The MRMR Classification System was developed specifically for mining applications, namely caving operations, and is one of three rock mass classification systems used in the South African mining industry today. Increased usage of the MRMR Classification System has raised concerns that it does not adequately address the role played by discontinuities, veins and cemented joints in a jointed rock mass. To address these concerns, Laubscher and Jakubec introduced the In-Situ Rock Mass Classification System (IRMR) in the year 2000. Although the IRMR System is more applicable to a jointed rock mass than the MRMR System, a quantitative comparison of the MRMR and IRMR Classification Systems indicates that there is not a significant difference between the resultant rock mass rating values derived from the two Classification Systems.

The SORD Miner is a patented mining principle being developed to exploit mineral and energy resources that current technology can not access. SORD Miner is designed to operate in underground wet, granular, continuously collapsing geological environments such as alluvial and marine deposits. It is somewhat like a cutter suction dredge and should be capable of mining its way through any fine granular material like sand or gravel, pumping the slurry back to the surface. In areas where the target layer is covered, the SORD Miner is inserted below the water table and will tunnel its way to the mineral deposits at depth. This paper describes the development, concept testing and prototype construction of the SORD Miner.

Chalcopyrite represents the most important copper resource and is currently mainly exploited using pyrometallurgy. Bioleaching is an environmental-friendly and economic alternative to conventional mineral processing technologies. The technical feasibility of stirred tank reactor bioleaching of copper ore concentrates using acidophilic iron-/sulfur-oxidising bacteria is proven, however, often incomplete due to inefficient chalcopyrite dissolution. A decoupling of bacterial growth from bioleaching activity in one bioreactor by adjusting appropriate temperatures for both process steps allows for almost complete chalcopyrite dissolution. Separation of copper and recovery of other metals from the PLS was possible by implementation of different biological and chemical techniques. The Ferredox process has been proposed to treat limonitic laterite ores for cobalt and nickel recovery by means of anaerobic reductive dissolution with autotrophic, acidophilic bacteria. As a modification, aerobic reductive dissolution of laterites with acidophilic bacteria has shown economic and environmental advantages over anaerobic reductive dissolution. The reductive bioleaching technology has the potential to increase metal recovery in existing mines, and transform unexploited ores and limonite stockpiles into valuable resources. Two column flotation cells have been installed as single-stage rougher cleaners at Batu Hijau. The objective was to provide additional residence time in the cleaner circuit to maintain maximum recovery during high mill throughput and high feed grade periods. Installation of the columns has allowed the relatively coarse, well-liberated rougher concentrate and the relatively fine, low-grade scavenger concentrate to be treated separately, improving metallurgical performance in the cleaner circuit. Plant results show that the columns produce a high-grade concentrate at an average stage copper recovery of approximately 80 per cent. There is also indication of increases in both overall plant copper recovery and final concentrate copper grade. In addition, the operability and stability of the cleaner circuit has greatly improved.

Goode (President): South Africa is known for its sunshine and mineral deposits-especially its gold and its diamonds-and as this year marks the 75th Anniversary of the establishment of the South African Institute of Mining and Metallurgy, it is appropriate that I say a few words about mining and metallurgy and the part this industry and our Institute has played in the life of this country. Africa, as the Dark Continent, with its fascinating tales of Prester John, Ophir, Queen of Sheba and its myths and legends has throughout the ages fired the public imagination. Pharaoh Necho, 600 years before the birth of Christ, sent an expedition from Egypt around the Cape to probe this strange land. The gold for King Solomon's throne was said to come from Monomotapa-the country now known as Rhodesia. Centuries later the Arabs and Portuguese searched for this mineral wealth. The Arabs found little gold but unfortunately established a lucrative trade in black slaves. Now let us take a brief look into the closing stages of the Stone Age when the indigenous population of the lower portion of this continent consisted of the Bushmen, a nomadic hunting people who knew no metals and kept no stock, and the Hottentots who were a pastoral folk with cattle and sheep. Then somewhere about the 11th century the Bantu started their long migration southwards and brought with them the knowledge of smelting of iron ore. One of their settlements was here in Johannesburg on the Melville Kopje at Emmarentia. These people were the first miners and metallurgists on the Witwatersrand and the beautifully preserved iron smelting furnace constructed nearly 1,000 years ago is a tribute to their technical ability. This ability to use iron to make better spears for hunting or to fashion hoes for cultivating the soil led to their establishment as a superior tribe. The earlier Bushmen were pushed back to the inhospitable swamps and deserts and the Hottentots fled to the south. The Bantu also knew the art of copper smelting. In the days of the Dutch East India Company, at the end of the seventeenth century, Bantu workers brought copper from the north-west Cape to Simon van der Stel, but it was another two hundred years before the white man turned this to advantage. Stories of the Bantu mining gold spurred the early European hunters to travel deeper into the heart of Africa in search of wealth, and we are told that Karel Kruger, in 1834 whilst leading an ivory hunting expedition, discovered gold on the Witwatersrand, and took samples to Cape Town; but when he returned with a larger expedition a few years later his party was attacked by Moselekatze's Matabele near Potchefstroom. Kruger was killed and only the legend survived. The real spur to mining in this country was the discovery of diamonds in Griqualand West in 1867. The field seemed fabulously rich and diggers flocked to the scene from the four corners of the earth. With them came Cecil Rhodes, Barnato, Beit and some of the finest mining and financial brains the country had yet seen. These giant entrepreneurs were not tempted by the small deposits of gold in the Barberton and Pilgrim's Rest areas when these were made a few years later but

