Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

"The modes of occurrence of arsenic and the effects of low-intensity leaching-flotation on arsenic removal from coal slime from the Tanggongta Plant, Inner Mongolia, China were investigated. The coal slime was examined using hydride generation inductively coupled plasma optical emission spectrometry and X-ray diffraction to obtain the content of elements and the major minerals. The modes of occurrence of arsenic in minerals were determined using selective leaching, float-and-sink analysis, and polarized light microscopy. The results indicate that pyrite is the dominant carrier of arsenic in the coal slime, which predominantly exists in association with clay. Significant proportion of the arsenic is removed by a low-intensity leaching-flotation process, consistent with the data from selective leaching and flotation of gangue. The results show that low intensity leaching-alkali washing-flotation is more efficient than direct flotation and low-intensity leaching-flotation.IntroductionUnderstanding the occurrence of arsenic in coal and its removal is significant in optimizing coal utilization, because arsenic in the environment is viewed as a potentially toxic trace element (Finkelman, Belkin, and Zhang, 1999; Hall, 2002; Smith et al., 1992; Smedley et al., 2003; Zheng et al., 1999). Many studies on the modes of occurrence and concentration trends of arsenic in different coal and washing products have been performed (Diehl, Goldhaber, and Hatch, 2004; Kolker et al., 2000; Quick and Irons, 2002; Wang et al., 2006; Fan et al., 2016). Trace elements are usually preferentially associated with certain minerals and the form that these minerals take will influence the efficiency of removal during cleaning (Quick and Irons, 2002). Arsenic is mainly associated with minerals such as pyrite, carbonate, and silicate (Demir et al., 1998; Diehl, Goldhaber, and Hatch, 2004; Zhou et al., 2014). The existence of organically bound arsenic was also confirmed using X-ray absorption (Kolker et al., 2000). However, inorganic arsenic is the principal source of pollution because of its leachability and high concentration compared with organic arsenic (Fujino et al., 2004; Gao, Lu, and Wang, 2010; Jiang et al., 2008; Kolker et al., 2000)."

Crushing plant managers need to assess, manage, and communicate the environmental impact induced by their crushing plant operations as a step towards the sustainable development of the company. However, performing reliable environmental impact calculations of crushing plants can be challenging when the availability of operational and emission data is low, and when the company’s environmental expertise is not adapted and connected to plant operations (or does not currently exist). To address these challenges, this paper proposes a practical approach where the lifecycle assessment methodology (LCA) is combined with process simulations in a web-based tool. To describe what functionality such a tool should have to be incorporated into a company’s workflow, the system that surrounds a crushing plant is analysed. Further, a case study with a three-stage crushing plant is introduced to showcase how the simulated power draw results produced with the beta version of the tool can be compared to measured sensor data from the crushing plant for one operational day. The results indicate that the simulation tool can provide an adequate estimation of the specific energy for the different material fractions and give an overview of the environmental impact of the process caused by electricity and explosives consumption. Plant managers and operators can use this tool to calculate the environmental impacts of their plant and simulate how different operational strategies influence them. "Mill liner wear is a major cost item in the mining industry and there is continuous research to prolong the life of the liners. Over the years it has become apparent that even though high-chromium white cast irons are highly efficient as abrasion-resistant materials, a combination of wear resistance and fracture strength remains difficult to achieve. Increasing the hardness of the high-chrome white cast iron (HCWCI), which improves the resistance to abrasion wear, is often accompanied by a deterioration in fracture strength. Operational conditions inside the mill require that the liner should be made of highly wear-resistant material with some fracture strength. Vanadium additions ranging from 0.2 to 3 wt% were made to HCWCI in an attempt to refine the microstructure. It was found that an increase in vanadium content promotes grain refinement. A content of 1.5-3 wt% gave the best results as measured by the maximum breaking strength.IntroductionOver the years it has become apparent that even though high-chromium white cast irons are highly efficient abrasion-resistant material, a combination of excellent wear resistance and fracture strength remains difficult to achieve. The exceptional wear resistance of highchromium white cast iron (HCWCI) is attributed to hard chromium carbides embedded in an austenitic/martensitic/pearlitic matrix. When the chromium contents exceed 12 wt%, interconnected MC3-type carbides of conventional cast irons are replaced by rodshaped and isolated M7C3 carbides (Powell, 1980), leading to an improvement in the impact toughness, ductility and fatigue resistance. However, the main M7C3 carbides in HCWCI are hard and brittle and can provide an easy path for crack propagation. This limits the applications of HCWCI, particularly in severe impact conditions. Most operations involving HCWCI are in crushing and grinding and the life of a part/liner is limited by its wear resistance. However, improving the wear resistance of HWCI comes at the cost of a significant reduction in fracture strength. Concerns about premature failure of HCWCI mill liners in the mining industries prompted a study to improve the wear resistance and mechanical properties of HCWCI."

