Thank you President Nielsen, and thank you ladies and gentlemen of the Rocky Mountain Coal Mining Institute. I'm glad you asked me to join you a second time. The setting here at Tamarron is splendid. A few days ago the National Coal Association held its Diamond Anniversary meeting at the Broadmoor in Colorado Springs. Although NCA is junior to this Institute in years, we do try to keep up. Our speakers looked at 1992 as the possible eve of a new era in world history - a pivotal year. It offers the opportunity to replace a dying era of war and tension with a new one of peace and prosperity built on economic cooperation and trade and, of course, energy to uphold all four - trade, cooperation, prosperity and peace. The Persian Gulf War was only a sample of what can happen to the other four if the energy isn't there. And so I especially like your theme: Energizing America With Coal. It is most pertinent. I was invited to discuss the National Energy Policy and its impact on coal and I intend to do that. But more important is coal's impact on the Nation and the world and so 1 shall discuss that as well. This year - 1992 -also will be pivotal in the Nation's politics.

Coal Company, Denver, Colorado, opened the third session of. the Sixtieth Regular Meeting of the Rocky Mountain Coal Mining Institute at 8:30 a.m., and introduced the first speaker of the morning with the following remarks: It is a pleasure to welcome you here this morning. We are indeed fortunate to have such excellent speakers this morning, some of the outstanding people in the mining industry. I know I express the feelings of the entire RMCMI when I say thanks to these excellent speakers for all of the time and trouble they have taken to prepare such talks and come here to give these presentations of some of the more modern developments with which we in the coal mining industry are concerned. The first speaker this morning is going to give a paper on a subject which has only recently caused one or two of unfortunate accidents. It hadn't, prior to this, been considered such a serious problem. However, the. Bureau of Mines is hot on the trail to insure there will be answers to this previously somewhat unrecognized difficulty.

President Lien presented Mrs. Holmes with the first of speaker appreciation gifts presented by his firm Amax Coal West, Inc. These were books by Rand-McNally entitled The Executive Golfer Guide. Following the coffee break, Clark Moseley presented the first annual Institute Safety Achievement Awards for the safest mines in the eight member state region. The awards were based on: 1. Total man-hours 2. Total number of lost time accidents 3. Incidence rate 4. Number of S&S violations 5. Description of safety program 6. Safety awards received 7. Health and safety training efforts 8. Safety Policies 9. Does the operation take employee suggestions and implement them? 10. Letter(s) of commendation from agencies individuals The awards were judged by the senior/graduate level class of Mine Safety & Health at the Colorado School of Mines under the supervision of professor Edward Hollop. In the operation of the coal mines in Utah few adverse conditions confront us. Physical conditions for the economical extraction of the coal are as near perfect as it is possible for them to be. Still several obstacles are encountered to keep up our interest and prevent us from getting in a rut. Of these I shall speak only of Burning, Wants, and Sluffing of Ribs. Should one travel the outcrop from Ivy Creek in Emery county to the Utah-Colorado line, there would be one outstanding feature indelible impressed upon one's mind. That feature is the omnipresent indications of burning in place. Viewing the eastern escarpment of the Wasatch Plateau from a distance, many splotches of dark red are plainly seen always lying above the coal floor. This stratum is a felspathic sandstone, appearing as a white line running the full length of the above escarpment and about midway between the floor of the valley and the top of the plateau. The coal bearing complex consists of shales, sandstones and coal. This complex varies from two hundred to eleven hundred feet in thickness. The number of coal seams are exceedingly variable. As a rule the argilutites form the bulk of this complex. This material is baked by the burning of the coal and the iron