A two-dimensional numerical scheme for the simulation of the plastic stress-strain properties of rock, and the various components of rock reinforcement and shotcrete, was used to rigorously determine the characteristics of tunnel support under squeezing conditions. D-shaped tunnels varying in size from 2,8 to 6,5 m in height and width were considered. The four main mining stages in the BAS block cave on Premier Mine were simulated as alternative sets of field stresses. The rock reinforcement comprised 1,8 m long fully grouted rockbolts and 6,0 m long fully grouted cable anchors at various spacings, and of various tensile and bond strengths. Various thicknesses of shotcrete and footwall support configurations were also considered. It was found that shotcrete and rock reinforcement, owing to inherent differences in stiffness, do not function in unison. As monolithic application, shotcrete has an overriding avidity for the imposed loading and destructs itself unless of extraordinary thickness. Under squeezing conditions, it accordingly supports the excavation surface while the rock reinforcement contains on-going convergence. The loads in the various support components can be determined only by simulation of the shotcrete as a stress-relieved medium to represent its broken condition in the field. The loads in the rock reinforcement vary around a tunnel and are the largest in the sidewalls. The loads increase with an increase in tunnel dimensions, the increase in load in the sidewall due to an increase in height being larger than that in the hanging- and footwalls due to an increase in width. Depending on the strength of the rock, the loads in the rock reinforcement become prohibitively large beyond a certain size of tunnel. The reinforcement of footwall rock can be omitted without adversely affecting that in other walls, provided the tensile and bond strengths of the reinforcement are not limited. The resulting footwall heave may, however, result in undermining of the reinforcement in the adjoining walls. A relative depth of anchor of 1,37 provides adequate bond strength in the larger sizes of tunnel, whereas, in smaller tunnels, anchor length is determined by the allowable convergence. The lack of fun column grouting adversely affects the efficiency of rock reinforcement to a major extent. The loads in rock reinforcement are very sensitive to the strength of the rock. Owing to a lack in refinement and calculational rigour, empirical classification systems are an inappropriate means for the design of tunnel support in squeezing conditions and, as a result, grossly unclear-estimate the support requirements.

The retreatment of secondary tailings for platinum group metals recovery presents a range of potential challenges, which vary depending on the nature of the original ore and the type of pretreatment it was subjected to. These challenges include the prevalence of ultrafine particles, which promote slimes coatings on valuable minerals, hinder bubble-particle attachment, increase pulp viscosity, and lead to higher gangue entrainment; surface oxidation of minerals, which alters their floatability; and the presence of deleterious gangue minerals and residual platinum group metal species that are inherently difficult to recover by flotation. This study compares the batch flotation performance across a range of tailings samples from the eastern and western limbs of the Bushveld Complex. A complementary mineralogical analysis was conducted to gain deeper insights into mineral behaviour. The paper evaluates these findings to identify the key factors contributing to poor platinum group metal performance.