In response to the enormous amounts of coal discard generated during coal mining and preparation, the development of an efficient and sustainable strategic use of this resource is essential. Furthermore, the rising urban population over the next decades is confronted with the depletion of quality raw materials for building components. To this end, this study reports new information on the morphology, water absorption, and flexural strength properties of ceramic composites produced from three different coal discards and polysiloxane pre-ceramic polymer (PCP) resin. In addition, test results relating to the continuous operating temperature, chemical resistance, and efflorescence potential of the composites are presented. The results show that the water absorption and flexural strength of the coal composites, up to 1.94% and 36.46 MPa respectively, exceed the requirements for ceramic and clay roof tiles. The continuous operating temperature of composites is found to be more thermally stable than conventional roofing tiles (concrete and ceramic) between ambient temperature and 600°C. In addition, the excellent chemical resistance of the composites (94.43%−99.98%) compared to conventional roofing tiles (67.82%−99.97%) eliminates the need for additional external coatings. The interesting results documented so far suggest that this technique could be used to produce low-temperature application building products such as bricks, panels, roofing tiles, etc. This new recycling technique offers an excellent opportunity to eliminate enormous volumes of coal discard and to advance the circular economy in the coal industry.

"A hydrometallurgical route was developed to extract metals such as gold, silver, copper, and selenium from anode slime from Sarcheshmeh Copper Complex in Iran. For the extraction of copper by leaching, the anode slime was heated and stirred with 4 M sulphuric acid in the presence of oxygen. Optimal conditions for recovery of copper were temperature 80°C, mixing time 5 hours, and oxygen flow rate 2 L/min, resulting in a copper recovery of 94.47%. Silver and selenium were dissolved by leaching anode slime from which the copper had been removed with nitric acid. For gold extraction, anode slime was heated with aqua regia at 90°, and the gold then extracted with 2-ethyl-hexanol at a concentration of 0.5 M and phase ratio of 4. The extract was then stripped with soda solution at pH=10.5 and a phase ratio of 5. Finally, gold was recovered by precipitation with oxalic acid at a ratio of mass to volume 10 g/L. Total gold recovery was 80%. IntroductionDuring the electrorefining of copper, some metals are accumulated in the byproduct anode slime, which is an important source for recycling and recovery of these metals (Petkova, 1994). In this paper, a hydrometallurgical route is described for the recovery of precious metals from copper anode slime of Sarcheshmeh Copper Complex, which is located in southeastern Iran .Copper anode slime is black or gray powder with a particle size less than 200 mesh. Approximately 2 to 20 kg of anode slime is produced per ton of copper cathode. The slime is characterized by higher amount of Ag, Se, Pb, and Cu compared to other metals and a very low Au content (Khaleghi and Ghader, 2013).The copper anode slimes are composed of 11.69% selenium, 3.93% copper, 5.26% silver, 0.13% gold, and 45% barite, plus lead, tellurium, antimony, sulphur, and silica with small amounts of nickel, iron, zinc, and bismuth. Gold is one of the most important noble metals due to its wide applications in industry and economic importance, so recovery of gold from slime is more appealing than that of other metals. According to the World Gold Council (2013), the demand for gold has increased during the last decade. This increase is due not only to the increasing demands of the jewellery market, but also to the increasing demand for gold in industrial as well as medical applications (Ranjbar et al., 2014)."

GENERAL Invitation to attend O.F.S. Branch Meeting: Members of the Witbank/Middelburg Branch were invited to attend a branch meeting of the O.F.S. Branch on the 15th November. The subject of the meeting would be a talk on the Hendrik Verwoerd Dam Project and up to 25 members could be accommodated on the nights of the 14th and 15th November by kind invitation of members of the O.F.S. Branch. A questionnaire would be issued at a later date, to obtain the names of those interested in attending the meeting. PAPER FOR PRESENTATION The Chairman called upon Mr G. H. J. Kitson to present his joint paper, entitled: 'Photoelectric readings; their significance for dust control on collieries.' G. H. J. Kitson (Member) and Y. J. F. Haven (Visitor). After Mr Kitson had presented his paper, both he and Mr Haven answered questions from the floor. The Chairman then thanked Mr G. H. J. Kitson for presenting the paper, and the meeting closed at 6.15 p.m.

