The Mine Safety and Health Administration (MSHA) has promulgated rules to limit the exposure of metal/nonmetal underground miners to diesel particulate matter (DPM). These rules have resulted in many types of control tech­nologies being implemented including diesel particulate filters (DPF). The passive type DPF is the most desirable because it requires little maintenance and it regenerates while the vehicle is operating. One problem with passive DPFs is that many vehicles cannot develop the sustained exhaust temperatures needed to initiate DPF regeneration, and thus it is required that the DPF be catalyzed to decrease the temperature needed for regeneration. In some past studies, such catalyzed filters have been shown to cause an increase in the nitrogen dioxide concentrations in the exhaust, resulting in a potential health hazard. In this study, a lightly catalyzed DPF along with a fuel-born catalyst were employed to help reduce the DPM emissions from a 980F loader used for cleanup in a stone mine. After 30 days of use, the filter continued to regenerate successfully at the exhaust temperatures generated by this loader, substantially reduced DPM concentrations emitted in the exhaust, and did not cause a measurable increase in nitrogen dioxide levels that could be attributed to the device.

As the use of electricity becomes more and more general in mining opera- tions, interest in regulations governing its application becomes greater. During the past year the electrical section of the Bureau of Mines has made a study of State regulations now in force relating to the use of electricity in coal mines. Technical Paper 271, entitled "State Mining Laws on the Use of Electricity in and about Coal Mines", has been published as a result of this study. The present paper represents a compilation of all laws relating to accident prevention with respect to electrical circuits. This group of regulations is perhaps the most important of any that relate to safety in coal mines. Its importance is shown by reference to accident statistics in Bulletin 115, (Fay, A.H., Coal-Mine Fatalities in United States, 1870-1914, Bureau of Mines, 1916), which show that about 77 per cent of the fatalities due to electricity in and about coal mines were caused by direct or indirect contact with trolley or other power circuits. In actual number this means that of 710 men killed by electricity, 546 were killed by contact with electric wires. Undoubtedly, a large percentage of these accidents might have been prevented had the wires been properly guarded. The compilation follows:

The results from the sound level measurements, the dosimeter recordings and the time-activity studies on four different air-rotary rigs indicate a wide variation of operator noise exposure during hole development. These variations appear to be dependent on the cab design and the operator?s drilling behavior. Studies have documented that exposure to high sound levels for long periods of time can cause hearing loss. The results of this study help identify the loudest parts of the drilling cycle. Sound level measurements on the four rigs show that all the rigs generate sound levels that are 90 A-weighted decibels (dB(A)) and above within 6 feet around the rigs during drilling. It is easy to conclude that some type of noise protection, such as a cab, is needed to protect the operator from overexposure to noise for an eight-hour shift of uninterrupted drilling. However, even when rigs are outfitted with cabs, operators observed in this study are being exposed to sound levels above 90 dB(A) during some activities required to complete a drilling cycle. An evaluation and comparison of the four dosimeter recordings and time-activity studies during one drilling cycle may explain why variations in operator exposure occur. Table 1 summarizes the time-weighted average (TWA) and accumulated dose percentages for each of the four operators during the time needed to complete one typical hole cycle.

Forty-eight workers who bad escaped large underground coal-mine fires were interviewed using an open-ended protocol. This information, and the actual experiences of one eight-person mine-section crew who escaped from a Fire, were used to construct an 18-frame (page) table-top simulation exercise, which was then field tested with 134 miners. The exercise is a research toot that measures miners' proficiency in the information-gathering and decision-making skills related to escaping from a mine fire. It also helps miners to learn and practice these cognitive skills. The exercise was found to be valid and reliable. All miners reported that the exercise was authentic and would help them to remember important information. The exercise total score, and all but two item scores, significantly discriminated among miners with different levels of training. The two items that did not discriminate dealt with whether or not to abandon a helpless fellow miner. When the exercise total score data were pooled, only 13.6% of the miners achieved a desirable score of 90% mastery or greater. The simulation is important because it teaches and assesses critical judgment and derision-making skills that are rarely addressed in miner training. A project to evaluate the South African bagged stone dust explosion barrier was successfully completed at the National Institute for Occupational Safety and Health (MOSH), Pittsburgh Research Laboratory's (PRL), Lake Lynn Experimental Mine (LLEM) during the period November 1999 through May 2000. The tests were conducted in a three- entry section of the LLEM. Two types of explosions were used to evaluate the distributed and concentrated bagged barrier performance in a multi-entry mine section. The fuel zone of the first explosion type was only in the center B-drift. In the second explosion type, coal and stone dust mixtures were place in all three drifts. A total of six explosions, including two baseline and four barrier evaluation explosions, were conducted. Of the four barrier explosions, the distributed and concentrated barriers were each evaluated against the two explosion types. For these explosion tests, the distributed barrier extended from about 74 to 170 m and the concentrated barrier from about 74 to 104 m in B-drift. The distributed barrier successfully stopped flame propagation in both types of explosion tests. The flame extended further for the explosion tests where the dust was loaded in all three entries compared with dust loaded only in the center entry% but in both cases the flame was stopped within the barrier zone. The concentrated barrier was also successful in stopping flame propagation m both explosion tests. From the full-scale experimental mine test results, it can be concluded that both bagged barrier designs were effective in stopping coal dust explosions in the multiple entries of the LLEM.