"Cut-off grade is a decision-making criterion often used for determining the quantities of material (ore and waste) to be mined, ore processed, and saleable product. It therefore directly affects the cash flows from a mining operation and the net present value (NPV) of a mining project. A series of different cut-off grades that are applied over the life of mine (LOM) of an operation defines a cut-off grade policy. Due to the complexity of the calculation process, previous work on cut-off grade calculation has mostly focused on deterministic approaches. However, deterministic approaches fail to capture the uncertainty inherent in input parameters such as commodity price and grade-tonnage distribution. This paper presents a stochastic cut-off grade optimization model that extends Lane’s deterministic theory for calculating optimal cut-off grades over the LOM. The model, code-named ‘NPVMining’, uses realistic grade-tonnage realizations and commodity price distribution to account for uncertainty. NPVMining was applied to a gold mine case study and produced an NPV ranging between 7% and 186% higher than NPVs from deterministic approaches, thus demonstrating improved project value from using stochastic optimization approaches. It is desirable to have a model, or method, for major project development, which will enable flexible modelling of separation circuits. This ability improves the understanding of circuits and how they should be operated, especially in a design phase, where various options are evaluated and decisions are made on the required number of stages and configuration. This paper describes existing gravity separation circuit modelling theory and concepts, as defined by Holland-Batt1 (separation window, separation efficiency and proportionality of efficiency). The crux of the paperis the application of numerical analysis to fit raw separation data by means of a modified Bézier-Spline. The paper proposes an alternative to the theory developed by Holland-Batt that provides more flexibility in the modelling of separation stages and curves, which include S-shaped curves. The paper proposes a solution to the challenge of continuously extrapolating data, and the first difficulty normally encountered, which is the fitting of an appropriate empirical formula to raw data.

Magnetic separation has long been used to upgrade and beneficiate a wide variety of industrial minerals. Advances in both wet and dry magnetic separators over the years has broadened their use, and questions are often raised about which separation technique or equipment type is most appropriate for a particular operation. This paper will provide a brief look at existing magnetic separation technologies, and discuss their potential advantages and disadvantages when applied to heavy mineral applications. Relevant case studies for the separation of ilmenite and chromite are then presented. The process development efforts undertaken for each case are described, and the rationale for selecting appropriate magnetic separation technology is explained. The nature of the material being treated must clearly be understood, knowledge and access to testing the best separation technologies is required, and careful process development and economic evaluations are a must. As is shown in the case study discussions, it is imperative that these principles drive the separation technology selection and placement, rather than looking at typical or existing similar flowsheets as rules. As examples, the ilmenite tailings case study presented in this paper shows how advances in technology have allowed for increased recovery of -45 µm ilmenite by utilizing a multi-stage SLon® wet magnetic separator circuit equating to an additional 30 000 tons of ilmenite produced per year. The virgin chromite case study presented shows that through careful testing and circuit design efforts using RED technology, a 20% increase in overall chromite recovery was achieved over previous demonstration work.

The Great Dyke of Zimbabwe constitutes the world&apos;s second largest reserve of platinum group elements (PGE) after the Bushveld Complex in neighbouring South Africa. Within the Great Dyke, economic concentrations of PGE are restricted to sulphide disseminations of the Main Sulphide Zone (MSZ), which are currently mined at the Ngezi, Unki, and Mimosa mines. Near-surface oxidized MSZ ores have a large potential. Their total resources are in the range of 160-250 Mt; however, all previous attempts to extract the PGE from this ore type have proved uneconomic due to low PGE recoveries (<< 50 per cent) achieved by conventional metallurgical methods. Within the ores of pristine, sulphide-bearing MSZ, the PGE are bimodally distributed. Platinum occurs mainly in the form of discrete platinum group mineral (PGM) grains (mainly bismuthotellurides, sulphides, and arsenides), whereas approximately 80 per cent of the Pd (and some Rh) is hosted in pentlandite. Within the oxidized MSZ ores, the PGE are polymodally distributed. Whereas the arsenide- and sulphide-PGMs that make up approximately 25 per cent of the original Pt content of the ore largely remain stable (relict PGMs), the remaining PGMs are disintegrated. The base metal sulphides are destroyed, partly releasing their base metal and PGE contents, and are replaced by iron oxides or hydroxides. Unspecified amounts of the PGE are redistributed and either form secondary PGMs, are found in chemically and mineralogically ill-defined (Pt/Pd) -oxides or hydroxides, or in iron-hydroxides, Mn-Co-hydroxides, and in secondary silicates. The problematic processing of oxidized MSZ ores is attributable to their complex nature and polymodal distribution of the PGE, prohibiting a significant upgrading of the ores by conventional metallurgical methods. Therefore, only bulk leaching methods are viable for ore treatment, and novel metallurgical methods have to be developed for the processing of these ores. Our ongoing work aims at locating the PGE in their mineralogical form in order to understand the mineralogical balance of the PGE in the ores and thereby facilitate the evaluation of metallurgical options for their recovery. A short overview on options and recent advances regarding the recovery of the PGE from oxidized ores is given.