present is oxidized to the ferric state, coloring the shale to a dark red. This baked material forms a shingle tales that in places cover the entire complex. It is natural to expect that the most extensive burning is in the canyons facing to the south and east and on the south slopes of the ridges running to the east or west. Such, indeed, is the case. Still in this arid region many crop fires have existed upon the north slopes, especially in those canyons that face to the east. In fact today, instances are not rare where grassy north slopes, heavily timbered with balsam and fir that have attained a diameter of 14 to 24 inches, are found growing upon the disintegrated baked shingle and later development proves that the coal has been burned at least 500 feet back from the outcrop. Still these conditions are not normal. In this arid climate the south and east exposures are steep and barren, except for the scrub pine, cedar, mahogany and kindred semixerophytes. Bunch grass is also a lover of such exposures. There is very little soil found in such places; it is either blown away as fast as formed or washed away by the rare torrential rains, or the rapidly melting snow. Thus we see that the physical conditions are favorable for the starting and maintainence of outcrop fires. This brings us to the probable origin of this phenomenon. There are four probable ways' that such fires, could be started, namely:

The Annual Business Meeting of the members of The Rocky Mountain Coal Mining Institute held during he 84th Regular Meeting of the Institute was called to order by the president, H. Dean Jacot at 11:30 a.m Tuesday, June 28. 1988 in Peak Room 5 of Beaver Run Resort at Breckenridge, Colorado. Twenty three were present and a quorum was established. The president stated the purpose of the annual meeting is to inform members of the status of the affairs and activities of the corporation during the year. It was moved by Loren Linville, seconded and carried to approve the minutes of the previous meeting as published in the 1987 Proceedings. The chair called for reports of the various com¬mittees and these reports will he placed on file in the RMCMI office. Bylaws and Resolutions. Chairman Loren V. Linville reported there were no bylaws revisions. He further reported that the Board had adopted two resolutions: (I) Noting the passing of members since the last convention-Richard T. Brownrigg. Don A Dewey, John T. Maulshy. Hugh D. Nyquist and Mike Zakotnik. (2) Recognizing the superior skills of J. Brett Harvey. RMCMI Vice President of Utah. For recruiting 26 new members from the State of Utah and named him as #1 Recruiter in the Institute?s 1988 membership drive. Linville further commended the Executive Secretary officers, chairmen and committees loran excellent job in planning the 84th Regular Meeting and convention. Membership. In the absence of chairman Ed Sullivan. the secretary reported there are currently 718 active or dues paying members, 51 Life Members and 250 delinquent in dues payment. In the 1988 membership drive. 132 new members have been recruited and 74 of them attended this convention making up 27V, of the total attendance. Patrons of the Institute. This report was given by the secretary for chairman Ira McKeever. A total of 124 plaques has been prepared during the low year life of the program. It has been culled to 119 possible donors as some firms have gone out of business or consolidated. Of this number 46 renewed their annual $100 donation and three new Patrons have joined prior to the convention for a total of 49. During the convention. four new Patrons donated $100 each. tour former Patrons pledged $100 each and seven would be-new Patrons pledged $100 each for a total of 15. This would bring the grand total to 64 if all pledges are received prior to the close of this fiscal year as opposed to 59 renewals in 1987. Program. Co-Chairman Pete Nielsen announced the convention program theme "Broadening OUR Horizons" was well received despite the loss of three speakers during the final days prior to convention. Because the remarks of the Monday luncheon keynote speaker ran over the first time-to-be-tried Monday afternoon Poster Session was delayed almost an hour in beginning. This well thought out feature will he run again next year but in a different time frame. Nielsen thanked his