"The effect of particle size on the flotation kinetics of a low-rank coal was compared using air bubbles and oily bubbles. Five kinetic models were applied to the data from the tests to derive the relationships between the flotation rate constant, the ultimate recovery, and the particle size fraction. The results show that oily bubble flotation (OBF) resulted in a lower ash content and higher combustible recovery than air bubble flotation (ABF), especially for the -125 ??m size fraction. It was found that the flotation of a low-rank coal in individual size fractions using air bubbles and oily bubbles can be best described by a first-order model with rectangular distribution of tendency to float and the classical first-order model respectively. OBF yielded higher ultimate combustible and ultimate ash recoveries. The flotation rate constants for OBF were higher in all the models except for the fully mixed reactor model. The ultimate recovery values and modified rate constants first increased and then decreased as the size fraction decreased. The trend of the flotation rate constants as a function of the size fraction was similar in all the models except for the fully mixed reactor model. IntroductionFroth flotation is a physical-chemical separation method that is widely used in coal beneficiation for the separation of fine coal particles from associated minerals in water slurries. Since the cumulative recovery of a component in the concentrate is proportional to flotation time, the flotation process can be considered as a time-rate recovery process (Emad, Mohammad, and Bahram, 2010). Therefore, the general mathematical flotation models that incorporate both a recovery and a rate function can describe flotation time recovery profiles.The kinetics of coal flotation, as a measure of coal recovery as a function of time, have been studied in detail by many researchers. Different kinetic models have been proposed and published in the literature. The order and the rate constant are strongly dependent on the flotation conditions, such as the particle size and size distribution, the bubble concentration, the reagent concentrations, and the operating parameters (Zhang et al., 2013). The particle size has been reported to affect the flotation kinetics to a great extent (Yoon, Luttrell, and Asmatulu, 2002; Ntengwe and Witika, 2011). Numerous researchers have studied the aspects of flotation kinetics while paying special attention to particle size (Meftuni and Ibrahim, 1997; Rubinstein and Samygin, 1998; Graeme, 2012). However, the effect of particle size on the flotation kinetics of a low-rank coal has been relatively little discussed."

The results of FLAC3D modelling on chromitite Upper Group 2 Reef pillars from the Bushveld Complex of South Africa are described. The model input parameters were determined from laboratory triaxial tests with post-failure measurements. These geomechanical tests were performed on rock materials within the pillars and the immediate pillar foundations. In the models, postfailure behaviour was simulated using the concept of cohesion softening. Models were built to determine the strength and behaviour of pillars with a width-to-height ratio of approximately two. The original research aimed to find a suitable depth below the surface where Impala Platinum Ltd could safely introduce crush pillars; however, the paper only describes the model results: the ideal depth of the crush pillar introduction is not discussed. The results of the modelling are compared with the PlatMine formula for peak pillar strength and with an underground instrumented pillar located elsewhere on the same reef. Some insight into the effects of grid size on strength is also provided. Further underground measurements are recommended to verify the model results

Bushveld Belco is commissioning a plant for production of electrolyte used in vanadium redox flow batteries. Owing to the source material, the electrolyte is contaminated with Fe, at concentrations up to 140 mg/L, which negatively affects battery performance. This study examined the use of ion exchange to reduce the Fe concentration to the target value of < 100 mg/L from a feed solution containing 100 g/L V in 4 M H2SO4. Four resins with possible application were identified: Puromet MTS9570, Puromet MTX7010, Puromet MTS9500, and Puromet MTC1600H. Puromet MTS9570 outperformed the other three resins in all batch experiments with respect to loading capacity and selectivity over V, and was evaluated for Fe removal in fixed-bed column loading tests. Based on these data, preliminary sizing and design of a full-scale column was undertaken. Owing to the difficulty of eluting this resin, a philosophy of discarding the resin on loading to full capacity was considered. These data revealed that, despite the high selectivity of this resin for Fe over V, it would be too expensive and impractical to use this resin for full-scale operation under such conditions. It is recommended to remove iron earlier in the flowsheet prior to generation of the 4 M H2SO4 electrolyte.