Conditional bias occurs when the expected value of the true grade conditional on the estimated grade is not equal to the estimated grade. It is a quantification of how the average of estimates differs from the true value. Conditional bias is present in all resource estimates due to the unavoidable properties of kriging, and indeed all linear estimation (regression) methods. In a mining resource estimation context, the degree of conditional bias is dependent on the spacing of the conditioning data; more data leads to the expectation of less conditional bias This paper discusses conditional bias from two perspectives: 1. 2. Estimates seeking to eliminate, as much as possible, conditional bias; and Estimates that accept a larger amount of conditional bias in resource models, in order to achieve a specific outcome. The problem of conditional bias in estimation can only be fully appreciated if the objective or purpose of a resource model is understood. There are instances where conditional bias should be avoided because it is not reasonable to make decisions using estimates that are known to be wrong in expected value; for example, when making a final decision in grade control with respect to the destination of the material. In most instances in the mining resource estimation context, however, the estimated values will not be “final estimates”, but “interim estimates”, meaning that in the future more data will be obtained, and the ”interim estimate” will then be updated. In this context, the most useful resource model is an interim model that is able to predict the final model estimates, despite not having all the data available that will be collected in the future. This is the objective, for example, of a recoverable “long-term” model developed prior to operating a mine, for example at the feasibility stage. It attempts to predict the ore that a processing plant will receive, well into the future. In such cases, it can be unequivocally demonstrated that conditional bias is not only unavoidable, it is a necessity.

Within the technology field generally known as biological heap leaching or percolation leaching, lies a wealth of technological knowhow that is potentially patentable and therefore can form the subject matter of patent applications. An organization often overlooks the potential for generating intellectual capital during its research by dismissing the possibility that what it is working on may be novel and inventive and therefore patentable. The organization labours under the misconception that there is nothing patentable in its work mainly because the novel aspect is overlooked against the general background state of the art or, if identified, is not recognized as having sufficient inventive merit. In the field of biological heap leaching, patents have issued on inventions that extend across a large range of technology, including microbiological inventions-for example a particular strain of microbe used in a heap leach application, electro-mechanical inventions, for example a column simulator that simulates the heap leach environment, and thermodynamic inventions such as methods of generating and maintaining heat in a heap.