co-chairmen, Bill Balaz and the Poster Session chairman Marcie Greenberg. Publicity. Chairman Tom Egan reported three newsletters including the convention newspaper were sent members during the year. He and Bob Jacob of Bob Jacob Public Relations were at registration daily to secure business card ads and to solicit advertising for the Proceedings. Scholarship. Chairman Keith McGinnis reported that six of the seven scholarship recipients were present at the convention. The University of Arizona at Tucson was added this year and it was the only university visited this year by the chairman. Each scholarship recipient was introduced to the membership at the Monday morning Welcome Session, presented a plaque and responded. The input Iron each winner was most favorable to the program. Each was appreciative of the many contacts made and the educational seminars and programs. McGinnis noted that the mining engineering department at the University of Wyoming may be dropped during the coming year. Joe Dunlap suggested that every member rally support of this department. The tenth annual Mine Resale Evaluation was held in conjunction with the RMCMI 2001 convention at the Steamboat Springs Sheraton Resort, Steamboat Springs, Colorado June 23 through 26. The purpose of the mine rescue evaluation program is to provide an opportunity for mine rescue teams to learn new skills and improve their existing ones in a non-competitive environment. Several staged ?disaster? scenarios were held where the teams are called upon to exhibit their life saving abilities. The evaluators meanwhile are offering suggestions, both verbal and written, to help the teams better understand the situations presented them. This non-competitive environment allows the teams to work together and share their knowledge with fellow mine rescue teams providing everyone with a positive learning experience. Mine Rescue Chairman Bill Balaz, Balaz & Associates, was in charge of coordinating the events. Six teams consisting of seven to twelve members each (totaling 60 members) participated in the three-day event. Each ream was required to respond to direr different real-life scenarios plus a written general knowledge test daily. Cindy Burnham has assisted Bali, for a few years. Her responsibilities include grading all of the written tests. This year's tour professional evaluators included Art Seanz (Hazardous Ma¬terials) of Western Environmental Associates ; Guy Norton (Ropes), Guy Horton Rope Rescue; Mary Bailey (Medical), MBA Training and Morley Hense (Confined Space). Carolyn Durga, BHP Coal, also assisted in hazardous materials and medical scenarios. They each provided three different challenging mock situations per day per team. The teams had no prior knowledge of what the scenarios would be as details were provided only as they arrived. Ten volunteer victims added much drama and excitement to the event. Their realistic enactment, complete with false blood makeup and severed limbs, made for some very tense scenarios. The Mine Rescue Teams participating this year were BHP LaPlata, BHP Navjo, BHP San Juan, all from Farmington, New Mexico; Bridger Coal Co., Rock Springs, Wyoming; Sabine Mining, Longview, Texas; Solway Minerals, Green River, Wyoming and Western Energy Co., Colstrip, Montana. Many new friendships were made and much knowledge shared. A swap meet was held Saturday afternoon for the teams to exchange miscellaneous equipment, hats, shirts, etc. The trams were asked to evaluate the program and the evaluators. They responded with many positive suggestions that will help improve the upcoming events in the years to come. Culmination of the Mine Rescue program was a Tuesday morning awards breakfast where the teams were presented with trophies. Each member was also given a gold pin with the words Continuing Challenge - Ropes.' The pin was the first in a series that will be given over the next few years. The participating victims and evaluators were also commended for their outstanding efforts. Special signed "Victim" shirts were given to select volunteers. Sponsors for the Mine Rescue program were Flanders Electric Motors, Magnum Metals, Rocky Mountain Electric Motors, Sedona Consulting and Balaz & Associates. Many hours of volunteer tine and effort from various family members of participants helped make the 2001 event a huge success.

