. We have also assumed that each of the uncertainties is derived from independent random variables and the covariance of any two variables is zero. A description of each grab sampling measuring method is given in Table 1. Also included is the equation used to compute WL from the measured quantities. Accuracy (U A) Our definition of accuracy is based on the uncertainty inherent in any method which attempts to estimate potential alpha energy without unambiguously determining the concentration of the three unknown radioisotopes, RaA, RaB and RaC. (For simplicity, the RaC and RaC' nuclides are referred to in combination as RaC.) The inherent uncertainty strongly depends on the mixture of these three components at the time of measurement.

With the goal of improving the strength characteristics of pneumatically emplaced material used for localized subsidence control, the binding additives fly ash, bentonite, and portland cement were examined for their effect on the support capabilities of coal refuse. It was found that, within certain concentration ranges, all three offered some increase in the ultimate strength of the backfilling mixture. However, portland cement gave the greatest percentage increases. Selection of the appropriate backfilling mixture will allow for the most economical and efficient subsidence control when pneumatic stowing is employed.

Over the years, Alabama's coal industry has generated, during mining and cleaning operations, about 150 million st of fine waste coal, with this total increasing at a rate of 2 million stpy. Reclamation of the fine-size wastes (containing 20% - 60% clean coal by weight) provides, free of charge, mined and crushed feed stocks for coal recovery. Also, the removal or recovery of pyrite from the tailings should eliminate a major source of acid-water pollution. Tests were made on the impounded wastes and current plant discharges to recover the coal fraction by sizing, gravity and flotation techniques. Gravity separation of the +100-mesh material produced commercial-grade coal averaging 7.6% ash, 0.8% sulfur and 13,471 Btu/lb. However, the coal yield, at about 31 % - 56%, was relatively low. Froth flotation, using mechanical and froth column methods, gave similar coal products at much higher coal recovery rates of 87% - 93%. This coal analyzed 10% ash and 1.1% sulfur.

Based on current sedimentation theory an on-line thickener model was developed and coupled with an extended Kalman Filter to obtain additional information such as the compression zone level and concentration, a corrected underflow concentration, the inventory, and some rheological information. The on-line model was installed and tested for robustness for periods up to three days in an industrial environment giving good results. Emphasis was given to signal processing and selecting the appropriate input variables for filtering. The analysis of the thickener from a phenomenlogical point of view provides for better operation, establishes the limiting operating conditions, and assists in the design of control strategies.

The efficiencies of plant-scale comminution processes are often evaluated by various indices calculated and/or measured somewhat independently of the performance of any associated downstream froth flotation processes. To compare specific comminution factors, such as energy utilization, media consumption and equipment utilization time, comparisons of comminution efficiency independent of flotation behavior are appropriate. However, as increasingly detailed plant-level information is gathered on the joint and highly interactive nature of comminution and froth flotation, it is becoming even more obvious that knowing and using simple efficiency indices are not enough. What is needed are more performance-related measures of the efficiencies of the combined size reduction froth flotation system for effective plant-level economic optimization to occur. The purpose of this paper is to present examples of some of the important interactions that influence the joint efficiencies of size reduction and froth flotation processes.

Steam pressure filtration combines mechanical and thermal processes in one filtration device. Steam condensation at the cold layers of the filter cake, build a condensation front, which even removes the capillary water from the porous filter cake. Depending on the choice of parameters it is possible to achieve a very low residual moisture content. The influence of the parameters on the dewatering results was systematically examined on a bench-scale apparatus. This paper explains the physical fundamentals, the influence of the cake dewatering parameters, and one possible method of applying the process to a disk filter device as well.

A conventional paddle-type mixer and a gravity-flow mixing device were evaluated for conditioning of fine phosphate feed (- 35 + 150 mesh) with fatty acid and fuel oil, and for acid scrubbing prior to cationic flotation. Gravity-flow mixing re- quired less residence time but slightly higher reagent concentrations to achieve recovery levels similar to conventional conditioning. Grade was less sensitive to reagent concentration using the gravity-flow mixer. For acid scrubbing, the gravity-flow mixer proved equally effective. In this paper, the effect of time, pulp density, reagent concentration, and emulsification on conditioning and acid scrubbing efficiency of the two devices is discussed.

Retech's Plasma Arc Centrifugal Treatment (PACT) system is a thermal technology that uses heat generated by a plasma torch to treat hazardous waste containing metals and/or organics. Metal bearing solids and soil are melted by the process, and organic contaminants are thermally destroyed. The molten material forms a hard, glass-like leach resistant mass after cooling in a mold. This paper discusses plasma processing in general and presents some results of treating mineral processing wastes using the plasma arc centrifugal treatment process.

Raptors are birds of prey. In recent years, these birds have become highly regarded and have been given protection under various state and federal statutes. Surface coal mining can have both negative and positive impacts on raptors. Mitigation strategies and enhancement techniques can be implemented to alleviate negative impacts. The success of habitat reclamation will determine the long-range impact of mining on raptors.