Discussion R. E. Rarnes (Member): The original concepts and the pioneering work now brought to the practical test stage by the Mining Research Laboratory team deserve our highest praise. The authors of this comprehensive paper rightly stress the urgency of establishing the extent to which the apparent potential can profitably be realised in practice. It is to be hoped that adequate funds will be made available by individual mining companies, the Chamber of Mines and manufacturers to attract the necessary staff and maintain the high rate of achievement of the last two years. From the Seventy-Eighth Annual Report of the Chamber of Mines and its members we see that, in 1967, with a Working Revenue of R759.8 million from gold and R54.6 million pit mouth coal sales and with profits from gold and uranium and pyrite of R307.9 million, only R1.9 million was spent by the Chamber on all forms of Research. It is considered unlikely that the associated mining companies and manufacturers exceeded this investment expenditure. Assuming a total of R4 million spent by the industry on Research and Development, this is less than half of 1 per cent of sales of gold and coal. This percentage, so low in comparison to North America and Europe, is no worse than that of Exploration expenditure which, in 1967, with South Africa&apos;s total mineral production of R1,287 million, was estimated to have been R6 million (Pretorius 1968). In a primary industry with ever present depletion of ore deposits and with cost escalation, expenditure on Exploration and on Research and Development is not a risky luxury but a tactical obligation. The potential rate of return on research expenditure into rock breaking is high. Stores consumed by gold and coal mines, members of the Chamber of Mines, totalled R316.2 million in 1967. Except for purchased power costing R42.2 million the highest cost group was explosives, drills and drill steel totalling R33.8 million or 10.7 per cent of the total stores consumed. In the paper under discussion it is claimed that the low &apos;effective stoping width&apos; should greatly reduce the likelihood of rock falls or rock bursts to the extent that permanent support can be dispensed with. Insofar as this narrow cut is only 12 in. in advance of the working area which, with a 10 in. channel, is unlikely to be much reduced in width from that achieved by current methods, this claim is not readily understandable. Were it to have been based upon the regional support gained from packed waste it would have been more acceptable. Pre-developed stope drives may give serious trouble at depth and for this reason it is questioned whether a stoping area can avoid periodic sub-development blasting-the spoil and fumes from which will interfere with the rock flow and continuous mining of the rock-cutter. If, in the mining method proposed by the authors, stope drives are cut as small as possible (6 ft by 6 ft) then 25 per cent of the total tons handled (excluding resued waste) and 5 per cent of the gold will be blasted conventionally in the stope. At this stage one cannot envisage tunnelling machines economically or practically capable of such work. The various methods described by the authors and subsequent contributors for breaking waste are most interesting. It was noted that the &apos;bull wedge&apos; and &apos;explosives&apos; in Fig. 1 of the paper were no further from the ideal point &apos;A&apos; than was &apos;cutting&apos;. The writer considers that the bold and imaginative steps taken by the Mining Research Laboratory Team, the mining companies and the manufacturers concerned will eventually lead to a successful rock cutting machine with universal application largely independent of rock type. This may take many years. In the meantime other methods of improving productivity of saleable metal by rock breaking teams should be investigated even if such methods have local applications only. In 1955 the writer conducted tests with a wire saw similar to those used in quarries in the Northern Transvaal and elsewhere. Jeppestown shale, the immediate footwall of much of the East Rand gold field, was cut at the rate of 6 in. per hour using sand, water and a special endless rope driven by a low h.p. motor. A hypothesis on its application was submitted to the Office of the Government Mining Engineer in 1955 and to other mining institutions in 1966 after the writer returned to South Africa. By inference, rope sawing was classed as less promising than other methods tested in the Orange Free State Goldfields (Parker 1969). With highly resilicified hanging and footwall quartzites this was not surprising and confirmed the writers findings when testing hanging wall quartzite from the East Rand in 1955. The relatively uniform conditions, the low strength, hardness, and silica content of the Merensky Reef platinum deposits (Gray and von Bardeleben 1969) and in particular, the existence of overlying Merensky pyroxenite (Cousins 1964) make this and the East Rand attractive areas for larger scale testing of wire saws. It is envisaged that in suitable rock types the 5/8 in. slot would be advanced down dip or down a minor dip. In undisturbed areas &apos;faces&apos; of up to 200 ft in length could be cut several feet in advance of breaking which could then consist of light blasting to the second free face or some of the methods now being tested for breaking waste in rock-cutting operations. A wire saw is an inexpensive and simple machine which, in some areas, could make significant and early gains in rock breaking efficiency as well as in ground and stoping width control.