MR. D. HARRINGTON (U. S. Bureau of Mines) : I happen to be a member of the Safety Committee, and the men on the Committee, I believe are the ones who will find the most fault with the report; but I am absolutely not in accord with the last recommendation. (The use of the "Self-Rescuer.") I do not think it safe. I do not think you are always sure you are going to have a sufficient amount of oxygen; in fact I know there are occasions in mines when there is not enough oxygen to make a man safe in a gas mask or self rescuer. At one mine fire, workers using open oil and carbide lights experienced quick reversal of air which extinguished the lights and one of the workers having carbide light was overcome. It took about 45 minutes hard work with Sylvester method of artificial respiration to restore him to consciousness. Fortunately these men were working close to fresh air but had they been far from fresh air base and relying upon self-rescuers or gas masks they would undoubtedly have perished. I was at a mine fire in Wyoming. A bunch of men were working and the air turned on them, and if they hadn't oxygen breathing mine rescuing apparatus I think there would have been at least a half dozen men killed they would have been killed before you could say, "Jack Robinson." PRESIDENT PRYDE: I would like to ask if the self-rescuers are nut approved by the Bureau of Mines? MR. HARRINGTON: They are not; absolutely not.* Furthermore, the Bureau of Mines' Engineers have opportunities to go around in mines, and in mine cars as much as anybody else in the country, and I have in mind but one who is in the slightest degree in favor of allowing self-rescuers to go in a mine. MR. BEVAN: Mr. Chairman, I would like to ask the Safety Committee if it would be of any use to the fire boss traveling through the mine? PRESIDENT PRYDE: Mr. Chairman, I think we should finish up the discussion on the self-rescuer before we take up any other discussions.

FEBRUARY 20TH. MORNING SESSION: The fourteenth regular meeting of the Rocky Mountain Coal Mining Institute was called to order in the Magnolia Room of the Albany Hotel. Monday, February 20th at 11 o'clock A. M., with the President, Mr. R. M. Magraw, in the chair, sixty-two members being present. The first number upon the program was the reading of the minutes of the previous meeting by the Secretary. There being no corrections or alterations, the minutes were approved as read. As Mr. Dan Harrington was unavoidably absent, his paper, subject: "Coal Mine Accidents and State Mining Law" was, by request of the President, read by Mr. J. Q. Lalor. Following this was a short discussion. There being no further business the meeting adjourned. AFTERNOON SESSION: The meeting was called to order in the Magnolia Room of the Albany Hotel at two-thirty o'clock P. M. with President R. M. Magraw presiding, fifty-eight members being present. Mr. Ben Shubart and Prof. J. C. Roberts were appointed a committee to draft and telegraph a message of condolence to Mr. E. S. Brooks of Rock Springs, Wyoming, on account of the recent death of his daughter. The com¬mittee submitted a copy of the following telegram, which was read by the Secretary: "E. S. Brooks, Rock Springs, Wyoming. We extend to you and your family our sincerest sympathies in your deep affliction. (Signed) THE ROCKY MOUNTAIN COAL MINING INSTITUTE." The following resolution was next presented by the Secretary and upon motion, duly seconded was carried by a unanimous vote: WHEREAS, it has come to the knowledge of this Institute that the Coal Mining Course of the Colorado School of Mines has been abolished; and

Past President Shirl McArthur opened the meeting at 9:30 a.m. He called on the Auditing Committee to give its report. Stan Shubart, who checked the financia1 report of the treasurer, read the report. He asked that it be approved. A motion was made, seconded and carried. Shirl thanked all the committees for an excellent job in making this meeting a most successful one. Special thanks to Park Lamborn for a fine program and to Gussie Whiteside for all her efforts in behalf of the Institute. An increase in salary was voted for the secretary-treasurer. It was decided to return to Vail for the 1979 convention. The Resolutions Committee was called upon to give its report. The twenty-ninth regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11:30 o'clock a. m., Monday, May 26, 1930, President B. W. Snodgrass presiding: PRESIDENT SNODGRASS (condensed report): The meeting will please come to order. As President of your Institute, I take pleasure in welcoming you to this convention, and to those who come from outside of the city, I take pleasure in Welcoming you to the city of Denver. This is the first convention at Denver in fifteen months. I hope that the annual rather than the semi-annual meetings will prove satisfactory to all, and that no mistake has been made in that respect. We are gathered together here to discuss problems common to all of us, and I am sure that we will profit by such discussion. We have with us, outside of the membership of our organization, representatives of two other organizations, Mr. Callbreath of the American Mining Congress, and Mr. Huntress of the National Coal Association. We will be honored by having them with us, and we shall expect to hear from them during this meeting.

