Mr Chairman, members of the executive committee, the sub-committee, distinguished speakers at this opening plenary session, delegates, affiliates, ladies and gentlemen. It is with pleasure that I have been called upon today to make these opening remarks and officially welcome you al at this auspicious assembly, the Fifteenth Congress of the Council of Mining and Metallurgical Institutions. Not only am I pleased to open the proceedings at this plenary session but for me to do so at Sun City in the North-West Province makes me doubly pleased. It is my wish that al delegates and their companions will enjoy the activities that are planned throughout the Congress and leave here with minds refreshed and stimulated by the technical sessions and memories enriched by being in such a unique and truly delightful setting as exists here at Sun City. The mix of delegates present reflects CMMI activities in many countries throughout the world-Australia, Japan, China, United Kingdom and South Africa among others. When it comes to mining and related activities, South Africa has a place at the top, a dominant role in platinum, gold, chromium, vanadium, dimension stone, coal and so forth, and here in the North-West Province we can proudly declare that some 25 per cent of the revenue from minerals in South Africa, namely R47 billion come from this area. Furthermore, we lead in the production of platinum group metals with 94 per cent of South Africa's total sales and thus hold first place in the world, 46 per cent of dimension stone sales, 32 per cent of chromate and 25 per cent of gold sales.

"One of the main challenges in the numerical modelling of ground support in underground excavations is to reproduce the performance of the sequential installation of the reinforcement while capturing the rock mass behaviour of an advancing face in 3D. The 3D modelling approaches used to simulate the progressive advance of excavations are mostly continuum and often cannot reproduce the rock mass failure mechanisms. The 3D discrete element method (DEM) can better reproduce structurally controlled rock mass failure mechanisms and can explicitly represent the reinforcement elements. This paper builds on previous work that reproduced the structurally controlled squeezing conditions in an underground hard-rock mine using 3D DEM and the in situ behaviour of reinforcement under pull conditions. It addresses important issues on the way reinforcement is explicitly introduced in discrete element models. A pseudo-3D model is employed to overcome the computational restrictions and time limitations of a 3D modelling approach. The work focuses on the scaling of the material properties of the ground support elements when the thickness of the model is not equal to the out-of-plane spacing of reinforcement. It demonstrates the scaling methodology based on the type of the modelled reinforcement elements used and investigates the significance of this approach. The advantages and disadvantages of this approach with respect to 2D and 3D methods are discussed. The results are compared with field data and previous modelling work done at the mine. IntroductionNumerical models can provide significant insight into the anticipated behaviour of underground excavations. The modelling of ground support, however, is not a trivial exercise. An effective representation of ground support in underground excavations should capture the behaviour of both the rock mass and the support elements. When numerical models are used for design purposes, the complexity of the problem requires significant time and expertise (Sweby, Dight, and Potvin, 2016).At a laboratory scale, numerical models have successfully reproduced the results of laboratory tests on rockbolts by explicit modelling of the bolt, the borehole, and the grout. Chen and Li (2015) used a continuum FLAC3D (Itasca Consulting Group Inc., 2012) model to simulate the mechanical behaviour of D-bolts as observed experimentally. Grasselli (2005) used a 3D finite element code to model the behaviour of fully grouted rods and expandable bolts under shear."