"There has been much writing and argument on the subject of giving bonuses to miners, quarrymen, metallurgical and chemical workers, and others as a stimulus for safe work and for work safely done. Theoretically, everyone should be careful and should not need monetary or any other type of encouragement for the prevention of accidents; as a. fact, few people are careful, and this is primarily the reason way many if not most accidents occur. A bonus, however, is not simply money given away by an employer; it must be earned, so to speak, before it becomes due; in other words, if the standard established is not reached, no bonus is paid, and in many cases some disciplinary action is taken.The United States Bureau of Mines Is asked from time to time for suggestions for rewards to mine workers who have a good attitude toward working safely or who need some stimulus to cause them to make greater or more earnest efforts toward safety for themselves and their co-workers. A recent inquiry prompted the collection of data on some safety bonus systems from reports of this bureau's field engineers and others, and some of these Now given. Bonus practice at both coal and metal mines is included because a system used at metal mines is generally adaptable to coal mines; in fact, in numerous cases, bonus systems recently started at some coal mines are based on systems in vogue and giving satisfaction some metal mines; in-some instances, also, metal mines have been able to get good suggestions from coal mines or from the cement or petroleum industries. it .should be understood that a bonus, even as applied to the encouragement of safety, does not necessarily mean payment of money; in fact, some successful bonus systems have in them no direct money exchange; hence, the bonus as treated in this paper is that defined as ""Something given in addition to what is ordinarily received by, or strictly due to, the recipient.""Acknowledgment is given here to members of the safety division of the Bureau of Mines who sent in some of the information here presented; to the Engineering and Mining Journal and Mining Congress Journal, from which some items were abstracted; to various mining officials who gave data in one form or another; and to M. von Bernewitz, of the United. General An important part of any mine power distribution system is its con¬nection to earth or ground. The grounding network serves to protect men and machinery from the hazards associated with electrical equipment which is operating improperly. Since the mine site is determined by the location of the rock or mineral to be extracted, the conditions required for the installation of an adequate grounding system are not always easily met. If annual rainfall is low or soil resistivity is high, an extensive array of buried metallic conductors may be necessary to assure a low-resistance connec¬tion to earth. Measurement of soil parameters can be made before the construction of a grounding grid is begun, and the configuration of a metallic network, which will yield the desired values of earth resistance and potential gradient, thereby ascertained. Proper design at the time the ground bed is installed will save much time and expense in later years. Ground conductors extend from the buried grid to each piece of mo¬bile and portable equipment via overhead lines or multi-conductor cables. In this fashion all machine frames are referenced to the same potential as the grounding medium. Protective circuitry must be installed to monitor\current flow in the ground conductors or the potential drop across the neutral grounding resistor, which is placed between the grounding grid and the neutral point on the distribution transformer secondary. This field study evaluated a newer and older dozer at a construction site. Both dozers performed similar activities in the same location within the construction site. Two operators participated in this study. One operator used the older equipment and the other operator used the newer equipment. Jolting and jarring measurements were taken at the seat/operator interface and at the floor of the cab. The result of this field study indicates that the newer dozer was better than the older dozer.

Two of the major ground control safety issues confronting underground mine operations today are shaft pillar stability and the failure of rock around active mine openings. Failure of a mine shaft can lead to the entrapment of workers. Failure of rock around active underground mine openings can lead to roof falls, which in turn can result in worker injuries and fatalities. Finite-element analysis has proven to be a reliable method for predicting stresses and displacements around underground mine openings. However, this is a complex and time-consuming technique and is not used as often as it could be in mine planning. The purpose of this paper is to demonstrate one technique developed at the Spokane Research Center that allows the user to create a finite-element model of a two-dimensional section of an underground mine in a relatively straightforward manner. This model is then used to calculate stresses, displacements, and safety factors around mine openings. With this information, mine planers can evaluate the stability of mine openings as well as the stability of pillars and mine shafts. This analysis will help develop mining sequences and layouts that minimize stresses in that section of the mine. This, in turn, should minimize the occurrence of shaft failure, roof falls, and other hazards associated with underground mining.

"Transportation of explosives in mines is extremely hazardous, and where electric haulage is employed the danger is intensified. Insulated mine-car couplings have been adopted by at least five companies in Alabama and Pennsylvania - and undoubtedly in other States - to prevent an electric current passing from a mine locomotive to a car or between care joined by this coupling. The need for such protection is recognized in the report of an explosion.""Four hundred kegs of black blasting powder had been loaded into four mine cars at the railroad, to be hauled to the magazine, upgrade, by a trolley locomotive. On starting, the motorman put sand on the rail and a grounded circuit passed through the hitchings and so exploded the powder. No insulation was used between the locomotive and cars."" When used on man trips the insulated coupling further serves the purpose of guarding the men against shock. Four couplings are described so that a clearer understanding may be obtained of the details of construction.ConstructionThe general principles of construction are similar in all insulated couplings. The piece containing the hole for the coupling pin is made of steel and the steel parts are separated by an insulating material, such as fiber or wood. The coupling is either rigid or semirigid to prevent the bumpers of the mine cars from coming in contact and to keep the cars insulated from one another at all times."