This tipple differs from the ordinary tipple only in that it embodies numerous refinements for grading and otherwise preparing the coal. Coal from the mines is delivered to the tipple over a surface tram. There are two tracks for loads, which will hold about forty cars, and one track for empties which will hold about the same number. The loads are fed to the dump by gravity from both tracks and are controlled by two squeeze blocks. These blocks are of the type originally designed by Mr. W. J. Elwood, but unlike the original blocks which were of wood and operated by hand levers, are built of steel and operated by com¬pressed air at 100 pounds pressure. They are capable of holding securely twenty-four three-ton cars on a grade of 2.5%. The dump is of the complete revolving type and has a capacity of five cars per minute. After being dumped the empty cars go to the usual kick-back and onto the empty track by gravity. The hopper under the dump has a capacity of approximately fifteen tons, and the coal from this hopper is fed to the shakers by a reciprocating feeder. The screens are of the usual shaker type. They are eight feet wide, seventy-two feet long in two sections, balanced, pitch 12° 30", travel six inches and the eccentric shaft makes 100 revolutions per minute. The upper section of the screen is shorter but heavier than the lower section, and contains the slack and nut screens, consisting of plates with 1 5/8" and 3" round perforations respectively. The lower section contains plates with 4 ½ ", 6" and 8" round perforations respectively, from top to bottom in the order named. The shaker is so arranged that nearly all changes for making the different sizes of coal are made by merely shifting levers. The most complicated change has been made in two and a half minutes; most of the other changes can be made in less than one minute and some of then without stopping the shaker. One of the refinements is what we call the degradation screens. Just before the coal leaves the shaker it goes over a screen with 1 3/8" round perforations, which takes out the fine coal made while the coal is going over the other perforations. This fine coal goes into hoppers and onto the degradation conveyor and to the slack chute. The different sizes of coal, excepting the slack, are delivered by the shaker onto three picking tables. These tables are horizontal for twenty-four feet and then hinged to form the loading booms, so that each picking table forms a unit of continuous conveyor. Centrally located under the picking tables and under the floor, is the refuse conveyor which runs at right angles to the tables. The impurities picked from the coal are dropped into openings in the floor and onto this conveyor, from which they are discharged into a bin of 100 tons capacity. From this bin the refuse is loaded into railroad cars through a gate. The slack may be loaded directly into railroad cars through a chute from the hopper under the shaker, or it may be conveyed to the rescreener. Gates are provided by which all or any part of the slack may be loaded either directly into railroad cars or conveyed to the rescreener. The rescreener is a shaker four feet wide with sixteen feet of plate perforated with 3/4" round holes. The framework is wood, the pitch is 5° and it is driven by eccentrics having a 5 3/4" throw running 143 R.P.M. It is hung on 1"x10" ash boards, rigidly fixed at the support and on the shaker, so that the spring of the boards allows for its movement. The eccentric rods are also of ash, rigidly fixed and spring to allow the movement of the eccentrics. The dust going through this shaker drops into a bin of 80 tons capacity and is loaded into railroad cars

PRESIDENT LITTLEJOHN: We have with us a gentleman from Utah, who is familiarly known -as the "Mudite King," Mr. Reid, of the Lion Coal Company. Here is a letter I would like to read, and probably Mr. Reid will give us an idea of his Mudite machine, or the results he is obtaining. This question was brought up in Rock Springs, Wyoming, but Mr. Reid was not there personally during the discussion, but Mr. Burnell, who is general superintendent of the Lion Coal Com¬pany, as much as he possibly could, described the system and its effects. I believe Mr. Reid will probably be able to give a somewhat clearer statement this afternoon. This letter is from the Coal Mining Inspector of the State of Utah, John Crawford. "February 10, 1925. "The Industrial Commission of Utah, Building. "Statement of John Crawford, Coal