High-temperature alloys An International Conference on the Behaviour of High Temperature Alloys in Aggressive Environments will be held in Petten (North-Holland) from 15th to 18th October, 1979. Strategic minerals The National symposium on the availability of strategic minerals, which is being organized by the Institution of Mining and Metallurgy in collaboration with the Fellowship of Engineering, will be held at the London Press Centre, New Street Square, London EC4, on 20th and 21st November, 1979. The symposium has as its main objective consideration of those minerals that may pose problems of availability in the United Kingdom. Underwater mining The 10th Annual Underwater Mining Institute is scheduled for 1st to 3rd October, 1979, at Galveston, Texas. The Institute will be cosponsored by the Sea Grant College Programs of the University of Wisconsin and Texas A & M University and by the Marine Science Institute of the University of Texas it is being held in co-operation with the Association for Marine Mining. In view of the limited reserves of good-quality coking coals in South Africa, Iscor has been involved in direct reduction since the middle sixties. Since the early seventies, its interest in direct reduction was stimulated further by a swing towards' continuous casting, which, in turn, contributed to a shortage of the scrap supply for electric-arc-furnace (EAP) steelmaking. Rock engineering The First International Conference-Rock Enginet:ring and Excavation in an Urban Environmentorganized by The Institution of Mining and Metallurgy and the Hong Kong Section of the Institution, in association with the Hong Kong Institution of Engineers, will be held in Hong Kong from 23rd to 28th February, 1986. "SynopsisThe development of techniques and equipment for single-pass high-seam longwall mining in China is reviewed. Some methods used to obtain the fractured zone height are discussed. The boundary between the caved and fractured zones is generally not clear, but one important difference that distinguishes the two zones is that horizontal compressional forces exist only between blocks of fractured zone. Based on this, a theoretical method is presented to investigate the destabilizing modes of the main roof (by sliding or rotation) and is used to determine if the main roof is in the caved or fractured zone. This method considers the mining height, immediate roof thickness, bulking factor, main roof thickness, main roof strength, main roof periodic weighting interval, and vertical stress in the overlying strata. To verify the method, a representative physical model of Wangzhuang coal mine is developed. The movement of overlying strata and fractured zone height are thus obtained. According to the results, the total collapsed height of the strata reaches about 70 m above the coal floor; the first main roof bending interval is 45 m and periodic bending distance is 10–15 m; the maximum strata subsidence is around 62 mm; and the presence of a three-hinged arch causes the fluctuation of subsidence in the same stratum level. Based on the theoretical and experimental analysis, the middle of the main roof is considered the boundary between caved and fractured zone; the caved and fractured zone heights are about 21 and 49 m respectively.IntroductionThick coal seams (>3.5 m) account for about 44% of the coal rescource/reserves and more than 40% of the total annual production in China (Zhao 2004; Wang 2009). Three mining methods – slice mining, top coal caving, and single-pass high-seam longwall mining – are frequently used in underground thick-seam operations. Compared with slice mining and top coal caving, high-seam single-pass longwall mining significantly simplifies the mining processes, reduces roadway excavation, and improves coal production, productivity, and recovery. The favourable economics, high production, and technical simplicity make high-seam single-pass longwall mining one of the most popular underground mining methods for thick coal seams in China."

The environmentally acceptable disposal of fine-particled mining and industrial wastes by the formation of hydraulic- fill slimes dams is becoming an increasingly important aspect of the total mining endeavour. Relatively little is known of the behaviour of waste slurries during deposition. This paper describes and analyses the following aspects of slurry behaviour: (i) the relationship between viscosity, shear strength, and water content, (ii) the slope assumed by a thickened slurry, (iii) particle-size sorting on a hydraulicfill beach, (iv) gradients of hydraulic-fill beaches, and (v) internal erosion during the deposition of slurry. v083n04p073.pdf