The near depletion of high-grade ores, among other factors, has necessitated the consideration of alternative PGM sources. Various factors in the metallurgical processing of ores result in valuable minerals being lost to the tailings, and hence, PGM tailings are a possible alternative PGM source. However, as the value residing in PGM tailings remains unquantified and uncharacterised, there is a challenge in knowing the recoverable fraction of value contained in PGM wastes. This paper outlines the in-situ techniques of oxygen uptake and EDTA extraction for their possible use for determining the recoverable value in PGM tailings. The paper discusses the treatment problem of mine (waste) water for enterprises of the Russian Arctic. The wide range of relevant pollutants, financial resources, the availability of land for the construction of a treatment plant, waste generated during the treatment process are some of the factors controlling current and future process design solutions. All mining operations have adopted water treatment and water quality monitoring solutions, however there is no single approach to the problem and each industry participant operates within the scope of its available resources. The range of existing and emerging methods is extensive — from using constructed wetlands for the deposition of mineral nitrogen compounds in settling ponds, reagent deposition and chemical coagulation in exhausted mine workings, and filtering dams on the surface to retrofitting existing mine drainage treatment plants with the adoption of the electrochemical coagulation process. Methods of wastewater treatment from heavy metals, oil products, and nitrogen compounds are demonstrated in the example of two industrial facilities in the Murmansk region. It was found that the use of electrochemical coagulation provides effective treatment of mine water from NO3, NO2, Ni, Fetotal and petroleum hydrocarbons (the degree of purification from 50.5-99.7%), the use of phytotreatment system provides wastewater treatment from ammonium ions and nitrite ions by 53-84%, nitrate ions - by 22%. The President: We are very fortunate tonight to have with us Professor Franz Pawlek, Head of the Institute of Extractive Metallurgy for Non-Ferrous Metals of the Technical University, Berlin. In him we have a representative from one of the few mining and metallurgical universities in Western Germany, since I understand there are only three such universities, Berlin, Aachen and Kassel. The latter is represented by Mr Schmelling who has accompanied Professor Pawlek here tonight. The famous Freiberg University is on the other side of the Iron Curtain, and so is Breslau. Professor Pawlek was born in Vienna many, many years ago, and he obtained his diploma and then later his Doctor&apos;s Degree in metallurgy, in Vienna. For four years he worked for an Austrian company, and then moved to Berlin and joined the A.E.G. Company. After the war, he joined the Institute, which had been very heavily damaged, and he was closely associated with the rebuilding and re-equipping of the faculty of mining and metallurgy. He has written numerous papers, and I am sure we are going to have a most entertaining and interesting evening&apos;s talk. The President: Gentlemen, I am sure you would like me to thank Professor Pawlek for his talk tonight. My knowledge of pressure leaching is particularly small, limited to a friendship with Professor Frank Forward, to whose original work at Fort Saskatchewan reference has been made by Professor Pawlek. I enjoyed Professor Pawlek&apos;s talk, and as a mining engineer I managed to follow most of the argument, mainly because it was so lucidly presented, aided by these informative slides; but I never realised how complicated a problem this process can be. I am taking the liberty of asking Professor Howat to express our thanks from a more technical point of view. After Professor Howat has spoken, and possibly posed a few questions, I shall throw the meeting open in the hope that various people here will be prepared to ask questions. I see one or two gentlemen who have been over in Canada studying pressure leaching lately, and I hope they will ask questions, informally if they so wish. We will not record the full proceedings of this meeting tonight, in the hope that there will be more questions of a general nature. Thank you. Professor Howat: Mr President, Professor Pawlek, I am afraid I am up here under false pretences, because the matter that I thought I was asked to do was to propose a word of thanks, and I usually thought that a word of thanks was taken at the end,-however. It is always very intriguing to think that for all these thousands of years that have passed, pyrometallurgical processes have provided the main methods of extracting metals from their ores. Within the last 100 years, hydro metallurgical processes have become of increasing importance, and it is quite interesting to speculate that the largest single hydrometallurgical process is the one that we operate in this country,-which was devised by two distinguished countrymen of mine,-namely, McArthur and Forrest.

How this simple plant generates a large revenue stream. The concept behind the Tailings Scavenging Plant (TSP) is simple: it is a non-complicated modular plant which is designed to be more stable than upstream plants. This, plus the use of ?high energy?, enables the plant to recover any metal missed by the upstream operation. Impala Platinum?Mineral process started pilot plant exercises in June 2003. The pilot plant ran for one year before the capital for the full-scale plant was approved. This year was used to motivate, design and cost a full-scale plant. The metal produced during the pilot and feasibility study enabled this part of the project to run at a small profit. The scale-up to full-scale was relatively simple as the pilot plant had a capacity of 180 m3/hrand the full-scale plant was designed for a capacity of 550 m3/h. The design for the full scale plant was completed in May 2003, with ground breaking taking place on 19 May 2003. The construction phase of the project went well with the commissioning of the first two modules taking place on 22 October 2003. The remaining two modules were commissioned two weeks later. The plant was at full capacity by the 20 November 2003. A review of the plants performance for the first 5 production months is as follows: the plant has required only a few minor modifications and additions, it has run well in excess of 95%availability with no major wear apparent. In addition to this, the plant has produced 3 times the metal forecast.