Mine Inspector, in regard to Muditing in Coal Mines: "That Muditing used in connection with our present sprinkling system in coal mines is the missing link to the system we have had heretofore, because the water applied by the former system began to dry out, in heavy air currents, the moment it was put on. Consequently the dust that had been humidified by sprinkling, came back to its natural condition, and if anything, the combustible parts of it, in my opinion, were more intensified than previous to being wetted down. "The advantages that Muditing has over the old system of sprinkling are: "1st. The dust that is on the roof, timbers and sides of the entry is washed completely off and rolled up in the Mudite solution which entirely destroys the wings, crudely speaking, of the fine coal dust. "2nd. Sprinkling with the Mudite system, the water and mud is of greater extent than could be applied with a hand hose by a sprinkler. This sprinkling can be done while the mine is in operation, just the same as if water alone was being used. "3rd. The Mudite solution, when dried out, leaves a coating which serves as an armour to the coal, so that in the event of a local explosion, the inflammable matter on the coal is non-combustible; whereas, if that same coal had been sprinkled with water only, and made free of dust, the heat would have the same effect on the coal as it has on a stove when coal is thrown into it-instantaneous combustion. "Therefore, it is my opinion that the Mudite system is the missing link to the perfecting of our sprinkling system here in Utah. "(Signed) JOHN CRAWFORD." Mr. Reid has with him a few sam¬ples of his Mudite, after it has become solidified, taken from the floor, as I understand it. It is interesting. We have a few minutes to spare to good advantage, were we to ask Mr. Reid to give us an idea of his machine, as briefly as he possibly can, and also what he thinks the effect of the Mudite is compared to dry rock dust. The 70th Regular Meeting of the Rocky Mountain Coal Mining Institute convened at the Steamboat Village Inn, Steamboat Springs, Colorado, and was in session at 10:00 a.m. The session was called to order by Past President O. F. Lewis. Consultant, Colowyo Coal Co., Denver, Colorado. Mr. Lewis introduced President A. F. Geiger, Manager, Navajo Mine, Utah International, Inc., Fruitland, New Mexico. Following are Mr. Lewis' remarks: Ladies and gentlemen, members of the institute, guests and friends, welcome to Steamboat Springs and the 70th meeting of the Rocky Mountain Coal Mining Institute. From all appearances this is our largest meeting and should be the most successful. When I last spoke to you I was President of Colowyo Coal Company and the Rocky Mountain Coal Institute but that has changed. Colowyo Coal Company was acquired last Dec. by W. R. Grace & Co. and operates as Colowyo Coal Company, Division of W. R. Grace & Co. I am confident these people will make a worthwhile contribution to the coal Industry.

The 65th Regular Meeting of the Rocky Mountain Coal Mining Institute convened at the Stanley Hotel, Estes Park, Colorado, and was in session at 10:00 a.m. The first session was called to order by Past President Joe T. Taylor, Kaiser Steel Corporation, Palo Alto, California. Manager of the Stanley Hotel, who welcomed the guests to the Stanley. After a few remarks, he introduced Bob Dean, for- mer Manager of the Stanley Hotel and again associated with the Stanley, who also made a welcoming talk as Mr. Dean has hosted the Institute at the Colorado Hotel in Glenwood Springs and in Estes Park. Mr. Taylor introduced President Stanley C. Shubart, Secretary-Treasurer, Schloss & Shubart, Inc., Denver, Colorado. Stan was raised in the machinery end of the coal industry following the footsteps of his Dad who was one of the founders of the RMCMI in 1912. And following his Dad's years of service to the Institute, 12 of them as Secretary, Stan has been active as Chairman of the Hotel & Registration Committee for 16 years, and, prior to his election as President, was General Chair- man for two years He is a graduate of the University of Colorado with a degree in mechanical engineering. He served our country in World War II and retired as a Colonel, Army Ordnance, after 43 years in the Reserve. He is a Trustee of National Jewish Hospital and was their President for 3 years. He has been active in many Military and professional societies, and in civic projects. I give you our President, Stan Shubart, for his remarks.