Discussion I. R. M. Cheston (Visitor): I should like to congratulate the authors on this interesting paper which graphically illustrates the overall effects of the gradual developments in diamond concentrating processes which have taken place over the past few years. These final stages of diamond concentration represent only a minor factor in the cost of diamond production but because of the shortage of highly trained people for this work, any easing of the burden on the sorting staff has an importance far beyond the immediate economic sphere. The search for the solution of problems posed by the economic and social conditions of industry is never-ending. The Diamond Research Laboratory is, even now, carrying out further work to improve still more the operation of general diamond recovery processes as described in the paper. Before looking at some of the latest developments in this field of final recovery, there are a few points arising from the paper on which I would like to comment. On page 321, reference is made to the X-ray sorters originally developed by the DRL. The paper gives a figure of 100 per cent recovery of diamonds from +7 mesh concentrates in two passes through the prototype machine. Not wishing to claim miraculous powers for our group, I would prefer to see this given as virtually 100 per cent recovery of all fluorescing diamonds. Firstly however much care is taken, there is bound to be an occasional operating loss. In the test work, 100 per cent recovery was made on many occasions but this was not always so. Secondly, although most diamonds fluoresce strongly under X-rays, some diamonds only fluoresce weakly. Type IIB diamonds, in fact hardly fluoresce at all, but the incidence of this special type of diamond is very low in most deposits. However, in operating the commercial X-ray machines, there is a certain background level of reflected radiation from other feed particles. Unless the diamond fluorescence is several times greater than this, it is not possible to achieve sufficient sensitivity in ejection. A certain small but variable proportion of diamonds from each deposit is always found to fluoresce too weakly to be recovered by the X-ray machine. Tests have shown, that for the De Beers mines, this proportion is considerably less than I per cent. These diamonds are nearly all dark brown or black in colour and therefore of low value. The degree of fluorescence does not, however, depend entirely on the colour or quality of the diamond and some of the brightest fluorescence comes from the lowest quality of boart diamonds. Investigations into the property of the diamond which causes this low fluorescence are being carried out. On page 322 it is suggested that zircon fluoresces in the same colour spectrum as the diamond. This is not quite accurate. The total light given out by zircon under X-rays is of the same order as that of diamond. However the zircon radiation has a much wider spectrum band than the diamond fluorescence. Reference is also made on page 322 to the effect of selective milling in small laboratory mills on diamonds. Perfect diamonds are very hard and very strong and are extremely difficult to break. Imperfect diamonds, which form the majority of diamonds recovered from most deposits, although hard, can be very brittle. Even under slight impact some of these diamonds may shatter to powder. Milling conditions must therefore be extremely closely controlled to minimize breakage, and even so, some breakage will always occur. As suggested in the paper, the necessary conditions are: the use of small balls, slow speed mills and very limited water addition. Tests elsewhere have suggested that the water content of the pulp in such a mill must be less than 25 per cent by weight of pulp to prevent diamond breakage reaching significant proportions. The skin flotation techniques described on page 323 operate on a very small scale. It is of interest to note that in West Africa a large-scale continuous skin flotation machine is used to recover the fine diamonds. In this operation the feed is dried and, after standing, is mixed with water and fed in a single layer onto a woven phosphor-bronze conveyor belt. This belt runs at a shallow angle into a water bath and as the particles are carried through the air-water-interface, the diamonds float off and over a weir into a collecting box. The bulk of the particles, being wettable, sink to the bottom of the tank and are continuously removed. If treated without prior drying, the diamond recovery is poor. If material is treated immediately after drying, a lot of the gangue particles also float. During standing, in the hot and humid atmosphere of West Africa, it is found that the gangue particles recover their wettability much faster than the diamond particles. Optimum selectivity is obtained after standing for approximately 24 hours. At the DRL we have been experimenting with optical filters to differentiate between the fluorescence of diamonds and zircon. Discussion of the above paper by G. J. van JAARSVELDt Mr Ortlepp's paper is important, and deals with a subject towards which much controversy and insufficient basic scientific logic, in my opinion, have been directed. He attempts to remedy some of our unscientific popular misconceptions, and for this we thank him. However, I regret to say that experience has shown that some of his statements cannot be allowed to pass unchallenged. Author's reply Mr Van Jaarsveld's contribution is welcome because it provides an opportunity for me to clarify certain points that were perhaps not adequately explained in the paper.

AUTHORS' REPLY TO DISCUSSION In his contribution to our paper Dr Lloyd makes two criticisms: The first criticism, as we interpret it, is that the agglomerate flotation process that we described is not really necessary because previously described processes effect almost the same results or could be made to give the same results by including sufficient paraffin in the reagent combination.

To B. K. Martus I discussed several points raised by Mr Martus in my reply to Professor Krige*. Mr Martus discusses several possible interpretations of optimum South African sales, but in my paper these sales refer to the sales level that maximized the working profit of the whole South African gold-mining industry over the past eleven years. Mr Martus also seems to be under the impression that the paper deals with the future. While there may be references to the future, and some implications for the future may be obvious, the paper deals essentially with the past eleven years.