More than half of global cobalt reserves are located in the Southern African Copperbelt, stretching over the northern tip of Zambia and southern area of the Democratic Republic of Congo. In these areas, cobalt is not typically produced as a primary product but as a byproduct of copper production. Ores from this region often contain uranium, which is readily leached under typical copper leach conditions and enters the process. Uranium does not pose a challenge to copper production, but it becomes a significant problem when it follows cobalt to the cobalt precipitation process and results in unacceptably high levels of U in the final Co product. This paper evaluates the existing process technologies that can be used to remove uranium from cobalt-bearing process streams, including phosphate precipitation and ion exchange. Advantages and disadvantages of the uranium removal processes are discussed, and important design considerations are highlighted.

The platinum group metals (PGMs) palladium, platinum, and rhodium represent the key materials for automotive exhaust gas treatment. Since there are currently no adequate alternatives, the importance of these metals for the automotive industry is steadily rising. The high value of PGMs in spent catalysts justifies their recycling. The state-of the-art technology is to melt the ceramic carrier and collect the precious fraction in a liquid metal bath. As the feed material has quite high melting points, huge amounts of energy are required for this process. Hydrometallurgical treatments of the spent catalysts offer the possibility to recycle the PGMs with less energy and time demands. Moreover, automotive catalysts contain further valuable materials to improve the exhaust gas treatment. These compounds, like cerium oxide, cannot be recovered in pyrometallurgical processes. This paper deals with a special process that uses hydrometallurgical principles to recycle the valuable metal fraction from spent automotive catalytic converters. Hydrochloric acid in combination with hydrogen peroxide is used as leaching agent. This combination selectively dissolves the PGMs and the cerium, which can be recovered in separate steps. As the leaching solution is regenerated and reused, wastewater generation is minimized. Furthermore, the process residues constitute potential byproducts.

To conserve fresh water resources and comply with environmental regulations, DRDGOLD, a South African gold producer re-treating surface tailings, has transitioned to a fully closed water circulation system. Consequently, the accumulation of contaminants, as well as addition of reagents, has led to changes in water composition that have compromised leach performance and overall gold recovery. A two-sample t-test confirmed a significant difference in gold recoveries between the use of Rand Water, which was used as a benchmark, and untreated process water. Atomic absorption analysis of ERGO’s process water, confirmed the presence of iron, nickel, zinc, and manganese. A study of the effect of the identified contaminants on gold recovery showed that iron, nickel, and zinc have the largest negative effect on gold recovery, with iron and nickel being more detrimental than zinc. Sulphates were shown to have a possible passivation effect, which also influenced gold recoveries, although to a lesser extent than the heavy metals. Calcium, when present in excess, had a positive influence on gold recovery indicating the possible formation of a calcium aurocyanide complex. Lime softening successfully reduced the heavy metal and sulphate concentrations, and the gold recoveries obtained with the treated process water were similar to those as achieved with Rand Water.

The selection of an underground mining method stems from a multivariate analysis that considers geomechanical, geological, economic, and operational parameters. Even after identifying the most compatible method, there is no assurance that the mining company will achieve the best performance. The geological complexity of some deposits requires adaptations of methods described in the literature to obtain more selectivity and reduce mining waste. There are some studies on geometry of underground structures, but a methodology that describes an adaptation of a room-and-pillar mining method for ore bodies with down-dip varying from 20° to 25° is novel. The present work aimed to reduce dilution by adapting the traditional room-and-pillar mining method (TRP) to inclined ore bodies. This new method is entitled short-hole room-and-pillar (SHRP). The equations that measure the dilution are defined according to the geometry of stopes and openings. The results comprise comparative analyses of the operational and planned dilutions to measure the performance of the SHRP method. The average operating dilution of the SHRP method was more than five times lower than the planned dilution according to the TRP method. Low operational dilution indicates high selectivity of the method and its potential to reduce underground mining tailings.

Methods for treating and processing refractory gold ores are well established. However, what is less well understood is how the formation of the gold-bearing deposits affects gold processing and extraction. In order to evaluate the effect of ore genesis on gold extraction a number of South African gold deposits were studied. These included complex Pilgrim’s Rest samples as well as refractory Fairview, Barbrook, and Consolidated Murchison samples. We found the refractory nature of gold ores is controlled by a limited number of well-understood mineralogical factors. Solid solution gold is linked to low temperature and pressure conditions in fine-grained sedimentary lithologies, while reactive pyrrhotite can form from hydrothermal fluids associated with mafic magmatic rocks. These formational controls can be used to identify and avoid complex deposits at a desktop study phase, or address and reduce complications further along the pipeline using early mineralogical studies.