At the De Beers Consolidates Mines operations it is common practices to perform Geotechnical mapping of the newly exposed faces in the waste and ore rock. The purpose of Geotechnical mapping is to quantify the in-situ fracturing of a rockmass that in turn is required during the planning and application of a mining method. Whether it is to determine slope angles, caveability, impact of blasting or support requirements. This mapping involved a cumbersome and time consuming procedure that requires individual examination and description of the natural inherent fractures exposed by mining. During highwall mapping in an open pit this can be a safety concern due to the duration of time spent below a highwall. The advantages gained through the recent introduction and application of SiroVision® allows safer mapping, an increase in statistical fracture population, archiving of rock faces and the more accurate reflection of the true mapping. This paper aims to describe in detail the application of the recently developed SiroVision®, photogrammetry software, to replace conventional face mapping. Cette cartographie nécessitait une procédure longue et compliquée qui demande l’examen individuel et la description des fractures naturelles propres exposées par l’opération de mine. Récemment, le lancement et application de Siro Vision apportent l’avantage d’une cartographie plus sûre, une augmentation des statistiques de population de fracture, l’archivage des tailles de roches, et le reflet plus précis de la cartographie. Le but de l’étude présente est de décrire en détail l’application du développement récent de Siro Vision, logiciel de photogrammétrie, pour remplacer la cartographie de taille conventionnelle. Bei den De Beers Consolidates Mines Operationen ist es gängige Praxis geotechnische Aufzeichungen des Taub- und Erzgesteins neu geöffneter Abbaustellen zu erstellen. Zweck dieser geotechnischen Aufzeichnungen ist die vor-Ort-Quantifizierung des Bruches der Gesteinsmasse, welche im Gegenzug während der Planung und der Anwendung einer Abbaumethode erforderlich ist, sei es um einen Neigungswinkel festzustellen, Abbaubarkeit, Auswirkung von Sprengungen oder Anforderungen an Unterstützungen. Die Aufzeichnungen waren mit umständlichen und zeitaufwendigen Prozeduren verbunden, die eine individuelle Prüfung und Beschreibung der durch den Abbau freigelegten natürlichen inhärenten Brüche, verlangten. Dies kann auf Grund des Zeitraumes der unterhalb einer Flözoberschicht verbringt wird zu einer Frage der Sicherheit werden wenn die Aufzeichnung einer Flözoberschicht im Tagbau erfolgt. Die Vorteile auf Grund der jüngst erfolgten Einführung und Anwendung der SiroVision® gestatten sichereres Aufzeichen, eine Zunahme in der statistischen Menge an Gesteinsbrüchen und eine akkuratere Reflektion der tatsächlichen Aufzeichnungen. Diese Arbeit hat zum Ziel im Detail die Anwendung der kürzlich entwickelten SiroVision®, eine photogrammetrische Software, die die konventionelle Abbauortaufzeichnung ersetzen soll zu beschreiben.

Splaine, in opening the discussion on Mr Perlman&apos;s paper, asked whether the model, as fitted by data up to 1963, predicted the rise in the price of copper in 1967, and whether the model could be used to capitalize on short-term price fluctuations.Answering the second question first, Mr Perlman said that the horizon used is six months to one year. In the very short term the activities of speculators obscured the effect of the fundamental econometric variables. This effect, however, was removed if one moved to a longer term, say, quarterly. In 1963 the model had predicted a price rise in 1964 and 1965 and a drop in price in 1966. The rise in 1967 had been caused by a strike, and imponderables such as large strikes were difficult to include in the model since they were unpredictable. Model simulation can be used to show the effect of strikes on price and the effect of small strikes is small.Mr B. R. van Rooyen said that because models are both calibrated and tested on historical data a bias was introduced which gave rise to an overoptimistic estimate of the accuracy of the forecasts. To this Mr Perlman replied that there seemed to be no alternative to the use of historical data for calibrating and testing models, and thus little hope of avoiding the bias. A second point made by Mr. van Rooyen was that manage¬ment tended to be suspicious of complex models and that frequently more heuristic models were sufficiently accurate and preferable for investment decisions. He added that if management were not involved in the model building the econometrician might easily go astray, Mr Perlman replied that symbiosis between data analysts and users of the model was essential and that the experience of the practitioner must be reflected in the model.Mr M. R. Fuller-Good remarked that a clear understanding of future price trends was essential for effective capital planning, and asked, first, how one went from the compiled data on supply and demand to the determination of their effect on price, record, whether necessary data, for example, capacities, could be obtained timeously, and, third, when strikes restricted supply, whether stockpiling by consumers induced large price fluctuations."

Mine dumps created in terms of the pre-MPRDA regime (old order mine dumps) are currently not regulated by the MPRDA, and the common law owners of such dumps are free to process them without the need to obtain the relevant rights. The MPRDA Amendment Act purports to change this position. However, the wording of the Amendment Act raises a number of problems which render the post-amendment position at best unclear and at worst absurd and unworkable. The primary concern with the Amendment Act is that, on one interpretation, material placed on the same dump at different times may be treated differently at law. Thus, parts of a dump may be subject to one person?s right while others may be subject to another?s right. Moreover, case law has generally regarded mine dumps as movable property and, by extending the MPRDA to apply to all mine dumps, the Legislature is extending the ambit of the Act to cover movable property, a scenario not contemplated by the wording of the Act (even after its amendment) in relation to applications for rights. The better interpretation of the amendments, which are not yet in force, is that they will not apply retrospectively to old order mine dumps.