There is a set of settled ideas in the field of the mechanics of rock mass joints, that need a deep revision, after the last experimental works of several authors. In this paper, this theme is approached under several viewpoints, like the following ones: the essential influence of the mating or mismatching of rock joints on their strength (different strength models are applicable to these two situations, one leading preferably to normal scale effects, and the other to inverse scale effects); Patton's model is a bad formulation of the joint strength, whenever there is a dilation effect in the slidings (actually, the essential consideration of the amplitude of the roughess isn't made by any limit equilibrium model, like Patton's model); the joint strength increases as the width perpendicular to the sliding direction is reduced (previous works of other authors suggested the independence of the strength on that width); the reduction of the anisotropy of the roughness, as the sample symmetry and sample dimensions increase; there is no scale effect in the discontinuity mechanics, if there is no roughness heterogeneity; when only the same roughness and undulation orders are involved in the tests, shorter samples have larger peak displacements and lower shear stiffnesses than larger samples (usually, the contrary is admitted). For all these reasons, there isn't an easy correlation between the small scale tests and the natural large joint scale. Only "in situ" large scale tests have some representativeness. All the above mentioned questions are correlated to each other. The typical service life for a long distance slurry pipeline is15 to 25 years. Determination of wear rate for a pipeline could have a high economic impact on the pipeline project. Wear is a combination of chemical corrosion and mechanical abrasion. The contribution of each factor has to be determined project by project. Normally, chemical corrosion dominates the pipe wear in fine slurry pipelines. These pipelines have been designed with a velocity between 1.5 m/s and 2.5 m/s. Solids are suspended with high homogeneity across the pipeline section. Bottom wear is not much greater than the top wear and not sensitive to velocity. The wear pattern in the pipeline transporting medium coarse solids, such as milled ore and tailings, is different. Wear concentrates on the bottom of pipeline and the outer bends, and is more sensitive to flow velocity. Wear distribution along the pipelines is similar.

This paper outlines an investigation into the recovery of saleable fractions of coal from ?as-arising? South Export Plant effluent streams, using Baleen microscreening technology. South Export Plant, a subdivision of BHP Billiton Energy Coal SA (BECSA) Coal Processing, is a two-module plant treating 2000 t/h. The nominally -150 µm coal is untreated and is therefore passed from classifying cyclones to the thickeners for process water recovery. The thickened underflow is pumped into a series of slurry cells for further settling and recovery of supernatant water. The marginal quality, moisture content, and handlebility of this settled material renders it unsuitable for inclusion into saleable products and it is thus stockpiled and trucked to designated pits for disposal. Over the years, stockpiling and trucking has become an overly expensive exercise. In an effort to recover some of this cost, a task team was assigned to investigate less costly options to process slurry across BECSA plants. Various technologies such as froth flotation, sieve bends, and Reflux Classifier were considered, although the results were generally not beneficial ? this could be attributed to weathered/oxidized coal. A decision was made to pursue an alternative approach by testing the suitability of the new ?Baleen Filter?. The concept is to screen out the higher-grade fraction (+50 µm) as saleable product and reject the finer fractions to the slurry ponds. The Baleen Filter was found to effectively screen at an acceptable efficiency between 94% and 99.99%, with a very sharp cut-point (d50 and Ep). The actual yields from the screening results were better than the predicted yields in terms of both mass and energy as predicted from feedstock analysis.

Generally, regrind circuits are used to increase the degree of liberation of value minerals which are fed to flotation circuits. At the regrind circuit of the Sarcheshmeh copper complex, four ball mills are in closed circuit with their hydrocyclone clusters. In the initial design of the plant, feed and underflow percent solids, and pressure drop of the hydrocyclones were 39% and 65%, and 15psi, respectively. Over the years, due to a reduction in the feed grade from 1.17% to 0.67% and changes in the operational conditions, the feed rate to each hydrocyclone cluster has decreased from 401 to 70t/h and consequently the pressure drop, feed and underflow percent solids have reduced to 4psi, 17% and 25%, respectively. The main objective of this research was to audit the feed solids concentration and pressure drop of the hydrocyclones and make the necessary modifications based on the Plitt’s model. The results of sampling showed that water recovery to underflow was 59% which was higher than normal values. By reducing the number of operating regrind mills from 4 to 2, the feed rate to each mill increased. After this modification and taking necessary measures in the plant to implement the new operating approach, the pressure drop, feed and underflow percent solids increased to 18psi, 28% and 58%, respectively. The water recovery of the hydrocyclones underflow decreased from 59% to 12%. These changes in addition to increasing the circuit efficiency saved 1000 kWh energy and decreased ball consumption by 925 ton/year because of reduction in the number of operating ball mills. My opportunity to serve as President of the prestigious Southern African Institute of Mining and Metallurgy (SAIMM) was made possible by an Anglo American scholarship 39 years ago—a pivotal moment that set me on a career path spanning various roles and start-up ventures in the mining industry. Over the past decade, I have been privileged to broaden my experience by consulting across diverse industries globally. This exposure revealed something profound: what I had previously considered mining-specific challenges are, in fact, universal across many sectors. At its core, a mining operation is a complex system of interconnected activities—from exploration through mining operations like drill and blast, load and haul, to beneficiation, and outbound logistics. My cross-industry work has clearly shown that diverse sectors, such as chocolate manufacturing, tissue paper production, toilet paper converting facilities, labgrown diamonds, or high-tech equipment lifecycle management, all rely on value streams of interconnected activities to transform products. The objective is to maximise throughput while effectively managing performance variability. The primary difference lies solely in the specific technical expertise required for each industry, such as chemical, mining, processing, or metallurgical engineering. Across all these industries, I have observed a consistent pattern, that is, performance is primarily driven by individual efforts, where people react and work diligently as situations unfold in real-time. General managers and their teams often operate tactically, focusing on explaining yesterday’s poor performance rather than proactively setting up operations for success. This often resembles an ‘‘under-7s soccer match’’, with everyone chasing the ball. The common response to issues is to add more ad hoc meetings. This effort-driven organisational behaviour persists regardless of whether operations are greenfield digital manufacturing facilities, advanced digital mines with advanced process control, or operations run on paper and Excel spreadsheets for data acquisition. Paradoxically, more real-time data can lead to increased data noise, greater indecision, and sometimes, lower performance. Despite value streams often operating significantly below capacity, organisations continue to invest heavily in additional equipment or in ‘‘glossy brochure promises’’ of Industry 4.0 digital technology and real-time data solutions, which frequently fail to deliver value. This leads to a critical question: Have we underinvested in our most valuable resource— people? Even Tesla faced this challenge with their underperforming fully automated Model X facility. We must shift our focus to designing the ecosystem, or operating model, of our organisations. This extends beyond the traditional triad of people, process, and technology, and moves beyond simplistic views of change management. Artificial Intelligence (AI) has the potential to add significant value, but it also introduces another layer of complexity into designing the organisation of the future. My full presidential address below at the SAIMM AGM discussed the symptoms of an effort-driven organisation and covered the fundamental building blocks and requirements of an operating model, including recommendations on implementing a people-centric approach.

ORMROD (Visitor) A correlation between the potential of a U02 electrode and the rate of recovery of uranium has been proved in laboratory and plant trials. When the recovery rates change because of variation in the concentrations of Fe(III), Fe(II), SO4 'and H+, a positive correlation is observed. However, an 2- increase in the concentration of phosphate in solution produces an increase in the U02 electrode potential but a decrease in the rate of leaching of U02. The correlation between the U02 electrode potential and the rate of leaching of U02 is then negative. It is concluded that, as a control device, the electrode cannot compete with the platinum electrode for use on certain plants. Nevertheless, the U02 electrode will act as a useful warning device if the total concentration of iron in solution decreases to below a level concomitant with the economic recovery of uranium. Furthermore, because of the positive correlation between the U02 electrode potential and the phosphte concentration, the electrode will also be of value in the detection of an increase in the phosphate level in solution. When it was incorporated in a suitable industrial probe, the electrode was found to be able to withstand the rigours of the leaching conditions in a large pilot-plant pachuca, and only failed after six weeks' operation.

Environmental rehabilitation has increasingly become a central concern in the regulatory and fiscal landscape governing South African mining operations. A key issue within this domain is the extent to which mining entities may claim tax deductions for expenditures incurred in fulfilling their environmental rehabilitation obligations. The Supreme Court of Appeal's decision in Sishen Iron Ore Company (Pty) Ltd v Commissioner for the South African Revenue Service [2025] ZASCA 16 addresses pivotal questions regarding the tax treatment of such expenditures. The judgment offers authoritative clarification on the interpretation of the Income Tax Act 58 of 1962—specifically sections 11(a), 11(c), and 36(11)(e)—as they pertain to mining activities and the environmental responsibilities imposed under the Mineral and Petroleum Resources Development Act 28 of 2002. This commentary critically examines the multifaceted implications of the Sishen ruling, highlighting the intersection of statutory interpretation, operational realities, and environmental accountability within South Africa’s mining sector.
